But the irony is in most of these cities, its heavily populations of blacks and even in milwaukee, my suspicion would be its probably at least at the National Average if not above it. So its liberal policies all these cities are run by democrats. All of them are have run themselves if fiscally irresponsibly, and they havent brought new opportunities for blacks and, in fact, all the complaints that blacks tend to make are, unfortunately, at a system that they continue to vote to. Do you see something with respect to policy being one of the marijuana drivers for all of this . I think theres something definitely to be said for that. And i think, you know, dr. King actually hit a lot of this right on the head when she was speaking to the effect that a lot of this social welfare, you know, actually has on the africanamerican communities and a lot of these neighborhoods. And when you actually, you know, back to the segregation point, and i think its more kind of the lack of issue. More being pushed out to these communities. No chance of economic improvement for their lives, and i think thats one of the biggest problems here is they feel segregated because economically they are. And i think that that is due to a lot of these liberal policies that are happening. So, yes, that frustration, that outrage, and were doing nothing to really resolve the underlying issues here. We just continue to brush it under the rug and then when Something Like this happens, yeah, put a curfew in place, but youre not doing anything to address those underlying issues. And thats what fundamentally changed a lot of these cities. Speaking by what happens from the financial crisis frankly. So this is Federal Reserve data. The percentage of americans under the age of 35 who hold Credit Card Debt is at the lowest level since 1989. Some older americans, youve seen them pull back on using credit cards as well since 2008. But youve actually seen recently kind of credit card usage starting to tick up. You know its a doubleedged sword. You want people to spend . Charles sure. But you dont want to go deep into debt. The irony i suppose is that young people arent ringing up their own debt. But they want the government to take on debt to pay for all their free stuff. Charles yeah, or their parents; right . My son hes saving every nickel he makes this summer, and im the one whos paying for everything. But thats the generation. Thats a very smart young man. Charles he is smart. I want to talk to you more about that. Because savings have gone down, credit card use is going up, and thats unsustainable for a while. Well see how long that can last. Well, and now that the United States the government that double to almost 20 trillion. Thats also charles it would be nice if government took a page from its citizens sometimes. I want to ask you about this breaking news just moments ago, the fuel efficiency rules from medium and heavy duty trucks. The administration now saying it will reduce over 1 billion tons of carbon. What does that mean, dagen . It means there are more regulations coming out of the white house. These are tractortrailers and essentially garbage trucks. This is really my wheelhouse. So the Obama Administration is proposing a 20 these rules will mean 25 lower Carbon Emissions and lower fuel consumption. But this is an administration in the almost eight years that theyve been that president obamas been in charge, theyve handed down 600 or more major rules out of the white house. These are economically significant to the tune of at least 100 million each. If you can look at the total impact Economic Impact of all of these rules, its threequarters at least of a trillion dollars. Just one heavy duty truck role will have an Economic Impact of 300 billion. So, again, its this is part of the green agenda. And ill note they raised the fuel economy standards for just regular trucks and cars and vehicles to it was to 54. 5 miles per hour. That was the standard. Charles right. Its not going to be net gas prices have fallen and people are buying less fuelefficient cars like puppets pickup trucks and suvs. So, again, consequences. Charles thanks a lot. Some throwing out the confetti claiming donald trump has no shot but president obama warning democrats not to be too confident about a clinton victory. Telling donors privately if were not running scared until the day after the election, were going to make a grave mistake. So are democrats worrying about a trump turn around . Trish regan. , steve, let me go to you first. Apparently one of the bigger Hillary Clinton super pacs now pulling the commercials in virginia, colorado, and pennsylvania saying this states are won. Kind of premature, no . It is indeed because her negatives are higher than donald trump. So if trump continues to do what he did yesterday, give a substantive speech, stay on message, hes going to be formidable because this is third term versus the ability to hold that office. And if its pivot back to her being a third term of obama instead of temperament, hell win the election. Hes got to deal with the temperament issue, and i think they know it now. Charles trish, it wasnt that long ago, maybe 30 days or so less when donald trump was ahead real clear politics and most of the polls. So we see how these things swing back and forth. Yeah. And i think the media has had a role in all of it. Lets not forget. He actually started to get a little bit ahead of her. Got a little convention bounce and what do you know. The media freaked out and said gosh this is Mainstream Media im talking about. This is kind of serious. We could actually see a republican in the white house. We know that they do not want to see a republican in the white house. And they certainly dont want to see donald trump. So i think Hillary Clinton was clever in that she was able to turn this election into, you know, you have a choice between me saying stable, you know, continuation of what youve already seen, which most people dont actually want. Or crazy. And so shes painted him as the crazy man. And what he needs to do right now, charles, is do exactly what he did in ohio yesterday. Get there, address the facts, this is the situation were in. This terror attack. Th terror attack. It continues to happen. We need to fix it. If he can sell policy as opposed to all the other stuff . Charles sure. Hes got a good shot at turning things back around. Charles theres no doubt about that, and i think because of the temperament thing, it overshadows the economy, terrorism, and all of the other things that are absolutely in Donald Trumps wheelhouse that hes still outpolling hillary on, but should be up. Right. Because the media loves to talk about what is the thing that he said that was most outrageous the other day instead of actually talking about tax policy, which we desperately need to actually fix this economy. Charles so ironic that because he is so open and allowing the press to talk to him all the time that they set him up so often where hillary hasnt had a press conference in almost 300 days. I want to shift topics for a moment, guys, because aetna show casing obamacare problems, pulling out of all the changes. Only going to be four and then blaming heavy losses for the retreat. Steve, should donald trump be pounding really a harder on this issue . Particularly with the idea that a lot of premium increases are going to happen just days before the election . Absolutely. He should do a speech like he did yesterday around the economy on health care. This is a very emotional issue. People are no more happier with the obamacare than they were five years ago. And one of the surprises, charles, is how little this issues been discussed. Yeah, they make reference to it, the candidates. But they havent gotten any detail. He should hit hard about peoples experience in hospitals. Peoples experiences as you say with these not only rising premiums, but the deductibles are sky high. No one is happy with whats happened with the health care. Charles yeah, and also impact with Small Businesses have been devastating, trish. Of course we know democrats have come back and the first thing they say you have 20 million more people insured. What they dont say is almost 30 Million People arent insured and the ones that were, kind of lost their doctors. Yeah. And this thing doesnt pay for itself any which way you slice it. I think that this resonates, charles, and i think this is another area that he should explore right now because so Many Americans are struggling with these escalating Health Care Costs and does is not a solution. Obamacare is not a solution. We need a solution to actually really try to help as Many Americans as we can. But this is not it. Charles right. So i think he can hit that. I think he stays on the economy, stays on national security, and if he does all of these things well, and really just zeros in on this policy, which i keep saying is so important to americans right now, then hes actually still got a shot in these last 85 days. Charles steve, it always comes down to the economy and donald trump, again, everyone does believe that the billionaire businessman can deliver, and i think trish is right. Hes just got to articulate that perhaps over and over again until the point where it sounds like a broken record, but it starts to make inroads. The election bill clinton won back in 1992 and the thing to keep in mind is that 70 of the people feel the countrys on the wrong course. And thats what trump has to tap into. Make that the issue, not himself. Can i just also say. Charles sure. Its the policy; right . If you can just divorce the person, the candidate, both candidates from the actual policies and look at the policies straight on, in a blind taste test, what youre going to find is one is better for business and Economic Growth than the other. And that frankly and i can say this as a business reporter. Lower taxes, less regulation will help grow our economy. Period. End of story. Not even debatable. Stocks down right now but still near the record highs. Hillary clinton hoping the stock market will be the win in her campaigns back but the cloud of the email saga still hanging over her campaign. News of the house gop pushing for a perjury probe, congressman ron is on the House Judiciary Committee and pressing for answers. Thanks a lot. Again, i get where youre coming from. Listen, i understand the issues particularly when Hillary Clinton testified in front of the benghazi committee. But how confident are you that is department of justice will follow througon your request and the american publics request for answers on these contradictory answers . Well, charles, obviously im not very confident because they have chosen each and every time any time theres been a high profile case, to not do the right thing. And whether its the irs targeting, whether its the clinton investigation. So, yes, i think its a very politicized Justice Department. But heres the thing. That does not relieve us of our ability to tell the American People the truth and our responsibility to do that, and i think what weve done is weve laid out she came before congress. She swore an oath to tell the truth, the whole truth, and nothing but the truth. And in each of those particulars, what she testified to was contradicted by the evidence that the fbi uncovered. And thats just the fact, charles. So its our responsibility to present that to the department of justice. And if they want to swat it away, then the American People will know theyre still acting politically. Charles again, remind the audience, the four issues are did she ever send or receive classified emails . Did she give all of her attorneys all of the emails . Did she have multiple servers and devices . And finally did she provide all the workrelated emails . Could she say with the Justice Department say, hey, you guys have a point here . But she was just mistaken. She made an honest mistake. James comey hinted that very busy people sometimes forget about certain emails that they deleted and that maybe it was just a quote honest mistake. Well, if you remember the statute that was at issue with handling of top secret information was simply a gross negligence standard. And what the Justice Department did is they insisted on having a much higher standard that wasnt even in the statute saying that secretary clinton needed to be shown to have intended to give that information to americas enemies. Which is not what the statute says. So my sense would be they would take an equally aggressive view on this and say, yes, even though shes making false statements, i bet you they would say, well, she may not have actually intended to deceive so that will be their escape hatch. But i think we need to put the pressure on them and make them look at it and make them come to a determination. Charles you know, just a little bit of an aside when fbi director comey sort of suggested that thats the statute was very old, and he had a tough time grappling to be the first person to interpret it a certain way. Is there an area where congress can come in and say, hey, we want to sort of finetune when these actions should be deemed a violation of certain statutes. Or do you continue to up to the fbi directors and others to determine what makes you do it when theyre using the fact that its never been done before is an excuse for not . Well, first of all, it has been done before. There have been people who have been convicted under that statute and comey says, look, when i was in the Justice Department as a prosecutor, we never use it. Well, what you know, charles . Most people who are in high positions of authority do not treat classified information the way secretary clinton treated it. So you didnt even have a lot of cases that would have been similar because most people actually take their responsibility seriously. But i think you have to have gross negligence. I dont think you can say only if you intend to harm the u. S. Because then youre leaving open a whole host of areas where people are grossly negligent and our country suffers. To the scc chairman harvey pit. Harvey, thanks for joining us. The Federal Reserve, its always interesting when it sounds more hawkish. But what dudley was saying with respect to the jobs market is one thing. But as far as wages are concerned and the overall gdp, still lagging tremendously. Absolutely. The economy is performing substandardly and this is a very, very slow recovery, despite the administrations efforts to pose it as something more robust. Charles do you think also the Federal Reserve has a vested interest in being able to justify their interest in the extraordinary actions that they took to at some point take a victory lap themselves, even if it may not seem justified to the insiders to know the real deal . Well, i think theres a lot going on with respect to that. I think the Federal Reserve board has become less independent since doddfrank has been enacted. And since the economic melt down. And as a result, theyre part of the administrations policy apparatus, which was never the role the fed was intended to perform. The fed was always supposed to be an independent setter of monetary policy. But were seeing comments and actions from the fed that look much more like part of the Political Administration policy. Charles and to that point. Im glad you brought it up because i also see where the fed has a dual mandate. But when they speak or take action or in action, they talk about the economy in china or the british exit vote or things that maybe you can connect the dots. But i dont think that thats what their initial role was supposed to be. And it feels like they can use an excuse any time they want to do or implement policies they may or may not want to. Yeah. Were looking it seems to me at policy that is being set and then justifications are attempted to be found after the fact. As opposed to trying to help the country get on a economic recovery track, which is what their job is. Charles so having said that, weve got a couple of things here. You have the credibility and of course the ability to be able to jaw bone markets is a key, key asset for the fed. But also, what kind of danger are they putting us in if they continue to keep rates this low for so long, particularly after all of the money theyve printed up . It strikes me that this is going to produce a very dramatic and adverse Market Reaction when they finally get around to allowing rates to rise. I think what weve seen right now has been very artificial and instead of letting the economy function, they are basically fueling shorttermism and keeping people focused on day in and day out events as opposed to the longer term, all of which bodes poorly for the stock market coming down the road. Trump has always had this love hate relationship with the media. Maybe more of a hate, hate relationship these days. But in a way, through the all this coverage, it has really helped him. Even the negative coverage has helped him. Charles well, you can argue that maybe it helped him in the primaries i think. Right. Charles but really. Think about the last three weeks and almost any time something really damning came out of Hillary Clinton between 24 to 48 hours, it felt like the narrative change something not that hillary did but something donald trump said and people said thats just tough that you would actually take what someone did and dismiss that as opposed to someone who might have had a gap or maybe continue that you didnt agree with. Well, thats the thing when trump makes these comments about the meat. The other thing hes saying is that it takes all the attention, it takes all the oxygen out of the room, and there isnt enough room for coverage charles why is it getting so much attention . In other words, its up to the media to decide what they want to put on their front page. What they want to start the nightly newscast off with. If theyre deciding, hey, we want to go with this as opposed to the more damning situation that may be occurring in the other campaign, then how much should then held accountable for that . Media is motivated by blood in the water. Thats what we go after. When trump is making controversial comments, thats whats going to make the news more so than his attacks on the media itself. Charles but any richer than Hillary Clintons blood . Because there are has been blood in the water for Hillary Clinton. Just almost every other week theres been almost every week recently. There are has been something that she has done that you say whoa this is going to really sting. But then you dont hear about it anymore. Sure. That risk is something hes not comfortable with. Those two things. That said, he knows a company like amazon which you cant buy in evaluation is basically destroying walmart, which is why hes selling walmart. Hes not going to buy amazon at these 100 plus p ratios but he sees the impact in tech. Apple is not an amazon evaluation or anywhere close as a high dividend. Hes comfortable with the longevity of that business model. Theyve made it through the years. And not going to be destroyed. Charles although you dont think theres a sense of Creative Destruction at apple that their dominance is weaning and theyre no longer a Growth Engine . So i get that theyve got these absurd low evaluations. But how do they ever justify higher evaluations from here . Well, hes been talking with tim cook. That was kind of the indication that he was i thought he bought more. Although that came out after the show last week. As well as amazon. And i think some of it they want to talk about the cash. And some of it was probably increase the dividend. So i think buffett is making the case hes not going to be over 2 , but might be kicking 3 and that might boost the stock. And also discuss use. I would like to think that semiout of the growth phase of the phone thing but if tesla eventually stumbles because they cant raise the money, thats something apple has cash to get into and dominate. Charles i would like to see them make acquisitions with all of that money. In the meantime a september rate hike is possible. He says the economy is actually accelerating. Jonas, what are your thoughts on that . Hes making a lot of assumptions about second half growth. Yes. And weve made this before, and then they dont really materialize in the way they are. I really do think that that inflation has to start rising before you see rates going up. That said, you didnt see the bond market move much by this. Because at the end of the day if they raise rates higher which is now going to be a 50 50 chance, shortterm going to go up to 1 . But longterm rates are going to stay below two and two because theres so much demand for bonds and not that much demand to borrow money even though it seems like everyone is borrowing money to buy everything. So youll see a flat and low yield curve. We might be in that mode for a very long time. Charles what does that mean for pe stock market . Its good because it means this thing some day rates are going back to 8 and then stalks fall 80 . Thats not a likely scenario. There could be other reason for stocks going down, but it wont be because rates go higher. And on that rate get a lot of that from potential clients. 99, rates were over 6 and people were perfectly happy buying stocks with a 1 yield back then. So just because rates go higher, the economy grows faster. People arent going to care if rates are 5 again. Charles and youll sandra Real Old School reason for owning stocks. In the meantime, retreating from obamacare, and you wont believe what liz warren think so is the reason behind it. Charles fox business alert. What was interesting is the first year they went into more states than anybody else but they still didnt go into some states, new york, maryland, georgia, california, because they couldnt get rates approved that were high enough. So i think they have taken a very sensible, cautious approach. It is now, with the, as you pointed out, with the subsidies going away, extra subsidies going away next year. This is fish or cut bait time for these insurers. They have got to make a decision. Charles see more and more saying well opt out. Does the public have the right to be upset to some degree with the Health Insurers who help write the law and built in, sort of, this way of government reimbursing them for losses . As soon as that option runs out they cut and run . Well, you know, i can fault to a certain extent on this as well. Reality is, if you looked at this legislation, as i did at the beginning, you could see where this was going to go. Some of the insurers by the way, looked saw where it would go, we can do that. So milena is profitable. They knew where it was going. Never mind the eye wash and propaganda out of the administration. This would turn into a giant highrisk pool for low income people and look like medicaid. So if youre a Medicaid Managed Care insurer, like sent teen and molina. Manage people, keep them out of the e. R. , some of the things that other insurers didnt know what they were getting into. Some of it was at the table and some drank the koolaid. I dont think it was true of aetna and that is significant. Charles what happens from here . We talk about the risk corridors, and how do you implement a plan that works . Well, i mean youre going to have to reopen this legislation and change the fundamental mistakes that they made in the design of it, and thats a political call and frankly its really going to come down to democrats deciding that the pain is too much. They got killed electorally in 2010, and in 2014. You know, as, time goes by, there are more democrats in congress who didnt vote for this, so they dont have to defend the vote. Charles right. At some point they have to say, its a quagmire, we have to get out. We have to extricate ourselves. Once you do that there is possibility for bipartisan solutions. At that point it doesnt really matter Charles American public knows its a disaster. Whether they want to keep acting like it is not up to them. What we see now, based on the brexit votes was a lot of polls were modeled on turnout and that, based on years prior, voters from years prior, and what we saw that night, there was a record new number of voters. I say new number of voters, 2. 8 Million Developers that were new, never voted before, or were apolitical, that were new to the political process. What the pollsters thought was that these votes would be, might be new voters but would be split down the middle 50 50. They overwhelmingly went to vote leave. This is something that Donald Trumps team is also trying to capture. He has disaffected voters, unpolled and he is trying to bring them to the polls. Voter turnout was 57 in 2012.
