Many states decided not to expand, to create a level Playing Field but filing everybody into these programs, medicaid, the Health Insurance program, and giving people transitions so they dont lose coverage if they fall out of those programs, need to give people a transition so if you are on medicaid now and subsidies a available you can use it to find a private plan among a lot more plans that would be more attractive and affordable because states are negotiating with Health Insurance companies to make them suitable for the policies their citizens want rather than ones the government told them they had to buy.
