He continues to be a big one. 90mileperhour winds, category 1 storm. At this point, looks like it is sitting on the coast, not there yet but some of those real heavy bands of rain or moving in. There is your center of circulation, it still off the coast about 80 miles. Take a look at the very happy bands of rain. They are our strong winds within these. It is really pushing the water up along the coast. Flood concerns have been on the coast from Central North Carolina burning you all across the outer banks. Winds have been there also, looking at wind gusts up to 60 Miles Per Hour in some locations, the mid 50s, these are all right along the coast and Communities Just inland. Out a little farther, closer to the eye, which eventually will work its way closer to the coast, wind gusts up to 81 Miles Per Hour. Wind gusts of 112 miles an hour. Out at a buoy. This moves closer, the stronger winds will keep getting closer to shore. Well see those window values increase if some of those communities. This is a slow mover, as we mentioned, taking you to tomorrow. This is the movement. Barely down the coast, getting closer to wilmington, closer to the state line of North Carolina and south carolina. When it moves this slow, what you will notice, as you notice it heads to the northeast, but this slow movement is going to allow it to have her and that means the winds will continue to batter these locations for 48 hours or more. Youll see the storm surge continue to move in and the real problem, the legacy with the system eventually, going to be that its allowed to reign for such a long time. Shannon, we are looking at spots for 20 to 30 inches, even widespread rainfall. Getting up over 1 foot to 15 inches. Water is going to be the big concern with this by the time it said and done. Shannon adam klotz, working through the night. Thank you, sir. Now we go to morehead city, correspondent leland vittert, who has been right out of the middle of the storm. Ready using tonight . Actually morning as we had past midnight. Almost hour 12 of deteriorating conditions by our six, which he would classify as hurricanelike conditions. Normally we would be done with the worst part of the storm but in fact, the worst part is just beginning. This is probably the strongest rain and wind we have seen for most of the night. Its having a bad combination effect here with high tide. You can just now see the water lap over here. This doc already has risen as far as the pylons will lead at. At some point, you get Mother Nature versus manmade docks, Mother Nature normally wins that battle. When these dock sections turn into barges of instruction that will float into morehead city. The combination gives you an idea of the power of the water and the wind combined. That is going to be the story here over the next 48 hours. Its easy to say, oh, this storm is just a category 1, i dont see houses flattened behind you. Everything is going to be okay. That wont be the case. If this forecast holds, everything will not be okay. This water is going to not be driven simply here, it will be driven back deep into North Carolina, where there will be rising floodwaters and hundreds of communities on thousands of streets, and anybody who didnt leave could very easily be trapped. Certainly, we understand now why police and fire were so dogmati dogmatic, at times, sort of scary in their estimates of how bad the storm could be because if you didnt evacuate, there is no way to evacuate now. And the time for them when hurricane conditions will subside to win the floodwaters will rise as precious few hours, rescuers need to head out and t. That certainly is the concern now. Dangerous conditions for sure. Power out up and down the North Carolina coast here. Somewhere around 100,000 outages, including everybody around where we are. Shannon, this is certainly just the beginning of this storm, even though under ordinary circumstances, you would think by time, it should be the end. Shannon leland, you talked about the evacuation warnings, the orders going on for days. Have you seen stragglers . Will talk to someone coming up who refused to leave their homee people who feel better about sticking around and doing that. What about where you are . There were a lot of people who said that we are not going to leave and as we talked to the police chief year, there were rs going on of a number of those people. At the same time, you say, you understand how people feel. As we stand out here in these conditions, and report on them, your heart really breaks for people who are watching in shelters are launching an relatives houses, seeing these conditions, knowing this is what their home and life back home is going through, and they dont all they will have a house to go back to, if it will be flooded, if it will still be standing. You really understand and feel for people on both sides of this. Most of all, you feel for the police and the Fire Department out here, who, at times, will brave extraordinarily dangerous conditions to come out and rescue people who stay, even though they say that at some point, and that point has come and gone now, with the storm at least, they are not going to leave. They pulled off a number of their Police Officers from the bridges, and back into the station houses. Theyve evacuated a lot of the Fire Departments heavy equipment and make that its too dangerous to head out and they need to save their equipment for when the storm passes, shannon. Shannon leland, we are hearing reports that there are storm surges already after 10 feet where you are in morehead city. I know its dark and very stormy out there. Are you able to get a sense and talk about the out for the water has come up . Certainly it has come up, i dont know, 10 feet or so where it was about 6 00. Its hard to tell how much of that as the tide and how much of that is the storm surge. Definitely over on atlantic beach, we were seeing big storm surges as well. Hard to quantify any one number to it. Given the fact that all the power is out, its impossible for us with any kind of lighting to cut through this and sort of see what is happening. Its about equally dangerous for us to venture out and try to find any flooding. Suffice it to say, based on what is happening here and as we have heard things crash and break and break away, and the like, you can just imagine what an extra foot or two will do to these dock sections. Very reasonable to understand, its beyond our lights, theres a lot us to be seen. Shannon leland, well check back in with you. Thank you so much on the scene in morehead city. Well go to North Topsail Beach in North Carolina. Senior correspondent Steve Harrigan, who whizzed on these storms time and again. Steve, what are you experiencing tonight, and would you say you are deteriorating significantly where you are . We are seeing some tough conditions. Weve been here about an hour or so, and its actually a little bit scary what im seeing behind me. There were 50 or 60 yards of beachwood we started, doing the live shots down on that beach. That beach is now gone, and im just seeing these huge whitecaps come all the way up to this dock that i am standing on, and sometimes laugh over this dune. The beach is gone and the ocean is just it just looks ferocious out there. To see that power. As far as the wind goes, its been gusting at times Strong Enough to knock off bits of roofs of buildings and bridges, not Strong Enough to snap trees or destroy buildings where we are. But i think the big story we have heard over and over again as the rain. Its just been impressive, its been nonstop, just blowing in your face, blowing sideways, and just coming down over and over again. Weve heard reports about possibly 40 inches of rain in some places, and you can understand why if you have been out here for ten hours, just feeling it poor each hour without a let up. As far as the people here go, all of these houses are boarded up, it is completely dark, electricity down, electricity is out for more than 100,000 people in North Carolina. That number could easily go over 1 million. The people who really heeded the warning, these houses are boarded up. Its really like a ghost town here. About 12 there are shelters. A lot of First Responders now who are prepared to go out and incredibly difficult conditions to try to rescue people. 2,800 National Guard have been called up, police have been on patrol, especially to prevent looting, and the army is also ready to help. They have got high water vehicles and helicopters. Im not sure under these conditions whether we will see any water rescues but certainly in the hours ahead, i think people will need help, shannon. Shannon steve, weve heard it so many places that Law Enforcement has warned people to leave because at some point they say that we will not come to get you, we will not physically be able to accomplish that. We are starting to hear reports of some areas where Law Enforcement are saying, okay, weve reached that point. We are turning out service for now. Any indications of what is happening in your area . I think it depends on the jurisdiction. Most areas have a certain wind speed where they will not physically go out. It is just simply too dangerous. Its an unusual situation here on this island, it is really completely blocked, it is in the dark. Because the winds are so high now, theyve stopped traffic over the bridge. You are really stuck here right now in the dark if you were here after 8 00 p. M. There is no going back and forth. We did see a Police Presence out earlier but really they are trying to stop looting. A lot of people are watching their properties from afar by cameras to try and monitor whats happening here. Shannon steve, thank you very much. Well check back in with you. For now we will take it to wrightsville, North Carolina, a Senior Correspondent Rick Leventhal has seen that power actually explode and go out while he has been their reporting. What is the status they are in . The only lights we see is from emergency generators powering just a couple of lights here, shannon. We watch the transformers below about 90 minutes ago. All the streetlights have gone out, all the homes are dark now, and Wrightsville Beach is waiting for this thing to pass. The good news for town officials is that most people heeded the mandatory Evacuation Order and did get out. I was told was a handful of residents stayed behind and emergency personnel, who we have seen patrolling, even as recently as about an hour ago, trying to make sure that no one is caught out in this. We moved locations to a spot that is on high ground, protected from the worst of the wins by a concrete walls. So we are not really feeling it as much as we would be if we were out on the beach, which is not a good place to be right now. As far as the surgery is concerned, not seeing the water on the main road here. Its good news for this town. We are hoping to avoid that storm surge, which they predicted would be some 711 feet. We are told this rain will continue, as he you have been hearing for probably 48 hours, e more. They are in for it. As Steve Harrigan mentioned, there are military assets on standby, fema and others have rescued teams in place with helicopters, high water vehicles. Of course, they cant really affect any rescues until it is safe for them to go out. Help people who might be trapped. That we expect to see quite a bit in the coming days, and of course, well see the utility crews had out because we are hearing at least 150,000 customers without power, that number could rise as well between one and 3 million customers according to duke energy. They have some 40,000 utility crews standing by to go and start preparing the electric outages, but they cant do that either, until things get a little calmer. Shannon i know that there have been multiple punches that we are expected from the storm. The water, the storm surge, the has also been cited as a big problem. Have you seen any damage . I know you are in the dark so it is possible impossible to asse. How are the trees holding up . Weve been told that the ground is so waterlogged that it will make the trees more vulnerable to slipping and going then they would otherwise. Fortunately, the winds are not as extreme as they were once predicted to be. This thing was a cat 4, costs of 150 Miles Per Hour when this when a storm was out at sea. But now it has gone down to 90, and that is great news in terms of wind damage, but trees coming down, that is going to be happening all across the state for days to come. Weve had reports earlier today already have some trees coming down. You will hear a lot more about that because the ground is so saturated. That is unfortunately inevitable and so are the issues and problems that that will create. Its going to be a very treacherous and difficult situation. The higher stakes in the days ahead. Talking about catastrophic flooding because the storm decreased in strength, it is still bringing a lot of rain. That moisture is going to saturate the ground that is already saturated, and they will have a lot of problems. Shannon Rick Leventhal they are on the scene in wrightsville. Thank you. Also managed the Salvation Armys response to Hurricane Harvey last year. Thank you for joining us tonight. Thank you for having us on, shannon. Shannon i want to talk about what the Salvation Army does during before, during, and after. I know you guys are already positioning assets. How do you prepare for something massive like this . The Salvation Army is uniquely positioned to support those affected by the hurricane. We have a National Network of trained disaster staff and volunteers who will be deployed to various locations across the affected area. They are prepared to provide food, hydration, cleanup kits, hygiene supplies, particularly emotional character the First Responders and survivors. Shannon reading about a lot of what you did with harvey last year and what you are doing with the storm, that caught my attention, that you provide counseling and spiritual support for people because for a lot of these folks, they will be absolute devastation to all of their worldly possessions. How do you meet them in that place and provide support . That is a challenge. Because people are obviously affected in ways that they have never experienced in their lives. We saw this in houston, and the areas around houston after the massive floods they are Hurricane Harvey. We have to come in and be where they are out and take care of them immediately first, feeding, making sure they have a safe, secure place to stay and we sit and visit with them. Mainly, we listen. We just want to hear what they have to say and how we can effect change in their lives. Shannon one of the similarities there may between harvey that you went there last year and this one is that the endless rain and flooding and water is really going to be the concern that does the most damage for days and days and it was just catastrophic in houston as well. Any lessons from that that will help with this storm . The first lesson is that people need to get out of the way and obviously, having the coverage extended like this to get the word out is a great thing. People have heated that message. I was in wilmington yesterday and it was very quiet. A lot of people that had left and i think that is the first step. Getting people out of the way that water. Shannon how can people at home help you . I know you talk about volunteers and professional folks with Salvation Army ready to get in there. If they want to contribute, what can they do . Obviously, we would love to have them, alongside us as a volunteer, whenever that is possible, but they can help us immediately by going to help solvation army. Org. By calling 1800slarmy. They could do a text to storm at 51555. Shannon how do you anticipate with the disaster, how long will you be a part of the process with helping people rebuild . The Salvation Army that is here now we have a team that stated in an island, they have hunkered down. We wont be going away, well stay after the storm is over and continuing the services as long as it takes. Shannon you all are the best of america, the folks who go into the storm centro up and help people through the worst times of their lives. Alvin, thank you very much for your time, sir. Thank you. Shannon while many have abandoned the carolina coast, some residents are staying, attempting to weather the storm. Others flocking to the area, like alvin, and efforts to help. They want to do what they can. Correspondent Trace Gallagher has more on those. Good morning now to you, trace. Good evening. The wind often gets the headlines but history shows the water is the biggest threat that florence is becoming the water event, which is concerning for people on the outer banks in the carolinas who have chosen to ride this thing out. Including jim, who owns a few rental colleges in meg said, North Carolina. Using a borrowed line from the 1970s sitcom, alice, he has a much foot for Hurricane Florence and a method for those who thinks he is crazy. Locked. Kiss my grits. As part of living in the outer banks. We deal with it as it comes and we have seen direct hits, and we have seen near misses and now this. Still, it appears mr. Rose is the exception, not the rule. It appears most people know hurricanes hurricane zone have decided to head headlong toward friends, families can more shelters, like a high school in raleighdurham about 165 miles into the coast. Listen. It would be tough to start over without, but at least we can start over. If we stayed there, we might not be around. Ive vacated so i wouldnt lose my life. My apartment manager said, you want to be safe here. Something inside me said, dont take any chances. Just like theyve said the titanic was safe, unsinkable, look what happened. There are hundreds of shelters open across the carolinas, even in virginia beach, which could avoid the brunt of Hurricane Florence. One high school is that full capacity, with some 1200 people. Many of those who came are veterans of storms past. There is about maybe four or five ways into the neighborhood. Each and everyone is flooded lat time that hurricane came through, no way in, no way out. I had to stay in hotel for two days because i couldnt get to my parents. For those who stay behind are those who find themselves victims of flooding, help is also standing by. The cage and maybe, who did such amazing rescue work during Hurricane Harvey in texas, they are now coordinating with fema to help those affected by florence. First seven days is usually search and rescue, first for five days is human, last two will be focused toward the animals. It all depends on the storm. Day seven today ten goes into body recovery. On that note, there are several petfriendly Evacuation Centers in georgia, virginia, and the carolinas. Shannon . Shannon we checked those out and treated them out. Red river. Org. Senior correspondence Rick Leventhal and steve harrington. Lets begin with steve in north topsail. It sounds like you continue to see deteriorating conditions there. As you have been on the scene for well over ten hours at this point. It is, shannon. That bridge behind me there that i was standing on has now collapsed. The back end of it. Just as Laura Ingraham predicted it would about an hour ago. We are seeing the rain come in sideways, the wind is Strong Enough to snap branches, pull tiles off of houses, but not the overall destructive wind that we have seen in some major hurricanes. Hard enough to do some damage but we are not seeing buildings or trees in snap, just really branches at this point. The real concern is going to be from this water, not just the potential flooding. If we do get a nine or 10foot surge, the water will come over this and flood the first story of these houses. But also, for the entire mental damage, a stage with a lot of history, a lot of hog farms, if you get 20 or 3040 of inches of water, some of those areas, there could be some real toxic water that could affect the water supply. Its about at some other concern. This is really a dark ghost town at this point. There is no way in or off the island. The police have shut down the main bridge that comes to the silence, they have also been actively out and about especially in the earlier hours tonight to try and prevent any looting. There were some breaking and enterings around the island, and a lot of people from a state of distance monitoring the properties remotely, and alerting police. So police were here to try to prevent looting. Their response to authorities here has been remarkable. The message was clear. The message was unified from local and state officials about the potential danger of the storm. The people here really, almost to a man from hapless listened, boarded up, and left. Its really just a destruction of property at this point, whether it will come from the wind or whether it will come from the next several days from the water. Shannon steve, youll stick around. We want to check in with leland as well. I know that you have seen the waters continue to rise where you are. What are the latest conditions . Its important to note the water here is rising and you can see the dock we have been watching lift up and at times look like its about to snap off. The tide is going out. The water is rising. That gives you a sense of how strong the storm surge is. We are about six hours into the really bad conditions in morehead city. You think to yourself, normally that would be good news, the tide is going out but conceivably, there is a whole another tide cycle, 11 00 a. M. Tomorrow. These conditions continue, when you have the potential for the storm surge plus high tides inundating the city. You will combine all of this water that we see now starting to lap up with these after 40 inches of rain that is then going to collide tomorrow upstream here up into coastal carolina, where you have the potential for what they are calling truly catastrophic flooding, echoing what steve had to say in terms of the wind, we have not seen those kind of just unbelievable, pounding wins that have the ability to take down h. We did see some mobile homes that were pretty badly damaged, especially over on the barrier island, which is about two or 3 miles out into the black abyss. Power has been gone for a long time. You really just dont have any way to see much beyond 50 or so yards with our lights that are operating off of generators. The Barrier Islands bring up a good point here because as the storm here has come around from the northeast and down, the Barrier Islands have almost acted like a funnel rather than protecting North Carolina, they have funneled a lot of the storm surge in and that is what we are seeing the effects of. Obviously, as storm continues overnight, we see the effects tomorrow and for days to come. Even those category 1, very little reason to think that it will be anything short of catastrophic. The real fear, when i talk to authorities, the police chief in atlantic beach, the idea of complacency. People say, its a category 1, i can make my way home, or its a category 1, shouldnt have left. It will be a many day event for Law Enforcement as well, who right now, hunkered down because of these conditions and then a couple of hour window to start making rescues and getting people out who didnt evacuate before the floodwaters really started to rise, shannon. Shannon leland vittert, we have steadily watch those waters climb and seeing them at your feet. Lets check in with Rick Leventhal. Rick, i know you had to move away from the beach. Were you seeing the same things from leland and steve, where they are seeing a noticeable rise in the waters, that storm surge come again, as has been predicted all along . Yeah, i cant tell you whether or not the surge has risen here. We are on high ground. We are very close to the beach. We are trying to stay out of harms way. Remarkably, i just saw a Wrightsville Beach fire truck and police car drive bios here in ridiculously rough conditions. So i will keep my head on but to preach to them for hiding out in this awful weather, not sure if they are responding to a call but we have heard some explosions reported, transformers that blue, and whether they got a call or not, im not sure. They were on the road, still patrolling at the very least, and things have gotten very, very rough out here in the last couple of hours. They are on the job, and they have a very tough time ahead of them once the storm blows through, as youve been reporting, the floods will follow. Rescue most likely will be next. Wrightsville beach did not have good luck with storms and starting with f. They had fran back in 1996, a couple with another hurricane that took out their fishing pier and then floyd in 99 did significant damage along the carolina coast and a lot of flooding. Now they are worried that florence could do the very same thing, shannon. Shannon you mentioned seeing the folks out there come the First Responders, weve heard reports in many places that they said at a certain point, steve pointed out, many of the departments have wind limits. Once that goes to get to a certain point, they can take out highprofile vehicles, they cant help folks. It sounds like they are still operating in wrightsville at this hour. Again, im surprised they were patrolling over responding to a call if thats what it was. The winds are gusting, we are protected from the reach by significant wall, so it is swirling around us but the winds are significant. Im glad to see they can still move around in it but im not sure how much longer theyll be able to to do that. Shannon Rick Leventhal in Wrightsville Beach. Thank you, rick. Lets check in with steve. Steve, you showed us, there was a wooden platform, a walkway or bridge area, you were reported in that area not long ago and in your last report, you told us it has now started to break away . Yeah, the half that led down to the beach has broken off and its driftwood now, and the beach itself, we started reporting about 60 yards of beach, there was no beach left. From staying in the same spot, we can see how things have gotten worse and how that water has come up with. Its been a real challenge here, even though people have left to try to figure out where to go, where is this a place to go, and part because of the geography of North Carolina with its major rivers going eastwest. As you go in there to get away from the storm, you could actually wind up in a worse place as far as flooding goes down the coast. Places like new bern could be in real danger in the next couple of days. People who are heading south on 95, people heading north, running into traffic, having trouble getting gas, hard to find hotel rooms, flights canceled. It made all of the stress and fear of a storm coming up and made all the worries about what could happen to your house, they also had the challenge of where to go to get away from the storm, shannon. Shannon steve, having covered many storms, can you put this in any context for us as to what you have seen in the acceleration the last few hours . I think it doesnt get, where im standing, and this could change over the next three or four hours, have the bite, a big kick like katrina or the wind that we felt in puerto rico. He doesnt have that yet but experts have been warning that this is a marathon. We could see the less dramatic, but more destructive and deadly flooding. Two or three days down the road, when it drops, we could see that in linden North Carolina. Its going to be very interesting come sunday or monday to see if we have towns or entire areas seven or 8 feet underwater. Shannon steve, thank you very much. A final check with leland. I dont know if he is still there. Is it still save enough for you to be out there . Will you call it at some point . Shannon, we will definitely call it at some point. This water starts to lap up, at some point, it is getting closer and closer. Well come back out for a minute. More than anything, it is pretty uncomfortable. To be honest, to be out here, as the rain and wind continues. Echoing what steve said, there isnt that intense cake in the teeth that you get with a lot o, major storms come up with the marathon could potentially be a lot more destructive. A sort exponential force of nature that begins to exert itself, not only obviously on the structures, on the people who are out either rescuing or trying to help folks who are still stuck here, but also in terms of the water that comes down, the slower the storms move, weve seen it continuing to slow down. The more water gets dumped. If you are talking by 40 inches of rain combined with the storm surge that we are seeing continuing to flow in here, even with that tide going out, it is a recipe, certainly, for what the Weather Services calling total devastation, not just on the coast, where you have a lot of flattened buildings or damaged buildings, but where you could have towns underwater. The evacuations extend back, the big question, obviously, is how many people he did those warnings. Over the past couple of days, the storm was downgraded from a cat 4 to a catch 2. The people say, i dont have to go . Now it is too late for them to go. Only time will tell in terms of how many of those people are still in their homes. Power is out from potentially power lines down all over this area, extending 20, 30 miles. Into the heartland of North Carolina. There is no way for folks to leave. As this water continues to come down, you could have a lot of people who are stuck.
