good evening. we're following developing news tonight in the east bay. shots have been fired during a standoff involving deputies and man with a gun. the suspect is barricaded inside a house in el sobrante. these are live pictures from the scene. the past half hour, law enforcement reports the suspect has fired some shots. began shortly after 7:00 this eek when contra costa county sheriff's departmenttys responded to a call of a man beating a woman. when deputies arrived a man bolted into a house and grabbed a handgun. three children and a woman inside the house have been released safety. police and a hostage negotiator are trying to get the man to surrender peacefully. no hostages at the scene right now. we'll stay on top of that for you through this newscast. >> the other story we're following. thousands of people in louisiana and mississippi are without power because of tropical storm lee. the storm has weakened but its winds and rains continue to pelt the coast, and louisiana's governor has already declared state of emergency in ten parishes. >> reporter: tropical storm lee is taking its time, moving through the northern gulf coast. its heavy rain bands and strong winds dreching louisiana and mississippi. >> we're expecting 15-20 inches of rain in the new orleans region as a result of the tropical storm and as all of us who have been through this know, it's not how much we get but it's how much we get in a short period of time. >> reporter: six years ago almost to the day that hurricane katrina swamped the crescent city when the levees failed. now this is new orleans' prime line of demps breaks -- defense. some areas are washed out but so far flooding has been sporadic. thens of thousands lost power. along the gulf coast, people are backing up and leaving low-lying areas, residents stuffed sandbags and are hoping their efforts pay off. lee will make its way across the southeast and head north. abc news. >> and on the west coast, powerful surf is pounding california beaches. especially in southern california. this is video from newport beach in york george it's creating dangerous conditions for crowds flocking to the beaches on this labor day. we're live in pacifica where waves continue to be higher than normal. >> reporter: over the past two days some northern california beaches have been pounded with waves as high as 15 feet. the national weather service cancelled its high surf advisory for northern california but people are cautioned if they're going into the ocean this labor day weekend, there are going to be some dangerous rip tides. the waves are breaking big here at step son beach. their size is surprise something surfers who. used to waves this big here or strong. this surfer was surprised but pleased. >> wasn't expecting it to be as big as it is. it's nice. some guys got tubes. so pretty nice out here at stinson. >> long-time stinson visitor is still amazed what he has seep today. >> the waves this south, facing beaches-santa cruz county, areas such as twin lakes state beach, ma rip county, stinson beach, and big sur. we pulled up current wave heights. bodega bay, five. monterey bay, six foot, and some of these sets come in and can be 10-20 minutes apart and that's the problem, they can sneak up on you they will begin to come down tonight and tomorrow but exercise caution. the forecast is coming up. >> testimony, oakland police are investigating the city's 80 new mexico homicide of the year. way ahead of 2010's numbers. this happened in east lock ann this afternoon. a man was found shot to death on 74th avenue just off bancroft avenue. police have not released any information about the victim. last year at this time, own oakland had 60 homicides. >> tonight, muni service in the mission district is up and running after a strange car crank this was the scene earlier tonight near deloris park. the car ended up upside-down on the muni track near the park pedestrian bridge driver was hurt but his injuries are not life throipg. trains are rolling again. >> the widow of the man killed in a menlo park lab explosion says he died because, quote, the stupid gas system wouldn't work. that blast happened friday at the membrane technology and research company in menlo park. adrian martin of san jose went into cardiac arrest after he was pulled out of the building. fire officials claim martin was transferring a mixture of gasses from one zillion lender to another when the blos occurred. cal osha will continue its investigate on tuesday. >> the cracked gas pipe blamed for an then after that mid-week next week we start to warm back up into the mid-possibly even upper 90s inland. in the evening, you can see on the fog forecast, by tomorrow morning the bang of fog off the coast with the westerly winds will push it further inland. overnight temperatures, mild, extreme east bay locations in the mid-to-low 60s for lows tonight. elsewhere we look for overnight temperatures in the 50s. 54, san francisco, napa, 53. fremont, 57, and 58 overnight for san jose. folks, here's a look at the picture. high pressure to the east, one to the west, continuing to stay put for the next several days. this high is going to help to bring in a little bit more of the westerly wind, a cooler air mass, so temperatures tomorrow may come down other few degrees, but it's going to be into monday when temperatures start to drop off a little bit. and then after that we start to warm back up. here's a look at the highs for sunday. nice and comfortable. 82 for campbell. 80 for san jose.
