I saw the shooter coming from the cars actually right outside the church that were parked, him and the neighbor across the street were both coming out about the same time exchanging fire. The shooter got in his truck, the gentleman with the rifle came to my truck as the shooter took off and he briefed me quickly on what had just happened and said we had to get him. Thats what i did. Just starting to piece it together now. The stories left behind. Police identifying the gunman 26yearold devin kelley. Dishonorably discharged in 2014. Police say kelley was found dead in his vehicle from a gunshot wound in a neighboring county. He wasnt a member of that church but connected to it through family. Investigators are trying to figure out why this happened. I dont know what was on his website. He made all kinds of comments but i dont know what was on there. Is there video inside the church . Very little today. Was the shooting recorded . Some of it. He went up in there and shooting on the way in. Shooting on the way out. Adam housley is live in texas. Hard to believe its still been less than 24 hours since this all played out. Just going to say. The sun is up in sutherland, texas, less than 24 hours ago the church was filled with a scene of horror. The locals said there are only a handful of people in that church who did not get shot. The investigation is massive. People asking questions at this hour. There are all sorts of reports coming in. We know this at 11 20 local time is when the gunman walked into that church clad in black. He was dressed to kill. He walked close to the front were told by the most recent reports, turned around and sprayed the Church Opening fire, reloading at times and by several different accounts he then walked up to some of the victims and shot them execution style directly into the head. This went on for some time. It would explain why very few were not shot. 26 dead, 20 injured. And again very few who walked out alive. Take a listen. We have multiple, multiple crime scenes. We have the church, outside the church. Where the suspects vehicle was located. We have following up on the suspect and where he is from. His residence. We have many people to interview. We have Texas Rangers at all the hospitals locating those and interviewing those who were injured. One of those scenes is where the gunman shot himself in the head. Were told now by the New York Post who is reporting that two men, two heroes chased him down. One was a plumber shot the gunman between his vest actually. Hitting him. Chased him down to a neighboring county with another man. The post is saying there may have been a hostage in the car with the gunman. That hasnt been confirmed by authorities. The New York Post was reporting that. The two men chased him down, exchanged gunfire in a small intersection here, bill and got him at some point when the car crashed were told and then the gunman shot himself taking his own life. This is an incredibly Small Community in texas. You have to assume literally everyone has been affected by this. What are you hearing from residents there as the sun does come up this morning . You know, we drove out here as the sun was coming up. I spent a lot of time in texas, have family here. Like anywhere in the midwest its a postage stamp town. This is a very small town. They had a candlelight vigil last night. We know one family lost Seven Members of the extended family in this church all at the same time. Sandra, from grandchildren to grandparents. The former chief of police for the city of boston, oversaw the boston bombing and more, good morning to you. The sheriff down there in Wilson County says the fatherinlaw did attend the church. I dont think they were present yesterday but as we start to understand the why, where is your head on that now, sir . I think this individual has shown us he is a man who beat his wife and child. No moral compass or fiber and continued down that road. The parents connection further engaged in Domestic Violence. I dont think that explains the evil. How could he have walked into the church and annihilated innocent people. Satan is doing his work. He was armed with protective gear. What does that tell you . He had a plan. He wanted to go and do a secondary and third attack. Thank god for the Good Samaritan who stepped up and went headlong into the battle. It looks like there may have been two. Well wait for details on that. Not known to authorities. Should that surprise you at all . It is. He served confinement for Domestic Violence. The reports of neighbors hearing the number of gunshots he fired at some point he would have come across Law Enforcements radar screen. The governor said he was denied the right to carry in the state of texas. Something on the application raised a red flag or something he did not answer is what the governor said there. You take from that what . We have to find out where he got the guns . What process dego through to get the weapons he had and what was the loophole that allowed him to bring the weapons with him. There is a reason this church was attacked and stopped there. Did not go any further. Well wait to see what the Texas Rangers say about that. It could have been a familyrelated matter or ended there or perhaps not. We dont know. Im sure there was some type of note or communication that theyre aware of that theyre running down that the governor made that statement. How much do you think they have concluded at this point, or can you say . In the first hours there are a lot of information that comes in, half is incorrect. Theyre pretty well down that road. Its 11 30 in the morning on a sunday. Small town. Population 400 to 500, a small baptist church. What defense do you have against a killer like this . I was with Police Officers yesterday and when we go to church we look at where we sit, where would we push our kids if we had to put them under the pew. Where is the exits . If youre in a church and it should happen, who in the church could you ask to take security at different doors . You dont want to run outside. It could be an ambush as well. I think that way, a lot of people military and others think about the challenges you may have when you try to have respectful worship with your lord. The house ways and Means Committee begin the markup process of the tax reform bill today at noon. This is the process by which members propose changes to the bill. Amendments to the bill. There is a possibility, though small, some member would introduce an amendment that would repeal the individual mandate of obamacare. The president has indicated his desire to see such a thing. This has to be the first time in history that both major parties thought about replacing their candidates within the last two months before an election. It was fairly shocking to hear this. I can understand Donna Brazile having to go through and make these decisions and try and make a decision on this. Having said that it is a very hard process to start that and move it forward. Im not sure exactly how you do it legally. Apparently both parties have the ability to talk about it. What exactly they can do i dont know. It is ironic we have this campaign in 2016 in which both parties in the last two months were seriously considering this. Sandra mary anne marsh is back with us. You could hear us. I was talking about david about her releasing this book talking about her contemplation in replacing Hillary Clinton with joe biden at the time but stopping short of that. Which she could not do. She didnt discuss it with anyone. Her own counsel. Even if she had presented it, it would never have happened. You need the entire support of the dnc and congressional leadership. It was a mute point. The agreement. That agreement has been in place for 15 years. Hillary clinton and Bernie Sanders signed the very same agreement and took full advantage of it. Sanders chose not to. Donna had the same agreement when she was complaining the al gore. Sandra in the open letter we started out with we know that john podesta the Campaign Chairman signed this. Huma abiden signed it and robbie maok, the Campaign Manager. They signed the open letter pushing back against Donna Brazile and he appeared on another network this morning. I entered in agreement with the dnc at the same time, both campaigns. At the time we signed the agreement the dnc said to both of us you can both if you raise money in have some say over how it is spent. We went ahead and started raising and had some say over how it was spent. Bernie sanders didnt. So we were offered the same thing at the same time. We just took them up on it and allison, honestly, what is disturbing to me about this is Hillary Clinton stepped up and literally saved the dnc. Sandra to you first on that, david. These are agreements done between party and candidates. This one seems to have gone awfully far. Perhaps senator sanders didnt take advantage of something he might have and the Clinton Campaign clearly did. The Clinton Campaign the fact pattern was they had direct control over the dnc during the period of time that many of the decisions were made on when the debates were going to be and those sorts of situations. They had an advantage. They maybe played the game better than senator sanders played the game but this is something that it seems to me is sort of an internal issue the democrats will have to figure out. Other republican side people have said thats not the type of agreement they have when we do these things. Hillary clinton played by the rules and raised 24 million nor the dnc. Donald trump raised 32 million. You get to decide how its run if youre the top of the ticket. In a president or nonpresident ial year if youre the top you decide what happens with the rest of the ticket. Those are the details. Period. Sandra thanks to you both. First of all, this tax cut does not include a tax cut for everybody who pays taxes. It is focused deliberately on people at the bottom edge. We have 50 of the filers pay 3 of the taxes. The next 20 say 16 or 17 of the taxes. This is primarily aimed at that bottom 60 to 70 excuse me the bottom 60 of the taxpayers in the country. And there is no rate cut for people at the top. Bill cut it for everybody. Ronald reagan is vomiting on this if he looks at this thing. It is what it is. President bush had a tax cut for everybody. This president has decided that he does not want to cut the top rate and he has told republicans in the congress that he does not want to cut the top rate. And they have respected his wishes. If you dont have the president on your side on this issue you dont have the necessary air cover to sell it to the American People. Bill go after spending. This was a talking points for republicans for eight years and the lets talk about that. Lets talk about that. Bill the day barack obama left the white house all the deficit spending has been abandoned. We hear nothing about it any more. I hear it, bill. Lets put it in context. Over the next decade this is projected by the cbo to have a 1. 5 trillion add to the deficit equaling 3 of the federal revenues during that period of time. This is before we take into account there is going to be some positive dynamic feedback from this probably think about this. If we grew the economy by merely half a percent more than they now project, that would produce 1. 5 trillion in additional revenues. Will it produce and pay for itself . I doubt it. Lets be clear about this. It will pay for most of it. A substantial amount of it. Can we find 1 1 2 or 2 cut in federal spending not from the current levels but the levels that are anticipated for the future . I thought today in the wall street journal martin field stiene had an important point. This is worth doing but we now then have to follow it with spending restraint. Now think about this. Bill i think its good for the economy. Im just saying you got the majority, go for broke. Yeah, but they wont go for broke. Think about it on the individual side. Some growth but it will be a middle class tax cut. Simplification and fairness will be the main benefit. On the business side it is growth, jobs, wages, the cbo says a quarter of the business tax cuts will show up in the form of bigger wages and it will make us competitive on the world economy. Bill i hear people on the left are against it and right who are against it. Well see what comes out in the end. Lets have a further discussion about this, particularly the deficit. Paul manafort is willing to use three properties as collateral, two apartments in new york city and primary residence in florida in exchange he wants to be released from home detention and to get off his gps monitoring. The government has come back saying they arent sure the value of the properties is 10 million as stated by manaforts attorneys. Some of the elements should be resolved a short time from now. Peter doocy now live in northern virginia, arlington, virginia, are democrats confident in their ability to keep this lead from shrinking, peter . Bill, the democratic candidate Ralph Northam has been abandoned by some progressives who see him as too hostile to the idea of sanctuary cities, even though they arent any in virginia. Northam is trying to keep the republican gillespie in second place by making this race all about the republican president donald trump. We watched the campaign in 2016, one that was embarrassing for this country but it was also a campaign that was based on a lot of hatred and bigotry, discrimination and now the clown show in washington he is seen as strongest with black voters with a 79 point advantage. Moderates a 32 point advantage and women where he is up 20 points. Here in virginia you can only run for one term of governor at a time. The current governor, Terry Mcauliffe has been campaigning for Ralph Northam. So has the last democratic president barack obama. Bill is President Trump seen as an advantage or disadvantage in this race, peter . Trump lost virginia but gillespie has been ing out campaign mail reminding voters in certain parts of the state that trump has enthusiastically endorsed him as governor in this race. Gillespie is trying to cast himself as a republican very friendly to businesses and very tough on gangs like ms13. Are we going to have higher or lower taxes . Simple as that. Are we going to make our communities safer or are we not . Simple as that. Todays fox news poll shows gillespie is strongest with conservatives, up 59 points over the democrat northam with them. White evangelicals where gillespie is up 57 and white voters without College Degrees gillespie leads 43 points in that category. The polls have been going back and forth. What we saw from gillespie a few years ago when he was running for senate. Underdog candidate, a great closer. Thats what you are seeing again is now when you look at the average of the polls, its basically margin of error. Sandra wall street journal writing democrats nervous as they eye the tightening race in virginia. This is the biggest test of strength between the two parties since donald trump became president. Fair question to ask. Yeah. Northam is liberal but he is not a Bernie Sanders social justice warrior. I think for that reason democrats are worried about turnout. That Obama Coalition that depended on heavy turnout with young people and minorities, are they excited about northam . You have to wonder. Sandra if ed gillespie is able to pull off a win what message would that send . You would have basically a meltdown in the Democratic Party wondering whats going on. But i think the danger for them is theyve tried to make this about trump and like lots of places, his Approval Rating is not good but people generally like the economic plan, they are generally feeling more optimistic. You see gillespie emphasizing more his across the board 10 tax cut. He is about growth. Better than the individual plan the house has come up with at the federal level but its a big problem as democrats figure out how to create the obama magic. Sandra a lot of discussion continuing this morning over Donna Brazile who formally ran the dnc and the release of her new book talking about the dnc and what went on there. Her scathing review of Hillary Clinton in the failed 2016 president ial campaign. Is there any evidence that this is showing up in that virginia race, that this is hurting democrats . I dont think you could say this in particular is necessarily having a huge measurable impact but it goes right to the problem weve been talking about where you have this split in the Democratic Party between the kind of hard core Bernie Sanders crowd and more the Hillary Clinton crowd and you have here at a moment when Ralph Northam is wondering about turnout, you have kind of a wet blanket on the democratic message. Sandra turnout will be everything. I want to show you another piece of this polling showing that the most important issues facing the state of virginia. Number one, no shocker there, the economy, 24 . Healthcare 24 , education, 14 . You have to move pretty far down to see things like issues over monuments coming down in that state which weve heard a lot about. The economy, you go back to thats the number one issue as well as healthcare. Virginia and everywhere around the country you are seeing a remarkable optimism about the economy and about peoples ability to achieve the American Dream versus a few years ago. So while these people may see flaws in donald trump, they may say i dont approve of everything, i think they kind of like the general direction of letting the economy grow and thats kind of the gillespie message. Sandra weve seen the taking of those monuments and statues down as an important issue for so many people particularly of that state. The reason i point out how far up the healthcare and economy are is you see how far down on the list the monument issue is. When the polling dug further on the monument issues. 60 of people said they should stay out. You have different debates about how history should be remembered, observed, what have you. Personally i think virginia overdid it with a lot of those monuments. You go through the State Capitol there. Not just the president of the confederacy but lots of people from the confederacy. I would take some of them down. Most people want it to happen in a measured, thoughtful way instead of sort of groups of people shouting and tearing it down. Sandra interesting to see how low on the priority list it is. It has been a Big Conversation in this race. We have to leave it there. Your forecast for tomorrows turnout . Among the dead a 5yearold, a 14yearold, 20 others wounded when the gunman opened fire. That gunman identified as 26yearold Devin Patrick kelley. Two men confronting him and shooting at him causing him to flee the scene. They chased kelley until his truck crashed. He is dead. He hit the ditch. The jeff gentleman was with me. Rested the rifle on my raod and telling him to get out. There was no movement, none of that. The guy didnt put up a fight or anything. Bill caroline shiedly with more there. What did you learn about the motive thus far . I asked the sheriff that. What is the mostive motive in this case . He is not aware of suicide notes or any other information. They are scrubbing his electronics, the big question why here and why now . Here is what the sheriff told me this morning. We dont know what the motive was, we have no idea at this time. Any connections to the church . We are told his motherinlaw had a p. O. Box in this town. He wasnt from here. No, he wasnt from here. No real connections here other than we heard that maybe the motherinlaw and fatherinlaw did attend the church but they were not here today. Kelley lived 35 or 40 miles away from here. He arrived at this church full tactical gear, walked into this church. He wasnt aiming at anyone in the pews according to the sheriff, just randomly shooting to the left and right on his way in and out. Bill the sheriff also told you about a recording inside the church. What can you tell us about that audio or video signal . Video as well, bill. It could be key to the investigation. Like many churches they record their sermons on sunday so they can watch them back. I asked the sheriff about that. He said that at least part of the shooting, a small part of it was indeed recording. Federal and local authorities will be going through that today to see if it gives any motive. They already have information from the eyewitnesses who say he wasnt specifically targeting those people. But that he also didnt yell anything. That will be a key part of the investigation because he is dead, he died at his own hands with a bullet to the head, bill. What are your thoughts . I think the American People are really hungry for this. When you look at our tax code bill. This is the best thing we can do to get the economy moving again. Im sick and tired of seeing jobs move overseas. Weve seen company after company move jobs to ireland or canada. Under our bill well move the jobs back. The best part is everybody who pays taxes will get a tax cut across every political spectrum. You look at whatever income range you are in, youll be seeing a tax cut and thats going to be something that when American Families have on average a new study came out 2500 dollars more back in your pockets from this bill you will spend your money better than washington it will get the economy moving. Sandra thats the crux of the debate, right . The president has touted this as generational tax reform. The biggest tax cuts this country has ever seen. And when some dial into this, they see that not everyone does in that form get a tax cut. How do you come back on that argument . If you look at every different income range, you will see everybody in those income ranges get a tax cut. What one person does versus another as the speaker said were closing a lot of special interest loopholes. It doesnt mean somebody will no longer be able to pay less in taxes, it means they just dont have to alter their behavior. They will be paying less in taxes because every rate will go down and we simplify the code. Under our bill you will be able to fill out over 90 of americans will be able to fill out their taxes on a postcard. Think of how complicated the current tax code is. Nobody can understand it. Gop to find out the details on this bill and it will work well for everybody across the spectrum. Sandra were told because of the growth that it will create in this country. So were left wondering at this point, congressman, what kind of growth were expected to see. Where are your projections at . Well, if you look over the last eight years under president obama we had less than 2 growth every quarter. Thats anemic growth and no excuse to have that little growth in our economy. We can do a lot better. Under our bill i think you will see over 3 growth. It could be higher than that. The good thing is youre already seeing the economy take off based on just on us filing this bill. Look at what the stock market is doing. A lot of jobs will be created and bring back our middle class. Weve lost our middle class over the last eight years. Lets stop letting countries move to foreign countries, take our jobs, lets get our jobs back and rebuild our economy. Sandra it is hard to believe, congressman that already this morning less than 24 hours from that Horrific Church shooting down in that small town in texas that left 26 people dead, many others injured, that there is already a fierce debate over gun control happening in this country. I want to play for you what senator chris murphy of connecticut, this is a quote from him, he is saying this, as my colleagues go to sleep tonight they need to think about whether the Political Support of the gun industry is worth the blood that flows endlessly onto the floors of american churches, movie theaters, Elementary Schools and city streets. He is saying no one is safe until congress acts. How do you feel about that message following the shooting yesterday in texas . First, when we see a horrific shooting like this all of us should have our first thoughts being to pray for the people of that community. First baptist church, the 26 who died, the families who are grieving. Those people who are still wounded and struggling. We shouldnt first be thinking of our own political agenda. Thats a shame. There are people that are struggling and suffering right now and you cant imagine the hurt that must be felt in this community. Lets reach out to those families. Lets keep them in our prayers. I know those prayers meant a lot to me. This isnt a time to be debating somebodys political agenda. A lot of those gun control bills weve seen floating around congress wouldnt have prevented a horrific shooting like this. It would make it harder for lawabiding citizens. You saw lawabiding citizens run this shooter out of the church. So its guns are used every day to protect people and defend themselves and the hallmark of our constitutional right to keep and bear arms. Sandra we were among those praying for you, congressman and were so happy to see you rebound from all of that. Congressman Steve Scalise, good to see you this morning. Bill looking very healthy in new orleans. Big debate in the Democratic Party over its nomination process last election. Kellyanne conway responding to that earlier today. I dont know what these folks were doing in the primary. But it turns out that its the democrats who still have a russia problem and the president is right, people should take a look at that. Bill so what about the friendly fire in the battle over the 2016 primaries . Why Donna Brazile is blasting her party for telling her to zip it. Nally nally down to each piece of equipment, so they can protect their teammates and the surrounding wetlands, too. Because safety is never being satisfied. And always working to be better. Theyre seen dragging the unconscious woman out through the window of the car to get her away from the flames. One of the officers recalling the event which happened back in september. I think they call this friendly fire. Its ironic she went on with George Stephanopolous who stuck it to the clintons in 1999 with his own book. The important thing about what is happening now is to remember Donna Brazile is not causing a split in the party. Donna brazile is exposing the split in the party. The democrats, since the 1932 election of Franklin Roosevelt through the election of bill clinton, were really a party of big labor. Big labor was the base. Obama and hillarys campaign changed that. They became the campaign of the social justice warriors of the divisiveness of constituencies of pitting them against each other. That was the split in the party in their primary. Bernie sanders was trying to bring it back to the labor perspective. Hillary clinton was sticking with the obama formula and that split is what is tearing the party apart today and donna is just exposing it. Bill one of the main headlines from her book and her interviews is that she had considered finding a replacement for Hillary Clinton in september 11th of 2016. You had the fainting spell in lower manhattan. Here is what she said on abc sunday. I was under tremendous pressure after secretary clinton fainted to have a quote, unquote, plan b. I didnt want a plan b. I supported hillary and i wanted her to win. We were under pressure. Bill that is something else. I dont know if you even have a chance of winning a campaign if you pull your main candidate after the nominating process. Im not even sure she can. So, you know, that makes for an interesting blurb for the book. Bill Campaign Manager on today saying she saved the dnc because of all the money she raised. Is he right . The she he is referring to mrs. Clinton, right . Bill correct. Look, she bought the dnc. I wouldnt call it saving the dnc. She bought the dnc during the primaries and just kept it going as part of the extension of her campaign during the general election. But i think what donna is pointing out is the unscrupulous process of buying the dnc prior to the primaries and during the primaries. Bill she said her biggest mistake was leaking that question during the debate season. Outside of that Donna Brazile is a long and respected member of the Democratic Party and just to hear these shots that she is making so loud and public, its really something to hear because it doesnt happen often, if ever. Quickly ed gillespie has a big election tomorrow in the state of virginia. His challenger leads in polling. Do you think gillespie can win this race or not . I think ed wins by a little over a percent. My message to the folks in virginia that will vote for him is call a couple of friends and take them with you. Bill why does he win .
