We have Team Coverage this afternoon. We want to begin with Spencer Christian with our accuweather update. Spencer . A serious soaking as we stated earlier is whats been happening all day long. The heaviest rains through the central part of the bay area. Most of the day, the heaviest rain has been up in the north bay. Now its shifting eastward, walnut creek and san ramone, pockets of heavy rain and larger pockets farther east towards antioch and discovery bay. Right around san mateo, were seeing a line of steady, heavy rain moving on shore, as well. Lets take a look at whats happening in the north bay where the river is Russian River, a Flood Warning has been issued from tomorrow night at 9 30 to monday night at 9 30 and is virtually this entire expanse of the Russian River. So the rain has been heavy there and will continue to be problematic. The next storm is catching up with the current storm, so thing also be messy. On the storm impact scale, the next storm will be a two or three. Expected to produce another two to three inches of rain, so well have some problems with our evening commute this evening and Flash Flood Watch remains in effect for a large expanse of the bay area into sunday. Larry . Thank you, spencer. The rain coming down heavily today in the north day. The big concern is flooding. Cornell bernard joins us live with a look at what people there are doing to prepare. Cornell . Reporter rain is tapering off just a bit. All day long its been a steady deluge. All eyes on this, this creek which looks more like a river today, no flood danger at this point, but officials will be monitoring all weekend. Local folks just in case are getting ready. Rain started thursday morning at the north bay and didnt let up for a second. Water poured off highway 101. It made driving treacherous. Were ready for it. If it were to come. Reporter nancy lovely is talking about flooding. She manages a cat boarding business where high water has flooded businesses before. This is what it looked like back in 2005. Nancy is ready with sandbags and this wooden flood barrier in case the nearby creek rises. Previous flooding from years past, at least were prepared just in case. Our flood stage is around six feet. Reporter the Fire Department battalion chief is monitoring the creek, which is higher than four feet. Flood stage is six feet. Residents have been advised that more rain is coming. We will issue a reverse 911 notification if we believe were getting close to a Flood Warning. The streams are rising, but they seem like theyre under control. Reporter that doesnt mean its not an anxious time. The rain is a blessing, we need it. Maybe not so much all at once. This is el nino coming back. Reporter chelsea works at body time where sandbags are standing by out front. She knows what to do if flooding ever happens. This barrier goes across the door. Just sit and wait and hope for the best. Grateful for the rain but hoping it doesnt flood. Reporter Cornell Bernard, abc7 news. There are three School Closures for tomorrow in Sonoma County. Guerneville school, harmony elementary and occidental will be closed tomorrow. Check out this mudslide from forestville. You can see the mud and trees came down along summer home park road and that blocked traffic there. The rain was too much for this awning after a kmart that collapsed around 7 30 this morning. This is an older building, and with older buildings, you can have dry rot going on, weakening the structure, and when a store comes in, it shows the weakness. Employees say the canopy section over the walkway was already starting to sag. They built a fence around it so no one would walk underneath it. With so much heavy rain in the forecast, San Francisco is taking a new approach to prevent flood damage. Kristen sze is here with a new type of flood barrier put up in a neighborhood previously overrun by water. Reporter the city is so concerned about flash floods, it tweeted out this morning about seeking Higher Ground in the event of flooding. Cornell bernard tweeted about it sunday, when they first tried these out. They put them away and today theyre back. You cant miss these red and white plastic barriers lining businesses and homes along two blocks of the mission, near 17th and fulsome streets. Theyre called flood stops filled with recycled water. It aims to protect low lying areas when sewers and storm drains overflow. They come apart, so well have them set up on site to help with that. Its just during those periods of intense water well make that watertight seal. Reporter a resident took this picture a few years ago. The city spent 165,000 on these barriers. It may seem like a lot, but the city spent millions repairing flood damage in the same neighborhood. If the barriers prove successful, the city might expend their use, like the neighborhoods around cayuga street and 15th avenue. Ama . Thank you so much, kristen. A suspect is now in custody after a standoff on jonathan avenue. It began when a man took his 3yearold daughter hostage. This is sky 7 hd. After she was released just after noon. Chris nguyen is on the scene and joins us live for the latest development. Chris . Reporter this part of pine avenue here in willow glenn remains blocked off. You can see the scene behind me. Police sent the day negotiating with that man all throughout the afternoon. He had been holed up inside a home on jonathan avenue, about a block away. We can tell you that the child involved has been released to safety. But the man surrendered to police just moments ago. It was one neighbors fatherly instinct that may have saved a family from tragedy. All i knew is i didnt want the baby to get hurt and i did what i had to do. Reporter he says his neighbor came rushing into her home, screaming that her soontobe exhusband was taking off with their baby girl. He had a black pistol in his hand. Reporter then he took it one step further. Jumped in my truck and pulled my truck behind his, so he wouldnt leave. Reporter erica heard the commotion. You realize this isnt a good situation. I need to make sure everybody is safe. Reporter this video from sky 7 hd shows the response from law enforcement. Police and s. W. A. T. Arrive within minutes and were eventually able to negotiate the little girls release. Our Negotiation Team was able to get him to release the child. So that was a great outcome. Reporter flash bang grenades continued into the afternoon. Those nearby couldnt believe what was happening. Shocking to hear. And to hear there was a kid involved, its just scary, because you dont know whats going to happen and everybody is scared for the child. Reporter although the child is safe, many know this could have ended differently. You hear about people getting shot. And he was like five feet away from me. All he had to do was lift the gun up and shoot me. Reporter a man without hesitation put his life on the line for one of his neighbors. That was chris nguyen reporting. We have more developing news out of San Francisco. A jury has exonerated four Police Officers in the fate ral shooting of 28yearold alex nieto killed two years ago. Reporter it took the jury just a day to arrive at this verdict. Now, they found there was no Excessive Force, which basically means that the issue of whether his civil rights were violated or not were gone. Now, lets just backtrack for a little bit. The four officers were never charged with shooting and killing him, because the d. A. s investigation proved that he pointed at them with what they believed was a gun. It turned out to be a taser. Police were called to the park in the neighborhood by people who thought he had a weapon, acting erratically. When these officers were never charmed, the family brought their claims here to the federal court. The issue of wrongful death was never discussed, but the family hoped that the Excessive Force claim would stick. As we know now, it didnt. If he had gone down to the ground and not continued to point the taser at the officers, they could have stopped firing at that point. But thats not what happened unfortunately. This tells you again that sfpd can shoot 59 bullets and get away with it. Reporter supporters say theyll continue to stand by the family and other families who have lost relatives in this manner. The family could appeal to a higher court. We dont know what their plans are, but a spokesperson said, of course understandably, they are very distraught. What police learned about her and her husband, who killed himself after her body was found. Plus, San Francisco already raised the smoking age to 21. Now california is one step closer to doing the same thing. And a battle in the new details today in the bizarre murder case of a brisbane woman. The body of Shelly Titchener was found next month. Shortly after she was identified, her husband paul killed himself. Melanie woodrow has more. Reporter this is the search warrant for three phones, two cell phones belonging to Paul Titchener and one belonging to his wife, shelly. The warrant fills in several gaps in the disappearance and death. Beginning with the torso that was found here, just one week after shelly reportedly went missing. We now know the torso was sealed in a plastic bag with duct tape. Two days later on tuesday, the autopsy was complete. The pathologist located a distinct tattoo on the lower back that was described as a red and blue bat with wings. There was another distinctive feature. The torso had saline breast implants. Shellys son, james, confirmed the tattoo for investigators and her husband, paul, had reported his wife had implants when he filed her missing person report. According to the warrant, shellys extremities were cut off with a sharp tool like a knife or saw. According to those same police documents, that same night researchers returned to the area and found another bag with her leg and her purse with drivers license. Paul titchener later jumped from the bay bridge that evening. Investigators have said they are continuing to investigate whether or not paul acted alone. Investigators located Paul Titcheners two cell phones at his business. Paul had given investigators shellys cell phone previously. Again, according to those new documents. Investigators have said they are now working on obtaining their own cell phone search warrants to look for stored text messages, emails and photos. Thank you, melanie. The dean of uc berkeleys law school resigned over accusations he sexually harassed a student. Yesterday, we told you he was being sued by his assistant who said he kissed and touched her repeatedly. City college of San Francisco faculty members say theyll walk off the job if they cant get a new contract. Thousands of full and parttime instructors teach at city college. Theyve been without a College Since last july. Details are now emerging about former first Lady Nancy Reagans funeral set for tomorrow in Southern California. The private service is being held at the reagan library. Today, thousands passed by her casket paying final respecting, including House Speaker paul ryan. Officials say ron and nancy reagan will speak at the service and so will james baker. Laura anthony is in Southern California for the services for mrs. Reagan. Serious flooding concerns across the bay. Heres a live look at live doppler 7 hd. As you know, its been a very wet day and the heavy rain continues through the central portion of the bay. Around San Francisco, in fact, from san rafel across the bay to oakland, to south San Francisco, were seeing these areas of heavy down fours. Rainfall totals have been growing significantly in that area in the last couple of hours. We have a flash Flood Warning until 8 00 this evening from Sonoma County down to petaluma, including a portion of highway 101. Look at the north bay where we received in the last 4 hours more than 2 1 4 inches of rain in santa rosa. Here in San Francisco, over 0. 6 of an inch of rain. Heres a view from the exploratorium camera. Low, dark clouds and these are our forecast features. Heavy rain tonight and friday. Another rough commute expected tomorrow morning and a break tomorrow night into saturday morning. But then more rain to follow over the weekend. The approaching storm tonight and tomorrow ranks number three on the storm impact scale. We have a strong storm with an initial one to three inches of rain expected. 5 00 tomorrow morning, the morning commute will get off to a wet and windy start and it will get worst later. By 7 00 in the morning, more widespread areas of moderate to heavy rain. 9 00, its going to be a mess across the bay area. And then well see this area, this large area of heavy rain break up a little bit into the afternoon and evening hours with some locally heavy showers and then it will wind down. By 10 00 tomorrow night, we project that additional rainfall totals will reach about 2. 15 inches in santa rosa. 1. 3 inches in nevado. So very wet across virtually all of the bay area. Speaking of wet, the Russian River is expected to quest at guerneville saturday morning about three feet above flood stage. Tomorrow, highs only in the upper 50s under rainy, windy conditions. The bay area is getting another drenching today ahead of an even more powerful storm expected tomorrow. In San Francisco, people broke out the umbrellas this afternoon at the height of the downpour. Republican Charles Grassley says efforts to pressure him to hold hearings are futile. But senator Lindsey Graham says hearings should be held because if republicans dont win the white house, a nominee from Hillary Clinton would be worse than anyone that mr. Obama puts forward. We now have among our other flooding concerns, concern about flooding on the napa river, which is expected to crest about half a foot above flood stage tomorrow afternoon. When the koalas mauled body was found, zoo workers found this on cameras, a still photo of p22 who is now considered the culprit of this attack. He was in the zoo the night of the attack.
