I think well probably see some strengthening back to maybe a category 4 and thats the official forecast. The water here across the bahamas is very warm. The island, theyre not mountainous yienlz, islands so, dont have any land mass thats going to break the storms apart. This is one of our model depictions of a future radar and you see this going. The waters very warm here. This particular model keeps it going just offshore and that would be really good news. I will tell you our two more reliable models get it right on shore sometime tomorrow night. This yellow or orange you see right here, that is Tropical Storm force winds. By tomorrow midday to early afternoon we start to see that from miami up toward west palm. Then you go into around 6 00 to 9 00 tomorrow night and our first hurricaneforce winds around West Palm Beach. And that white that you see, that is major hurricane, and we have that during the overnight hours tomorrow night right here off the shore of melbourne in toward the space coast and eventually up toward daytona beach. Youll also notice the winds extending inland. So places like orlando and the i4 corridor there could be watching some of the impact from the storm. So not just the coast as well. Our models are still not converging on an exact spot. 20 miles one way or another is going to make a big difference and we cant tell exactly what is going to happen. But you do get a general trend here, the parallel kind of track here along the florida coastline, and then just kind of hugging the coast through georgia and the carolinas. I think that georgia coastline could be where we see the biggest storm surge from this. Water that would be piling up in toward that area into a lot of the swampy areas. And you take a look at this, category 4 storm by friday morning right there off the shore of florida. Its coming. Now is the time to do the final preparation. And indeed they are. Rick, thank you, very, very much. Rick reichmuth, well be going back to him as conditions warrant. Two things you can guarantee when Something Like this happens. Store shelves start quickly emptying. As do gas pumps around the designated target. Bill keating discovering that in jupiter, florida where the gas i guess is out. Huh, phil . Reporter yeah. Thats the worst thing any driver wants to see right now if theyre intending to fuel up a tank before evacuating from the coast. All thats left in this gas station is diesel fuel. So only the occasional fleet vehicle can pull in here and get some gas. The people inside the gas station tell me about three hours ago, thats when their fuel resupply truck was supposed to be here. Still not here. And im told the ports where all of the Petroleum Tanks are are simply clogged with tanker trucks lined up waiting to fill up the tanks and then get out and disburse the gags leon for all of the florida residents, millions of people who may be taking the advice of the governor and county Operations Managers to voluntarily evacuate. East of here on Jupiter Island its a voluntary evacuation, strongly urged, as well as up as hutchinson island. But it appears as rick was just saying up in the space coast, this is brevard county, melbourne, cocoa beach, satellite beach, cape canaveral, merritt island, those are under a mandatory evacuation. Thats been in effect now for exactly one hour. 6 00 a. M. Tomorrow is the next mandatory evacuation. Thats northern jacksonville and Nassau County for the amelia islands zone. So all coastal records residents really encouraged by the governor to voluntarily evacuate if in fact you can. And if you are going to evacuate, get on the road asap because the highways potentially could be just clogged with cars and trucks. Remember how it was going from houston all the way up to dallas back when hurricane rita as it was contra flow, all lanes northbound, it was a parking lot. So no one wants to see that happen in florida. The complacency issue, theres been a lot of concern over the past several years. Its been 11 long years since the last major hurricane has slammed into florida and the central and southern parts of florida. And so that on top of the fact that there are millions of new residents who are now living in florida who never went through a hurricane before, but it appears that empty shelves and long lines at the gas stations and grocery stores, a lot of people are at least taking it very seriously. Neil . All right. Phil keating, thank you very, very much. You be safe as well. All right. We told you were going to have governor rick scott of florida talking to us a little bit about what kind of preparations hes making. Hes already got the state on the highest of alert as two other states, north and South Carolina, most of georgia. Anything along the potential path of this hurricane. Lets go to michael brown, the former fema director. Michael, always good to have you. One of the things people always say is distance and time can make folks forget. Virtually a whole new generation of floridians here. As phil pointed out, its been 11 years. Go through the kind of things they have to do. Well, phil is exactly right. I think complacency is probably the biggest danger. We talk about 120mileanhour winds. Rick talks about the cone of probability of where it might land. I think all those things are important to talk about but whats more important is the fact you have 120mileanhour sustained winds right now. You have warm water. What youre going to have is as this crosses cuba and the bahamas its going to start to grow. Whether it skirts the coastline or not youre going to have storm surge. Youre going to have huge amounts of rain. And so frankly i hear lots of talk about recommending evacuations and that sort of thing. But i truly believe that this size of storm, looking at all of the factors that you have about the weather, the water temperature, everything, this is probably going to be a sustained, you know, cat 4 hurricane and so youre going to have massive storm surge, massive amounts of water. People ought to be evacuating now. And going back to phils point, its been 11, 12 years because it was 2004 when we had the four hurricanes hit florida. Thats right. We had the exact same problem. We had, you know there was plenty of gas but the gas was stuck. They couldnt get it out because of power outages. People couldnt get out because there were too many people on the roads at the same time. So when Governor Scott does this kind of standard type of evacuation the new people ought to understand that when it comes your time thats the time you have to evacuate. Not sooner and not later because you exacerbate the problem of too many people trying to get out at the same time. I have to say watching all of this it puts a pit back in my stomach because i know there are going to be people who say its going to bounce off and go into the atlantic or its not going to be as bad as people say it is. And it may not be as bad as people say it is. But the one thing that you can count on is there will be flooding, there will be tornadoes and people are going to stuck and people are going to get hurt. And you dont want to be one of those people. Flip side of that very quickly, michael, is can they get people panicked or overalarmed . Im not saying the governors doing that in florida or his counterparts in north and South Carolina. But when you see this many people in South Carolina trying to get out of dodge, isnt that leading to potential problems . Well, i dont look, i want to be careful what i say here because i dont want to blame the government officials because as you well know, i had government officials, you know, 11 years ago that wouldnt say anything. So i dont want to criticize some government officials for saying too much. Its a delicate balance that they have to play. And truthfully, its not the responsibility of government officials. Its the responsibility of individual citizens to look at what youre showing on the television right now and recognize that holy cow, this is big, i may not be able to get out, theres going to be flooding, all these other things, do i want to be the guy that causes a First Responder to either get injured or hurt because i knot i was the tough guy and i would ride it out or i was ignorant and didnt understand what was going on or i just decided to ignore everything that government Officials Say . So i put the onus on citizens. Theyve got to make these decisions. And i know its a tough decision. Youve got to pack up. Youve got to leave your home. And you may go 20 miles inland. You may go 100 miles inland. And then you look back over your shoulder and you realize i didnt need to do this. But its better to be safe than sorry. Trust me. Been there done that. Well put. Look, i believe that mike pences performance in that Exchange Last night helped donald trump because, as donald trump pointed out in that clip that you played, it was his first hire and it has turned out to be excellent. Secondly, i believe that trump, with all due respect, can learn some things from mike pence in terms of how he handled that Exchange Last night. Mike was poised, professional, and polite. And on the other hand you had tim kaine. I dont want to say his name because its too much like mine. He was engaged in an assault of insults. And i believe that the American People saw the stark difference between the two. Those are the calls i got all day on my radio show. You know, a lot of people were trying to look for reaganlike moments and saying of governor pence he had at least one when he said there they go again about some broadside attacks. But you mentioned what donald trump could learn from governor pence. What specifically for the next debate . Specifically, if donald trump pivots to the substance like pence did, i think that would do him well. Dont get caught up and dont get baited for all of the insults and things of that nature. Thats what i think pence did a great job of in terms of what he did last night. In other words, let it just roll off. Even personal criticism. Yes. Just let it roll off. Let it roll off. And pivot to the substance of the topic that the moderator brings up. Because you cant control the moderator but you can control the substance you present on whatever it is that they brought up. So i think that he can learn from that aspect of what pence did last night. Let me flip it around then her,man. If donald trump has a tough debate, doesnt do as well in this next debate, he would technically be down 02. In other words, he would not be doing what barack obama was able to do, depending on the eyes of the critics and where theyre coming from. And lose the first debate and come back in the next two. How crucial then is this st. Louis debate . First of all, i believe donald trump is going to do a lot better in the second debate than he did in the first debate. All you have to do is look at the primary debates where he got better and better as they went forward. Secondly, the other thing is many of the polls dont reflect the donald trump supporters. And thats why i dont really put a lot of stock into those because theyre not capturing the real enthusiasm out there that donald trump is generating. Well, herman cain, i want to thank you very much. And it could be an even bigger doozy of a storm. And this guy is having to handle it and lead it and protect his state residents in handling it. Im talking about Florida Governor rick scott, who joins us on the phone. Governor, whats the latest youre hearing on the hurricane . Well get an update at 5 00 from the National Hurricane center, but right now its going right along our coast, category 3, so my concern is were already going to get severely impacted if it goes along our coast with storm surge, with Hurricane Force winds, but my concern is if it deviates a little due west were going to have a direct hit. Were evacuating individuals, especially on our barrier islands, our lowlying areas. We want to get to the bottom of these areas quickly. A lot of resources, food, and water. Call up the national guard. Preposition 500 members of them. To make sure we can do the right thing. Were going to close state offices tomorrow and friday. Were getting prepared and im doing everything i can to get everybody in our state to focus on this. Even though the projected path is right along our coast, it could have a direct hit on our state. Now, governor, you heard a lot of people, particularly in the areas that could be hit, to move, get their heinies out of there. Where did you want them to go . Was it more inland or just out of florida altogether . No. You dont have to go very far inland. Were opening up shelters all around our state. The red cross is right now opening up 97 shelters along our east coast. And you dont have to go very far inland. Weve got shelters for pets, for people with special needs. We have all types of shelters. Were starting to do our evacuations right now. Well be doing more evacuations tomorrow. Because were evacuating assuming we have a direct hit. Were not taking a chance. Were hoping for the best. But were assuming the worst and were not taking any chances. Governor, weve already heard, and this is playing out in a number of states along the potential hit areas, gas stations running out of gas. Storage shelves emptying quickly. What do you do in that event . How do you guide residents who are starting to panic as a result . We have water, we have food. We have weve already prepositioned fuel. We might have a gas station out of fuel for a period of time but we have plenty of fuel around our state. If you know youre going to evacuate, evacuate early. Know where your shelter is. Three days of water, three days of food. Dont take the chance because i cant send in First Responders in the middle of the storm to risk their lives to save yours because you made the wrong decision. Youve got to take care of yourself. We have water, we have food, we have fuel. Well van outage for a short period of time but we have plenty of fuel. Were getting everybody ready. Were prepositioned for utilities, for national guard, high water vehicles with fish and Wildlife Conservation commission. Rescue efforts. Were getting ready and were assuming we will have a direct hit. Governor, you hang in there. Its not easy. We wish you well and all your fine residents well and all of those in the targeted areas. You would not notice that, though, in at least a lot of the media coverage, which it seemed like a tree falling in the forest, it if nobody was there it didnt happen. Certainly nobody heard it. Media buzzs howard kurtz with us right now. I didnt review all the press. I know you do this for a living. You do it quite well. What did you notice . It was certainly different to me at least seeing the zeal ripping donald trump. Not so much this go around. What do you think . Wasnt this like a 90minute version of the worst cable segment youve ever anchored . They just kept talk over everyone kept talk over each other. You finally got a break. Yeah. Every cavuto family reunion, by the way. But i digress. Most of the time that involves food. But thats a whole other story. Being in farmville, virginia last night i think a lot of the reporters writing on deadline and having headaches because a lot of it was just hard to hear as they talked over each other, you know, kind of defaulted to the two men traded jabs, it was kind of a train wreck of the debate. Cbss Elaine Quijano lost control early and never got it back. But today watching various Network Coverage and looking online i think there is a media consensus forming that mike pence won that debate, in part because tim kaine with his relentless and repetitive interruptions, i think 72 by one count, you know, seemed so over the top, so overcaffeinated, as if hed had 29 cups of coffee, and that diminished what he was trying to do, which is throw in every kitchen sink attack against donald trump that he possibly could. But they each carry the water for the person at the top of the ticket, right . And ive heard from a number of Hillary Clinton campaign folks who say he effectively, that is, senator kaine, did that job. And to remind people again, and give him an a for creativity to find a way to wedge this tax issue into every single discussion. But that for them theyre happy with that. Now, the media steps back and sorts out winners and losers but doesnt get into whether a message sticks. What do you think of that . Thats an interesting point because i remember sitting there and the discussion was about 9 11 and somehow tim kaine turned that into Donald Trumps taxes. Just a real stretch to put it mildly. But i think its a little bit harder to score this debate because the two men were doing very different things. Mike pence, whos a former radio talk show host, very smooth, he had a good demeanor and he did not want to respond every five seconds to another attack on trump, so he responded to a few, he deflected some others and he let others go by. Thats called not taking the debate not taking the bait, excuse me, in my book. Tim kaine, i liken him to i aguy who was throwing out a lot of grenades. They were exploding around him. He was taking a lot of shrapnel. So he was willing to sacrifice his own reputation and being seen as the winner, which he clearly was not, even according to a cnn poll, in order to get to shovel all the antitrump stuff out there. And so it was an unusual debate in that sense. But i think the media are coming around to the notion that this was not a great night for tim kaine. Mike pence did well. In fact, mike pence did so well that the counternarrative in that was why doesnt trump take some advice from mike pence and learn how to do this when he goes to st. Louis . You read my next line here, that thats how theyre playing it, like well, if he would be humble enough, that is donald trump, to take some guidance from this indiana governor he might do okay. And that we were hearing these stories that it was ruffling feathers within team trump. Sounds a little incredible to me. But what do you make of that, that now the new play is well, donald, youve got to do as well as number 2 . Well, it is true that by sunday youll be in st. Louis and ill be there as well. That second debate is whats really going to matter. And the memories of the vp debate in virginia will fade. But it is interesting. To the extent to which mike pence had a good night, was able to pivot, was able to certainly land some blows against Hillary Clinton, theres a little bit of devaluation going on now. Yeah, okay, he did okay but vp debates dont really matter, not that many people watched, and besides, what about trump. And i think that betrays a little bit of bias because everything in this campaign in terms of the press circles back to donald trump. All right, my friend. Ill see you in st. Louis. Thank you very, very much. Howard kurtz, media buzz. He is the host. Its a great show. What are we looking at now . This is tim kaine. Hes leaving richmond. Hes going on the campaign trail. Mike pence had already left. And feeling a little bit of extra sprint in his step here. Sort of buoyed by crowds that are kind of letting the message you won, you won. Always in the eye of the beholder. But right now judging from reviews it was more like pences night than it was governor pences. A little more pences. The northern part of florida but all under a real concern for a doozy of a storm. How Hurricane Matthew is messing up the eastern coast of the u. S. Now. Heres where i want to get weath weatherbell. Com some credit. He warned me and im telling you months ago, get ready for some doozies of storms. Enter exhibit a. Hurricane matthew. Joseph, what can we expect . Well, first of all, youre proof that prayers work. Im glad to see youre back up and around. Its good to see your smiling face again. Thank you, my friend. But as far as this storm goes, nothing to smileb neil. Although let me just say this is going tonight worst hurricane weve ever recorded in the Central Florida area and the space coast specifically. Melbourne, cocoa beach, you folks there, theres never been a major hurricane hit directly from an area from lets say 50 miles south of the Kennedy Space center to 50 miles further north. In fact, its so rare up there, only Hurricane Dora in 1964 has hit st. Augustine from the east. Where this is coming from very, very rare. Once you get to port st. Lucie and on south, West Palm Beach, thats where the Railroad Tracks for hurricanes begin. But because of the shape of the florida coast and the fact that theyre a little bit further north, this looks to be an unprecedented event. A major hurricane striking from the Atlantic Ocean into that area, which is now the Kennedy Space center. And i cannot back up the governor more with any stronger words than to say listen and get the heck out of there because this is going to be a monster storm. Multibilliondollar storm. And the center of this is going to be just to the east, i think, of port st. Lucie. And then its going to ride the coast right up over top of the Kennedy Space center. And you can see the National Hurricane center, theres nothing to argue or disagree with. They have it going to a category 4 again. By the time it reaches the coast. And indeed, thats likely. And that kind of storm, like i said before, in that area of florida is unprecedented. The issue too is not only the type of storm, what category its in but how big it is and how fast it is. What does that mean . Can you explain that . Its going to be a relatively slowmoving storm, and its going to hug the coast all the way up to savannah, perhaps up to charleston before fading eastward out to sea. We dont have to worry about this up in the northeast part of the united states. But from West Palm Beach to charleston and perhaps as far north as wilmington theres a fullfledged hurricane coming and the worst of it, whatll happen is itll probably be a category 2 when the up near jacksonville and savannah because it does weaken because its over land but it will fade back out and it will expand. What will happen is the focused heavy rains right near the center will shift to the west side of the storm, the left side of the storm, as it starts to turn northeastward. So youre going to get torrential rains in those coastal areas from northeast florida. Youre going to get them with the hurricane. But even though the hurricane may be 100 miles away from charleston, they could pick up 10, 15, 20 inches of rain. So youve got a completely shifting type of storm thats going to be a hurricane all the way. One from the extreme severe almost unprecedented event for that small area, not for the state of florida. Because florida was like a Railroad Track for major hurricanes in the 1940s, for instance. But the fact is that this is going to be a big challenge over the next three or four days and then its going to meander off the coast and i wouldnt be surprised if a week from today something that was matthew or may still be matthew off the atlantic coast. Joe, thank you for the headsup. And your headsup came months ago. Meteorologist extraordinaire. This is the one time i hope he is wrong, very, very wrong. Meanwhile, we talked about mike pence and his debate performance. What donald trump has to take with him from mike pence when he gets ready for his debate. After this. Getting ready to hear again from donald trump in nevada where polls are tight and theyve gotten really tight as they have in a lot of these swing states where its plus or minus two points, depending on the day. Jason riley from the wall street journal with us right now. Great editorial in todays wall street journal talking about this being Donald Trumps best debate in that mike pence was able to frame the trump view of the world and the economy in a way maybe, maybe maybe that wasnt your exact intent, jason, in a way that donald trump had trouble doing last week in his debate. What do you think . Well, i think the point of the editorial is that mike pence made a stronger case for donald trump than donald trump made for himself in the first debate. He stayed on offense. He stayed on message by and large. He didnt try and defend every past statement that trump has made, however silly or ignorant. He didnt take the bait. Well, a lot of people got mad at that. Im sorry, but they got mad at that and hence these stories. I think theyre more nonsensical. That trump got angry that he didnt defend him more. I kind of agree with your take on this. Just slough them off and move on. Well, i think that he was better off doing its way he did it. Not getting pulled in, sucked in. It was clear that tim kaine went in there with a strategy of raising all of these past statements, continuously. No matter the question, no matter the context, just keep bring them up. That was clearly a strategy. And i think pence was wise to resist it and to pick his spots. He capitalized on i think a lot of opportunities that trump missed in the first debate. He got in comments on the clinton foundation. When the question about cybersecurity came up, then he worked in the email scandal of Hillary Clinton and why that is relevant as far as challenges going forward. I think if tone and temperament mean anything to you mike pence had a very, very good night. Well, talking with a smart political analyst like you ive learned you want to be on offense, you dont want to be on defense. And every time he was attacked or that was pence was attacked he was able to pivot back. You think my guy says outrageous stuff . We didnt call your supporters deplorables or anything like that. I thought that was a good way to do it. But i also think that there is a dangerous where you can overprepare, right . Now, i like both gentlemen. I think theyre both human beings. Some people, depending on their point of view, dont like to think that way, youre either black or white, evil or good. But i felt that kaine was almost overprepared. He was trying to play the role of the bully, and it just doesnt work well. Anyone who knows him the smartest kid in the class. And he is a very smart guy. But you dont have to regurgitate every fact you know. You have to cohesively get the cogent ones you want to make a point. I dont think that was the type of debate that kaine would have liked to have. I dont think thats the role he wanted to play. He is a more reserved guy. Thats right. I think its Edward Snowden 2. What happened is that intelligence agencies have contractors and the reason why we have contractors is plain and simple. That its cheaper. The private sector can do a task cheaper than what the government can do. So nsa hires booz allen as a contractor and booz allen is in charge of caretaking intelligence. There are sources and methods that they develop. And in this particular case it was intelligence methods of how we spy, how we gather information, how we gather content. And this individual was able to take the method and leave booz allen, leave the nsa and taketh government. Now, whats really dangerous about this is why didnt we have a system in place so that this pasting, how do they get this method, this complicated intelligence method of spying on others, how do how do they get access . I know you have Government Contractors everywhere. They are a big firm for that. Who and how do we disburse the clearan clearances . The bigger issue is not so much if they have access but how do they take their access and abuse . How do they copy it and paste it . How do they take it away outside of the agency . We have to have a better system in place. I think our regulators Congress Needs to step in immediately. They are going to have another Edward Snowden mistake on their hands by giving away sources and methods. They will have to lose their contract. How long was this going on, do we know . We dont know because they dont want to give out too many specific details. This is why we have elected officials. Our regulators, our Congress People should be able to take this information. They have top secret security clearances. Get to the bottom of it, find out what happened and make some adjustments. There needs to be consequences for making such a mistake like this, because clearly if you take a method and you abuse it and you give it to the enemy or the enemy knows about it, we can no longer use that method again. I think mike pence did a great job of talking policy. And what we found out from tim kaine is that the Hillary Clinton campaign is all about attack mode. They think that they win by talking about donald trump, not about the third term of what the democrats are going to do. I think kaine came in thinking he could be the attack dog, throw one liners around. What do you think about the number of times he brought up the tax thing . We have a tax code that is designed to encourage entrepreneurship. Why wouldnt he release his tax returns . He employed tens of thousands of people. And paid few taxes and lost a billion dollars a year. We think that working people are not fooled that mike pence could not defend all of the accusations that were made. He is asking everybody to vote for somebody he cannot defend. I will put you down as maybe on donald trump. How is that . Put us at no. Viewers out there, they expect and they deserve a conversation on the issues. They expect and deserve to be able to hear each person talking, giving his response tonight.
