But oxygen could be a precaution and the ventilator is key because the ventilator would be a sign of deteriorating emotive type condition called acute respiratory distress syndrome. Thats what you would be worried about the fever and shortness of breath and a cough but he mustve had a ct scan by now and greg is reporting no sign of pneumonia. That would be if true very guardedly optimistic. We watch for all sign, all can be affected, most of all, that ct scan is something that we look at and how much oxygen he needs. At 55 years old as far as we know no Underlying Health problems, exercises regularly, all of which are good prognostic signs of our hopes and prayers and great medical care will factor in. We still have to extend the new york because because if that curve is turning, its turning because the rate of infection is going down. One of the reasons its going down is because social distancing is working. Sandra so how important is that message, dr. Siegel, that while we will hopefully continue to see the numbers improve that people continue to maintain that social distance and keep improving . Its usually important, we are seeing what it looks like im a 100,000 cases over 16,000 hospitalizations over 5,000 deaths. So if youre seeing less death down to about 600, still have a Health Care System is overwhelmed. Less people out on the streets, all of that will help dramatically as well as the other precautions and social distancing. That will have a huge effect as well as we can test more people and figure out who actually has this virus, this is a longer process. Is not going to happen overnig overnight. Sandra i know that ive heard from you and other doctors talking through this as well and while the numbers start to improve, we will see the weather improve if people get that false sense of confidence to let that social distancing down, its important that we maintain it. Per the governor and you. In dr. Fauci talking about the new normal in the way life might be after all of this. Acting like it never was a coronavirus problem, i dont think thats going to happen until we do have a situation where you can completely protect the population. You want to get to precoronavirus, that might not ever happen in the sense of the threat is there. Sandra so what do you think that new normal looks like after all of this . When he says reaching a point, hes talking about a vaccine which of course is a year away at least. You might see it differently than dr. Fauci who i admire and as a mentor of mine, if we could get to the point where we know something called a viral load, how much do they have . How contagious they are, whether theyre immune or not, we have the technology for that. If we can rule all that out with hiv and hepatitis b, we get a better sense of this virus in the community that may be an intermediary time before the vaccine we can roll back the draconian precautions we are taking. You have a funeral director in queens near where we are not too far away saying it feels like three years of funerals condensed into a month. Again, i dont want to focus on the morbid but talk about the toll that we simply cant ignore. We have no choice but to talk about it. Im having conversations i never imagined that we would have every day on our Emergency Operations center calls. We talked about what our more capacity is and do we have enough body bags and we can see the death tolls and they are horrific, i think to a great extent, we can see the emotional toll is going to be even greater at the end. On families, people who have lost loved ones and havent been able to be with them, that toll i dont think we will fully understand until after this is long done. Ed can even have proper burials in the short term, the emotional toll you talk about. Trying to stem this crisis, heard so much about. You said you are running out of ppe but now has helped give a lot of these masts and other things. Where you now on masks and ventilators . Weve been working very closely with Governor Cuomo who has provided great leadership, and he is working with the president and the issue is about bringing resources into new york so that they can be here in Suffolk County and the other places that need those resources and having the commitment of the president , he talked about Suffolk County the other night in his daily press briefing, that means a lot to the First Responders here, to the frontline Health Care Workers knowing that that commitment from the white house made sure that we have the resources on the ground is really important. May keep people in the job and thats exactly what the treasury secretary wanted, make sure that money goes out the door to employees even though theyre not working and they were at home, but is not going to bring business back and it seems to me were going to need a fourth stimulus package here. One would think that if you have a Senior Advisor inside the white house saying heres alarm bells back in january and february, this could cause the american taxpayers and could cost us in terms of output in this economy 6 trillion. He wouldve gotten word of it. Did you not hear about it in realtime . As i said, i think the president very quickly taking steps that a number of people criticized, thought it was premature. The Small Business loans are in my view very important because when kita reopening the economy is going to be keeping employer and employee relationships intact. Its also the aim of the paid leave bill the president signed a week earlier my two weeks ago now, which we already have begun implementing to the Labor Department as well. Keeping that connection is going to be a crucial step to getting the economy reopens. Ed to your point, the president has called Small Business in america the engine of this economy before this crisis, obviously want to get Small Businesses back up and running as quickly as you can. What we are looking at right now is probably the peak of the epidemic in the United States will be by next week. So we are not nearly out of the woods yet so we are looking at another week from the number of cases continue to go up but a lot of the models are showing a decline, pretty steep decline as we go through the month of may. We will see what other cities are being affected. Right now, seeing rates like places like detroit and new orleans, especially cities that have large concentrations of four people and trying to understand that link with poverty whether its due to underlying diabetes or hypertension so thats one of the trends we are looking for. The other big trend we are looking for is what happens as the numbers start to decline as most of the models suggest as we move into the summer. What do the out years look like . And the reason i bring that up as we have information, things like the flu which for instance the 1918 flu epidemic, many people dont realize that we saw that going to 1919 in 1920, so it lasted at least two years. So how are we going to operate the country now with the possibility that it may come back in the fall or this time again next year . That is really going to provide. Ed staying in the moment right now, i just want to also pin this down because you give a very interesting answer about the cautious optimism. We have heard this from andrew cuomo here at the top of the hour, another news briefing with in the meantime, hes been saying the last couple of days, he is seeing the death rate come down here in new york state. He is cautioning that could be a blip or a sign of some optimism that weve got to remind people that even as the death rate comes down, theres a Staggering Number of deaths in new york, louisiana as you noted and a lot of other places. So how do you balance all that out . The metaphor that i like to use as we are going down to the eye of the hurricane. Now it starts to go down, but the other side of the hurricane is just as bad as the first part. So thats why its really important to look at that social distancing for the next few weeks just because its starting to decline doesnt mean we let up. This is the time we really try to nail it down and make this thing go away at least for a while until we can figure out a longerterm plan. Dr. Fauci, now we are starting to see the payoff in terms of not so much financially, but in terms of new Public Health interventions. We are going to see a number of new drugs being repurposed, drugs that have already been developed for one reason, the convalescent antibody therapy, some new molecules. This is all going to rolled out in the coming weeks and months. The hardest thing we do has scientists trying to develop new interventions with a new virus agent in the middle of a pandemic and theres not a lot of historic precedent for that but i think if anybody can do it, it is our u. S. Research had institute of Research University infrastructure that has been developed over a period of years. And paid for by the American People. I think we are going to see that. Ed good oldfashioned ingenuity. But heres what he said about the transition back to some kind of a normal life. Of back to normal means acting like there never was a coronavirus problem, i dont think thats going to happen until we do have a situation where you can completely protect the population. When we get back to normal, we will go back gradually. We want to get to precoronavir precoronavirus, that may not ever happen in the sense of the fact the threat is there, i feel confident that over a period of time, will get a good vaccine that we will never have to get back to where we are now. So if that means getting back to normal, then we will get back to normal. What is your message to the American People this morning following on dr. Fauci about how we need to be careful about all of that . As i mentioned, a lot of projections are saying that this is not a oneoff thing. Were going to be dealing with this virus for at least a couple of years. Wont be anything nearly as bad as what we are dealing with right now. It will come back later in the fall or early next year, im going to figure out how to manage this and parts of the country and whether we have new technologies. So we are going to talk about this and that flu pandemic having that big of an impact but we are managing it and thats what we have to realize, its not going to be a situation in the Surgeon General said yesterday, its not like all of a sudden the magic bullet is going to come out of this and we are all good to go. Is going to be pieces of technology that will rollout. We will be having to go up and down and evan flow over the next couple of years but we will get through. We have the medical side of it and the investors looking at signs of at least stabilization looking at the curve that appears to be going to italy and spain and seeing the early signs of that in a place like new york, perhaps will learn more from Governor Cuomo so you have that on the one side and the economic side of it, you have more helps the government will provide even more money and more relief, even more stimulus as we know tough times are ahead for the next few weeks or months and theres a lot of talk going back to the stimulus side, the come was like the treasury secretary Steven Mnuchin saying keep applying for those Small Business loans and even if we run out of money, they will go back to congress and ask for more. So that leads to some optimism. The s p is up today and if it ends up where it is right now, it will be like the dow quickly out on bear market territory up 40 just about as quickly as it went in on march 23rd. Sandra it has been a historic time for the market, significant moves both to the down side and now back to the upside here. As we look at the Grocery Shopping situation across and look at food stamps, they let those food stamps recipients shop online. So if you are someone who receives those, you have a compromised immune system, fall into the vulnerable category, what is being done to help them out . This is a really interesting story and we will see if there is movement on the federal level because to your point, six states right now allow you to shop online to the food stamp program. Trying out similar programs. Now governors in states that dont have it and waive these requirements that dont allow it in other states and maybe expand programs like this and we will see if that happens because understandably, they dont want to go to the store. We see this ourselves trying to shop online is that even if you are allowed to, its difficult because getting on a fresh director amazon or whatever the company youre using. Lets see if they expand this, number of governors would like to see that happen. Sandra last question on the auto insurers from a stay at home orders across the country right now, they are refunding millions, so what are we seeing on that front considering we are not driving and that significantly driving the number of accidents. Yes, it has and the money that they would normally have to pay out to your point, they dont now. So at least two of the Auto Insurance companies have started refunding money to clients or customers and some other Companies Say if you call them, they might be able to work something out. So this is something they might want to look into with their insurance company, allstate and American Family insurance have started refunds in the case of allstate you get a 50 refund for april and may, they are returning 50 per vehicle but geico and others have said if you give us a call, we might work something out here, and environment were so many people are looking to save every last dollar, this might be something if you havent heard from your own Car Insurance company, see what you can work out. The epicenter of this pandemic has not seen an increase in deaths leading to some cautious optimism. We have again hopeful news in the data. That could be slowing, plateauing, turning. But its also dependent upon what we do and how we handle ourselves and we know that social distancing is important, thats why i am extending the ban on keeping business is closed, extending the ban on schools. Sandra we have live Fox Team Coverage for you this morning. Dr. Nicole saphier standing by but we begin with David Lee Miller at mount sinai hospital in new york city. Good morning. Good morning. I may or bill de blasio spoke to reporters and said he is hopeful but not drawing any conclusions that the city may have turned a corner and its battle with the coronavirus. Latest numbers show that the spread of the virus is slowing. In new york city now, more than 57,000 people have tested positive and more than 3,000 have died. And the mayor said for now sounded cautiously optimistic. The good news is, it is giving us more time, it is giving us the opportunity to get more ventilators in, and know we can get farther into the weeks. Thats very good news, just the fact that we bought a few more days, and we could absolutely protect lives because ventilators will be there. Thats news. Ed we are learning more about the impact of the virus in new york state which accounts for slightly more than a third of all the cases in the entire country. According to stats compiled by the state health department. 86 of those who died had some type of underlying illness statewide. 61 were men and 63 were over 70. Officials warned new yorkers should not be complacent. The governor s you just heard for those who violate the rules on social distancing, also extended the times schools and businesses will remain closed until april 29th. New york continues to try and find more hospital beds. President trump agreed to the governors request to treat coronavirus patients on the navy ship the comfort and the Episcopal Church is now helping with the battle and is joining forces with mount sinai hospital at the cathedral of st. John the divine. Back to you in the studio. Sandra David Lee Miller, thank you for your reporting on the ground there in new york. Now to albany where the governor is now speaking. Three day averaging of these numbers, the three day averages down, which is good news. This is the threeday hospitalization rate. We tend not to look at any one day, daytoday is up somewhat but if you look at the threeday average, it is moving down, which is good news. We talk about the apex and is the apex of plateau, and right now, we are projecting that we are reaching a plateau from the total number of hospitalizations and you can see the growth and see it starting to flatten. Again, this is a projection. Still depends on what we do. And what we do will affect those numbers. This is not an act of god that we are looking at. Is an act of what society actually does. Changing daily icu admissions is way down and thats good news, the daily intubations number is down and thats good news. The discharge rate is right about where it was. The bad news is 5489 new yorkers have lost their lives to this virus. That is up from 4758. That is the largest single day increase, and we talk about numbers, but that is 731 people who we lost behind every one of those numbers is an individual, its a family, as a mother, and its a father, sister, a brother so a lot of pain again today for many new yorkers and they are in our thoughts and prayers. Many people across this country. While the discrepancy or the discordant see number of deaths from a number of hospitalizations dropping, the number of deaths, number of losses his lagging indicator the number of hospitalizations. What happens is the person goes into the hospital, if they are treated, most of them are then released and discharged. Some stay, some get put on a ventilator, the longer you are on a ventilator, the less likely that you will ever come off that ventilator. And that is why you are seeing the number of deaths increase, because these are people who came in at the peak. They were not successfully treated, they are on a ventilator and the longer youre on a ventilator, the less likely you come off the ventilator. New york is still the most heavily impacted state in the nation. New jersey, which is on the curve little bit behind new york is suffering, and again our thoughts and prayers are with them. They spoke to governor murphy of new jersey today, and we talked over the situation and working on joint strategies, but our heart goes out to all of our neighbors in new jersey, michigan, california, louisiana. In terms of our operating, how we are managing the situation as we know the Hospital System basically has a three legged stool, it relies on number of beds, number of staff, and the equipment, number of beds we have started with the system of about 53,000 beds, statewide up to about 90,000 available beds so we have more than enough beds available. Staff has been a problem, staffing. Health care staff is getting sick, they are overworked, they are stressed, under great emotional stress, you think about these Health Care Workers who are working in a hospital in an emergency room thats overwhelmed, you are worried about your own health, worried about bringing a virus home if you are infected. At home is under stress because everything is under stress. About 7,000 new staff have been hired from the pool that we have identified. These are retired Health Care Workers who came forward, these people from across the country who came forward has a pool of potential employees, the hospital is higher from that pool and theyve hired about 7,000 today. The protective equipment, ventilators, we are stretching and moving, but every hospital has what they need today. They balance the patient load among all hospitals and so no hospitals system gets overburdened. And that is a daily adjustment which takes tremendous Cooperation Among all of the Health Care Institutions and i thank them very much for what theyre doing. And then we have the overload relief, which is a Javits Center 2500 beds and the u. S. Navy ship comfort. The u. S. Navy ship comfort had 1,000 bed capacity. Was originally for noncovid19 patients, what wound up happening was we dont even have nonCovid Patients. Close down society, there is fewer traffic accidents, crime is down, so the original plan which was the comfort would take noncovid cases from the hospital didnt really work because the hospitals didnt have noncovid cases. I told the president yesterday morning and asked him to speak to the department of defense to see if they would change it to covid. The president , to his credit, moved expeditiously. Call me back yesterday afternoon and said they would make the comfort noncovid. When they make that transition, the capacity of the ship comes down from 1,500 beds. Because Covid Patients require more space, and therefore the capacity of the ship came down from 1,500. Still a tremendous benefit so between the comfort that is 3,000 beds, it is a welcome overload relief to the Hospital System which is already extraordinarily stressed. So i spoke to general shaughnessy today as we spoke to the comfort, the department of defense has been fantastic in a number of military personnel they have sent up here and how quickly to run facilities this large has come up to speed. Handling this many Covid Patients and a new start up emergency facility. This is a really difficult undertaking and they have really been fantastic and im going to thank them all. I want to thank the president for moving as quickly as he did. We are working on a tristate cooperative has i spoke to governor murphy from new jersey in the state of connecticut, we coordinated the shutting down if you will when we did, schools, businesses, et cetera because this really operates as a tristate area, a lot of people who live in new jersey work in new york for living new york, work in new jersey or connecticut, so we talk about the tristate area and we try to operate to the best we can as that regional collaboration and that has been working well for us on schools on the economy on health care issues. We have to start planning restarting life. We are not there yet, but this is not a light switch that we can just flick one day and everything goes back to normal. We are going to have to restart that economy, going to have to restart a lot of systems that we shut down abruptly, and we need to start the plan for that and i spoke to the governor about coming up with the regional metropolitan tristate approach to do just that. When we get to that point, which we are not at, but how do we restart our economy and get everything up and running as quickly as possible . My personal opinion is its going to come down to how good we are with testing. Youre not going to end the infection and the virus before you start restarting life. I dont think you have that luxury. How do you start the economy back up, how do you start getting back to work as quickly as possible . Its going to come down to testing. Youre going to have to know who had the virus, who resolved the virus, who never had it, and thats going to be testing. And that is an entirely new field that we are just developing now, right . New york state developed a department of health to develop an Antibody Testing regimen that department of health has approved for use in new york state. That has to be brought to scale, and the department of health is going to be working with the fda to do just that. This test the blood to determine whether or not you have the antibodies which means you have the virus and resolved the vir virus. Thats why you would have the antibodies for the virus. That would mean that you are no longer contagious, and you cant catch the virus because you have the antibodies in your system, which means you can get to work, you can go back to school, you can do whatever you want. But you have to have that testing, and you have to have that testing on a scale. You have 19 Million People in the state of new york, just think of how many people you would need to be able to test and test quickly. So the Antibody Testing as part of that. Also, Rapid Testing to determine whether or not you have the virus now exists. They have 15 minute tests that are commercially available. But again, they have to be brought to scale. No private company has the capacity to bring those to scale. So speaking with governor murphy and governor lamont, we are interested in working with private companies that can actually bring this Testing Capacity to scale quickly because again if you have the Antibody Testing, thats part. You can then test if a person is positive for the virus and you can do it that day you can get those results in 15 minutes, that is also another way to get back to life and do it quickly. So we are very interested in that, so is connecticut. There are private companies that have these tests. Again, its all up to scale. We are starting them in the state of new york where we have a 50,000 person Testing Capacity which is nice, but it is not a scale thats actually going to make a large difference, so private companies that are interested in getting it to this base and coming up to scale quickly, we are interested in those companies and we are interested in investing in those companies and they should contact us at Empire State Development corporation. The state budget not just the state, but every state budget has been decimated by the situation. We shut down the economy, people arent working, not paying income taxes, businesses arent operating, it just collapsed. In revenue has just collapsed. You want to restart the economy. You have to help restart the local government and that is going to be a federal fact. I dont have the capacity as a governor, no governor does, to generate revenue in a positive way from an economy that is not operating. That is going to be a federal stimulus bill. There is no other way to do this. And it has to be a stimulus bill that actually understands you have state and local governments that have to be brought up to speed and functioning if you want to facilitate this restarting of the economy. The federal government passed some legislation as im set at the time, it was woefully inadequate from new yorks point of view. We have had some time to actually study the legislation and it actually gets worse when you read it, and its not even what was represented to us initially, so i am sending out a congressional delegation letter today saying the past legislation did good for the nation. I have no doubt, gave aid to a lot of people and places that needed it. But it was not fair to new york, and that has to be remedied in any legislation that goes forward. The last point i know has been a frustrating 37 days, but its only been 37 days on the other hand. I know it feels like a lifetime. It has been so disruptive, so abrupt, so frightening, so disorienting, but its only been 37 days. Everything in context and everything in perspective. I know its tough to get up every day and this is like groundhog day living through this bizarre reality that we are in, it is even more difficult i think with the weather changing and you feel the season is changing, and its getting nicer and you start to open a new book of possibilities and now the weather is getting nice and we should be getting outdoors and should be doing this in doing this, i get it. But its only been 37 days. And i started by saying those numbers of cases, that is not arbitrary. What we do affects the number of cases. Our behavior affects the number of cases. We are generating the cases. They are not descending on us from heaven. Is our behavior. So its been 37 days. The 1918 pandemic that we talk about peaked in new york for six months. Came through in three ways. And it peaked for six months. 30,000 people died in new york. During that pandemic. Why . They didnt react the way we did, they didnt know it is as we know today im a they didnt have drug therapies, but we are changing the curve in that virus group. You see that plateau because of what we are doing. We dont do what we are doing, that is a much different curve and thats what happened in the past. So social distancing is working. He shut down all the businesses, i know, but it is working. That is why see those numbers coming down. We were doing the same rate of interaction, those numbers would still be going up. So to the extent that we see a flattening or possible plateau, thats because of what we are doing and we have to keep doing it. I know its hard, but we have to keep doing it. And to the extent it takes an effort. Remember at this time, it is about we, and it is not about me. I know what i would like to be doing. I would like to be going it is motorcycle weather for me. A time to get on the water, time to go hiking in the adirondacks. I get it. Its not about me. What i do will affect other people. It will affect my family, it will affect other people. It will affect people in those Emergency Rooms for killing themselves every day to keep other people safe. I get infected, i will infect them. So we all talk about society and community and interconnection and interrelation in family and life is bigger than us. Now is the time to live that, right . Now is the time to live that. So when you feel that need, i have to do this, it is not about me, its about we and what is good for all of us and my health is in your hands. In your health is in my hands and the health of those Health Care Workers and those First Responders and all those people who have to show up to work every day to keep society functioning, we are responsible to them also. So to the extent its hard, i get it. But maybe if we think about it through a different lens, it will be a little easier. So lets not get complacent. We have to stay disciplined, we have to stay smart, we have to stay safe and we do that by staying at home, and we will get through that and through this together. Questions . Said yesterday that the comfort is meant to teach patients and isolate Covid Patients to a small number. Its going to be treating a small number of patients but will the ship be able to care for Covid Patients . I spoke to the president and i spoke to the Vice President and i spoke to helping manage the comfort. When you transition from nonCovid Patients covid, the capacity of the ship goes from 1,000 beds down to 500 beds, but i can treat 500 Covid Patients adequately and safely and that is what we are transitioning into operation now. How long is that going to take . We have a test that we have developed, we are working to scale that up now over the course of the next week will be able to figure out how many we can run, we are expecting to be able to steal that up not just here in the lab, but to get other labs to do it as well. We will have to work with the fda to get that approved. The fda has already approved in private antibody test, is there a way the states can work with them . The antibody tests, you have to look at them, some of them measure the immunoglobulin chain and the difference is that some suggest that its a new infection and others show that the infection has been around for a while. So its important to make sure that the tests that we are measuring show that individuals have the infection, and they still have the infection. So its important to make sure its the correct test. Measures immunoglobulin chains that they had the affection and it has resolved. Did you get that . Neither did i. Say that one more time. So there are many tests out there that the companies are making. Two types of immunoglobulins, starting to mount a response which happens with everybody and your body also makes an immunoglobulin after your infection has been resolved or has resolved. Thats what you want to measure. Otherwise, you may be measuring something which actually says you still have the infection in your body so you want to measure the one that says its resolved and thats the one that we are developing a test for. Sounds good. I almost understood that. Earlier today, i know im very provincial, we spoke with them earlier today, passed away from coronavirus, so this is saying stay away, should be small but people listen. This seems right for a mass gathering, is there anything that the state police and State Government can do to ensure the health . This is brooklyn. Im sure the nypd will be doing what they need to do. I made it clear yesterday that these social distancing regulations are not just pleased, they are regulations you can be fined for. We increase the fines make a point that we are serious and per the nypd, we will begin forcing it but also, people have to understand. I understand religious gatherings, i understand the orthodox community. I am very close to them, and i have been for many years. My family is very close to them. But now is not the time for large religious gatherings. We paid this price already. We have this lesson. That was new rochelle and westchester. So please, now is not the time. You do know one a service by making this worse and infecting more people. Theres been a lot of reports that communities of color have been particularly hit hard by the virus. Do you know if thats been the case in new york . A lot of data, gender, age, has it been difficult to get those racial breakdowns . So the hospitals actually dont report the race information directly to the states to what we end up doing on the back end is calling the Coroners Office around the state after the death has been reported so there has been a lag. We understand people want that information and we will have it this week. There has been that trend. Of the challenges is that some of the communities have challenges with their health in general, having some more challenges with asthma and diabetes and so any time who has underlying medical conditions ends up with this virus or any other virus, its more aggressive. There is progress they are and we will have that new interface up and running by thursday and we worked with verizon and a lot of the problem is the lines were crashing because the volume was so extreme. Now 80 of the upcoming calls into call centers so you should start as the semi easing up on that today and again, we just ask people to remain patient as we get this resolved. On friday regarding ventilator redistribution and that was also going to cover other things. Is there a reason for the delay . Im going to issue an executive order today on everything. What else with that cover . Everything weve discussed to date. Thats going to be voluntary, the taking of ventilators to help associations, is not going to be a voluntary taking of those . The hospitals tell us what they have quoteunquote available, meaning unused and they are not going to use it in the foreseeable future. So it was always of the equipment that you believe is available, if the state lent 20 of the available units as to be defined available, that would dana hundred. And 500 ventilators was a big deal especially two weeks ago. Frankly, since then, other things have happened. We have 1,000 ventilators from china, california freed up 500 ventilators, oregon sent 140 ventilators, state of washington freed up 400 ventilators or Something Like that. Weve also acquired an additional 500 ventilators. So we are not in the position that we were but thats what it always was. A hospital says we have available by their own definition unused inventory, not using for the foreseeable future, 20 of that number leaving them with 80 of the unused was 500 ventilators. No, thats what i was saying. [indistinct question] it is something i think is going to come up, and i think its an important thing to look at. Id also like to find a way to say thank you to these Health Care Workers who are out there every day. Talk to them on the telephone but what they have done is just incredible. Just incredible. Not just the Health Care Workers. The Health Care Workers, just think of the mindset to walk into that e. R. Every morning putting on these grounds, putting on all this protective clothing, having to change the protective clothing several times a day, seeing people pass away and then go home and deal with the stress at home, but also the First Responders and transit workers, you look at the rates of sickness, they know what they are exposing themselves to, and they still do it. God bless them. A large number or just any inmates that escaped prison system to curb this corona outbreak . We are looking at that anyway we can and we are looking at that continually. I dont think theres anything new on that right there but its something we are exploring all the time. Any plans are considering or specific models . We have done the model. We have done about 700 parole violators, people who were deemed to be low risk to Public Safety and also high risk to covid, so we have done that so far and we are continuing to evaluate it on an ongoing basis. About 400 people to come out of rikers so far, 130 people have been released, is there a reason for that . 240 out of rikers so far. On on more psychological and philosophical issue, 730 people died, these numbers keep rolling out, but it would seem to get numb to these sorts of stats. How do you counter that . How do you impress on people that these are human lives, that this is an enormous human catastrophe . You know, if they i hear the point. I guess one could get numb to the numbers and thats what i said remember every number is a human being behind that and a family. For myself, i can tell you the last thing i do is get numb. I can tell you for the hospital staff that goes through this, theyre not getting numb. For the families who are suffering, theyre not getting numb. The pain is increasing, the grief is increasing. You see those pictures on tv of getting to a situation where you have to put bodies and trucks and in parking lots, how you could get numb to any of this, i cant imagine especially new yorkers. We lose the humanity of this. Its something i struggle with every day. I try to think of the opposite. You cant stop you cant save everyone. This virus is very good at what it does, and it kills vulnerable people. Thats what it does. And it does that very well. And we cant stop that. The question is, are you saving everyone you can save . And they are the answer is yes and i take some solace in that fact. Our Health Care System is operating, i dont believe weve lost a Single Person because we couldnt provide care. People we lost we couldnt save despite our best efforts. But no, i dont see the numbness and i dont believe new yorkers see the numbness. I think the frustration of an individual situation can cause you to do irresponsible things. To go out to more than you should, to disregard social distancing, i think that is an issue. Thats what we are trying to address. [indistinct question] i dont know, its a good question. I think they go back i think and we are working on a plan with connecticut and new jersey because when we go back, we go back together. I think it goes back with people who have tested that they are negative for people who have tested that they have the antibodies which means they had the virus and they are immune from the virus or we go back with the younger people going first still protecting and isolating the vulnerable, but if it is waves, i think those are the waves. Sandra you been listening to new York Governor Andrew Cuomo speaking from albany giving an update on the number of deaths in his state. Yesterday, 731 deaths, now the total 5,489 in new york state alone, the largest single day increase although he did highlight a bright spot and that is he is predicting that the state is reaching a plateau as far as the total number of hospitalizations, also icu admissions and intubations are also on the decline, and he also shared news that there is now more than enough beds available, but he did show concern about the Health Care Staff and said this is not a time to stop the social distancing. That must continue. That was andrew cuomo in albany with an update on the situation here in new york. Ed for more on this now, lets talk to dr. Nicole saphier, contributor on this issue. Good morning. You try to balance this out day after day ahead as sandra just pointed out, there are some hopeful signs the governor is noting. On the other hand, when he says that there were 731 new deaths here in the state of new york just yesterday, the worst day yet and the Associated Press has just broken down the numbers in the last few moments saying given that, more people have died from a covid19 here in new york city then died in new york city on september 11th attacks. Those are very grim statistics, but i want to tell you why he was able to say that, that the single highest amount of deaths in the same breath is saying we are still seeing light at the end of the tunnel here. So in the data that is coming out of the United States, there is an average case for symptoms onset to death of about 18 days. So that means that people can be in the hospital for two to three, maybe even four weeks with symptoms before we are actually seeing them die. We have to remember the stayathome order wasnt done until march 20th. That wasnt even three weeks ago. So the people who have been in icu right now, a lot of them were infected before stayathome orders were even given and before people were really getting strict with their social distancing.
