Late afternoon. A heavy Police Presence here as you can imagine. They have temporarily closed off traffic waiting for the president to arrive. While he is here on the cdc main campus, he will be meeting with leadership of the agency and also with some of the scientists, the disease detectives at the forefront of the coronavirus response. He is trying to draft the ongoing response, which is is a constantly moving target, coronavirus and also at the same time reassuring the American Public which obviously has concerns how coronavirus will affect their health and the economy. This meeting at the cdc, though, almost never happened because of a false alarm. Take a listen. There was a problem at cdc with somebody that had the virus. It turned out negative. Were seeing if we can do it. The Trump Administration and the cdc are closely monitoring the situation aboard the grand princess cruise ship which received coronavirus test kits at sea by helicopter. Officials became concerned with a 71yearold man died after returning from an earlier cruise. Public Health Officials announced three more cases from that earlier cruise. Two of the three individuals have already recovered. The Trump Administration is also watching a cluster of coronavirus cases in a nursing home outside seattle and there are a growing number of cases of community spread. These are cases in which people are getting sick despite having no highrisk travel, exposure and no contact with any other confirmed cases. So President Trump, when he meets here at the cdc will be likely discussing these concerns with leadership here at the cdc as well as scientists at the forefront of coronavirus research. Charles, back to you. Thank you very much. Now this headline in the Los Angeles Times today, chaos at hospitals due to a shortage of coronavirus tests. How serious is this . With me now dr. Gupda. Thank you for joining us. These headlines have been part of the issue from the. What is going on . First of all, the United States is a Global Leader in Public Health and the net effect of everything that is going on with the coronavirus is that we need we have the capacity to address this. We have the resources and we need to be the Public Health leader. I believe the white house, the cdc has all the resources to address this and we can get there. What is important is that the United States public needs to be reassured right now. Needs to understand the data. And i think thats where we need to be. The question really comes out on what are the resources that we have . What are the screening measures . What is the availability of testing . I think thats really what we need to understand as a Public Health citizen, as someone that understands the gravity of illness and disease. And to that point, two, three weeks ago we heard from the Administration Officials Peter Navarro there was a boat load of masks and other equipment on its way to america from china. They had their own issues and turned the boat around. Is this a cautionary tale for us to start to produce some of these things at home so when we have the issues we arent relying on the rest of the world . Well, look, you know, there is such an important question here on testing, right . You are raising a very important question. When we start developing things too quickly, we have to look at the safety and efficacy and the quality. We want people in the communities we live to really have the best available type of testing thats reliable, thats specific, that is sensitive enough to detect disease and first of all there are many tests that are potentially out there but are they accurate . Are they going to be reliable . We dont the last thing we want is a test to be false positive or false negative. Due diligence is so important. Im sure that the American Public wants that to occur, as i would. As anybody would. So time and Due Diligence is always so important when we try to address Public Health emergencies. Im sure that will be part of the conversation today. When we see videos in south korea of folks driving up and getting tested as they sit in their car. They get the coronavirus test, again im sure it comes and begs the question the accuracy of it. By the same token, people are wondering why the preeminent Healthcare Systems in the world. Were seeing headlines where they dont have the protesting equipment. How long will it take . Apparent tli administration said there would be enough tests at the end of this week to provide another 400,000 tests and a lot more next week. Do you feel were catching up to this . Right. Look, i know the fda put out loosened the requirements to do further testing. But there are other agencies involved. Everybody has the capacity to address this. Those are the conversations that are occurring and were waiting to hear what that looks like. I know scientists are working very hard around the country and around the world really to address this as vigorously as they can. Again, i cant emphasize the United States is the Global Leader in Public Health and well get there. What is so important is that we reassure the American People that we are doing everything that we can. That i know in our community of physicians that there is so much work being done. But it is so important to advocate for prevention that people are cautious out there right now. Thank you very much, doctor. Meanwhile folks the white house considering some targeted stimulus to deal with the Economic Impact from the coronavirus but they arent calling it a bailout. The traders here are saying volatility will be the new norm right now with the massive swings and yes, you had the administration looking into a stimulus to help mitigate the losses. We take a look at just the dow today. Wow, within the last 15 minutes we really saw a 500 point swing to the upside. Traders were buying and selling just within the last moments of the day. If we take a look, we did close in the negative, less than 1 lower. Same thing for s p 500. The same for the nasdaq less than 2 lower. For the week to bring the boards up we did get a slight gain for the week for the dow. Not everything was bad. Talk about wild rollercoaster. One day in the positive 1,000 points higher on monday, then in the red and then in the green. A constant rollercoaster which is why today was so important. You had larry kudlow come on fox business and said theyre looking into a stimulus we wont call it a package or a bailout. Some type of stimulus. Listen to what he had to say. Some of the sectors might need some temporary assistance. There are a number of things. Micro and targeted and timely. And i think that will be the most effective response. When he said that you saw an upswing and the markets picked up from their session lows. You have a lot of sectors really hurt by the spread of the virus. About travel. The travel sector. We have united that said theyll cut International Travel by 20 . Domestic travel by 10 . Jetblue said they will focusing on cutting costs and hiring freeze. Shares of the Company United was the only one that closed slightly higher. Cruise lines. Today disney announced it would allow guests to cancel sailing for a full refund and start screening crew members and guests that join the boat. So to bring it full circle we have this market selloff but unfortunately it seems like the volatility may be here to stay because it could take months for the effects of the coronavirus to dissipate. For now a passengers are hunkering in their cabins on board the grand princess 70 miles off the coast of San Francisco waiting to hear if the virus is circulating among them. We learned eight passengers on this ships previous cruise to mexico have tested positive including the california man who died on wednesday. Yesterday helicopters delivered hundreds of test kits to the ship. It took a few hours to collect samples from 45 people who were identified as showing symptoms. They were flown back to a bay area lab for analysis. Californias viral Disease Laboratory is one of the most advanced testing sites in the world. Once the results are known the state and cdc will determine when and where the grand princess will dock. Might be in San Francisco, could be somewhere else. Officials say the location must provide for the safety of the surrounding community as well as the passengers and crew. Meantime the ships captain telling everyone to stay in their cabins until further notice. They have wifi to stay in touch with family and menus so they can order room service. Most of the public areas like the gym and casino are closed. Not the way the folks hoped to wrap up their twoweek cruise to hawaii. It was supposed to return tomorrow and sail right back to hawaii. That cruise has been canceled. Everyone getting their money back. As weve been talking about other cruise lines and disney also changing their Cancellation Policy as travelers reconsider their plans amid fears of this coronavirus. From San Francisco to los angeles where they just declared a local emergency. L. A. County supervisor is with us now. What does this entail . A local emergency. What does it entail and what are the differences that citizens there can expect to see . Well, we declared a local emergency. It was done based on the need to bring down federal and state dollars and one of the things i made clear this is not a time for anyone to panic. It was done purely in preparation for la county to be prepared. We knew we would have cases. We didnt know when we would have them. They came basically the day that we declared the state of emergency. Charles california, of course, in a proximity to china and south korea and other places. Obviously there will be a handful. We saw reports for as many as 8 thou, 9,000 people are being monitored. Any updates to people who traveled to areas where there have been major outbreaks . Were now up to 13. We had two today. We were able to trace the origins and when they were exposed. Social media is a curse and blessing. People are putting things up on social media thinking they have it. We can do testing. The federal government has been incredible providing us with Financial Resources and allowing more test kits here. So we are on top of this. Im sure well see more cases but at this point the 13 cases we can directly link to where the exposure came from and thats good news. Charles it is good news. The idea is these other folks that you know have had the recent travel history, what is being done with them . Do they selfreport . Is there do they have Public Officials checking in on them . Are they going to work . Whats going on there with the possibility that someone may have contracted this outside the country . Its a good question. We have our Public Health director is in close contact with those. They selfreport and they quarantine themselves and linked with a Public Health nurse who constantly checks up on them. It is selfreporting and been successful. We have had many people currently selfquarantining themselves and being monitored by the Public Health department. Charles the internet a blessing and a curse. We agree with that. Declaring an emergency also makes people a little nervous. Your assessment so far of your county . Do you see any noticeable changes in commerce or are people doing less things outside, social gatherings . Are you starting to see that yet . Absolutely, especially in areas where you have a high chinese american community, restaurants and all have definitely been negatively impacted and stores really mom and pop stores. People are afraid to go out. Were encouraging people. We had the Lunar New Year and i made a point of going to all the events to show that in fact if you wash your hands. Good hygiene with or without the coronavirus is smart. But it has had a negative impact definitely. But it has also had a negative impact on the way people are treated. If they stem the market from going down people will feel wealthy enough and spending money instead of seeing the stock market in a spiral where they freeze up. I think the one thing we havent talked about is the fact the 10year being where it is youve seen a huge uptick. People will refinance. Thats a stimulus in disguise. If you can refinance and save thousands of dollars a year on your mortgage thats a stimulus there. Dont discount that. A lot of the heavy lifting has been done by the 10year courtesy of the market. With the 10year at or below 1 how much lower will it go . Does it have to go to zero . Will it make a difference . President trump enters the cdc headquarters in atlanta. We dont hear anything. President trump its incredible. no audio tremendously talented man. Thank you, mr. President. In this laboratory is where we gather materials that go into all of our diagnostic tests, not just the coronavirus. But also for all the other things were working on. Cdc is constantlyfirst heard ab unusual illness, we started paying close attention to see if there was any reason what might be the cause. As soon as the chinese announced it was the coronavirus and made available to the general public the sequence of that virus, we immediately started using that information to develop a test that could identify it. [inaudible] cdc is always listening for threats in the u. S. And around the world. We heard at the end of december about this unusual illness that was taking place in wuhan, china. The fact it was associated with a food market led some evidence it might be what we call animal to people transmission. As soon as the chinese announced it was a Novel Coronavirus and they made that sequence Information Available right away, our coronavirus experts here at the cdc used that sequence information to design a test so that we would be able to detect the virus. At that time there were no cases in the u. S. And we had no samples of the virus because we had no clinical material. So we quickly went from designing the test and the materials were made in these laboratories, the Quality Control is done here and then our scientists used that to validate that it would work. Against what they could make the coronavirus and the sequencing information so it would not detect other things. You want a positive to only be for the coronavirus, not for other kinds of viruses that create similar respiratory things. President trump does everybody understand that . In relatively short order as the information coming out of china indicated that this was more serious than was originally thought. Originally seven cases. We had our Incident Management System to have the right components together, epidemiologist, laboratory and communications and policy folks. Once it became clear that it was more serious, thats when we started to work with our colleagues at fda to say we need to make this test available to the larger Public Health Laboratory Community and so worked with fda. President trump tell them how youve done the testing. Emergency use authorization so we could distribute the test originally to our Public Health laboratory counterparts. Now working with commercial manufacturers were in position to scale up that production beyond what we can do with our own facility here so that there is the capacity to test more and more americans. We are as we work today qualify more of those materials to go out. It is important to note that at no time during this has cdc ever denied a request that came from a Public Health official, either state or local, to test a patient. All the patients who needed to be tested in the opinion of the public Health Officials have been tested. All of our state labs now have the ability to test for this virus. President trump they have had. Do you want to make a statement . Dr. Steve monroe. I think at first i want to thank you for your decisive leadership in helping us put Public Health first and also thank you for coming here today and encouraging and bringing energy to the men and women you see to work every day to try to keep america safe. Thats the important thing i want to say. President trump i appreciate it. The whole situation is the testing has been amazing actually what weve been able to produce in such a short period of time. You mentioned four million test kits. By the end of the week hopefully the following week up to four million tests available in the United States by the end of next week. We have commercial labs getting validated as we speak. By the end of this weekend as promised well have enough testing for cdc produced to test 75,000 people is already out. Then enough tests for another million tests to be done and thats most of that is just the last lots being validated by dr. Monroes team as we speak. The one thing i would like to add, the purpose of all of this as dr. Monroe said have the capacity to detect the unknown. The lab has developed test for zika, sars, mers, and now this coronavirus. And i think it really is remarkable that passion we had here. Once we got the sequence i think this lab team had a functional test in about seven days that they then worked with the fda to make sure it was regulated. Thats really what we do. President trump they started working when they saw there was a problem in china many weeks ago. They saw something going on in china long before anybody even heard of it. Before it was even in print. They heard there was a problem in china and when they started working on this. Thats incredible and why we are ore in good shape. [inaudible question]. I think at this point again, we said this before, the secretary can add. The overall risk to the American Public does remain low. Again, i think we owe a lot to the decisive decisions to have travel restrictions and the number of areas of screening in airports. Then the most important is to get the Public Health community to do early case recognition. Isolation and contact. Again, the fact that we now had a test allowed us to do that a lot more effectively than if we didnt have a test. We do have some areas where there is Significant Community transmission. Weve seen it in seattle and parts of california. Were working hard with the local and state Health Departments to continue to try to control this infection in that area. I think as the president said maybe the secretary, you know, we still have only around 200 cases that are diagnosed in the United States. We will see more cases because were getting more diagnostics out there. What i said before at the present time the risk to the American Public remains low. Well concentrate and help those communities that are now fighting the battle like in the state of washington some of you were there the other day when we were out there. I have a question for dr. Monroe, please. Would you admit the cdc did have problems with the testing . You say there were people who Health Officials never had to request the test you had strict guidelines so people were coming in and saying they couldnt get the test. We talked to dozens of people who couldnt get the test. We did learn shortly after we distributed the first batch of our tests that some of the state health labs there was an issue with one component of the test. So we quickly put together a team to try to figure out what that issue was and suggested people not test until we could sort that out. What we have are three different signatures that we look for. In working with fda colleagues, we identified that two of those were sufficient to have a positive conclusive test. So weve moved forward now with testing with just the two signatures. This is something that could easily happen where were just again starting from scratch with sequence information building a test rapidly. We did smallscale testing here before rolling it out. Our goal was to get it out to the public as quickly as possible. [inaudible question] we did our test at the same time the other groups that worked with who were developing their test. Nobody could start with test government until the sequence information was made available by the chinese. [inaudible question]. I would like to make one thing clear. When this test was developed in very rapid time it was first offered here at cdc. So all the Public Health labs of this nation could use cdc as they do when any new disease comes and we can help them understand if it is in that individual. That was available as soon as our test was approved by the fda. Not a faulty test. Very accurate test. But the challenge was you had to send a sample here to cdc. Thats the same test we use today. No state lab never had no access, they always had the ability to send it here. They had to send it here because its how we started this. Then we developed the test to expand and in the manufacturing there was after that we sent it out to the states to see if they could verify did it work. We found in some of the states it didnt work and we figured it out. I dont consider that a fault. I consider it Quality Control and success that it would perform out there with the same proficiency as here. President trump now it is all performing. [inaudible question] President Trump fantastic. It is performing very well. You had two of the three and thats all you needed two of the three. You could have one of the three and it would work. So two of the three but now it is performing perfectly. Doctor, explained to the president how that compared to china and international standards. Early on, and when we submitted our test to the fda for emergency use authorization, you have to specify what are the conditions under which a person should be tested. And certainly at the beginning we wanted to be clear that all of the cases at that time were associated with travel to one of the endemic areas or other things like that and so the criteria in the package insert were strict about who could be tested. Because we didnt want just a lot of people with compatible symptoms who had no history of exposure to be tested. But as was stated there was never a time when a Public Health official contacted cdc to ask for testing and it was not done even if they didnt quite meet the definition. I understand even china had a geographic travel restriction on who they tested. And they were they are the epicenter of this. At the beginning only testing people who had direct contact at the Seafood Market in wuhan. Is there limited testing means the public is low and the public has been mislead about how widespread this is . We have been diagnosing cases here from the beginning. Originally with the travel. Associated with very aggressive Public Health measures of contact tracing. So you might find one confirmed case and you might evaluate another 300 people, all right . And as we went out to do that the only contacts initially from the beginning that we found were two spouses of spouses who came back from wuhan and all the other contacts were over time when the state of washington simplsent a sample an individuay made the first diagnosis. That individual was also a traveler but clearly as they continued to diagnose more we found people that had no recent travel, and this is what we Call Community spread. So we do have community spread. We are continuing to look. We are enhancing our surveillance. We are blending surveillance for coronavirus into our food surveillance system. But, at this point, i think we have isolated a number of clusters. But its not as if we have multiple, multiple, hundreds and hundreds of clusters throughout the United States. I do think whats happening though is you have people that are sick but they dont go to the hospital. Or they are not very sick except for minor cases and it could be of this virus. But you have a lot of people that arent going to the hospital. We are not seeing those people. And if you did see those people, you did see these people the statistics have become much better because they heal, they get better, they dont see a doctor, they dont see a hospital. They have a problem, they have the sniffles or a cold or some of the symptoms and over a period of time, short period of time or even longer period of time they get better. If you look at that, and then all of a sudden you are coming into a much lower category of risk in terms of deathtype risk. I think a lot of people arent going to doctors. A lot of people arent going to hospitals and so you are not seeing those people. Mr. President , you wouldnt have seen this but actually today dr. Fauci published in the new england journal of medicine a revised estimate of the fatality counts very much consistent with what the president was saying which is who numbers are just a math problem. This many people died. This many were diagnosed. But if you then extrapolate from the number of diagnosed to how many likely cases there are that never came to the doctor or hospital or got tested, dr. Faucis paper in the new england journal thinks its less than 1 which is i think word for word, mr. President what you were saying. Can i ask one question about containment . You are saying that seeing clusters, but from last friday to today, we have gone from Something Like 57 or 59 cases seven days we have 200. And we even havent had the testing to see if there is more than that. So now we are actually getting the testing. Dont you think its likely there are a lot more people out there who are going to come and actually be sick . I think there is no doubt we will see more community cases. And i just want to say and there is no doubt that the Public Health system of the United States is enhancing surveillance in a variety of ways to try to really understand is there any hidden pockets . Juan welcome to the the five, President Trump speaking at the centers for Disease Control and prevention in atlanta. We are awaiting a News Conference from Vice President pence about the coronavirus and the task force on the outbreak. Lets listen back in to the president. The nursing home. A lot of infections in seattle and tragically and they are all in our prayers the number of deaths at that nursing home. I just want to assure the American Public that we are enhancing our surveillance not just cdc but the entire Public Health systems nationally we will have very public eyes on where this virus is.
