jose. including this one. the centers are open from 8 a.m. to noon. we've posted a list of all of them on our website abc7news.com. the chp is repeating warnings we've been hearing all weekend about icy road conditions. this time of the morning the roads may be coated with ice but drivers can't see it. it's the so-called black ice and can linger long after sunrise when morning temperatures are down into the 20s. >> we're in a winter storm watch. the temperatures have been dropping, and even in the day time hours if the taxpayer drops far enough to the freezing level you can actually have black ice during the day time hours, also. >> yesterday at this time there were several spinouts in vallejo due to ice on the roadway. somewhere in the middle of all this cold weather there's an elderly man who's been missing since thursday. last night a team of 50 volunteers with search dogs combed golden gate park looking for 73-year-old kenneth chin. he suffers from dementia, schizophrenia, high blood pressure. he does not have his medication. he's 5 feet 10 inches tall and 172 pounds. he was wearing a black jacket, a long sleep blue denim shirt jeans and black shoes with develop costraps. san francisco police are investigating a shooting death of a man sitting in a car last night. he was shot at 23rd and dakota streets around 8:00. police cordoned off the area where another nearby car also had bullet holes in it. the victim pronounced dead at the scene. his name has not been released. vta service has been restored after an accident between a light rail and a pedestrian. it happened at the valley transit station on east dish road and north first street last night. witnesses say the pedestrian was pushing a shopping cart and may not have been paying attention before he was hit. he was rushed to the hospital. his condition is currently unknown. light rail service was shut down about three hours while the police investigated an accident. a pilot survived the crash of his small plane yesterday with barely a scratch. the plane came down in the mud flats of the eastern end of the dumbarton bridge where it flipped over. the faa says the pilot of the single engine cessna reported losing power after taking off from the palo alto airport. the menlo park fire protection district sent an air boat out to rescue him. >> he landed in the mud and obviously did a good job doing that because he appears to be non-injured. it does appear it's leaking aviation fuel and oil so either boom it or try to get it removed as quickly as possible. >> the man is a retired commercial pilot with about 30,000 hours of flight experience. something really unusual shut down interstate 5 near sacramento last night. more than 100 goats escaped from a nearby field in the town of gulf and ended up on the freeway causing a several-car accident. one driver suffered minor injuries. at least 30 goats were killed. 100 more were just roaming the highway forcing >> we're warming up today a little bit. >> 50 don't sound that warm to me. >> you're exactly right but compared to where we were. a lot of sunshine and we will get into a more typical pattern next week with warmer numbers and more healthy rain coming our way, especially midweek. sutro camera right now looking at san francisco where temperatures continue to drop this morning. we already have seen records shattered in oakland and also san jose. and a freeze warning remains in effect until 8:00 for north and east bay valleys, also the salinas valleys. temperatures will continue to drop into the mid-30s to the mid-20s. so hopefully it brought in the pets and the pipes have been protected because we'll see the coldest temperatures about 7:00 this morning. oakland, the old record was 34. san jose the old record was 33. have to drop another 2 degrees to see a record in napa. san francisco would have to drop another 5 degrees. so we are starting out even a little warmer in the north bay. believe it or not we were colder yesterday and colder here from the east bay to the south bay. so we will be looking at a chilly start to the day. and perhaps temperatures dropping 2, 3 more degrees and then we have to come up significantly to reach those highs today of the low to mid 0 mid-50s. probably the last morning you have to scrape your windshield. not only are we looking at the milder temperatures, we're looking at more rain coming our way next week. just a slight chance tomorrow. we'll call it mostly dry on monday, sunny today and looking at more significant rain tuesday and wednesday. here's the setup, high pressure keeping us high and dry today. several systems offshore that will cue up during the week. a weak one tomorrow will bring cloudy skies and just a couple drops maybe in the north bay. it's this next system that will bring the more significant rain, perhaps with some tropical moisture by late tuesday into wednesday. statewide, southern california 59 degrees. dropping through the 50s in the afternoon. much of the state remains pretty darn cool with 57 in vegas, 52 in palm springs. freezing in lake tahoe. the temperatures today in the south bay coming up into the mid-50s. 55 santa clara. peninsula numbers, low 50s at our coast with palo alto 56. san francisco about 5 degrees shy of the average. 53 for you in the north bay out of the 40s with more mild low 50s in bodega bay. more 50s from union city and san leandro today. a bit on the cool side for fairfield. 54 and down by the monterey bay, yesterday it was just in the upper 40s here. a big improvement at hollister at 56. here's the accu-weather 7-day forecast. bitter cold start and then we'll see more mild temperatures today. showers in the north bay tomorrow and then another chance on tuesday. main rain comes in on wednesday. and then looking not so bad at the end of the week. so still winter out there and it's going to be march. >> i was trying to remember last year's academy awards. wasn't it raining a little bit? inviting pot club operators to city hall tomorrow to discuss taxing pot sales. our media partner, the mercury news, reports the city will slap a 7% tax on marijuana dispensaries starting tuesday. the move was overwhelmingly approved by voters in november. san jose is not the first bay area city to tax medical marijuana. oakland and berkeley raised their marijuana taxes in november. as for the illegal status of pot sales in san jose, city leaders say the taxman must be paid regardless. this week conference mount diablo school board will take up more budget cuts even after district leaders made school closure decision. s department is asking the district to develop a budget plan assuming governor jerry brown's proposed tax extension fails. that will translate to $50,000 loss per student in the district. today contra costa times, wants the board to cut another $300,000 per student for next year's budget. those cuts add up to $21 million for the district. hayward is one of many california cities looking for ways to protect assets tied to redevelopment. the city council votes tuesday to authorize immediate action to protect redevelopment funds. the state's threatened to dismantle redevelopment agencies to balance it budget could affect $300 million worth of property and other city assets. this according to the oakland tribune. hayward stands to lose nearly $4 million each year in funding for projects like revitalizing mission boulevard. some of san francisco's most venerable hotels are struggling. they sit atop knob hill far away from the money-making convention action south of market. the fairmont is making a last ditch effort to stay alive. it's one of the most famous hotels in san francisco, but fame doesn't necessarily equal fortune. the owners of the century-old fairmont is threatening to sell unless they can change part of the building into condominiums. >> the revenues that we will generate from the sales of the residences will provide us with the capital to reinvest in the historic building. >> but a city policy allowing some hotel rooms to convert to condos expired last fall, seemingly dooming the project. now the owners are pressuring the district supervisor david chew to carve out a special section for them. he's skeptical. >> a lot of controversy, neighbors who don't think this is particularly appropriate. hotel workers that would be out of a job. >> the fairmount owners say more jobs will be created if their project can get the go-ahead. the environmental impact report came before the city's planning commission back in october and stalled on a tie vote. just as the conversion policy expired. mike antini is a planning commissioner. >> i think everyone wins that saturdays the concerns of the neighbors, labor, hotel. >> these are challenging times for other knob hill hotels as well. huntington court is up for sale and owners of the fairmont say that could be their fate as well. >> after going through this exercise, if we aren't able to do this, we most likely will put the hotel up for sale. >> but their latest strategy with glossty fliers aimed at voters may not work. >> i respond to facts and figures, not political propaganda. >> the owners say they need someone to introduce legislation this week if they're going to be able to get the ball rolling again. starting tuesday, bay area transit riders who use the clipper card to pay fares are going to have to load new cards with at least $5. right now $2 is the minimum. but word got out riders are take advantage of the flaw that cheeks bart and caltrain out of fares. the metropolitan transportation commission tells the san francisco chronicle the new $5 minimum will help combat abuse. well, lisa argen here now to talk about the weather and a last sunday in february. thanks for spending part of it with us. there's a ground-breaking project underway to explore a place no one has ever seen before. in alameda, a robotic submarine is being built that will dive into the water beneath the ice of antarctica. here's cheryl jennings with the drive to discover one of the last inexplored frontiers on the planet. >> sort of like going to the moon. i mean, it's somewhere where nobody has been. >> dr. ross powell from northern illinois university will use this one of a kind robotic submarine on a mission to antarctica. he wants to know how fast the ice sheet is melted by the ocean underneath and what's causing it to happen. >> if the ice is flowing faster into the ocean, then it can lose mass more and raise sea level faster. >> the rover or sir for short is being built in alameda. dr. powell and dr. reid share and their team will use the sir to study the glacier ice where it meets the seawall. they expect the ice as melting underneath. >> it is the warm atmosphere that's warming the ocean. so it's the transfer of the heat that is in the atmosphere into the ocean. >> scientists don't know exactly how fast the ice sheets are melting so dr. powell wanted to find out by sending a remote control submarine packed with instruments and high definition cameras around 2500 feet under the ice. but a sub like that didn't exist until now. >> just when i walk in, they make it happen? >> and they do. >> the engineers are extremely excited about it. a real challenge for them. weighs 2200 pounds, less than 2 feet in diameter. it will be sent down an ice bore hole into the ocean. >> when it enters below it has to unfold and be able to go around, take the different measurements, video and get all the data sent back to the surface. >> this is where all the fiberoptic cables come out and go to the surface and get all the data. >> another engineering feat. it requires a specially built giant hot water drill that will look similar to this. >> what we do is gather the snow that's around. put it into this big melter and put it through steam heaters and create very hot water and then we run it through some pumps and then put it down through a rubber hose. >> it will take three days to make a hole for the sir, under the ice ten days sending back information in real-time. before it goes to antarctica, it will be tested in lake tahoe. this is a mini underwater robot with a high definition camera and it is going to keep an eye on the 28 foot long arm machine as it works in lake tahoe. too deep and dangerous for divers. >> this will give us a whole new picture because this is the first time we actually get high definition video footage to see what we're doing. >> dr. gordon is a geologist in california. he hopes it will show them whether fault lines connect in lake tahoe to predict the magnitude of quakes for public safety. the robots that work in antarctica can provide life-saving data about climate change. >> i've got two kids and i'm really concerned about what we're creating for them to deal with in the future. >> cheryl jennings, abc 7 news. >> the scientists will be testing the sub ice rover in april in lake tahoe. their expedition to antarctica will happen in a couple of years. funding for the sir comes from the national science foundation. well, lisa, we have certainly had an interesting past few days weatherwise. >> we could say an interesting season. still looking at more rain. it's really been one that makes you do your work, you know! cross your t's and dot your i's. things change quickly. we're looking at temperatures dropping with a little bit of a wind, north wind out there, not quite getting that max mall radiational cooling yet but we have a record, a new record in the east bay and the south bay with numbers right around freezing. the freeze warning in effect until 8:00 with temperatures dropping into the 20s. probably in our north bay valleys we are looking at numbers already below freezing in some spots but not a record yet. we'd have to make it to 27 in napa. 29 livermore. and surpassed our old record 34 in oakland, freezing now in the south bay as well as redwood city. san francisco a little wind for you. you're still up in the 40s. you'd have to make it down to i think 37 to tie a record. so still a little warmth hanging on here but overall we'll see numbers continue to drop throughout the next two hours. so we could see those low 20s or mid-20s which would shatter the north bay record. you can see in oakland it was 34, the old record, but that's going to go down in the history books. sfo would have to come down another 6 degrees or so. looking at record lows around the bay. sunny and warmer today on the average of about 5, 6 degrees of warming and more rain comes our way next week. only a slight chance of showers coming in tomorrow. high pressure still in control of our weather today. we'll see the fair skies so it will feel pretty good out there compared to yesterday's 40s and that brisk wind. but we do have a couple of systems lined up in the pacific. the first one is to the north of us and that will just bring us some overriding precipitation for tomorrow for our north bay communities. elsewhere we're looking at probably late tuesday into wednesday before we see some significant rain. this 32 today in the northern sierra, 47 in yosemite with mid-50s from fresno to monterey, 59 los angeles. definitely a cool day there. and temperatures through the evening will be dropping into the 40s. so it will be a chilly one for the oscars tonight. back home numbers below the average but an improvement from yesterday. 55 saratoga, los gatos and mountain view today with low 50s at our coast. millbrae coming in at 54. san francisco about a degree or two warmer. so still a chilly afternoon. petaluma 53. near east bay coming up from the 30s through the 40s by noontime. and by 3:00, we should see mid-50s for san leandro, fremont today. in our valleys look for numbers in the mid-50s today. so it will be a pretty nice afternoon. enjoy it because much of the week coming up will be cloudier and featuring a good deal of rain, especially middle of the week. so today mid-50s, tonight not as cold. we'll see more clouds in the afternoon tomorrow. slight chance of showers both monday and tuesday. could see a half inch on wednesday, scattered showers on thursday. i think there's even another system by next weekend. so partly cloudy skies but it continues to be active out there. >> that's why you say you (announcer) pillsbury toaster strudel. the one kids want to eat. well, after you hear this story, you might think twice about letting a door to door salesman into your home. for a fremont woman one ten-minute sales call turned into a real disaster. here's michael finney with her story. >> after years on an old mattress, carly and her husband finally splurged on a new king size pillow size bed. that's why she was heartsick what happened. >> we had a brand new vehicle that was ruined. >> she wished she had never opened the door when the salesman handed her this flier. it was a free demonstration of a kirby vacuum cleaner. >> the reason why i left them in the door, if they offered to clean my house for free but at the same time i have a soft heart. >> a saleswoman came in, vacuumed her house, floors and blinds saying customers love the kirby machine. many are on youtube.com describing how they use their kirby vacuum cleaners. carly thought the machine was fine but she said the demonstration went a little too far. >> where's your bedroom. i go, no, that's okay. no, it will only take one minute. let me show you, it cleans your mattress. i said we just bought that mattress three months ago, it doesn't need to be cleaned. >> the woman vacuumed the mattress with the hand-held section. a customer described it worked fine on his mattress. however, for carly it wasn't so good. her mattress was a pillow top and the vacuum wouldn't let go of it. >> when she went to pull the vacuum up, the strings weren't letting her pull it up. they were still stuck in the vacuum. >> carly was horrified when the vacuum sucked in the fabric and pulled out dozens of fibers in her brand new mattress. >> to see all the strings come up and the holes in the mattress pillow top. she's still trying to sell me a vacuum. >> the worst part? carly had been warned any damage to her mattress would void the warranty so she demanded reimbursement from the door to door sales company diamond t distributing of burlington. >> he was putting the blame on kirby and kirby was putting the blame on him. >> carly contacted "7 on your side." >> the fact you let somebody into your house doesn't give them carte blanche to do something to damage you or your property. legal analyst dean johnson says even if you consent to a demonstration in your house, the salesperson is responsible for causing any damage. >> in this case there was a vacuum cleaner and it tore up somebody's mattress. that's not supposed to happen. >> we brought the problem to kirk by vacuum, and it contacted the distributor. >> just went and flew from there. >> kirby vacuum said unfortunately her mattress was inadvertently damaged during the demonstration because the product was misused by an inexperienced deal. diamond distributor said we recruit and train our people to show our product. we are disappointeded her mattress was accidentally damaged and they reimbursed carly $1400 for a new mattress. >> yea! i can go out and get my new mattress. that was great. couldn't be happier. >> kirby only sells vacuum cleaners through door to door sales people so you can't go to a local store and try them out. this is rare and they apologized to carly. i'm michael finney, "7 on your side." >> coming up next, the year's best movies. don sanchez with his predictions who might take home the oscars tonight.
