We are coming to your life from the Iowa Event Center and right behind Us State Party officials are counting votes but not they dont have any votes from across the state. Determining who takes the top spot in the contest of the 2020 election season, good evening im bret baier. I Martha Maccallum and speeches, town halls and political ads coming out the people of iowa are caucusing and making their voices heard. Bret here is where we stand precaucus polling and a small sample of actual voting, i mean a really small sample returns with a jump ball of a race with foley five candidates with a share of the president ial delegates and those five Pete Buttigieg come Amy Klobuchar, Bernie Sanders and Elizabeth Warren and alphabetical order but not in the polling. But we just dont have a lot of real votes. That is the voter analysis going in and just a small amount of actual raw vote. Martha we are watching early, early personages come in and interesting stories from the precincts across the state. Precinct 55, apparently miscounted the early numbers. They thought there were 1,030 but turned out 860 so they are recounting and indications they are doing Quality Control. Bret we literally dont have rob vote numbers. Right now in 2016, fully 18 to 20 of the vote had been counted. Right now, they are at 1 and not releasing those numbers yet which is kind of strange. We are trying to figure out exactly what happened. The story lines inside the caucuses are really something. And precinct 38, yang, biotin, global charge did not become viable and did not have 50 of the vote so instead of going to warren, sanders, booted judge decided to give that delegate to cory booker who dropped out of f the race. Martha why not, why not . Why dont you come together, come with me and lets vote for cory booker. So maybe they didnt know. Senator booker, congratulations. Bret senior political analyst brit hume of the coast of the five, and juan williams. This is quite something and big board come a lot of votes behind us. We have goose eggs. Have some numbers. This is in keeping with the tradition. And im going to report the betting on. And this is people out there putting money on the line and what they been able to gleam has led to 58 of Bernie Sanders winning this. Pete buttigieg 46 . Martha which is the change from a 44 among people and everyone else and smaller numben that. Tom steyer, nobody is betting on him. Your thoughts on what this is going in . What we have seen from the issues and the voter announcer numbers and what we are looking at now. I feel like the voter analysis tracks well the last several months leading up to tonight. I do think it is eerily quiet. But it does feel like something is going on and i would imagine the Party Officials are very concerned about any accusations that there were problems, especially if and can do well in a place like iowa and how much they would lean on a joe biden, for examp example, who has a reputation for being that obama legacy holder. Our friend who worked for mitt romney tweeted out that win or lose, that plane ride tonight between iowa and New Hampshire is a memory that is hard for campaigners to forget. Remember back when the Republican Caucus technically won that night, when Rick Santorum technically won, not great it landed. A wonderful example that we are talking about here, when it was momentum, didnt get it. We never know how that race would have kicked off, even if he won narrowly. Second behind sanders, is that the surprise of the night, the boost that he needs . The boost he needs to do what . The winner here and iowa, he won New Hampshire. Foot is the boost the alternative . There are some things with buttigiegs numbers, super tuesday up and away and early, i think that would be hard, i think the big surprise would be in a global shark, and doing really badly, this is where she put all of it, all of her chips and iowa, if she is pulling there at 0. 1 , betting odds on only, the rural counties, they dont have the the momentum that would take you further. In terms of joe biden, hes running into trouble iowa twice before trying to become president of the United States. And i just have to keep emphasizing that we dont have these numbers and yet so we are speculating at this point. And if he ends up in third or fourth, what does that signal to the Democratic Party do you think . I think joe biden strategy initially was not to place emphasis on iowa. And beyond iowa, even beyond New Hampshire. Not that you wanted to give up on it but to make it a priority and the idea come of course, that he will go south, to South Carolina and to win there and also rely on sort of democratic if that was your support in nevada to win they are before we get to super tuesday with the idea of being once he showed he had that national support, he led pretty much consistently across the board in the nation throughout this process. But peering forward in terms of california, texas where that 40 . Another guy had the same plan, mike hoover. But you want to mention having this discussion and it just struck me, isnt it something the Des Moines Register for the first time, i dont know about brit hume, but in my lifetime didnt come with anything and they said they had some kind of screwup in terms oe surveillance, document where Pete Buttigieg is with the one. It wasnt just buttigieg, but what happened was it is different in different places. Different screens and sometimes, buttigieg came off in some places others. But the complaint, and, a precursor of what we are experiencing tonight. Something is happening. Something is happening. And this time four years ago 80 of the voters. But remember there are different rules tonight. And that could be what is happening. All three of these rounds in and they dont want to come rules are. The iowa Democratic Party making changes to the process cycle after a razorthin margin. What was it 48. 9 two two tenths of a point apart for Hillary Clinton and Bernie Sanders and henry explains how they are doing it this year. Iowans are still gathering caucus sites all over the state, but this year there will be just two votes at every precinct, the first alignment is where caucus goers for a sickly stand in a corner of the room to show support for the candidate. Candidates then need 50 of those in attendance to be considered viable. And voters who pick a viable candidate are locked in and cannot switch. Supporters of candidates that do not make that threshold can switch and have 15 minutes to either recruit supporters from other candidates below that viability line, move to a viable candidate or just simply stay uncommitted and eventually go home. The final alignment comes when the new groups are tallied again and that becomes the basis for how candidates get delegates. And for the first time in real time all the real numbers from every precinct will be made public. Some experts on the ground worried this new system could open the door to some new problems and lead to more competing claims of victory. So you could have Bernie Sanders, for example say after he won the popular vote if you will. Someone like joe biden more established candidate in final alignment i got more people to come over to my side and get more delegates. Bottom line, Party Officials are assisting to us and they think it will be a seamless transition. We shall see, brett and martha back to you. Martha we have Fox Team Coverage as we await the results of the reporters with top contenders following the top contenders around the state. We will check in with them all, first sanders with his ground game to propel him for victory. In that the headquarters tonight, jackie, good evening, jackie. Good evening senator Sanders Campaign targeted to Younger Voters and firsttime caucus goers and at least from where im standing, it looks like that is who showed up for him. You can see behind me in the room very little white and Milling Around with peers at the merge table. They are selling a poster that is from the caucus concert that sanders held over the weekend with bigname headliners like the Vampire Weekend and trimmed it kind of muted colors. They are also selling tshirts that say uncle bernie and spanish. So trying to appeal to minority voters. These are the people that senator Sanders Campaign believe will propel him ultimately to the nomination. They are looking for a big populist grassroots movement. And also, touting the number of individual donations and volunteers that they had working on their behalf. In washington for impeachment. And off the notion that he may be left, super aggressive with a moderate or independent voters. They are really hoping to see you tonight numbers. That is us. Here we are joe bidens campaign managing expectations for tonights results. Peter doocy joins us from the Biden Campaign headquarters in des moines. Peter, what is the mood there . The mood here it is hard to gauge because nobody is really particularly excited outwardly and no one seems like they were particularly upset. They are just kind of standing around. We understand that the former vp is off site somewhere in des moines watching the results come in with his wife and with his grandchildren. And something that we can report now is some of are out in a lobby area. The first stop that people make once they come into the door. Some of the folks who caucus for biden are showing up and seen some of the local reports about individual creeping in the area that are not listing bidens name as somebody who had any support because he was not viable everywhere. And it sounds like there is some concern among these people who come again, spent the first. Part of their night trying to get biden and now coming to what the biden people hope is a celebration and they are seeing on screen for the first time that there are some places where he was not viable and there is some concern. Again, they are listening to some of the coverage and people are sort of just standing around with their hands in their pockets because they dont know anything we dont know. And actually at the caucus location including some that we havent heard anything else from except reports. Bret we are trying to get those hard numbers, peter, thank you. Martha we are talking and trying to figure out what is going on. There are some reports of confusion out there and things getting counted a couple of times or people not sure if he were with a viable candidate, you cannot leave that viable candidate group and then decide that you want to regroup with another group. But if your candidate is not viable, you have the option to do that. There are some reports people are confused about that. We are Getting Started tonight. Senior officials telling fox that the Democratic Party of iowa is doing Quality Control checks when asked about no results, having released at the official ads, people are still caucusing. We are working to report results and when asked from eta come estimated time on how soon was the official, could not give one. But again last cycle at this point and supposed to be more technologically advanced than last time. There were 80 of the votes already tallied. So now, we are just getting antidotal information from all of the precincts. We do know one precinct in des moines someone snuck in a bottle of wine, crashed on the floor. That slowed everything down. Martha not pretty. Yeah. So we are back with a panel brit hume, joining us on set and wallace in washington as well. Chris, let me hear from you tonight. What do you think about the lack of results so far this evening . And now it is all shaping up. Not go to. People have turned to tuning in to us, in other news source around the country and expecting to hear what happened in iowa. Remember 2016 was a disaster. There was a real question late into the night as to whether clinton won or sanders and won. Some precincts it was so close that they literally end up doing coin flips to decide that remaining delegates. Coin flips to decide who would get the delegate. It was in response to that confused and that they said, well, we will come up with a new plan. I dont know come with a great plan but as we set your 10 23 eastern time command is not a good thing. The other thing im thinking about is joe biden. This is the first time that joe biden has faced voters by himself without barack obama on the top of the ticket since january 20 dominic 2008 in the same Iowa Caucuses as a presider canada and if you remember he finished. 9 of the vote, not 9, he finished in fifth place and dropped out of the race within hours. A lot of people thought that was the end of his political career until barack obama chosen as his Vice President. He was asked today as he was walking from one event to another, does he have to win . He said i will survive all the way through. And i thought survive is not the most dispiriting message you want to send out to voters as you begin the caucus process. This is a big night for joe biden facing voters himself as a running mate to barack obama in 12 years. Bret we can report you will do better than. 9 , but we just dont know how much better. Chris on the panel, this does not look good as far as the votes coming in. Look, right now, we are in this rain shadow. Theres a lot of antidotal evidence coming in. People will over interpret those things. The downside for the Democratic Party is in the absence of real information, fake information or antidotal information, overhyped or all that stuff, i would point out there is a strong likelihood that the precincts in place getting the antidotal information right here around des moines. An overrepresentation of the precincts around here because that is where the reporters are. But i am serene. I am not concerned because here is why. This thing will either work in a big way and we will have a ton of information really fast, right, or decision will be able to turn this out in a heartbeat once i get a big slew of information. Or it is just a total catastrophe, and that his plan to cover too. Either way. Martha bret. Bret the Washington Examiner is a precinct erie hearing in the des moines area. And the system that they have, sanders won by 20 points presumably he is talking about this robo tote roto but the biden team with delicates to Amy Klobuchar and warren. And this is a joke, waste of time and stormed out. So this is the kind of stuff that will be going on. Interesting. Its speed to Chris Wallace you are back from miami right here on the set, speak for yourself. [laughter] i was going to say it is a dirty job but somebody has to do it. Yesterday at the super bowl. But you just had this town hall with Pete Buttigieg, and he obviously has been reaching out to moderates and conservatives, independence. It looks like heading into tonight, that he is positioned to have at least a decent, may be a great night. Welcome i think the two that have the most riding on tonight and, you know, we dont know. This is one of those things. I always love the quote from potters do it i dont know that i can define it but i will knowt when i see it. But i guess when we see the results here later tonight, we will have a sense, does Bernie Sanders win by a lot, is biden first or fourth . But it seems to me the biggest stories out of tonight because the most writing on it or Pete Buttigieg and Amy Klobuchar who were two at the secondtier candidates in campaigning as midwesterners, as neighbors and midwestern values and both of them spent a ton of time, weeks and hundreds of events in iowa. And they need to show something for it. They dont have to win, but they have to show pretty strongly, i would think in the top two or 34 certainly buttigieg the top four for klobuchar. If they dont, they make go on, diane interviewed klobuchar on fox sunday. She is going on to New Hampshire regardless a week from tomorrow. She will either go with a window to her back or facing the strong head wind. Martha one of the first i would mention is Elizabeth Warren who has had a little bit of resurgence in her momentum in iowa, at least in terms of how it has looked and felt on the ground here. We will see if that turns into anything real for her tonight when the numbers come in. Bret chriss point, stirewalt we could get a dump in a moment here. Watching this campaign has starting to trickle in at the headquarters across des moines tonight as they wait to see how their candidate is actually doing. We wait for some results here. There is an apparent delay in reporting. One official says it is Quality Control. We did speak to the iowa chair yesterday. The democratic chair who talked about this new app that they have and the Comfort Level that people have with this new app and whether or not they are going to use it or not use it. And so it is highly possible that it is probably what we are seeing. Bret meanwhile three precincts, two decided on time d another one a threeway tie picked out of a hat. That is happening here in iowa. Joining us now Laura Ingraham host of the ingraham angle. Your thoughts on this, laura, good evening. Laura hey, this is wild. Okay, coming into this, coming into this night, they basically canceled the Des Moines Register poll because of irregularities, right . And now, tonight they are delaying the results because of Quality Control. Okay, i can tell you whoever pulled this out, maybe it is biden, buttigieg pulls out you know a total upset, may be burning like everybodys projecting, who knows. Whoever will win, there will be a lot and i will tell you something that i havent seen anywhere else. Tonight, i can report, i am hearing from all of the trump caucus goers and the folks that are presiding over the caucuses. There has to be 80 caucuses technically to qualify even though an incumbent. They had a Record Number of votes for incumbent president. The last record set by president obama in 2012. The 25,000 caucus goers in iowa. Tonight band dan patrick of texas telling me that number ist 30,000 caucus goers for trump. So the trump people are feeling very optimistic about how they look tonight on a night where the democrats are, you know, they are glued to the tv because they want to find out whether their candidate is going to pull it out or frankly be disappointed going into New Hampshire. So some interesting dynamics as we wait for the irregularities to be ironed out. Oh, my goodness. Martha you know the president was in iowa not too long ago, laura, last week and all starting to blend together, but at least 7,000, probably more than that more people outside at that rally. And then, you know, we have the Democratic Candidates doing well, they have 1,000 people in the room. So i think obviously President Trump change the game in terms of what people expect that these rallies. I think what we have seen in the Democratic Candidates is what we are used to seeing in the past. Laura i think that is right and remember very popular surrogates, derek jr. , eric is there tonight, all of these texas officials who have ended up spending a lot of time for other candidates in elections past and President Trump in 2016. And newly elected iowans are also leading the caucuses across the state. So most everyone focusing on the democrats. It is interesting to see at the same time where President Trump strengths lie in the state. I will say this, guys. When you look at this battle in the Democrat Party tonight, i have to say, some of us warned the democrats that if you allow kind of the more, you know, extreme, radical element in the party gets strong and get pretty, you know, a headwind going with impeachment and so forth, aoc plus three, you know, very, very dynamic people. But if you let them, as powerful as they are now, and you know, you dont work on making great arguments to take on Government Run Health Care and all of these issues they are putting out, getting rid of fracking as bernie said today. Then you will have a hard time down the road defeating them with a weakened joe biden and a latecomer like michael bloomberg. So they have no one to blame but themselves for the strength of Bernie Sanders and others who are more on the left side of the equation of the Democratic Party. Bret laura, we had him on earlier and asked him who the president would like to face ideally coming out of iowa, New Hampshire. Who with the democratic nominee he would like to be and of course he dodged the question. But who do you think the Trump Campaign would like to face in this field . Laura i think they think bernie despite the fact that you know, he will attract a big crowd. A lot of enthusiastic ski capping millennials because that is what they wanted in college, everything free. But besides those crowds come i think trump knows once this election moves to the heartland, once it moves down south, it is going to be very difficult for sanders to maintain that type of momentum he has in those earlier estates. I still dont think you underestimate bernie. He has it an enormous amount of energy, but is not where most of the battleground states, the Center Voters are. And the independence, are they really going to go for sanders or africanamerican voters really going to go for sanders . I think when you look at this economy if it remains strong and people remain pretty optimistic, it is going to be a hard sell, you know, target to shut down american businesses. It is time to ratchet up the taxes and time to give all of health care over to the government. I think that will be a tougher sell. Bernie is pretty impressive. You have to hit it to them. Martha that is for sure. I dont think most of us thought after 2016 he would be in the position he is in right now four years later. Laura, thank you very much. Great to see you tonight. Bret we are now in our fourth coin toss by the way, precincts that are deciding by coin toss. We are getting new information also on the delay and the caucus results. Lets check in with Mark Meredith what is happening with the Democratic Party here, mark. Right, well, media all over the world, not just those people in iowa in this room right now trying to find out exactly what the results are going to be because this is where the parties have told us they will be putting up the results. Let me show you what the press has been looking at all night. Right here over my shoulders, you can see the banner screen, results coming soon. It has been like that for hours. I should make it clear where we are right here, they are not Party Officials just Walking Around on the floor ready to talk to reporters. Instead, that is not happening where we are. We have seen the republican post results that happen shortly after the 7 00 hour. We sold those results come in here. But from where we are, we have seen media to circle of wanting to know what was happening behind the scenes, one of the producers working did speak to a senior Party Officials saying they were doing these Quality Control checks, making sure the numbers are accurate. That could be leading to the delay. We tried reaching out to the party as well as the hotline. Theyve had a hotline set up on the grounds to get a quick questions answered, however at this point the phone just rings and rings and rings. To give you an idea just how busy things must be for the party as they try to get these results together. We have also seen that it was made clear in the days before this caucus that they were not going to stick to any particular timetable. This is something to happen faster than years prior, but there was not going to be a specific deadline at 10 00 they needed to have everything in. This is something they certainly will be taking very seriously. I also think it is interesting, the last couple of days, we have heard from the secretary of state in iowa saying he wanted to make sure there was no disinformation campaigns out there. That all the campaigns monitoring social media wanted to make sure no one would be confused about the rules, the process, or anything like that. The numbers following in here at the Iowa Event Center but as we reported, there are numbers. There is technical issue in the Democratic Party with a text effort we are told to brief all the campaigns and the media. There is some issue. We dont know exactly what that looks like. We want to do Quality Control on the vote, but there is something bigger happening. And we have changed a lot of the rules this time around, dealing with technology and what they havent dealt with before. Dnc chairman Donna Brazile Mollie Hemingway Senior Editor and Fox News Contributor and anderson, a pollster and Fox News Contributor, donna, lets start with you. What are you hearing and what can you share with us . Well, i have reached out to my colleagues, both on the committee and Iowa Democratic Party Officials. They are using the old hotline system where you the results. Just make sure everything is accurate. Bret they have a problem with. The app was available to not just the people who came into and of course the threshold counts. So i think the app may be a little bit overheated of. So they are doing it the oldfashioned way to ensure accuracy. We may not know the count for another hour because we want to make sure it is accurate. Bret okay. Not just transparency but accuracy. Martha oak forest, they will fashion wife provided results at this hour so that is interesting and its worth thinking about why iowa is so important, you get a lot of cove the front runner. And we have seen depressed Media Coverage because of how Bernie Sanders is doing well. What happens coming out of iowa, the morning shows the next morning, the headlines in every newspaper across the country show who the winner is. By winter, they literally mean who got the most votes in that first voting. And we are not getting that. And that is not a great situation because of course, four years ago Bernie Sanders went headtohead against Hillary Clinton and a lot of people didnt think there was transparency and her faded results as a winner came through. And they need to rebuild that trust with an enthusiastic portion of the coalition. This is going exactly the wrong way. Bret the whole premise of the three kind of different alignments and the final delegates to be transparent and possibly quicker. Martha yes and it seems definitely we are not getting the quicker piece of this equation. More transparency possibly by letting us know the different configurations of democratic voters, but lets be honest. The real benefit of winning iowa with the momentum you get in the message to drive that you put a w on the board. Which matters most when you can do it early in the night, have clear victory, and have that new cycle behind you. And because we will be dealing with impeachment, the state of the union tomorrow im already it would be the case the winner of iowa would have a muted effect on the front and a lot would happen between now and New Hampshire. A strong compressed timeline. The fact we are at this late in the night with no data, data is my world. The fact that we have almost no data to work with is befuddling and mindboggling. Bret wait a second we dont have no numbers . Martha this is coming in from the Iowa Democratic mandy, e integrity of the results is paramount. We have experienced a delay in the results due to quality checks and the facts that idp is reporting out three data for first time. But we know right now that around 25 of the precincts have reported. Early data indicates that turnout is on pace for 2016, which is interesting because 2016 was not exactly a banner year for turnout. Early indications that theory were running out of the paper ballots at some of these precincts tonight. It looked like they would have a big turnout if that ends up being true. We want to get you that 25 n and the rest of the men, that will be an interesting story. Bret the voter analysis going on, the numbers of the late deciders, young, old women. Do you see anything that struck you there about anybody jumping off of the page . Health care is to help for democrats and 58 of the caucus goers, female firsttime voters. It seemed consistent with other previous cycles, but i want to address something. I was here in 2012 covering the republicans. That night, we all left thinking mitt romney was to win and you talk about momentum matters. It matters we get this right. I spent a lot of time in those bylaw committees setting up this procedure, which i have done now for more than five cycles. We want to get it accurate. Because if we dont get it accurate, somebody will complain tomorrow that they were rigged up or something happen to. Bret all right, panel, thank you so much. We are awaiting raw numbers from the Democratic Party of iowa. They say there was a technical issue. They are working on Quality Control. We dont know exactly what that means, but we expect some briefing soon. We can tell you the campaigns individually that we reached out to come with the buttigieg campaign, the Klobuchar Campaign and a couple of others say they have no information from the state party either. So we are all in the same vote. Martha Shannon Bream joins us now with some answers from the fox news voter analysis, which at least we can dig into to get some information on what people are talking about in terms of what matters to them, hi, shannon. Martha we have this until we get the other data which everyone is on their seats waiting for. You know so important here in iowa. Persontoperson can pending the first in the nation comes with a lot of attention. Eight top candidates but a lot of time here from klobuchar, the most, 69 and something very few politicians do but they aim to do it 99 county she got to all of them and second is sanders with 57 days and warren appear at the interesting thing all three senators were off the trail because impeachment but both days. The largest number of caucus goers report contacted were bystanders. They heard from him more than anyone else. Three quarters heard from his campaign, warren and buttigieg come in two and three and all time spent in the state, far fewer contacted by Klobuchar Campaign. Does all his contact lead to no voters . One in four caucus goers save the first time participating in the democratic caucuses. They prefer sanders, warren and buttigieg. Those are the firsttimers. So caucus goers when we asked them about health care they ranked as the top issue facing the country. And more sanders and worn about almost nine and ten asked about public option for those who want it. They spread their support among the candidates, they pay for that. In iowa as we patiently await some real results for the 2020 election cycle. Welcome back to the Iowa Event Center in downtown des moines. We are waiting with everyone else who is covering the story today. Not a lot of events so far. But the iowa Democratic Party is saying they are doing Quality Control checks to make sure their vote count is accurate tonight. We have all of the campaigns covered. We have been monitoring information from reporters all around the state who are producing some interesting stuff about precincts. As far as the votes and each of those precincts and coming here they are being tallied by the state party. In terms of turnout it is interesting to note that the one piece of information that they have given us so far with 25 of the precincts in the number looks to be somewhere around the 2016 number. 171,000. The record back into thousand eight is 239,000. They thought they were going to succeed that number. That they were going to have enormous turn out. Well see how that shakes out when you get the rest of the men. Mike tobin will give us the latest from the buddh buddha good evening allison. Good evening to both of you. Thats exactly right. The club a Shark Campaign they are in the exact same boat that we are. We asked, have they heard anything from the Iowa Democrats about this because they really have not heard much of anything at this point other than that the iowa democrat state. They are working out to get returns as quickly as possible. They are not worried that those returns havent come out. Of course, theyd like to have some concrete numbers. But they feel like its possible that iowa Democratic Party is the same party is trying to be extra careful because of the chaos and confusion that happened in 2016. If thats the case, they are okay with it. Watching twitter, they are getting anecdotal reports from people on the ground or other rep partners at precincts. At this point, they are feeling really good. Cool bashar is doing better and areas where they want her to. In some of the bigger areas where des moines is where a bunch of people are living. They are viewing a lot better and far more precincts as well as suburbs and cedar rapids than they were expecting. From rural areas, they dont have that at this point. They have always felt like that was going to be her strong area. Remember guys, she was one of two candidates who actually went all around the state and visited all 99 counties. They feel like they will be good and rural iowa. But they dont have the results just yet. Thank you allison. Headquarters, what is the latest there . The latest that we can tell you that spoke speaker say they are not hearing as terms of the delay. The campaign is very happy with what theyre hearing thus far. They have seen a lot of enthusiasm out at the end of individual precincts. They are seeing good numbers and the pivot counties. Pivot counties are the counties that went for obama twice and then flipped for donald trump in 2016. This is where pete has been reaching out to those swing voters. People he likes to call future former republicans. They are doing really well in rural counties. Viable in a vast majority of rural communities. And in terms of delegates. It now to contribute to this anecdotal evidence that youve been talking about, this is precinct 38 where i am now. Drake and dcom a a very young precincts. They were very young people standing up for the candidates that they wish to represent. Number one, was Elizabeth Warren. She got 100 representatives and comes away with two delegates. Number two was Pete Buttigieg, he also comes away with two delegates. Number three, Bernie Sanders. Joe biden did not make the viability threshold. Its something that appeared to be organic on the ground here is that the delegates for the nonviable candidates, or the caucus goers for the nonviable candidates, decided they would line up for volker. To keep their candidates from going to one of the other candidates. That would appear to be organic, not directed by any outside source. And a lot of optimism about the good performance here in iowa from the Pete Buttigieg campai campaign. Lets bring in our panel. Chris wallace joining us from washington. On twitter, elsewhere, there are democratics saying iowa was not the place to start. Theyre echoing it a lot. No, but seriously, let us run your health care. When we get a massive dump of data here this may be forgotten. The effect on this states reputation being able to run this event. It has affect on Mike Bloombergs candidacy. Somebody getting an early state momentum. Which is the thing that would usually hurt a candidate. That helps him with his limitless money and sort of bought momentum. Thats a factor. There are a lot of ramifications of this doesnt get this group out of here, get there act together. You have lost some older voters in New Hampshire by now. Not losing them overall. And its tense here. I have a good friend, i wont mention his name, that worked at the bush white house. He said i cant take it im going to bed. I am not going to stay up. He might be witnessing the last iowa caucus. I think there will be some real consternation about this. You artie see senator warrens worrying about possible irregularities. There mustve been something fishing going on in New Hampshire. Start over. This is from Des Moines County chair tom courtney said Technology Issues appeared to be contributing to the delay. In his county and app created for caucus was a mess. Organizers were instead having to call in the results to the state party. This lines up with what we have been hearing. One, you cant read all this and go through all of this and not get the feeling that they are trying to make this now better than it is. That its a mess as he said. Anecdotal reports. On one level, you can say the ideal was to create the app to simplify the process and make it more transparent and therefore more reliable. Which was pushed hard by Bernie Sanders. And guess what . It has the opposite effect. I dont know how you deal with that. There is all kind of talk about why did it crash . Was it tested . Well then, was it hacked . We dont know. What you get in this moment is the kind of confusion that leads to conspiracy theories. Thats what you are starting to see now. You mention the clo bashar campaign same there may be some eerie like you ladies. If you look what pete buddha greg said the registered did not report this year because of every like you ladies what are they gonna say about this come Tuesday Morning . We are betting odds. Coming right up. Let me update them real quick. Bernie sanders at 6067. 5, the most striking number is Amy Klobuchar with. 1 . 1 chance of winning. Biden at 4. 1 chance. The people who have put the money on these things decided he has had the state to himself for the past few weeks. Their Advertising Campaign for dog food . Somehow hes campaigning harder. You know, i have been to iowa many times. It is a wonderful american tradition to watch the caucus take place. If you watch a breakdown in terms of technology it interferes with the idea her candidate tries to persuade him. Trust in our democratic system. This has a real negative impact on not american tradition. I was going to say it is easy to imagine tonight getting to a point where it is pretty difficult to see having a cohesive answer this evening. Isnt it . I mean, who knows. Its easy to imagine that we are going to get to a point where we are not able to say definitively what the outcome is tonight. We arent there yet. But its now been how many hours since these things close . I think its really interesting and pretty smart of the people to get campaign. To put out their own story. If they are not going to get a surge or spin or any boost from actual results, they are going to say we did really well and i precincts. We are seeing tremendous enthusiasm. We are now seeing that Amy Klobuchar is going to speak within 10 minutes. Though viewership, the east coast, now in the midwest is beginning to go away. As people decide, you know, im going to go to bed and read about it in the morning. So why not to get out there and declare victory. When the results come out tomorrow, you can deal with them then. It seems to me, waiting around for this to get up i will also say one other thing. All of you, number of people at the table make fun of me because i anime neanderthal when it comes to technology. We are getting some anecdotal information from all of these precincts. Is that where you are going . And story counting precinct one one says i have been on hold for over an hour to report the results. We have six delegates. I have been on hold on the phone with the two the results, for more than an hour. On hold. The app crashes, you have to call in the results. This guy is a precinct head of the precinct. He is just trying to call in the results. He has been on hold for an hour. Precinct chairs are being advised to take pictures of the results and then text them over to the director who has been driving them to the headquarte headquarters. Do you remember when we were at the state capital just two cycles ago. We were waiting on a white pickup truck. He writes, i remember that. It was coming with ballots. And they were going to be counted. We are now in the pickup truck stage of the 2020 caucus. We might be at the stage where it makes all whole lot of sense to vote by paper. Raise your hand. Transactions on our phone i think one of the cities, seattle, said they are going to mobile voting. All the votes go into one place at one time. I was joking about the tweet earlier, but there is something serious about it. We are bringing this ticket to New Hampshire. Even in a crowded field of candidates, even during the well heard impeachment trial of donald j. Trump that cut me bolted to my scented desk. We kept fighting. And you kept fighting for me. We have started in a blizzard. And a lot of people didnt predict i would finish that speech. How could she do it . Then in the summer they said as she is going to make it through the summer. And then debate after debate after debate and all i can say is we are here and we are stro strong. And with that same grit that got us through that blizzard, we New Hampshire. And to my friends, my friends here in iowa you know we have beaten the odds every step of the way. We have done it on the merits, we have done it with ideas, and we have done it with hard work. Thank you. We know in our hearts that in a democracy it is not about the loudest voice or the biggest bank account. It is about the best idea and it it is about the person who can turn those ideas into action. We know that our party cant win big by trying to out divide the divider and chief. We know that we win by bringing people with us instead of shutting them out. Donald trumps were asked Worst Nightmare that the people in the middle have a candidate to vote for in november. Donald trumps Worst Nightmare is that are fired up democrats will march that see this election just as we do. That this election is yes, and economic check. It is also a decency check. It is a simple idea, it is a simple idea that the heart of america is so much bigger than the heart of this guy in the white house. Our country cannot take another four years of donald trump. Our collective sense of decency cant take another four years. The rule of law cant withstand another four years of a president that thinks hes above it. Our democracy cannot tolerate another four years of a president who wants to bulldoze right through it. The American Dream cannot take another four years of a president who thinks he can choose who gets it. His playbook is not hard to understand. It is really three words. Divide and demoralize. While i have a playbook that is three words. Unite and lead. [cheers and applause] that is how i have passed over 100 bills out as a lead democrat in the United States senate. And that is how i have won elections in the reddest of red Congressional District in the bluest of blue Congressional District. The president might as well have a sign on his desk that says it stops anywhere but here. Look at what he has done. He blames everyone for our problems. He blames everyone. People that shouldnt be blamed. He blames immigrants, he blames barack obama, he blames the fed chair that he nominated. The Energy Secretary that he appointed. The generals that he commands. And yes, the king of denmark. He even recently blamed Justin Trudeau for cutting him out of the canadian version of home alone two. Who does that . Who does that . So let me tell you what i will do. When i am behind that desk, i will take responsibility instead of passing it on. I will reach across the aisle and worked with americans and good faith. Instead of picking fights, i will bring this country together. Instead of pushing it apart. Some of you may know that old story about franklin delan fran. They put his body on a train and it worked its way to washington, d. C. There is a story of a reporter who came by a man who was crying on the side of the tracks. He had his hat on his chest and he was sobbing. The reporter looked at him and said sir, do you know president roosevelt . Did you know him . And the man says no. I did not know president roosevelt. But he knew me. He knew me. And what we are missing so much right now in our country is that sense of empathy. We are missing that carrying. And i promise you this, i will bring back that sacred trust between the American People and the president of the United States. [cheers and applause] if you are sick and tired of hearing how great the economy is when you dont feel it, when your paycheck is stretched to the breaking point month after month. I know you, and i will fight for you. If you are sick of choosing between paying for day care for your kids and Long Term Care for your parents, i know you. And i will fight for you. If you are sick of being torn between filling a refrigerator and filling a prescription, i know you. And i will fight for you. And if you want a democratic nominee who can make our tent bigger and our coalition wider and daughter all right, lets wrap that up. Senator Amy Klobuchar. It looks like a victory speech. It really does. And pretty much every channel is taking its because we have nothing else to talk about. So she comes out and people are saying wait, did she win . It looks like she did. It creates some confusion and i think its a really smart move. Chiming in how smart it is to put your candidate out there. Free airtime essentially on this evening. Apparently, Elizabeth Warren is about to come out. Joe biden is about to come out. Victory speech is with no numbers yet. This is an unusual situation. Amy klobuchar has stepped in. And every channel took it. Joining us for where we are right now as we await the biden camp and the war in to do the same thing. Arden, are you getting any word from the party . Obviously you are shocked at 11 26 p. M. Eastern time. We have totals from 31 precincts. 34 precincts as of right now. Which is to say we have nothing as term of the vote. The only vote totals we have are the ones reported by our stringers that we put in a few locations around iowa. What we have is basically no information. I thought what Amy Klobuchar did was brilliant. The whole point of iowa is to win out the field. The field was kind of from the results of our poll. Top five candidates vying for the lead. Competitor fold that had only four. They didnt even have klobuchar in it. Amy klobuchar declared victory, and the amazing thing is that she was the first one to have come up with that strategy. Eight years ago in 2012, with the Iowa Republican party they were all waiting for the vote totals. And everyone in the fox news studio was saying wait a second, why isnt santorum coming down and claiming victory . Which she didnt do, so i didnt get that momentum. I think we can all admire and klobuchar for deciding to say listen, no one is going to give me the brass ring. I will go for it myself. Yelp, and it allows her to move on. And get to New Hampshire. Which they all want to do. There is only a few days in between i think time will tell whether or not this move helps her. But it could certainly could. What about the technical difficulties that we are seen . What are you hearing about what the party is going through . They say Quality Control, they want to make sure its accurate. But we are well past the point where we wouldve had everything counted last time around. Absolutely. I think that this stage, four years ago, roughly 80 have been counted. Three vote totals that the Iowa Democratic county are counting. The total number of votes in the first alignment, and the total number of votes in the final alignment. 1,700 precincts. The state delegate equivalent, that requires a fairly complicated calculation with every county and every precinct having allocated a certain number of delegates. So there is a slightly more complex xo spreadsheet that is required. But with all these things, you can sometimes put the numbers and a little wrong. And you want to check them, and recheck them. It does seem that whatever apparatus the party set up to collect the vote from the precincts didnt work. We have seen that actually before. It begs the question of whether or not parties should be responsible for collecting votes of a caucus. I think we can all be grateful the primaries are coming up. That its always the state that collects the vote. It generally speaking, and least an okay job. We are in the midst of the final iowa caucus . I think theres a number of people across the world who hope you are correct. And feel that the iowa caucus does not do a service to either party. And up the same time, the question is how do you get rid of it . To a certain extent, it is not the party that decides. It is the state that says hey, we are doing a caucus. Im going to jump in because we have another pretend a sort of victory moment happening here. Because we dont have any number of. Here comes joe biden to do a previctory lap with no numbers end. Hello everyone. Looks like its going to be a long night, but i am feeling good. I want to thank you all, all of our supporters and all of those incredible people who hold Public Office in the state who endorsed us. My colleagues in the senate, the house, and the vice presidency all of you. And all of the people from delaware, california, people came from all over to campaign here. And most of all, i want to thank the iowans who are here. Well, the iowa Democratic Party is working to get these results. And get them straight. And i want to make sure they are very careful in their deliberation. And indications are warren is going to be close, we are going to walk out of here with our share of delegates. We dont know what it is yet, but we feel good about where we are. So its on to New Hampshire. Nevada. South carolina. And well beyond. We are in for the long haul. And i want us to remember, not just tonight but throughout this campaign thank you. This isnt just another election. This is well beyond this party. This is about ending an era of well, and day and an era god willing. Of a president to look, this is bigger than any of us. We cannot allow donald trump to be reelected to the United States. We want to be fair and bends around these speeches. And now Elizabeth Warren is also speaking lets listen to her for a little bit. And we have since we were born. Trump grew up in new york city and a 23 room, nine bathroom mansion. I grew up in oklahoma and a two bedroom house with one bathroom and a converted garage where my three brothers slept. By the time he was three, donald trump was getting a 200,000 allowance every year from his dads real estate empire. In total, he got nearly half a billion dollars. From his dad. Me . I took on small jobs to make money babysitting, waitressing, sewing dresses for my aunt. Donald trump avoided the draft. All three of my older brothers signed up for military service. And the oldest sent five and half years off and on and combat in vietnam. Before he came me reality tv host, he spent most of his career running one company after another into bankruptcy. Ripping off workers and scamming students. I spent most of my career studying why families go broke, and fighting to make it easier for them to get back on their feet. Before i was leaving elected to office i built an entire federal agency to stop big banks from cheating people. I tell you this i love it. The previctory nonvictory zero votes speeches continue. Zero votes, i guess there were 30 precincts according to arden. Out of 1700, thats not that many. We have a statement from the Communications Director of the iowa Democratic Party and heres what it says we found inconsistencies in the reporting of three sets of results. In addition to that tackett systems being used to tabulate results, we were also using photos of results and a paper trail to validate that all results match. And ensure that we have confidence and accuracy in the numbers we report. This is simply a reporting issue. The app did not go down and that this is not a hack or a intrusion. The paper trail is sound and we will simply take time to further report the results. I dont think this is what they planned. Im pretty sure about that. I feel better now at this point. Mark, do you want to take a crack at whats going on tonight . I agree with brett. The system is ridiculous. First alignment, second alignment, nonvictory victory speeches. The idea that a party that cant manage the votes of 200,000 caucus goers is going to manage the entire Health Care System and your tax dollars. You are watching democratic socialism and action right now. We are waiting on Bernie Sanders speech as well. Come on. First of all, republicans also have Iowa Caucuses. Heres the thing. As you guys reported earlier tonight, after the 2016 caucuses the burning people and the hillary people came together and came up with some reforms for the caucus. I think those were personally overcomplicated. Having three different sets of numbers. But regardless, those are the rules. There are three separate sets of numbers. There were problems in the reporting. They added a paper trail. Thank god they did not. Now we will have absolutely no question what the results are. Do we all wish in this era of 20 24hour cable news . Absolutely. But my advice to the party, its okay. Tune out the noise. Get it right, because thats the most important thing. Whatever time that comes in, thats fine. We will all live with it. The candidates will live with it. Make sure its right. Thats much more important than the speed which it comes out. The candidates are moving on to New Hampshire. They will find out what happens later. We expect we are going to get more of these speeches tonight. How many of your casino chips did you put on pandemonium . I put a four on pandemonium. I should have gone longer on pandemonium. Its kind of perfect. Its kind of exactly perfect to have these nonvictory victory speeches guess what . Its small. We are talking about 41 delegates out of more than a thousand delegates when you get to milwaukee. This is a beauty contest. This is in about an advantage, its about the spending you are going to put on it. At these people were going to give victory speech is whatever happen. They will spend that whatever happened. If you look at the impact of this, when we get numbers, tomorrow is the state of the union. We have an Impeachment Vote on wednesday that will be an acquittal. And then we have New Hampshire next week. Thats a full week of news. We just dont have any news from this. [laughs] yeah. The same genius minds who went to impeach the president. I wish i had been more on pandemonium with chris. The president is going to go into the House Chamber tomorrow that impeached him a few weeks back and he is going to deliver a triumphant speech. He is going to come up at the united message. On the next day he is going to be acquitted and we are going to look back in november at this whole mess and this is sort of emblematic of the mess. And though democrats are going to wish they never wouldve impeached drum. Trump. This is more a delegate game then it usually is. So many candidates without a clear front runner in this race. Yes, everyone is looking for the opportunity to seize momentum and declare that they have momentum. But there is only one really true sense of momentum. Actually, theres two. One, how many delegates you have. And two, how did that impact your Online Fundraising over the last 48 hours . Thats where you will feel momentum. The campaigns are going to get less time to seize on that momentum. But they are still going to come out. Still have delegates allocated. We will have those delegates before state of the union. I am fairly confident. And you know, then they will move on forward from there. Im thinking a lot of these candidates they are already unhappy. They are going to look back at why these changes were made. And justifiably so, he was angry about the way he was handled last time. And now, i think a lot of this is going to be right back to him. Senator Bernie Sanders prepping for his previctory victory speech. Let me begin by saying that i imagine, have a strong feeling that at some point the results will be announced. And when those results are announced, i have a good feeling we are going to be doing very, very well here in iowa. And the message that iowa has sent, shed by the American People is that we want a government that represents all of us. Not just wealthy Campaign Contributors and the 1 . Tonight, in this enormously consequential 2020 election the first state in the country has voted. And today, today marks the beginning of the end for donald trump. [cheers and applause] the most dangerous president and modern american history. You know, no matter what our political views may be, the people of america understand we cannot continue to have a president who is a pathological liar. Who is corrupt. Who doesnt not understand our constitution and is trying to do to divide people up based on the color of their skin. Based on their religion. Their sexual orientation. Or where they were born. And all of that hatred, all of that divisiveness is going to end when together we are in the white house. [cheers and applause] we are going to win this election because the people of the United States are sick and tired of a massive level of income and wealth inequality. They dont want tax breaks for billionaires and cuts to social security, medicare, and medicaid. The American People understand that if you work 40 hours a week, you should not live in poverty. And that we have the rag raisedt minimum wage to at least 15 an hour. The American People understand that health care is a human right, not a privilege. And whether they like it or not, we will pass a medicare for all program. The previctory speeches where everybody comes out and says i have a feeling that when we get numbers, i am going to do very, very well. And of course anybody can say that at this point because we dont have any of those numbers. Amy klobuchar came out first. She got the majority of the time because she came out first. She soaked up a lot of the oxygen of people here waiting for any information. Then you had senator warren and former eyes President Biden come out at the same time. Trying to balance out. And then obviously senator sanders with his campaign. Buttigieg coming out as well. They know a lot of people are trying, trying to figure out what happens later on or tomorrow. What you think of this move of all of these candidates coming out . What else are you gonna do . Im surprised somebody didnt do it sooner. Amy klobuchar got out in front of all of them by going out and doing that. But, you dont get an audience with a big night like this. For her sake it was lost at the we didnt have any numbers. Seated to stay up all night waiting for numbers to come in. Nonetheless there is still interesting stuff to talk about even know we dont have the results. The turnout was shockingly low. This is a very important election. You shouldve had enthusiasm for this wide range of candidates. Instead they have numbers that were not that impressive. Youve questions about the integrity. Its still a story that you have a twotime Vice President who should have been walking away with this and he didnt. And that is noteworthy. And h standby we are going to squeeze in a quick break. But the latest thing that weve got now is a brandnew letter that the Biden Campaign general counsel has sent to the chairman of the iowa Democratic Party and im going to readentence from it, you will get a sense that thelly upt the way that things are happening right now. Part of this letter says that we appreciate that you planned to brief the campaign momentarily on these issues and we plan to participate however we believe that the campaign deserves full expeditions and relevant information regarding the method of Quality Control you are employing and an opportunity to respond before any official results are released. And adding on to that amount going to read off my phone again, forgive me. Communications director just tweeted this about that letter. The integrity of the process is critical and there were flaws in the reporting systems tonight that should raise serious concerns for bot voters. Put that altogether, the biden camping is saying they dont want the results released until they know for sure that until they essentially approve of whatever the iowa Democratic Party tells them, but separate from that, they are now urging everybody in iowa to look at these results with a grain of salt, whatever it is that they see. And again, we are going to be on our way to New Hampshire or tomorrow we will see joe biden. He is not sticking around for anything else tonight. He spoke second after klobuchar. Well, its interesting, because we are getting reports from some of our field reporters with the various campaigns that apparently there was a conference call. Representatives of all of the campaigns talking with an Iowa Democratic state official. Trying to get explanations, and of course they were firing back with more questions. And according to this report, the Iowa State Party official hung up on all the campaigns because they didnt have answers to the questions, and they got overwhelmed by them. And then i was noting i had just read this same note that the general counsel for the Biden Campaign sent to the state party chair and this line about wanting an opportunity to respond before any results are released, and you know, basically what theyre saying is dont be putting out your results even if you can tabulate them at some point. We need to litigate whether or not and not literally litigate in terms of going to court, but we need to argue and you assume if theyre doing it, everybody else is going to want to do that. Exactly how these numbers were arrived at because obviously if they come out and say biden won or biden lost, or whatever, that it, you know, that the cat is out of the bag at that point, so i would think that even if and when they get numbers, theyre going to have to go through the numbers in the process with every single one of these campaigns before they put them out, so i would take the over on how long its going to be before we get any numbers and i know you asked earlier, brett, is this the last iowa caucus or at least the last iowa as the first nation first state in the nation caucus, and i love iowa and i think the people there take it very seriously, but the iowa Democratic Party has failed them terribly tonight and i would be very surprised if iowa leads the state rolls when we get to 2024. Martha thats a great point that chris makes, because we travel here and you talk to everybody here and so many of these people take it so seriously and they like being part of this process, they like talking to and meeting all of these candidates and they are being let down in such a huge way right now because they engage, they went to the caucuses and forgetting there getting no satisfaction for their participation. Moe, i can see you want to respond. Remember eight years ago this happened on the other side. If not to even worse and everybody reported mitt romney won the iowa caucus on caucus night and two weeks later they had to revise it and name Rick Santorum the winner. And Rick Santorum and lost all that opportunity to seize the momentum coming out of iowa even though he won more delegates. Bret its not exactly analogous though. This is kind of a bigger well, not yet its not, because they havent reported the wrong candidate. I would argue that was a much bigger problem if youre going to actually report the wrong candidate, so thats why im saying bret if you are the former Vice President , one of the leading candidates writing was counsels writing a really scathing letter to the iowa Democratic Party saying you screw this up and you told us nothing and he releases it to the media, thats just not a good look. Youre right, its not a good look. It also makes me wonder how much
