Caller well, you know, i read donald trump spoke several years back before he decided to run for president. And i was really impressed with him. On hillary, i saw a video the internet that was horrible and it was a lot of perversion going on between her and her husband, and i definitely thought it was just, it had to be made up but then i found out it was probably very true. So, i definitely do not want Hillary Clinton in the white house. I dont think she represents our values in america. I think she probably has the political knowledge. I just think she god only knows what she would do england. Queen of we dont need her. But donald trump definitely has had his with women. But id o believe even though we have heard he kind of talks about them in a brusque way, my dad did, my uncles did. The guys on the corner in any kind of metropolitan city talk like that. A democrat in west virginia, have you voted republican before . Caller i have. Im a registered independent, because i have been very dissatisfied with the democratic nominations. Want to get their thoughts and why they made that decision and how they are voting and other races as well. Ragreg, a democrat supporting donald trump itgood morning. Atller the party th basically im usually independent, but i kind of switched up last 10 years or so. That does notdy see that donald is sincere, his family is sincere, and he wants to make the American People be the benefactors of our tax dollars, its real simple. Shes a globalist. Hes a nationalist. Do you like your country . Host were you raised a democrat, greg . Caller see, it was kind of spread when i grew up. Mom and dad, they were kind of split on it. Believe it or not, in the end, i thought the most logical conservative people i ever met till later in their life and i realize they were brain washed and were attacking me and my First Amendment rights in the front yard i grew up in. Thats when i knew there was a problem, that 90 is not real. All of these flags am erica. No one is dying. Host we go to a republican supporting Hillary Clinton. Good morning. You are on washington journal. Caller hi. Im from Shelby Township michigan. I think im one of those people that might be a dinosaur. Im a black woman and im a republican. Because republicans i do not think people realize is the its about money. Democrat, if youre working class, that is where you sit. If youre not making more than 00, you are not a republican. It has nothing to do with color. A ldaady or a man. It is about getting the best person to help me and my family and the country, but i do not think a lot of people realize who or what the difference is with republicans and democrats. Host take us through your thinking this cycle and how you came to support Hillary Clinton. Caller Hillary Clinton. I guess it is the lesser of two eagles. Two evils. Donald trump when he went to his convention, there was a black man that supported him. I do not see donald hanging around his bed and said anything, some black people are voting for me. He could get less than a what istootey about going to happen. Not just black people but anybody who does not fall under the doctrine of donald trump. I wonder what about his wife. My husband was a polise america. We are in this confusion thing of what is he going to do in the near future, what law is he going to change . Hes a bit far off the rocker for now. Votinghen it comes to republican, will you vote republican in senate and house races in other races . Is it just the president ial pick where you are voting for the democratic candidate . Caller no, im going to vote straight democrats. I believe donald could clean house, you are fired, everybody. We need something different. Now, the way he is talking, it is no. I would not vote for a republican. Im kind of done with it. I dont think they will be another republican president in quite some time. If this is what we are turning up for candidates, no. German is in west west yarmouth, massachusetts. Supporting donald trump this cycle. Caller i got get going. I wanted to let you know that Teddy Kennedy was would support Hillary Clinton. In his interview, john kasich said there will be sections that he will win ohio because people are angry and frustrated. But i still think it is difficult if you are dividing to win in ohio. Speaking on face the nation, flake cautioned that clinton could win his state. To take a mores responsible position to hold onto the state that leans republican but has threatened to become a more serious battleground because of the growing hispanic population the re that is from the sunday shows yesterday. Ive been a long time republican. I dont like donald trump. I remember when he had a place in atlantic city. And i put some investments in with him. And i wound up holding my n ose. Ose. That was back in 1963. Im a navy veteran. Years,n the navy four vietnam and north korea. Ive been around the world 2. 5 times. Cycle, oming into the donald trump was never going to be candidate you were going to vote for because of your past . I heard so much stuff about him. Because ive been a lifelong republican. I just cant in good conscious vote for him. I have been to Ascension Island. I saw the first missile come down range from Cape Canaveral in 1957. I was on an island called Ascension Island owned by the english in the middle of the ocean. I have security clearance for the white house, incidentally. But with that said, i dont understand how can anybody in good conscious vote for this guy . He lies and scrambles that everybody. Host have you ever considered this cycle, not voting as opposed to voting for the democratic nominee . Few moments there, fors going to not vote anybody because, you know, its i watch cspan all the time. Guy,he more i hear this the more he is such an ittdiot. I decided i have to throw my vote over to hillary. I really do not like her all that much but i think the way i have a problem talking because cer. Ve throat caner an wards waiting in columbus, georgia, a democrat supporting donald trump. Go ahead. Caller hi. Number one, Hillary Clinton does not have an agenda of her own. She is using the agenda of barack obama and Bernie Sanders. F people need to do is go to obamacare. Com 107 and read that before you make a final decision, because shes not capable of being president. Host what are they going to find their . Caller they are going to find a lot of things whenever they read that law. And they are going to be extremely upset. Host what upset you the most . Caller the way he words his words on that. Makes the American People nothing. He doesnt believe i in t American People at all. If you read that law on obamacare. Com law 107, you will understand why. Host you are most concerned about a Hillary Clinton presidency being a continuation of president obama . Caller yes. Thats horrible. Columbus, georgia, this morning. Donald trump will be speaking today, an economic speech and detroit. For more, we turn to Todd Spangler of the detroit free press. Good morning to you. The speech is going to be at the detroit Economic Club. What is the goal of todays speech from the trump camp . Todd the Trump Campaign has been quiet to a lot of media about what they hope to accomplish, but the war that kind of comes out is they want to make this a serious policy speech about his plans for the economy. He has talked about that at length before, but a number of times he has had longer sort of discipline to discussions on that, have been few. What we expected a is more of an indepth look at what he plans for the economy. Host what is the detroit Economic Club, who is the audience . Todd the Economic Club is probably one of the more esteemed regional groups of executives in the country, because in detroit you have a lot of People Associated with the auto industry, financiers, politicians, business people, dan gilbert, quicken loans. Getsis not a crowd that together and does huge cheering or booing when politicians come to speak. This is a very businessoriented group. And they expect to hear policy, not off of newoming economic, new jobs numbers, what were the job numbers to specifically, what do they tell us about michigans economy . Todd michigans economy has been doing a lot better. In a state that had one of the highest if not the highest Unemployment Rate during the height of the recession. Backnow, its come greatly in terms of its Unemployment Rate. And you will see politicians in michigan taking the credit for that. So, i think one of the harder aspects of, of nominee trumps message with this group may be has talk about do i tear up trade deals. These are free traders. These are people to a large degree in favor of trade deals such as the one that mr. Trump has criticized at length. Um, there is also the question about the Car Companies. If youre going to come in and hit the obama administrations plans, part and parcel of that was the rescue of General Motors and chrysler, which frankly, most people would say if it had not happened, it couldve taken the american Automobile Industry apart for several years. That did not happen. And you are seeing the Car Companies having some of their best quarters ever in recent quarters and in recent years. Host when is Hillary Clinton expected to next be in michigan, and is this a battleground that donald trump was to fight on, the economic message that he is going to be talking about today in michigan . Todd absolutely. So, we know secretary clinton is supposed to have an economic speech of her own in michigan on this thursday. Which is interesting. In recent cycles, michigan has not gotten quite as much attention, because it has not gone for a republican candidate since george h. W. Bush in 1988. It is considered mostly blue in president ial years. You know, there seems to be something at stake here. There is certainly a feeling that there are disaffected white workingclass voters iin the rust belt that mr. Trump is going to need to turn if he is going to win this election. For the perceivable future. Host Todd Spangler with the detroit free press. Thanks so much for your time this morning. Todd spangler talking about the push for tjobs in the rust belt states. The lead story in the Washington Post talks about Hillary Clintons record as a senator from the state of new york and her pledge to revive jobs in upstate new york saying that that push fell flat. There is the headline if you want to read the story in todays Washington Post going to the record and her numbers. But we are talking this morning to just republican supporting Hillary Clinton. Democrat supporting donald trump. Thats o ur ur phones here on washington journal. In california, republican supporting Hillary Clinton. Caller good morning, america. I votedas a republican, for reagan. But yesterday i heard a Trump Supporters specifically say that the corporations that left america, they made profit, 3 trillion. They want to bring this profit back to america. She said trump is asking for a tax break for these people to trillion back into america. They left america and got profit outside of america. Bring jobs back and to america, they would hold this money over our heads . That is totally wrong. Rumps economic plan is with the corporations that left america to come back, they made profit off of slave labor outside of america. Now they want to bring all this money they made outside of america and bring it back to america. Trump was to give them a tax break because they hold this money over our heads to make America Great . Ar was noty hill able to get these jobs that we are asking for. Host on twitter, as we are having this discussion, jim, one of our follows on twitter rights, would it be fair to characterize the segment on washington journal as th turncoat segmente . As a republican who supported Ronald Reagan, do you consider yourself a turncoat in the selection . Y mentionere is a lad about shaming tax payers. A corporation cannot be shamed. Only people can be shamed. Corporations are considered people but they are not people. We need to see the taxes, if you are a corporation we need to see your taxes. Donald trump is getting paid to get this money back into america. Thats the deal here. I heard yesterday on cspan. Trump supporters said this on cspan. They want to bring the profits back they left america. Host you said that already. We will go to seteven in kentucky. Good morning. Caller youhow you doing . Im voting for donald trump. Hes the best man for the job. Hillary, nothing against women, but i just dont think shes got president ess to be a and deal with all these other country leaders. And trump tells it like it is, whether you like it or now. And thats the way it is. I hear all these people saying that trump was going to bring all these jobs back over to america. Yeah, hes going to. So the American People can have jobs again. Host how long have you been a democrat in kentucky . Caller all my life. Host have you voted for republicans before or will this be the first time . Caller well, i vote, yeah, i voted for republicans. More than i have democrats to be honest with you. Host why not register as a republican . Caller im going to. I am. Im going inl, the next day or two to register. Host one of our earlier callers said th Democratic Party had lefte him. In west virginia. Do you feel like the Democratic Party left you and if so, w hen . Caller they just left us high and dry. em,bama and all o f like the 400 million they took over and that was straight for the hostages. The democrats cannot tell the truth. And thats just the bottom line. They cant tell the truth. And thats the reason im voting for donald trump. Host in monticello, kentucky, talking about the iranian payment part of that wider nuclear deal. It is the subject of an opinion page of usa today. The editorial board, their view, the iranian payment was not ransom is how they describe it, saying first ransom involves someone elses money. This was irans dough. Cash is required when two countries lack a banking relationship. And third, this is how diplomacy works. Negotiators seek to tie up other loose ends as well. They admit that it looks bad. The opposing view is by senator tom cotton of arkansas. To call this what it is. The consequences of this ransom are real. This has fundamentally changed the way. We are viewed by the states and terrorist organizations they see this payment for what it is, ransom. That makes our country less safe. You can read both of those pieces on the opinion page of usa today. Xavier host a republican, when did you come to that decision . Caller i have been a republican for most of my life and with this election it is hard to decipher who to go for. Donald trump has been given so much rhetoric of racism and attacking people. He has some good plans if he just doesnt say so much on twitter. He is attacking people for no reason. I have had, you have to pick between the lesser of two evils. You are stuck i feel like america stuck in a moral dilemma of where do we go . Do we go with Hillary Clinton or donald trump because we have no other choices. What about supporting the libertarian ticket or the green party . Is that a choice for you . Caller thats definitely a choice. I think jill stein has an impressive record. Signs ofhown great getting her initiative out of being a great progressive and as long ashange democrats support her. After Bernie Sanders fell out, she will need both democrats to support her were get into the debates. It has been a really tough and interesting race. To say that Hillary Clinton does not have a chance, i dont want to say that too much. She has not been really on the anyr of giving out interviews. Answer questions. She has been away for 200 days and will only give certain press junkets. You will still support her in november . [captioning performed by the national captioning institute, which is responsible for its caption content and accuracy. Visit ncicap. Org] i like jill stein because she has more progressive ideas of clean energy and a lot of things. It has been really a difficult year. Host jill stein was on this program over the weekend as we covered the green party convention. You can check out that coverage at www. Cspan. Org. Theere just talking about libertarian ticket as well. In a few minutes, we will welcome at lopez, cochair of republicans for Jonathan Wells libertariant the ticket this cycle. For the next 15 minutes, republican supporting Hillary Clinton and democrats supporting donald trump. From michigan, good morning. Caller good morning, i am a democrat. I my lifelong democrat but the democrats have left dust behind when they put obama in office. , all she has to do is walk into the office and she has his agenda in front of him. The podium and says she will raise middleclass taxes. She is putting people out of work like coal miners and people who have had their jobs a long time. I am voting for donald trump gets up there and tells it like it is and he is the first person who has ever put us, the American People front and center. Thats more than i can say for obama. I have done a lot of archiving. We dig for the truth. Cnn or abc or nbc. That 400ve iran million, they did a deal with iran behind our backs. Their people are so stupid and gullible, thats what they think of us and obama gave this little speech. He thinks we are stupid and gullible but we are not. Have you supported republican candidates in the past . Is this the first time . Caller what was that . Host have you supported republicans in the past . Caller i have come i voted for Ronald Reagan. Time i ever first voted across the line. Ever since then, it has been that way. We need to get back to the way it used to be with morals and values. Democrats need to stop lying to the American People. To joseph ino california, republican supporting Hillary Clinton, good morning. Yes, my problem is i have not decided to vote for. I did not hear enough about donald trump to vote for him in the first place that i heard rumors from clinton to vote from her and i am leaning toward her i am not sure. Host why are you leaning toward her . Caller because it seems like she has a message that is less hateful than donald trump. Donald trump is so hateful toward latinos. I have worked with them at bill carter. Belle carter and they are hard workers. We need somebody to say that its not fair for the mexicans to come over here who are american already and he wants to send them back to mexico. How have you voted in past elections on this issue of immigration thats clearly important to you. Mexicans who are americans and have kids that are americans who have worked in these positions. Is, i see where the constitution is in conflict with this. Thats a joseph in california and brenda is in michigan, a republican supporting Hillary Clinton. Go ahead. Caller im a veteran. I think the last straw from donald trump is when he took on the gold star families last week. Understand voting for this man. He is not for veterans and he thinks he is but he just isnt. I voted nine times out of 10 republican. I just cant do it this year. Ideask hillary has better but is just the way donald carries himself and some of the hateful things he says. I think he just doesnt think before he says anything. Say you areyou voting against donald trump or voting for Hillary Clinton . I would say i am voting for Hillary Clinton. More so than against donald trump. I think she just has better ideas. She is coming to michigan this week and i want to hear her economic plan. Him purchasing half his outsideand furniture the United States, to me, that was a deal breaker also. Host who did you vote for in 2008 and 2012 . Caller i voted for john mccain for barack i voted in 2012. Romney putcause mitt his money offshore. He was not investing in his own nation so why would he invest in us . Are you going to vote for democrats in house races as well and the congressional race or will it just be the president ial contest . I think it will be just president ial, i will go with hillary. Speaking of congressional contests, several states are week,g primaries this congressional primaries, minnesota, vermont, wisconsin, holding their congressional primaries. One of the closest is in which as in wisconsin were Speaker Paul Ryan is facing a challenge in the republican primary. Has john drawn outside support. This is in the first district. New york, new york, republican supporting Hillary Clinton, good morning. Caller good morning. I have traditionally voted republican my entire life but this year has been absolutely horrible. Initially been supporting jeb bush. By the time the primary got around to new york, i voted for john kasich. Watching this entire process, there is no way i can support donald trump. Withositions dont jibe that the Republican Party stands for should stand for. I think its time for republicans to stand up to him and let him know we do not support him. Host give me your top one or two places where that is happening, where his position justnot jibe which where with where you see the Republican Party needs to be. Caller i think his position on muslims has been absolutely terrible and heartbreaking in what he has done and set about family. I think his position on the military and veterans in general, the way he spoke about senator mccain has been just discussed thing from the get go. Senator mccain has been man enough not to bring it up again. We dont forget. Spoken abouthe has people with disabilities is just awful, absolutely awful. But he go on all day really just alienates everyone he seems to come into contact with. Im not sure what the reason is. Other story to point you to this is from allen b west. Com, republican from florida. You can read that story on allen b west. Com. Time for a few more calls, new castle, delaware, a democrat supporting Hillary Clinton. Caller good morning. I am supporting Hillary Clinton. Has nothat donald trump qualities for a president. During his earlier campaign, he was talking about he would pay if people to get out of jail they punched people in the face and the statements about the khan family and all the rhetoric qualities of a president. Host emmanuel is in upper marlboro, maryland, republican supporting Hillary Clinton, good morning. You are a wonderful presenter. While considering two candidates, donald trump and Hillary Clinton, at the end of this whole thing, how will you feel . If Hillary Clinton becomes president , it will be in the back of everyones mind that she is a liar or someone who is deceiving everyone, someone who is not trustworthy. She will continue obamas plan. What if donald trump becomes president . We can expect to go to war. , what can youlf live with . Do you want to live with a liar or someone you know who will cause war. Those are the two things we have at the back of our mind. Host is that how you made up your mind . Caller i dont want my president to be lying. People tell me she is lying. Can go with that but donald trump you know will cause war. You know that as well. Donald trump will be about war. Summary, he or she is bad but what can we live with . Your point. The other story i wanted to tont you to before we moved her next guest, reporting from the new york times. The guest list included a large number of family members and friends as well as a celebrities. A private event will be paid for by the families personal funds. Up next, we will be joined by ed , cochair of a group of republicans supporting the libertarian ticket and he will discuss how they are working to get the third party elected in 2016 and what is motivating Republican Voters supporting their effort. Later, Jennifer Clark will efforts will discuss on voter identification requirements. States have their laws blocked or overturned by federal judges and we will talk about those coming up in 45 minutes on the washington journal. On saturday, cspans issue spotlight looks at trade deals and their impact on the economy, jobs, and the president ial election. We will defend american jobs and American Workers by saying no to bad trade deals like the Transpacific Partnership and unfair trade practices. The state of pennsylvania has of their manufacturing jobs since the clintons the dish china into the wto. Nafta. Ooks at this will weld us together in the cause of more jobs for our exports, poorer markets, and more democracy for our allies. A discussion of how the Founding Fathers viewed free trade. Historically, the United States simply was not a free trade nation for most of american history. Fact a terror projected economy which goes back to our very constitution. And in that the ginza examination of the wto that enforces global trade rules. At the time the wto was being , they added 800 more pages at the time of nafta. When these two were being negotiated, the u. S. Had as its official advisers, 500 corporate advisors. Onwatch our issue spotlight trade deal saturday at 8 00 p. M. Eastern on cspan and www. Cspan. Org. Washington journal continues. Supportingrepublican Hillary Clinton and democrats aborting donald trump, we turn. Republicans for Jonathan Wells. At what point did you decide that you would be voting libertarian this cycle . When the primary process began, i never expected donald trump would win the nomination. That was part of the journey but the Crucial Point for me was when bill wells was announced as his Vice President ial nominee as gary wells was the president ial nominee. Things cemented for me when the two were nominated by Libertarian Party. I felt we have the most republican ticket on the ballot and these are two governors with a great record and more executive experience than Hillary Clinton and donald trump. For mea sealed the deal and then it was a matter of trying to understand how many republicans were on board and its been overwhelming so far. Long you have worked a time for republicans and republican candidates. O as correct, i started a republican and worked for senator john chafee and hank brown from colorado and worked on a lot of campaigns with of thel vice chairman Republican Caucus for some time. Kevin martin from the republican libertarian caucus had a conversation that we wanted to launch this effort. And the organization came together quickly and it has been a surprising and welcome thing. Host put that support in context. How many republicans are out there that will be joining you at a voting for the johnsonwells ticket . The two of us are cochairs and we have a Steering Committee of six or seven people. We have an attorney in philadelphia who shared a bush effort. Also we have a delegate at the convention in cleveland. We have people who worked with the Republican National importantly,t more we have a lot of support in bringing in these people from nunez so we got a great team pulled together in a short amount of time. Have about 30 people in place and more than that are beginning to email us that they want to be a part of the National Leadership committee which is a larger group of people that andudes elected officials passed Party Officials and passed party leaders, republican activists and some people who have not have a lot of experience in the political arena bark but are enthusiastic about johnson and wells. The fact that their background lends them so well to give a voice to the majority of americans, the number will be higher than we have now. We have only been together for about a week and a half. Thats where we are now and its growing. Host let me give you some numbers. These of the phone numbers if you support a thirdparty candidate you have worked on campaigns and you know what the polls say. What odds would you give the johnsonwells ticket right now . Going back to what i stated earlier, when the primary process began as someone who has been involved in politics since college in the 90s, i never expected donald trump would win the nomination. That was the last thing on my mind. When we look at the johnsonwells ticket, we are concerned with approaching this in a number of phases. The first one is making sure they are secured on the 50 state ballots. They are still working on signatures. We want to coalesce our people to help get those signatures and make sure they are in place. After that, we want to make sure the ticket is on the debate stage and people understand what their messages. Its hard to predict from their. Once they are on stage and debating clinton and trump, america will see this is the voice of reason and republicans will understand these are the true republican candidates on the ballot. From there, the sky is the limit. Its been a very unpredictable election cycle. I think that helps johnson and wells. Ort for those not family with the process of getting the debate stage, explain that process. As the polls stand now, johnson would not be on the debate stage . Guest at the moment ,no. He has been hovering at 10 and 12 . Theot a bump after Libertarian Convention which was small compared to the republicans and democrats. In the last few weeks, that has gone up a little bit but its moving generally in an upward trend. There certainly raising the money. They exceeded their goals for raising money. It reflects that there is growing momentum for them. They will move up in the polls. I am confident they will make it to the debate stage. Theynt to assist with are putting out letters to the editor and getting oped pieces out there and encouraging the debates to include them. In the end, they will be included in the debate because Many Americans realize that its an important piece of that dialogue. Host howd you get included in the debates . Guest you need 15 . Are notne polls scientific but when you people being asked if they should be included in the debate, the overwhelming majority say they should be. Hink americans sympathize the negatives for clinton and trump are epic. I think that opens the stage for johnson and wells to be a welcome presence on that debate stage. I think the republicans who support donald trump should support them. Many republicans are reluctant to support donald trump. If they think about the fact that they want the dialogue to move more in the direction you would have expected, that should be enough for them to realize that its important to support johnson and wells and have them on the debate stage. If they want to support donald trump, thats fine but we think as republicans that we will have support for johnson and wells to win the presidency. Host lets give you a chance to out to some of the voters there. Martin, kentucky, youre on with ed lopez. Go ahead. Caller i want to know why . Doing is putting hillary in the white house and you know how bad that can be. Why . Thats my question. I do not understand the logic. I dont. Why are you so proud of yourself that you want to destroy this country, i just dont understand and i will hang up and listen to your answer. Host go ahead. Guest thank you for the question. Of usct is, none republicans like Hillary Clinton either. Our sense is that donald trump heldnerally has positions similar to Hillary Clinton. Our sense is given the fact that only 9 of the electorate voted for both clinton and trump, there is a large space for that theyarticulate want a different candidate. We are looking at two guys who have had ample republican experience. And blue governed states especially well. They did great with their fiscal records and rated well by the cato institute. They were very tough on governors and tough on those ratings and now they are more pliable. If you look at their record as republicans, when you look of the things they accomplished and blue states and you look at you have twoe now, candidates who are more likely to unify the country and give the Republican Party the boost it needs to carry on as a viable brand. We are concerned about the Republican Party and strongly are in support of down ballot candidates. We want to make sure those people are elected, too. Us to makeal for sure the voice of the top reflects the values we hold dear and are important to us. Trump has changed Voter Registration several times, Party Affiliation. From that point of view, we feel as people have been involved in the baldwin, maryland. Lopez. On with ed caller what i would like the eople viewing the program to idea what is the the media and democratic and epublican parties afraid of that they would not allow the this Party People Like guys candidates to at least express their ideas. What are these guys that are in charge of the media afraid of . Why wont they let them express heir ideas and let the paoeeope decide. Host ed lopez, any thoughts . Is unquestionable the country is going through a major philosophical realignment. I think theres an opportunities to refresh that brand and it comes out as a stronger party. Think that the dialogue benefits from having those Third Party Candidates on the stage. Question is what measure should be used for the viability. The 15 threshold is necessarily a good measure. An expert in whatever factors they used to determine this in the past. Is a need to broaden the dialogue and move away from a he the dialogue is not substantial any more. Moved into a reality tv and convergence of entertain. Fine totics and that is a certain degree in the sense aware consumers and that is what free market is moving the political space toward but we substance. I think that is where we should as citizens demand more from media outlets. We need to call and write ways to nd finds articulate our position that we want to see a broad are dialogue. Having johnson weld secured the nomination and at his point the polling exceeds what the will be taeurpb what time. Ibertarian got last we are looking to expand that haeducate voters and give them more especially there cycle. On they have not gotten a very good product from. Main parties. Disagree with the 15 threshold for being on the stage. Ntial is there a number you think it should be lowered to or any threshold . Guest there should be thresholds. Im not sure what it should be. There should be a certain number of state ballots they are on before they qualify debate stage. But like i said a minute ago im not an expert in that space so i able to articulate a specific number or qualification. I think as voters we should be demanding to see these people that willge and maybe tell the dialogue of what new set. Ards need to be maybe if the 15 is there there on how the eptions fundraising is going, how the olling is going on a statebystate basis maybe. A district in utah is a critical state it is a swing trumpclinton paradigm. Like thatt a district where johnson is doing exceptionally well, very other tive then demographic groups, for example winning in nson is polls among military members, here are several ways to gauge the interest in candidates and they should be relevant in that process. Garth in s go to midland, texas, supports donald trump. Good morning. Bunch ion is these are a of spoeultd brats leaving the republican they dont like trump so bad they are willing to throw it toward the democrats. In line and get stop the nonsense and trying to et the position like they are fortunately midable foe nonsenseme. They are Walking Around an theirng leadership within own selves and not getting anywhere. Waste of time. Host ed lopez. Guest i appreciate the caller sentiments tand the of people who want to have a unified voice in the party. We tried doing that over the of a very long period of time we have experienced dating back to dan quayle. We have people that worked for him and ron and rand paul. E have a diverse body of republicans who i think are far removed from anything spoiled. These are people who put a lot of sweat equity and sacrificed a help the party move forward. E have mccain veterans and george w. Bush veterans and come of segments e body in the Republican Party. There is not a fringe movement. You look at the people that is a very Strong Coalition and we support johnson for example gary support because hes a selfmade businessman. The only one in the race. Into account the example we believe that gary johnson setsor the country and and epublican history values as republican operatives nd past candidates and officials and those who have done so much for the party it is brat journey ed for us. Working on campaigns and putting reputation on the line for he party is a very delicate thing and that is the integrity we bring. The we are talking about 15 threshold included in the run by the Debate Commission on president ial debates. Information about the organization at batdebates. 15 threshold as the ule used by c. P. D. It first adopted the level of support in 000 and initial adoption and subsequent cycles was preceded by study and reflects a number considerations. It was their judgment that thresh hold best balanced the sufficiently inclusive. To invite those among the leading candidates without being inclusive that invitations would be extended to candidates ith only very modest levels of public support and jeopardizing president ialof the debates. That is debates. Org. Of information. Chris in bowie, maryland, for Hillary Clinton. Go ahead. Mr. Lopez, i have two questions and then i will make a brief comment. I wont stay long. First, i dont necessarily system. In the two party if you do, i will make my comment. If you dont, will you remain in Republican Party or change your Party Affiliation and remain libertarian . My comment is while i will hang is nd listen, my comment that the Libertarian Party, the two of them. Platform, thet the rinciples depart from the core principle of the republican. If that is the case, the only vote would be is wedge. Host a few questions there. Let ed take them. Do you plan on changing your affiliation . Guest i have no plans to change affiliation. I have been working in this party longer than donald trump and more republican consistently for that matter. So, that is not my plan. Support down ballot republicans like those for johnson weld do. Believe in the Republican Party. I would like to see the Republican Party come out of this stronger. Again, we are supporting the two most republican candidates on ballot. So, im not hear to define how johnson weld ticket is or isnt. Libertarians debate this robustly. Libertarian and who is not in that political arena. Came from the republican liberty caucus that has a very presence. Ertarian that hasnt been the case in my personal political history. Speak to whatally lebanon taeurpbs lisch libertarians consider ideal. Good choices ade and we decided we want to join support them nd and we theyre that it reserves the integrity of the party and the republicans down ballot if they have a presidency has a n work with and Reasonable Voice in this stage in politics. Host bill it in pittsburgh supports Third Party Candidates. Go ahead. Caller good morning. Im very much like ed. I have been a loyal and dedicated republican since i was a member of the republicans in the 1960s. This is the n president ial election is already two no matter which of the candidates gets elected. , first of all, and a complete wild card not understandable as a human a candidate. Ne as at this point, although i have pent my life telling everyone dont go for third parties because they will elect the other side. Elected this time is going to be it not going to helpful. The Republican Congress must be in order to maintain bit of sanity in the national politics. Question what are are there a polls, is mber of there a particular group of to check are used or do they eshold, simply i dont know pick to somerandom according other standard . The polls ned that accuratelyt will not reflect what we are really, what the people are actually thinking. Is there do they define which going to be used and do you have any other details works i that system would be grateful. I will say, john, i might have to defer to you since you have the information. Im not sure which polls they use and when. A were about to appoint chairman of a committee with an organization to handle the ffort to get these guys on the ballot and likewise we will be appointing somebody who will help us understand this process them oncomes to getting the debate stage. My assumption is they look at and polling utlets compani companies. Host i can help there. Debates. Org website on that same informational page 2016 criteria for candidates in the president ial to being addition constitutionally eligible they must be on a sufrb number of and mathematical chance of winning a majority vote in the Electoral College of at least support 5 of the National Electric electorate using the average of recently ons most published reports at the time of the determination. Selected basedbe on the quality of the methodology employed and eputation of organization and frequency of polling conducted c. P. D. Will identify the in advance ofwell the time the criteria are applied. Polls have the actual themselves in front of me. Perhaps they have not been yet. Cted go ahead. Guest i think that raises the what mainstream outlets nd what other polls are they looking at. Politicians will conduct great l polls and we saw outcome for gary johnson in utah in one district. The question is how subjective is the criteria when is rmining what methodology ok and which isnt and that is try to deploy our forces and say we want them debates. Host we go to james, toms supports jersey, Hillary Clinton. Caller good morning, washington journal and good ed. Ing john and i would like to bring up the fact this is my opinion when the Democratic Party runs country they always run it better. Theres no doubt about that. 72. I remember quite eisenhower a president and n dick nixon was a pretty fair republican. Watergate and as far as after that Ronald Reagan the first time he ran then i realized that he didnt know what he was doing. Middle class the and the middle class is the one going. Ets there country the Democratic Party is definitely for the middle class. Rich ey are not against people. They try to help everybody. The Democratic Party is that. But they help poor people more so i want to thank this man for republicans to vote for the third party because that hillary it easier for clinton to get into office and Democratic Party will definitely country better. They always do. Thrafr. My opinion the biggest of mistakes clinton made and the trade deals are awful and i that hillary realizes that and will do it when elected president. Very much. Host ed lopez, is that the kind of thanks you want . Guest well, the polls have things. Ne of two either pulling more votes from the ry clinton or dividing voters that are supporting trump and clinton. Reality is ds, the that so far what we have seen is the johnson weld ticket has to typical clinton supporters. Think that part of it is that they are trying to find their lace given trumps nomination and i think a lot of people are trying to come to grips with the party and that is fair. At the end of the day im not ure we can fairly make the assessment the johnson weld ticket will help Hillary Clinton get elected. Showing he polls are she is losing votes to john john they y johnson weld or are taking from both equally. From ohio s is donna supporting donald trump. Caller good morning. Host go ahead. Caller i want to know why the 30 arty is coming up parties never win third only s never win and they ruin it for the party going for he election and bringing clinton in. It is going to be a free ride for her. Why are you doing that . Like what she is doing why are you supporting it . Host ed lopez. Guest when we look at the 9 i talked about earlier, only 9 of the paoeeople only 9 of the voted for torate clinton and trump 73 million havent had a voice in who they to be in the presidency and vice presidency. So there is ample space for and ample space for people with a different option said early, yes the negatives for clinton and trump theres a different so high this election is very and i think people see it as an opportunity two look at different. We support the down ballot tickets as republicans and feel sorry the johnson weld ticket is going to and tter than the clinton trump presidencies in helping those people be elected to which and do a good job, is Something Else somebody mentioned how badly the polls republicans in the house and senate and we know it do with who eal to we have nominated in the g. O. P. For president ial president. I think that is a concern for us, too. We want to make sure we are at the top ticket to help those people get elected. We have seen a lot of people, legislators around congressmen say we will support johnson weld and they understand is the more viable way because they want a proper way o run the country and support free market and individual liberty and civil liberty. Core is e the republican and that is not what trump or clinton represent. Of the the idea president ial debates being open to more candidates, cspan it is the ites in same as d. N. C. It is out of step with the signs. Stein and johnson should be included in the debates. Twitter. From you can also reach us on facebook. Bob from newtown, pennsylvania, supports donald trump. Caller i want to refresh eds memory. Do you realize what gave birth and rise to donald trump . Names. Give you two you need to go back in history, boy. Oehner and mcconnell. They still won. Why are you not fighting to your own he people in party. I dont understand your logic and theory. And if you ish didnt like the eight years of obama guess what we will have a pant e of obama in suit. What is wrong with you . To what is your response going after rhinos in your own party. Guest two things. Angry voters ow are. A lot of us are angry. Think that the issue is that we have to move past the anger and find solutions. I think the tone that johnson weld is projecting s different from clinton and trump. As far as the candidates in the difficulties with, i feel in our organization voters for johnson weld we have such a Diverse Group from all inds of backgrounds so we have a lot of liberty folks and Tea Party People who disagreed with folks the gentleman mentioned in the party. I think that is a healthy ialogue but now we are talking about the general election and we need to move forward and i think that is where the ohnson weld ticket gives us a better option. Host do you feel that traditional libertarians have supportive of folks like yourself coming in and throwing to gary johnson and bill weld . Guest i think libertarians are to, in my perspective i have a lot of friends in the sense is this is a new experiencer them and new experience for us because we such a viable party. Of the libertarian the sense i get from libertarian olks i have known they feel like we have a lot of things in ommon and one thing we all agree on is americans have moved to a place where they want iscal conservative with social tolerance and that is what the johnson weld ticket offers. Trump has had positions that might fit the mold on the social side but hes unpredictable and changed positions so many times it is that call. Ke host dee dee wants us to go Libertarian Party president ial ticket and Ballot Access issue. Are the johnson weld ticket not in . It will do you think be the toughest climb for Ballot Access . Guest we know in my neck of the New Hampshire and connecticut i dont remember which other states off the top list is being the updated constantly. The Libertarian Party has a page they have updated. There are a about a dozen states they need work. In connecticut my understanding is they have more signatures than they need. A lot of them are not valid so i think they are making progress. But as to a specific number of states i cant answer right now. It is hanging and possible by now it is monday improved. Week it has connecticut i found out over the weekend had seen this the vement and we are on right track. So, it really depends on the state. That have states enough signatures so i dont have a concrete answer but awake find out. Will but we can finds out. That is on the website. Here is the updated map you referred to that we can show. On this map is the states ticket is ibertarian on the ballot. Blue on this map are the states is under way ess to get on the ballot. Or those on the radio the states in blue washington, minnesota, iowa, alabama, ohio, y, virginia, pennsylvania, new york, new jersey, connecticut, rhode new d, massachusetts and hampshire. Lp. Org to find that map. E go to steven in wyoming, michigan. Supports the third party candidate. Caller good morning. I have a comment and suggestion and i will take the comment off and listen to the response. It is about the criteria for in the debate. To me 15 seems arbitrary and in the media gives all the attention to only the top two become the gate keeper of who is included in the debate. That people really want that to be the case. Rather than having a arbitrary 15 my suggestion is that the top three candidates regardless be included in the president ial debate. I will take the comment off the air. Host ed lopez. Is good foodk that back and something we need to take up with the republicans for johnson weld. Looking at ideas like there and feedback for our own efforts. We get themake sure on the ballot and on the debate stage and we will take feedback to help. What he is suggesting is useful. Hat is a good system to look at. Host to the line for those supporting donald trump joe is new jersey. Good morning. You are on the washington journal. Joe, are you with us . Lost joe. Go eaton, lake charles, louisiana, supports Third Party Candidates. Good morning. Caller good morning. T was jimmy carter that suggested that a constitutional greatly be enacted to expand the house of representatives for the purpose multipartyism. There is time when between the two parties in congress dont you breed at an effort to a sensus and compromise that greater representation by the life party or the right to party and Libertarian Party and might eal other parties the deadlock that currently exists . Guest when you look at other countries, in europe for example and they have a multiparty system that is vibrant i think is a case to be made for that enhancing the dialogue and discourse. I think our system may be set up in a way it is more viable for wo parties to dominate the political landscape. I think we are all open to the idea to some degree. We have several parties and the ssue is how easily they can manifest in Electoral Office and in the political landscape. Maybe there are things we can do improve attachmethat. This is the ultimate opportunity to do that. There addresses the point of feel this could be a time that supporting trump could vote. Ime to protest some people we call establishment in either party i would say that the ultimate vote would be to vote have the n weld who trength and experience to be viable candidates as Third Party Candidates. Important to include the third parties and do es an opportunity to something to kick the establishment in the butt. Twitter we say donald into has turned the g. O. P. A third party already . That is a good question. The people we have added to our organization it is i have had to reflect and it makes me feel like my gosh we moved into this column of johnson weld and given the within y of experience the party, that is the sense i have gotten in some respects. You have the back and forth in the g. O. P. About who is di rting who there is one dialogue about part unity. N the other hand we know trump has had a difficult time committing to support certain and the problem is ometimes he will is sympathize with his own lack of unity with the party and when he says im x, y and z now e he is doing what he has to do in is ok. O win and that we have to be consistent about things. I think the johnson weld ticket one key thing is consistency. They did in 16 years of combined elective ffice and you see consistent governorship and fiscal onservative and social tolerance and inclusivity. Hose are some reasons we supported the ticket and why the Republican Party is looking more like a third party. To go there. It we think it has an opportunity to grow and expand and deliver something good for americans and that is why we support all the other republicans on the ballot. About the lked president ial debates here is the schedule from the commission on president ial debates. One is Hofstra University in new york on september 26. Washington ne is university in st. Is a corrupt, is the political dynasties in they are ry where blocking real change like the we keep d clintons and recycling these people like is just a shame. We need real change. Think trump will be a great for the political system. He is a great unifier. Clintons and unlike the people who support Hillary Clinton. Will make this country great again. Host ed lopez you have the last seconds. Unfortunately thing i think trump and clinton candidacies have divided the country. If you support trump i exhort you to voice your support for on the johnson weld debate stage. Even if you are hesitate about you have an opportunity to put a voice on there to move that dialogue in the right direction. That is 8 00 eastern on cspan 2 fp. Washington journal continues. Jennifer clark is counsel at Brennan Center for justice to latest ut the developments and efforts by some states to impose more voter dentification rules at the ballot box. How many states are trying to stringent rules and where can voters see this . Guest there are 15 states in they go to theen polls there november will face new restrictions for the first president ial election. They are part of a larger trend since about 2010 where we see voters in about 21 states laugh the country are facing new restrictions over the past five to six years. They all the same kind of voter identification rules or stringent ome more than others . Theres a range of the types of restrictions we are seeing. Them are voter i. D. Laws as you have identified and among truly e ones that are concerning are what are often i. D. Rred to as strict photo laws. Under those types of laws voters an show only one of a very small number of government issued photo identification to vote and order if they dont have any one of he documents then they are pretty much out of luck. They often cant cast a ballot that counts. Such as een states texas and wisconsin over the to put years attempt those kinds of instruct photo i. D. Laws into place. To voter n identification restrictions we are seeing different types of restrictions. Seen cut backs to early voting opportunities and opportunities the to register to vote and vote all in one trip which is referred to as sameday registration. More e seen it become difficult for those with prior criminal convictions to get their right to vote restored. The gamut. Host those trying to roll back ome of the restrictions and strict voter i. D. Laws have seen several victories in recent rulings. Them . Ou walk us through guest sure. You are right. In the past couple of welcomes weeks we have seen courts step into protect the right to vote in advance of novembers election. One of the states i mentioned is texas. Passed the strict photo i. D. Law in 2011 and it was one court and then it went through a long litigation where we are up today, which is that just two fifth go about the Circuit Court of appeals which is a federal Appellate Court discriminates w on the basis of race and has a dis proe disproportionate impact on voter who are africanamerican and texas so texas will not be able to enforce the law this november. Need to have an opportunity to cast a ballot with other types of identification that are not one the limited number of Government Photo i. D. s. We have also seen push back against restrictions in the where wevesconsin, seen two court cases over the past couple of weeks. Is similar to the texas decision in effect in that photo without identification will have to be given another opportunity to ast a ballot this november and into the future. And we have also seen some out in wisconsin against restrictions on early voting opportunities there. Itconsin passed a law making harder for plutonimunicipalitie early voting. In addition to throws two we saw we saw a victory in North Carolina where a week anotherlf ago there was federal Appellate Court that issued an opinion saying that carolinas omnibus restriction law passed a few and included photo identification to vote, restrictions on early voting and registration and other courtctions, that federal said it was passed with the intent to discriminate against north y voters in carolina. So that law has also been wiped often the books although north said they will take it up to the Supreme Court so we will see what happens there. In addition to those, we have southeastern a court in north say that state cannot enforce its strict photo i. D. And there was litigation victory in kansas. Effort been a concerted there to push for documentary requirementizenship which many voters didnt show vote. They registered to a court said in part those voters have to be given the vote. Tunity to so there have been a lot of Court Decisions the past couple push back. At host for those more visual center with brennan a map where the major legislation that can impact access is taking place. Where ht blue states there was recent litigation where es dark blue challenges are taking place. For those that want to change questions an comments and comments you can school. Jennifer clark, remind us what is. Brennan center guest the Brennan Center is a nonpartisan law and policy institute. N. Y. U. School at of law and we were founded to the two pillars on which our country is built, democracy and justice. In addition to work in voting we do some work in other areas as such as Justice Reform and responses to liberty and National Security issues. Host have you been involved in litigation efforts that you were talking about . Guest yes. We are attorneys for some clients in the texas case that i talked about. He other cases we are not actively participating. Filed land amick we amicus briefs in some. We are one of the attorneys in case. Xas host susie is in birmingham, alabama. A democrat. Caller good morning. Host you are on with Jennifer Clark. Here are a few things when you vote you have to present. Alcohol, cigarettes, food stamps or welfare. Present photo i. D. Social security. Unemployment. To rent or buy a house. Drive or rent a car. On an airplane. Get married. Purchase a gun. Pet and on and on. O, what is wrong with when we vote, which is a very important photo i. D. . Esent i dont see the problem. Jennifer clark. Guest sure. Voting is an that incredible bring important thing be people should have to able to prove they are who they say they are. Agrees that everybody integrity is of the utmost importance. Everyone is on the same page with that. Types of m with the laws i was talking about strict photo identification laws comes the strict and photo identification part. There are a large number of who simply dont have hose i. D. s and a lot of them dont board airplanes or do some of the other things you mentioned. Homeowners. Or they are able to use other types of photo identification under theseaccepted laws. For tion, in texas example it r in texas you cant license from another state to vote. You cant use a drivers license expired more than 60 days. Those were true under the strict version of law that a court said texas cannot use for this tphaoefrs election. Up novembers election. Up until then those are types of i. D. s people use for the things you talk about. The litigation we ran into a lot of people particularly older eople who did have photo identification but it had expired five or six years ago because they dont drive any so they had no need to renew the drivers license but could show it when they needed to. That was not something they use to vote in texas. Those people who came and spoke at the trials were not alone. Fact, there were multiple xperts who did statistical analyses of the voters in texas and found that over 600,000 voters in texas didnt have one of the i. D. s that you could use to vote under law. So, that is a sizeable portion are lockedtorate who out because they dont have the i. D. You say ng you are who can be done in ways that doesnt disenfranchise people. Host john from west pauflm bea. Caller the Brennan Center is a quasisocialistic organization always for the main allowing Illegal Immigrants to vote. 20 rked for the government years ago i saw Illegal Immigrants and i know there for i cant tell you how but where i worked they were registration cards and they were in the country illegally. The objective is to allow anyone or ote whether a citizen noncitizen. If it is a noncitizen that disenfranchises my vote. Talk about disenfranchising i dont care about the 600,000 that are half illegal. She gave you 20 things that you have to have for a license. , it doesnt ,000 affect any of them . Question. Host i will come back to the question but i want her to have a chance to respond. Sure. Dont nnan center and i think anybody else that works in elections thinks that people are citizens should be voting. That is the basis of elections in the country is making sure it is eligible citizens who vote so that is what i believe the Brennan Center believes. That is the baseline. Most important and if folks are not eligible be casting a t vote. There are plenty of ways other states make sure of that and people are who they say they are such as allowing them to provide other ares of identification that not one of a very limited number that a good percentage of dont have. Host back to the question, john. Aller illegals have been getting drivers licenses throughout the United States for now. Mber years just because you have the voter i. D. Law doesnt mean you are a in florida all you have to do is check off a box that you are a u. S. Citizen and are no voter police that go out there and verify this information. A fact because of where i used to work. Back in the 1990s, 20 years immigrants were getting voter i. D. s. Host Jennifer Clark, go ahead. Guest you did point out a between some of the strict photo i. D. Laws what they and what theyy do do. There are many states where citizenso are not u. S. Can get drivers licenses. It is not because it is wrong on green card re and plenty are not u. S. Citizens who get drivers licenses and licensed to drive. Theres nothing intrinsic about howing a piece of photo identification such as a drivers license that proves that you are in fact a u. S. Citizen. What does prove that you are a u. S. Citizen is when you to ster to vote you have swear you are a u. S. Citizen and the penalty for that is severe. In fact, there are some prosecutions of people who have registered and often you get Election Officials they have ut what seen and they say often people make a mistake and they think got handed a voter egistration with a application for drivers license they think they are able to vote and they are on the roll so there is those cases. If that is something you saw in your time in government, then have been se people detected and often it is an innocent misunderstanding. Statistics on that . The concern is protecting the integrity of the vote. Does voter fraud happen per election cycle . On t there are statistics that. It is important to think about when e are talking about we say voter fraud. It gets used as an umbrella term. Down more, for types of he times voter proud stopped by Something Like texass law is in person fraud. Nation i go to the poll and try to vote as somebody else. Type of fraud is very rare. It. E are numbers on one study was dopublished in th there gton post where was an extensive look and they 31 credible instances of this in person impersonation 2000 and 2014. Hat is out of about a billion ballots cast there much 31 extremely hat is small. In the texas kiss i have been talk case i have been talking they passed the strict photo i. D. Law they had that between 2000 and 2010 there much two instances of this in person impersonation fraud and that is out of millions of ballots cast in that time. G so that type of fraud is. Ncredibly rare when it does happen people get caught. Is a reason it is rare because it is not a good way to electionoutcome on the to vote as another person. It doesnt have that much of are severe. Enalties tens of thousands of dollars in jail time. Otential host a call from ellicott city, maryland. Republican. Caller good morning. Thank you for cspan. First lady who spoke was very articulate and add to the it is my ings that understanding you need i. D. For obama care. I find it very difficult to and age n this day there are people who dont have voter i. D. Disappointed that being like my vote is discounted because of loot of the nonsense that is going on. You very much. Host any response . Guest sure. Certainly there is nothing wrong again with having people prove they are who they say they are. I think that a useful what texas between had on the books before this Court Decision came out, which one of seven use pieces of photo i. D. That a good number of texans didnt have versus what they will have in election the november after the court said that law was discriminatory. Proposal you can use a paycheck with your name and address. Use another government document with your name and address on t. You can use voter ng called the Registration Certificate which is something texas mails to people when they register to vote. Comes to them at the address they put on their Voter Registration. Means they live at that address and got it. Range re a much broader of documents. People have them and allowing show them at the polls means their voices will count kind ofcaller expressed dismay at the feeling that your ote doesnt count and that was a very real thing for these people who didnt have one of i. D. s texasmber of required. We leaders them testify on the they at trial about how attempted over and over again to use the documents they did have one fof the acceptable i. Tkfp i. They and failed because didnt have the money they needed because they ran into trouble with transportation, or they had a mistake in one of the underlying documents. One way here and another there they couldnt reconcile and they loop to not get one of the small photo i. D. s and made voices l like their didnt count. It is all about making sure every eligible citizen can cast vote that counts. Host at will of viewers waiting to talk to you. Voters waiting to talk to you in our last 20 minutes. Paulis a call from florida a democrat. Caller good morning. And given their lives so that we can all vote and that is something we need to hold as a president ial jewel and treasure it. Should have the proper identification to be able to should not ernments ass laws to try to suppress people from voting because our we is all that we have and should exercise that vote. Passing these hard laws to stop eople from voting are doing a disservice to their constituents, to the people that live in these states. You consider a hard law . What is too much in your opinion . Thing. I can tell one in florida restoration of a after ls rights to vote they have served their time in prison. Have an opportunity backve the right to be put in society and exercise a right for whomever they choose, whether democrat, republican or independent. They should think be cast out any more but should fold. Ught into the caller has identified florida as a state where it is articularly difficult for people with prior criminal convictions to get the right to vote restored and that is true. One of only three states in the country where you are lifetime ential disenfranchisement. He right to vote has been incredibly vote. It is a right and a responsibility. We are seeing that states are doing a lot of things to increase turnout to make it more likely into people will invest in their democracy. A sciamhame to see the efforts undercut and some states doing the opposite which is making it more difficult for ertain segment of the population which as we have seen in the Court Decisions the past ouple of weeks disproportionately tend to be minority voters to make it headed for them to vote. Host easton, pennsylvania. Independent. Dpn caller the seven forms of were fication that required in texas what are there and are there measures for get those identifications . In pennsylvania if you are a get a nondriver i. D. And im sure that is the states a lot of including county i. D. s. Host you were hard to hear but the question the seven forms of i. D. . Guest i did. Under the texas law that was books y written on the struck down by the court the other week, the types of photo much allowedn that that were allowed were texas n ers license, texas nondrivers license, state photo the where you go to department of mortgage vehicles and if you dont drive you get a state i. D. Pay for that i. D. Still. And three passport other documents with on tification with a photo it. Texas did create something called an election certificate which was a card that had a photo that was toon on it be used for voting purposes only and that was supposed to be the costfree alternative for people who didnt have any one of these i. D. s. You needed a birth certificate and other documentation in order to get and and what we saw time time again was that people didnt have the original or birth ed copy of their certificate any more. These were primarily people who around er and had moved a lot and had lost that document or perhaps were born outside of hospital setting and didnt have that document to begin with. Although there was a free voter not provided getting it was free and that was the problem for people. Exas really didnt make a lot of effort to get i. D. In those peoples hands. We have seen in other states more of an effort. The caller specifically called ut the idea of using county i. D. s and there are some things issued at a local level. New york city theres been a new york city i. D. Where the city made a push get i. D. s in peoples hands. But understood the texas law none of those would count they didnt allow local they didnt allow any government issued documents the ones i mentioned. So if you had a county i. D. With a government r employee and had appear employ picture d. With your you could not use that. Robert is a republican from alabama. Caller i would like to say that Brennan Center is not nonpartisan. A has never, ever supported conservative cause. Econd, 40 of californias drivers licenses last year were issued to illegals. If you can get a drivers license and you are an illegal in a foreign country, imited to ability to speak english, no birth certificate how difficult is it for someone born here and has a birth certificate . In alabama int is you have to have a photo i. D. Ou dont have one the state will come to your house and issue you one free. You must provide proof of citizenship to register to vote first place. Host Jennifer Clark, go ahead. Guest sure. Comment the broken Brennan Center is nonpartisan. We dont support any causes attached to a particular party. I have worked e with republican legislators an legislators and pendent legislatorses legislators. So it is not about partisanship. We all go to the polls and vote for whoever it is that we support, that is and crosses party lines. Every elected official who was there by veterans shuffle passionately that all eligible citizens can vote. I cant believe that feeling is a partisan feeling one way or the other. It is about the fundamental right to vote. Host have you worked with mark alias before . Guest i have not. I know he is bringing some lawsuits. But i do not know him and have not worked with him. Host there a frontpage story about his work calling him a go to lawyer for democrats in recount fight and redistricting who has now taken a controversial place among the coalition of groups challenging state election laws that were rewritten in recent years. Exactly what we are talking about. On behalft explicitly of democrats has made the 2016 effort different. He has brought additional claims in states especially important to learn Clintons Campaign in the future of democratic candidates. I guess the question is, does his work in this area concerning group like yourself who is nonpartisan and has been trying to work on this in a nonpartisan way . Fightsi think these should be kept nonpartisan to the extent possible. I think that is very important. The idea that there are more holes people need to fill with litigation is not shocking because we saw in 2013 the down a partt struck of the Voting Rights act and gutted part of the Voting Rights act. It made it more much easier for states that have a history of discrimination at the ballot box to pass laws such as the one we saw in texas, the one in North Carolina, the one in virginia, and elsewhere, to make it harder for people to vote. Now that we dont have the full protections of the Voting Rights act, and this is the first election in 50 years without those protections, we have seen an uptick in the number of states passing restrictive laws. Of course, as we see those laws go up in number, it certainly makes sense more lawyers are coming to the table because there are more people who are reaching out because they have lost the right to vote. It is not that surprising that other people are stepping in to fill the void. What should happen is congress should restore the Voting Rights act to its former power and pass the Voting Rights Amendment Act which the Brennan Center and others have been working on with bipartisan support for the past few years. Oregon, victoria has been waiting on the line for democrats. Victoria, go ahead. Caller i tuned in a little bit ago so i dont know if you mentioned we have been voting by mail for years here for all of our elections, local and national. Now we have the motor voter law. People have to provide a lot of documentation when they go to the department of motor vehicles. They can register there. It is an unaffiliated registration if they choose not to affiliate with anyone. As far as i know, all you need is a stamp. You get a pamphlet for every election so you can read up on the issues whether local or national and good biographies. It is easy for people, especially in the rural areas. Why doesnt every state do Something Like that and make it easy for people . Host Jennifer Clark. Guest sure. You mentioned a new initiative in oregon which goes by the new motor voter law. It is a form of automatic Voter Registration in which eligible citizens which interact with Government Agencies get registered to vote unless they say they dont want to. Currently the default in many states is the voter has to take the initiative to get registered to vote. A lot of people fall through the cracks because many states have long Voter Registration deadlines and people miss the opportunity to get registered to vote. You mentioned why isnt everybody making it easier for people. That is a great example of a state really trying to make it easier for people to get registered and participate. In the first few months of implementation of this automatic voter registries and program, oregon registration program, oregon has seen the registration rolls jump up but they have also manyturnout jump up among of the people who were automatically registered. That is a great example of a state making it easier rather than more difficult for people to get involved in the process. Calls. Ime for a few more pleasanton, california, grace, republican. Good morning. Caller thank you for taking my call. Union and i saw what happened during election years. Representatives giving out registration forms and having illegals fill them out, and then they would fill out the voter information so that these people that did not speak english would vote for the right people. How do you stop that . Host Jennifer Clark . Guest sure. People who are not eligible to vote should not be registering to vote. Somebodyis perpetrating that, that is something you should that should be reported. I dont think any of us wants to stand for that kind of fraud being perpetrated, so i would encourage people who truly see Something Like that happening to reach out to elected officials and let them know what is going on. However, that is not a widespread problem. The studies that have been done looking at instances of different types of voter fraud often include instances of folks who are not eligible citizens who end up on the roles. A lot of times, that is a mistake. They think because they are allowed to get a drivers license that means they are allowed to vote so they end up on the rolls because there is confusion. Many times, they get off the rolls i do not attempt to vote. That does happen sometimes. The mistake is brought to their attention and they are taken off the rolls. That is also not a widespread problem. There is a study out of arizona where they looked at instances fraud000 to 2012 of voter and they used that term very largely. Part of that was looking at impersonation fraud. Another part was looking at in eligible people ending up on the rolls. They found it happened, but they found out of one billion ballots cast over that time, that the number was below 1000. It does happen, but it is a very small problem in comparison to the number of votes cast over all. Certainly, every effort should be made to make clear people are not accidentally signing up for something that they are not eligible to sign up for. Host a few more calls. Maryland, a democrat. Good morning. Caller good morning. Thank you, cspan, for taking my call. I am listening to ms. Clark speak. My mom and most of my family live in alabama and florida area. There were some things that took place in alabama last year where they shut down most of the mda where people could not go into even get to the buildings and make their votes at all. My mom is still alive and doing very well. She is 91 years old. She has always voted when she got the opportunity behind the civil rights act. But now with all of these restrictions for birth certificates and things, people do not understand that a 91yearold woman brought into the world by a midwife is not going to have a birth certificate. But she still is a citizen of this country. We should make it easier for people to vote. The biggest violations are the ones making it difficult for people not to vote. Is int opinion on this the workforce in alabama where a lot of my family works, the hours are shifted on voting days where they cannot get in within the hours allotted for voting. Some of my family members are also told not to vote. On their days off, saturday and sunday, a lot of those days were shut down. Is your organization looking at these things taking place as well . Host Jennifer Clark. Guest sure. You mentioned alabama specifically where your family lives. There is a lawsuit im going in alabama right now to push back against that states photo i. D. Law. It does not look like we will have a decision before this november. But there is an ongoing lawsuit because alabama is one of those states that has recently made it harder for citizens to vote, despite the fact that there are people without the i. D. You need to vote in alabama. You talk about your mother. It is wonderful she still cares so passionately about her right and responsibility to vote at 91 years old. That is wonderful to hear. In a trial in texas, we saw a lot of people like her who were born 80 plus years ago. Many times, particularly if they were African American citizens, were not born in a hospital because plenty were born in places where hospitals would not take African American women to give birth at the time so they were born at home with a midwife and never got the documentation they needed. But they were born in the United States. Those people have worked very hard to get the i. D. They need and still often times have come up short. Hadaw a woman in texas who to save 42 to get her out of state birth certificate. She lives in texas now but was born elsewhere. She had to mail an application for the birth certificate and pay to get it printed and mailed back to her. That cost 42. Her and her husband live on a fixed income. I think he is a bus driver and they live on about 300 a month feeding a family on that. They saved for about six months to put money aside in an attempt to get her birth certificate. They densely eventually did, but the cost of voting should not be so high for people who are eligible citizens and simply want to use the same right they have been using since they turned 18 or 21 years old. Host we will take a couple of colors in a row to get to as many as we can. When is in richmond, indiana, and independent. Go ahead. Caller thank you so much. Thank you, cspan, for having such a great Public Service. I would like to speak with ms. About the federal prison system and the state prison system. Sheriffme work with a down in jackson county, kentucky. I would like to let her know about something she might want to look into. That is the candidate i. D. Numbers, just to make sure they have not been compromised. Those candidate i. D. Numbers back in 2014 were tied directly to unverified Illegal Immigrants in the federal prison system. We could not get voter i. D. s, i am from indiana but he came up from kentucky. Everyone of them were tied to verify Illegal Immigrants in the arizona federal prison system. Host is that something you have looked into . Guest that is not something i have looked into or something i have heard of. I would urge callers who have firsthand seen Something Like that to reach out to their local Election Officials because local Election Officials are very invested in the system, truly want those were eligible to vote to be able to vote and want to make sure the f o electoral process is secure because that is their job. I cant speak to that incident. But i think your local Election Officials are a wonderful resource if you need to ask a question of somebody or if you have firsthand experience of a concern about electoral intent integrity. Host helen is in tennessee, a republican. Good morning. Caller good morning. I enjoy watching your Program Every morning. My opinion is because there are so many states that have so many different issues regarding i. D. Verification and in regard to voting, my suggestion is that every four years when the president ial election is up for grabs that people in each state issues andt certain problems regarding the i. D. Verification issues to also be put on the ballot. And the elections are over the various issues from all the states are combined and put on the ballot that people vote for them because every state has the same issue basically, but different issues in depth. That way all the people throughout the whole United States can vote on them, like allowing felons when they get their retribution back from the governor, everybody should be able to vote. Fighting this stuff legislatively would take 20 or 40 years because every state has the same issues but they are inherently different. Vote on it once and for all legislatively. In the meantime, work with your legislators. Work with somebody. Will Jennifer Clark, i give you the last 30 seconds. Guest the states have the power to set qualifications for voting in each individual state. That is something that under our constitution they are given authority over, so that is light has to be decided on a statebystate basis. However, that authority is still blocked in by things like the voting asked Voting Rights act and the constitution. You cannot have qualifications that are unconstitutional or violate Voting Rights under federal protections such as the Voting Rights act. That is the lawsuits we are seeing now, when states have gone too far in restricting who has the ability to vote. Host Jennifer Clark is that the Brennan Center for justice. Thanks so much for your time this morning. Guest thank you. Next, our weekly your money segment. We will be joined by Marcus Weisberger talking about history and development of the f35 joint Strike Fighter. That is coming up in a minute or two on washington journal. Washington journal continues. Week, we take a look at how your money is at work in a different federal program. This week, we are talking about the development of the militarys joint Strike Fighter known as the f35. Globalweisgerber is the Business Editor at defense one. Where focusing on it the monday after the air force declared the plane was ready for combat. Explain how important a milestone that is in development of the 15your loan program. Guest it is a huge milestone for the program. It had so many hiccups and snafus along the way that caused post planes that will also to be common, they had to be redesigned and had all these engineering changes done to them. It has been years of delays and more costs. The past four years, they have cleaned up the project. They have brought a lot of the money under control. They have not gone over budget at all. The big thing is now they can say it is ready for war. Itre is so much positive is such a positive moment for the project. Beforea long way to go it is a plane that people want it to be. Host is it seeing combat now in operations . Guest the chances of it going to combat sin are probably small. The air force is really playing up the fact that this is ready for combat. The marines declared their version of the f35 ready for war last year. It has not gone anywhere. Here is why. And iraq where there has been an airstrike Campaign Going on for two years now today i believe, they dont need stealth. Stealth is the big thing the f35 brings. It cannot carry a lot of weapons in its current configuration. It can only carry two bombs and two missiles. The planes they are using can carry a lot more. There is no threat from surface to air missiles and there goes is no real threat of it being shot down so it would be a waste to fly this plane that is still expensive to fly hourly compared to the other planes which are much cheaper. Host lets talk numbers. What was the original cost estimate for the f35 . Where are we today . Guest the program has essentially doubled from its original cost. Right now, we are looking at 400 billion. It is a huge cost. That includes both purchasing 2443 planes for the u. S. Military. There will be 700 plus. Probably a lot more than that bought by allies in the years to come. Host 15 years ago when the project was being started, what was the role seen for the f35 . Guest the role that was seen for it has not changed. It is seen as a plane and fight the war of the future. You can go deep into Enemy Territory without being detected. Russia and china have sophisticated threats. Theres zero chance a lot of people will say that we will ever go to war with russia or china. That said, russia and china build surface to air Missile Systems which can detect all sorts of planes and sell this to other places like iran, north korea, venezuela. They all purchase these types of surface to air missiles. If you were going into battle were going to fight a war, you would need something undetectable. Right now, the u. S. Military has the b2 and the f22. F22s has 185 of the which can go deep into Enemy Territory. The f35 can carry a lot more bombs inside its belly. Host we have the f35 on set with us this morning as we talk with marcus weisgerber, the model he brought on set. We will be talking about this throughout our program today. Let me give you the numbers if you have questions or comments. Republicans, democrats, independents. We will get right to the phones. James is in williamson, georgia, an independent. Good morning. I wouldmr. Weisgerber, like to ask a question. How much experience do you actually have in jet Fighter Aircraft . Anyone on . Guest i have not flown a jet fighter. I am a global this miseditor. Ive covered the Defense Industry and pentagon for about 11 years. I have flown in a lot of aircraft. I am not an engineer. I dont pretend to be an engineer. The only piloting i have done is a couple of planes from the backseat. Host how long have you been watching the f35 program in your 11 years . Guest every single year. This is the Biggest Program the most scrutiny. That has focused a lot of time and attention on the negatives and positives. Host callous how many different versions there are. Guest there are three. Airfor the airports force that can take off and land the regular way. The naval version can take off and land on carriers. It can land on the aircraft carrier. Then there is the marine version which can take off from a very short one way, so if it needed to land on the street it can do that. Incan however like the plane the movie true lies. Just went to england for the first time to an air show and did the have her demonstration which was a big deal for them because this will replace harriers. It is built by Lockheed Martin primarily. Big ones. He Pratt Whitney builds the engine which has had a lot of problems and had to have modification work done. They built those in connecticut. Another builds Electronic Warfare and dozens and dozens of other companies, small and mediumsized companies, that build other components. Northrop grumman is another big supplier that builds the center wings for the planes. Maurice in georgia, democrat. Good morning. Caller you sort of answered my question with regards to the b tol. I guess you can further clarified by me asking. I saw a documentary about the building of the f35 about 10 years ago. If im not mistaken, at that time it was acknowledged much of the Component Parts were built or designed or made by russians if im not mistaken. Guest i have not heard that. Like anything, Global Supply chains, metals, and rare earth elements, they come a lot of times you hear they are coming from china. Russia specifically on this project not so much. One place where a lot of the plane is built is turkey. Northrop grumman builds the center wings. Turkey also builds those and other components on every single f35. If you go to the f35 website, they list how much is built in turkey. This is a big deal because of all of the unrest that has happened there in the past few weeks. Officed and the program have tried to downplay that. Soureality is it relations with turkey, that can mean a lot more problems down the road in terms of supply and fighting new suppliers for the parts they make because it takes time and money. Kit is turkey one of this the countries that have a contract for these when they are built . Guest turkey will buy a little bit more than 100. It will build them in turkey. They will get the first few. Their building them in the u. S. And europe also. They will set up their own production my they have done for the f16s. Who are the other countries with major orders in for the f35s . Guest the british are a good partner to the norwegians, dutch, japanese, italians. Singapore is very interested. Is purchasing as well. Host manchester, connecticut, is next. Edward is an independent. You are on with marcus weisgerber. Caller we are not want to be an to compete with china, russia, and these other countries because of money. It takes money to run this country. Our government has to keep the people happy or at least satisfied. How are they going to keep up with competition . You could have the best technology in the world, but if you can only afford one special plane that can fly around and not be detected, what good is for lowtech do weapons . Congress seems to never have problems finding money for defense. Granted, we are under budget caps for the next five years. Host do any of those affect the f35 specifically . Guest it has probably made out better than any other program in the pentagon. It has not been truncated. The pentagon has shrunk its order by four or five planes, but Congress Last year boosted. Thereto on this program has changed and they have added tune on thisret tu program has changed and they have added planes. The current budget has not yet gone through Congress Like the rest of the federal budget. They are buying a lot of other planes. This plane is no doubt going to be the backbone of the u. S. Military. F16soing to replace and f18s in the navy. They are buying new stealth bombers. They are very expensive as well. They will build 80 to 100 they say right now. Possibly more. Intelligence planes, drones, you name it. The military has weathered the worst of the budget caps imposed by the budget control act five years ago. A lot of people like to call it sequestration. The military has gotten through the worst part of that. Host vermont, timothy democrat. Caller hello. I was brought up in south burlington, vermont. We have a military base there. Daggers, back to delta f 105s. It is a big controversy with of the 35 right now. It has theork f22 on it. In 1999. Hat the plane has been in Development Since them. , i know that for every hour you fly a 16, you have about six to eight hours of maintenance. My question is from a cost perspective, we has americans would like to know, i would maintenancet is the per hour . How many hours does it take to maintain a 35 when you fly that thing for one hour . Host thanks for the question. Guest i dont know the exact cost of the top my head. It does cost more money especially right now. The pentagon will to view thats going to go down. Hey will say it is going down it costs more money per hour to it takes because you have more hours per maintenance between flights. They are coming up with new it. S of ways of maintaining this is kind of the argument the air force makes when it says it is ready for war, they do this with all their planes. This happened with the f22 in 2006 2007 timeframe when i was declared ready for war. When you fly it and it gets out into the fleet, the pilots learn new things to do with it. Maintainers learn new things to do with it. A new car a new model car, you get your ford that comes brandnew model. Over time you get thirdparty suppliers so you dont have to equipmente original made by them. It is the same thing with aircraft, maybe a little less so in the parts. Once you have it in the shop and you are working on it you find new ways to do it. The first time you work on a car you change your breaks, its going to take you a while to do that first tire but want to move on to the other side you already have that experience of doing that one under your belt. The time goes down and the money comes down as well. Host the Technology Used in the pilot helmet. Back in august of 2013, the washington journal got a german stray should got a demonstration of the technology in the pilots helmet for the f35. I wanted to show for viewers with that looks like before we have you talk about it. [video clip] what we have here is a replica, an example of what we see the helmet in the cockpit. That areix sensors mounted in the fuselage of the infrared display symbology and video. That video is turned into your helmet and displayed on your visor so in effect you can look through your cockpit, you can look anywhere around and you can see that infrared video. The folks at home should see that if you were to look at the screen and i point down instead of looking at the bottom of the cockpit what am i seeing . Basically the synthesized combined image of all of the sensors on the airplane. What that allows us to do as well is not only make targeting easier for the pilot but also it turns night into day. Pilots have enhanced Situational Awareness and the ability to do things they never could and legacy aircraft. Host that was Pedro Echevarria damage that technology back in 2013. That technology has had hiccups along the way. Guest a lot of problems with this helmet. The big problem is processing power. There are somebody images coming in from these High Definition cameras. That is dumbing down what the sensors are on the plane. They are all around it. What pedro is seeing could be a video in the middle of the night but on the screen and looks like it is daytime. He sees arns his head seamless image. In reality it is coming from multiple cameras. Think of it as taking a bunch of pictures with your iphone and like them out on some sort of computer program. Our phones can actually do a panoramic photo. I different helmet. And it up sticking with this helmet because theyre saying it would be the best. Host talking about development of the f35. Guest. Weisgerber is our time for your calls and questions on the washington journal. Jonathan is in whitman, arizona. Caller good morning. Front that ite up am for the f35 and the f22 and i hope they bring back the production of the f22. Every morning the two australian f35 is at Luke Air Force base fly directly over my house lowlevel simulating landing at the Luke Air Force ancillary airfield about two miles down the road from me. Impressive aircraft. Im calling in because some of people earlier on seemed they were alluding to the fact that they felt this was a boondoggle. A lot of wasted money. Thete the hypocrisy of american citizenry. What i mean by that is, we have a program that is creating jobs, putting food on peoples tables, putting houses over their heads. 400 billion, when you look at thatt 20 trillion is a deficit annually. Thats not even the scores of trillions of dollars that we have in liabilities. If you going to those numbers. I say a program like this is great. It provides technology, learning, jobs. If you think running a Day Care Center or a Head Start Program is going to put more money and more jobs and more homes out there for people to purchase, maybe we should start doing stealth Head Start Centers or Something Like that. Im for the program. I dont see a problem with it. Spend as much money as you want. As long as the rest of the world wants to continue to use dollars and we continue to print them, why not take advantage of it while we can . Host i just want to put the numbers out there from the u. S. Debt clock. ,he current u. S. National debt 19. 4 trillion. The federal federal budget , 529 billion. Guest there are a lot of people who feel like that. That is probably a lot of the reason why the program has continued. There is really no backup plan. Time it has been incredibly overbudget. You could argue money couldve gone toward other things in the interim. It forced the navy to buy more f18 Super Hornets from boeing. That has kept jobs going. , a lot of the f35 it does come down to jobs. There are job connected to this program in just about every state. 47 states have jobs that go towards making this program. Toward making this plane. One of the major reasons. Congress does not want to lose jobs. Even though the program had a really bad time back in 2007 2008. So many jobs connected to it. If you scale back you will force more job loss in the metal of a terrible recession. Host our pilot of warplanes needed an age of drones . Campos fighters be automated without the need of a pilot . Guest i think ive gotten this question every time i dont washington journal. Its an active debate that goes on within the military and within the public. It all started when the current said on the hill almost a decade ago i believe the f35 is the last manned plane. Mullenve admiral mike has actually said something similar. Where technology for drones has advanced tremendously. Pilots will tell you there is nothing that could replicate eyes on the cockpit. Most cameras although they are new ones are like looking through a soda straw so youre looking at one specific thing. If you a pilot youre looking around outside the cockpit. This also the debate over programor not the drone the Drone Program is controversial. Putting more weapons in the right now ourne drones pilots tied to each one. In the future there are plans to put one pilot who knows how many drones. A lot of it will be automated. How much autonomy do you want to turn over to a computer that has the ability to kill people . In our your money segment the f35s joint Strike Fighters. In projected cost per plane 2018 according to Lockheed Martin, about 85 million. 1700 680 to be purchased by the navy and marine corps. 700 to be sold to allies. We are talking about it for a last 20 minutes. Kravis has been waiting for in vermont. Good morning. A couple years ago there was some news about the Chinese Government having hacked the pentagon. They got some plans for the stealth bomber. Im wondering is there any evidence that the f35 planes have been hacked by other governments and what is the possibility of them . Making their own guest that was different with the current stealth bomber. There have been reports of this happening. F35 throughor the a contractor of some sort, you can see they areeveloping. Lanes that look very similar that is a big part of what they do. The difference u. S. Officials between chinas development and u. S. Development, they have a lot of trouble with engine technology. Far more superior in terms of heat and other design. Tony is waiting on the line for democrats. Youre on with marcus weisgerber. Earliermy question about how many states the program was located in he mentioned 47. T is the possible radius the planes combat radius. The amount of weapons it can hold. Thanks for your time. Guest the combat radius i want currentbout fighter jets, it would be. Eliant on tankers big jetliners that can refuel planes in the sky. Hey can be seen. Hey would be a big target f35s and other types of fighters to defend it. In which case you have the f35 refuel right before and then go in. Force twot air air force officer did this report of what the f35 would look at in more and say the pacific. With the long distances involved. A lot ofay it the criticism has been met they want be able to fly as far as they want. Air force officers argue that is by the u. S. Needs better basing agreements and more basing agreements and the ability to refuel this thing anywhere a good find an airstrip. Victor. Ts go to good morning. Caller i been listening to the conversation and i think you have some great ideas. A lot of truth in what you are talking about. I think you need to put more money into the military as far as weapons, as far as planes. F22s and f35s. Continue to pay out military innkeeper military strong and continue to advance our technology. , terrorists know and isis and all are starting to get dangerous throughout the world. Keep our country safe. I do believe we need to continue to put more money into our technology and planes, weapons. S far as the military continue to strengthen our country is force protection, as far as weapons, troops and everything. I think it is a good idea. I agree with the other callers that there is a need for us to continue putting more money into the military buildup. Host can you explain the difference between the f22 and the f35 . Guest the f22 is a stealth plane. It looks very similar. The difference is, its an air to dogfighter made other planes. The f35 can do the same thing albeit not as well. The f22 is arguably the best dogfighting claim for what the military service ever made. The way it engines twist and turn and vector themselves to make the plane essentially defy gravity. The big thing with the fod two and the f35, they can see planes far far away. They have missiles that can shoot down these planes from hundreds of miles away. The f22 went out of production, very controversial late 2011. Gates2012 when robert killed the effort into program. Air force wanted hundreds of these. They got about 189 of them. Host how much was spent at that protein when the program was killed that point when the program was killed . Guest just under 200 billion. Very expensive. That program, tons of problems early on in development. Kind of a theme that goes on. These advanced Tactical Fighter programs have a lot of problems early on. The f22, i remember when lockheed and others were lobbying to keep it, they were turning the planes out for a little 130 million if i recall correctly per plane. They set you keep buying them the price goes down. Thats one of the big arguments with the f35 right now. The air force, even last week when they declared the f35 bow ready, by the way come if we buy more of these the price gets down. Its going to costco or sams club and buying things in bulk. Host pamela is on the line for democrats. Caller thank you for cspan. Good morning. Dod ortion is, why is it the United States in general feels the need to tell the public about this from a National Security perspective . Host about the development of the program . The capabilities . Caller the capabilities. Security wise, Cyber Security or just National Security perspective. Why do we do have all this information to the average layperson . Guest the basics about what the fore can do, the reason disclosing it is for deterrence. The u. S. Believes that by disclosing what the plane can do , it will deter other countries, states from actually going to war with the u. S. They will no that if they take on a usmade warplane, most likely they are going to lose. That is the big part. A lot of the details as to how the stuff we are talking about the fusion inside the helmet to be able to see the pictures in all the camera seamlessly. Other types of Electronic Warfare and stuff the plane can do. The details of that are not disclosed. Its very much classified capabilities that the plane has. Host something hackers are interested in finding. Guest as we mentioned earlier with blueprints being stolen or plans being stolen, every single plane and every piece of military equipment now being made has to go through a cyber out howon plan to find the pentagon will guard that information. Not just their own information but the information on contractors computers as well. Host anthony in new jersey. Good morning. Caller i have the highest regard for cspan. Why is it that the army has not purchased any of these planes and do they have plans in the future . I will take your response off the air. Not fly a army does combat warplane like this highperformance fighter jet since the army and air force separated. Met just has not been. The army has flown planes throughout the year. They fly hundreds of attack helicopters come of thousands of helicopters. There is actually this movement movementis is not a that is going on percent inside the pentagon but there are people who suggested that the army should start flying the a 10, an old attack plane built in the 1970s which is arguably the best plane to fly low and slow and protect ground troops. The air force has been wanted to retire this plane for years. They say they need to retirement to free up money for the f35. Money isrtant than the the people that actually fly and maintain those planes. They need to free them up to fly the f35. There only allowed to have a certain number of personnel. There been those who said the a10 is the greatest support of ground troops. If the air force does not want it, why would you get rid of something that works . Why not give it to the army. It would probably take it if it have the money. The key thing is the money. In the budget cap world does not have the money. Host a followup question on twitter. Wouldnt it be more practical to have just one version of the f35 . Currently there is the a, b, and c versions. Costs the a right now 100 million. 1 30 s closer to the the b is used by the marine corps. Britishchased by the air force. Talk of others getting the model down the road. The other problem, it cannot carry as many weapons. It has a big fan which you can see hovering. Where that flap is open behind the cockpit. That takes up room in the weapons bay. Far combat radius is not as as the a model. Host falls church, virginia. Bob, good morning. Caller could you please elaborate on the fact that of the Unprecedented Development process for the f35 which is that it went into production before it was fully tested . Guest probably what got this program off to just a horrible horrible start is that the tagon everyone decided computers have made it so we can design things so we wont have problems that occur during the building of an aircraft. This has happened in other programs as well. Until you actually build it, you cant there are things you cannot forecast. Design problems that have. Appened at the same time as these problems were happening the pentagon was buying planes. Regular planes that were supposed to go into the fleet. If you have a design problem you actually have to go back and modify that plane that was built already. Now you have purchased hundreds of planes that all be retrofitted. This is something coming up now in congress. All of the planes had to be retrofitted. Gal and others are arguing this should be separated out of the35 program. It will cost billions of dollars to do it so should not fall underneath the same bailiwick as the entire program and allow for more scrutiny if it was broken off separately. Pentagon Officials Say they have learned their lesson. They are no longer going to buy do this concurrency by planes developing it. They wait for development to end. Hundreds of planes have been built already. Development is not end until next year so they will still be making tweaks along the way. Other stuff that comes up along will be once we are in production, other modifications and changes will be made when the plane is going for overhaul every 3, 5, 7 years. Whatever Program Schedule is for going into overhaul work. Brian is waiting for democrats. Caller this is a travesty quite simply. Has anybody ever heard of the speech by mr. Eisenhower before he got out of office . Host the militaryindustrial complex . Caller for every one of those planes you are building, 100 million, you could build 10 class a schools. You could surface 10 miles of road. This is ridiculous. Spending our future to build weapons. Weve already got weapons way ahead of everybody else. This is just ridiculous. A way of taking up space and spending money. More people working in the pentagon than walmarts got in all of its stores. Guest actually this is a key reason why republicans and democrats cannot agree on a method or raising the Defense Budget. Bothrats want republicans and democrats will say they want the Defense Budget to be raised but my credit also want nondefense programs to be raised to do those issues that brian pointed out. As long as you have a split congress a split white house and congress, which is expected to continue regardless of who is elected president. Anniversary, august 2, of the budget control act. No matter who is elected president is probably going to be a split congress or one chamber will be controlled by one party or one by the other. We will still continue to have domestic versus defense. Host what has Hillary Clinton and donald trump said about the program . Guest both of them are supportive of the program. I believe trump has had negative comments for obvious reasons. Its had a heck of a lot of problems with it. Tores really no alternate it. People will tell you you can buy a mix of current planes in production. It gets to be like your car. You can only upgraded so much. When you start trying to do major modifications after a while is going to end up costing more to do that. Host Marcus Weisberger is with defense one. You can follow him on twitter at markets reports at markets reports. Reports. We will see you back here at 7 00 a. M. Eastern. Have a great monday. Here is a look at whats ahead today on cspan on this monday. Jill stein excepts the green Party President ial nomination.
