Rich, your reaction to what you heard from Chuck Schumer, he said are you a millennial . Youre going to have more costs, less coverage. If youre a senior, more costs, less coverage, but lets not forget, who is it paying for all this to begin with . Right, the problem with obamacare, Young Healthy people arent signing up because it made insurance more expensive. This is a step in the other direction. Substantively, i think this bill has a lot of work to do. The argument from paul ryan, this or nothing. And you have to keep the process moving forward, especially if the argument has strong backing for donald trump, which indications are that it will, i think that is what will get it over the top. I think about that, there are a lot of millennials that werent covered or maybe if they were, they were getting premium plan without paying anything in, and now its going to change. Theyll get something for potentially a catastrophic option if thats what they decide to elect via their tax credit, but its important that they have something but they dont necessarily need to get the moon if theyre not willing to pay up for it. Grover norquist, do you agree with rich that this is going to come down to look, its one or the other, and can you choose to keep obamacare in place, or can you choose to move forward . Look, this is a tremendous step forward for taxpayers. For people who want medicine to be focused on individuals, not on bureaucracies. It block grants medicaid. This is a huge step forward. The last time we did Something Like this is when we block granted welfare under clinton. Tremendous savings and tremendous flexibility, down to the states. Trish is it a savings . We have to see the cbos report, thats expected potentially next week. Some are saying that this is going to be actually quite costly, not as costly as obamacare, but still, its not going to be free. It is about a well, its a trillion dollars in tax cuts over a decade. Its a tremendous reduction in spending as well. It is budget neutral. Budget deficit it gets rid of all of the tax cuts, the trillion dollars worth of tax cuts that obamacare put in. Its a phenomenal reduction in the size and scope of the tax burden and makes tax reform possible by reducing the tax revenue the government is expected to bring in. Trish hey, thats critical, right . We have a golden opportunity here to get tax reform done. The two are tied together. Trish campaigning for your life here grover, there is an opportunity, but you got to get this one done first. Explain the rationale behind that, rich. Why is it Health Care Reform has to come first . They thought they were going to do it literally the first day out of box, and donald trump said wait a little bit, be careful do, it right. Do repeal with replace, and once you are doing replace, thats when it gets really complicated and the cbo score is going to be interesting. Its going to give it a clean fiscal bill of health. The numbers add up. The reason the cbo will say the numbers add up is because it doesnt cover many people, and conservative wonks will dispute this, theyll say its going to drop 15 Million People from coverage. Thats going to be a horrible headline. Trish thats the medicaid . I had read not quite 15 but potentially 11 Million People dropped from medicaid. I think medicaid and also theyre not a big believer in these credits that republicans have in the bill. They dont think they are generous enough for people to buy coverage with. Trish i hear you, and thats what Chuck Schumers criticism is. In other words, youre going to have to pay more out of pocket and get less, the way it currently exists, you can live off the dull here, obamacare, if you get enough, and a terrific plan but you dont have to pay anything in. Grover, youre going to see more in the way of Consumer Choice here, if you hand someone a check or credit for 2,000 and buy a plan, theyre going buy the plan that works within their budget, hopefully keeping a lid on some of the costs. What schumer doesnt understand, democrats dont understand and cbo doesnt understand is the best way to keep prices down is to have more competition, and they dont know how to score that. When obamacare came in, they were off by a factor of two how many people would get covered and how much it was going to cost. Cbo is interesting and we have purposes of the deficit, i wouldnt trust numbers on their judgment, they were wrong going into obamacare, theyll be wrong coming out. In fact Senate Majority leader Mitch Mcconnell spoke earlier today saying tax reform may have to wait. There are some constraints here. I dont want to get too much down in the legislative weeds but we have two reconciliations to do, get the one were going to use for health care out of the way before we go to the second one. I share your view, i think finishing on tax reform will take longer, but we do have to finish the Health Care Debate up or down, win or lose, before we go to taxes. You got to get health care done first, thats critical, important, if you take the next step and what has been your lifes work, lower taxes, accomplished. Yes, the reason you have to do Health Care First is health care is about a trillion dollars in taxes. It reduces the baseline for how much you then have to raise. It makes tax reform possible by reducing the amount of money that has to be raised. We made the extenders permanent a year ago, thats about 600 billion dollars in lowering the baseline. So tax reform is about a 2, 2. 5 trillion tax cut over a decade. Why its so progrowth and will be so helpful in creating jobs and making america more competitive. Trish tommy, the Heritage Foundation has not been a big fan of the president s Health Care Plan, the republicans Health Care Plan, you guys have criticized it. If you listen to grover and a lot of others, you dont have a ton of choices here, its one or the, you repeal and replace, if you replace it you may never get tax reform through. We are big fans of repealing it and repealing it righaway. The devil is in the details in terms of what you replace it with. Were at the table trying to help the president find exactly what is in the bill. Trish whats the number one wholesale change you advocate for. Medicaid expansion right away, this bill keeps it in place for three years and higher contributions for medicaid for all current enrollees forever more after that. Trish keep it in place for three years, isnt that in part because you dont want the bandaid sticker shock of leaving people with nothing . If you kick it down the road for three years, leaving it in the hands of another congress. Maybe one who didnt run on repealing obamacare to leave the cliff in place. Weve seen this play out before where another congress will extend it further and further and further. And thats going to cost hundreds of billions of dollars as we get into four, five, six, seven and eight years. Trish what would you do with all the people that suddenly lose Health Insurance that you dont know, they could wind up in a catastrophic accident, be in the emergency room and cost the taxpayers more because they dont have some form of Health Insurance to begin with . Hopefully a progrowth free market plan will drive down the cost of Health Insurance so much, those individuals with a little assistance from the federal government will be able to afford plans that Insurance Companies offer them. Trish lets assume this gets done, tommy, for the sake of argument, humor me, and well go with it and that means moving onto tax reform. Do you think this timetable is really realistic . When you hear Steve Mnuchin say august, what think you . I think whats driving that is the conventional wisdom in this town, the closer you get to election, the fewer possibilities theretor get things down. The momentum of the first 100 days of the Trump Presidency is a good thing for tax reform. The momentum of having both chambers in congress is a good thing for tax reform. Im not surprised its Senate Majority leader Mitch Mcconnell pumping the brakes, that puts pressure on the senate to act fast here.
