Officers searched for hours and could not find him. We now know carter made his way to the southern part of mississippi. The Sheriffs Office offered will offer details on the arrest tomorrow morning. They moved out of oakland and they are headed toward Livermore Valley where light rain is being reported. As you noticed from hayward to pleasanton there are pockets of moderate rain toward dublin valley. As we look at the rainfall more than an inch fell around san rafael and woodside and ben lowman. Santa rosa three quarters and napa over an inch and San Francisco and oakland more than. 60 of an inch of rain. With the rain came the rainbows. This one was sent to my twitter. Hail and strong winds swept through some areas and just when it seemed the skies were clear, the rain would suddenly return. It was a soggy start to the day with our first rain in more than a month soaking the morning chute. Some drivers werent used to conditions on the rainslicked roads. It was the wet weather that was really the factor. The chp says it responded to 500 accidents this morning far more than average. I it is good to see the rain. Many in the droughtstricken area welcomed every drop. And then after the heaviest rains passed the hail came. It was fast and furious in petaluma. As quickly as it came it ended lasting only 60 seconds and just when it looked like the storm clouds parted round two of the rain caught people off guard in martinez. Gusty winds caused trouble in San Francisco. Look at the scaffolding that was knocked down. There was a big American Flag on the scaffolding that acted like a sail and it blew the scaffolding over. No one was injured. And then finally a bright spot appeared at the tail end of the storm. A rainbow spaning San Francisco. From one Vantage Point it appeared to end appropriately enough at treasure island. In the Central Valley some really wild weather. This backyard in sacramento was pounded by hail. You can hear it hitting the pool. Thunderstorms moved through the area bringing heavy rain and lightning and fum clouds. And funnel clouds. These storms created several funnel clouds. As you mentioned they were seen throughout the sacramento area. This was in the south part of the city near the executive airport. Fortunately none ouch ited down or did none touched down or did any damage. They did damage in the sierras where they are desperate for it. You can see the snow coming down and making it hard for this skier to even see. If you are heading to the mountains check out the road conditions. There are chain requirements on 80 and 50 today. Dan those numbers will likely change when the mandatory water restrictions begin and how much we will have to cut back will depend on where you live. Whether you can water your lawn as much as you like will vary from city to city. If you use a lot of water you will be asked to take the biggest hit. If you live in morgan hill brace yourself for a 35 cut. For people who waste water it is no big deal. Just be smart. Dont water your lawns unless you have to and maybe in some cases dont water them at all. If you live in San Francisco, daly city, hayward and santa cruz, you will be rewarted with cuts as little as 10 . Everyone else is in between. East bay, san jose and marin county residents will likely see a 20 cut. Last year we watered much less than we usually do. Marjorie moore has reduced her water usage significantly which means the restrictions wont be much of an adjustment for her. But rest of the marin is far from the 20 target. In an effort to conserve more water the water board voted to restrict Outdoor Watering to three days a week. For people who maybe when did i water last or whatever, they will be more in tune with a schedule and being consistant. Not everyone though is happy about the new restriction. There are those who will comply begrudgingly. If it is a resource or something that we are being billed for, then i should be able to use it. She tried to return home from hawaii yesterday and Airline Personnel said she cooperate fly because she didnt have she couldnt fly because she didnt have a doctors note. She was supposed to have returned home yesterday so she could go to her chemo appointment as well, but everything changed when she got to the airport in hawaii. You can see the massive response. Look at all of the lights from official vehicles. About 170 firefighters battle ited the flames. The fire broke out on the fifth floor of the 6th story commercial building. One person is being treated for burns. No word yet on what ignited the fire. It was contained to a corner of the willing thanks in large part to the incredible response. A White South Carolina Police officer has been charged with murder for shooting and killing a black man running away from him. Warning. The video may be difficult for some to watch. Cell phone video of the incident shows the end of a scuffle. The officer pulled his gun and fired eight times and hitting 50yearold walter scott who appears to be unarmed. It seems like a low crime area that people would not suspect people are committing petty crimes for drug abuse and whatnot. It may be why they are seeing an increase in shoplifting at Downtown Department stores. Many of the culprits are transients who use bart to commit their crimes. We are seeing a lot of folks coming from San Francisco, a lot of folks uh addicted to heroin. Many steal to support drug habits. Local restaurants say more of the customers are getting their purses snatched. Absolutely. We are all talking and there has been a lot of purse snatching so to speak. People putting the purses on the back of the chairs. Now police are keeping close contact with the local merchants. They are maintaining high visibility and conducting undercover operations but the same criminals keep coming back. Once prop 47 came about in november of 2014, we are seeing a lot more of folks coming in and stealing in our city. Prop 47 reduces most nonviolent property crimes from a felony to a misdemeanor.
