Of the storm in Corpus Christi, texas. Steve . We been hearing the governor set the stage for the past day. There is a real danger that the storm is being underestimated. Its so strong so quickly and each hour here in Corpus Christi we been feeling that same flow with the written and the rain and now we are already feeling Hurricane Force winds. Its the first hurricane to make u. S. Landfall in 12 years as it bears down on the texas coast. Those who decided to leave have all ready gotten out. We used to joke about it because every time they say its really big, im definitely extra cautious just in case. Those who have decided to stay now will face category 3 Hurricane Force winds and dust storm surge in some places of more than 12 feet. Im scared, someone to do everything i can to protect our little place down here and hope and pray for the best. Trump is getting briefed regularly on the storm and his Homeland Security advisor promises that the lessons of Hurricane Katrina have helped him prepare for this moment. Weve gotten a lot better. Weve got better to pass the laws to get resources and advancement into an event. Mandatory evacuation is in effect too many areas along the texas coast. Texas Governor Greg Abbott warning residents to get out of the storms path. Your life is far more important than your property. There have been long lines for food, water, gasoline, and sandbags. By now, almost all stores are closed and boarded up with plywood. By midday, for a ten critically ill newborns were transported out of harms way, all flights in and out of Corpus Christi have been canceled. Oil platforms and ships have been evacuated and more than 700 National Guard troops stand at the ready to help with what could be devastating flooding. The real danger in this storm is that it could hang around for days, dumping more than 30 inches of rain. Its lifethreatening flooding. You might have to go in lend more than 100 miles. Good evening, rick. Good evening, chris pratt this is the last images will have of the visible satellite. Right near the saddle of the storm is good to be right there. Theyre going to be in the clearing before the backside of it comes in. But about 30 miles away from the coast, we are getting very, very close to the north of the Corpus Christi areas where were going to see a landfall of this and if youre on that right side thats the worst of it. Well see about a 12foot storm surge come in, hippies Barrier Islands, fell into these bays and the rivers that come down into them and we are going to see a ton of water go in there. The problem will be that the storm will move very slowly and we are going to continue to see an onshore flow that will keep the water in there for possibly a couple of days and then the rain on top of that, and the wind. Weve all ready seen Corpus Christi theyre having a wind gust of 75 miles an hour come up and gusting over 74 about the last two hours. In the model showing this move towards the north, we been saying that, it gets stuck a little bit. Theyre agreeing on a backward track here. Eventually looping up toward the houston area. This is six days out, not Much Movement here in that time. Well see the same spot to over and over again, and potentially if it moves back over the water, strengthening the little bit again. May be, say, monday into tuesday. A very wide spot. This is about a 300mile distance here that we are talking about rainfall totals over a foot and a big chunk of this well over 2 feet and then go inland toward the san antonio area, and we are talking about raid thats going to be the cut off, probably, very catastrophic rain, and a little bit less. Take a look at some of the individual numbers. Officially the National Weather service is calling for amounts like 35 inches. Ive never seen that before in rainfall totals from the National Weather service. Some of our reliable models outputting numbers much higher than that, when as high as 53 inches. We see just how damage that is. Trump is being kept uptodate on harvey. Theyre standing by with federal aid. The hurricane will be the president s first major test. Chief White House Correspondent john roberts turns us tonight. It is the first time the president has dealt with anything like this. Judging by his response today he is determined to make sure that his administration does not repeat the mistakes that the past. Trump made no official statement in advance of Hurricane Harvey today but leaving the white house for camp david this afternoon gave a thumbs up and said well wishes to people in harms way. The president made a point of letting the nation know that he is dialed into the crisis, tweeting a number of times today saying that he had received a Hurricane Harvey briefing this morning and that he had spoken with Governor Abbott of texas and louisiana governor edwards. White house Homeland Security advisor tom boster said the federal government is ready to respond. Speak up we went across all the emergency reports and also the state local governments and the nongovernmental organizations and they all seem to be well postured. Hanging over this First Response to a major disaster is the memory of Hurricane Katrina in 2005. In a tweet this morning, i will republican senator Charles Grassley urged President Trump to keep on top of Hurricane Harvey. Dont make the same mistake president bush made with katrina. I urge the president not to repeat the mistakes of the past, 2005 katrina, specifically. How much is that in the back of your mind . I was also in, through with fema during Hurricane Katrina. I remember i had a role in helping the government write the Lesson Learned report from that. Its not just whats on my mind but on the minds of all the adversity managers in our community. It still in their experience and their muscle memory. The government has had Emergency Response plans before. There was one in place before hurricane andrew in 1992. It fell completely apart. The plan implemented after 9 11 came unglued with Hurricane Katrina. He insists that the fema of today is leaps and bounds ahead of where it was. We are already leaning forward and the authorities that were given to us by congress had allowed us to do that. He will be monitoring the storm from camp david which the white house assist is the full logistical capability of the west wing. He planned a political trip to nevada to stay back in d. C. Speak lets hope this event fizzles in the forecastle wrong but i dont think thats the right thing to hope for right now. Were going to do what it takes to save peoples lives. Trump is expected to issue a disaster declaration in the next few hours which will allow the federal government to mount a full response before the brunt of the storm comes in. Its likely the president will come to texas sometime early next week to check out the damage there and the response and they may also have to paint canceled a planned trip out to missouri to launch his tax reform plan. Depending on how bad the storm is spread the president may not get there until later in the week. John roberts reporting from the white house. Thank you. Now lets get the latest on the government response to Hurricane Harvey. , says Michael Mccall is chairman of the Security Committee and he joins us tonight from the Texas Capitol in austin. Congressman, welcome, from all of your briefings, how damaging is the storm going to be to your state of texas . How dangerous . I think it has intensified over the last 24 hours. One of the more serious offense weve seen, i think it really is of historic proportions. To the extent that its a category three. The most importantly is that it will stop and be stationary. And being a tropical storm, until tuesday. What it means is they will have 2030 inches of rain and in some places double that number. The flooding and rainfall is the most concerning because that is the biggest threat to loss of lives and i think the number one priority here is to save lives from being lost in this flooding, which we know is going to take place. Congressman, do you have any concerns about the state and local response to this storm, especially the decision by the officials in Corpus Christi not to order a mandatory evacuation . I think initially when it was a tropical storm, there was some reluctance. I know when the emergency manager, who i just met with, told him its a category 3, they took that seriously. They had started to evacuate. My strong warning is to evacuat evacuate. If your Emergency Managers called to do so and put your life over your property. In some places that may be too late because the storm has already hit the coast of texas but i can tell you that texas texas has weathered the storms many time in the past. We have one of the best Emergency Response operations i think in the country, and i know they will do a great job in this. Lets take a look at the federal level as we been pointing out, this is the first test of trump and his team in dealing with a Natural Disaster of this scope. Are you satisfied that the feds are ready for this . I talked to the fema representative in texas leading the operation. Fema has already prepetition to assets near the impacted areas. This is a real change from katrina. I introduced a bill to reform fema and to change what happened after katrina, to make sure that fema is on the ground in advance, coordinating with state and locals and prepositioning these assets that will save lives, food, water, fuel tankers as they evacuate off these major interstates. So i feel very confident. What im concerned about, again, is the amount of rainfall is really unprecedented in the state of texas and maybe all across the country. When youre looking at up to maybe 50 inches of rain falling in these impacted areas. As we see the map on the righthand side of the screen now come along that is that gulf coast, the edge of texas. There are a lot of oil platforms, there are oil refineries. What kind of damage could this storm due to our Energy Infrastructure in that part of the country . Corpus has quite a large Petrochemical Refinery industry. The houston shipping channel, some models have this hurricane ricocheting off of corpus and hitting the houston area. I think the worstcase scenario here is that this hurricane hits some of these petrochemical operations, and quite friendly, chris, provide a third of the Nations Energy supply. It is the most biggest, Critical Infrastructure the state of texas, we have to make sure this hurricane does not disable those operations. We are focusing on texas, which is going to feel the brunt of this hurricane, but there are some models that show the storm, at some point, if not in Hurricane Forces, headed up the coast toward louisiana. What about the danger to new orleans, would even before this, was already having problems with its water pumping facilities . Speaker thats correct. The third model is that it will ricochet off the north of corpus and then go to louisiana. So we are concerned about these three different models. I talked to the red cross coordinator, they are going to be prepositioned in louisiana as well as fema. And we have to take that model seriously as well. I think we get the latest update at 10 00 well have a better idea of whats going to happen with the storm system. But in any event, louisiana will receive significant rainfall as well as texas. The storm is bringing winds of now 125 Miles Per Hour. The eye of the storm is about 6f Corpus Christi. Harvey is moving about 10 Miles Per Hour to the northwest. Meteorologist rick reich move is at the box Weather Center in new york. Good evening again, rick. Give us the latest. Getting closer, the last advisory had it at 50 miles, its probably at about maybe 35 miles or so off the coast. This imagery, by the way, is kind of knew. Its of our similar staying hurricane in the u. S. With this kind of resolution, the satellite resolution, which is great to see. The unfortunate part is its also showing this incredibly tight, concentric wall that we have here, this kind a perfect circle. Thats not a good sign if your right along the coast. No signs at all that the storm has weakened a little bit over the last hour or two. Continuing to strengthen the storm, causes a lot more damage and were starting to see the water rise. It looks to be slowing down a little bit. We know there is High Pressure off towards the rest that eventually will try to block it and pull it back toward the coast again over the next couple of days. So, while we got there storm here in this outer eye while getting very close to the coast thats a record to see those hundredmileanhour winds or so. It will stick with us and because of this sticking with us, we talked about the storm surge, you see those arrows, thats pushing all this water in toward the Barrier Islands and then on the interior coastal waves, and that water isnt going to go anywhere because this storm will stall out. So that 12 feet or so of storm surge is going to stick with us, and marginally, in addition to the rain. We talked about this at the top of the show. 30, 40, 50 inches of rain, id never heard of that but youre telling me, and you know a lot more about this than i do, that youve never heard of that. What impact cannot have on a region when it gets inundated by that much water . One thing, we see storms that cause flooding, localized flooding. It gets 15 or 18 inches of rain or snow in a really big storm, thats usually localized, kind of under a thunderstorm or training line of storms. But this is a really widespread area thats going to be seeing. But a lot of this is a very low lying which is going to get hit by that storm surge and that storm surge doesnt dissipate very much because of kind where the storm stalled out. But then you get the rain on top thats going to cause major problems, houston is a city thats kind of notorious for some flooding problems but even those systems generally have been kind of a localized area. But we are going to be watching an entire area, houston is probably a good example. There was a tropical storm, allison, in 2001. Cost over 5 billion of damage across the houston area, and this storm probably has a lot more moisture to deal with. So were going to be talking potentially about a much bigger flooding situation even though we saw with that storm. Well be checking in with you throughout the night. Thank you. The memo from the vice chief of Naval Operations says the accidents damaging the uss fitzgerald and the uss John S Mccain are part of a disturbing trend involving seventh fleet vessels. Your thoughts on that and how that affects you all . Well, and the 21st century, an event in one quarter of the earth is inevitably going to affect the other corner of the earth. That sort of the world we live in. Australia has sent 30,000 soldiers to afghanistan over the last 16 years, and for a nation that has a population the size of florida, thats a big sacrifice. But we do it because we fight for the same values that you fight for. Now, when the president gave his speech earlier in the week, it was great news for us because it showed engagement in afghanistan, the fact that pakistan and india are now going to play a greater role in helping to solve this real and enduring problem means that we are there, we are there and we are now in deep discussions with the u. S. Administration about how to further increase. Youre also in discussions with the administration about trying to solve the infrastructure problem here domestically. And Infrastructure Project that the president , as a candidate, talked about, at least a trillion dollars. Your country has done something and youre trying to tell the administration about it . Weve been asked to give some advice of our own experiences. Australia has and a recession for 26 years. The longest continuous period of growth in any major economy in the world. One of the ways weve done is we recognize that we cant keep increasing debt but we need to build infrastructure for the 21st century. The United States has a massive infrastructure shortfall. If you spent every single dollar of your budget this year on infrastructure, then it wouldnt be enough to fill the gap in your existing infrastructure. So that demand for infrastructure cant be financed by more government debt. So what we suggested is what we did and that is to lease airports, to lease ports, give the people of the community the right to buy those assets from the counties in the cities, and then take that money from the airport, the leasing of the airport and redeploy it into new infrastructure. It also means that those ports and airports and other Government Entities start paying tax to the local community, start paying tax to washington, and it funds itself not only through the economic jobs it creates but importantly through the taxes it pays. Controversial. Was a tough question . Sure. Sure. Nothing in this world worth achieving doesnt involve some pain. But ultimately, it is a fairer system if you can get counties and cities to get out of the businesses of running airports or running ports. The things that arent core business, and get them to stop focusing on building new infrastructure. Speak of the administration seem to like it . Speaker they are attracted to it because its a self funding mechanism. You got government money saying in all these state owned enterprises and if you can read a play that body into new infrastructure, its going to create jobs. And its going to give you the growth that you need. And i say this because if the u. S. Economy is strong, the Global Economy is strong. So self interest, yes. We want you to have a strong economy. I mean, the frequency of these things, i think, is the thing thats got to be most worrisome right now. We need to point out that there is an awful lot we dont know. We have not independently been able to verify this report of a missile test. We dont know anything about the nature of the missile, whether it was mediumrange or longrange, anything like that. And it does seem to be an indication. There are a couple of sources now reporting that north korea has fired another projectile. One assumes its a missile. Its interesting because there have been some talk on the part of the administration that may be kim and his regime was backing off and quieting down a little bit. After all the threats that talk about fire and fury, but now apparently not so much bread we should never be surprised when north korea does this but i believe the secretary said a few days ago, its been a few while since theyve last fired a missile. The idea being that they had backed off. If this is true and theyve done it again, i think tillers and will have to reconsider his statements but i think there was some optimism in the administration with this idea that perhaps they had backed off the threats to guam and maybe just pulled back a little bit so well have to see what this is now. All of this would seem to pull out something that is very selfevident which is, you cant count on kim jong on to do anything except the unexpected. Not at all. You have to learn what missile they fired and where it was directed. That plays a lot into exactly what type of response hes expecting. You get the sense that sometimes we have President Trump. He hits one prices an egg afghanistan, he has another crisis on the domestic front, and just when you think that the north korean front has settled down, here he pops up again. Lets talk about harvey, and we need to point out to folks that we understand that this is a human story of tremendous dimension. This will be a terrible storm and is obviously the possibility, we hope it would not happen. The possibility for tremendous loss of life and property, but there is a Political Drama aspect of that as well and that is, this is going to be the first test of trump and his team and how they handle a Natural Disaster of this sort, as you can see on the right side of the screen, and they been very conscious about this today. We had Homeland Security advisor to the president and the White House Holding multiple briefings and talking about how on top of this they are, trump has sent out pictures, he sent out tweets on this subject. Theyve got to know that this is an important test for the competence of this administration. Absolutely. As i look, im from south texas, and, you know, the amount of devastation you are looking at there, what weve seen so far is they do seem to have learned a few lessons from katrina. For instance, they are not waiting, as the Bush Administration did, for then governor to ask for help. Conditions are deteriorating over the next 45 hours. When the center makes landfall probably about 30 miles north of where im standing. Its a category threeat this hue point, flirting with a category 4. So we look to see winds right now, or seen winds of about 125 Miles Per Hour along the edge of the wall. We just heard news from the Corpus Christi police departments, they are not going to be picking up people who need help. Thats because the conditions are simply too dangerous to send out the first responders. Conditions seem to get worse, it could be a tough night for people who need help over the next 12 hours. Let me ask you a couple of questions. You have covered too many storms of this nature to counts. What is your gut feeling at this point . Do government authorities, do they seem to have a handle on this situation as much as they can have before a catastrophic storm . I think this storm has been particularly difficult for everyone, for the people who live along the coast and for the government. Thats because the nature of the prediction is so inexact. This storm has surprised a lot of people. We heard the governor of texas saying, you know, this thing went from nothing to a 1282 to a3 and now probably close to a four. Its really caught people by surprise. They have been doing everything we can hear to get people out. Its virtually a ghost town. At this point its going to get dark and the police cant help you, and i know you talking about the Human Element before, i saw a lot of people in line at the grocery store, even out in front of the star, older people with their pushcarts, really just trying to get through to the next three or four or five days. There is a Human Element here for people that were on their own because of the flooding. As a channel just to keep those people safe. I want to pick up on that. I know youd spend most of the day doing valiant coverage along that seawall. I know youve also been talking to residents in the town, theyve had a lot of storms, maybe not this bad, but theyve had a lot of storms in Corpus Christi. Are they scared . Do they feel like theyve been through before and theyll get through this one . Whats the mood . I think people in the spur of the country are strong and resilient. And you say, your light, i heard a woman talking this morning, saying, its really the photograph, we have to move now to the upper floor. But still not everyone has families. A lot of people have Health Problems and when i see older people out, those are the ones i worry for. We were at home depot last night getting supplies, so a lot of families, some with small kids come out into the evening hours buying plywood. At this point, if you are here, your life is on the line and hopefully you have people, family members and someone else who can help you get through the next 12 hours.
