Ever since this inception, that party has been under the control of special privileged and they concretely proved it in the 80th congress. [applause] they proved it by the things they did to the people and the things they failed to do. Lets look at some of them, just a few. Time and time again, i recommend it takes an extension of price control. I asked for that extension in september 1945. In november, 1945, and a message in a state of the union, that price control legislation did not come to my desk until june 30 19 42nd on the day at which it was supposed to expire and i had such a rotten bill, i could not sign it. I had to sign it because everyone had quit and gone home. For the benefit of the country. They have adjusted themselves all right, they have gone all the way off the charts and adjusted themselves at the expense of the consumer and the benefits of the people who hold the goods. I called a special session of 1947. Ss in november of out a 10 Point Program for the welfare and benefit of this country, among other things, stand by price control, and got nothing. Congress has still done nothing way back, four and a half years ago while i was in the senate, we passed a housing bill in the senate known as the minor calendar passed bill. Slums a bill to clear the in the big city and to help direct lowrent housing. That bill passed the senate four years ago and died in the house. That bill was reintroduced in the 80th congress as a half Elinor Wagner bill. The name was slightly changed, but it was practically the same bill and it passed the senate. It was allowed to die in the house of representatives. The banking and Currency Committee sat on that bill and it was finally forced out of committee and then the rules committee took charge and it is still in the rules committee. Desperate pleas from philadelphia in the convention that met their, three weeks ago, could not get that housing bill passed. They passed the bill which is not worth the paper it is written on. We needed moderate legislation to promote major labormanagement harmony, but Congress Instead pass that which hastax disrupted labormanagement relations and will cause strife and bitterness for years to come if it is not repealed in the Democratic Party warms at is as it is thought to be revealed repealed. I try to strengthen the labor department. Tried to strengthen the labor department. They said if they were in power, they would build up a strong labor department. Do you know what they have done . They simply tore it up. Only one bureau they cut the appropriation on that so it cannot hardly function. Ecommended increase recommended an increase in minimum wage, what did they give . Nothing. I suggested that the schools in are underpaid, there are a shortage of teachers. One of the greatest national means, more and better schools. I urge congress to provide 300 billion to meet the present education practices. Congress did nothing about it. And again, i have recommended improvements to Social Security law, including extending protection to those not covered, increase the amount of the benefits, reduce the eligibility age of women from 65 to 60 years. Congress studied the matter for two years but could not find time to extend or increased benefits, but it did take it did find time to take Social Security benefits away from 750,000 people. They passed that over my veto. [applause] i have her asked congress to pass a health program. The nation suffers from lack of medical care. Can be remedied remake it is an issue that can be remedied anytime the congress wishes to act upon it. I recommended a civil rights program. I did so because i believe it to be my duty under the cost of tuition. Some of my own parties some of the members of my own party disagree with me on this matter, but they stand with me on this. The republicans profess to be all for these, but congress failed to act and they had enough men to do it. It not have to have a filibuster. There were enough people that would vote for culture. Everybody would like to have low taxes, but we must reduce the National Debt in times of prosperity and went tax relief can be given, it ought to go to those who need it most, and not asto those who need it least the republican rich man tax bill did over my veto on the third try. Applause]and the first one of these tax bills was so rotten that they could not even stomach it, themselves. They finally did send one that was somewhat improved, but it still helps the rich and sticks the knife into the back of the poor. Republicans came here to weeks ago and theyeks wrote up a platform. I hope you already that platform. And thatted a platform platform had a lot of promises and statements of what the party is far and what they would do if they were in power. They promised to do a lot of things i have been asking them to do and they refuse to do when they had the power. The republican platform cries about truly high prices cruelly high prices. I have been trying to get them to do something about high prices ever since they met, the first time. Listen to this one. This is equally as bad and cynical. The platform comes out for slum clearance and low rental housing. I have been trying to get them to pass that housing bill ever since they met, the first time and it still it is still resting in the rules committee. The republican platform favors equality of educational opportunity. I have been trying to get Strong Congress to do something about that ever since they came there, and that bill is at rest in the house of representatives. Platform encourages extending and increasing Social Security benefits. Look at that, increasing Social Security benefits. Have thathey opportunity, they took 750,000 people off had that opportunity, they took 750,000 people off. I wonder if they think they can pull the United States of america with such poppycock has that. There is a long list of these promises. I discussed a number of these failures of the republican congress. Everyone of them is important. Two of them are of major concern to nearly every american family. The failure to do anything about high prices and the failure to do anything about housing. Requiress president that i use every means within my power to get the laws the people need on matters of such importance and urgency. I am calling this congress back into session on the 26th of july. [cheering] on the 26th j 26th day of july, im going to call that congress back and im going to ask them, to pass laws halting rising prices and to meet the housing crisis, which they say they are for in their platform. [cheering]. Time, i shall ask them to act upon other highly needed measures, such as education, which they say they are for, and National Health programs. Civil rights legislation, which they say they are for. An increase in the minimum wage, which i doubt very much they are for. An extension of Social Security coverage and increased benefits, which they say they are for. Funds for projects needed in our program. Provide cheap power and electricity. This congress has tried to sabotage the power that United States has tried to pursue for over 14 years. I shall ask for adequate and decent law for displaced persons in place of this antisemitic, anticatholic law which this idiot congress passed. [cheering] if there is any reality behind that republican platform, we ought to get some action out of this short session of the 80th congress. They could do this job in 18 days if they wanted to do it. They would still have time to go out and run for office. They will try to dodge the responsibility. They will drag all the red herrings they can across this campaign. To say that senator barkley and i will not let them get away with it. What that congress does in this special session the american will be a test. The American People will not decide to listening to mere words or by reading a mere platform. It will decide on the record as it has been written. In the record is the stark truth that the battle lines of 1948 are the same as they were back laid32 when a nation helpless as the result of republican this rule in action. Were special interest and read. In 1948, we are now the defenders of the stronghold of democracy and of equal opportunity. The haven of the ordinary people of this land, and not of the favored classes or powerful few. The battle cry is just the same now as it was in 1932, and i paraphrase the world the word of Franklin D Roosevelt as the issues that challenge him excepting his president ial nomination. This is more than a political call to arms. Give me your help, not to win votes alone, that to win in this new crusade and keep america secure and safe for its own people. [cheering] with the help of god and a wholehearted push which you can put behind this campaign, we can save this country from a continuation of the 80th congress and from this rule from now on. I must have your help, you must get in and push and when this election. The country cannot afford another republican congress.
