Americans prepare to leave for thanksgiving travel, which Health Officials are urging families to stick this year. Senior correspondent looks all of this, laura ingle starts us off tonight from melbourne new york. Good evening, laura. Good evening, bret. Here in new york, Governor Andrew Cuomo made an announcement today that the state plans to reopen an emergency facility on Staten Island to treat Covid Patients because cases there have not tripled. This, as news comes with yet another vaccine showing strong potential. The Drugmaker Astrazeneca announced it has produced a covid19 vaccine which shows a promising efficacy rate of 90 without the need for ultracold storage like some of the other vaccines in development. Its a very deployable vaccine and we need lots of people to be vaccinated. Astrazeneca, which has been developing vaccine with scientists outwards university oxfords university. The news coming up to the federal Drug Administration Advisory Committee set a date of december 10th to discuss pfizer s request for an emergency use authorization for its developing vaccine, which has a near 95 efficacy rate. And drugmaker moderna also on track for approval with its vaccine candidate. If the chief scientific advisor of operation warp speed says if all goes well with fda approvals, immunizations could be in use as early as december 11th, just two and a half weeks from now. Today the u. S. Department of health and Human Services announced plans to distribute doses of regenerons antibody therapeutic treatment, the same treatment President Trump received when he was battling covid19. The question remains, whats all this once all these vaccines are approved, how many people will roll up their sleeves . A recent gallup poll shows 58 of americans would get a vaccine if offered today and at no cost. The u. S. Surgeon general working to ease concerns about the vaccine being safe. The most reassuring thing i can say to you, america, is that when they tell me that i can get the vaccine, i will get it because i know thats the best way to protect myself and to protect my family and my community. Officials with the center for Disease Control have been pleading with the public not to travel for thanksgiving holiday. Still, the tsa is reporting its screened more than 3 million passengers friday through sunday. The highest rated total midmarch. Covid testing sites are also reporting long lines across the country as some say they hope to get a negative test so they can celebrate thanksgiving with her family. And Health Experts warned that timing of the formula may not always work. Sometimes it takes a few days to get your test results back and they add that this could be the busiest week for testing since the pandemic began. Bret. Bret laura, thank you. Stocks were up today on some of that news, the dow gaining 328. The s p 500 finishing ahead 20, the nasdaq rose 26 today. One crucial state has just ratified its president ial vote and another is expected to do so soon. While the moves by michigan and pennsylvania would further dampen President Trumps chances, any of them, for successful legal challenges to those results, nevertheless, his campaign did file another brief for its pennsylvania challenge, also requesting another recount in georgia. And its claiming the certifications by the states are simply a procedural issue that doesnt really slow them down. There are new republican calls however on the president to accept defeat and a shakeup is underway on his legal team. Correspondent Kristin Fisher reports tonight from the north lawn of the white house. Good evening. Good evening. Despite the Trump Campaigns best effort to stop michigan from certifying the election, the state just made joe bidens win official, so the Trump Campaign moments ago put out a statement saying, and i quote certification by state officials is simply a procedural step but it certainly makes it much tougher to overturn. As for pennsylvania, the state is still in the process of certifying, but the Trump Campaign is still fighting by filing an appeal brief just this afternoon to stop it. Its beginning to look a lot like christmas at the white house, there is little for the Term Campaign to celebrate after it has lost along with its republican allies at least 27 cases challenging the result of the election. Over the weekend, a federal judge dismissed a lawsuit trying to block that certification and he accused the campaign of asking the court to disenfranchise almost 7 million voters. In his opinion, the judge wrote one might expect that when seeking such a startling outcome, if plaintiff would come for me to be armed with compelling legal arguments and factual proof of rampant corruption. That has not happened. The campaign is now appealing the decision while insisting that it hopes us and our strategy to get expeditiously to the u. S. Supreme court but this morning the states republican senator pat toomey said the writing is on the wall. At some point you exhaust those possibilities. I think the president has reached that point and pennsylvania. Senator toomey is one of a growing number of republican lawmakers calling on President Trump to begin the transition of power to president elect joe biden. But perhaps the most stinging assessment came today from one of the president his closest allies and wealthiest donors, blackstone ceo Steve Schwartzman telling axios the outcome is very certain today in the country should move on. A member of the Trump Campaign legal team is also moving on after appearing alongside Rudy Giuliani and jen ellis in a News Conference just four days ago. The duo now says Sidney Powell is practicing law on her own. She is not a member of the Trump Legal Team. She has also not a lawyer for the president in his personal capacity. No further explanation was given and powell argues that she never signed a retainer agreement or sent the president or the campaign a bill for my expenses or fees. But the president did list or as a member of his legal team in a tweet on november 14th. A team former new Jersey Governor Chris Christie is now calling a national embarrassment. You have a navigation to present the evidence. The evidence has not been presented. No tweets or appearances from President Trump today but behind the scenes hes continuing to threaten to veto a massive bill to fund the u. S. Military. The Defense Authorization act. Unless a bipartisan provision to rename military bases honoring Confederate Military leaders is removed. As for that Christmas Tree that arrived here today, it really signals the start of holiday parties here at the white house and despite the pandemic, despite the cdc advising americans to stay home this thanksgiving and limit holiday gatherings, the white house is still planning to move forward with indoor holiday parties over the next few weeks. Bret. Bret Kristin Fisher live in the north lawn. Kristin, thanks. President elect biden is taking major steps tonight to fill out is it administration. N. Ambassador, linda thomas greenfield. All have been previously vetted, which helps Transition Team, but still cant access Government Resources until the tsa declares biden won. We are not in a position to get background checks on cabinet nominees, and so there are definite impacts. Impacts escalate every day. Depending on how the runoffs in georgia go, all nominees could face confirmation by a Republican Senate buried we dont need a fabricated crisis in the senate and i dont think that the American People are going to tolerate that if theres a refusal to move forward with qualified nominees. Bidens team says he would meet with Mitch Mcconnell but hasnt. Today he met virtually with the mayors. All of you have the front lines from the very beginning and as we head into this thanksgiving, a very dark winter in the case of hospitalizations spiking. I want you to know that we are here for you. Bidens picks today prove that in his and administration, valuable currency is loyalty. He is rewarding people who stuck with him for a long time with prestigious jobs. At the Transition Team tells us all six people nominated for these National Security positions today are going to be rolled out here in delaware inna covid19safeway tomorrow. Bret. What im going to do as president of the United States is called together an entire group of people at the white house, everything from a civil Rights Groups to the Police Officers, the Police Chiefs, and we are going to work this out. There is a Silver Lining for big cities. 73 are reporting decreases and robberies and 86 a decrease in rapes. If the first known encounter between senior officials from the two governments and continues a middle east peace effort led by the u. S. Correspondent trey yingst has details tonight from tel aviv. Overnight, a civilian jet carrying israeli Prime Minister Benjamin Netanyahu and his top intelligence chief made a secret flight to saudi arabia. The leader of the jewish state reportedly holding talks with Saudi Crown Prince mohammad bin salman. The meeting in a seaside town appears to have been brokered by u. S. Secretary of state mike pompeo, who was in attendance. All three parties though are declining to confirm the meeting even took place. I have never commented on such things and i dont intend to start doing so now. I can only tell you that for years as Prime Minister i have spared no efforts to strengthen israel and to expand the circle of peace with our neighbors. In his or marks, he referenced israeli normalization deals with the uae, bahrain, and sudan. The agreements have economic and security applications that bolster israels presence in the middle east despite angering their palestinian neighbors. We will talk about release pieced and a host of other topics with secretary of state mike pompeo tomorrow right here on special report. We have breaking news right now on the president ial transition. We talked a little bit about it before with correspondent peter doocy. He has the latest from wilmington, delaware, and an announcement by the Trump Administration. Peter. Hello again. I just got a text message from transition official. They are in receipt of a letter of ascertainment from the gsa administrator emily murphy. If that is the letter that they have been waiting for that signifies the gsa has now ascertained biden won the election and they now have seven and a half Million Dollars in federal resources to officially begin the transition. That is something that the Biden Campaign has been the biden transition has been growing very impatient about. President trump is already responded. He says that his legal challenges are still going to continue but that he wants the gsa administrator to do whatever she can work to do whatever she thinks is right because he says he knows shes been harassed, threatened, and abused and he does not want to see that happen to her or her family or the employees of the gsa. This is the letter that the biden transition has been waiting for ever since the networks started to call the election for them. This should open up not only federal resources in terms of money and office space, but also access to classified information and theres been a big push lately, particularly this weekend, from the incoming chief of staff ron klain to begin the transition as soon as possible because operation warp speed, a lot of it is still unknown to biden officials, biden Health Officials, except for what they have seen on tv or heard from White House Trump white house briefings. Now the thought is if this ascertainment unlocks everything that it is supposed to, that the formal transition can begin now a couple weeks after election day. Bret. Bret all right, peter, thank you. Adding to what peter said there, the president saying the case that he continues to fight is a strong one and we will continue to fight at and i believe we will prevail. Nevertheless the best interest in the country according to President Trump, i am recommended that emily, gsa, and her team, do what needs to be done with initial protocols and i told my team to do the same. So that is the beginning of that official transition. The u. S. Has officially pulled out of another armscontrol pact with russia. Officials tell fox news the administration has withdrawn from the open skies treaty. At that agreement was signed in 1992 to set up unarmed reconnaissance flights over each others territory to collect data on military forces. The u. S. Has accused russia of violating the agreement for years. Bret there is increasing pushback tonight against various government restrictions to try to prevent the spread of the coronavirus amid gatherings on thanksgiving. A lot of that is happening in california. National correspondent william la jeunesse shows us tonight from los angeles. The governors ruling by edict, by fiat, and we are not going to allow that anymore. Protests in california against governor Gavin Newsoms mandatory fourweek order to stay home from ten at night to 5 00 a. M. People are angry, and rightfully so, because what we continue to see is executive order after executive order rather than the real leadership we need out of the governor. Called the curfew necessary as cases tripled in the last month. Record high hospitalizations and intensive care unit stays. But at least 16 Police Agencies refuse to enforce the order. I can tell you the sheriffs deputies are not going to be out on foot or they are not going to be out of their vehicles looking for people between the hours of 106 buried a similar situation in oregon where Governor Kate Brown said no more than six people from two unrelated households can gather at any one time or place, indoors or out, and if you witness any neighbors violating the rule, she says call the police. At this point in time unfortunately we have no other option. Several Police Agencies are pushing back as thanksgiving approaches. If some of the calls in and says my neighbor has got ten people over at their house, we are not coming, said Pendleton Police chief roberts. In nevada, no more than ten from two separate families can gather indoors. 50 macs at weddings and churches, casinos and bars capped at 25 capacity. Our case rate growth is at a wildfire level. Even outpacing neighboring states such as arizona. In new york, which imposed a ten person limit on gatherings, governor enter, says police dont have the right to pick which laws to enforce. Bret. Bret william, thank you. Food banks are facing enormously high demand this week with thanksgiving holiday approaching. Correspondent phil keating is at a facility in miami gardens, florida, tonight. Thanksgiving week has arrived in this unique year of the coronavirus pandemic. At Food Distribution sites like this one in south florida, the line of cars snakes all around the park. Pamela goodwin got here at 5 30 in the morning to be first in line. Weve never had lines this long. People losing their jobs. Lost their homes. The food is short. Before she broke down, she confessed it took a lot of pride swallowing to do this. From coasttocoast, record numbers of people are lining up to fulfill thanksgiving meals at home. In atlanta, media mogul tyler perry held his own food giveaway. Georgians light up on saturday 50 hours ahead of time for his sunday share the love. Alan silicon valley, volunteers doled out turkey meals for more than a thousand households. The Second Harvest food bank estimates the demand has doubled as covid and Economic Hardship year. In los angeles this weekend, forklifts with foods delivered the goods to people who actually never lineup this kind of giveaway. A 145 increase in volume. Florida International University also held its turkey and fixings giveaway. Their charity was its own reward. Im especially excited that we are able to provide a little bit of cheer at this time of year, which is normally celebratory, but we are in an unusual year. We got food for [indiscernible]. Volunteers here at the Baptist Church are still at it tonight. Organizing, stacking, and packing their boxes full of thanksgiving meals for their big giveaway tomorrow. Its all about sharing, giving, love, and thanks, what this holiday is all about. Bret. Bret thats good stuff. Phil keating live in miami gardens. Phil, thank you. Balancing the power of the house now. If democrats have clinched a majority and they currently own 222 seats right now. Republicans have 204. However, there are nine races yet to be called at this point. All of them are currently led by republicans. In one of those races, the democrat has already conceded. The closest margin is iowas second district, where the is winning by just seven votes. Could be 222 to 213. President elect joe biden is expected to travel to georgia tuned to stump for the two democratic challengers in the runoffs. The balance and power in the senate hanging on january 5th, this comes as one of the four candidates is in quarantine after positive and negative tests for the virus. Correspondent matt finn has the latest tonight from atlanta. There is more at risk than just two simple seats in the United States senate. Iowas senator joni ernst today joined the ranks of highprofile republicans stumping in georgia for the states g. O. P. Senators. [applause] senator david perdue expressed his support for President Trumps recount efforts. We are calling for lawsuits. We are doing a lot because right now we want him every ballot, every legal vote should be counted for donald trump. Where the battleground. Over the weekend, Democratic Senate it reverend Raphael Warnock held a series of meet and greets where he told voters its time for the poor and dispossessed to have a senator. And today, democratic candidate jon ossoff slam republican senator perdue for not agreeing to any more debates in the runoff election. I dont even see trump defending him. He refuses to debate and as ive said repeatedly, he doesnt want to bait and answer questions from the public, thats fine, he just shouldnt be running for reelection of the u. S. Senate. President elect bidens expected visit here to georgia. Bret. Bret matt finn live in atlanta. Thanks. Up next, the panel without breaking news, the Trump Administration gives the green light, allowing the biden team to officially begin the transition. If you have medicare, listen up. There better be something at that press conference other than what we got. I talked to so many people who were blown away by it. By the very nature of the press conference, but they promised blockbuster stuff and then nothing happened. Bret Rush Limbaugh talking about the Trump Legal Team in that Big Press Conference they had. This is the official certification by the state of michigan is happening, has happened today. Pennsylvania expected tomorrow. As the big news during this hour, the president has authorized the gsa to start the official transition with the biden theme. The president tweeting out earlier, i want to thank emily murphy at gsa for steadfast dedication, loyalty to our country. If she has been harassed, threatened, and abused and i do not want to see this happen to her, her family, or employees of gsa. Our case strongly continues, we will keep up the good fight and i believe we will prevail. Nevertheless, in the best trust of our country im recommending that emily and her team do what needs to be done with regards to initial protocols and i told my team to do the same. Meantime, the biden team has now responded with a statement, a long statement but in essence it says this final decision is a definitive administrative action to formally begin the process of transition with federal agencies and in the days ahead, transition officials will begin meeting with federal officials to discuss the pandemic response, a full accounting of our National Security interests and gain complete understanding of the Trump Administrations efforts to hollow out government agencies. Thats the statement from the bidenharris Transition Team, but that has officially kicked off the night. With the gsas letter the biden team. Spring in our panel. Mara eliasson, National Political corresponded of National Public radio and ben domenech, publisher of the federalist. We expect byron york here sometime soon. Mara, let me start with you. This is the most movement weve seen in beasley the president said his fight continues, but he also said this has to the transition has to start. Yep. I think this is huge. The system is working in the system is moving forward. The president might never concede officially. He might say hes going to run again in 2024. I shall return, but in the meantime, our system has courts that look at the evidence thats presented, deciding cases. We have people who certify elections. Thats happening in state after state, including in michigan today, and the president is now saying that the gsa should ascertain, which they did, that joe biden won the election and the transition should begin. This is a huge step forward to handing over power to the new administration. And it means that the president is recognizing reality. He still might want to fight in court. He might want to run again, but this is moving forward. Bret yeah, and this is more an acknowledgment on the Trump Administration aside. The biden team was already moving forward with transition. They dont really need the 6. 3 million that it opens up but it is the formal recognition, ben, and this letter from gsa that starts this process officially. I think this is a Significant Development, and i think it also kind of disproves a lot of things that people who have engaged in fever dreams about the president Holding Onto Power well after this election, i think a lot of that, really were jumping the gun with it. Obviously the bush versus gore fight went on for 37 days. I think youre going to continue to see some legal arguments made on the president s behalf, but really the past several years have been such i think the proof that our republic is very strong, its guardrails are very solid, the courts, as mara said, can rule on these things and that the law is followed and i think this is just another indication of the president coming to grips with the result, as narrow as it is and as frustrating as it is to him. And that is it is, as you say, not a situation where the biden team needed that 6. 3 million, but it is significant in terms of the development and decision on the part of the president himself. Bret joining us now, part of the panel, byron york, chief Political Correspondent for the washington examiner. This follows a weekend that was a tough weekend for the Trump Legal Team, let alone some losses theyve seen in states, you had this essential breakup, publicly, with Sidney Powell, was included in the trump legal press conference, seemed like a member of the team, but they said that she is not a member of the team anymore and doing her own thing. Whose to heres Rudy Giuliani trying to explain whats happening on the Trump Legal Team. I think its because we are pursuing two different theories. Our theory of the case to get to the Supreme Court now in four places and it soon going to be into others and there will be an overall lawsuit, is basically misconduct of the election by state officials and at least five or six different states in which the misconduct of the election involves deprivation of Constitutional Rights for the president. Bret so obviously they are continuing these legal battles and they want to get to the Supreme Court, but you heard the frustration and Rush Limbaugh saying where is the there there if youre going to have this big rollout . Byron. Its been a pretty disastrous weekend for the Trump Legal Team. First of all, on saturday, they lost their big case in pennsylvania for a number of reasons. The biggest being that they were pointing out a couple of relatively small problems and then asking that the certification of the whole state, close to 7 million voters, just be stopped. So that just didnt work at all, got thrown out. They are going to appeal and thats not going to work either. Another was the whole Sidney Powell thing where on thursday she posited this astonishing theory that the election was stolen because of Software Developed in hugo chavezs venezuela and a massive influx of communist money from venezuela, cuba, and possibly china. And she didnt offer any evidence to support this and she didnt go before much difficult she wouldnt answer questions about it. And by sunday night, clearly the legal team had had enough. They cut her loose and believe me, they had presented her on thursday as a member of the legal team. So the big picture here is this legal effort is winding down. Theyve exhausted most of their possibilities. This hail mary pass of the great venezuelan conspiracy is not going to work. And what you saw today with the gsa action, plus the problems with the legal teams indicate that this challenge overall is winding down. Bret quickly, mara, you know, you have this gsa announcement which the president tweeted which is a Significant Development as we talked about, but as these legal efforts kind of come to a close, how does this all factor in to the georgia runoff january 5th to will the president , do you think, as these kind of run their course, get to a place where he is going to give his concession speech . Well, that is the 60 million question. I dont know if the president will ever actually concede. If the other big question about the georgia runoff, lynnwood, one of the president s attorneys, tweeted that republicans shouldnt vote for the republican candidates in those runoffs because they are not supporting the president enough. The big question bret the president tweeted out you should listen to those people. [indiscernible] to help them. Bret the president tweeted out you should listen to people saying dont support the republicans in the he is at odds with some of the republicans. Bret some of his lawyers. Yet. Bret im sorry to interrupt. So thats the question, will there be any divisions inside the republican family that will hurt the efforts of Kelly Loeffler and david perdue in georgia. We dont know that. Bret thats one to watch january 5th. Panel, standby. Next up, Foreign Policy. Whats happening in the middle east, plus the president elects pick for secretary of state and how that Foreign Policy may change. In the case of the iran deal, it was profoundly our assessment that the agreement was International Interest and at the alternatives to that agreement or profoundly not. And that not only would be beneficial for us, but actually would be beneficial for our partners and allies in the region starting with israel as well as the uae, saudi arabia, and others. Built a coalition that said that iran is the central threat inside the region and we built out a campaign that denied the regime the resources to underwrites has belied, the shia militias in iraq bret secretary of state mike pompeo and the man you saw there, tony blink and, now nominated to be the next secretary of state by joe biden. The nominations and appointments announced by the biden team, tony lincoln, secretary of state nominated for that. Jake sullivan, linda thomas greenfield at u. N. , alejandro at homeland security. John kerry back in the game, a special president ial envoy for climate and will sit on the National Security council, avril haynes, national telogens director nomination. A few of those commodities they has to go through the senate first. We are back with the panel. Ben, when you look at Foreign Policy, it could be a stark change. We dont know exactly how it will formulate, but look at what happened today, just over the weekend, rather with the meeting between the Saudi Crown Prince and the israeli Prime Minister and the head of the mossad, the head of israeli intelligence. Thats historic meeting. Its absolutely historic. Many early indications are that the blob is back and its better than ever. Basically everyone who was, you know, on that list there was a key part of the obamaBiden Administration on a lot of these to my things, and it was the basis of their approach to that region, especially in prominent form the iran deal that led to the likes of donald trump being able to emerge and become such a critic of what the establishment thought about these types of major deals. I think that in this case are going to see a lot of folks get into office in these critical roles and start to remind people why they got frustrated with what they were doing back in 2014 and 2015. Bret mara . Yeah, look, there are a lot of areas where joe biden and donald trump do not see eye to eye on Foreign Policy. However, the world has changed. And you cant just go back to the status quo. Iran nuclear deal is a classic example. Joe biden might like to go back to it, but iran has done a lot of things in the interim since donald trump started to pull out and its not going to be so easy to just flip the switch and have it go back. So a lot of changes, but the world has changed, donald trump has changed it and some of those changes are not going to be reversible. Bret byron . I keep thinking back to robert gates memoir. Gates who served as cia director, defense secretary under both republican and democratic president s said joe biden had been wrong about every single major Foreign Policy question of the last 40 years. And so the Trump Administration should has been on a roll in the middle east making a lot of progress and its about to be turned over to the man who was wrong about so many things for so many years, so mara is right, somethings will not not change, but the new Biden Administration can certainly do a lot of damage to the progress that has been made. Bret ben, the choices so far, we are also hearing janet yellen treachery, seem like they are safer of Senate Approval at this point. I think theyre trying to play it very safe here. They dont know what the situation is going to end up like in georgia. And again, its a lot of folks who bring back that old d. C. Establishment vibe, which i think many in washington have hungered for during the trump years. Bret some said the Empire Strikes back. We will see. Panel, thank you very much. When we come back, a new arrival. Bret finally tonight, a big reveal. The national zoo announced the public vote is over and the giant panda cub that has captured the hearts of washington, d. C. , area residents has now been named shoshiji. It means little miracle in mandarin. More than 130,000 votes were cast online to name the male cub in time for its three month birthday. Have a piece of bamboo on us. Thanks for inviting us into your home tonight. Thats it for the special report. Fair, balanced, and unafraid. , hosted by Martha Maccallum starts right now. Martha. Martha thank you, bret. Good evening, everybody. I Martha Maccallum and this is the story. Breaking tonight, michigan has now certified their election results, we are waiting for pennsylvania, we expect that likely tomorrow in big news is the General Services a administration has reached out now to president elect biden to formally begin the transition process. And they do that with this tweet from President Trump just moments ago. He writes i want to thank emily murphy at gsa for her steadfast dedication and loyalty to our country. Shes been harassed, threatened, and abused and i do not want to see this happen to her, her family, or employees of gsa. Our case strongly continues. We will keep up the good fight and i believe we will prevail. Nevertheless, in the best interest of our
