Burmese parliament and his colleagues to see our deliberations today. Im also sure that the whole house will join me in sending our thoughts to the Police Officer that was shot in belfast over the weekend. Hell a superb job in in helping us stay safe and secure. Withmorning i had meetings ministerial colleagues. I should have further meetings later today. Later this week i shall travel to the united eights for meetings with President Trump. Ministerjoin the prime in sending good wishes to the Police Officer who was shot in belfast. They are the best drivers of social mobility. Of their places are in the most deprived areas of this country. Why is the Prime Minister introducing cuts that threaten the existence of maintaining Nursery Schools. When it comes to social mobility, our actions spent far louder than her words. Prime min. May this government once to ensure we see good quality of education at every stage for children in this country. That is why we are looking at improving the number of good school places. She talks about my record speaking louder than words. Can i just point out that i was very proud as chairman of the Education Authority in london in the 1990s to introduce Nursery School options for every child whose parents want them. The Prime Minister laid out a clear and bold plan for brexit in her speech last week. [applause] members quite rightly what an opportunity to scrutinize that plan. Does the Prime Minister agreed that the best way of facilitating that scrutiny would be a government wide paper laying out our vision for a Global Britain based on free trade, in goods and services, that will be to the benefit of us and other European Countries . Prime min. May my honorable friend raises a question. I have been clear that we will ensure the parliament has every opportunity to provide that scrutiny on this issue as we go through this process. Thecognize that i set out bold plan for a Global Britain last week. In thisize the appetite house to see the plan set out on white paper. I can confirm to the house that our plans will be set out in a white paper published soon. Mr. Speaker. Minister in prime condolences to the Police Officer that loves his life in Northern Ireland. Mr. Speaker, the Prime Minister thewasted 80 days between time of the original judgment and the appeal. She has now finally admitted today after pressure from all sides that there is going to be a white paper. Could we know when this white paper is going to be available to us . Why it has taken so long to get it . Prime minister. Prime min. May the house voted overwhelmingly for the government to trigger article 50 04 the end of march this year. He laid out a clear plan for the future of britain. He asked for a white paper. I have been clear there will be a white paper. Whats i am also clear about is the right honorable gentleman always asks about process. About the means to the end. I and this government are focusing on the outcome. Outcome, we are focusing on a truly Global Britain, posing a stronger future for this country, the right deal to take britain out we are focusing on a truly Global Britain, a stronger future for this country. Out of the european union. My question wasnt complicated. Just when will the white paper come out . Will it be published before are the same time the bill that is about to be published . Last week, i asked the Prime Minister repeatedly to clarify whether the government is prepared to pay to cure secure to secure territory taroristfree rriffree access to the european market. She refused to answer the question. Is her government rolling out paying a fee for tarrifffree access to the Single Market or the spoke customs unit she outlined in her speech . These are two separate issues. The house has overwhelmingly voted that article 50 should be triggered before the end of march 2017. Following the Supreme Court judgment, a bill will be provided for this house and there will be a proper debate in this chamber and another place on that bill. There is then the question of publishing the plan i have said vision for the future. A bold vision for the future. I will do that in the white paper. One of our objectives is the best possible free trade arrangement with the european union. That is what we will be negotiating for. Some of this is very worrying to many things in this house. More importantly, it is worrying to many others. For example, the chief executive was given assurances by her secretary about future trade arrangements in europe, but now say they will have to reevaluate the situation about their investments in britain. The Prime Minister is threatening the eu, unless they give in to her demands, she will turn britain into a Bargain Basement tax haven off of the coast. Mr. Speaker, we on the side of the house are well aware of the consequences that would have. The damage it would do two jobs and Living Standards and our Public Services. Is she now going to rule out the bargainbasement threat in her speech at lancaster house . I expect us to get a good deal for the european union. What im also clear about is that this government will not sign up to a bad deal for the United Kingdom. As to the threat that this right honorable gentleman claims about what might happen, he uses those phrases, he talks about workers rights. Perhaps he should listen to his former colleague, the mayor of london, who was today said to give credit to the government, i dont think they want to weaken workers rights, and goes on to say, i have seen no evidence from the conversations i have had with senior members of the government that is their aspiration or their intention, or something they want to do. Which is good. As usual of labor, the right hand is not talking to the far left. [cheers] mr. Speaker . The evidence of what the tory party really thinks about workers rights was there for all to see yesterday. A private members bill under the 10 minute rules will should tear up parts of the International Labor organization convention. Talking down the bill to protect european workers rights that have been obtained in this country. That is a real agenda. Mr. Speaker . What the Prime Minister is doing is passionately aiming a threat at our Public Services with her threats about a bargain based in britain. A bargainbasement britain. Is her priority those denied social care, children having their School Funding cut, or is it further cuts in big business taxation to make the rich even better off . P. M. May i would remind the right honorable gentleman on the issue of workers rights, i have been clear that the government will protect workers rights. We have a review of modern Employment Law to ensure employment legislation is keeping up with the labor market. One of the objectives ive set out in my plan was to protect workers rights. But he talks about threats to Public Services. I will tell him what the threat to Public Services would be. It would be a labor government borrowing 500 million extra pounds. That would destroy our economy and leave no funding for our Public Services. [cheers] the threat to workers rights is there every day. 6 million earning less than the living wage. Many people, nearly one million are on contracts with no protection being offered by this government. What they are doing is offering the Bargain Basement of an alternative. Will the Prime Minister take this opportunity to congratulate the hundred thousand people who marched in britain last weekend to highlight womens rights after President Trumps inauguration, and expressed their concerns about his misogyny . Because many have concerns that in her forthcoming meeting with President Trump, she will be prepared to offer up for sacrifice the opportunity of American Companies to come in and take over parts of our nhs for our Public Services. The house that in any trade deal, none of those beings will be offered up as a bargaining chip . P. M. May i will point out that it is this government that is this government that introduced the National Living wage. But on the issue of my visit to the United States of america, i am pleased that i am able to meet President Trump so early. That is a sign of the strength of the special relationship between the United Kingdom and the United States of america, a special relationship on which he and i intend to build. But can i also say to the leader of the opposition, i am not afraid to speak frankly to the president of the United States. I am able to do that because we have that special relationship. A special relationship that he would never have with the United States. Mr. Corbyn mr. Speaker, we would never allow britain to be sold off on the cheap. How confident is she in getting a good deal for a president who wants to put america first, by a america and build a wall beten its country and mexico . Article 50 was not about a Court Judgment against this government. What it signified was the bad judgment of this government. The bad judgment of prioritizing Corporate Tax cuts of investments in National Health and social care. The bad judgment of threatening European Partners whilst offering a blank check to President Trump. [cheers] the bad judgment of wanting to turn britain into a Bargain Basement. Will she offer some clarity and some certainty to destroy the social structure of this country by turning us into the Bargain Basement she clearly threatened . P. M. May we will be out around the world with the eu, america, and other countries negotiating good trade deals that will be prosperous for this country. But the right honorable gentleman wants to talk about brexit. I have to say, he is the leader of the party and cannot agree with his shadow chancellor about brexit. The shadow chancellor cannot agree with the shadow brexit secretary. The shadow brexit secretary disagrees with the shadow home secretary, and the shadow home secretary has to ring up the leader in order to change his mind. [laughter] Prime Minister may he talks about a standing up for britain , they will never speak for britain. [cheers] on the 25th of december, 27th of december, another young woman lost hers life driving to the west country. In the past decade, more than 1000 people have been killed or injured on that road. For 40 years, governments have promised to jewel the lethal parts of the roads with no central reservations. I know the government has committed to an upgrade, but can the Prime Minister assure us that the proposed tunnel beneath stonehenge will not hold up work elsewhere, and will soon seek cones on the road and space in the ground . Prime minister may my honorable friend raises an important issue. I can assure him we are working to improve the safety of our roads. He referred specifically to the issue of the a 303. It was a tragic incident that happened on the 27th of december. We have committed to creating a joint carriageway on the a three every. A303. I understand highways have lodged a consultation into the breach. My honorable friend wants to look closely at that issue. This is all part of our 2 billion pound investment that will improve connections in the southwest. I can assure him that we have road safety at the forefront of our mind. I began by wishing everybody a very happy day. Of course, extending congratulation to the scotsman newspaper, celebrating its bicentenary today. Yesterday, as the government lost in the Supreme Court, today we have a very welcome uturn in regards to brexit. In the spirit of progress for parliament, in advance of meeting President Trump, will the Prime Minister Tell Parliament what she wants to achieve in a u. K. U. S. Trade deal . P. M. May can i join the right honorable gentleman and his good wishes for a happy burns day for everybody. Also, recognizing the bicentenary of the scotsman. I am sure everybody will join me in that. What we want to achieve in terms of arrangements with the United States is simple. We want to achieve an arrangement that ensures the interests of the United Kingdom are put first. Thats what i will be doing. And to make sure we see a trade arrangement with the United States, as we will be looking for with other parts of the world, that can increase our prosperity to the United Kingdom. My aim for this government is to to ensure that economy works for everyone in every part of the United Kingdom. The european union, which we are still part of, has amongst the highest food Safety Standards in the world. We are proud to have public National Health systems. United states is keen to have Health Systems that are fully open to private competition. They want to expert export genetically modified organisms and chicken meat washed with chlorinated water. Will the Prime Minister tell President Trump that she is not prepared to lower our food and Safety Standards, or to open Health Systems for privatization . Or does she believe this is a worth paying for a u. S. U. K. Trained iliac and trade deal . P. M. May we will bring prosperity and growth that will ensure we can bring jobs to the country. I can assure the right honorable gentleman that he is doing that. We will put u. K. Interests and values first. Thank you, mr. Speaker. Historic per capita spending an region is up to 40 lower for our local authorities. Up to 60 lower for our transport project. Does the Prime Minister agree that to build a country for everyone, we need to have a fair funding deal that works for everyone . P. M. May i can assure him that our commitment in relation to the northern parts of england, including yorkshire, is absolutely clear. We want to back business growth. We are backing the Northern Powerhouse to help the great cities and towns of the north pull their strengths. They will receive an additional 156 Million Pounds in government funding this week, and we are spending an additional 30 billion on transport across the north. There are more people working in yorkshire than ever before, and the employment rate is a record high. That is good news for our economy. Thank you, mr. Speaker. The European Medicines Agency provides a single drug licensing system for 500 million people. It results in the u. K. Having drugs licensed six to 12 month ahead of countries like canada and australia. Yesterday the Health Secretary stated that the u. K. Will not be in the ema. Can the Prime Minister confirm this and explain how will she prevent delayed drug access for u. K. Patients . P. M. May there are number of organizations we are part of as members of the european union, and it is part of the work we are doing to look at the United Kingdom in the future when we have left the european union. We look at the arrangements we can put in place in arrangement to those issues. We want to ensure we continue to have a pharmaceutical industry in this country. It is important part of our economy, as are the ability to access these new drugs. I can assure the honorable lady that we are looking into this until we have the arrangements we need. Few britisher, too entrepreneurs are connected with the capital they need to start and grow. As a part of our industrial strategy, will the Prime Minister look into the Investment Scheme in the hope that they can be simplified for creating the large pools of bucket capital the british Industry Needs . My honorable friend raises an important issue, and he has long been a champion of entrepreneurship in this country. I can tell him that in the strategy, we are committed to providing the best environment for business. The treasury has established a patientcapital review, for at the, which is looking barriers that exist to longterm investments. We are also increasing investment in capital by the British Business banks by 400 Million Pounds. That will unlock 100 billion pounds of finance. The treasury will publish a consultation in the spring examining these issues. Im sure my friend will wish to contribute to that. Million greenwood . Thank you, mr. Speaker. Four and a half years ago, my constituents chris and lydia were on family holiday when their son jamie was hit and killed by a speeding motorbike. It was his ninth birthday. The rider was convicted, but was appealed against his sentence and today remains a free man. Will the Prime Minister agreed to meet with chris and lydia to discuss how they can finally secure justice for jamie . P. M. May i thank the honorable lady. I am very happy to look at this case. It is a tragic case. Our thoughts must be with chris and lydia, the terrible loss that they experienced. Of what ises happening in terms of the greek criminal justice system, that is a matter for the greek authorities, but i will look seriously at this case and see if there is anything the Foreign Office can do in relation to this. President trump has repeatedly said he will bring back torture. When she sees him on friday, will the Prime Minister make clear that in no circumstances will she permit britain to be dragged into facilitating that torture, as we were after september the 11th . P. M. May i can assure my friend that we have a very clear position on torture. We do not sanction torture or get involved with that. That will continue to be our position. Constituents voted rogaine, thinking person are constituents of other eu countries, almost all do not trust her government to negotiate a deal to secure the future prosperity of london and the u. K. Will she get the house a veto, or will she put that deal back to a referendum of the british people . P. M. May people voted differently across the country. There are parts of the country that voted to remain and parts that voted to leave. What we now do is unite behind the results of the vote. We come together as a country , we go out there, and we ensure that we build that Global Britain that will bring jobs for constituents. This week, milton king celebrates his 50th birthday. [cheers] we have been the most successful of new cities. Will the Prime Minister agree that milton king will have a great future and will be essential to delivering this ambition . s p. M. May can i join my honorable friend in marking milton keyes 50th birthday . He secured the Westminster Hall today. Congratulate him on having done that. It is a great example of what you can achieve with a clear plan and strong local leadership. Additional funding for the eastwest rail project, i know he supported that. We will see a country that works for everyone. Has not just a great 50 years, but im sure will have a great future as well. Last week a Freight Train arrived from china demonstrating the massive potential of rail freight. The continental rail wagons and trailers accommodated on britains network because the loading gauge is too small. With the Prime Minister consider giving support to the freight route, linking all the nations of britain and the european nation beyond . The honorable gentleman has raised an issue which is a different gauge of rail raise here and on the continent, which is obviously an issue for a considerable time. We want to encourage freight on rails. We will continue to use it. Thank you, mr. Speaker. , a 30nistry of cake Million Pounds turnover company, has recently been bought by a French Company. They trade across europe ended you across europe and into china. Would you agree that this demonstrates confidence in our economy and the European Companies . It demonstrates that we can unlock global trade, and it demonstrates that the southwest is a terrific place to do business. [cheers] p. M. May i absolutely agree with my honorable friend. I think the investment she has referred to of the French Company shows the confidence that people have in our economy for the future. It shows a fundamental strength of our economy. It also shows that we can unlock global trade. Of course, the southwest is a great place to do business. [here ] it forever damages society. Would the Prime Minister agree separately toies the tax system recently found to under which 10,000 asylumseekers were denied asylum, and some will be subjected to death and torture . Is they the issue detained fasttrack system. It is one that i looked at when i was home secretary. We did make a number of changes to the way we operated the detained fasttrack. It is built on a very simple principle, which is, if there is somebody whos case for asylum is such that they refuse the asylum, we want to assure that they can be removed from the country as quickly as possible. I would like to ask my friend the Prime Minister if she would assist in trying to get an enterprise zone in my constituency to start industrial strategy. It turns out that the council talking about an enterprise ask project in the area and has not applied for any funding whatsoever. Would my right honorable friend please assist me in this endeavor . P. M. May can i say that i know what a champion he is . I am sure the chancellor in the business secretary will look at the issue he has raised. I also say how sad it is that Labor Councils are not willing to put forward proposals to increase prosperity in their area. Closed question, mr. Patrick brady . I will meet the first minister and leaders at the joint committee on monday. Of course, we regularly engage on the Scottish Government on a wide range of issues. When she does meet, will she confirm whether the Prime Minister supports the scotland not that whatever is reserved is devolved . Bill willnfirm the not be a great power grab . P. M. May this was echoed yesterday by my right honorable friend yesterday. No powers currently devolved are going to be suddenly taken back to the United Kingdom government. What we will be looking at and discussing with the administration is how we deal with those powers that are in brussels when they come back to the United Kingdom. What we want to ensure is that those powers are dealt with so that we can maintain the important Single Market of the United Kingdom. Is it currently an offense to assault a Police Officer, an immigration officer, or a prison officer, but is not a specific offense to assault a doctor, nurse, or paramedic . We should consider extending to make it clear that the public will not tolerate violence towards our hardworking members of the nhs. P. M. May my honorable friend raises an important point. Of course we condemn assaults on anybody, but the secretary of state has heard the case, and we will be happy to look at the particular issue he has raised. When she introduces a u. K. Agricultural policy, will the duke of westminster still receive 4007000 pounds a year . Will the earl of five still receive 915,000 pounds a year . I am fascinated by the reply, lets hear it. P. M. May one of the task we will have when we beat the european union, is to decide what supporters provide to agriculture as a result of being outside the Common Agricultural policy. We are taking all parts of the United Kingdom into account when we think of what it should be in the future. Mr. Speaker sir general howard. Last weekend, our right honorable friend made a very welcome visit to ukraine, where he said freedom and democracy are not trainable commodities. As we mark the 25th anniversary of relations between our two parliaments, can i invite my right honorable friend to declare the support of the United Kingdom for maintenance of an independent sovereign state in ukraine, which has been subjected to this annexation by russia . P. M. May i am very happy to join my honorable friend about confirming our commitment to the independent sovereign state of the ukraine. The foreign secretary has been doing a lot of work with other Foreign Ministers on this particular issue. We do provide significant support to the ukraine. I hope soon to be able to meet the president and talk about the support we provide. In a speech last week, the Prime Minister said that parliament would get aboard between the u. K. And the european union. What would happen if Parliament Said no to the terms of that view . Would she negotiate an alternative view, or would her no real options mean falling back on World Trade Organization rules, which mean 10 tariffs on cars, 20 on food and drinks, and a host of other various to trade and investment in the u. K. . P. M. May i also said in my speech last week, i expect to negotiate a good deal in terms of trade with the european union. It will be in our interest and those of the european union. There will be a vote on the deal for this parliament. If this parliament is not willing to accept a deal that has been decided and agreed by the United Kingdom government, with the european union, i said if there is no deal, then we have to fall back on other arrangements. It is a great pleasure to welcome my friend. I welcome the industrial strategy which will bring high skilled, high wage jobs that will help close the northsouth divide. The message is britain is open for business. P. M. May i and the whole cabinet were pleased to be able to visit. I was pleased to sit down and meet with Small Businesses on that particular site, and to hear the support they have in what the government is doing in the industrial strategy. Bridge and is open for up britain is open for business. We will bring jobs, economic growth, and prosperity to every part of the country. P. M. May thank you, mr. Speaker. On behalf of the hundreds of thousands of women around the world and marched on behalf of womens rights last weekend, we ofe been lobbied by members the women against the pension inequality. Can the Prime Minister tell us how many mp s have launched such petitions . P. M. May i have to say, i think the number of petitions presented is a matter for the national authorities. The government has already taken action in relation to the issues of womens pension to reduce the changes that will be experienced by women, and putting extra money into that. Following her excellent eu speech last week, will the prime consider unilaterally guaranteeing the rights of eu citizens living and working in the u. K. . This is not just the decent theg to do, but by taking moral high ground, this will be a source of strength in negotiations, and we can always return reciprocation is necessary. P. M. May i recognize the concern that my honorable friend has raised. My position remains the same as it always has been. I expect and intend to guarantee rights for those living here and the United Kingdom. But as Prime Minister, it is only right that i should give consideration to the u. K. Citizens living in what will be the remaining 27 states of the eu. Thats why i want that reciprocal arrangement. As i said in my speech last week, i remain open to this being an issue that we negotiate at a very early stage in the negotiation. I think there are a good number of other european Member States you want that, too. Dr. Lisa cameron . Thank you, mr. Speaker. As chair of the old Parliamentary Group for disability, we recently compiled a report into the governments pledge for the disability gap. Research shows this will not be met for 50 years. Today, no minister has met to discuss the report. Will the Prime Minister place people with disability at the heart of policy and ensure that her ministers engage with the appt and its recommendation . P. M. May she raises an important issue about the question of disabled people in the workplace. It is one we are aware of. Peopleee the number of unemployed going down, it does change the ratio to an extent. But the secretary of state is looking at this issue of how we can ensure that we are seeing more disabled people in the workplace. I am sure he will see the request she has made. Can i welcome the Prime Minister meeting with the president of turkey on saturday, where we can deepen our trading relationships, and can the Prime Minister also seek support for a united and independent cyprus, free from turkish troops . P. M. May i thank my honorable friend for raising that. Those are important issues i will discuss with president erdogan and the Prime Minister of turkey when i meet them on saturday. He raises the issue of cyprus. I am hopeful that the talks will be able to continue to come to a solution. Closer to are solution than we have been before. I have spoken to tsipras and a dog and erdogan about the needs to ensure that we are creating in finding a solution. I had a further telephone call over the weekend about this very issue. We stand ready to play our part in ensuring we can see a successful conclusion of these talks, and see that reunification of cyprus, which people have been working for for quite some time. Thank you, mr. Speaker. I joined the Prime Minister in wishing a speedy recovery to the Police Officer who was shot and injured in my constituency on sunday night. Thankfully, he was not killed. But that was not the intention of the terrorists. It is very clear that the political instability brought of they the collapse assembly is in our interest. It is also clear that their intention is to try to rewrite the history of the past. Will she make it clear that the onesided legal persecution of Police Officers and soldiers, who did so much to bring peace to Northern Ireland, will not be allowed to continue . The righti thank honorable gentleman that as he indicates, the political stability in Northern Ireland has been hardearned over considerable time. None want to see that runaway. He raises the issue of the current situation, where there are a number of investigations into Fallen Soldiers and their activities in Northern Ireland. That weit is right recognize the majority of people who lost their lives as a result of terrorist activity. It is important that that terrorist activity is looked into. Beings one of the issues looked at, this legacy question and how that issue of investigation on all sides can take place in the future. The labor care is failing miserably. Leading to shameful consequences for some of my most vulnerable constituents. Will my right honorable instigate an urgent review of urgent care practice at the county council, because the people deserve better. P. M. May my honorable friend has made an important point, the success of social care is not solely about funding. It is about the practice on the ground. That is why we are very clear to see thatmportant integration between social and health care at the local level, and local authorities should be in helpingir part with that. This is an issue we need to see addressed in the longer term as well. It is being ducked by governments for too long in this country, and that is why this government is determined to bring sustainable programs for social care in the future. The right honorable gentleman never knew he was quite that popular. [cheers] say, mr. Going to speaker, it brings back memories. Can i thank the Prime Minister that as the first foreign leader sheeet President Trump, carries a huge responsibility on behalf of not only does country, but the whole International Community in the town that she sets. Can i ask her to reassure us she will say the president must abide by and not withdraw from the paris Climate Change agreement . In case it is helpful, can she offer the services of u. K. Scientists to convince the president that Climate Change is not a hoax invented by the chinese . Well, i recognize the role the right honorable gentleman has played in looking at this issue of Climate Change. I hope he recognizes the commitment this government has shown with the legislation we have put through and the changes we have brought about in terms of the Energy Sector and uses of different forms of energy. The Obama Administration obviously signed off to the paris Climate Change agreement. We have now done that. I would hope that all parties would continue to ensure that that Climate Change agreement is put in the practice. Put into practice. Speaker order.
