With washington seemingly paralyzed, individual states are now taking action, opening their own checkbooks to get their own landmarks and parks open again. Jon, as we go on the air this morning, what is the uptotheminute state of play in these negotiations to finally end this thing . Reporter dan, its now up to the Senate Leaders, Mitch Mcconnell and harry reid, these are two men, who by the way have been barely been on speaking terms the last couple months, to find a resolution to this. They talked yesterday, they talked for some time yesterday, they are trying to come to an agreement on a deal that would keep the government running and postpone default until january 31st. That would be a Government Spending bill and an increase to the nations borrowing authority. But republicans have given up almost everything they originally started demanding. There are no changes to obama care that are even on the table right now. As you recall, thats what started this whole mess. But, dan, the bottom line right now is, talks have broken down over this democrats want to see some spending increases as part of it. In other words, democrats are pushing to undo some of the cuts that were put in place under the socalled sequester as part of the government funding for this temporary reopening. Dan, it doesnt look very good right now. But theyre at least talking. So that is a positive sign. And theres another potential snag, if hypothetically this deal gets cut on the senate side, when they send it to the house, where the tea party is very strong, what are the odds it will pass there . Reporter oh, yeah, the house. Thats right, i mean this is a situation, speaker john boehner, as we were all talking about friday, talking with the president , trying to negotiate something with the president , hes been cut out of this. So, basically, its going to be up to the house to either take or leave any agreement that comes out of the senate, theres no guarantee it will pass there. Although my sense, dan, is that the speaker of the house boehner will at the very least allow a vote on whatever it is that comes out of senate. Before he wouldnt even allow that. Maybe some progress, jon, thank you. Many people watching the slowmotion disaster in d. C. Dont know whether to laugh or cry. And last night, snl did what it does best, took a run at the very serious story hoping to get us to see the lighter side. We have become detached from the hubble telescope. A lot of people watch this and see what is happening in washington as well. What happened over the weekend, we hearing words like progressive, constructive and now all of a sudden deja vu all over again. The same thing thats happened in previous negotiations. The president started to work something out with House Republicans but House Speaker john boehner couldnt sell it. Everything goes back to the senate. To pick up what jon just said there, if senator reid and senator mcconnell are able to come to a deal, theres only one viable path to solve this, is to jam it through the house of representatives. Speaker boehner would have to allow a vote on something thats almost certain not to get a majority of the caucus behind it. It would have to be passed with democratic votes. Its something that hes been unwilling to do in the past. Its only done in extreme circumstances. Thats what he would have to do now, and thats assuming theres a deal in the senate. Stepping away from all of the throwing in washington, lets assume that dont lift the debt ceiling by thursday. How much of an impact will have it have on the rest of us, the bystanders. It could be huge, the truth is, though, we dont know, we have never seen it before, its never happened in american history. What the treasury secretary and others have warned, there are three levels of effects. Number one, credit markets could freeze. It affects just about everyones 401k. Number two, at the end of this month, direct payments from government have to be made in medicaid, medicare, social security, veterans, military pay, they could all be put at risk during the month of october. Overall impact on the economy. Consumer confidence. Most economy irs believe if this is prolonged for any period of time, there would be a huge in economic growth, economic growth. Which would eventually affect jobs. The impact could be absolutely catastrophic. This is not a game. No. And some people out there saying that the 17th may not be the day we hit the debt ceiling. We begin with that breaking news out of bellingham, washington, where police had to use pepper spray against the bottlespraying College Students after officers broke up a party. When students started throwing objects at the police and did not disperse as ordered, officers moved in firing pepper spray, took about 45 minutes to get that situation under control. And questions this morning about what caused a massive explosion that leveled a home in pennsylvania injuring two people. Abcs tai hernandez has more. Reporter the debris littered across this yard is all that remains of a pennsylvania home, completely obliterated in a saturday night explosion still under investigation. The owner found injured but alive under a pile of wreckage. It sounded like an airline went down. I just heard this huge explosion. I came up and all i saw was the flames and the house was completely gone. Reporter the blast reached so powerful, even a neighbor had to be rescued. They found one person in the nextdoor home and they had to uncover him from the debris to get him out of there. Reporter natural gas crews responded to the scene, but authorities have not yet determined the cause. And just 35 miles away, friday morning, a blast in west virginia, this one deadly, a teenage girl was killed and the rest of her family injured. Suspended natural gas explosion. That family reportedly moved in only a few months ago. Two blasts in two days, with two communities shaken. For Good Morning America, tai hernandez, abc news, new york. And new this morning, four teenagers reported missing from a ranch for troubled youth in new mexico, they have been found. Amber alert was issued on friday when nine teens from the ranch were reported missing. Five of them are still missing. Police are looking for the man that runs that ranch. And a decadesold cold case in new york city has been solved. Conrad juarez was arrested saturday for the murder of his 4yearold cousin back in 1991. The socalled baby hope case was finally cracked after dna evidence finally tied him to that murder. And former congresswoman Gabby Giffords expected to make an appearance at a gun show in upstate new york. This will be her first visit to a gun show since the assassination attempt on her back in 2011. Its the latest effort by the giffords and her husband mark kelly for expanded background check for gun sales. And a computer glitch is being blamed for a huge problem with the Food Stamp Program that occurred on saturday. The problem, people trying to use the debit style cards in 17 states had been rejected. And the company contracted to run the program said the problem has now been fixed. Game one of the American League championship series between the Boston Red Sox and the Detroit Tigers. The tigers had a nohitter going into the ninth inning. One out in the ninth. Thats when daniel nava broke up that nohitter. A single to left field. It wasnt just any bridge, it was a railroad bridge constantly used by trains, people arent supposed to be on the tracks but this woman, oh, she was. Right there. Hold on. Oh, god. Reporter holding on for dear life. Oh, my gosh, shes stuck up there. Reporter a 55yearold woman with nowhere to go, her arms and legs pressed against the railroads drawbridge. Quivering as she tries to hold on. Shes trapped in an upright position. Police say that the woman was taking part in a saturday morning walk for cancer in ft. Lauderdale, florida. She had just finished the walk hours earlier. Still wearing that pink shirt. But somehow, she ended up on this railroad bridge. The bridge controlled remotely in tallahassee began to raise to its upright position, leaving the surprisingly nimble woman stranded. Is that the highest it goes . I would have been flipping out. Oh, my goodness. Oh, my goodness. Reporter the woman was holding on to that bridge 22 feet above the Railroad Tracks below, never letting go of her purse. Well, it depends on whats in the purse. Depends whats in the purse. I would have heltd on to it if there are valuables in there. Reporter firefighters rushing to help her, putting up a 24foot ladder. 20 minutes later, the rescue. And back on solid ground. And so good news there. But, to highlight how dangerous this was, just three years ago, a College Student walking to a party was caught on that very same bridge as it started to rise, he fell into the water and he died. In this case, that woman held on and appears to be unhurt. Good news for her. Shes lucky. Thank you, gio. Thank you. This morning, a mom is making a wrenching and public plea for the return of her daughter. An allout search going on now for Abigail Hernandez, a teenager who went missing on wednesday. This morning, search teams including the fbis Child Abduction Rapid Deployment Team are back out, trying to track down this missing teen. Searching for answers this was not the way Zenya Hernandez thought she would spend her daughters 15th birthday. Please come home. And we miss you so badly. Since then, not a word from the 54 brunette. Nothing on social media. No trace of any communication from her cell phone. Unfortunately, we still have nothing new to report. In their renewed investigation, police have pored resources to tracking what happened the night she disappeared. Theyll be asking the British Public for help tomorrow night in a British Crime watch tv special, that will include detailed reconstruction of her last known activities. Primarily what we sought to do from the beginning is get everything back to zero, take everything back to the beginning and then reanalyze and reassess everything, accepting nothing. Reporter police say they now have a list of 41 persons of interest, 15 of them british, by combing the phone records of thousands of tourists and residents who were at the portuguese resort when madeline disappeared. They hope to narrow that down. We focused on the area between 8 30 and 10 00. We know around 10 00 p. M. That is when mrs. Mccann found that maddie was missing. Reporter with no evidence that she is dead, police are still operating on the assumption that she is still alive. For her parents the pain of their daughters absence doesnt go away. Obviously, maddies birthday goes without saying. And then you have the big family occasions. The family occasions. And you dont have your complete family. Certainly, dan, working a number of cold cases when you go back, review them, pull up new leads, looking at phone records, you are bringing it back into the publics eye with this special and theyre really humanizing the relationship, the family relationship, and saying, look, something come forward. Somebody brings information. What about the release of this neverbeforeseen videotape of maddie on the tennis court, running around the court playing ball girl, what likely impact could that have . A big one. Thats the emotional hook. When you humanize the victim, show this beautiful child with her parents, a relative, uncle, aunt, somebody associated with the bad guy may feel guilty and finally come forward and give you that critical lead. Brad, i know you have followed this case quite closely, after six years, what does your gut tell you after many years in law enforcement, is it possible that shes truly alive . I would go along with what the British Police is saying. They dont have any indication that shes not alive. So thats the assumption you work under, particularly when it comes to little kids. Without knowing the motivation of the bad guy its hard to assess, other than lets say shes still alive until proven otherwise. Lets all hope shes indeed alive.
