While the number of troops is unclear, the rules of engagement will be similar to operation jump start thousand six. In terms of the operations of the National Guard will be involved in, operation jumpstart specifically, the National Guard, they were only in a support capacity to the border patrol. What has happened as they havent. They have benefited from being allowed to be part of that Global Economy but they havent changed these practices. There is worse than ever. They support north korea, they have gained quite a bit and we have not gotten much. I think what people are trying to do is push back against some of this and people who do oppose tariffs and tariffs are a tax on the people, they do have economic costs, they also achieve some pressure against other countries. People who dont think that we should use tariffs to fight this massive intellectual property theft that comes from china should probably come up with other good ways to deal with this problem. Chris it is interesting, chuck, the futures on the dow jones were down 500 points, the fact that market dropped 500 points today and ended up off 230 points. That is a 730point swing. Clearly, the market was persuaded by the end of the day that we are not headed for a trade war, at least not immediately and there is a possibility that this bluster and talk about tariffs may end up in a deal. If so, i think the market is right. There is a possibility. But we dont know. Its going to take probably a few months to come to rest on this. I have been reporting on this for the post over the last week or so and i been reporting on trade for a long time. What struck me about my conversation this week with people who are free traders and who support the wto is how many of them, even many democrats, will privately say, the president is dealing with a real problem here with respect to china. China has been stealing American Intellectual property. China bars u. S. Investors from operating in china, unless they agree to turn over their technology. Even many of these free traders were saying if it takes tariffs to get their attention and bring them to the table, we are for that. The question, of course, is once they are at the table, who has more leverage . Who is going to be better able to get to a deal . Ultimately, what the president s end game is, what is real objective is. And on that one, i think there is still a little bit of uncertainty. Chris then, there is the southern border, and here was the secretary of Homeland Security nielsen at the white house today. The president has directed the department of defense and the department of Homeland Security worked together with our governors to deploy the National Guard tower southwest border to assist the border patrol. The president will be sending a proclamation to that effect today. Chris mollie, there was some suggestion, and john roberts reporting, the president s real goal here, yes, he is going to send the National Guard, and yes, he wants to help protect the border, but the real point here is to try to put more pressure on congress to finance this wall. Every president since reagan has sent troops to the border. This is not new. We dont have specifics on what hes thinking. But this is a very politically sensitive issue and he keeps on trying to draw the contrast between republican approaches and democratic approaches. Democrats in particular feel this is a good issue for them to have more lax enforcement of the border, to allow more people to enter the country illegally, followup with with amnesty programs without fixing the border. It was a huge issue that he succeeded that went well for him during the campaign, to highlight that border enforcement is lax and that we dont have a really sensible immigration policy. The more he can highlight this, the better for him. Chris i want to get we have about a minute left in the segment steve, to one more thing. The news today, the special Counsel Robert Mueller apparently told the president s lawyers that he is not the target of a criminal investigation, but he is the subject of a criminal investigation as part of an effort to get them to sit down to testify, and the focus seems to be much more on the issue of obstruction of justice then collusion with the russians. What you make of all of that . Its good news for the president , with an asterisk. Good news for the president now as we speak. Of course, as others with far more expertise than i have have pointed out, that can change at any given moment. I think there is no reason to believe that it will change. We likely would have heard about the significant evidence of the kind of collusion that people were talking about a year ago or when Robert Mueller was appointed, if Robert Mueller had it. I say all of that, and then caution yet again, there is a lot we dont know at this point. Chris of course, there is also the question of how the president would perform and what he would say. Your thoughts about how this development, which was in your paper . Well, the president that it again today. I want to talk to him, and he has been saying that a number of times. His lawyers are waving him off because they fully understand the real hazards here of potential perjury trap that he would blunder interesting something false and get into trouble for that. Chris Sarah Sanders at the White House Briefing today saying President Trump does not have a specific date for pulling u. S. Troops out of the fight against isis and we are back now with the panel. The president has talked a lot in the last week or so about getting troops out and the word he keeps using his soon. Over and over, soon. As you just heard, Sarah Sanders said there is no arbitrary deadline and in fact he will leave it up to the pentagon to decide when to pull our 2,000 troops out of syria. So, steve, where are we . I dont know. Thats a very good question. Im not sure people in the white house are advising the president at this moment i know what he thinks. I think he instinctively wants to bring troops home. He made that case during the campaign. The other argument he made is that he would not tell our enemies but he was going to do in advance, which he seems to be doing now. We wouldnt leave prematurely before the battle is won. He is in danger i think of doing that. It is not the case, as the white house declared in a paper statement, that isis is almost completely destroyed. We have made tremendous progress against isis, particularly in syria but also in parts of iraq. A lot of that is due to the president s change in the rules of engagement and a change of strategy. He deserves credit for that, full stop. But it is absurd at this point to say that the jihadist threat has been diminished, that isis is running away. It sounds like the president is on the verge of repeating the mistakes that barack obama made when he said al qaeda was decimated, al qaeda was on the run, and took his hands off the wheel. Chris and pulled u. S. Troops out of iraq in 2012, at which the president blasted him for. It is interesting, because the u. S. Special envoy to the Coalition Fighting isis said the job is not done yet. The head of u. S. Special Central Command said that isis still controls more territory then the president has seem to indicate. So the president , and his eagerness to get out, seems to be bumping into his top people in the field. The general idea there is the mission is to defeat isis. We are near the defeat of isis when that happens, we should exit. There is this distinction, too. Iraq was a country that we invaded, that we broke, and it was our problem to deal with. This is not the same situation in syria. This is a conflict that russia got a soft involved and to help an ally, assad. They broke it. I think traumas as they should fix it, regional allies should focus on what they should do to deal with syria. Not every problem in the middle east is our problem. While there is this broad bipartisan Foreign Policy consensus in this town that loves intervention in the middle east, trump has different instincts. He thinks that our focus should be elsewhere, particularly with the Korean Peninsula posting so many problems. Maybe every time we get involved in these countries in the middle east, it doesnt always go so well and that we should have a very clear idea of what we want to accomplish, have a vision for how to accomplish it, and get out when we are done. Chris i want to move to somewhere else because there is, hasnt gotten a lot of attention, there was a summit meeting in turkey between the leaders of turkey, and russia, and iran to discuss what is going on in syria on their plans for the future of syria. And here was turkish president president erdogan on that subject. Translator imus objectives syria, we agreed that we want to continue our efforts to find a political solution. We share the same concerns with our russian friends. Chris chuck, should we worry when putin and erdogan and Hassan Rouhani are sitting there negotiating over the future of syria while President Trump is talking about pulling out . I dont know if we should worry. But it is certainly a new reality we are going to have to get used to. The fact the matter is, the u. S. Has been dealt out of syria, even before trump was president. I think the key moment came when president obama threatened to bomb in retaliation for the use of chemical weapons and then pulled back at the last moment. The u. S. , in terms of settling syria, as opposed to dealing with isis, which is a different question, the u. S. Has been out of that game for some time. These three are the major players. It reminds me of like the old days of the great empires of the ottoman, russian, and persian empires, and they are carving up territory there, although they say they want to respect the territorial integrity of syria, and which they have had an interest since time immemorial. At the end of the day, i think this reflects the fact that this issue matters more to them and to their people ultimately then it means to the United States. That is just a fact. Chris but it could bounce back and hurt us in the end. What they are carving out may not be in our Interest Rate it almost certainly want to be in our interest.
