Governor andrew cuomo says the latest news about the number of deaths isnt just bad, and his words, its terrible. Statewide fatalities in the single day spike to 779 which is more than ever. He said the mortality rate is likely to get worse before it gets better because it reflects the number of people admitted weeks ago to the hospital there are only now succumbing to the virus. A preliminary study shows that blacks and hispanics in new york have a disproportionate rate of fatalities. On a positive note, hospital admissions are down thanks to social distancing but he urges new yorkers not to become complacent. We have to remain diligent and remained disciplined Going Forward but there is no doubt that we are now bending the curve and there is no doubt that we cant stop doing what we are doing. More people might be dying from the virus on my first thought. If the head of the said specially assigned troops are removing 150 bodies per day from new york homes, Officials Say that usually its 25 bodies on a daily basis that must be removed. Some lawmakers in the region are imposing stricter measures to try to slow the virus. In a suburb of greenberger, plans are now in the works to take the temperature of all customers and employees before they enter a business. And researchers here at the icahn school of medicine at mount sinai hospital say the virus was in new york city earlier than previously thought. It was just nine days ago thats task force held that very summer briefing predicting that between 10,240,000 americans would likely die from the coronavirus. Now though, one of the most influential models is dramatically reducing its projection to about 60,000. Why . Theres a few reasons. First the Task Force Says that all of the social distancing is working and they are urging americans to keep at it. Second, even though hospitals across the country are severely strained so far, doctors here are not having to make it the same tough choices like doctors in italy had to do. Is the Surgeon General. Remember in italy their Health Care System got overwhelmed and they were able were literally choosing to let people die because they didnt have enough ventilators in that system and we prevented that from happening here in the United States. So fewer people are dying and, thank you america for social distancing and staying at home. Thats resulting in betterproje. And with better projections of course comes in more talk about when the u. S. Economy can get back up and running. The white house has 30 days to slow the spread ends may 31st and is already talk from Top Administration officials about significantly easing those guidelines when the 30 days are up. I think when this period of time at the end of april expires, i think we have to allow people to adapt more then we have. And not just tell people to go home and hide under the bed but allow them to use other ways of social distancing and other means to protect themselves. But some members of the task force like dr. Fauci are far more cautious. He says this morning that while he does see glimmers of hope he believes the United States is still struggling to get the virus under control. He says hes hopeful that things could be getting back to normal by summer but he also says its a virus that determines a timetable. One more thing we are watching today, President Trump continuing to threaten to freeze funding from the United States to the World Health Organizati organization. Yesterday the World Health Organization fired back accusing the president president of politicizing a pandemic but the white house is continuing to look at that. President trump says the group is just to china centric and hes not happy that the United States is continuing to pay the lions share of its funding. First, can i ask you about the death toll projections that we led off the show with . While the death rate has not peaked, we are told, the projections are down from original estimates. Why . I was comforted by those numbers but i would caution against people making too many conclusions early before we peaked. New york still had its most fatal day of 779 deaths and we know the medical examiner is reporting about 150 deaths of people found at home more than the normal 20 or 30. So i would avoid making conclusions. But at the same time it appears that our hospitals may have the such capacity to manage this influx of patients, and the rate of adding new patients to hospitals is starting to decrease. Sandra we will continue to watch those numbers closely. Meanwhile we watch for the latest guidance from the cdc and now there are new guidelines on some essential workers, doctor, that have been exposed to the coronavirus. Their recommendation now is to return to work if you have no more symptoms and you will have to take your temperature twice a day and make sure theres no fever and wear a face mask. Heres the Vice President weighing in on those new guidelines. The cdc will be publishing new guidance on essential critical workers who have been exposed to covid19 but dont have any symptoms, dont have a temperature and dont have any reason to believe that they have the coronavirus. There would be an opportunity for those people playing such an incredible role in our nations response to be able to return to work and to do so safely. Sandra obviously its important to start looking at some of those essential workers and getting them back into the workforce, but what about the timing of all of this, dr. Christian this is encouraging sandra because this is probably the first of many green light recommendations to identify some subgroups who can go back to work. Of course, it came with conditions like wearing a mask for 14 days, cleaning services frequently, maintaining a 6foot differencdistance and doing teme checks every morning and selfmonitoring. My recommendation is to add to the cdc recommendations that they only apply to low risk individuals. We dont want 80yearolds or those on chemo or who have an organ transplant at the workplace no matter what at this point. I think after the peak we will see a lot more green lights. Some countries have even given certificates or given an app to individuals where they are greenlighted to travel or go back to work. Sandra theres also the New York Times reporting on these two separate studies about where the origination was for the epicenter of this pandemic here in the United States. New york, and whether it was europe or china. Most coronavirus cases come from europe these studies show. So what are you reading into that . Essentially there was a back door. We know the epicenter was china but instead of traveling directly from china to the United States as we saw on the west coast, it may have been through europe. We know there has been a chinese delegation in northern italy and we know that might be why italy led europe and there has been travel between europe and the United States. I dont like the term epicenter when we talk about the United States. I dont like us referring to new york city as an epicenter because it is essentially seated everywhere around the world and we need to remember that the ultimate source was china and that there were many doors for this to see throughout the the world. Sandra very interesting perspective on that. Final question on the ventilators, the necessity of those ventilators and why some doctors are hesitant to use them because in some situations it makes the can patients conditions even worse. Final thoughts on that . The most promising statistic weve seen out of new york is the number of new intubations or icu admittance. The decision to intubate or put someone on a ventilator can be subjective. There is some gray area that relies on a physicians judgment and i think we are relearning some new protocols and algorithms where we are saying, maybe we dont need to intubate patients quite as early in some situations. Thats what we are hearing from these doctors that are saying they may choose to intubate patients a little later in their course if patients can avoid it and still breathe on their own. Theres no way you could even overstate it because they keep staggering folks. If you think about it over the last three weeks more than 610 and a half billion americans have filed claims for unemployment insurance. Again, most of the time its the first time and has never happened before. This is the entire amount during the two year recession we had back and around the time of the financial meltdown. So obviously this is staggering by anyones mouth and unique in this particular case because the hope, of course, is that with stimulus on the way this will be short lived. Many people are returning to work, and the Federal Reserve out of nowhere throws down a 2. 3 trillion gauntlet that includes helping mediumsized businesses that might not be beneficiaries of that Small Business aid program, to which as you know, Congress Wants to add even more money. Something interesting is its buying up junk bonds. During the last meltdown you are covering that closely as well and mortgagebacked securities was a problem. All of a sudden the people who pooled all of these risky mortgages, no one could buy those pooled assets. This is essentially the Federal Reserve saying if this is the next class of socalled risky assets, junk bonds, we will buy them. Very interesting. A sandra meal, you mention the possibility of more money for our Small Businesses, we will hear from Mitch Mcconnell hopefully at the top of the 10 00 hour on the east coast calling for more funding. They are expected to approve more than 251 billion for Small Businesses and hear Steven Mnuchin that as well. This is much needed support and we want to make sure that everythings single Small Business can participate and we want to assure the workers that if you dont get the loan this week there will be plenty of money for you next week. Not just Small Businesses but charities, independent contractors, sole proprietors. Sandra theres a lot of debate whether or not this is working and whether or not the Small Businesses that are applying or able to get those loans. You hear a lot of good stories coming from that but you also hear a lot of people struggling to get those funds when they apply for it. A kind of reminds me, remember the Affordable Care act when that started in the system was crashing and there wasnt enough to keep up with the russian demand for applicants and calls and again and again technology wasnt up to handle the stress. There are more than 3,500 banks participating as we hear the big ones like bank of america and citigroup. But again, its family and mom and pop institutions that are sort of practicing and understanding the rules as they write these things out. So its understandable that you have a flood of activity like this. They are adding 250 billion to eight or want to and i dont think people will quibble with that amount. If anything it will go a lot higher to keep up with that. The question then after that is whats on top of that . Theres already talk that if this passes by just online vote in the senate and it goes to the house, the house will likely add on other benefits for Health Care Workers and Emergency Responders and this 250 dot billion dollars stimulus relief or whatever you want to call it turns into half a trillion dollars. But lets say, no one is looking at the cost of this. Sandra final thoughts if i could turn your attention to the markets again. The dow is up 330 points. You had the dow clawing its way back out of bear market territory, but you look at the jobless claims numbers. 16 million filing for jobless claims over the past three weeks. The economic damage from this pandemic obviously will be measured for months and years to come but when you see the stock market up after a number like this, is a lot of this baked in . I think a lot of it is. Remember they were talking 6070000000 unemployed americans when all was said and done . Now they are kind of getting their arms around, it might be only 45 or 50 million. So our sensitivities have changed on this but its interesting to note as you did come up with the gains that youve been seeing a little more than three weeks ago, we were at dow 18,000 and now we are close to dow 24,000. Thats down from where we were in february when we touched 30,000 but its a remarkable claw back. Now be careful. The six bear markets that we have seen, we had a number of bear market rallies that petered out and brought us to new lows. So that could still happen. But this is a pronounced climb on optimism that between the stimulus thats coming and it now with the Federal Reserve is launching and hopes that maybe the worst of the virus increasing case this will start to be slowing and that is all finding a tonic for buyers. It might be shortlived, but its gone on now a few days. There might be something to it. Good morning. Louisiana Officials Say that despite the 24hour death tallies, they say the overall numbers appear to be going to the right direction. They do fear that with the easter weekend the approaching that people may let the guards down and start to ignore the social distancing mandates so of course they are reinforcing that they are not out of the woods yet. They are encouraging the public to remain vigilant in order for the curve to continue leveling off. More than 17,000 cases have been reported across the state, 652 people have died. And 1,000 bed pop up hospital opened in the New Orleans Convention Center and we told you about that this week. Overflow for area hospitals. Initially leaders said they were working to expand and add another 1,00 1,000 beds but President Trump said he had a conversation with the louisiana governor about the possibility of not even needing those additional beds. There are no passengers on board but cruise line officials tell us there are some crew members on board. What i will tell you is that fema has given us a mission to construct these alternate care facilities and we are executing our mission right now. Ed is so how many facilities are we expecting and all . Right now the tcf center will be complete today and we will hand it over to the state later this evening. We also have another one that we initiated a couple days ago and its the suburban showplace. Ed got it. Those are important steps forward. Whats happening in the City Hospitals from what you are hearing from these officials . I get that thats not under your jurisdiction but the need to build these field hospitals must be coming because of real pressure on the existing hospitals. Right. The urgency was there since we started, since we were given our mission. So what we have anticipated is that it is our job to get these up and running as fast as possible and that is what we are doing. Ed okay and what kind of capability do they have in terms of beds . Weve seen this in the new york city with their ships that came in and fixing the javits center, obviously you are doing similar with that Convention Center in detroit. Whats the capacity and how many people are you going to be able to help . The tcf center will have 970 beds available and the suburban showplace will have approximately 1100 beds available. Ed okay. And how many Covid Patients will they be handling . We seen examples of other cities like new york where this kind of field hospitals focus on noncovid19 patients to relieve pressure and let the Covid Patients get their care from other hospitals. Federal Health Officials are trying to balance safety with our need for these essential services, communications, food and medical care. So under these new guidelines these critical workers who may have been exposed to the coronavirus but arent showing any symptoms will be allowed to return to work provided they pass regular temperature checks, where face masks in the workplace and practice social distancing avoiding things like crowded break rooms. They should not share headsets or other objects that touch their face and anyone who become sick must go home immediately. The cdc has also published a study suggesting a cluster of cases in chicago early on in the outbreak stemmed from an infected person who attended social gatherings with extended family including a funeral and a birthday. This further back so guidance to isolate with members of your own household. Fema has actually set up a system where they can see supplies and where they are throughout the entire United States. They are also bringing in supplies from overseas. We are seeing flights coming in every day with new equipment and we are also increasing the production. But to your specific question, what they are trying to do is make sure that those that need the supplies, have them. Theyve actually moved away from just sending supplies to the states, to actually send those supplies out to people on the front line. Just a few days after the program open for business, 100 billion in loans had already been committed. Thats 30 of the total funding spoken for in just the first few days. I would say thats very good news. It means this job saving program is attractive to Small Businesses. Employers can access it. But it also means we need more funding and we need it fast. Soon, i will ask unanimous consent to increase the funding for the Paycheck Protection Program to a new total of 600 billion. Im not talking about changing any policy language because both sides have already negotiated together several weeks ago. I am literally talking about deleting the number 350 and writing 600 in its place. Let me say that again. We are not talking about making any policy changes, we are changing the number 350, 2600. Thats all that we are suggesting here today. That, by definition, is a clean bill. I want to add more money to the only part of our bipartisan bill that is currently at risk of running out of money. So i was surprised to see the simple proposal met uneasily by the democratic leadership. The distinguished democratic leader and speaker of the house ought to use this Crucial Program to open broader negotiations on other topics including parts of the care is act where literally, literally no money has gone out the door yet. No money has gone out the door yet. The democratic leadership has suggested they may hold paychecks hostage unless we pass another sweeping bill that spends half a trillion dollars doubling down on a number of parts of the care is act including parts that have not even started to work yet. Sandra so what are you seeing as far as those in hot spots that are emerging when you look at those models . We know this epidemic is moving differently in different areas. We are a big country just like europe and we have spain and italy and thats exactly whats going on in this country. Obviously weve seen a Significant Impact in new york but we are also seen some emerging areas. I think philadelphia has had a lot of new cases and there are some areas in texas we are concerned about. We continue to monitor the number of new cases every day. Whats really important is the recommendations that weve been giving on 30 days to slow the spread. We are also seeing hope and we are seeing some evidence that those efforts are working in communities. California and Washington State have done a really great job with this and we are seeing some where the number of cases is decreasing or leveling out in those places because of all the great work they have done around implementing 30 days to slow the spread. Ed madame administrator, theres a story in axios this morning and there are members of the Health Department saying its flat out ridiculous to talk about reopening parts of the economy until we have a better idea, a better handle on this virus despite the optimism. Meanwhile there are other officials who are saying that may 1st may be the new target date to start getting the economy up and running. Do you think may 1st is a reasonable date . I think the task force has been committed to making datadriven decisions. We are telling the American People, lets all follow 30 days to slow the spread so we can get through this quicker. May 1st, obviously weve hoped that would come but i think its too early to identify a specific date. That being said the president has been very clear that he wants us to get through this as quickly as possible and we are starting to think about what types of things we would need to have in place in order to reopen. We are looking at the data as well. At the end of the day we want to make datadriven decisions that we know americans can be safe. Sandra a final question on telehealth. I know this is a huge part of what you are working on right now. You and the Surgeon General penned a piece published in the Orlando Sentinel about Medicare Beneficiaries and how this has been a game changer throughout this pandemic. Where do we stand as far as telehealth and being able to tap that as a major resource to carry us through this . Final thoughts. I think the efforts the president has taken around telehealth have been transformative. We know our Medicare Beneficiaries still need of health care services. They may just have asthma or diabetes or heart disease, something that doesnt have anything to do with the coronavirus and they still need medical care and they can now access the services from the safety of their home. It has been a game changer. We see an incredible response from the health care community, quickly standing up these telehealth services. Another thing to remember is there is no copay associated so theres no barrier for the medicare recipients if they want to use the service. People who are under banked or unserved on that basis, so they dont have a banking relationship. So we said for the next 250 we really need to have a percentage of that, 60 billion that will go toward something called a Community Development or financial institution. He said we need to patch holes and move together and he said this does not have to be contentious but you see that it is. We certainly have seen a flattening of the curve over the past several days, weve seen a slight decrease just today and cases. So we certainly are heading in the right direction. Ed are hospitalizations coming down along with that . We have seen that in new york and some other places as well in terms of the number of people being admitted at the same time that the number of people being released from hospitals with positive results in terms of, that they are getting better, thats on the rise . Yes. I would say that our cases coming into the hospital are relatively flat. I think a real positive as of this morning we have now discharged 930 patients who were covid19 positives, are discharged home. We are seeing a gig lower utilization of ventilators in icus and more people being extubated and coming off of the ventilator and going back to the medical surgical unit. We are definitely seeing an improvement in the outcome of how patients are fighting the virus. Ed that certainly sounds like good news and it we hope it holds because in various places around the country, nobody wants to get ahead of themselves. The governor though when you mention ventilators several days back, suggested the state was about to run out of ventilators and needed more. I know the federal government was trying to help. Whats the situation with ventilators . I think the governor has done a great job getting ventilators to louisiana. If you go back seven or eight days ago we continue to see an escalation of cases and no one could predict at that point in time where that was going to hit so i think the governor was being very proactive to have more ventilators come to louisiana and more of those ventilators came here as well. Today we are in good shape from a ventilator perspective and we are actually seeing a reduction in ventilator use. So i think today we are in good shape especially with the flattening of the curve here in normans. Ed how has the coordination been with the federal government . Coordination has been great. Then last friday we actually received from the federal government, we were getting short of surgical gowns and we received 230,000 surgical gowns i came from the federal government. If President Trump was involved with that as well as folks in the white house so i think we have seen good coordination with our Government Entities as weve gone through this process. Ed we are seeing some video there of that Health Care Workers you just referred to in terms of getting gowns and gloves and respirator masks. What is the situation in terms of folks who were on the front lines of this hour . That was a problem in a lot of states including louisiana, talk about those important medical supplies. I would say that we got ahead of the game early on. We started working with local companies to manufacture hand sanitizer, to start manufacturing surgical gowns and masks and actually face shields. We 3d printed a face shield and have that done as a prototype with our Innovation Company and then our supply chain folks worked with local companies to produce those face shields and weve done the same thing with gowns and masks. We also have had Companies Look all over the world and although there have been days that have been challenging, generally weve been in really good shape from personal protective equipment and are First Priority is protecting your patients enter Health Care Workers. Thats quite a rally. Because the market is always forwardlooking and its looking at the future as better than the recent past. Now having said that the recent past looks pretty bad, we had a jobs number, that was a million more. A jobs lost number that was a million worse than we expected, 6. 6 Million People filed for unemployment last week. You add that onto the previous two weeks and that 16. 78 million workers having applied for unemployment. Thats onetenth of the entire workforce in the United States which is about 160 million. Now that could actually increase another three times as a result of all the jobless claims coming in over the next couple of weeks. That would be onethird of the workforce. But again because of the Government Program that gives help to businesses who continue to keep people on the payroll, that is seen to be temporary. The government Just Announced that the senate wants to put in another 250 billion to the 350 billion ppp program, the payment protection plan, which would give loans that would turn into grants if people kept folks on the payroll. That would be a total of 600 billion and an enormous help for the Small Business and the economy. The idea is once we come off of the shutdown of the economy, we will be in good shape. The other thing i have to emphasize without getting political, we have a president who comes from the private sector and thats a very fortunate thing right now because he understands, unlike a lot of people in the political culture of washington, he understands what businesses needs need as incentives to grow. And to get back into business after they pulled out of it. And he surrounded himself by other people who have experience in the workforce. We are fortunate that the people who are planning a lot of this know a lot about what the private sector needs to get these businesses going again. We will need a big boost and we got it not only from the federal government but also from the Federal Reserve. They announced another 2. 3 trillion package today, the Federal Reserve, in which they are going to buy up a lot of bonds that corporations issue including some what used to be called junk bonds, high interest bonds. They are all in. The only thing the fed hasnt done is bought stocks but the idea is this country in three weeks or another month or however long it is will be ready to go. Sandra but in the meantime one of the big factors will be getting that stimulus cash into the hands of the American People, particularly those who are struggling the most. Theres a big question over what happens when those checks do go out. People deposit them and hopefully it helps keep them and their family afloat. Whether or not you will owe taxes on the stimulus check. Whats the answer to that . The answer is no, you do not owe taxes. Even if you make more money at the end of 2020 than you did in 2019, he will not owe taxes on that stimulus check. The problem with the stimulus check is how long some of them might take to get to you. Some of some people who have direct deposit for the tax refunds are lucky, they will get there stimulus in their Checking Account pretty soon. Other folks like me, all of my tax refunds come in the mail in check form. Im kind of oldfashioned. The problem with that is we wouldnt begin to see those checks come out until the end of this month. So if you dont have direct deposit you will have to wait a couple more weeks in order to get those checks. But a stern warning to folks who might get calls from people claiming to be with the irs. The irs will never call you to ask for banking information from you. If you get one of those phone calls, its a scam. Do not answer it and do not give them any information about your Social Security number or your banking information. None of that. The irs is not going to call you to ask for your banking information. Dont do that. We really looked a at the essential work force and how to maintain that workforce, particularly at this time, as we begin to get ready to reopen and have confidence in bringing our law workforce is so we put out new guidance for essential Health Care Workers who have been exposed to the coronavirus. Ed dr. Nicole saphier is a fox news contributor. She joins us this morning. Good morning, doctor. I want to get to that guidance in a moment but i wanted to start big picture. We just had an interview or a short time ago with a Health Care Leader on the ground in louisiana who is saying much of what we heard here in new york, that tragically there has been a horrible spike in the number of deaths but they are seeing the number of hospitalizations come down sharply as well. And they are seeing light at the end of the tunnel. Talk about the significance into states like louisiana and new york where we have been searching for some good news. Louisiana and new york have some of the highest cases in the country and its really hard to sift through the information that we keep being given on a daily basis. On one hand it you hear hospitalizations are down but on the other hand you hear Governor Cuomo saying there are so many deaths, a lot of people dont understand how those tied together. Here it is. Covid19 is not like a common cold that you have are for a couple days and then you are over it. For the people who are being hospitalized or in the icu with covid19, they are there from one through three or even four weeks. The people that are dying right now, the numbers weve heard about, theyd likely been in the hospital for weeks, meaning they were exposed to the virus before a lot of the stay at orders and before a lot of the social distancing measures took effect. Thats why we are seeing fewer people going into the hospital now because we have fewer new infections which tells us that everything we are doing right now is working. It is so painful to be home right now especially during this holy week, but these numbers are telling us that its working. One of the problems that louisiana is saying is, louisiana has a different demographic population then elsewhere in the country. Their obesity rates are higher and they also have higher chronic illness, diabetes, cardiovascular and chronic lung disease. So they are seeing a higher case fatality rate. They are seeing lots of people die. Im so happy to hear that they have fewer new cases because thats a vulnerable population. Their Health System has ramped up a lot since Hurricane Katrina but the Overall Health of that area still remains more poor than other places in the count country. Ed absolutely, so some signs of hope there. Lets talk about new guidance from the cdc. Heres the Surgeon General Surgeon General this morning on fox friends. The cdc actually determined if it would be safer these people to go back to work and they said we feel its safe to go back to work and essential businesses if you take your temperature, if you wear a face mask at all times. If you still practice social distancing. In this applies to essential workers because if everyone goes back to work then it will be impossible to social distance. Ed its will talk about that in the guidance of the transition of the economy that we wont just see around the countrthere but the entire coun. We heard from mike pence last night and he said we live with the president who holds people accountable for their actions and with these new cdc recommendations, right now whats happening, if you had a Health Care Worker or Frontline Worker who was exposed to someone, within 6 feet of someone who tested positive, then they were having to self quarantine whether or not the demonstrated symptoms. Now, they are saying we acknowledge that there is a symptomatic spread and we acknowledge this is a highly contagious virus but we will put the personal responsibility back on you. If you take these appropriate measures, you can get back to work because thats not only better for you but better for the economy. You have to wear a mask going back to work and still practice social distancing. We are going to be hanging out in break rooms or having high fives in the hallway, still maintaining social distancing practices but going back to work. It is also recommending taking temperatures just so you can have an idea if your temperature is increasing. They also recommended perhaps the employers are monitoring their employees temperature is. Im not sure how that will play out and i dont know if outside of a Health Care Setting that will work. But this i think is a very first step of opening up our economy again, getting people back to work. If the Health Care Workers and frontline people can demonstrate that they can do this and this is effective and we are not going to see a spike in the number, there is no reason we cant start opening up other businesses by adhering to the same measures. Ed last thing i wanted to get to come on one hand that the treasury secretary thing may be may 1st is a reasonable idea where we can get things going again but the fed chairman is saying, i dont disagree with that. But you have to be careful about a socalled false start where you open things up and then god forbid, theres another health outbreak. Listen, ada. The first thing we could do is jump, dive in the deep end, then open everything up and have another spike and close things down again. We do need to get things open and get people back to work, but we need to do it in a very smart manner and a safe manner. I hate when people say, by may 1st or april 15th or easter because that gives you such a finality, such a deadline. I just set you up for failure or false sense of hope. The bottom line is this new cdc recommendation to get the Health Care Workers, thats a first step in opening up businesses. I would be surprised if you saw that expanded to other Small Businesses. I will say one of the reasons that new york and louisiana have some of the highest cases right now is because they are doing some of the best reporting when it comes to new cases as well as reporting deaths and they are also doing a lot more testing than the rest of the country. So we have to be careful. The virus is everywhere so we all want to take proper precautions and we want to be smart about it but i truly believe the cdc recommendation is the first step to getting us open again. I hope we start opening up things before may 1st. It wouldnt be surprised if it opens up before or after but the time is now to start doing it. Ed very careful, and one step at a time. Governor whitmer is expected to announce the extension of the stayathome order as the number of cases in michigan has crossed the 20,000 mark on the number of dead at last official tally was nearing 1,000. That puts michigan as the third most severe state in the nation. Most of the cases cluster in the Population Center of detroit, where you mentioned it nearly 6,000 cases in this city outpaces now 37 states. Tests are being done on seniors and staff at nursing homes. There are indications that people are taking it seriously, staying home, and its working. But something the detroit mayor is worried about is a forecast for warm and sunny day. Now our fox affiliate in detroit reports that some nurses at sinai grace hospitals in detroit were sent home after refusing to work. The Henry Ford Hospital had six staffers test positive for the coronavirus and the beaumont Health Care System said 38,000 of their Staff Members called in sick with corona symptoms. The staff at beaumont says at the moment they are keeping up with the volume but if the numbers spike they will not be able to keep up with the volume. But in the baltimore and Washington Court or we are now at about 12,000 and probably about fifth or sixth in the nation. We have about 5 Million People in between those two cities and our numbers continue to rise fairly rapidly, not the kind of situation you have a new york. They are going through what you are going through now a few days ago or a week ago and they are now seeing hospitalizations and new patients going into the hospital and coming down. Are you lagging behind them where hospitalizations are still going up . So we are maybe ten days2 weeks behind new york and louisiana but we are hoping to not nearly be as bad because we took actions several weeks earlier than they did. I was the first governor in america to declare the state of emergency and one of the first or second to close all of the schools statewide. Weve been really aggressive for the past 35 days and we are hoping that that will dampen some of these numbers but we are definitely at the beginning of the climb as opposed to sort of at the apex where we believe they are and they are hopefully starting to flatten out. We are hoping our climb isnt as steep but we are still a couple of weeks away, ten or 14 days from reaching the top. Ed got it. What about the Health Care Workers on the front lines . Theyve been doing heroic deeds come after they have the gear they need in their state . They are just incredible putting their lives on the line for the rest of us and my heart and my appreciation goes out to them. We are doing everything we possibly can to get them the protective equipment that they need to come up the mask, the shields and the gowns. But its a difficult situation we are all dealing with and every one of our states and we are working with our federal partners and each of the states as being as aggressive as we can to help our hospitals and Hospital Systems get the things that we need to those hot Health Care Workers on the front lines. Ed last question in terms of figuring out the schools moving forward, some governors have said they are probably done for the entire year and others saying they are hoping to get some school time back. I have to admit i have a conflict of interest here because my daughter wants to know if you can help with her homework. But in all seriousness, whats happening on the ground . Id be happy to help her with her homework a little bit. [laughs] schools usually are ending here in the middle of june and we will wait and see over the next couple of weeks exactly where we are and how much we are able to flatten the curve and what happens. The School Superintendent is working with all of our 24 local superintendents to try to make those decisions and in the meantime they are trying to do Distance Learning as much as possible online and sending homeschool plans. We would love to get them back open but we dont want to do that if its not safe. Ed ive been getting the emails and youve been getting laptops to those who need them. I know its been a lot of rough days but you are dealing with a Monumental Task and it doing it well. Good luck in the days ahead. Sandra the shutdown of a businesses nationwide is leaving fields full of produce. How farmers are coping with this shutdown. Loss of product. Sandra an update from Governor Andrew Cuomo who is now speaking. I know it feels like a lifetime, i tell my daughters every day that its only been 18 days since everything closed down. Its only been 13 days since the first covid19 case in new york, feels like a lifetime. Its been 80 days since we had the first case in the United States. Its been an intense, lifechanging 80 days but thats what it has been. When we started this situation that we are still in the midst of, before people get complacent, the end of march, the White House Task force in the Coronavirus Task force is still talking about 1. 5 1. 52. 2 million deaths. The bestcase scenario with mitigation efforts was 100240000 deaths in the United States which is breathtaking. For new york there were a number of models that were put out that we are following. The most frightening was Columbia University, that said we could have 136,000 people. In new york city only, who would be hospitalized, not infected. We had the mckenzie model, with suggested at 110,000 people could be hospitalized statewide. We had a second scenario for mckenzie which was 55,000 people hospitalized and then the gates foundation, thank you very much, funded the ih mb study which set a high point of 73,000 statewide. Any of these scenarios are devastating for new york. Because remember, we only have a 53,000 bed capacity system statewide. 36,000 beds in new york city. So any of these scenarios are problematic. Luckily, the current trend if it continues and if we continue the flattening of the curve, we are at about 18,000 people hospitalized right now. We have increased the capacity of the system dramatically. We have moved pieces around the state like never before. Our health cares system has done a phenomenal job in doing an insurmountable task. Our federal partners, the army corps of engineers, they have really all jo done a great, gret job. In our theory, my job as governor, prepare for the worse but hope for the best. But prepare for the worst. Now we are about a 90,000 bed capacity in our overall system today with all weve done. Even the 90,000 beds as you see doesnt compare with the most problematic scenarios. 90,000 beds, we can handle the mckenzie moderate scenario. We dont make the mckenzie severe scenario at 110,000. I believe that 90,000, we have a plan to get to 110, converting dormitories et cetera, but it would be a massive undertaking and a massive scramble. We do make that gates funded projection model. The Columbia University model we could never that would just be a nightmare and thats the one that keeps me up at night because you couldnt get anywhere near that projection. But all of the statisticians also said, look. We dont know how effective you can be at closing things down and social distancing because weve never done it before. But they all said thats the chance to socalled flatten the curve, if you actually got people to comply with all these measures, and we have never seen it done before in this country, and we dont know if you can do it. So that is the big if in the equation and remains the big if in the equation. You can flatten the curve, we are flattening the curve by what we are doing and we are flattening the curve so far. We should all be concerned, especially new yorkers. Well, we are flattening the curve, thats good news. It is good news. Well, now i can relax. No, you cant relax. Flattening of the curve last night happened because of what we did yesterday and the day before and the day before that. This is all a direct consequence to our actions. If we stop acting the way we are acting, you will see those numbers go up. I show the projection models because we cant handle the worstcase scenario. We cant even handle the moderate Case Scenarios with all we have done. So it is essential that we keep that curve flattened because we dont have an option of handling the curve if it goes higher. Ed youve been listening to the governor of new york, andrew cuomo, talking about what he referred to as 39 dramatic days since the first case of coronavirus here in new york. He reported, again, after several days, some Real Progress and decreases in the number of hospitalizations even though there has been a tragic increase in the number of deaths here in new york. He said amid this progress he wants to make sure that people do not pull back from social distancing, keep that progress Going Forward. We will stay on top of that and watch it. We had a lot of farmers that had to plow high quality food back into the ground or leave it in the ground and ive heard from farmers from florida to hawaii that its causing a lot of economic harm. Farmers have to make planting decisions in california right now to be able to harvest crops in the summer and the fall which will supply our restaurants, universities, schools and our Grocery Stores but we have no certainty and no way of knowing what the demand will actually be or what the price will be and they could well flood the market of the air only remaining market, our Grocery Stores. That means a lot of product in one place. You flood the market and you end up with even more economic harm. Its highly uncertain and its really hard when you have a perishable crop that has to be anticipated 90 days or 120 days before harvest. Sandra when you talk to farmers, what is it what could help them out right now while we still havent seen the economy reopen . The last relief package that was passed, the 2 trillion package includes about 9. 5 billion for farmers and the livestock and Fresh Produce sectors as well as other food systems. We need the administration to ensure that Fresh Produce industry players, the farmers and the farmworkers and people in the Food Supply Chain are bridged during this period of time to stay afloat, just as we are all concerned about our restaurants as we should be, those are people we know and love. As well as a people who supply the restaurants, the workers on those firms who earn their living making sure they get fresh fruit to those restaurants. They are in harms way as well. So that 9. 5 billion that will be allocated, we need the produce industry and the farmers in that industry to see their share of that.
