15 minutes after that trump caravan had left the downtown area. Victim has not yet been publicly identified and the shooter as far as we know remains at large. The mayor of portland, ted wheeler, who serves that citys Police Commissioner is set to speak at the top of the 4 00 p. M. Eastern or of 1 00 p. M. Pacific time hour, just under 60 minutes from now. We will bring that to you live as it happens. First, lets go to Christina Coleman live in los angeles with more details on the tragic and shocking turn on the streets of portland last night. Reporter this is the third consecutive weekend of tension escalating between competing groups of protesters in portland. A caravan of Trump Supporters with 600 vehicles was making its way through Downtown Portland when protesters attempted to stop them by standing in the street. Some protesters fired paint ball pellets and bear spray at counter protesters and they threw things at the Trump Supporters. Supporters. Police havent released details on the victim or said if the gunfire was directly related to the protest but an Associated Press photographer says the victim appeared to be a white man wearing a hat bearing the insignia of Patriot Prayer, a right wing group that frequently demonstrated in portland and has drawn counter protests. This morning, President Trump you appeared to excuse or defend the provocative behavior of his supporters, while again slamming portland merited wheeler, tweeting the big backlash going on in portland cannot be unexpected after 95 days, watching an incompetent mayor admit he has no idea of what hes doing. The people of portland will not put up with no safety any longer. The mayor is a fool. Bring in the National Guard. They failed to protect their communities specifically in portland and weve seen that. We have over 74 over 90 arrests, 74 different criminal citations that the fbi is pursuing against individuals. We need portland to stip, bring this violence to a close and i think youll see a lot of this go away. Reporter mayor wheeler has declined repeated offers to send federal Law Enforcement to the city of portland, saying portland doesnt need trumps, quote, politics of division and denigration. You saw a parade of Trump Supporters, actively shooting paint balls at Peaceful Protesters. And the president in my opinion encourages that. He actually retweeted the people firing paint guns. So i think he only means to agitate things. Reporter also of, there were still some protests and sporadic fighting and vandalism in Downtown Portland after last nights shooting. At least 10 people were arrested, mostly for disorderly conduct. Arthel. Arthel all right, christina. Eric ill take it, thanks. Arthel thank you. President trump ramping up calls for law and order in portland as his campaign attacks Democratic Leaders of some u. S. Cities for failing to stop violent crime. Lets go to david spunt, live at the white house with more reaction. David, what is President Trump tweeting today . Reporter were about two months you away from the 2020 president ial election. We have seen about 100 days, approaching 100 days of unrest specifically you in portland, oregon. President trump and the white house have been talking about this for weeks, this is not new. Its pretty much been on a daily basis. Today was no exception. The president golfing right now at his virginia club, though he did put out several tweets this morning before leaving for a round of golf. I want to read one of them to you. The president see thing over the seat hadding over the violent, saying the National Guard is ready, willing and able, all the governor has to do is call. Hes talking about the Oregon Governor there. He has said several negative things about the mayor. Candidate donald trump tied illegal immigration to hillary clinton, arguing the country was at risk for immigrants flooding the border. The president replicating the strategy, under different pretenses, talking about keeping families safe and violence in cities. Mark meadows this morning said the administration is by no means playing politics. The white house wants to help and is ready to send federal help if needed. Listen. Any governor, republican or democrat, any particular area can request help of the federal government. Were willing to come in. Were willing to provide additional assets as we did in kenosha. Reporter kenosha, wisconsin, there has been peaceful protests over the past few days. President trump touting whats gone on in kenosha because officials in wisconsin have accepted federal help. He wants the same thing to happen in portland. He will be on the ground in kenosha, wisconsin where several nights of peaceful protests have taken place. President trump will make that visit there on tuesday. Arthel. Arthel david spunt, thank you. Eric. Eric arthel, for more on this lets bring in john bussey, associate editor of the wall street journal and fox news contributor. John, there again is blood in the streets of our of country. The protester who was shot, an apparent protester, the latest person killed. How do these events get tamped down . Yes, there was an event in portland. And its i think very important to remember that 99 of the country, 99. 9 of the country is going about its daily business and its not rioting, and theres not this violence. Theres episodic events in certain cities and its i think being to some extent davids point about political strategy on the part of the administration, its being blown up in the sense that the cities of america are in flames. Theyre not, eric. Theres events, episodic, that are problematic and they are protesters against Police Violence and racial inequality and now youve got counter protesters. And the Trump Administration has got to be careful here. Because if this is as david, your correspondent was pointing out, a political strategy to take attention away from the coronavirus and the mismanagement of that problem and to put to make people fearful and scared and scare them into voting for the president , that can backlash. The president is seeing in these tweets overnight and today to be flaming the situation, to be supporting people who are going in on the back of their pickup trucks and shooting paint balls at protesters and protesters are throwing things back at them. To be in inflaming the problemd not calming it, thats what you need right now, to get everybody to disengage, to stay home, to not get into their caravans and to not be on the streets protesting. And to address the Police Brutality issues that should be addressed, but also to support Law Enforcement. So thats the language you want to hear from the president , not this inflammatory language that youre getting in all of this tweets. Eric well, the president tweeted out, law and order with three exclamation points. He demanding law and order and chaos on the streets where people are getting shots, its not the first time, we saw in aurora, louisville, we also saw it in albuquerque and other places where in the middle of these type of demonstrations, someone gets shot. You saw it in kenosha where an individual from another state came in and shot two protesters. A tweet was tweeted out in support of this individual and the president liked that tweet. Thats a dangerous thing where youre kind of encouraging people perhaps to sort of take up arms and to take matters into their own hands. The cities are trying to address the police issue, the protests against Police Brutality. The president needs to be part of that conversation and needs to be a calming voice. He cant tweet out videos or retweet videos where someone is yelling out white power as he did. That is contrary to the language that you need right now a moment when the country is trying to address some of the issues that have dogged it for centuries. Eric some say its a political issue. Depends on how much the president makes it a political issue. Eric some of the supporters didnt hear that person shout that out in that situation in the land o lakes i guess it was in florida. Is it fair of the democrats to put this at the feet of the president in terms of his rhetoric, what about the anarchists and the radicals and criminals who are out there looting and the murderers, cold stone murderers who are doing this. There are people who will take advantage of protests, of peaceful protests, to loot, which is unacceptable and to commit acts of violence which is unacceptable and it puts the police at a very difficult position. Theyre trying to calm the streets but theyre also trying to catch people who are damaging property and hurting other people. So we have to leave this up to Law Enforcement. Yeah, some instances you will probably need the National Guard. But again, this is not something that is blanketing the country right now. There are episodic instances of this and all voices of reason and all voices of authority need to be acting in concert to calm tempers and to calm reactions, not to create backlash and not to incite further violence. Eric certainly dont want any more violence. Well be listening to the mayor who has by the way rebuffed the National Guard help. Maybe that will change with this killing. Well see. John bussey at the wall street journal. Always good to see you. Thank you. Arthel. Arthel eric, thank you. Arthel in less than an hour well hear from portland mayor, ted wheeler, following a night of violent clashes and a deadly shooting downtown. Meantime, the fbi said it is ramping up efforts to investigate recent crimes and riots in the city. Sarah herwitz with our portland affiliate has nos those details. Reporter on thursday, the fbi mission was declared to investigate crimes to protect the community and uphold the constitution. We dont investigate based on ideological activity. We investigate violent crime. Reporter he will be directing more resources from portlands fbi to help with investigating Violent Crimes relating to recent riots in portland. The fbi is asking for tips on recent crimes. Heres a look at some of the wanted posters. Were putting more resources into the crimes that are leveled in the city toward Law Enforcement officers, towards county and city facilities because theyre starting to have a cumulative effect, affecting Public Safety. Reporter he clarified. The fbi is not policing the streets of port of land. We dont do Public Safety, public order. The security piece is not our piece. Were investigators. Thats what were focusing in on. Reporter im wondering if it makes it more difficult to investigate crimes with the face mask mandate . Id say that in these types of situations where youre looking at Surveillance Video of someone who has done a crime, thats where bank robbers have a tendency to wear masks, makes it harder to identify who robbed the bank. So absolutely, in a situation where someone has done an you assault or other an assault or other violent crime, its hard to identify who they are. Reporter whats it like to work in federal Law Enforcement right now. Change is hard. This is a time of change. Thats streetful. Any time you go through strange its stressful. I hope we can make positive improvements to bring Public Safety into the 21st century as much as possible. Arthel for more on this were going to bring in our legal panel, robert shock, a former prosecutor and fox news legal analyst, mercedes collin. Bob, im going to start with you. Is there a blurring of the line between the right to peacefully protest and the dubious act of carrying out or inciting violence . Yes, its very, very difficult as your prior guest indicated. The Police Department in my opinion, in my view, wants to allow for peaceful protests. Theyre also trying to protect citizens, protect Small Businesses from being looted, from as the fbi director said, from arsons being committed. I think unfortunately when theyre trying to police the agitators, the small 1 of people who are there to commit crime take advantage of certain situations, other protesters may view that as them going after people like minded who are trying to be peaceful and retaliated against the police. Being a Law Enforcement officer in the big cities right now is stressful and dangerous. As the fbi agent said, he said he hopes they can bring change moving forward in communities and with regards to policing but we definitely have to get the situations under control in the big cities where there are flareups and these lootings and riots. The First Amendment right is a pelprinciple of this country, s an important aspect that we need to allow to continue. Arthel mercedes, how do you assign legal blame . Is this premeditated, an intent to confront the protesters or is this selfdefense . Well, thats a great point. And i totally agree with what robert said. It is a constitutional right to have peaceful protests. There have been really significant changes in this country that are so significant based on peaceful protests and this type of you assembly. But when youre talking about those small numbers of individuals that are highjacking these peaceful protests and committing these criminal acts, it has to be somehow stopped and make sure that there is sufficient investigation. We heard from the fbi investigator that some of this investigation bringing now with the fact there are individuals wearing masks, its even more difficult for Law Enforcement to complete those investigations, to actually zero in on those individuals that were responsible for the criminal acts. But its really important, arthel, and i know im preaching to the choir here, that we make a strong distinction here between Peaceful Protesters that have the constitutional right to do so and the unruly criminal ones that are committing the crimes that were talking about. Arthel well, i mean, bob, you know, based on what mercedes just said, i mean, you know, at this point you need all hands on deck, id imagine. Im looking at some notes here that this time last year ted wheeler, the mayor of portland, requested that the Oregon Governor, kate brown, bring the keep the National Guard ready to respond in anticipation of potentially explosive standoff between far right groups and antifa demonstrators. His request was denied. Then mayor wheeler requested the deployment of the oregon National Guard to portland in response to protests following the may 2020, a couple months ago, the killing of mr. George floyd but Oregon Governor kate brown again refused. So i mean, the mayors have to ensure the safety of the cities. Police must carry out Public Safety for citizen as well. But if theyre not getting the extra help, i mean, i dont understand. How do you end it . Its a political football right now. Theyre saying no to the National Guard, potentially out of a distrust or disdane for potentially the president. You have to understand, you swore as the mayor of the city, as a governor of a state, to uphold your constitutional duty to protect your citizens and if you cant do that, and you cant put partisan politics aside and go arthel wait a minute. He asked. The mayor did ask for the oregon National Guard. And he was turned down. Arthel by the governor. By the governor. If people are not doing everything they can to protect their citizens, to also protect peoples right to peacefully protest, at the same time protecting the businesses in their cities, then this is just going to continue and its going to continue until something i dont see how anything more horrific than what happened last night occurred. But if this continues youre going to see mass exodus from cities and the distrust for Law Enforcement because Law Enforcement is going to be blamed. They want help. You know they want the help. Arthel mercedes, how do you see it . I want to ask you legally how you put an end to this. We know that the president is campaigning on law and order. And, you know, he says he wants to send in the National Guard. I mean, i dont know, how do you take politics out of this and really protect the people . I really you have to rely on your Law Enforcement officials, local government. Certainly, there has to be someone in that environment saying we have to protect the people. What does that mean . Does that mean that we bump up on the number of Police Officers on the streets . Does that mean they have to do under cover work to select and make sure that the agitators that are committing these criminal acts are the ones taken out of that equation. So theres many things that the local government can do and at that point they really have to finalize those plans to make sure that ultimately everyones safe. Arthel i think im up against the hard clock. I needed to ask you about the boxing glove behind you. Im out of time again. Email me and tell me what is that. Its muhammad alis glove. I love him. The killing following some violent clashes between dueling groups of protesters, pro trump caravan and some black lives matter protesters. The mayor of the city set to hold a News Conference about 30 of minutes from now. So we should get more details about what happened. After the event last night, and that shooting death, the department of Homeland Security said they could send more federal forces to that city. Acting dhs secretary, chad wolf, saying this morning that all options are on the table. Last month, the Trump Administration deployed federal forces to protect portlands federal buildings, that move, controversial at the time, sparking intense backlash from local officials, led to violent altercations between police and protesters. How can Law Enforcement restore peace . Lets bring in ted williams, former d. C. Police detective and defense attorney. Ted, many of us remember the riots back in the late 60s and we seem to be having a recurrence of some of that. Can you fathom and understand why the mayor, ted wheeler, who well hear from a half hour from now, is saying he does not want the National Guard in his city . Hi, eric. If i could. Just let me give a shoutout, im from lake charles, louisiana and i want to let the people know that god have her backs down there and i thank you for letting me say that. But when you look at what is going on in these various cities, and you look at specifically portland, where you have the mayor there who is not on the same page with the governor, it creates problems. But there are problems and i heard john bussey of the wall street journal earlier and i do agree with him. This starts all the way from the top in washington, d. C. President trump is our leader. What we found here in portland unfortunately is that a group of Trump Supporters, who trump tweeted as being great patriots, went into portland and at a time when theres a lot of havoc going on with other groups and this has been going on for 94 days, its been going on in the name of eric floyd, the man killed in medicin minneapolis, minnesota. This is not about eric floyd. These are individuals on the left and on the right who have their own agenda and theyre creating havoc. Let me Say Something to mayor wheeler and mayor wheeler, i hope you listen to what im about to say. And the governor. And that is, call out the National Guard. Put in place a curfew. And people on the left or the right that violate that curfew, lock them up. What is going on cannot continue to go on and, sadly, sadly, eric, last night a man lost his life and that should not have happened. Eric yes, other cities have not just called out the National Guard but have imposed curfews. 20 seconds left. Do you see that do you hope the mayor says that in the next half hour . I absolutely hope the mayor says that. I hope that the governor and the mayor and the president of the United States take responsibility, grow up, and stop acting like children. Were all americans. And treat us like americans. And that is not happening, eric. Eric ted williams, just to note, i think you conlate inned eric gardner with george floyd. You said eric floyd.
