The first event was a meeting with residents in portsmouth, New Hampshire, to discuss longterm health care issues. [applause] mr. Gore today, im announcing we are submitting to the the reintroduction and extension of the Older Americans act with improvements recommended in that act. It has been a great law. [applause] there washe applause begun by somebody who knows this center is a part of the good things that can come, that have come from the Older Americans act. Among senioractive citizens in carthage, tennessee, and frequently goes to the Senior Citizens center there. My father, who i lost in december, was the author of the first medicare bill to pass the United States senate in 1964 and in 1965, it became the law of the land. Both Social Security and medicare along with the Older Americans act and body our nations commitment to our seniors. The way god made us in the later years of our lives, that we slow down and lose the same strength and ability to take care of my of ourselves,care we have developed ways to ask russ the compassion and love for those who brought us into the world, raised us, and Social Security is the pillar of our countries support for quality of life and a life of dignity for our seniors. Openingt to say in my comments that president clinton and i are going to stand by Social Security. Whatever changes are necessary andnsure its survival financial soundness when the baby boom when the baby boomers retire, whatever those changes are, we are going to make sure we save Social Security first, use the Budget Surplus before using it for anything else, and make sure it is in good shape. Commitment americans in both Political Parties feel very strongly. The love you have in your heart and so many of you have expressed today is a core value that binds us together and should be expressed in the way we care for each other in this country and, as a Representative Democracy, we have the right to in methodsvalues that can help families and that is what i am talking about here and that is what we are trying to do. Stories weny and the have told here will make it thatr to build a record will eventually lead to passage of measures to make it easier for families giving longterm care. I would like to close by expressing my deepest respect for those of you giving so much of yourself and restate my determination to making sure my country does more to honor and support this work. Before leaving New Hampshire, Vice President gore stopped by a textile mill in dover. [applause] thank you all very much. I have often said dover is a city with a rich history and proud future. It is exemplified by this bill this mill building. It is our past and now it is our future things to the work of everyone in our city. Businesses and bring more of your business sense over. We havethe breast the best Education System and there should be no doubt the Vice President of the United States would feel warm and community. This this is not something i get to like to, but i would introduce the second most powerful man in the world, Vice President al gore. [applause] mr. Gore thank you very much. Hank you very much thank you very much, ladies angela gentlemen and congratulations. This is such an exciting day. I want to congratulate you on your wonderful leadership in helping to bring this about. At the you who were here expansion process knows the story. For those who are visiting from elsewhere, let me tell you dover has great leadership from his mayor and his loan program made possible opening the door to the expansion that brought jobs back continued the process of revitalizing dover. This is a happy day in sydney respects that it is an occasion to recognize the role world leadership has played in this. Tim sheldon, thank you for your wonderful work and bringing about this development. Others have contributed and i want to thank the leaders of these great companies. At merrimack headquarters at pc connection recently. [applause] not too long ago, last year. You guys are growing and expanding and it is really great to see. To shield environmental, the brown Field Program we are pushing hard is part of our nations effort to revitalize the core of our community and reclaim a lot that used to be eyesores and now there are great Real Estate Opportunities to bring yet more jobs into the , to the others, we are so glad you are part of this success story. I think there are some other reasons in addition to great leadership. We have had a booming economy and the last six and a half years, you have seen New Hampshire change from a time that you are losing 10,000 jobs a year, to a time when you are raining 12,000 jobs a year. That is partly because we have fiscal responsibility. President clinton and i have put into place an economic plan that has balanced the budget and turn the biggest deficit into the biggest surplus. That kept Interest Rates low and empowered investors to create these jobs and lead to a booming economy that makes businesses want to expand. And your community has had the foresight as well as leadership to equip this whole building with Internet Connections and amenities and the kind of infrastructure that attracts businesses, especially the hardcharging expanding hightech is this is we are talking about here. Highestshire has the percentage of hightech jobs than any other state in the country. It is ironic this expansion would be taking place in this building because this holding is 175 years old. His site is 175 years old the building is 110 years old. Revitalize,newed, reinvented and leading to all of these jobs. Congratulations. This is a great accomplishment. I congratulate you on this happy occasion and its a great privilege to join you in marking this expansion and theres more to come. Outmember shaking hands here one time when there were very few jobs in this time when i walked in, not only are you hanginge, i saw guys out the top windows yelling and waving and stuff. It is just fantastic. The best of luck. Theres more to come. Lets keep this prosperity going. After spending a friday afternoon portsmouth, his motorcade traveled an hour north to conway, New Hampshire and a Campaign Fundraiser for the Carroll County durham Carroll County democratic party. I would like to make al gore and honorary Carroll County democrat. [applause] because he really is one of us. And honored to introduce a compassionate and courageous democrat, Vice President al gore. Believe we need to protect our environment and here in New Hampshire, this part of New Hampshire especially, you can tell folks how the environment and the economy are related. The beauty of the mountains and pristine quality of our air and water has a lot to do with the tourism business. It has a lot to do with the fact New Hampshire is the state with the highest percentage of Technology Jobs in the nation. People want to come here to live and if they have a choice, and they are able to relocate most they want to come to a beautiful environment. I believe these challenges can successfully with democratic leadership in our country and here in New Hampshire. I believe we have the opportunity to begin this new era in American History with the kinds of policies that not only keep our prosperity going, but use it to bring about the revolutionary prosperity and fill in the gaps of Health Care Coverage and help families become stronger and make me a decent more livable. Working with you, i believe we can do it as, kratz together. I look forward to visiting personally with each and every one of you before i leave as you enjoy your dinner. Gore both of you sit im dying of cancer and i want to know if elected president , what are you going to do to help the poor and it comes to the stupid welfare system where it seems like welfare is for those who want to go out and have of inch of kids and leech off the system but those of us who really need the help seem to get squat. We really needed. Handicapped is where it is needed. One of the reasons im so strongly supporting our welfare to work program which takes those who are able ablebodied and moves them into the workforce is that so there will be ample resources. Cant and im sick and tired of seeing these women go out and buying beer and all the scrap with half a dozen welfare kids, illegitimate kids hanging from their sleeves. Mr. Gore we are pushing the welfare to work program by andng Job Opportunities support for families making that transition. Im going to push that hard. Let me say one other thing im for expanded war against cancer. We are increasing the research budget. I hope so. Lung cancer is a bummer. Mr. Gore my sister died of lung cancer. Im so sorry. [applause] and to all the distinguished guests, which is everybody, some longtime friends who are here and new acquaintances im meeting for the first time, i want your support in this president ial race. Thats what im trying to say to you. I want your support. I want to say a few words about some of the challenges we are facing in our nation very briefly and then i will throw it open to your comments and questions and i will do my best to respond. Thanks to those of you who asked about particular members of my family. Ive got some close friendships here and we are all doing fine. I lost my dad in december. My mom is doing great. On thetalked to her telephone on the way from concord and she is doing great. Tipper is in california speaking at the Democratic State convention there. You wont believe how excited she is maybe you will. We are expecting our first grandchild at the end of june and we are thrilled about that. [applause] asked wehave have three daughters and one son. Our son is still in high school and the oldest is living in new york city now. The other two girls are still in college and in any case, we are all doing great. Thank you for asking. Vice president al gore spent two days in New Hampshire last month. The state hosts the first februaryial primary in 2000. [applause] you come back again. We have a poker game next friday. The choice we will all face next year is very simple whether we will go back to the failed economic policies of the reaganbush era trickle down, im not sure if any of it trickled down anywhere or whether we will go forward to build a better america. Based on an economy of record unemployment and record growth, with record prosperity for record numbers of people without by our nextd president , now Vice President , soon to be promoted. [applause] he is going to say a few words, but i want you to join me and my family in supporting Vice President al gore to be our next president and elect him in the year 2000. [applause] mr. Gore thank you, chris. Chris and linda have been wonderful friends to tipper and me for all of these years now and i appreciate the friendship and loyalty and all the time we have been able to spend together. I want to thank ashley and garrison. You have a wonderful family and the house looks even nicer than the last time. There areeople several rooms that are filled here. Who are basketball fans, the final score was uconn 64, ohio state 58. [applause] i also want to say a serious word about a subject that is on all of our minds our men and women in uniform who are engaged in activity over the skies of serbia, kosovo and montenegro in the balkans. I know we all have our pilots and other personnel in our thoughts and prayers. I might say a brief word about. Hat what we are doing is trying to stop the senseless bloody slaughter of tens of thousands of innocent men, women and children. This dictator in serbia is the last communist totalitarian to hader in europe. Practice ofa Holding Onto Power among his own people by using the classic totalitarian technique of stirring up hatred of those who or haveically different a different religion and then focusing the hatred and violence on all of those who are different, particularly those who are helpless and they have been dragging families out of their home and executing them. Three warsted already. The best known was the one in bosnia. When nothing else worked there, we bombed them finally because there was no other choice. He backed off and came to the negotiating table in peace. We hope that is what will happen this time around. That from the beginning, there are a lot of risks. That it is not free from danger, and we have our men and women in uniform in our prayers. But it would be wrong if we just stood by and allow this to happen because that would not be true to our values and then we would be going into this new century with a terrible president and spiritual debt from a century ending. Toare doing our best convince them to make peace and if we cant convince them to make peace, were going to do our best to prevent him from making war. Let me shift gears and start with the bottom line. I would like to be your president in the year 2000. [applause] the First Priority must be to keep our prosperity going. Chris talked about all the great news in New Hampshire and when you think back to seven years hampshire was losing 10,000 jobs a year. The Unemployment Rate was high, inflation was high, families were under a lot of pressure. Deepestand was in the recession since the 1930s. Bill clinton and i promised economic change and after six and a half years, we took the largest budget deficit in history left to us and now is the largest Budget Surplus in history. We balanced the budget and better for the first time in a long time. Instead of losing 10,000 jobs a year, New Hampshire is now gaining 12,000 jobs a year. [applause] the Unemployment Rate has gone way down. Is practically zero. Low unemployment and zero inflation that is kind of what you want. Places like berlin and gorham still have high unemployment and we still have a lot of work to do. We need to use our prosperity to make sure no one is left behind. To keep theority is prosperity going and i know how to do that. I have been part of shaping the priorities of what many are calling the strongest economy in our history and that means investing in people, opening new markets and reinventing the with itnt and dealing in a way that keeps medicare and Social Security in a good way with dignity for seniors and others who depend on the program. I want to spend time responding to your comments and questions. Our First Priority for investing in the futureeducation. I believe it is time not for incremental change, not revolutionary improvement, but group to work with teachers and principals and parents to bring about truly revolutionary radical change to improve our public schools. [applause] a couple of quick ideas to illustrate why i would like to bring about. I think we should reduce the class size, but only for the our kidsgrades dont need 55 republican roadblocks. They need new teachers to bring the class size down. Instead of doing it in just the first three grades, what i want to do within a balanced budget is bring that class size down to one teacher for every 20 students from kindergarten through 12th grade. That is the single most important change that can bring about more time for teachers to spend with the students. The governor has that a great job to make in a garden accessible to all children. That is a great advancement for New Hampshire. I think it is time that we acted on the exciting new knowledge we the mostabout important learning taking place in the first years of life, when childrens brains are developing in the majority of what they learn in the human lifetime is the first few years. We know that now. We know that we can affect those first few years. What i would like to do is make Early Education and highquality available and excessively to every child in. The entire. United states of america we have the capacity to do it if we put our mindset to it hear me out. O on this. If they dont want radical revolutionary change in our public schools, vote for some other candidate for president. [applause] i want you to vote for me and to support me and get others to support me not only to be elected to lead the country, but to come to office with a mandate that you got it from across the country with a clear message to everybody in america and the members of the house and the senators elected that year that with the American People have his in the election of 2000 they want revolutionary change. They want to devote the resources. They wanted to be a priority. They want to shake things up and created public and private partnerships between government and all levels to really make it happen. Why should this be such a priority . I think there are a couple of reasons. These are pretty obvious. Anybody here can probably spell this out as well or better than me. First is we are in an information age. We all talked about it. It is obvious we need to open the want ads to see the descriptions of the jobs open. Asked for the ability to operate some software or complicated computerized machine. You have to have education to take on that trend affecting every job. The second reason is the generation of young people 18 ,nd under, as of last summer are the largest generation in American History. That is kind of disconcerting, chris. [laughter] we were always told we were the biggest generation in American History. When i get on the scales, i am not sure. [laughter] i remember a character strip when one character set one will we know that the baby boom is over with . The other characters set when you read articles in the newspaper about the hot new trends in funeral homes. [laughter] saw one of those articles the other day. I sure did. I did. I did. When the baby boomers went into schools, they were overcrowded. The world war ii veterans fresh from winning the war, got busy and passed the g. I. Bill and build new skills, and the investment paid great evidence for america. We need to do no less. We need to do more. That is the single most important. Individuals with education and job training is crucial. It is time we recognize the crucial role that families because too often when we try to address problems we are focused on individuals, and we ignore the rules of theires play the roles families play. Yesterday in portsmouth, i had a wonderful forum on care. One woman who is taking care of a difficult problem needs relief. She is the primary caregiver. She wants a day care so she can recharge your batteries, so she can get a little break. Than heres that, husband loses eligibility for some of the medical benefits that can help defray the expenses. The programs are focused on the individual. They dont take into account the crucial role the family is playing. The family needs help and support and recognition and respect. That is true of our hospitals, schools, communities all across the board. I believe we can make those changes. One of the things is the family needed access to the health care, one of the reasons i wanted to pass the Health Care Bill of right. [applause] so mentally a story about three neighbors who died and went to heaven. It was not on this plot. [laughter] they met st. Peter at the gate. St. Peter interviewed the first one and said what did you do on earth . She said i was a doctor. I cure the sick all my life. In. Peter said come the second one said i was a teacher. St. Peter said come in. The third one looked a little sheepish. He said iran an hmo. St. Peter thought and said come in, but you can only stay three days. [applause] the republicans have heard you on the subject. They come up with their own bill of rights, but it is not real. Little cover 100 million americans or give the right to appeal. It is a bill of goods. Two,stinguish between the and a rubber the difference, think about the story of the taxidermist and the veterinarian who went into business together. They put a sign out in front of their joint establishment that said either way, you get your dog back. [laughter] difference it is time that is life and death decisions are no longer made by hmo bureaucrats who do not have a license to practice medicine. We want these decisions made by the people. [applause] it is time for the new support for longterm care that i talked about yesterday in portsmouth and new help for those who need Mountain Health care services. Families are struggling for these services. They should be more widely available. And final point. We need to respect the right of families to help shape the communities where they live and the regions where their communities are located at to have clean air, clean water, and , the kindenvironment that attracts a lot of new businesses to New Hampshire and brings in the tourism dollars. When you will communities available world. Part of what that means is focusing investment in the heart theur city, and not soaking taxpayers to replicate expensive water and sewer and power lines out in corn fields and pastures and pull the lifeblood away from the heart of the cities and ,reate more congested traffic hurting the quality of life in the suburbs and putting pressure on the farmers and eating of the open space. We can have a more sensible smart growth in our country. Last point. I believe what were facing right now is not the beginning of a new age and a millennium, but the beginning of a new journey in human history. I really believe that. It is not only the information age. The world is coming together. We are seeing people on every continent look to the u. S. For leadership. We can see the old passing away and the new arriving. As i told a group a couple of weeks ago, i lost my father three months ago. He was 91 years old in the 20th century. This june, our oldest daughter is expecting our oldest granddaughter. World that these children will live almost the entire lives in the 21st century, the kind of world they live in is up to us. The United States of america is unique in the world in its mandate to form a more perfect union, to reach out for the value on which our nation is based in which lives in our hearts. We care about the kind of people we are in the kind of country we are. Without a chance in this weon in the year 2000 have a chance in this election in the year 2000 for a first determination to make of our nation with our founders knew when they become and what we know in our hearts it must become. I would like to be your president to lead us to that future. [applause] thank you very much. Questions, comments. Yes . Is there anything that can be College Affordable to the average family . Al gore absolutely. What . [laughter] we have extended of cal grants and Student Loans and lower the interest rate. Effect, arships into lifetime learning tax credit. We are trying to open up access to universities and committee colleges for everything family. I will be glad to follow up with you personally. I have people here who can help locate ticket option particular. I believe it is something that pays off just like elementary and middle school. We want to make it possible for every family to afford higher education. Yes . I agree that lower class sizes are important i do not important, but i do not agree that they had the most important. In itseral government wisdom the last few years has been developing something which they give mandating as anybody consider the option of the School Districts to step quality lower sizes . Al gore i dont think we should put the special Education Needs and that is for improving quality of education for all students into conflict one with another. [applause] it is true that when the special Education Programs past, the promise was held out to local district and the federal government to share the burden. I think it should. When we elevate the priority placed on education, will be able to help more with these particular challenges. Bear this in mind as well. Some of the new efforts we have started and the ones that i want to start like Early Education and preschool accessible to all will sharply reduce the need for special education because it a lotdentify and correct of problems that later require special education when they can still be prevented and remedied early on. They should not be in conflict. Should both be pursued together. You to know i am aware of the concerns you have at the school board. I dont the burdens you are laboring under. I knowke to see the burdens you are laboring under. I would like to see in partnership. A [laughter] there is a wide believe of overwhelming cynicism, and it is linked to the way financing campaigns affects the legislative process. That regardingow 70 running for the same thing you are, and they have some support in New Hampshire. Think he offers because he plans to follow a regime of Campaign Financing that is different from the past. How do you answer those concerns of these people who are worried about the legacy of Campaign Financing . Al gore first of all, i announced at the beginning of my efforts that i would begone the requirements of the law and i will refuse to accept any Political Action committee contributions. I willlaw requires, refuse to accept any contributions of more than 1000 per person. I will accept those. [laughter] that, i am living within the strictest guidelines, even stricter than those which are required by the law. I think the law needs to be upgraded and reformed dramatically. I served in the United States house of representatives for eight years. I served in the senate for eight years. Draftedof those jobs, i and introduced campaignfinance reform legislation. One of the provisions i called for in my legislation was to say that television and radio broadcast stations ought to be required as a condition of the license to give free time for the discussion of campaigns. [applause] more than half of all the money in campaigns goes to buy back the public airwaves 30 seconds anytime. At a time. It during election years this was made available for the exercise of our democracy, that would go a long way to solving the problem. I also believe we ought to sharply reduce and eliminate some of the pac as special interests funding that is now a part of other campaigns. Not mine. I am very strongly in favor of Campaign Finance reform. If you give me your vote as president of the United States, i will make a a priority. We will work to make it happen. Over to you. The administration before the recommendation from 112 million of tax money to the possibility this [indiscernible] they are. Some elements in the Defense Budget address some of the new technologies that will have other uses beyond military use, but we are also pursuing these new Technological Breakthroughs in other ways. That i personally i personally negotiated with Auto Industries a new automobile that gets three times the fuel efficiency and maybe better than that at the same price and same Comfort Level as current automobiles. You may have noticed last week, chrysler came out with a new fuelcell car. The pollution it emits is water and air. That is ok. [laughter] not worried about that. This is important not only for the environment, but also for the economy. As i mentioned at the start, the world is changing radically. Hasof the changes that not had big applications is the world is gaining one billion every 10 years now 95 of them are in the urban areas of the less developed countries. Megacities, those they are choking on their pollution. Health burdens are acute. New technologies play a prominent role in all of their plans. Where will they buy the technology . To make it and sell it to create a line of good new jobs here in New Hampshire and around the country. New hampshire has the highest percentage of hightech jobs in the union today. Yay. [laughter] al gore i went to the new expansion over in dover yesterday. Attended an epa conference in boston. I was overwhelmed by the attendance. There was probably over 1200 people at the conference. Governor. Ze the we need to do something. Our communities are starting to recognize that. Going federal government to be a partner with us by helping us out with funding of the purchases of open space . Al gore absolutely. Absolutely. I have proposed and the administration has put forward to amend the budget better american bonds which will give local committees enhanced financial ability to preserve open space and to preserve environmentally valuable areas and to limit the kind of sprawl that hurts the quality of life in communities. In addition, we are aggressively pushing proposals that will stimulate the development of brownfields. You have these areas with some kind of environmental problems. They have been begging for a while and they are eyesores. Nobody wants to invest in them because it looks at the place is going downhill. When you turn that around and clean them up adequately to predictable standards, all of a sudden, it becomes the most valuable real estate in the community because it is in a prime location. Then it becomes a magnet for new investment and new jobs. I mentioned the stop in dover with some of the other companies that were there. Lhat is in an old mil building that is 175 years old. Now, it is back to life. All these young people and hightech companies excited about what they are doing, earning good pay, creating more jobs, expanding rapidly. That is exciting. It is in the heart of the city. If you have the investment in the heart of the city, it brings more coherent and a better pattern of smart growth for the region. You dont have the taxpayers having to shell out a lot of money to build new urban our lines, waterlines, sewer lines, roads out in cornfields and pastor lives. They already exist pastor ure lands. They already exist. Life. Ts their way of it is a quality of life benefit. We want to be partners with communities. Of a little bit of change of pace if i may. Al gore sure. Is this a lob . [laughter] i happen to think of the changes you and your family experienced. What has been the most pleasant surprise . What did you not expect that you were very surprised at . Al gore the most meaningful experience i have had is one and i wentshaheen through two years ago when i was the father of the bride. [laughter] now, we are both expecting our first grandchildren. That is the most important. We have watched our children grow up. We watched three of them leave our home. Two are still in college. One is in high school still at home. It is a great blessing. To her and i will celebrate our 29th wedding anniversary tipper and i will celebrate our 29th wedding anniversary this may. [applause] she is in california today speaking in sacramento at the democratic convention. She is flying back to washington right now. We will get back there just about the same time. Those are the changes that have been most important and most significant to me. I guess the terms of the job itself, it has been very fulfilling to be able to take on a lot of work that you know is making a difference for people. Parts of theorite is whatever the hand finds to do, do it with might. This job makes it feel like you can do a lot of good. Fulfilling, myy know how much more good you can do. [laughter] i appreciate the standing ovation. I do want you to know that i am grateful to you not only for your presence here, but for your participation in the process. We need to reestablish the universal belief by americans in the integrity of Representative Democracy in the fact that it has deep meaning for the way each of us can shape the future of this nation.
