>> cenk: i love it. i can't wait to talk to him. and then the world's worst anti-gay protest. >> this is our protest at general mills. abdicating same-sex marriage. >> cenk: failed, epic fail. that video is hilarious. you know what time it is, right? go time. >> cenk: the obama administration asked for flexibility in how to apply welfare. but the romney campaign has decided, ladies and gentlemen we got him! we found out his real agenda on welfare, and they rolled out ads like this. >> the new bill restores america's basic bargain providing opportunity and demanding in return responsibility. i would not probably have supported the federal bill that had passed. >> the obama administration quietly offers waivers to the work requirements in the law. >> cenk: wow that sounds really bad. obama does not want you to work. he just wants to you leech off the government. jake carney, the white house spokesperson said no, that's not the case. let's watch. >> i have been surprised by it, as--by the hypocrisy of our critics since many of them have in the past supported and even proposed such waivers. governor romney, governor barber governor huckabee secretary tommy thomas, and senator grassley all supported these kinds of waivers for states in the past. given this long documented history of bipartisan support it is surprising to say the least to see flip flopping on the part of the republicans. >> cenk: who is right? is it romney saying, oh my god obama wants to loosen the rules on welfare so he can give people checks for not working at all! or is carney right? well, we have documents to prove it here as to who is right and who is wrong. that's what i love about this show. we give you the facts. in 2005 the republicans wrote a letter, a lot of governors did asking for quote flexibility to manage their tanf programs, that's the welfare program and increased waiver authority. now, listen to what president obama pushed for in this proposal in 2012. watch. quote greater flexibility in tanf that's the welfare program program, and grant states waivers. that would appear to be nearly ideal language. well, what president obama did was give the republicans exactly when they wanted. in fact, back in 2009 look at all these governors, 29 different governors that signed the letter saying please give us that waiver. we need the flexibility. tim pawlenty barber arnold schwarzenegger who is this guy? oh yeah mitt friggin' romney, governor of massachusetts. he asked for the waiver. obama said republicans, you win i'll give you the waiver. then they turned around and said, we got you. you don't want people to work ha ha, ha. look there are two rules here on "the young turks" regarding republicans. first of all they lie with impunity and without a conscience. as they complain and cry, i can't believe what obama said about bain and they got the guy and the girl who died, and i can't believe it. [ sobbing ] right? they'll turn around and do a lie like this. they ran two different ads on it. they full-on know it's a lie. second rule, never agree with a republican. because if you ever make a mistake of agreeing with the republican they'll use it against you. they'll do it every time. it doesn't mean that you can't agree with them in a debate or discussion. but if you're a democratic politician and you agree with a republican? you got it coming. they'll use it against you every single time. now if you don't believe me and you want an independent source, how do you like this? we'll bring on ron, he works why the brooking institution and he's codirector. his expertise is welfare. he worked on that 1996 reform welfare. get this, he was the welfare policy expert for george w. bush. now i asked him does this republican line of attack make sense? would the states want to take a program and make sure that people don't work? don't go to work off of welfare. but some how just get the money any way? here's what he had to say. >> the thought that the states are going to permit a bunch of people to stay on rolls for devious purpose does not make sense. >> cenk: now that is the charge of mitt romney's campaign. they're running ads saying that the real agenda is to make sure that they don't have to work for their welfare check any more. are you saying that that claim is totally untrue? >> i think probably you and your audience don't recognize that we're in the midst of a presidential election. when that happens both sides say all kinds of stuff. if it's accurate on a scale of one to ten and if it's a one they'll give it a ten. i think it's greatly exaggerated. newt gringrich said, i was sorry, referring to you ron, i was sorry that he had lack of imagination when you called him out on it not being as accurate as it could be. >> i think the charge is that the imagination that i lack is there is a devious plot by the president and the secretary to undermine welfare reform. but i don't believe that. obama did vote against it, but even sow it would be very dangerous for any politician in the united states to be against work requirements and bringing people on to the welfare rolls. americans do not like welfare. they're okay with welfare for a short period if you lose a job or have some crisis in your life. but they think people ought to get off right away. toit would be politically nuts in the midst of a presidential campaign to suddenly say or do anything that would allow more people to be on welfare. that certainly is not the intent. if you read the exact language of what the waivers would be granted for. the intent is the opposite. what republicans are saying is that they lack trust in the president and the secretary of hhs, and that they would do things that would allow more people to come onto the rolls and undermine the work requirements in welfare reform. >> cenk: ron, as we showed in the intro, the language that the republicans requested back in 2005, including mitt romney, hey, we like waivers for massachusetts, it seems to be nearly identical to what president obama is pushing. it seems this we have a case of the republicans saying please, give us this. obama says, great, i'll give it to you and then they say ha, ha, that's no good bum-welfare supporting guy. >> here is an interesting point. starting with president reagan, both democratic and republican presidents granted states lots of waivers for the program that preceded welfare the afdc, or aide to families with dependent children. 40 states had waivers to change that program beyond recognition in tomorrow states. we got welfare reform in '96 because of these waivers. republicans have always been strong supporters of waivers. >> cenk: i want to clarify one other thing. it's not just the 2005 letter where romney and all these other republican governors asked for the waivers. today the republican governor of utah asked for the waiver. president obama was not doing some progressive or liberal policy. he was doing a policy that actually oftentimes makes it harder to get welfare and will put more stringent requirements than what was requested by past republican governors. never agree with a republican governor. they'll always use it against you. we'll have a discussion on whether this line of attack on welfare is not only a lie but also racist. we'll show you the progression of what republicans mean by a line of welfare attacks. don't miss that when we return. >> you wouldn't have to work and wouldn't have to train for a job. they just send you your welfare check. >> cenk: now the last thing we were telling you about was an ad that the romney campaign was running, president obama, he wants to put everybody back on welfare. that's not the only ad they're running. they're also running this one. >> in 1996 president clinton and a bipartisan congress developed welfare the way as we know it by requiring work for welfare. but obama has gutted welfare. under obama you would not have to work or train for a job: mitt romney will restore the work requirement because it works. >> cenk: you look at that and say, look, they're doing an attack on him because he's liberal, and they don't want anyone to look etc. is there really a racial angle there? there is. the republican party has been doing this for a long time. ronald reagan said, quote she has eighty names referring to a welfare queen, 30 addresses, 12 social security cards and collecting veteran benefits on four non-existing deceased husbands and she's collecting social security on her card and she's got medicaid, getting food stamps and she is collecting welfare under each of her names. this is all about the welfare queen. you know how she is. you know how they are. etc. now, it's not like ronald reagan did not know the racial context. you know after ronald reagan became the nominee the first speech he gave in mississippi about states rights. why that random little town in mississippi? that's where civil rights workers had been killed in the past. he didn't know that context? he knew that context. that's why he went down there to give that speech. you think he wasn't refer to go black folks when referring to welfare queen? then he was using the federal government for the welfare queens that he was in bed with, he didn't want to talk about that. he directed all the angry towards black people. if you're not sold yet, rush limbaugh will make it clear. >> the objective is unemployment more more food stamp benefits and the objective is an expanding welfare state. if the objective is to take the nation agency wealth and return it to the quote rightful owners. reparations. think forced reparations if you want to understand what is actually going on. >> cenk: do you understand that? of course not. remember what rush and newt said. let's bring in patricia rose. she's from brown university. patricia rose, great to have you here. my sense is you might agree with me given our previous conversations. >> yeah, yeah, you know, this is hard to disagree with you about. i mean first of all i want to back up for a moment from the political context and just remind people just of the incredible unthible and morally bankrupt set of strategies that is involved. 150 million americans have been deemed at this moment to be either in poverty or near poverty. 150 million people. most of those people are coming from all kinds of racial back backgrounds. these are white americans who are being duped that a small percentage of the society is some how a group of lazy cheating criminals rather than focusing on the real criminals who are stealing the predominant resources from society. it's really hurtful to imagine the 150 million people who are hungry, whose children are hungry, who are out of work, they don't have healthcare. they're trying to find affordable housing and may be living on the street or with cousins, who are struggling. this race baiting in that context is especially hane heinous. >> cenk: it reminds me of the "the hunger games" where they get the poor to fight each other so the rich can get richer. is that the strategy here?
