In Johnson County today theres another group of graduates. Graduates. But this group completed a course designed to get them back on track. This was the Graduation Ceremony for theheohnson county Drug Treatment Court program. There are a number of requirements that participants have to complete before graduating. Those that complete the program say theyre grateful for getting their life back. Ive lived the same way for 20 years and these people are gracious enough to showe how to do it right, and they cared enough, they cared. Cared. And its a winwin for law enforement. When Terry Branstad first became governor in 1983, he was the youngest in iowas history at 36 years old. He says back then setting records for being in office a combined 21 years s s the farthest thing from his mind. Was that the plan back in 1982 . No. I had no clue this would happen. I fact i didnt even know what the record was when i ran the first time back then, branstad was e lieutenant goveveor and was just as surprised as everyone else when robert ray decided to not run for governor again. He says he wanted to be in politics from the time he was in eighth grade he majored in Political Science at iowa and became the Lieutenant Governor at 31. But as soon as he won the statesop office he faced one of the Biggest Challenges he ever would. The we closed 38 banks. Land values dropped 63 percent but we worked to diversify the economy. Overtime he says thats worked and helped turn a 90 Million Dollar deficit that he inherited in 1983 into a huge surplus by the time he e left t 1999. The most recent issue that hes getting criticism for is his plan to privatize the states medicaid program. He says the program has expanded many times over the years but the health of iowans hasnt gotten any healthier. I think we gotta get iowans to take ownership of their own health and then the state needs to partner with themo help manage chronic condions like diabetet and congesesve heart failure. He wants to follow in the footsteps of 26 other states who are already working with private companies. But people on medicaid and even some of the care providers have said d e january first deadadne is too soon to make the change and not have the quality of care suffer. Is there a chance that this might be the right thing to do for the state because of the budgetary concerns but maybe not as quickly as january first. Well weve already said that for some of the providers who have concerns about the contracts that were going have a save harbor for three more months. For that time those providers would get fully reimbursed even without signing on with the private companies. Right now the state is still waiting on the centers for medicare and Medicaid Services to decide if they approve of the governors plan or if theyll stop it before it goes into effect on january first.
