I have spoken with the chief, and that is most certainly part of the plan as we move toward tonight in the coming days. Reporter some people have said the original Police Statement varied greatly from what we saw in the video. Why do we see a discrepancy there . I have heard the same thing. I do know that, at the time the incident occurred, there was a lot of information that was developing and changing. So, i have heard that. It is never certainly my intention to put out information that would cause some of the pain that others have felt. Or to doubt the information coming out. Im committed, as we move forward, that we will do better to make sure we are getting as much factual information out in a timely manner as we can. Reporter what was the strategy light, to maintain the control of the third precinct . [inaudible] two priorities. The First Priority will always be the preservation of life. At some point in time, during the evening, and the really sort of migrated away from the precinct and also came down to a matter of resources. I will tell you, when you have fires that take place, i will certainly let the chief speak, but we cannot allow and he certainly wont allow his men and women to go in there and take care of those fires if they are not protected. That also shifted resources, and we certainly are never expecting these types of gatherings to involve arson. Once that dynamic shifted, it required other resources, policing resources, to assist the chief. Reporter [inaudible] its very difficult for me. Again, i harris we are watching right now, that is the police chief of minneapolis, and he has said he cannot allow criminal behavior to take place. He certainly understands fully the outrage and the anger that so many people are feeling all around the country, not just in his beautiful city of minneapolis. But he said that what happened last night seemed to be a shift in terms of protesting versus something criminal. The looting and the violence, so on and so forth. We also heard from the mayor of minneapolis, jacob frey, and he said, at this time, when tragedy is sandwiched between another tragedy, this could be a marker. A moment for change. So much as being talked about, keeping the peace and making sure what played out overnight and not just here, but los angeles, memphis, tennessee, what played out overnight is peaceful, the response to the death of george floyd, who you now know by now that the video is out there. A second Video Showing Police pulling him out of his car outside a store. An officer knelt on the neck of george floyd for 9 minutes, all of it on video. He died later in custody. Number one, that the nonblack Community Needs understand the anger that was displayed last night represents, and the mayors words, a history of racism. He also said that he and the police chief have a duty to protect these communities where we saw banks and groceries and pharmacies being looted, especially during a pandemic. The mayor called this murder. He compared it to an officer who makes a split second decision to fire believing there is a threat. That is not the case here. Which is why we see protesters turning to riots, protesters looting a grocery store, sitting buildings to multiple buildings including a low income Apartment Building under construction. This, of course, in response to the death of george floyd. He is the father of two daughters who moved to annapolis to find a job, only to lose it during the pandemic. They threw rocks at Police Responded with tear gas and rubber bullets. The mayor asked for the National Guard to help keep the peace. At the end of the day, right now, how i feel, the police aint doing their job as a whole. Period. If they were doing their job, man, that man would have been alive. If you had done it, or i had done it, we would be behind bars right now. As you said, harris, initially police said floyd resisted arrest, but the Surveillance Video shows and peacefully get out of his car, and sit on the sidewalk for a few mins before officer chauvin, 19 year veteran come up with his knee on floyds neck as together officers watch. In 2008, chauvin was cleared in a shooting during a domestic dispute while one of the officers there was sued for Excessive Force in the city paid out. He had no criminal record in minnesota but was a legend for allegedly passing a counterfeit 20 bill the family has never been shy about what they want. They want them to be arrested and convicted for murder, because they murdered george floyd, their loved one. So, protesters want the officers arrested, jailed, and charged with murder. Given that floyd was helpless and did not present a threat, the county attorney has a case. He has promised an expeditious and thorough investigation. President trump said the fbi and u. S. Attorney would investigate. So, minneapolis pd, harris, and the state Training Board for Police Officers, said the restraint technique used here is not authorized or taught. Back to you. I will tell that he was either look familiar because you were part of a Police Town Hall i hosted not long ago. Thank you for joining me. Summative elements in the story. Last night was a tough night. It was a violent night. He saw both of the mayor, the City Council Vice president , calling for calm. That is correct, and they are certainly in a leadership position where they need to ask the community to come to me calm. Look, those who are out there peacefully protesting, they certainly have the right to do so. You heard the chief say that they will protect that right for them. But the message needs to be very strong and clear to those who are out there doing damage and harm to others that its unacceptable and we cannot allow that to be part of what is going on here. Because then you lose the entire focus of what we are here. What i would say to those in that Minneapolis Community who are these outliers coming into town and creating this trouble, you will be dealt with, im quite sure, appropriately and constitutionally, by that local police department. But that is not acceptable behavior. We need to be able to hear from those who are truly hurting, who are truly venting, and have a right to do that in a peaceful and coordinated way. Harris you and i have talked about the job of Police Officers, and you continue i mean, that was your legacy, you continue to talk about celebrating the moments, the goodness that our officers do in our communities all across the board, across america. This is hurtful for all americans in minneapolis, not just those of color. Under hertz the Police Forces across the country, too, because this is our focus now. There are so many of you and i say you because you served in that regard, too you do a great job. What would you say to those officers today, cedric . What i would say to the good offices out there, the officers who are going out there every day doing their very best to serve, building relationships, putting their lives on the line, doing the job the way they were trained to do it and doing it constitutionally, keep your heads up. The Community Needs you now more than ever. What i would say to those that are not doing it the right way, as we saw on this video, if you are going outside your bounds, dont do that to your agency. Dont do that to the profession. Because now, in light of what weve just seen so tragically happen, harris, now those Police Officers who are out there trying to do their job, it makes it very difficult for them to do so. And its unfair to them. Let me say this, as well, too. When we saw that knee in his throat, and that officers hands in his pocket, and that subject pleading for his life, that is a criminal offense. It is egregious, it does not in any kind of way suggest professionalism, it is certainly not part of any professional restraining that i know about, and ive been in this business over 40 years before i retired. Those actions of those officers who stood there and did nothing, your actions were egregious. You were irresponsible, and its incomprehensible in this day and time how all of us had to sit there, me, you, and millions of americans in this country and around this world, actually watched this man cry for his last breath, go unconscious, put on a gurney, and then subsequently died. To their need to be reforms put in place, and were any laws broken . I think those are the things they are going to look for. One of the things i like about what william barr is doing here, hes not going for a special counsel, which could take years. He is not referring us to the inspector general, because obviously this is bigger than the depression to justice. But hes putting these under attorneys who are well qualified to do it. One other point on barr that people forget, he also worked for the cia in the 70s. He was a Legislative Council in 1975, 76, 77 during the Church Hearings and investigations into decades of abuse by the cia. He knows what goes on in the intelligence community. He knows whats wrong and what needs to be fixed. Harris you know, you talk about unmasking, its something thats happened thousands of times with the Current Administration. It has happened with previous administrations. So, is this deeper dive to look at the system then going to hold this Current Administration accountable for anything . I mean, im just wondering. Its been there and its been abused for a long time if you read up on it. Certainly. I dont think President Trump will be shy about making reforms that may limit his administration, as well. One thing is clear about this precedent, he is a disrupter. Theres been a certain status quo in the government, in the bureaucracy, for years. That bureaucracy ultimately try to take them down. He has brought attention to that. He has shined a light on that. I think barr is doing the expert work that needs to be done. Its something disadvantageous to the Trump Administration in the truck bureaucracy that serves this administration, i dont think he will care one b bit. Harris former acting attorney general rod rosenstein, theres a name we havent set in a while, will be the very first witness to testify in the Senate Judiciary committees investigation into the origins of the russia probe. And that is next week. Rosenstein is the person you may recall who appointed robert mueller, a special counsel in may of 2017. Andrew the scope of memo the investigation. The next day the panel will vote on subpoenas in their investigation. Ian, explain whats happening with whats about to unfold in all of this. Well, i think rod is going to be in a very tough spot. Youre going to have aggressive senate republicans, really young, smart libertarianleaning folks like mike lee, ted cruz. He got joni ernst. They will ask tough questions. To the right, or to republicans, he is the person who supervise what was ultimately a baseless investigation into President Trumps campaign. But hes not going to have friends on the left, too, because they are going to say, he let trump off easy when they were going to try and let obstruction of justice pass. So he was a double agent for the Trump Administration. You have folks like Amy Klobuchar and Kamala Harris up there asking the questions, and you can bet that Kamala Harris is going to be at her showboating best as she tries to audition to be bidens vp. So its going to be very tough hearing, but i expect rod to handle himself well. He is very for a full and his responses, and its going be interesting to see how he addresses some of the bigger questions, on when he became aware of the abuses, what he did, what his thinking was that he was going through this process. Theyve never given up their desire, though the number one strategic target is United States of america. That has been the mission and remained the mission. Fortunately weve never had every attack since we got into afghanistan talks to me about what boxes need to be checked before we exit. I just told the audience, i think you would hear it, that there are some senior officials now in the military who say, no, dont move too quickly, it could cause the new peace deal to dissolve. Harris theres a number of, thats one of them. There already is a plan, which was agreed to, that withdrawal would take place by 1 may of next year, given certain conditions. He mentioned one of them, that there is a Peace Agreement between the taliban and the afghan government. The deal we have with the taliban isnt a very substantive, because that doesnt mean there is peace in afghanistan. That is the deal that matters. Secondly, along with fat, there would obviously be a ceasefire or a cessation of hostilities. Thats not the case are doing with now. Here is something important. If you are going to move in the next five months, i am confident our commanders look at that and they say, that is high risk, and would likely preaknes produe unnecessary casualties as you begin to pull out so rapidly and we are not covering down to protect our forces the way we want to. As military people, leaving a conflict like that with potentially under fire deliberately has to be done with extreme caution. It is much more challenging leaving under those conditions than it is to enter the conflict, harris. Harris having led so many, this is a difficult question, but i know it is one with children who were lost in this war in these 19 years. Was it worth it to go to afghanistan . Well, i think you have to ask people who fought there. They would absolutely tell you that. The reason to go to afghanistan is to protect the american people, and we have enough evidence the al qaeda leadership across the board are from afghanistan. We use our bases and platforms in afghanistan to hit them on a regular basis, when they raise up and we have actionable intelligence. Plus, we prevent their network from being reestablished in afghanistan, which is the Perfect Place in that part of the world to have a safe haven and a sanctuary. Clearly, they want to do that again. So, we have kept america safe from a reattack. The mission was worth it, the lives we lost, in my judgment, have been clearly worth it given the results, and leaving a small forest they are to make certain that doesnt happen seems to me a necessary insurance policy as opposed to a unilateral withdrawal that would make us sort of feel good.
