This is a fox news alert because while you were sleeping, lawmakers in the householding a late night session voting to delay obama care for one year and repeal a tax on the met medical devices funding obama care. Steny hoyer warned after these midnight votes in the house, i dont think were near the precipice of a Government Shutdown, we are on the precipice. They attached an emergency funding bill a pair of measures targeting obama care. The first was a repeal of a tax on medical devices, a measure that would cost almost 30 billion over the next decade and in which 17 republicans joined it. The second delayed implementation of the Obama Care Health care overhaul. In that vote two democrats crossed the aisle, jim mat thinks son and mike mcintyre. There were two republican defectors, chris gibson and Richard Hannah from upstate new york. They said these add ones are doa in the upper chamber. The two houses will reach accord before the federal government runs out of money. Looks remote this morning and anna, mike, clayton, i have to tell you, the two videos seem backwards. We should be seeing High School Athletes on the treadmill and we should be watching shrimp brawl. Thats part of the Government Spending plan. Shrimp fighting. Its illegal in most states. With 17 democrats, theyre thinking about repealing the medical devices. 17 democrats came over to that side. It looks like the government is going to shut down Tuesday Morning when you get up. What does that actually mean for you as you drink your coffee and head out to work . Last time we did this, 1996, lasted 21 days. 21 days back in 1995 to 1996. Heres what wont get cut if the government actually shuts down. Right now National Defense and Law Enforcementwo workers. They wont get paid. Pay for our troops. If that doesnt happen, theyre still not going to get paid. This wont get cut. Social security still goes out. Medicaid. Medicare payments. The paper work may slow down a little bit. You think that probably would happen. United States Postal Service and mail, well still get that. Youre wondering what is getting shut down similar to what we saw in 1995 . National parks, museums, monuments. 41 of nondefense employees fur lowed. Gun permit, passport application delays. In those cuts, the military men and women, service members, have to pick up the slack for these civilian jobs. If they act our military members will get paid. It will be retroactive. How does that help them as theyre trying to write their checks to pay their bills . Guys, i bet we have to think all of these agencies are tightening their bills. You think . Were not going to spend anymore money. Youd be wrong. Youre absolutely wrong on that. Lets go through some of these ideas. A lot of kids playing football all weekend long. Thats right. Theyre getting hit hard. Football players as young as 7 years old are taking adult sized hits. With us is dr. Rebecca demerist. Nice to see you this morning, doc. Welcome. Thank you for having me. What do you mean by that, pop warner football kids are taking adult hits . Well, this one study that you were referring to is looking at young kids ages 7 to 12 and trying to discern, you know, how many head hits are they getting in a practice and a game and using some equipment that they can put in the helmets, theyve been able to figure out the forces behind that. Interestingly enough, some of those hits are as heavy as some of the hits that you might see in a high school, college, or professional player. Some of them are getting some pretty big hits. Wow. What does that mean . When theyre getting big hits, why do we care about the way in which our 7yearolds are getting hit . Is it going to carry over to them later in life and affect them . Thats the exact question. We dont necessarily know the answers. We worry if you get your head hit over time repetitively, either with big hits or hits that are smaller, subconcussive type blows, that you may be at risk for injuring your brain and the problem is we just dont know. This is one of the first studies to really look at that young age group. We have a lot more data when it comes to high school, college, professional athletes in football, but we dont have a lot of data regarding these huge number of kids that are playing football. Thats a good point. The pros are trying to tackle this, even colleges and high school. Is there any restriction on how a pop warner kid would be playing and practicing more importantly . In 2012 pop warner came up with new guidelines based upon some of the data thats out there that suggests that we should limit some of the contact practice time that kids are seeing. So they started to enforce some of these rules where kids arent spending as much time in practice hitting and were hoping that that will decrease the risks that they have overall when it comes to head injury. Sure. Some of the stuff we see on our screen. No full speed head on blocking or tackling drills, limit on contact practice. Doc, you hear that kids brains are malleable. You dont have to worry as much about them, running their heads into parts of the desk and things in the house, we dont have to baby proof things as much. Its not as much of a problem as it is for adults. What do you know from all of your research . Is that true or is that a myth . So i think the positive note is that we do think kids bounce back very well if they have an injury or something that happens to them. Kids brains can recover from injury but we obviously dont want to put them at risk if they dont need to be. I think trying to make a sport that so many people love and so many people are going to play as safe as we can possibly make it speaks wonders to just what we should be doing for our kids and making it fun and safe for them to play. The only thing that House Republicans and democrats, both of them super caffeinated could agree on in their series of midnight votes overnight was that if the federal government is forced to shut down on tuesday, as now seems likely, u. Beyond that, republicans used their majority in the Lower Chamber to tack on to an emergency bill to keep the federal government funded beyond tuesday. A pair of measures that targeted the president s signature law. One was a repeal of a tax on medical devices. The other slapped a oneyear delay on the implementation of obama care. We know that it is making 600 billion in cuts to medicare. We know that it is not ready for primetime. There have been 1200 wavers given to this program. Democrats noting that they control the senate b republicans for staging largely symbolic votes that will have the effect, they said, of starving the government of funding and plunging the country into crisis. A shutdown is not a tactic, its not a strategy, it is a failure for this country. Let us not be the country whos representatives cannot work together. Oh, but thats us. On the vote to delay obama care by one year, two republicans joined in. Two republicans said no. 17 democrats joined with the republicans on that vote to repeal the tax on medical devices. A similar measure passed earlier in the year. It could be dead on arrival. Weve heard from a couple of senators who have had a bit of buyers remorse. One from west virginia, a few a handful of them who have medical device manufacturing facilities in their state but if democratic leadership has anything to do with it . Do you think theyre going to let them vote with republicans . Harry reid said it wont happen. Darrell issa got angry. How can you presume its going to fail before its going to fail . We know that the senate wont even take it up if thats the case. The president says hes going to veto it. Well, are you really negotiating if youre offering something to someone whos already said they will not accept what youre offering . Is that negotiating . Is that a discussion . No. Representative Duncan Hunter earlier on the show gave us a little bit behind the scenes on how this vote unfolded because they know what theyre up against the president and the senate. Heres congressman Duncan Hunter this morning. Number one, a crisis is when you have a Family Member get sick. A crisis is when you lose your job. A crisis is not when the bureaucrats here in dc dont have to go to work for two or three days. So im not sure that its going to be as bad as people think, number one. Number two, as well, if the government shutting down in this country affects the economy that badly, then maybe the government is too deeply involved in the american economy. I think we have to play this out and see it. And wasting money. Two things are happening right now as we head for this precipice right now. The government is fighting over some budget increases right now, pork barrel spending thats being shoved into the spending bill. Tom coburn is talking about it. He says, look, youre talking about the shutdown. There are all of these pork projects shoved in here. Not just one wine project. 35 different wine projects out there. The study of wine. But isnt it important to have radio ads about blueberries . Blueberries have antioxidants come on, how about funding for maple weekend. Everybody loves syrup on pancakes and waffles. Very important. Those are the types of back home pork projects that are being shoved in there. Something else is happening, which is that its the end of the month. Its also the end of that budgetary process. That means that all of these agencies are trying at the end of the month to buy things, going on a bit of a spending spree. Use it or lose it. The house passes a bill to continue funding the government and delay obama care for a year, but the white house and Senate Pledge to reject that idea. Can they come to some kind of deal before tuesday . Here to explain the politics behind all of it is chris wallace, the host of fox news sunday. Hey, chris. Its essentially a game of hot potato. The senate will be taking a vote monday when they come back. Is this dead on arrival . Yeah. Its as simple as that. The Senate Majority leader, the head of the democrats, harry reid said he is absolutely going to reject this. Because of the fact that this is a little different than the first time it came over, this is now ping ponging a message. Theres no possibility of a filibuster. He can get 51 votes and he has 55 democrats in the senate. And he can just put it in the trash can and then it will be back on the House Republicans to decide what to do. And i have to say, i think most people in washington really until late this week thought this was all political theater. They were going to come to an agreement, that the government wouldnt be shut down. I think that changed yesterday. I think now people generally assume because the senate isnt going to come back until 2 00 on monday. Right. Theres only ten hours between then and midnight when we hit the witching hour. I think the chances are better than even that well have a Government Shutdown. Youre a young guy. You were like a teenager in 1995 when this happened before. Any sort of similarities, the undercurrent, when president clinton was the president , Newt Gingrich was in the house . Each party was united. The big split now is within the Republican Party because there are a lot of republicans who dont want to have the Government Shutdown and its really the most conservative faction of republicans who say, look, we hate obama care. We have some leverage now with the government running out of money and we want to have this fight. This is not a fight that the leadership in the house or the senate, republican leadership, wanted to have. Its been forced on them by the most conservative tea party factions. Theyre going to have it. Thats a big difference. Chris, nobody is going to be left holding the bag. Democrats are saying that republicans are political arsonists and an ar kiss. Theyre to blame for this. Well, thats the reason, anna, that youve got this mess, because both sides think they have the political high ground. Most outside observers think, but theyre not sure because this is unchartered territory, the fact that it will end up helping democrats more than it will republicans. At this point you have to remember, for a lot of these House Republican members, they are in very conservative districts. Their only concern is a primary that they would have to face a conservative even more to the right than they are. And if theyre seen as going soft on obama care, which is a big voting issue for a lot of people, then, you know, theyd be in trouble. I think that this could go on for a while. I think the most conservative el. Inside the house real elemente house is not going to back down. That means stalemate, that means shutdown. The last show down lasted 21 days. So youre taking off your eye black from the Football Team and putting on mascara and eye liner. Yes. And you have to add the glitter. She has a big heart and shes very dedicated. And when she sets her mind to do something, believe it or not, she does it. It could seem impossible. What is your advice for other teenagers . I think with all of my activities, it really helps me because it makes me dedicate my time to school work. And with, like, my sports. On this very program in the last hour, a House Republican explained why he joined with virtually all of his republican colleges to attached to the emergency funding bill that would keep uncle sam from shutting down on tuesday, a measure that delays obama care by one year. In these situations, you have to do what you think is right and, you know, let the cards fall where they may. Thats what were doing. Its, again, up to the senate. All were asking for is a oneyear delay again. It should be fairly easy, in my opinion, seeing how bad the rollout of over bam ma care has been. The gop controlled house voted around midnight to repeal a tax on medical devices. 17 democrats joined in that and the house voted unanimously to continue paying u. S. Troops in the event of a Government Shutdown. But democrats who controlled the senate vowed indeed that the obama Care Provision is dead on arrival there leaving steny hoyer to warn after the vote, and i quote, i dont think were near the precipice of a Government Shutdown, we are on the precipice. I dont think any more pingpong between the two chambers will give us anything. They wont take yes for an answer. Theyre getting their spending number. The president said yes to their number, asked if it would require a coalition of democrats and defecting republicans to avert a shutdown at this point, hoyer replied glumly, it would appear that thats the case. Some of the paperwork of paperwork and the processing of those applications could get delayed. What is going to get cut . National parks, museums, 40 of nonfederal employees will be furloughed. You know who will be picking up the slack, people who are defense employees. 800,000 to 1 Million People furloughed tomorrow at midnight . Thats a lot. Also some of the paperwork processing, permits, passports, things like that. So are you relieved the government is going to have to shut things down and get out of the way . They get it this time of year, but big storms like this are a pretty rare event as we head into october. Satellite radar imagery gives you that rainfall. Were expecting 2 to 4, even 6 inches of rain. Flash flooding is going to be possible in all of these spots. They get a tremendous amount of rain. And taking a look at seattle, today, not so good. Hes exempted the employer mandates for businesses. Why not give average americans a delay in implementation of this law, as well . We think it makes a lot of sense. And when he goes over there, i wish the senate would come back into town today. They have a make a choice and these Vulnerable Senate democrats will be on the line with their vote and they will be held accountable in the next election cycle. Well, you dont we paint a picture like that, everybody is against this obama care. There are some people and congress address today people who do want to sign up for this. I mean, it is law. The president ran on it. That was his signature legislation and he was reelected. For the people out there who dont want obama care to be delayed, what do you say to them . Listen, one of my Staff Members tried to sign up for the exchanges and they have him in the wrong state. He is in texas and they put him in massachusetts. I filed a bill. Im hoping in this next round when it comes back from the senate, we can explain it. Senator vitter did this, ive introduced a legislation on the house side to do away with this exemption for members of congress and for the president and political appointees not to be held accountable under this law. This is the height of hypocrisy and arrogance for us to pass a law and say, oh, but were exempt from that. Thats precisely what the administration did through their ruling. I just think its wrong. If its good enough for the president of the United States, he ought to be under the same law and as a political appointee. Its good enough for nancy pelosi, then all members of congress should be under this same law. And thats what america is all about. I think thats what people really see is wrong with washington right now. What do you say to some of your republican counterparts in the senate, specifically senator john mccain who said this, quote, we will not repeal or defund obama care, we will not. And to think we can is not rational. You guys arent rational. Listen, i think the idea of the president of the United States signing a bill that will defund his crowning achievement is probably not realistic. What i think is realistic is the delay and the implementation of one year. You know why that is . Because he did that already with the employer mandate. He did that for businesses. He did that for corporations. So our argument in the house is why should he also do that for average americans . Lets get back to that amendment you were just talking about. Is that a good compromise in your mind . I think its a good leveraging chip because i think the last thing that Senate Democrats want to see is my bill go over there and they have to vote against it. You know, this is what bothers everybody back home when i talk to them. You you, the ruling class, pass these laws and then you exempt yourself from the law itself. So far, i think the president and secretary of state are saying the right things, that talking is great, but we need to wait for the substance. Im just afraid that when the negotiations get further down the road, were going to lose sight of that. You know, the word trust keeps coming up. Can we trust them at all . Even during the phone call, there were people, hackers over in iran successfully hacking into United States navys websites. So is trust the issue for you . We should not get overly optimistic. I think that would be one way to put it, yes. If you go back to the last time we negotiated with iran about the hostages, the point of reality is that we didnt get any kind of a bargain. They let the hostages go because they were finished with them. And they had become a liability. And were not as single minded as they are and we have to worry about people in our coalition who are anxious to get back to business as usual with iran. I mean, its just one phone call. But they want those sanctions, to back off those sanctions. But then, you know, the worry is, okay, we back off some of the sanctiones and how do we know theyre really backing off with their Nuclear Program . Well, exactly, thats right. And for that matter, rouhani doesnt really control that. He works for the ayatollah who makes the decisions and hes been in charge for, what, 15 years . Yeah. So has he changed . Amanda knox goes back on trial tomorrow in italy for the murder of her roommate back in 2007. Yes, its continuing. But she wont be in the courtroom. The 26yearold is not required to be there, so she will be up in seattle, washington. Amanda was convicted of the crime and spent four years behind bars before being acquitted in 2011. That was overturned back in march. So that sparked the continuation of a trial on. And have school zero tolerance policies gone too far . A rhode island seventh grader suspended for having a key chain in the shape of a gun. The boy says it fell out of his backpack and another student started playing with it. Thats when a teacher confiscated it, and the principal suspended the student three days. We wanted to know what you thought about it. So carolyn wrote in and said its ridiculous, way overdone by school officials. Jody, kind of a similar thought. Absolutely think it is ridiculous suspending the child for a gun thats not much bigger than a quarter. Maybe the school should get to reevaluating and back to plain old common sense. Controversy surrounding the fitness phase. This pregnant woman doing cross fit raising eyebrows. Other things are raised now. Now, gaining popularity with toddlers, but is it safe for toddlers. Joining us is a cross fit instructor. Nice to see you. You, too. You heard stories about how even adults cant handle it. How is it safe for then kids to be doing this . Its safe for kids because its actually not a scaled down cross fit. Its a total different philosophy. We teach them different movements, but were not teaching them to deadlift 300 pounds. Really, youre teaching them to do functional fitness, and essentially, one thing youre teaching them to pick up things correctly so they dont hurt their backs which is something theyll carry along for their lives. You teach kids to carry around their backpacks. Were teaching them to properly do things outside and developing a lifelong love of fitness which gets into the conversation about obesity and the ishzus were having with kids and not moving around. These kids here, we have nice kids in our studio this morning. What exactly are they doing . This is part of the class you would teach, right . Theyre doing a bit of a circuit. Glen and legala are doing squats. Theyre going all the way down to the bottom and all the way to the top. And then nikeel and sasha are doing box jumps. Whats your name . Glen. Glen, winners train, losers complain. Is that right . Yes. And what your name . Mekeel. Whats your name . Marta. Look at these shoes. Shes got on shoes and socks are in bunn. Whats your name . Sasha. Shes owning it. And whats your name . Legala. Is it fun, too . Enough of the break. Get back to work. Come on. Drop and give me ten. How long are the classes . For the 3 to 5s, about a half hour working out, we incorporate a water break, debrief, talk about what was fun, what was hard. Its essentially play for these kids. Yeah. But even recess sometimes gets cut in schools and gym classes get cut in schools. So are you really trying to teach them that working out needs to be part of their life and not just Walking Around town. Our number one priority is so they relate to this being fun. So when theyre our age, its not something i i gotta go to the gym, this is good for me. They incorporate it and it becomes a part of where you are. Can you address some of the concerns about the adult cross fit. These stories about people blowing out their kidneys. We saw the video of the pregnant mom. What about it . About a couple of those things. As far as blowing out your kidneys, its a very rare occurrence. Theres no documented cases in kids. Its something that actually a welltuned athlete would see more than a novice, and as far as pregnant women working out, if youre consistently im not a doctor, but if youre consistently i would not tell someone who is pregnant to start cross fit when theyre pregnant. Start a new hobby, when youre pregnant. But that only happens if you push yourself. So i know two people who got rabdo due to medication. What is that . Im not a doctor, but its basically when youre beyond the limits of what your body can handle and it can in some cases cause kidney failure. So just to be clear, the kids stuff here is way separate from the adultses stories. We do similar movements, but we dont stress speed and intensity. We stress good form and good movement. I have to tell you, im exhausted ju eed just watching. Theyre kids. They have all the energy in the world. Good luck. Michelle, how can people find out about the toddler stuff you do .
