Katie. Thanks, lisa. We begin with breaking news out of San Francisco. A motorcyclist has died after falling off a freeway onramp. It happened before 2 00 this morning it happened on the transition to 101. The motorcycle was going along the roadway when he veered to the left and was thrown to the from the bike, falling to the parking lot below. No word if speed or alcohol is factor in the crash. Chp is investigating a highspeed chase that started in oakland at 9 30 last night and ended on san leandro boulevard in 30 minutes later. It ended in a deadly crash. Officials say the driver of a stolen van crashed while trying to elude chp officers. Two drivers were injured and a chp officer was taken to the hospital with a cut on his wrist. A bay Area Business under investigation by the state is dealing with additional back lash it morning. They sell safe guard tubs, which have left some customers unhappy and now the companys employees are disgruntled. Alan wang has details. We want to get paid. About 100 employees were told they would not be getting their paychecks from a Richmond Company under state scrutany and at least 30 are being laid off. Mario cuesta has been charged with section acts with minors and child molestation. He worked for the church three hours a week in the ministry of music. Diocese of san jose released a statement saying prior to his employment he submitted fingerprints which cleared the fbi and California Department of justice. It adds, we have not received any reports of illegal activity on the part of it is shocking. Cuesta sometimes lived with his parents in san lorenzo. Neighbors said they would occasionally see him at the house. He didnt live there all the time and a lot of times if they went someplace he would come and stay at their house, things like that. They are disappointed to hear about what hes accused of. My wife said she saw the sheriffs over here. President obama is los angeles this morning after a whirlwind tour of californias droughtstricken central valley. The president has pledged more than 160 million to help farmers struggling with the worst drought in the states history. He said the entire country is dependent on california for products used every day. California is our biggest economy. California is our biggest agricultural producer. So what happens here matters to every working american, right down to the cost of food that you put on your table. The president also held a round table discussion with farmers and visited a farm in Merced County where the land will go unplanted this year. They estimate 25 of the farm land will not be used because of the drought. San Francisco City leaders joined a crowd of hundreds yesterday to be part of the 1 billion rising movement. The Global Campaign is an effort to end violence against women. Abc7 news has the story. Hundreds danced in the streets at san Francisco City hall led by black eyes peas member. They respected up 24 hours of dancing around the world. Thousands of people in more than 200 country, all dancing for one goal. For 15 years weve been raising awareness about violence against women and girls but now we need to deepen it and seek justice for those who have been silenced and shamed. One billion rising is a shocking statistic that 1 in 3 women will be victims of abuse in their lifetime. Organizers of the event say that one of the best tools is information for victims. Dancing raises awareness, but organizers hope to get legal information directly to victims. We are actually going to have a legal clinic on march 1st in tandem with this one billion rising. Legal advice can be important, even if Law Enforcement isnt able to take a case to court. The one thing we know that does not work is the lack of intervention. We know Domestic Violence especially has a tendency to cycle up. Mayor ed lee lead them in the cry against violence. Prosecutors have dropped murder charges against a man who stabbed an offduty bouncer near a san jose bar. They say the killing of ryan, outside of johnny vs, happened in selfdefense early wednesday morning. Prosecutors have reviewed Surveillance Footage and concluded he was also armed with a knife. New details on a massive recall on beef linked to a put aluminumma slaughterhouse. It has expanded to include 80 busy and food distributors who received some of the 8 Million Pounds of potentially tainted beef from the rancho corporation. New this morning pet owners in oakley are on alert after two cases of dog poisoning two days apart. The Contra Costa Times reports that the incidents were reported in the vintage parkway area. One owner posted their suspensions about dog poisoning on facebook on february 5th. A second person rushed their dog to the vet for the same reason two years later. A former governor has dropped his support for the highspeed rail. On a Radio Program the former mayor said he would take the money and row direct it to more pressing needs. The wall street journal reports they will match user zip codes with Election Results in the area where they live and based upon the type of music they are listening to they will label them democrat, republican or something else. Pandora will use the information to directly target users with political advertising. The company said its predictions on political preferences are 75 to 80 accurate. Tech companies have taken a big bite out of Weight Watchers profits. The stock dropped yesterday after a dismal earning report and plans to resize. Analysts say some customers are opting to free diet apps on their diet devices rather than paying for weight loss plans. Weight loss hopes to regain customers by getting them to subsidize membership fees. As accountants gear up for tax seasons, Michael Finney has some details. I talked to my accountant. Allen was getting a phone call from someone who sounded like a legitimate irs agent. He demanded a 5,000 tax payment within the hour or else. I would be handcuffed and thrown in jail. It was absolute the most terrifying thing i was experienced that i can remember. This type of brazen, attempted fraud has happened in nearly every state. Consumer reports said the first red flag was the phone call. The irs typically contacts you first by mail, not by phone. Still, the imposters can be quite convincing. They often use phoney names and irs badge numbers. They even enlist accomplices that claim to be the police. Another type of scam can come through text and emails that contain confidential information claiming to be missing from your tax returns. It is aimed at getting Important Information like your that way they steal your i hadty and claim a refund using a fraudulent tax return. The irs does not ask for personal information by email or text so these, too, are red flags. If you think you have gotten an email pfishing for confidence information, send it phishing at irs. Gov. If you get a suspicious phone call. Report it to authorities. You can contact them at 18003664484. It may also be appropriate to alert the fbi. Dont fall for too good to be true about a big refund or penalty reduction. This morning we are looking at the cooler temperatures, peninsula and south bay. 50s elsewhere but the forecast for the rest of the day today calls for a mostly cloudy sky. In fact we will be looking at temperatures mild. Not as mild as we have been. Upper 50s to mid60s. Coastside should be cooler and cloudier. Inland, if i recallly uniform numbers upper 50s to low 60s. Heres a look what to expect the next several hours. Looks like we will be dry for most of the day. But 4 00, 50 00, sonoma, you could be getting wet. The san mateo coast will be next at about 9 00 and the east bay getting into the act, as well. A little bit of rain to talk about for your long holiday weekend. Imagine knowing your local reservoir is at capacity and still you face mandatory water restrictions. Lilian kim has that story. In calistoga the days of the week will take on a whole new meaning. Starting march 1st homeowners with odd number addresses will only be able to water their lawn tuesday and thursdays and those with even numbers will be restricted to monday and wednesdays. Some wonder if their lawns will survive and others say the new rules are not going to be a problem. I dont water very much anyway because most of my yard is survives on rainfall and even though we havent had very much this year, what we had brought up all my daffodils. Hosing down driveways and side walks will be prohibited violators will face fines starting at 50. While this is considered a stage two water emergency, the deputy city clerk says it could be much worse. She remembers the drought in the 70s. When you showered you brought a bucket in with you and as the water was getting warm, you captured that water. We called it gray water. Im not sure what they call it now but we called it gray water then. We would water our plants with that, as well. Calistoga relies on water from the kimball reservoir, that is now filled to capacity thanks to the last storm, but city leaders say its still not enough, which means mandatory restricts could last indefinitely. Businesses are affected too. They face pretty much the same restrictions as homeowners. The restaurant workers are told to scrape their dishes rather then rinsing and provide water to customers only when requested. I dont feel thats a problem and personally when i go to a restaurant i would rather be asked, because sometimes i dont drink the water and i would rather save it instead of wasting it. Its not a problem for me and i dont see it being a problem for anybody else so far. She hopes the mandatory restrictions will reduce water consumption by . In calistoga, lilian kim, abc7 news. At t said they would stop washing its vehicles, reduce landscape watering by half and turn off decorative fountains and use brooms instead of hoses for cleaning up. The rodeohercules Fire District will have more firefighters thanks to a grant. The Contra Costa Times reports the Fire Department was award a grant of almost 2. 5 million this week. The money will be spread over two years and will allow them to hire up to nine firefighters and reopen the rodeo fire station which has been closed since may of 2012. The Antioch School teacher charged with abusing special education students has reached a plea agreement. The contra costa time reports under the agreement Theresa Allen koboy has pleaded guilty stemming from accusations she hit kits in the face and pinned them to the ground. Under the agreement she must serve six months in jail, surrender her teaching credentials and stay away from the school where she worked. We are learning more about the biggest shark fin bust since the ban went into effect last july. They found 2100 pounds of illegal fin at howard and eighth street in San Francisco. A judge will decide the owners penalty. Fish and wildlife agents tracked the fin after shark fin soup turned up on a menu on the hong kong east Seafood Restaurant in emery available. Theres a 21,000 reward being offered to track down a person who killed three sea otters. Two of the otters were shot in the head, the third through the back. The shooter will face jail time and 100,000 in fines if arrested. New this morning, president obama says congress should finish the job he started by raising the minimum wage to 10. 10 an hour. In his weekly address the president said americans deserve to know where their representatives stand. If lawmakers oppose a wage hike, americans should ask why. It would help americans out of poverty and help millions more work their way out of poverty, without requiring a single dollar in new taxes or spending. The president is in california this weekend, and as we mentioned earlier, he was during droughtstricken areas yesterday the San Francisco giants are taking out the turn styles and putting in metal detectors to screen fans going into the park this season. The move will put giants in early compliance with Major League Baseballs mandate that all teams use metal detectors by the start of the 2015 season. Fans will have to remove metal objects such as keys before passing through the detectors and those who dont want to go through the detector will be checked with a handheld device. After months of Public Comment the National Park service has issued new details on a plan to help protect yosemite National Park. The park service had proposed banning rafting and bike rentals to guard against erosion against the merced river. The new plan allows it, but moves rental facilities away from the river. And it proposes limiting the number of visitors to just under 19,000 visitors a day, which is about what they get on a busy day, and it adds more shuttle buses. A San Francisco icon is cleaned up and reintroduced to the city as a valentines day gift this weekend. Its cleaned up and reintroduced as a present to the city this valentines weekend. I should be careful of the word storm. A little bit of rain. She will have the details for you. Four colleges in california have formed an alliance for the boosting of the minority ph. D. Students and faculty in the areas of science, technology, engineering and math. Minorities are underrepresented at that level and these four universities want to change that. Education reporter Lyanne Melendez tells us how they will do it. He is a ph. D. Student in the Math Department at u. C. Berkeley. One of her requirements is to teach to undergraduates. She gets a variety of responses when she enters a classroom for the first time. One is an audible gasp when i walk into the room. They are expecting a man, they are expecting an international student. Certainly not a young latino. But in california more than 52 of the states Public School students look like chavez. But very few make it to her level. We dont have anything like that percentage of students as undergraduates in our institutions, much less as professors and graduate students. Four universities have come together to change that. U. C. Berkeley, ucla, cal tech and stanford because in 2011 of the 753 doctoral degrees awarded in science, technology, engineering and math at these four universities, only 59 went to underrepresented minority students. The people behind this new alliance believes diversity can only benefit these institutions. People bring different experiences, people bring different approaches to problems, scientific or otherwise, and there is Research Showing that when you bring diverse groups of people together, theres more creative solutions. To assure they are successful, the National Science foundation has given them a 2. 2 million grant. The other goal is to help their ph. D. Students conduct more research or become faculty members at any of the four universities. So that power of four very highly recognized institutions, all paying attention to your application at one time. Thats very powerful medicine. The California Alliance believes having professors who look like them would benefit them. Students that come to me and say you are the only person i can tell this to because i have not come across anybody who is a woman, who is a minority, who would understand. At u. C. High pressure sits offshore but theres a cold front that is allowing for plenty of cloud cover to visit us throughout the day. Most of the moisture, the steady stream of rain is well to the north. We are waiting for this area of low pressure and the associated cold front to move on in. It will do that by about 4 00 in the north bay. Wet in cloverdale by six. And sliding through marin county by the early evening hours. Over toward vallejo, berkeley and oakland, should be about 8 00.
