Actress Mary Tyler Moore, tonight celebrating her life and career, and that famous twirl. Good evening, and its great to have you with us here on a wednesday night, and we are just back from washington after visiting the white house and sitting down for the first time with President Trump. Our interview and walk through the white house came just before he made news at the department of Homeland Security. Signing executive orders among them. The push to build the wall along the mexican border. The president also making news on waterboarding and after his comments that he lost the popular vote because of millions of illegal votes, we ask, wheres the proof . We ask who will pay for the wall, at least at first. Are you going to direct u. S. Funds to pay for this wall . Will american taxpayers pay for the wall . Ultimately itll come out of whats happening with mexico. Were gonna be starting those negotiations relatively soon. And we will be in a form reimbursed by mexico which i will say so theyll pay us back. Yeah, absolutely. 100 . So the american taxpayer will pay for the wall at first. Right, all it is is well be reimbursed at a later date from whatever transaction we make from mexico. Mexicos president said in recent days that mexico absolutely will not pay, adding that, it goes against our dignity as a country and our dignity as mexicans. He says david, he has to say that. He has to say that. But im just telling you there will be a payment. It will be in a form, perhaps a complicated form. And you have to understand what im doing is good for the United States. Its also gonna be good for mexico. We wanna have a very stable, very solid mexico. When does construction begin . As soon as we can. As soon as we can physically do it were within months . I would say in months. Yeah. I would say in months. Certainly planning is starting immediately. And it was not long after our sitdown with the president. President trump traveled across town to the department of Homeland Security where he signed those orders to begin the wall and a push to remove undocumented immigrants, including those who are facing charges in this country. But on mexico paying for the wall, tonight swift reaction from the mexican president , and will he now cancel a planned visit . Abcs cecilia vega at the white house. Reporter President Trump today at the department of Homeland Security signing those executive orders on immigration. Weve been talking about this right from the beginning. Reporter the move coming after that Signature Campaign promise. Build that wall build that wall reporter in addition to building that wall, the president also vowing today to strip federal funding from socalled sanctuary cities that shield undocumented immigrants. Triple the number of ice agents. And add thousands more Border Patrol agents. Beginning today, the United States of america gets back control of its borders, gets back its borders. [ applause ] reporter no specifics on how to pay for that wall. But President Trump putting on notice millions of undocumented immigrants, including those who have been charged with a crime, even if they have not been convicted. Were going to get the bad ones out, the criminals and the drug deals and gangs, and gang members and cartel leaders. The day is over when they can stay in our country and wreak havoc. Reporter protests tonight in new york and by the white house. And sanctuary cities firing back. This city will not be bullied by this administration into abandoning our core values. And we believe we have the rule of law and the courts on our side. And cecilia vega live at the white house tonight. And late word tonight, cecilia, that the mexican president , pena nieto is now considering canceling a trip that was planned to visit President Trump next week . Reporter thats right. President pena nieto and President Trump were slated to talk Border Security and trade. That is all up in the air after the news out of the white house today. Thanks for joining us tonight. President trump in the meantime, sparking a firestorm this week after congressional leaders were invited to the white house. They said he told them he lost the popular vote to Hillary Clinton because of millions of illegal votes. Even some Republican Leaders say there is no proof. Tonight President Trump standing by that claim, and we ask now that he is president , do his words matter more when there is no evidence of millions of illegal votes . When you say in your opinion, millions of illegal votes, that is something that is extremely fundamental to our functioning democracy. A fair and free election. Sure. You say youre going to start an investigation into this. Sure. Done. What you have presented so far has been debunked. Its been called false. Take a look at the reports. I called the author of those. And he said he found no evidence of voter fraud. Why did he write the report . He said no evidence of voter fraud. Excuse me. Why did he write the report . He is groveling again. I always talk about the reporters that grovel when they write something you want to hear, but not necessarily millions of people want to hear or have to hear. So you have launched an investigation . Were going to launch an investigation to find out. And i will say this. Of the votes cast, none of them come to me. None of them come to me. They would all be for the other side. None of them come to me. But when you look at the people that are registered, dead, illegal. In two states. In some cases, maybe three states. We have a lot to look into. Lets get right to abcs chief white house correspondent, Johnathon Karl who was with us at the white house. You heard him there. President trump saying he has launched an investigation. Reporter in fact, i spoke with a Senior Administration official who tells me work has begun on a memorandum that could come as early as tomorrow with the president ordering either the department of Homeland Security or the department of justice to commence the investigation. It would primarily look into the voter roles and whether there are people registered to vote who died long ago or registered in multiple states. The other thing is im told this would be a big topic of discussion at the retreat he is going to with republicans in philadelphia, and he would like them to investigate, too. We asked the president about new reports tonight that the Trump Administration is thinking about bringing back the socalled cia black sites. Prisons once used around the world. We asked the president about that, and about torture. After what he told me during one of the debates. Mr. President , you told me during one of the debates that you would bring back waterboarding and a hell of a lot worse. Those were your words. I would do i would do i wanna keep our country safe. I wanna keep our country safe. What does that mean . When theyre shooting when theyre chopping off the heads of our people and other people. When theyre chopping off the heads of people because they happen to be a christian in the middle east, when isis is doing things that nobody has ever heard of since medieval times, would i feel strongly about waterboarding . As far as im concerned, we have to fight fire with fire. Now that being said im going with general mattis. Im going with my secretary, because i think pompeos gonna be phenomenal. Im going to go with what they say. But i have spoken as recently as 24 hours ago with people at the highest level of intelligence, and i asked them the question, does it work . Does torture work . And the answer was, yes, absolutely. Youre now the president. Do you want waterboarding . I dont want people to chop off the citizens or anybodys heads in the middle east, okay . Because theyre christian or muslim or anything else. I dont want look, now they chop em off and they put em on camera and they send em all over the world. So we have that and were not allowed to do anything. Were not playing on an even field. I will say this. I will rely on pompeo and mattis, and my group. And if they dont wanna do it, thats fine. If they do wanna do, then i will work for that end. Jon, you heard President Trump there saying he is asking his top advisers, does torture work . He made headlines on this. Reporter that is just a fascinating exchange, david, because general mattis, now secretary mattis is saying, absolutely not. Waterboarding doesnt work. Its counterproductive, and he said he will take that advice now. But there you heard how firmly he believes in the other direction and how he says he has talked to people, high level intelligence people who disagree with his now secretary of defense. I am told, though, david, there is nothing under consideration right now at the white house for changing the rules on advanced interrogation techniques or on those black sites. He is truly taking secretary mattis advice. Jon karl, thank you. We should point out that this was wide ranging and nothing was off limits. The president also gave us a tour of the white house today. We walked to the oval office. The president telling us about the moment he received the nuclear codes. What that was like, and we asked him what he would say to those more than a million who marched in protest in this country. What he would say to the women, men and children who marched. He takes us into the oval office. The changes he has made, and the letter from president obama. Our complete interview later tonight. A special hour. President donald trump, the white house interview. 10 00 p. M. Eastern, right here on abc. In the meantime, tonight, we turn next to your money. That new barrier shattered on wall street tonight. The dow breaking the 20,000 mark for the first time. Ending at 20,068, and that is up some 155 points today. Finish capping a 9 rise since election day. Up some 1,700 points. What is driving those numbers up and what does it mean for your 401 k . Lets get to abcs chief business correspondent, rebecca jarvis, and the president enjoyed hearing that news while we were at the white house today, rebecca. Reporter there are three key drivers of this rally since election day. The prospect of lower taxes, deregulation and Infrastructure Spending under President Trump. That would be good for corporate america, good for corporate americas bottom line, and it certainly has been good for stocks and American Retirement savings accounts. Which since election day have added on average 6,000. Today, good earnings reports from a number of American Companies also helped push things over the edge. That milestone celebrated here at the New York Stock Exchange with these dow 20,000 hats worn by a number of traders.
