This report as expected, there was a clear majority for extending the bailout. 32 naysayers and 13 abstentions a clear signal from berlin to athens. When germanys finance minister asked for the support of lawmakers, he was aware that for many it was not an easy decision. The program has to be stuck to. There have been plenty of intensive debates about this in the past. Now that germanys parliament has approved the extension the chances of greece receiving the final tranche from its second bailout are higher. This is the second time a large majority of the left party has voted in favor of the bailout for greece. This is not an endorsement of the failed austerity measures. But we are in favor of greece getting some breathing space and a chance to make a new start. There was a clear yes for the extension from the social democrats. We want growth. We want to help greece help itself. And we want to see social justice. But that is one of our conditions. It is probably not the last time the German Parliament will have to vote on bailing out greece. Our Political Correspondent simon young has been following this debate in the german bundestag today. Simon, overwhelming approval for the extension of the Bailout Program for greece. Are german lawmakers really that convinced that greece is committed to the terms of the deal . I dont think they are. As Wolfgang Schaeuble said, it is difficult for the German Parliament to really get behind this package of reforms given how much trust has been lost. People are skeptical frankly that the reforms the greek government is committed to will really produce the results over the next four months. Will there be Significant Growth in the Greek Economy . Will tax revenues increase . Many in berlin doubts it. The greek finance minister said he used creative ambiguity to get the extension accepted. That doesnt really sound like a watertight agreement. Indeed. These are the kinds of comments from athens that have politicians here in berlin really annoyed especially over the last couple days. Mr. Varoufakis also said he was thinking about possibly applying for another debt writedown, something that has been repeatedly ruled out. There has been a lot of trust between berlin and athens. And we have one opponent of todays deal even asking fellow parliamentarians would you buy a used car from varoufakis and tsipras . It is a strange climate despite the fact that the German Parliament voted for the package in the end. Is berlin prepared for the possibility that greece might not pay back the loans that they will not do what they said they are going to do . How much money does greece actually owed germany . How much money precisely. The german loans are wrapped up in all these other international funds. Greeces totaled that is about 320 total debt is about 320 billion euros, and the german share is about 60 billion euros. Given the weakness of the Greek Economy, it seems likely the greeks will come back and apply for another loan. Or they will ask for a debt writedown. Dont forget, the greeks have already had more than 100 billion euros of their debts written off before. So we are bound to see more debate on this, more discussion, and no doubt more argument. But will it follow through on commitments it made in order to get that money . There is certainly doubt among leaders in brussels and the eu. Athens track record is not exactly stellar. For years one greek government after the next has promised to fight corruption, tax evasion and balance its budget. But not enough has been done. Greeces finance minister says his country needs more time. Give us an opportunity to stabilize and get going and we will reform. Because we want to reform. Despite insufficient reforms the money has continued to flow. Greece is scheduled to receive a further 2. 7 billion euros in financial assistance. Germanys parliament has approved that. Thats on top of 142 billion euros athens already got over the past five years. There is speculation that a third assistance package of around 20 billion euros will also be necessary. Many people say that if greece is not able to invest in its future it will get stuck in a vicious cycle where debt breeds ore debt. Almost all the money is used to help athens repay past debts make interest payments. Without further help, the greek state could again face insolvency this july. The longterm solution is to increase state revenues, but that will likely take years. To Eastern Ukraine now where the question is, has the ukraine conflict reached a Tipping Point . A top official of the osce says that might be the case. She told the Un Security Council on friday that the conflict appears to be at a crossroads. The osce, which is monitoring the ceasefire, confirmed some heavy weaponry has been withdrawn from the frontlines in recent days. But the Organization Says that firing is still reported around the net scare port and the port city of mariupol. Meanwhile, u. S. Secretary of state john kerry says prorussian troops are repositioning for the next offensive. Osce observers in Eastern Ukraine, checking whether both sides have removed tanks and other heavy weaponry from the front. The work has been slowed by security concerns, and delays at both government and rebel checkpoints. We dont know how long its going to take. We cannot speculate at this moment. We are here through the morning ready to stay longer. And we hope to see more withdrawal of weapons in the following days. But neither side has told the osce how many weapons they have, or where they are located. In a televised speech at ukraines National Defense university, president Petro Poroshenko sent out a clear warning to the separatists. Our soldiers are ready at any time at any moment, to return with weaponry to their previous positions, and to repel the enemy within the shortest period of time. Fighting in Eastern Ukraine has decreased in recent days. Some soldiers are optimistic that this marks a turning point. We hope the war will be over, that everybody will live in peace, and everything will be fine. But it is hard to tell where the weapons are going. The osce says monitors need more access to see whether both sides are keeping promises, so weapons dont turn up in other parts of the country. Escalation or peace . You would have to be a very gifted fortuneteller to answer that question reliably. The osce observer said that there are some encouraging signs. But at the same time, they say it still might tip towards allout war. It is really difficult to judge the situation especially since both sides ukrainians and the separatists, claim that they will be willing to return to fighting at any moment, any time if it is necessary. The ukrainian president poroshenko said earlier on that even if the ceasefire will take hold the russian side still is a threat to ukraine. Over the past couple of days, we have been hearing that both sides in the conflict have been withdrawing their heavy weaponry from the frontlines. But we have also been hearing about continued firing around donetsk and mariupol. What more details can you give us . There has been some fighting going on during the day. On the line from donetsk toward mariupol the Ukrainian Military claims there have been attacks from the separatists on three different sites. The last three days, the fighting lessened. But it never really stopped. It lessened enough to call it a ceasefire. But both sides are pulling back their weaponry. But it is not really clear if they really are pulling back, or if it is just a regrouping. And the osce is fearing that they might be just moving around and fogging a regrouping of their weaponry.
