Lawmakers are returning from a weeklong fourth of july recess seemingly more divided than ever on replacing and repealing obamacare. Two republicans are openly admitting the bill is probably dead. My view is its probably going to be dead, but i am ive been wrong i thought i would be president of the United States. [laughter] i think i fear that its going fail. I have reservations about the senate bill. Clearly the draft plan is dead. Is the serious rewrite is dead, i dont know. I have not seen the serious rewrite plan. Its a heck of a way to do business . It is a heck of a way to do business. Sandra President Trump also weighed on the subject tweeting for years even as a civilian i listened as republicans push the repeal and replace of obamacare, now they finally have their chance, joining us republican senator luther of alabama. Fair point to make, right, good morning to you. A very fair point. Ive only been in washington for four months and im still not used to ways of washington and odd that we have made all the promises, we have limited time to get it done and here we are still talking about it. Sandra hard to believe. The promises were there. You heard it all along in 2016, repeal and replace, here we are, no plan. No, they didnt really have a plan and one of the things they didnt really foresee at all on the whole conundrum of medicaid, states got addicted, a lot of them got addicted to socalled free money they had and how you reform medicaid is a real problem. Sandra thats a real sticking point, senator. Steve makes a great point. We didnt expand medicaid program. We let the state be creative. Now you have a lot of state that is expanded governments and like every other government program, its hard to give it up once you get it and thats the krux of the debate. Sandra now we talk about whats with tax reform down the road, can they get something done in health care . Im still optimistic, i havent been there long enough not to be optimistic and reince is right. Thats why i have proposed along with my colleagues to that we stay in august, we cannot take august recess with all the issues pending when hardworking alabamans and americans are wondering what is going on. Im very hopeful that we do. I think we will get it done. Senator, what does it take to get it done . Mcconnell has a 200 billiondollar war chest to spend to apiece the moderates with increases in premium subsidy and patient coverage. What does it take to get conservatives on board in your view . I would like to see more market Oriented Solutions and we have to have a Sustainable Medicaid Program if we are going to have one. Its not sustainable right now and so i would suspect baby steps, you have reconciliation. But i think its possible, i think what will make the difference to get it done will be the president s personal involvement, hes been involved with me and others and over the next two weeks you can see that happen. What are your thoughts in trying to get democrats involved. Do you see opportunity to do consensus building, i know youre big supporter of prolife provisions. Do you see a way to come together and try to form consensus. There are a number of things the democrats would like to see and end up getting out of the whole bill if theres a compromise. Unfortunately right now their position is to do nothing. The house is on fire and standing on the side of the road even though they started it and their strategy is to let the republicans, quote, fail to get a compromise and come in politically and worst thing that can happen the best thing from their standpoint for us to fail and take the senate back and possibly the house and get single payer ultimately. Sandra speak offing that senator, the idea of singlepayer health care has been gaining traction between house and Senate Democrats in recent weeks is this idea attractive to you or not . Thats a terrible idea. I think weve seen what government involvement in health care does. I want to go in the opposite direction but the democrats are fairly well unified in this. If we get them another chance they get control legislature, senate, they will two to singlepayer. The democrats won this narrative by convincing tens of millions of people that will be thrown out of the street, just a matter of how many are going to be suffering. How do we reverse that . I would like to say that we will get better at. They are totally united and when i go home, you literally run into people that they they are millions of people dying in the streets. We are the most generous nation in the world. We always take care of people. Sandra thats the message democrats have been selling. Do you believe republicans have been weak on selling on their views on this . I have a few message points that maybe helpful. In nonexpansion state, theres a safety net funding and theres going to be bypass two billion that ramp up to 8 billion in 2024, being a state that didnt expand medicaid thats not over burden with that increase in cost and now budgetary issues, theres a Silver Lining . There is. I mean glad you say that and number one priority is making sure that alabama is not mistreated. In terms of the narrative and how we sell this, what i hear more than anything else is congress do something, you promised to do something, fix this, fix it in a way thats not just conservative but involves common sense. Thats the narrative i would like to see us pursue. What are your suggestion ifs you cannot come up with a consensus just trying to repeal and then come up with something to replace . Well, i think common sense will tell you and to keep our word and give confidence to the people we should repeal it, allow some time period to see if democrats will come and negotiate with us and get it done in a couple of years. Im told thats not possible, im not sure why. How you support insurance markets, the fallback that im hearing now, im not sure how that would work. How much real flexibility can you give governors, a lot of states want to do real reform in medicaid, indiana absolutely. And kentucky is doing it, alabama you mentioned. So if you can pay now but get flexibility, thats going to save a bunked until the future . Absolutely. We need to put more power back to the states, the Health Care Decisions is closer to the people, im all for that. Sandra all right, senator, this morning a big headline russian med until the election because a lot went on over the weekend. President trumps eldest son saying he met with russian attorney last summer after being promised damaging information on Hillary Clinton following the New York Times report about the meeting, trump, jr. Said the lawyer had no meaningful information and the discussion quickly changed focus on policies, on russian adoption as Michael Walsh writes an oped, in tend the lawyer got nothing, got nothing in return and a meeting that lasted 20 meeting is that a scandal . It is not a scandal based on what i know and understand about the information. I have to be honest, as i travel the state, nobody asked me about russia and russian involvement in the election. There has been an increase in food and beverage dash make food and beverage jobs the shift has been there. You see a pivot from retail storefront clerks to people who are disturbing products. They also begin to use the benefit of their physical footprint for things like online and convergence. You know when someone is in the store. So looking at several businesses that have gone belly up so far this year. True religion filed for bankruptcy. The limited radioshack and pay less however over 87 percent of sales are made at brickandmortar. Tell us what your take is on all of this. I think retail is a very competitive business. There is a lot of attention to that is clearly given took store closures inappropriately so. A lot of those tend to be announced in q1 that is historically how this industry works. Some of the statistical items on that and how that will any lies over the course of the year are probably overstated. Theres been 3,000 store closures that have been announced. Clearly there is change going on in the industry. They are 10k. There is a huge amount of sales in this country. The question for you on markets. The high yield spread. They show about 4 . Do you think it will succeed or under 4 . I think retail is hard for me to predict how that will play out. If you look at occupancy rates in the industry and you use that as a sign of health which i think it generally is. They are at historical highs. 93 percent.
