Mom state governments across this country failing to meet their july 1st budget deadline. Spending standoff between Chris Christie and legislators causing a partial shutdown in new jersey. Residents feeling defects after parks and beaches were closed after the remainder of the holiday weekend. The Liberty State Park as well. Watch what they have to say. Theyll fix problems, not create problems. The reason the government should ever shut down. Government for the people, by the people. They couldnt get together in time to save the bacon for a lot of people. Dagen closures did not stop the governor. Christina the governor. Christina similar spotted other state on residents of the island each state park causing a Group Visitors to take to twitter. The governor of maine also implementing a partial shutdown until today. What do you make of these budget impacts as a jazz shows by the way theres Chris Christie with a photograph sitting on the beach. We could get into what happens with these shutdowns because if the Democratic Assembly leader who was responsible for the government shutdown. The shutdowns are never popular in a something for the republican government in congress to keep in mind as we head into the fall and have a potential debt limit problem. It just doesnt work for the public when they dont get their beaches and parks. To be very fair, a lot of the time they do this shut down for political effect they deliberately closed the things that are most visible to the public said they are trying to create the pressure. Dagen the situation in new jersey is interesting because it shows how this complete gridlock over previous things you would think republicans and democrats would be limited on board with. The Assembly Leader is a democrat and he wont vote on the budget that the senate in new jersey past. Chris christie wants access surplus funding from verizons Blue Cross Blue Shield which is a nonprofit to go for things like rehab centers. That is the gist of the fight in new jersey over the shut down. Its appalling. This acrimonious nationwide and it needs to stop. We see in trenton, name, everywhere else. They just work together. Small things like this. Look at christie on the beach. You need to think about what this means for his party. That is a state park. Its one of the publics. He was actually asked about it. It was just backandforth over the weekend. Thats ridiculous. You think some other place would lay low. Again, not just new jersey. Maine, connecticut, illinois. Theres been a culture that assumes some plays in creating the giveaway and giving themselves not only to what people want, but to deal with pensions for Government Employees they are unsustainable. These are their obligations now coming home to roost. This isnt just the states. It is pervasive in the way governments have irresponsibly negotiated. The good news is state balance their budgets on an annual basis. Theres some tricks and gimmicks along the way, thats a much different way than the federal government which runs at hundreds of billions of dollars every year. Will the funds the national economy. Dos extenders saying we can get rid of the tax hike on obamacare. Thats going to be their second point in favor of a tax hike. Thats essentially what they are saying. Why are you laughing at me . This is something we cannot get on board with. The strength of the market to exist at the lowest level in years. The base has never been rounder. We are coming off a really great market. If the jobs report coming out every week. Is a little puzzling because the market rally in the last year on trumps election hasnt been able to move his agenda to go up Global Growth panic in the bond market last week about the ecb and other Central Banks with driving a massive amount of christ the stimulus. Even with ecb they are still pumping into the market. Have a different viewpoint. The reason i was laughing at the last segment was we are here talking about dagen you were laughing at me. No, were talking about curbing spending and how entitlements are out of control. The bond market is not really punishing not. The bond market has been very strong to the point there is excessive bullishness and thats when we started seeing investors look for an excuse. I still say that the ecb comment were taken their own way. I dont think ill start taking anytime soon. We see the data better. To me the bond market will have a shortterm response that is polish. The other big story in the market as the dollar stops a lot. Dagen thats the front page of the journal today, the full story. Absolutely. One of the options as bad as the u. S. Trade position does better in an environment where the dollar is weakening. They could see growth from export and some downward pressure. We are seeing u. S. Industrial stocks do a lot better. Thats how you do it. Dagen want to move on to health care. Also major by senator rand paul now said to be looking into alternatives after Senate Majority leader Mitch Mcconnell delay that vote. Heather, your take on this. I from a laymans perspective cant get my head around the idea that is repealed and replaced. I dont know why we are talking about it quite frankly. Rand paul has a base that wants repealing many of them dont want to replace. Remember, a libertarian is as we were largely fine before and we shouldnt be starting from where we are now. We should start from where we were then. If you move to repeal coming start from where you were then. I dont think politically that is remotely going to happen. You might be closer to the ben sasse model which is repealed late in the implementation was some sort of follow on. The real calculus is going to be when politicians look at this, are they going to be more punished for doing nothing are both a few more punished for doing something that is maybe not everything they had hoped to do all in one fell swoop, but it is better than where we are now. I suspect where they come out is on the latter. It is not perfect, but remember this is a three phase reform after. They are not getting as much as they would like on this because they are doing it for reconciliation with doesnt let them get at the title i rights. The largest challenges republicans are terrible at talking about benefits of what they want to do. They get into the process and have a process discussion that they dont understand how to talk about all the increased choices and lower cost they are going to be providing people and you get these mythological claims by Bernie Sanders and people who are going to be dying of ignoring all the people presently uninsured and not writing. These claims about women being hurt and all the rest of it that are just not true in the left is the better narrative. Dagen and there are two things that earn me in terms of the language youre from republican governors like john jacek and some of these republican senators like corker or rubio were rounds last week talking about i am thinking about not repealing that income tax or 3. 8 income tax in obamacare. Kasich is trying hard times about Medicaid Budget state has 43 of the budget on medicaid. When he is sitting around spending 14 on education, kindergarten through grade 12 education. Again, they are not willing to cut spending and theyre willing to get behind a tax increase. Ideologically thats not conservative, not republican, it democrat. Republicans are just as capable. Its money and they wanted to come into their states. Governors expanded medicaid of the federal governments expense pertaining it would never come home to roost, which it clearly was going to. One point about the repeal and replace is not possible legislatively. If you try to repeal in another reconciliation bill that attorney taken up for tax reform. You can do it logistically. You have to do it all at once. Dagen thank you for the wisdom. This ideology and the epicenter of the epidemic in this country. They have to do have to deal with that otherwise theres angry population in ohio same whether youre going to do about this . Thats a big issue. I guess they want it . Yes, they want content. When we look at where all this is going and the telephone companies, they want content. Im always suspicious that these deals when you try to marry a content provider with a service provider. The classic one with aol time warner. One of the worst deals of all time. And yet, you still see it happening. How do you explain that . Well, they are looking at what is your path forward. In a case like this, that content is needed to build out and go forward. What netflix is doing, they say we need content, too. But now they are a major great content that people must have. At t by time warner again in verizon for disney. The problem is that Something Like disney, every time the stock is down, the consumers are cutting the cord. They dont need espn anymore. I think thats really the quandary here. Just shooting in the air. The difference with netflix is its doing it organically. Not going out and buying some other content provider enfolding into the business. Maria its netflix and amazon and google and facebook and apple potentially getting into the original content business. The quality goes down in the costs go up. Its something all of these companies are grappling with. Traditional media companies, Traditional Television networks. So lets talk about the nasdaq just now. The seven month winning streak. Weakness in technology lately appeared where does the market go from here, david, still up more than the other market gauges in the u. S. For the first half of the year . Theres a reason for that. When we look at the markets overall, this is the year of growth over value. Struggling with how much the economy is going to grow, struggling with trying policies that will get enacted. The value place did so well after the election in the first half of the year. Its been the companies to have the secular story and that leads us to technology. Its been stronger second half. It continues to be strong Going Forward and there were people concerned about how far Technology Stocks have come. They look at price. Lets remember valuations back in 2000 we had no please nosebleed valuations. Now we are run 23, 24, a little bit higher than the s p 500. When the elected earnings, up 7 of the sector this year, 10 next year, its what you want to stay with. Have you explain what is driving the market right now . Is it their names because when you look at other factors that matter, they go up not only in the United States, but elsewhere in the world. The president s agenda which was the original impetus for this value is moving slowly if at all. The market cant look at that. Why stocks continue to rise . The important thing we have this year versus talking about this a year ago, we are coming through. Negative Earnings Growth. We now have very strong earnings. 14 Earnings Growth in the First Quarter looking at 6 to 8 in the second quarter. Thats a slowdown from 14 to 6 . That is still Earnings Growth. We have Earnings Growth, in the long term that the stocks trade on. Will trade on interest rates, policy over the shortterm, but the most important fact or his earnings. What does it look like in the second half of the year . For the entire year, 8 to 9 Earnings Growth for 2017. Still a decent second half. Dagen analyst predicting earlier next year. Congratulations on your bearings ranking. Dagen in the new york stock exchange. You are keen on emerging markets as well . Keen on emerging markets as well. We have valuations supporting the u. S. President trump speaking on the phone with the leaders of china and japan last night about increasing pressure on the regime of kim jong un. The three leaders will meet at the g20 summit in germany on friday to further discuss curving the hermit kingdoms ambition. Carl higby. What can we expect from the meeting . So much focus on President Trump being on twitter but this is the president actually working the phones. Right. Dagen and trying for diplomacy. The rest of the media would rather focus on twitter than accomplishing anything. This is something that is a serious problem. North korea we are face asking much like japan in world war ii. Erratic, they have the resources to do some level of attack but not fullscale war off their shores. This is something that needs to be supported in the region, trade. We will talk a little bit about the South China Sea and things like that. Trade, all the pressure and sanction we can put on north korea will stop this death on its tracks. And pressure on china to put treasure on north korea and also arms sale to taiwan all of which are concerted in this effort. Whats getting in the way, we have a lot of tension in china because of the South China Sea building islands and we are sailing close to them because we dont agree with the fact that its their claim and thats creating a lot of attention and clouding the issue on north korea. Dagen let me stay about that, talk about the growing tension between the United States and china. This is after a warship sailed more than 12 nautical miles, claimed by china and taiwan. China responded to the move calling it serious political and military provocation. Havent we reconciled wanting china to help with the north korea threat and then this . This is something President Trump excels at, he needs to go in there and say, look, theres 100 to a 2,000 islands. Youre building some, youre plopping runways, he needs to tell them exactly where they can go. So they cant do that because thats international waters, theres trade and things like that. So we need maybe it comes down to us building our own islands. Remember when trump was having dinner with chinese and left to do syria air strike which was clearly a signal to china, i am a strong guy and you need to Pay Attention and china took a big message away from that. Sailing close to the island is the same thing. This is about marking territory and marking boundaries, this is actually what the tweets are about which is proving that he will take on any wasnt and anything and he will double down always and thats the direction he goes in. The other challenge that he faces here is how his trade agenda meshes with the problems in the South China Sea and north korea. He said he was going to call chinese a currency offender, and he didnt. It kind of is. They stopped commodities going in there. Dagen its coal. Jon is he going to be able to win over the chinese on trade in order to really get their cooperation on north korea . Its an uphill battle, for sure. Thats where we are going to see the art of the deal. He needs to leverage the things that we have. I think what hes doing patrolling the South China Sea, great, its perfect. They need to know that we are not looking for a fight but we will defend what was open shipping lanes at some point. Dagen let me ask you this, he put tpp, that actually helped china, does it not . In terms of our provocative behavior him doing that gives china a leg up and they know that. Jon it gives them Stronger Economic position in asia because the countries are saying, the u. S. Isnt a partner here, lets look at china. To me what else can china do to put the kaibash in north korea. What else can they do . Here is the big thing about china, theyre not jumping around to try to get something done with north korea because, a, they dont want american troops there, they like the buffer zone between south korea and china, essentially a black hole if you see it at night via satellite and desperately do not want u. S. Troops on the border which would be where north korea. They are dragging their feet a little bit. They certainly dont feel secure with us having some sort of role. This is something that we are going to have to take the action ourself. If north korea continues to do this things that they are doing and going the same route, they are saying basically, they are going to shoot a Nuclear Weapon at us. Jon what action do we take . How far can we push them in. We need to draw a red line, we need to find out what the line is and military experts need to sit down and discuss that and we need to deliver. You test a nuclear war head, we will wipe owl on the face of the earth, that may be it. Dagen we tested the antimissile system in the wake of north korea threat and certain things and messages that we are sending to both north korea and china that we are not going to sit and let that appear. Jon can we wipe out military installations when seoul is sitting like a sitting duck. Nobody is talking about that. This is a serious problem. You know how many people would be killed . Dagen i want to move to the war on terror and iraqi forces have nearly driven isis out of mosul after months of fighting. Iraqi commander said that the battle is expected to be completed within days. Carl, what do you make of the retaking of mosul . It means something to our side but doesnt mean anything to the isis side. Look, they are fighting but they are geographically expanding, they are in western europe, they dont need geographic location to carry out caliphate. But long term, they dont need certain pits of ground. You look at the map of isis, its really spar sporadic, they dont care, as long as they have the ability to progress forward attacks, they are using refugee movements to come in europe and africa. We spent an entire weekend carrying forward his message, the message wouldnt have carried forward if he hadnt revealed mika had a facelift and what went along with that she and joe are stupid and crazy, whatever language he happened to use. Jon how does that advance his agenda at the end of the day . Dagen strong and tough and take no prisoners. Hes not controlled by anybody, right, which is what people voted for him for. It means that he will take on the most characters, female, media, people, we can trust that he will take on china, putin, anybody he needs to take on when he needs to take on. As negotiator hes sending a signal that he never, ever backs down and if you punch him, he will counter punch and punch you harder and he will counter punch you where it hurts. Jon coming back to the agenda talking about republican dysfunction on health care, we were spending talking about how mika and joe are crazy. Dagen that leads us to actually the president taking his foreign trip as commander in chief this week. He will visit poland before travel to go g20 summit in friday where hes expected to meet with russian president vladimir putin. Joining me now secretary of state under george w. Bush nicholas burns. Good to see you. How important is this meeting . Its very important. The u. S. Russia relationship is one of the most important that we have. Russia is probably the most dangerous adversary. President trump has a major challenge. Policy towards russia has not been strong in two respects, number one, sanctions on ukraine that every other western leader supports and i think that President Trump needs to tell putin, the sanctions, economic sanctions on ukraine will stay until putin gets out of Eastern Ukraine and crimea and secondly, on the issue of russia and interference in our election, our Intelligence Community is united, the senate voted 97 to 2 to impose new sanctions on russia. That was a republicanled neshtive and President Trump has been soft on that. Hes not really clearly answered whether he will support those sanctions. He has to do it. Unless he shows some strength with putin, putin is going to conclude that President Trump is fairly weak president on russia and we dont want that, certainly putin to think that about the american president. Dagen i do want to get to this because President Trump did just tweet and here is what he had to say, whether he speak with germany and france this morning. And this is after, of course, he he spoke with the leaders of japan and china last night about the north korea situation. Heather, i want to get your take on what the secretary burns was talking about about trump not being tough enough with putin and on russia in terms of the ukraine sanctions and the senate, sanction that is were voted here in the u. S. . I dont think that thats necessarily the case. Trumps entire mo is to do a dance where he is tough and he comes back and hes tough and hes nice, its very calculated. This is one of the things that was in the election that you could see. Hes not emotionally driven, the claim that this is all thinskin. If youre a thinskin person you can pivot between attacking and being nice and gracious. I think that what we are seeing here with putin is a big dance. We need russia on some things. We are annoyed about others and hes feeling his way, two strong men figuring out, they both have a lot of the same affect and theyre feeling each other out. Jon can we talk a little bit about syria, i would like to hear the embassadors view . Dagen if youre going to talk about President Trump and this administration, behaving in a weak manner on russia, the fact that we struck that Syrian Air Base is the very opposite of that in terms of russia and iran. Jon thats where im wondering whether theres room for agreement or collaboration with putin on the syria problem . Dagen nicklaus. I would say probably not. I supported President Trumps strike in Syrian Air Base. Let me say on the question whether President Trump has been tough enough, we know that putin launched a cyberattack on our elections, we know he tried to get into 21 state databases on voters, we know that Senate Republicans want to sanction russia over that and President Trump hasnt agreed. I testified before the Senate Select committee on intelligence three days ago wednesday and the republicans and democrats are united saying that the United States needs to be tougher on russia and show the russians they cant interfere in our elections. I dont understand the argument that somehow this is some kind of a dance, look at the facts. The president hasnt been tough enough on ukraine or on the russian interference and has people on the republican side concern. Dagen democrats have a very big problem in terms of lack of action last year by the Obama Administration because if you look at a timeline of the cyberattack, you have the dnc wouldnt turn over server to the fbi who was trying to investigate it, the department of Homeland Security issued a statement in august that about the they were trying to hack the state Voter Registration system, president obama got in putins face in september. Theres a lot of pressure on both sides at this point for the lack of action last year and then whatever inaction youre talking about this year. But speaking of the former president , i want to bring up this, former president obama will meet with south korean leaders today. This comes after President Trump spoke on the phones with leaders of japan and china last night about increasing pressure on kim jong un and the regime there, what is your reaction of former president speaking with World Leaders . Well, that happens all of the time. I worked for both republican and democrat president s going back to jimmy carter and their administrations and former president s travel, they meet World Leaders, generally the accepted practice the former president will keep white house informed and theres nothing unusual about that. I did testify last week that president obama should have acted much more quickly when the cyberattack happened. But the fact of the fact is he did sanction russia and did have a oneonone conversation where he told him that cant happen again. Thats the challenge for President Trump at the summit meeting in germany, g20 meeting when he meets putin. He has to show that he has a planned because he hasnt shown that yet and congress is concerned and not just the democrats but the republicans as well. Dagen president obama reportedly held meetings with lawmakers and the chair of Democratic Committee according to reporting by the hill, what do you think of him taking a role and reshaping the Democratic Party . I will point out that president obama because we keep talking about trump hammering the media, president obama after the loss said part of it is fox news and every bar and restaurant in big chunks of the country. He blamed fox news for the loss of the democrats last november. I just wanted to point that out because president obama hammered fox news repeatedly during eight years in office. He did it differently but he was still criticizing the media. I want to get your reaction to president obama being more involved in democratic strategy, if you will . Well, he was he was he ran two brilliant president ial campaigns in 2008 and 12. Hes certainly someone with a lot of experience, it wouldnt be unusual, for instance, if the Republican Party turn today george w. Bush or george h. W. Bush in the past when they were out of office for advice. I think this happens all of the time in american politics, but as a citizen, i think that our political leaders ought to respect the press, fox news but also msnbc and the First Amendment responsibilities that the press have. I think one of the mistakes that President Trump has made is that hes vilified the press and diminishes the confidence that poem people have. I know im preaching to the ch choir. Dagen i wouldnt bother me. This is my opinion, President Trump is expressing how people at home feel. But remember thats not how people the press decided that because it was trump they had a moral obligation to do Something Different and sort of set aside journalistic standards and a lot of them have now become pretty extreme in their own language. Youve got the New York Times sort of gone off the journalistic rails and the Washington Post has done the same thing. This is not trump doing it to them and they did it to themselves and hes had it with journalists who stopped being objective. The polls dont show that. The facts are the polls dont show that. The facts are that most americans understand that press is important and, you know, to attack the press unnecessarily, the New York Times, the Washington Post, you could make the same argument about fox news, that fox is biased, that fox has a conservative bias, i dont make that, i come onto fox to talk. We have to step back and preserve our country and decency and country and not vilified people because they are on the left and right. Dagen nicholas, good to see you. People who dont people who work in politics, they like to stab you in the back and people are just shocked that they actually have somebody now who is willing to verbally stab somebody from the front, thats how i will phrase it. But to denigrate women and mika brzezinski, to say those outrageous things, people are reacted very harshly about that. Dagen twoway street. You throw arrows and you get it back. Here is what the president has to say on twitter, spoke yesterday with the king of saudi arabia about peace in the middle east, interesting things are happening, exclamation point. Back here at home if youre driving for the fourth of july holiday, you will get a big break at the pump, 12year low. Joining us now heather. [laughter] dagen one of my favorite people and always good to see him in person tom, chief oil analyst at the Oil Price Information service, hey, tom. How are you . Dagen how low are prices going to go . I dont think much lower than we are right now. This is a very strange summer. Go to the beach yesterday, temperature 66degrees. Dagen nobody went to the shore. Public beaches were closed. Im just joking. Lowest gasoline prices 12 fourth of julys. People are driving a lot. Full employment, people are hitting the road, still buying suvs and in the last hub years we will drop back down. We finished the first half of the year with crude oil price average 49point 41. 95. Why do you see them dropping at the end of the year . What you could see is crude actually propping up a little bit, the gasoline prices dropping. The recipe for gasoline changes around late august and you can put in a lot more cheep hydrocarbons and cheap hydrocarbons that cant be used in the summer because of ozone. Prices pretty much have to go down. Jon are low prices a supply story or American Consumers spending less money or theres a lot of oil on the market . Its a supply story. For the last two summers, families had about 130 to spend every month. What theyre spending it on, we are not sure. Thats how it compares to those years, 2011, 2014. Probably spending it on amazon. Or health care. Yeah, unfortunately. We saw a tweet from President Trump refreshing focus on middle east here. How important is this attention between saudi and allies and qatar, is that going to scuttle the opec deal or does it really matter given what you just told us . I dont think it matters. Not much in the oil market. Theyll move through those politics. Theyve had a lot of bigger politics to overcome in the last few years there and if you have conflict between iran and iraq and between iraq and iran and saudi arabia, it makes big deal. But qatar, most people cant pronounce it. [laughter] dagen investing a billion dollars in iranian gas field, First Company to spend money in iran since iran nuclear deal. What is that what does the deal mean for the production of oil and gas in iran . Well, thats the odd thing. We know they are powerful in oil and usually when you are powerful in oil you are powerful in natural gas but they havent exploited the natural gas fields in iran or iraq. So, you know, for example, this time a year the saudis are using 700,000barrels of oil to generate electricity. Theyll probably move to natural gas in the next few years and have even more oil to export. Thats what happens. Trump last week was tweeting about Energy Dominance and isnt that really the sort of large theme here which is we are in a world thats so very different than the 70s predictions of privation and shortages and we might become a significant exporter with surplus which is going to have huge implications for industry and affordability and capacity to do all sorts of things that we thought we couldnt do . We have become the privileged continent because of natural gas and shell. You might get 30,000barrels a day from shell from some other count are you sure but they dont have the infrastructure to do it. We are going to be we are the privileged continent. The term dominant is maybe domanatrics. Thats a little bit of a course word. But absolutely privileged as a continent with cheap energy and great, great entrepreneurship. Dagen happy fourth. Joining the sound chris western smart and chris make the founder of soldier strong. We are going to demonstrate that in the second. Chris meek start by telling us how this device works. It is every ability of advice and a nonprofit got involved. We came across an article in a magazine and we were looking to do something to support those returning veterans post september 11. We were trying to help the Service Members servicemembers take the next step forward. We thought how cool would that be if we could literally do that with veterans. When did you first put the suit on and how has it changed your life in terms of you living with paralysis . I first put the suit on and october of 2016 and it definitely changed my life in regards in being able to get that muscle memory back into my legs and been able to function and begin to learn how to walk again. I want to show people how the suit works. What was that moment like when you first used it. It was very emotional. I could not feel my legs i wasnt sure if i was even going to be able to stand or walk again. And then to be able to put the suit on and be able to stand up first because you served in the army. You have suffered from paralysis for much of the last two decades . I just became paralyzed last year. And so to have this right at the beginning of having to deal with this mustve just been something that to me only god could do for me. Do to show people how it works. This is not the only device. That helps people suffer from paralysis why is this one so much more advanced than some of the other ones. What they can do is adjust one side of advice device to retrain the body have a walk again. They can make the body do more or less. How easy was that suit to learn to use. How much has your mobility changed. It was actually fairly easy to use. It can actually work for you. And then at some point you are able to then be able to use your muscles and be able to do some other things as well. Thats exactly right. I think almost everybody who has put this on the first time has stood and walked that same day. What about the availability of this device and making sure that this is available to every veteran who needs it. Is extremely expensive this costs 150,000 so what were doing its not ready for personal usage in the home yet what we are doing is raising money for these and donating these within the va medical system. Today we have donated 13 devices. There are approximately hundred thousand veterans in the u. S. This a device can help half a million veterans. How did you suffer that. Spinal stenosis. I couldnt stand up straight in a few days later they said i needed emergency surgery. In minneapolis i was able to have this. How has your care been there . It has been superb. What are your goals, where do you see yourself in a year . In a year i see myself walking on my own power. That is my goal. That is astonishing. We think you so much for your service. Some weakness in technology in the month of june. Doing well. The market is off to a great run. The big thing to look for is the jobs report. Weave Unemployment Rate of 3. 7 percent. Even though unemployment is so low the wages arent rising very much. You would think in an environment where there is a scarcity of workers that companies will be bidding up the pay of those workers and were just what is not seen it. It doesnt work anymore. What is going to make it work is productivity. If her talking to that. There to help train workers. We saw a little bit in the early days after he was elected. They were announcing these programs to retrain workers. We need to see more of that. It is a public push into private push. The study that came out about the increase of minimum wage in Washington State what have actually happened was that they actually went up for hire skilled workers who were replacing multiple less skilled workers. In the is not too dissimilar from what happened in the great depression. They cut out everybody else. What you want to see i think is a combination of yes you want the way just to go up but you also want to see more of those people who have not been able to get employment coming back into the workforce because it we had had this bizarre way of just dropping from our calculations the people who have quit looking for jobs. Getting them back and in is going to be important. The other big factor thats driving the Unemployment Rate down as you have all the Older Americans leaving the labor force altogether. Its holding down the Unemployment Rate. It still at the lowest level its been. Because all of the baby boomers are retiring now the people that disappeared are retiring. There is a huge pentup base of people who wont work or cant find it. There is certainly a lot of disability right now. They had slowed down. What we hear when we talked to a lot of industries these days is that they are facing worker shortages. Its a bit of a puzzle in that kind of environment when you hear care so much about worker shortages you arent seen wages rise anymore. Also training the spokes. People need to be trained to do that. Maybe we dont need as many retail employees as we are seeing. Easier said than done. The training question is puzzling. The government efforts to build Training Programs have been failures. They have not worked. And there arent investing as much in it. We will talk to the family behind some of the nations biggest fireworks displays about the work that is goes that goes into creating a spectacular performance. [music] American Woman let me be. Celebrating the fourth of july with americas first family of fireworks. It is responsible for more than 250 celebrations around the world each year. Joining us now from boston as president and ceo. Good to see this morning. So tell us about the fireworks in the company and it was started by your great, great grandfather. When people say that even today they automatically think of the fireworks displays. We appreciate that. My second greatgrandfather started the business back in 1850 and brought the business through ellis island. And my grandfather the Third Generation ended up opening his own factory on long island. In 1929 and my grant dash my grandfather had three children. They ran the company until the mid 1990s and then i became very active. Representing the fifth generation. They are now operating and running the company. And we have we have the sixth generation with my children. My son christopher and my daughter lauren. Theyre all out in the field setting up Fireworks Shows. My daughter is here with me up in boston. When would you start planning for these july fourth shows. What is your advice to people out there running familyrun businesses. How to keep this going so long. And how to keep peace in the family and run a successful business. You are spot on today. You have those moments when you have to work with each other. Its very difficult when you have that. With a business like ours which is a very difficult business. How we did it. We just transitioned into the fifth generation. We did it the formal way. We have the planning and succession planning put into place. We used professionals to get evaluations. Valuations. Its a very difficult thing to do when you are determining what this company is worth. A lot of it is communication and preplanning in advance. We can go through the steps methodically. In the terms of the municipalities that hire you for these fireworks displays. Are the willing to spend a little bit more than they had spent in previous years . Move to this store top story, this morning nine state governments across country failing to meet july 1st budget deadline, spending standoff between Chris Christie legislators in new jersey calling a partially shutdown in that state residents feeling effects because the state parks and beaches were closed for much of the holiday weekend, including Liberty State Park, and another state without a budget is illinois, where on saturday the state entered an ununprecedented third fiscal year Third Straight physicaling year without a budget, in a special concession that continued last night at Illinois House approved a major income tax increase after several republicans broke ranks, with the governor there, we are joined from chicago to tell us if the governor will sign this budget or not hey . Reporter big surprise, dagen good morning to you, 15 republican legislators in the house yesterday breaking with the republican governor and voting for the tax increase, take a look at the numbers not pretty and republicans didnt do it willingly, but they voted for a 3. About a 32 increase in the state be the income tax from 3. 75 to 4. 95 , and then increase in the Corporate Income tax from 5. 25 , up to 7 , that is expected to bring in about 4 or may be five billion extra cars to cover a shot a full as you report governor is not happy about this he is wealth himself fighting to hold the line says it is a repeat of the failed policies that created this financial crisis and caused jobs and taxpayers to flee in the first place. He says he will veto this, the question is whether there are enough votes to override, the republicans who voted for the tax increase say it was really just getting to the end of the line here. With the the rating agencies threatening to downgrade illinois to junk status in terms of bonds here is what one legislator from east peoria republican said this is the sword that i am willing to die on, if it cost me my seat so be it, the governor said that anybody breaks with him he is threatened to run primary opponents against them in Upcoming Elections in 2018, so who knows . Today what we have is a headlined house bill goes to the senate, there is believed to be enough support in the senate to support it then goes to the governor if he vetoes it see if enough for override the way it passed in the house there are votes in terms of what have got voted for in the house to override that veto so we will see if that holds if republicans break again or stay together, looks like tax increase is about the only way to go in illinois we just are too far in the red. Dagen. Dagen there is no better way to driveway people out of the state and make the budget problems worse than continuing raising taxes. I know that vicious cycle. We already spent money though that is the problem. You know, i tell you. It is a tough situation no good answer. Dagen great to see you. Thank you so much, jeff block happy 4th my friend. Same to you looking great. Thank you. Can senate revise Health Care Bill get down to brass tax here this is also an issue of spending. Versus raising revenue through tax increases, the the wall street journal is reporting that republican governors from states ohio you heard from john kasich top of this hour, nevada, and arkansas are pushing back on the health care legislation, the repeal and replace plan, fighting concerns over medicaid funding cuts, health and Human Services secretary tom price addressing insurance concerns last week, during an interview on mornings with maria. Just yesterday was announced that 14 of 17 counties in nevada will have no insurance provider on the exchange next year, this is being repeated state avenue state after state the challenge weve got to make certain we improve in market for patients and families doctors to be making medical decisions not washington, d. C. , there are ways to do its senate is working on it, i think that they will get it done. Joining us from the white house, press secretary to Vice President mike pence, mark, if you listen to some republican governors, and even some of the senators from states that accepted the Medicaid Expansion under obamacare, they are crying hard times not talking about actually cutting the spending, they dont want to get they dont want to take fiscal responsibility and managing this, how do you react to that . Well good morning thank you for having me on, i think one of the key points, of the of the senate bill that is currently going through there is that governors who believe there is a better way to deliver medicaid servicers in their state will be given the flexibility to do that that is really what a we are talking about here the senate bill and President Donald Trump is not having a onesizefitsall mandate coming down from washington, d. C. But actually giving states flexibility so they can innovate they can address the specific needs of this residents in their states, and that is the kind of leadership that is the kind of partnership that we need with the states, let them innovative let them come up with uniqueing solutions to the problems facing their states, and trusting them to be able to do that. Dagen well some of the pushback that you are hearing, from even some republicans regarding the senate bill in particular, is they want a longer amount of time for these the kind of transition from the opening entitlement of medicaid to block grants they want more time, and they want more generous formula as to how that funding is calculated do you think that is something that is going to happen . In terms of getting together, a bill that republicans can get onboard with . What were seeing right now legislative process, working the way it has always done, so the senate right now is scoring a couple of different bills they are looking at different options, and just like we saw in the house of representatives, when they needed just a little bit more time, to eventually reach compromise you are going to see these kinds of issues discussed in the senate as they work to come up with a piece of legislation that can get votes needs to pass senate get it through the house on President Donald Trumps desk to sign, but the key here is not just what is going on in at a legislative process, it is really making sure that we stay focused on the end result which is the fact that obamacare is failing, millions of americans at risk losing Health Insurance right now, due to collapse of the exchanges, Vice President heard countless stories from people who may be have obamacare card in wallet but payments cost more than their mortgage and no doctors hospitals in their areas are going to take it so that is not really insurance at all. What we need to do is bring back competition, bring back free market, innovation, Lower Health Care costs for everyone, and also improve access at the same time. As we go to your question i will point out that more than 40 of counties in this country will only have one Health Insurer in exchanges next year, there are 49 that wont have any insured next year. Mark i want to talk taxes with you for a second, there is is talk in the senate right now of allowing these obamacare investment tax increases 3. 9 surcharges in investment taxes on dividends cap gains to remain in place as a compromise to get a bill and very a starter or nonstarter for the administration. What you are seeing is Senate Working through that legislative process, obviously, there are various members have different ideas how best to deliver this what we are focused on at the white house making insure that end result is what we meet the by thes goal lowering Health Care Costs for americans and improving access the process how Senate Reaches that compromise that is something they are going to work through, the white house continues to be in discussions with them on the various appropriation but at the end of the day, the one thing that unites republicans across the board obamacare is failing it is something that we have to address now because too Many Americans have no choice for Health Insurance or maybe one choice, no choice at all. And those are kinds of things weve got to address quickly. Dagen turning to the president twitter usage yesterday morning, President Trump posted a video body slamming a man with cnn logo supero imposed on his headed on www. Evincentman, do you think tweets like this are putting the president s agenda at risk . , i dont think so at all obviously we have the ability to do many things at once here in washington, d. C. The president and leaders on capitol hill are focused on fixing repealing and replacing obamacare, getting tax reform under way same time you have seen the president , you know speak with many World Leaders last night he tweeted again this morning speaking to pleerdz of france germany and italy, as we address the common threats that we have in terms of isis, and dealing with the growing threat that is north korea. So what you are looking at right now is you are looking at the president who has talked about wrestling with media off and on throughout entire campaign when you look at it there were reports offis, distance between Vice President and president that have been denied. Rifts developing how one report carried it this is another you know, as i described Gold Standard of fake news, there is absolutely no distance between the Vice President staff and president s staff, we start and spend every day, and end every day together. To this is just another example and what i was going to point to, it is a good connect between what is what American People are focused on, and what media is focused on, just the month of of june, the Major Network broadcast the nightly newscast spent nearly six hours talking about russia and less that about five minutes talking about the economy. Dagen exactly. The fact unemployment is down the stock market is up Consumer Confidence at highest you know in decades. Dagen real quick mark the Vice President pushing President Trumps agenda on Election Integrity going to hold an organizational call with members on and this is coming as vice chair of the commission, and kansas secretary of state chris, sent a letter to 50 states requesting information on voter rolls what do you think this data will show . Well what were focused on getting the raw data here also i do want to stress that at a commission is only asking for publicly available data in every state, so various state laws have various requirements what can cannot be released, this is something that states released to political parties, and campaigns on a regular basis, so the commission is not asking for anything that is not already out there, in the public domain. But whether what they are looking at take a look at entire voter registers system, lets see if there are areas where we can identify loopholes best practices things could reduce potential for registration fraud could also lead to voter fraud in fact you know just last we can, a gentlemen in virginia, pled guilt to 18 counts of falsely registering people including dead people in indiana earlier in june charges brought against 13 people, for again fraudulently registering voters including dead people all done on behalf of or if connection with the Democratic Party this is stuff that weve got to actually look at, and the commission is designed to do. Dagen mark good to see you good to see you. Mark i cant wait to see what President Trump tweets next. [laughter]. Thank you mark pea happy 4th appreciate you being here we will be right back, everybody. Dagen more breaking news, it would not be a morning if President Trump wasnt treating about fake news, some point the fake news will be forced to discuss great job numbers, Strong Economy success with isis, the border, and so much else. We know what . We are not phonies here i think we discussed all those very things this morning. On mornings with maria. Got to be a place for me, to see what i want to be, hey the American Dream ooh dagen battle field to the bureaued room a off to transition to make one Investment Firm is helping or i nations bravest build Great Companies bring in Investment Fund ceo founder doug. You explain what you do you invest exclusively in startups, that are they are veterans or people who graduated from the military school like west point or annapolis. That is correct, the young men and women today graduating from the u. S. I am curious, how do you source your investments, do you get your name out there, do you actively seek out, Companies Run by folks meeting the criteria. Yes, the the simple fact military community a tribe tribes within tribes, so when one class mate hears about how to get funding for their startup, it moves across we see pretty much every great detail that military Academy Grads come out with. A lot of us had experience have i think by did he fault now, an sums that if somebody has military training probably going to be better than . C. Model how well do they do. We found companies started by young military Academy Grads that are out o performing peers average returns for Early Stage Investment Company around 20 a year, for companies founded by military academy grad over 200 a year, so it is early days so that needs to be checked because there is few of them but by any measure doing much better than peers. What are some specific skill sets that you see in soap of the leaders of these companies that make them succeed in the they are fierce. Because our investment profile we invest in leaders not companies we go all over the map so we have companies in food, food companies, we have air force i mean Navy Combat Pilot that started catchup Company Takes at you the corn syrup you he wouldnt xb combat pilot to be starting a catchup company that is what was needed skills in order to drive the company make it successful. And forget Peanut Butter and jelly it is Peanut Butter and twinkies sent social media into a frenzy. Fans plans to repeal repeal obamacare delayed question whether President Trump can accomplish any agenda before 2018 midterm elections, really . Blake burman live at the white house with that story good morning blake what are you hearing. Reporter good morning to you eerily calm days in washington, d. C. , the folks at congressional Budget Office might be getting a bit of extra work in on this day as over the weekend, Senate Republicans set on two more plans over to them as relates to health care, to be scored these are ideas that are based from senator ted cruz currently a no vote. The white house says the president was making because over the weekend to try to get this plan over the finish line, saturday night at event in washington president currently in new jersey made a quick trip though to d. C. During a riff against media said he i had accomplishing his agenda listen. Their agenda is not your agenda you have been seeing it. I will never stop fighting for you. I am delivering on trade, on the economy, on the Supreme Court on the Second Amendment on our military, for our veterans. Now there is a push among some conservative republicans as relates to health care dagen kind of scrap the whole process as it is now and instead vote to repeal obamacare first and then replace it down the line. The white house at this point is not yet saying that that is a plan b, or a second option, however over the weekend on foxes news sunday the legislative director mark shoer gave a bit of creed tense on this idea. You have 50 members on record having voted for in a recently, so that is an option and then at that point if you repealed it you can come back with replacement efforts more bipartisan. As for president will return to washington, d. C. , later tonight july 4 tomorrow then heads to poland and then to germany for the g20 summit dagen president appears plepg by speaking with many of the leaders white house says the president spoke with leaders of japan, and china, yesterday. And the president has already tweeted out this morning, that he will be speaking with the leaders of germany france, italy today and oh, by the way, in hamburg, President Trump will also have his first time with one vladimir putin. Dagen back to you. Cant wait to see the handshake a doozy between macron and trump, how do you spell putin and trump waiting for that thank you so much blake burman. Reporter you got it. Dagen reducing size of government President Trumps budge includes 8milliondollar increase for the office of management and budget, about those to help reorganize the government, and reduce regulations, joining us now is Barry Anderson former omb acting director, looking at without plan, nine states missing their budget deadline, but, again, President Trump is trying to get the federal budget in line barry what do you make of the president s plan on the federal budget . Well, he has some good ideas. But and the one of the major ones is what you just mentioned with respect to what oand b can do look at regulations omb not just office of management and budget but also has the office of information and Regulatory Affairs and having them take a very, very careful look at the regulatory aspects in this the federal government is long overdue, so that aspect of it is is very good. With respect to working at some of the major drivers, you of our fiscal unsustainability Social Security Medicare Medicaid he didnt touch search and seizure and medicare but medicaid is looked at in health and house and senate bills. And that is something that is long, long overdue, too. Barry mike here, a lot of governors republican ones getting pushback, on you know doing anything to medicaid they are worried about getting reelected about incumbency. What is advice about biting the bullet doing what needs to be done as you put it . Medicaid is a joint state federal program. The states pay about half the cost. But the feds set all the regulations. In years i spent in National Governors Association Democratic and republican chaffed at the fact medicaid consumes more than any other category of the budget including elementary and secondary education yet all rules are set by the federal government. Turning more and more power over to the states is a good thing. But until we get cost controls on Health Care Costs we are going to see states suffer what they are suffering now. That is not enough money for schools not enough money for parks not much money for Infrastructure Health care eating states live as eating the federal government finances makes everything tougher. Can we talk a little bit about growth the Trump Administration is expecting growth to hit 3 over the next few years is hoping that will help to fund some of the tax cuts and overall budget hope the balance budget over a decade. What kind of growth do you think we can expect and how much can that be leaned on, to balance the budget over 10 years. The congressional Budget Office just released last week their updated economic and budget forecast. I think they wont be over backyards to get growth up in future closer to 2 not 3 there have been rots how productivity has been underestimated productivity a major, major contribution of growth would push growth up higher than 2 , still getting up to as high as 2 1 2 i think is a reach. So the 3 in the projections beyond what i think we can reasonably get, then to count that money not just once, but twice, or even more than that, as the budget does, well there is also a stretch, too. You got to keep your mathematics right if you are going to have credibility and convince congress and public of the reasonableness of your proposals. If you were still at omb you had a mandate as they do now to completely reevaluate what is going on here, and whether there are better different ways of doing things, what is the best advice you would give them for thinking outside the box and doing things differently . Grandchildren. By that i mean when you think about the budget, there is so much that are intergenerational transfers between people working now people who are not working now because they are too old, and the young. And what we continue to could is take money out of the people working now, and give it to people like myself. The elderly. Well it is not all elderly but it is it is too much of a transfer from the people working now, to the people who are retired or basically not working now. I know those are very simple terms but i would really start looking at how we can make better intergenerational equity i really think that we not just the the administration or the congress but we as a down, have to think of how much money we spend on the elderly versus how much we spend on the young. And in particular, if we continue to borrow more and more, we are basically borrowing not just from young, but were borrowing from people who will will have to pay it back kids not yet born yet, when i would start to that point, 60 of the more than that is spent on Nursing Homes in this country from medicaid 60 that is and the states the states have made it very easy for people to shelter wlt so qualify for medicaid so the heirs actually do keep assets i think you would agree with that. They can shelter home values of greater than half a Million Dollars. I can tell you none of my kids have a home worth half a Million Dollars, and the average price of homes around the country is only 200,000 dollars. The fourth turning about 20 years old now but predicting what was going to happen as we move through generational shifts in terms of who is in what position because you see patterns over and over again one of the things they predict is that gi generation moves off into the sunset, and the silent generation then comes along they are going to look at their assets and say it is crazy that i am doing so well, and young people have to pay so much and that is when you are going to find a cultural shift that allows taking on these entitlement shifts and transfer payments, and scaling them back you are ahead of your time. Barry thank you for that yes, i have that argument with my parents all the time i remind them i am paying for their medicare they dont like to hear that we get in all conservatives in that household but they dont like to hear that. Barry thank you so much great insight Barry Anderson. Thanks. I am proud to be a veteran of the army long time ago, and i think it is a great country. What makes it a great country . I think the diversity of people, and the work ethic, and free political ideas and views things are not available in many countries. I am free to have the job that i want kids are free to do whatever activities they want. Just freedoms like that. Being able to be he who i am, you know speak about that. They do i said this all the time, we we are the land of the free because we are home of the free, people who are willing to put lives on the line to protect those very freedoms. My dad is a holocaust survivor, came here with absolutely nothing. Worked his tail off became a doctor saved a lot of lives this country is built on hundreds of millions of stories like that, people who came here with nothing, and did great things i am proud to be part of that lineage.
