The new nsc director will have total and complete say over the makeup of the nsc and all of the components of the nsc. No demand made by President Trump on any candidate for nsa director including at all. The four candidates that President Trump met with yesterday were west point superintendent Lieutenant General robert cast lynn. Acting National Security add viedors keith kellogg. John boulton and Lieutenant General h. R. Mcmaster. The white house says we may be seeing even more interviews with more candidates today. Shannon. Shannon in the meantime what do we know about this new potential executive order on immigration . The other thing were watching for from the white house. I think well see a tighter, more streamlined version of the First Executive order. The white house is really saying this new draft this new executive order will focus on those same seven muslim majority countries. It is still going to exempt green card holders from the travel ban but likely going to be a little more tailored and structured so that it can withstand some of those challenges from the courts that we saw happening with the First Executive order. Over the weekend the Homeland Security secretary john kelly was speaking at the Munich Security Conference in germany and he offered this assurance to anyone that might be impacted by this new executive order. I will have opportunity to work a rollout plan. In particular to make sure that there is no one in a sense caught in the system of moving from overseas to our airports. One of the big differences is that this new executive order, at least this new draft of a new executive order, is likely going to direct authorities to no longer single out and reject Syrian Refugees as they are going through that visa process. So there are certainly some changes in the new executive order but i think the overall goal will stay the same. Shannon i think youre right. Well see soon, kristen. Thank you. Make a show of support, 9,000 people show up. It shows he has a lot of fans. Bill he picked the right part of the country, too. He won that district. I would assume there were more of these rallies in the offing. Absolutely. Look, there is precedent for doing this. President s have always gone out into the country to try to promote their agenda. Barack obama did it earlier than donald trump has in early february of 2009 he went out traveling around to try to build support for the stimulus bill. Now, with trump were talking about executive orders. No big legislation in the pipeline yet. But the idea of a president going out into the country to try to support for his agenda very traditional one. Bill let me get your comment on this. Limbaugh on the establishment and what their objective is to this presidency. Watch. The establishment doesnt want any part of trump. They dont want him to succeed and i would throw some republicans in that as well. It is just the way washington works. Bill can you beat that . Its true. There is no doubt about it. One of the ways you see it is there is massive opposition to the president inside the entrenched federal bureaucracy. So much of the federal bureaucracy did not want to see him. Weve even seen open expressions of that at the state department and epa. A lot of senior employees were lobbying against the president s choice to head the epa. A lot of opposition. For trump it makes it very important that he get his Management Team more than one deep across the federal agencies. Bill travel ban revision quickly on this 2. 0 is in the works. What are you reporting on that . There were two main objections in the current litigation that said it was unconstitutional. One it allegedly denied due process to some people wanting to enter the United States and two it amounted to an unconstitutional religious discrimination. And i think that trump can fix the first one with tweaking that we discussed early earlier especially with people who hold green cards. I think the lawsuits will be back charging religious discrimination against muslims and trump has a strong argument on that but i think you will see that go in the courts. Even though the current lawsuits will go away if the current executive order is rescinded there will be new ones against the new order. Bill i think youre right about that. Thank you. Bill senator paul coe wrote a repeal bill but others are pitching a plan that would keep some of the popular provisions like coverage for people with preexisting conditions intact. Bill what do they say could hold them back in the repeal process . What are they saying on that . There is concern by other republican senators that the bills being written over on the house side arent going to go anywhere once they make it here to the senate. Senator Lindsey Graham was talking about that this weekend as he discussed the potential danger with the other big republican agenda item which is tax reform. The congress is stumbling. Republicans in the congress. Were all tied up in knots. The house is talking about a tax plan that wont get 10 votes in the senate. So its just not the administration that has got problems. Republicans in the house and the senate from problems and hopefully well get our act together. We dont expect clarity about what comes next for the next few days because congress is on recess all week and it is quiet here today, bill. Bill it sounds like it. A number of missed deadlines. Whats happening . I think that the outline that peter just laid out is accurate. One of the things that hadnt happened the administration hasnt moved forward yet with its plan. Now that tom price has been confirmed youll see movement there. Whats their version. Senator paul and i have a version. Sounds like leadership will come up with a version and i think were on track to repeal and replace in the next twomonth window. Shannon what do you say your party says you arent on the same page. Nothing will happen in the senate . Is there a way to sit down behind closed doors across the aisle, across the hill and sit down and say lets come up with one unified voice on this. The voters expect it. Were hearing from people who said we expected this bill to be on the president s desk already. Whats going on . Agree with you. Its going more slowly than people would like. I think there are a couple of Different Reasons for that. There is a real debate taking place within the congress on what components, if you will, of the Affordable Care act should stay. I think reality of what well see moving forward is that folks up to the age of 26 will be able to stay on their parents plan. Part of the Affordable Care act. The preexisting conditions will be in a plan that makes its way through the senate but weve had real debates in the house on should we just completely replace or are there parts that will stay based on the confines of the votes over in the senate side . Shannon how do you pay for those things . That has been the criticism all along. Everybody wants to have all of this wonderful things and there are real needs out there, but they dont come free. Correct. So our plan gets at a couple of Different Things t. Preexisting condition as configured in the Affordable Care act isnt insurance. It is emergency care. You dont wait until your house is burning to get Homeowners Insurance or until your car has been wrecked to buy car insurance. But thats what the Affordable Care act does. The provision that senator paul and i have worked out is to say wait a minute, you have a twoyear phase in. Once youre in as long as you keep continuous coverage you are covered in terms of preexisting conditions. But you cannot have what we have mathematically right now with Affordable Care act. It undermines every single notion of the idea of insurance. Shannon i have to ask you about this epic town hall you had this weekend. First of all supposed to be an hour. It went more than 3 1 2 hours. It was pretty rowdy and i was interested to see you actually agreed by all the accounts ive seen to cohost this with indivisible charleston. It is put together by former democratic hill staffers and organized and read plans for how they tell people to ask questions and interrupt to take over events that you as a congressman would be holding. Why did you decide to partner with them knowing potentially what was going to happen . Some of it happened on saturday morning. I just always found there is a whole lot of value in going to hear a conflicting viewpoint or a very different viewpoint. In some cases you learn more from the folks that are against you than the folks that are with you. And in that regard i thought it was constructive. It was a long 3 1 2 hours, though. Shannon i bet it was. You needed a gatorade after that. It looked like things got sideways a little bit there. Some of what happens with these groups is that they are counseled or advised to work on things in a way that will keep them from letting you answer any questions. Did you feel like you got to answer the questions . Was it a profitable conversation in that respect . Not initially. Those tactics youre talking about were employed and there is some shouting down. Its part and parcel of the political process. I think as the meeting went on it became more and more productive. And so i think you just have to say okay, thats the thaoe at ricks of what theyll do. Let me hear their viewpoint. I said im not going anywhere. Well talk all day. As the energy dissipated and i think we were able to have a fairly fruitful conversation. I was able to learn some things and hopefully they did, too. Shannon as i understand you all started inside. The building was at capacity. You would do some inside and go outside to a sports stadium where you continued hosting all these questions for the additional 2 1 2 plus hours. Did you wear them down and outlasted them . Maybe some of your colleagues would appreciate advice. They are walking into the same town Hall Meetings and the same signs being used at town Hall Meetings across the country. A very coordinated effort. Is your advice to stick around and outlast the protestors . Not outlast. Give them your ear. There is people want to be heard and initially its not about a conversation, its about people scoring points. But as time wears on, you know, they emerge certain patterns in terms of certain things theyre trying to say and certain patterns i was trying to say. On one hand theyre saying there was an irreconcilable breach of trust but blame other things for his resignation. They both have credibility to build on both sides. How long this investigation has been going on. Hold on. The briefings of the Senate Committee, everything else, they wouldnt be doing this and led by republicans if there werent there there. Bill deep state . You want to Say Something about that . I certainly think the senate should investigate it and let the facts lie where they may. Based on what we know so far there is no evidence there was any wrongdoing. The courts halted the original ban for now. John kelly weighing in during a trip overseas when he said this. It did surprise the United States government that the courts took their action. I dont criticize it, i dont know enough about how they think. But i will tell you that we are contemplating the president is contemplating releasing a tighter, more streamlined version of the first eo. Shannon we have a fox news contributor, steve. There is a lot of pressure and attention being paid to this executive order based on what happened last time around. Making sure that they can try to make it bullet proof where legislation is concerned. With the anticipation comes a lot of expectation. I think thats right. But its clear just from those remarks from secretary kelly that the administration is doing the kinds of setup work that it ought to have done before announcing it the first time. Just as an aside, general kelly is the kind of person you want selling this plan. He said well, i dont know all the details and how the courts think but he is somebody who speaks with Great Authority on these matters and others. It is more appropriate to have somebody like general kelly on tv making the case talking to the media, explaining what President Trump is trying to do than it is to have Steven Miller for instance. Shannon i have no doubt that as we await this order there are with legislation that is pretty much already drafted and ready to go. There may be a little judge shopping going on because i cant imagine that regardless of how well crafted this thing is there will be people who oppose it no matter what. And the legal battles will start anew. At last count the first order had 48 cases pending. Exactly. This will be something that dominates coverage for the next several months. And maybe beyond depending how long the court cases go. I think if the president limits his argument to a very simple one, we the United States, i president of the United States have the ability to tailor our who we let in and who we admit to the country on the basis of National Security, i think he has a pretty strong case. I think if he limits it to states, countries where we can show that there is a demonstrable threat i think he is on pretty solid ground. Well see whether that sells in the legal courts as well in the courts of opinion. I think he will have people the American People behind him if he limits and makes a more compelling and strategically targeted case. Shannon in his rally this weekend he pulled out the section and read from what he believes gives him the authority to do this and made it very plain case and maybe thats how they tackle it this time. Simplify and stick to the tightest parameters possible. At the rally i want to play what he said about how well things are going so far in the brandnew Trump Administration. I hear your demands. I hear your voices. And i promise you i will deliver. I promise that. And by the way, youve seen what weve accomplished in a very short period of time. The white house is running so smoothly. Shannon i have a list of what theyve done so far. Executive orders trying to save jobs, regulations. A lot of things he has done. There are limits what he can do but maxing out what he can do until the point he has to get congress involved with some bigger things like obamacare and others. I think he would be better off making the case you just made. He would be better off saying here are specifically five things ive done and why i think ive had a First Successful month. Instead what he says is the white house is running smoothly. Anybody with a second grade my second grader could look at whats happened and understand the white house has not been running smoothly. President trump goes out and makes claims that just are untrue. He is much better off to say i have appointed people like general james mattis as secretary of defense who will represent the United States well and help keep us safe. I have appointed neil gorsuch as a Supreme Court justice receiving bipartisan praise and a freedom of the press. There are ways he can talk about the things he has done and trying to accomplish that dont mean he has to go out and Say Something that i think is likely to get the kind of response that its gotten. From overseas now iraqi forces launching a new phase to push isis out of mosul. Still police and iraqi forces moving in to liberate the western half of mosul with the help of American Forces. What progress are iraqi forces making so far, connor . They control the eastern part of the city and just in the last 48 hours or so theyve now begun to move on the western part of the city. Sort of the second half of mosul. They are backed by u. S. Air strikes and special forces troops on the ground and iraqi troops are making progress into that western part of the city. But it is slow going. Isis over the last four months in this operation has held out a lot longer than most people expected and there are some signs that this part of the fight, this western part of the fight might go even slower than the first part. That eastern part. The western part of the city, the roads are more narrow and harder for Armored Vehicles to move around. Isis is bedded down in a lot of parts of this western city. This is their grand final stand. There is also concern that the iraqi troops are taking a huge hit in the last four months or so. There are some estimates, bill, that the front line iraqi troops have lost 50 of their fighting strength just in the last few months. Thats a big, hard hit. Iraqi troops are making progress. Isis is also taking a big hit in this fight as well. Bill thanks, an update. Shannon parts of california reeling from heavy storms that led to several deaths over the weekend. Pressure is on in oroville as emergency crews are working around the clock to shore up the badly damaged concrete spillway ahead of more storms that could spark another evacuation. Our reporter joins us live with the latest. What can you tell us about the water levels there this morning . Good morning, shannon. I can tell you the Water Authority here at the department of Water Resources has said theyve gotten it down to 849 feet above sea level. Its significant. They were working on getting it below 850 over the weekend. So they have hit that goal. Well push off so you can take a look at like oroville here. What they needed to do was bring that water level down in anticipation of this storm that is now hitting this region and supposed to bring 10 inches of rain. They needed the room in the reservoir so it didnt add more pressure to the dam. Well push over here and you can see here is the oroville dam. You see the lights on there. Those are the crews that have been working around the clock. Theyve been trying to shore up the both the main spillway as well as that cement emergency spillway. And we have video that was provided to us by the department of Water Resources that shows the damage that has been done to that spillway and you see this gray area. That is the cement slurry theyve been working since last week to pour in and shore up that area. The erosion was so bad and dangerous that it prompted those evacuations last sunday of 188,000 people. So right now i dont know if you can tell, shannon, back here live. It is windy out here right now and what we have been seeing all week is helicopters in the air helping drop some supplies down and some of the rocks. Were checking to see if the helicopters are even going to go up this morning because the wind is so strong. Theyre under a wind warning in this whole area. The work continues as the rain is coming in. Shannon. Shannon we talked about the possibility of another round of evacuations. Does it seem likely . Yeah. The Sheriffs Office has told the residents of oroville and communities below to be ready for the possibility of another round of mandatory evacuations. The hope is that that likelihood will remain low. They just dont know. A lot of the people who live there say they remain packed. Theyre ready to go. Some people in some of the Evacuation Centers from last week. They didnt want to head home and have to turn around and leave again. In addition to all that, this entire region is under a storm warning and a flood warning. That means that a number of communities are set to go under evacuation should this storm get that bad. Thats separate from what is happening here in oroville. You could see all of these communities hitting the highways and freeways at the same time. Shannon that creates other issues. Its been a busy weekend for me as i prepared to head back to the United States, im grateful to have had the opportunity to speak on saturday about our shared Security Issues with the Munich Security Conference and appreciate your encouraging words about the message of the United States at that conference and i also was pleased to be able to hold a series of productive bilateral meetings with leaders from across the world. It was deeply moving for me and my family to return to dachau and be accompanied by a survivor there. I visited that camp in 1977. I wanted my daughter to see it and we went there and walked through that historic memorial. The man told me he arrived there as a 17yearold boy. He told me of the nightmarish existence that he experienced there. But then he spoke words that resonate with our alliance. He said, and i quote then the americans came. Those words touched my heart and they speak volumes about the history and importance of the North Atlantic Alliance and nato. More of which ill address momentaryly. I thank you for your hospitality in this Historic Place at this important time. I was grateful to meet with the leadership of the European Union and expressed the commitment of the United States to continued cooperation and partnership with the e. U. While we have our differences on some issues i reiterated this point in all my meetings with the e. U. Leadership and appreciated the cordial and substantive discussions that we had. On saturday as secretary general mentioned at the Munich Security Conference i brought a message from President Trump. The message is the same one i bring to you today. It is my privilege here at the nato headquarters to express the strong support of President Trump and the United States of america for nato and our trans atlantic alliance. Weve been a proud member of nato since its founding in 1949. It plays a crucial role by creating peace and prosperity. The United States commitment to nato is clear. As we speak, President Trump and our administration are developing plans to ensure that the Strongest Military in the world and the United States becomes stronger still. Let me assure you, mr. Secretary, in the United States we are oef about the process of strengthening our military and restoring the arsenal of democracy working with members of congress, we intend to increase military funding to make for us to provide for the common defense for the people of the United States but also meet the obligations that we have with our treaty allies including in this historic treaty. America therefore i can say with confidence will do our part. But europes defense requires europes commitment as much as ours. At the wales summit in 2014 all 28 members of the Nato Alliance declared their intention to move towards a minimum security investment of 2 of their Gross Domestic Product on r on defense within a decade. As a candidate for office President Trump called attention repeatedly to the fact that for too long, for too many, this burden has not been shared fairly among our nato allies. And that must come to an end. At this moment the United States and only four other nato members meet this basic standard. We commend the nations that are on track and met the obligation the truth is many others, including some of our largest allies, still lack a clear and credible path to meet this minimum goal. So let me say again what i said this last weekend in munich, the president of the United States and the American People expect our allies to keep their word and to do more in our common defense. And the president expects Real Progress by the end of 2017. As secretary of Defense James Mattis said here in belgium a few short days ago, if you are a nation that meets the 2 target, we need your help encouraging other nations to do likewise. If you have a plan to get there as he said, our alliance needs you to accelerate it. If you dont yet have a plan, these are my words, not his, get one. It is time for actions, not words. And let me thank specifically the secretary general for your outspoken leadership on this issue as you and i discussed privately and you have discussed with the president , the world needs natos strength and leadership now more than ever before. And we are grateful, mr. Secretary general, that you join us in calling for immediate and steady progress on all of our nato allies commitment to our common defense. Truth is, the rise of add ver tears new and old demands a strong response from this alliance. In the east nato is embarked on improvement in its deterrent posture by going to polland and the baltic states. As i shared with the secretary general today in the wake of russian efforts to redraw International Borders by force, the United States will continue its leadership role in the enhanced Forward Presence Initiative and other critical joint actions. With regard to ukraine, as i said before, our alliance will continue to hold russia accountable and demand they honor the mince being agreements. For the sake of peace and innocent human lives we urge both sides to abide by the ceasefire that began today. And we pray for peace in ukraine. Be assured the United States as well will continue to hold russia accountable even as we search for new common ground, which President Trump firmly believes can be found. As i said in munich, though, natos continued leadership is also necessary in the fight against radical islamic terrorism. This another item that as a candidate for office President Trump first raised. He called on nato to evolve by expanding Counter Terrorism operations and were encouraged to see under your leadership, nato is in the process of doing just that. It is hard to speak of these issues in the abstract as i stand here in brussels. Just now almost a year ago that three horrific suicide bombings occurred. 33 innocent victims including four americans, hundreds more injured. I just want to assure the people of brussels and all the people of europe that your pain is our pain, your loss is our loss. And it is precisely why the president believes its essential that nato continue on this new path of evolving and expanding its mission to be more effective in Counter Terrorism. We work tirelessly with our nato allies to ensure security in our countries and yours. But adapting to these new and evershifting challenges must remain a central focus of our collaboration and cooperation. Our alliance needs to cut off terrorist funding and increase cyber capabilities. We must be, as i said before, we must be as dominant in the Digital World as we are in the physical world. And the United States is committed to continuing to work with our nato allies to achieve that objective for the security of all the nations in our alliance. By building on tactics from the last century with these new century opportunities and challenges, nato will be better prepared to confront and overcome new adversaries of the 21st century. Under President Trumps leadership the United States is fully committed to natos noble mission. Were grateful for your leadership, mr. Secretary general and i know the president looks forward to working closely with you to advance our shared objectives. A stronger nato means a safer world. Can they be certain that what you say, the assurances you give wont be contradicted in a tweet or a statement in the a press Conference Tomorrow . And secretary general, who do you listen to . And are you concerned about differences in what you hear . Thank you for the question. Let me say it is my great privilege to serve as Vice President for the 45th president of the United States. The president directed me to go to munich and come here to brussels with a specific message. To go to munich to the Munich Security Conference and make it very clear. As i do so here at natos headquarters that the United States is expressing strong support for nato even as we challenge nato and challenge our allies to evolve to the new and widening challenges and further meet their responsibilities in this everchanging, evercomplicated world of threats. But with regard to the e. U. , the president also directed me to come here to brussels. I had the great privilege of meeting with leaders of the European Union throughout the morning and to express the desire of the United States to continue cooperation and partnership with the European Union. We respect the determination of the people of Great Britain as manifested in brex yit and we respect the judgment of the peoples of europe in the European Union. And as i said today through many leaders we look forward to working across the channel with all parties in the years ahead on behalf of peace and prosperity. I have heard exactly the same firm message from the president of the United States in two phone calls, from the Vice President in meetings today and in munich. And from secretary mattis, and kelly. They all conveyed the same message that the United States is firmly committed to the Trans Atlantic Partnership and unwavering support for the Nato Alliance. And i welcome that very much. Both very clear statements from all leaders in the new administration but this is something we see in words but we also see it in deeds. For the first time in many years we see an increase of u. S. Military presence in europe. And we are deploying new battle groups, a new brigade and we see on the ground more u. S. Presence in europe. So this is a commitment in words but also in deeds. In the European Union i like to underline the importance of the enhanced cooperation between nato and the European Union. We have been able to bring that to a new level implementing many different issues or measures and we signed a joint agreement between the in warsaw and following up on implementing that. Were working closer on cyber, on addressing how to build the capacity in our neighborhood and how to stabilize our neighborhood as we Work Together with the European Union. I think actually the nato e. U. Cooperation is more important now because we live in times in turmoil and we need a strong cooperation between nato and the European Union and welcome the very strong u. S. Support for that approach. Next question, associated press. Thank you, mr. Vice president. I wanted to ask you about the dismissal of general flynn recently. Did you feel like you were misled by members of the Trump Administration or were you frustrated that you were left out of the loop on this situation . And what assurances have you received from President Trump that Something Like this will not happen again . And for mr. Secretary general, both you and the Trump Administration have talked about the need for additional funding for defense. What are the consequences for inaction by nato members . Is there any scenario in which the article 5 commitments might be considered conditional if nato members dont fulfill their defense spending obligations . Let me say im very grateful for the close working relationship i have with the president of the United States and am i would tell you that i was disappointed to learn that the facts that have been conveyed to me by general flynn were inaccurate. But we honor general flynns long service to the United States of america and i fully support the president s decision to ask for his resignation. It was the proper decision. It was handled properly and in a timely way and i have great confidence in the National Security team of this administration Going Forward. The combination of our of secretary mattis, of director pompeo at the cia and secretary kelly at Homeland Security gives the American People great confidence that the team and this administration is providing the leadership and the direction to those agencies and also to the president of the United States to advance the security of our people. Our collective defense clause and commitment is unconditional. It is absolute and it for the Nato Alliance. I welcome the strong commitment of the United States to this trans atlantic collective defense clause. At the same time, i fully support what has been underlined by President Trump and by Vice President pence today, the importance of burden sharing. And i think we have to remember this is not only something that the u. S. Is asking for, it is actually something that 28 allies agreed. The leaders from 28 nato allied countries sat around the same table in 2014 and agreed to stop the cuts, to gradually increase defense spending and then to meet the 2 target within a decade. And the good news is that we are moving in the right direction. After many years of decline, after many years of defense cuts across europe and canada, we saw that in 2015 we stopped the cuts. The first year after we made the pledge. And then in 2016 we have a significant increased of 3. 8 or 10 billion. It is a long way to go. Much remains to be done. But at least we have turned the corner and have started to move in the right direction. I am encouraged by that and i expect all allies to make good on the promise they made in 2014 to increase defense spending and have a fairer burden sharing. Next question to the dutch. The foreign minister has called it a 2 too ambitious and said more spending would not necessarily lead to more security. Are you disappointed by that and what would be the consequence if a country like germany would not hold up to the 2 goal . The question to the Vice President if i may, President Trump has repeatedly talked about his war with the press since nato is an alliance of values, can you assure the allies that the freedom of press is t in the United States . All allies have committed to the investment meaning to stop the cuts and to start to increase. And that also includes germany and it has been expressed from germany that they are committed to the defense investment that we made together in 2014. The good thing is that germany has treated to increase defense spending. In 2017 there will be a significant increase in German Defense spending with around around 8 . So of course germany, as many other allies, have a long way to go. Some allies will meet the 2 targets within a year or two. Romania declared last week they will meet the 2 target this year. Lithuania will soon be able to meet the 2 target also within a year or two. So we are really making progress. Germany has started to increase defense spending and again i expect all allies to keep the pledge they made together in 2014. Let me say again the president and i, our administration are grateful for the secretary generals focus on burden sharing and for our nato allies whether it be germany or other countries to meet the commitment that treaty allies made to one another. I think its a demonstration of President Trumps leadership that before taking office he was speaking about the fact that the United States provides more than 70 of the cost of nato today. And we are committed to continue to do our part but that the time has come for our nato allies to step forward and the secretary generals strong message on this in all of our collective interest. I will tell you that i had very productive discussions with chancellor merkel. We spoke about just this issue. And we look forward to continued dialogue. Our hope is well have a date soon that Prime Minister merkel will come to the white house. It is about all of us doing what we all said we would do to provide for our common defense and in the everchanging threat environment in which we live, thats more important now than ever. With regard to your second question, rest assured that the president and i strongly support a free and independent press. But you can anticipate that the president and all of us will continue to call out the media when they play fast and loose with the facts. The truth is that we have in President Trump someone who has a unique ability to speak directly to the American People and when the media gets it wrong, i promise you President Trump will take his case straight to the American People to set the record straight. Next question, wall street journal. Mr. Vice president , you said the u. S. Commitment to the e. U. Was steadfast and enduring. Is the administration opposed to further of the e. U. , further countries existing . On nato whats is or else . If there isnt more defense spending this year would you recommend cutting the European Reassurance Initiative . Would you cut back on exercises . Whats the or else . I think your second question is a very fair one. What is the or else . I think when secretary mattis was here he spoke very plainly here at natos headquarters about the frustration of the American People that as our country makes investment in europes security we see European Countries falling behind. The president put the issue front and center before the American People in his campaign for president and frankly it struck a very resonant cord. So i dont know what the answer is to or else, but i know the patience of the American People will not endure forever. That the commitment that we have made to one another, that the American People are keeping with the people of europe in nato, is a commitment that the president of the United States and the American People expect our allies in europe to keep as well. And failing that, questions about the future, well just leave in the future. As hypotheticals. With the secretary generals strong leadership, having made the issue of burden sharing his top priority, having a partnership with so many countries across nato who in my meetings over this weekend have expressed a desire to step forward and keep their word, im very encouraged about the progress. What you see happening here is in a very real sense the result of American Leadership in President Trump we have a president who is stepping forward. He is expressing American Leadership not just on the issue of funding, but also on his call last year that nato should evolve to widen its tactics to include Counter Terrorism as a major focus and nato has begun to do that. The United States looks forward to supporting that. With regard to the European Union, my message very simply was that the United States is committed to continuing our partnership with the European Union and i wanted to make that very clear. We understand the relationship between our economies. We understand the deep heritage of Member States in the European Union with people in the United States of america and looking for ways that we could reassure this weekend leaders of the European Union of our commitment to ongoing cooperation. And maintaining that partnership in the years ahead is hopefully a resonant message that came through and it is my great privilege to be here to deliver it. Let me just end the focus of the alliance is how can we make sure we succeed in delivering on what we agreed about fair burden sharing and increased defense spending . I wont speculate on what will happen if we dont succeed but we heard a firm and clear message from the United States. From the president , from the Vice President and from secretary mattis at the defense minister meeting. I think that just underlines the importance of making sure that we move, that we succeed in increasing defense spending across europe and canada.
