Obviously im not sure if those twoyear Program Programs would be to the extreme detriment of our university because in some ways those two years may or may not carry with it the client of quality that will prepare them to matriculation to agriculture or engineering or Veterinary School or even business so im not as privy to provide the real data to respond to how we would directly impact tuskegee but let me say this. I believe Tuskegee University will remain strong and ending performance and outcomesbased model as we continue to track our successes and document and also ensure that we continue to make a valueadded pitch to students about the value of attending our institution for full four years for their matriculation. A little of history at why these institutions were established in the first place. As you very well know they were pretty much formed after reconstruction. Now this goes to the question of funding. Have the collective body of universities are colleges considered the question as far as funding is concerned the question of reparations. We know according to history that the reconstruction period was primarily the reintroduction of jim crow which brings us even to the day with the disparity statistics and now areas. I dont think you need to explain integration or this, that or the other twoyear faculty art anything as a relates to giving your attention to dealing with the Underserved Community which is the black community. Guess who who he asked the questions whether hbcus have collectively considered this question and not to my knowledge but i do know there are number of organizations that have taken up the question of what can we do collectively and what can we petition collectively . All the same to your question no im not personally aware of a collective discussion on hbcus or hbcu historically minority serving institutions on the questions of reparations. On a historical note at the time the school was organized its first started with colonel armstrong at Hampton University asking to come to alabama to establish the school. I had a cousin who started the school and later on he asked him to come to eatonville which is in florida and a poet, writer and the community at that time. He was outside of orlando and my cousin was of course out of south carolina. Guess who i appreciate that question that i always like to point out that the citizens of tuskegee and macon county lewis adams and George Campbell they made the petition to the Alabama State legislature and they in turn after receiving monies and providing their own money went to general armstrong at Hampton Institute and found someone to start a similarly situated institution here. Washington who we attributed to being the founding president so we always like to acknowledge the role and im sure there are many people similar to your cousin who played a significant role. We dont want to ever forget. All the same to the point of the need for an institution like booker t. Washington i do it daily washington word where i give president ial commentary about booker t. Washington as a president. Most people reduce him to a political or social leader but he hes primarily a president. Obviously his complete configuration obviously the emphasis is on hand at the notion immediately postslavery africanamericans had acquired certain schools and certain skill sets that could be translated into economic as well as educational freedom. Many times many people fail to point out or to recognize that the complete configuration of location stems and hails from the latin origin which is a call call. He talked a great deal about having hands of competent skill but also a heart thats rooted in character. So to your question about the role of that kind of institution obviously we have already many ways kept that tradition could i think George Washington carver, booker t. Washington robert r. This is nice in a place that tuskegee in the 21st century but is limited by sometimes legal capacity. Our students are paying for their education also many of the services werent available before. Mr. President my question is concerning the integration of mission academics versus athletics and funding. In the context that the funding now has been diminished primarily they hbcus with cspan this month are actually private institutions as opposed to public. So could i ask a question youre funding has not been from the state but rather from tuition which then means you must continue enrollment because enrollment generates funding. Fundraising advancement of development, your general fund, your scholarship restricted giving there, and the Research Dollars that are wonderful factory has produced faculty has produced. These are primarily the Three Streams of funding with enrollment the number one. We have to find multiple ways to increase in moment. You do not increase enrollment so you dont really increase enrollment by producing and bringing on board more. You have to diversify in the 21st century to Online Students and beyond that we have to keep this. We want to make sure that we retain beyond the first year to the second here and all the way through to graduation. And so in that regard it is an important area to understand how to do in roman management how to get our students to be involved in these activities and also beyond the classroom am a research experience, study abroad, so that they can he retain and still continued to give their monies to pay for an education that will serve them well such is as the one that they will receive at the university. We spoke with Tuskegee University and today we can exclude speaking with leadership, Xavier University. Where we find ourselves today. Joining us for a discussion taking a look at colleges and universities with Loren Blanchard who was the provost and Senior Vice President for academic affairs. Doctor, thank you for joining us. Thank you for having us. Can we start with your job as provost. Its the first time that your colleges have this position. What does it mean for academic pursuits at Xavier University . I am going to xavier absolutely right, we recently decided to give a greater level of support for president where i now services key advisor not only on academic issues but operational issues. In addition to that it provides me the opportunity to serve as the primary coordinator of the work of all of the vice presidency or on the campus to make sure that we are laser focused on the goals that we have established and what we need to achieve strategically as well as providing Additional Support it and to go out and not only spread the word about the great achievements that are happening on this campus but also to lobby for some of the critical needs that we have on campus as well. Some of the things from your website tells us that you consolidated this and there is an effort to move people in your school at a faster pace. Is that part of your job trying to make academics more efficient on the campus . Yes it certainly is part of my job. The reality is that one of the things we have been working hard to promote here at Xavier University is a sense of interdisciplinary across the curriculum. Often times you will find on a College Campus and that stands to be the case here where many of the disciplines are operating in silence. What we have found is that more and more students are looking for opportunities to graduate with multiple types of skill sets that really transcend and that that will run across disciplines. So one of the main reasons we did move to the Division Level was to increase opportunities for faculty to collaborate and be think thinking about this more greatly in terms of options that they would have for their curricular experiences. In addition to that and one of the main reasons we did it was for leadership purposes. Having 19 academic departments operating under one college with the expectation that one dean would be able to give the kind of resources and the kind of help in guiding to the department became a little bit part of this. So the thinking was to consolidate some of the departments into divisions where now we have a better opportunity to work very closely with those six chair people of the respected divisions in giving them the help that they need to move those divisions forward. And then last was for cost efficiency purposes. Obviously trying to fund a model that had 19 apartments now looking at six divisions getting healthier and as a result we have been able to really take those dollars and placed the additional dollars that we would have placed into those models into Student Success efforts and to help families to show up there finances for those who are interested in going to xavier. The student enrollment is about 3000. What is your role in not only recruiting students to make sure that they graduate in four to six years . That has been really the focal part of my work for the past seven years. The reality is that Student Success is really the number one strategic goal of the campus and im sure that you have heard the same thing. Not only in terms of looking at the number of students who enroll there but more importantly the persistence peace. That is something that we have been focused on providing the kind of support that we know that the students need in order to be successful, academic report as well as support. In addition making sure that they are closely following mentoring opportunities. That there is a striking difference between being an advisor, academic advisor and also being a mentor. With that we really have been working with faculty in providing the kind of development and support where they understand that they have to play dual roles, advisers. And lastly providing opportunities for every one of us to be linked to a faculty member that is heavily engaged in some form of research. We know clearly that Student Engagement and Student Research is one of the primary factors for persistence as well as Student Engagement and service opportunities. So once a student gets connected and really understands that all of these experiences tie into the next step that is moving into a career or moving into graduate or professional school, that really is the beauty of what xavier has been able to publish over the years and that includes understanding the value of the overall educational experience that will land them into strong confessional careers. Doctor Loren Blanchard College Education is where you are at a we have someone who asked if you have seen a decline of attendance due to insufficient high school u. S. Curriculums. Wondering if you could take a look at those levels especially as students come to your college. Yes, we spent quite a bit of time in the enrollment management work always looking at this end it really getting a better understanding of why it is that students select xavier and then why they are not. This includes why they are not in the category as well as you well know hbcus were hit very hard not only by the recent economic recession but also with the parent plus loan debacle that we will discuss more later and what it really ended up doing was creating a difficulty for families of middleclass and as well as and other higher economic families. And so one of the things that we have had to do is to truly build our base and build stronger the base with scholarship support and work with corporations and foundations to help them to understand that while it typically, typically its not one of the areas that they would want to invest in higher education, it became vital for xavier and all of the other hbcus to really help to get that level of support to get students into xavier and allow them to graduate. So affordability is really the major challenge as we have been working with the main schools and studying the high schools very carefully. One of the other issues that we face has been under preparation of students particularly in math and science disciplines. With that we have truly been concentrating very hard on two things. First, you may or may not know about the xavier summer programs in the programs are pipeline programs that began as early as eighth grade where students spend their summers with us a great all the way up into the time in which they enter the university through the Summer Science Academy which provides us an opportunity to not only help them to show up if you will the math and scientific skills, but also allows us to build a greater sense of scientific literacy, numerical literacy, as well as Critical Thinking and problem solving that we know is inherent to being successful in a stern discipline like science technology, engineering and mathematics. Is giving folks a chance for the numbers one more time we have numbers for the eastern and central time zones as well as the mountain and pacific time zones and another number it hbcu if you attended hbcu. So doctor, getting some calls here from jacksonville, florida. Once again, doctor, i want to thank you. Hbcu has contributed specifically to my family. Once again i would like to make mention of those who attended the university [inaudible] he spoke specifically in attending the university [inaudible] and so this includes the area of science and chemistry. So once again i wanted to make mention of the universitys contribution to my family. Thank you, caller. While we are a university, the claim to fame has truly been the critical work that we have been able to do in preparing students for stem careers and disciplines. Xavier has really had the unique honor to be able to stand as the number one institution in the United States in the number of africanAmerican Students in particular that we prepare who go on to medical school and we have also had the ability to prepare the largest number of africanAmerican Students who complete medical school, including number three in the nation right behind howard and spellman in the number of africanamericans who go on to pursue and complete phds and stem disciplines and we also produce the highest number of pharmacists throughout the country. With that there is a strong focus on stem and also on the kind of regular experiences Research Experiences really saying that i am proud of for this one year. And so if you think about it we are at 3000 students now and we have been at this since the start of this fine university. Including that we have the distinction of being number one of students in the medical profession. And i also say that it really gives a i think and underscoring of how much work needs to be done as it relates to minorities being prepared for stem disciplines. I have a question about historically black colleges, so my question is what is the colleges outreach towards other races and is it not racist in 2015, also since we are trying to achieve the goal of not having anything related to race what is the outreach to european americans or Asian Americans or black or white. Why doesnt the college focus on getting the best student population people that might be from other races . That is a good question and let me start by saying that the enrollment process certainly isnt discriminatory and anyway, if you were to look at xavier about 10 years ago, you would have noticed that the demographic habit that we were about 90 africanAmerican Students and about 5 asian students and 3 caucasian American Students and the remaining others. Today that has changed substantially although we are going unrecognized and we are proud of the fact that we are at historic black university. The reality that at this point we are only 70 black in terms of the student demographic thats the next highest amount of students that we have here that are vietnameseamericans, followed closely by caucAsian Americans. And so in many instances when you hear this term lacks, it could do note that it is just a distinct university and that the recruit process is solely focused on africanAmerican Students but that is not the case the doors are open to every student and we are proud about the fact that demographics are shifting the way we are and counter the system that this term has long been used, hbcu meaning that contemporary practices are not used in order to ensure that we are preparing duden for the professional workforce. Sometimes people get bogged down with the term historical meaning old and ancient and stuck in our ways and the reality is the very opposite. Certainly by way of the other individuals either focused on through cspan. Loren blanchard joining us tyrone is in baton rouge louisiana. Please go ahead. Thank you for taking my call. This may be apples and oranges, but first i would like to congratulate you on academic excellence. Especially touching the lives of young black student as we try to get them critically think, that is most important. Ask me something about black colleges in general, in regard to athletics and this has to do what generating things, theres enormous amount of money florida alabama, others to recruit black kids and they go to these camps. And they have young peewees and i just dont see the same emphasis on them recruiting academically and so i just want to try to ask your opinion even though athletics may not be your department. Can you expound on how much money [inaudible] the reality is that we know here at xavier, and certainly with other universities, we can never compete with the lsu type of schools of the world, trying to recruit them in terms of recruitment of students and the types of dollars that are generated through their respective athletic programs. Where the focus has been here is trying to cultivate the notion of athletic scholars and that they do not have to be separate. That an athlete cant also be a scholar. So the reality is through all of the various sports programs that we have here at xavier, the focus is making sure that they are going to be cultivated and strong athlete and also working hard to make sure that they are going to be strong scholars because the ultimate goal is to make sure that they are a able to persist academically to graduate and then go on not only to become National Athletes or scholars and National Athletic stars, but to make sure also that they are able to move into professional fields at me and all of the investment that they have made out of respect for the university, that it is not lost by being an athlete and focusing on the scholarships as well. We have aligned set aside for those of you in the audience that have attended ace courtly black college and university. We have eddie from montclair, new jersey. Good morning. Caller good morning and thank you for taking my call. I have enjoyed this series. The question that i would like to address to the provost is what do you wish or think that you are alumni base shored or would be doing around the issue of this deigning the hbcus other than in addition to raising money. So before i end this i would like to say that we missed an opportunity to tell the caller beforehand about why historically black colleges exist in the first race and it certainly shows us how much americans either ignore or dismiss the history of africanamericans in this country. Thank you. With respect to the allons, obviously the best form of support that they can provide is the financial support. But you also know where we also need quite a bit of help, in which we have been relying very heavily is for students you know, helping us to determine who are the best and the brightest in going out and helping us to recruit the students and get them here at xavier so they can enroll and then persist and graduate. So that element has really been important and has been important. But the other piece that i think is important is if you just alluded to helping the families to understand the value of of this experience and that more importantly to understand the value of a xavier experience particularly as it relates to the track record that we have been producing strong stem professionals. More importantly i think that those allons can be strong voices for the kinds of experiences that they had here. One of the best ways our alums can really help to promote the work that we do here eggs a beer, we do at xavier. Pedro dr. Blanchard, a response to a couple things that apply to Xavier University. You have an institute on campus that is devoted to chinese language and culture. The first of its kind at an hbcu. What is that . Dr. Blanchard the Confucius Institute. We are no longer the only, but we were the first to establish a Confucius Institute. For the promotion of chinese language and culture. It has been remarkable in terms of our efforts to internationalize both our curriculum as well as our Student Experiences and to give students the opportunity to connect very deeply and richly with china and Understanding Chinese practices as it relates to business, pharmaceutical practices, education, as it relates to art and music. It has been not only humbling but a beautiful opportunity for students to be able to connect with universities in china, with faculty and students, and understanding the differences that lie in our cultures, but also in terms of understanding the kinds of practices that we have that are more westernized versus asian in nature. The Confucius Institute has been good for xavier. It is not only enabling our students, and faculty, to study students and faculty to study abroad and to engage in research internationally across disciplines but in addition to that it also builds upon the kinds of International Experiences that we are affording our students to understand how they are being developed in such a way to not only become global citizens but also to become global professionals. No longer is the day when students can really just say the only kind of opportunities they have two really enrich themselves as well as to develop themselves professionally is just through their work here in the United States. They really have to go beyond the United States. Not only our graduate and professional schools are looking for these experiences but also employers are looking for these kinds of experiences because they know very well that its those kinds of experiences that will not only broaden their businesses but also broaden the workforce in terms of the kinds of perspectives that they will bring to those work for serious. Host dr. Blanchard another quick response. You are Catholic University. Are there other historically black colleges or universities that are also catholic . Guest historically black and predominantly black and Catholic University in United States. Xavier was founded by sister the blessed sacrament. We have a number of sisters who work here in various capacities and in addition to that that particular founding as a black and Catholic University ties in very well with the mission of the university. That mission obviously is to develop professional leaders but develop them in such a way where there is a strong emphasis of social justice strong emphasis of service as well as a strong emphasis on really working within the realm of research as well as best practices and knowledge and skills so that when a student actually graduates from this university not only are they content rich but they are also very spiritually rich and socially rich and theyre able to really go out and make their mark on the world. I have really enjoyed it and its been really inspirational to me. I get to the black colleges once a year and after seeing all the black colleges coming on im going to double my giving. I would like guest thats great to hear. Caller i would like to hear other middleaged and older people help black colleges stay open. I just wish we had one closer but wherever it is its good to hear. Thank you. Just go flint michigan is only an airplane ride away from new orleans so we certainly have a strong base of students in the michigan area and we are proud of the recruitment we do. More importantly in terms of people understanding the value of a Xavier Education regardless of where they are and understand as well that our real goal is to make sure that students are able to graduate and to move into careers that they have selected and they really are well grounded and well rooted in their respective disciplines.
