Economy and his countrys relationships with the u. S. , china, and north korea. This is about 35 minutes. [applause] good evening, ladies and gentlemen. I am shinzo abe. Thank you very much for inviting me. I am delighted to see so many guests from the United States, as well as the nations of asia. Please, enjoy your stay in japan. It has been more than four years since i have retaken the government. Japan, before that, under the rule of the Democratic Party of japan was enwrapped with pesism with a sense of deregulation. With a sense of resignation. The economy was struggling with deflation. Japan was not able to make its presence felt in the international arena. Population is shrinking. Thus, we can no longer expect growth. Japan is already in its twilight years. We often heard looming large before us to give it all up. The stock price at the time was less than half of what it is today, over 8000 ynen or so. I stood up to take on the challenge. I promised to restore japan to what she used to be. How is japan today . During the past four years through our economic policies, nominal gdp has grown by 9. 5 , adding 47 trillion yen, an alltime high. Decreased byhich 290,000 jobs in the previous administration, despite the decline in population, rose bby 1. 85 million in four years. What is more, 82 of them, women. Unemployment rate is at 2. 8 , almost full employment level. Number of regular workers increased by 790,000 just in the two years. The number of actually, it before weown to 550 took over the government. The number of foreigners visiting japan surged as well. Before the start of my administration, it was 8 million in a year. Last year it reached 24 million, a 3 4 increase. Immediately after taking over the government i introduced visa waiver and relaxation. And they went ahead with improving the dutyfree system. Hospitality campaign is gaining momentum. Were targeting 40 million visitors in japan in the 2020. Olympic andthe paralympic games. National tax revenue has expanded by 15 trillion yen after the change in government. Local governments housing growth and their tax revenue for all the 47 prefectures. Talking about the prefectures, all of the 47 prefectures now boast of active job openings of 1. 0, meaningate of the number of jobs is greater than the number of applicants in every prefecture. This is the first time in history. As this continues, the wage level will rise. In the japanese parliament, 2017 budget deliberations proceeded as a scheduled and it was approved without any amendment. From april, the rate of employment Insurance Premium was decreased, augmenting the disposal income of employees. The new system of scholarship, as well as the plan to eliminate waiting lists, are introduced and introduce an opportunity for university students, as well as children. Already my government has submitted eight bills to reform Agricultural Policy legislation. Intothe bills are made law, an unprecedented reform will materialize. The final draft was agreed on work start reform to be formulated into a bill to be proposed. In order for the young couples to balance work and childcare, will beal years budget spent to increase nurseries and improve compensation for the nursery teachers. We are working to enhance longterm care facilities to caregivers so they workers who are highly motivated to do have to quit jobs because of the need to take care of their parents. When we look at companies in the four years of my administration, haverate earnings b hav grown by 22 trillion yen. The money earned should not be withheld in the company to stop the wheels of growth. Rather, i am doing my best, calling for a wage hike to bolster the purchasing power of the employees for a thorough promotion of fairer trade packages between the Large Companies so the fruit of growth will be spread all over the nation. Loving at Household Income from and socialfter tax security payments, as well as isefits, the coefficient dropping. Moreover, we are creating conducive environments for profits to be invested for the future. When all is realized, we will see an increase in consumption and productivity. Ward, my policies are unchanged. Economy first, an exit from deflation, continuing to shoot the three arrows of monetary, fiscal and a structural reform policies again and again to make them happen. Economic growth of japan and stable livelihood for our people cannot be real as without working closely with the global economy, ensuring peace and security is the foundation for this end. My consistent position underscoring how i managed government is to strengthen the japanu. S. Allieance and brought in the nations of the Asian Pacific. With japan is not best Natural Resources and is surrounded by the ocean, we started early to be proactive overseas, whether they be Large Businesses or smps, have supported nationbuilding and asian economies. In europe and the u. S. They have expanded their businesses right after continuing to contribute to job creation. Just two weeks ago, we have announced a contribution of 40 ade. On to the new fund of this is the initiative to introduce advanced technologies in the areas of environmental transportation and infrastructure. In order to develop quality infrastructure, there are 200 billion of contribution that have been announced previously will be activated within this year. I am the Prime Minister of japan. Therefore, for me, it is japan first. However, be careful. Listen to me. However. This japan, i mean, is a japan that can coexist and advances sidebyside with global prosperity and peace. Since last year, a series of general elections and referendums have taken place in many countries, giving birth to new leaders. Happened in, this the u. K. , the u. S. , italy, and france. Last week, we saw it in south korea. It was a year where the attention of the world was glued to the choice of decisions of people of these countries and this backdrop of the skepticism over free trade. The committee of social affairs attracted attention in the u. K. And germany. General elections are coming. As we approach autumn in china, the leadership reshuffle is expected next bring. This comes with the russian president ial election. Meanwhile, i have consistently emphasized free trade. That is because when creativity and innovation can be fully exerted, and when the ideas and results cross through the realms, that results in the prosperity in other realms. On top of that, Global Warming is advancing. The Global Community is challenged with difficulties, exchanges of insights, expertise, and they become the key to finding solutions with respect to the government. The government should eliminate barriers to such activities and to reinforce institutions to render fair and just recognition of results of innovation. Order to promote free trade at a steady pace, sufficient time will be spent by measured reforms. Encouragelso promoting the japanese food and cuisine overseas. If it was economized, and transportation cost can be expected to decline. However, to say that is one side of the trade surplus, the other side has a negative impact. The way of thinking would not do. After the start of the century, many emerging developing economies have exceeded. However in some of the states, and forcible demands to domestic entities had a lack of discipline over state owned enterprises, no compliance. These sort of deficiencies continue to be observed. Rules to protect intellectual property need to be strengthened. Has been packaged in that form to respond to these concerns. Has been nohere change in my conviction that tpp is necessary in the Asian Pacific. The is the Growth Center of Asian Pacific. I look forward to advances in the discussion, with regard to the United States last month, Vice President pence held the first japanu. S. Economic dialogue and agreed to continue the consultation on the commerce strategy on trade and investment rules and issues. Not only shall we accelerate and trade andthe flow of investment between the japan and the u. S. , but we aspire to for theate fair rules Asian Pacific by japan and the u. S. At the helm. You might be a skeptic about the future of this country with the birth rate declining and the population aging. This is country all right . Taboo, but my a government has decided to target by the rate of 1. 8 early 2020s, and Childcare Services are being expanded. I also attach importance to investing in human resources. By encouraging the introduction of robotics we shall harness our people to be equipped with production skills to improve results and outcomes. Welcoming more of them, mainly who have technical. Xpertise realize a society where each and every citizen can exert their respective skills in a society with anemic engagement of citizens. With dynamic engagement of citizens. Be shining. Would to immigrating the japanese economy, the High Economic backgrounds of those still living torment. Its not only about increasing the number of women participating in the labor market, but have more women in leadership roles. With more responsibility at workplaces. This year with the support of Harvard Business school we have studied for candidate woman to receive training. I believe that the divers sense of values comingles and comes together. Innovation would eventually lead to products and services with new values and even would lead to new social systems. Yet of course, we must never g despite the warning by the international community. Two days ago launched a ballistic missile. The threat of north korea is becoming severe at a higher level. Terrorism is spreading across the world. Covert maneuver by isil continues. We shall have to maintain an unprecedented sense of intention and collaboration. Without peace and stability, there will be no growth, no prosperity. It is not only the threat of tsrth korea, but the attemp to change the status quo with coercion in the south china seas. The rule of law is reached. And freedom and dedication is also under threat. Under this backdrop, japan is strengthening our alliance with the United States. Our corporations very close. With regards to the economies, we are deepening our Maritime Security corporation in terms of maritime capacity amongst us. At the end of next week with President Trump, president macron, and Prime Minister may, the g7 summit will take place. Leaders sharing universal values will strengthen unity and solidarity. Experience as chair, i am keen to contribute to the deliberation. Thank you for your very kind attention. [applause] thank you very much, Prime Minister. You talked a lot about the economic, japans economy and economic relations. I want to ask you a couple questions on the International Economic picture. You have had a chance already to meet twice with President Trump since he was elected president. By all accounts, you struck up a Good Relationship, play golf with him i think at maralago. You struck up a Good Relationship and you have talked about the importance of the u. S. Japan relationship. But you are not able to persuade him to back off his Campaign Promise to withdraw the United States from tpp. And he has spoken very critically about tpp and indeed, the International Trade arrangements. Administration now looking at International Economic relations, the new u. S. Administration, itll have wilbur ross, who has been critical of japans policies in the past, japan still has a large trade surplus with the United States, 70 billion. Larger than mexico and second only to china in terms of the u. S. Deficits. Are you confident that you can get a constructive trading relationship with the United States, given the importance that President Trump has attached to what he calls fair trade, then to eliminating or reducing the trade deficits the u. S. Has . Translator no. Between japan and the United States, i believe that Economic Cooperation can be developed and expanded. We will be able to build a winwin relationship. I am convinced of this. The twin President Trump and i myself, before the inauguration, and after the inauguration on the 10th of february, we have and on summit meetings those occasions, i have explained to him on the current status of the japanu. S. Trade. On the automotive industries, there has been a criticism in the past that there was the socalled u. S. Japan trade friction, the right now, Japanese Companies have built factories in the United States and that have ensured many jobs in the United States and our country bidding well to the u. S. Economy. And further, and with the fluctuation, we two never made the expand ourselves by selling cheaply. Japan and the United States, we have evolved and i have explained to President Trump and i believe he understands this, and after the united kingdom, even when it comes to the United States and the investment, creating jobs in the United States, japan is number two. We are making huge investments in the United States and i have told President Trump on this. And how should we expand and develop our relationship . We should create a framework. Vice president pence and deputy thereminister aso, will be a dialogue. The other day, Vice President pence visited japan. Free and fair rules should be created together between together with the United States theas the trade rules in european world, we have agreed on this, with infrastructure for railways and other infrastructures for individual projects. We will move forward with collaboration and cooperation. We have agreed on this count as well. And within this year, there will deputycond round of 5 Prime Minister aso and Vice President pence taking place. I think without a doubt meeting the interests of the United States and japan we will have good discussion out of that. President trump has indicated that he prefers bilateral trade agreements to multilateral agreements, like tpp and indeed, nafta. Is there a possibility therefore a bilateral u. S. Japan Free Trade Agreement at some point in the Trump Administration . Translator between u. S. And japan, bilateral fdas, or e pas, we do not deny at all that there are multiple options that we have in mind. And we shall have to discuss what would be the best out of all the options. Multilaterals, indeed, i fully it knowledge the position of the Trump Administration, but there is the supply chain that exists. Trade rules free to be made in a multilateral setting to create such fair and mes, trade rules for many ti repeatedly a have explained to President Trump, during our golf, i did not explain. But i did explain on other occasions. As for President Trump, he did atsten honestly to myself tat that premise. What about tpp itself . There has been a lot of talk that the members of tpp might go ahead with an arrangement. There are also possible treaty negotiations at the offset. Would you favor going ahead, building at least initially, an agreement between the 11 members of tpp with the possibility of getting the u. S. Involved again . Have you given up completely on the idea of tpp . You think it could be resurrected . 12 economiese that have been engaged in intensive discussions and finally a great, and it is at a very high level of ambition. A very high level of highquality agreements have been reached through the agreement of the 12 economies. This is quite relevant and important that such rules have been agreed at the tpp. At this momentum, i believe it should not be lost. Against this backdrop, japan should execute Firm Leadership so that the fruits and results amongst these 12 economies among the tpp 11 in hanoi, there will be the ministerial meeting. I hope that the way ahead will be definitely shown at the meeting. As for the tpp 11 to get together, we have already been given standing by the knighted states. One of the themes we have been discussing today is u. S. Engagement with asia and one or two people have expressed concern that since the election, since the president ial election and the rejection of tpp, since china has taken is much more assertive role with one belt, one road, the u. S. Seems to have less of a voice in asia now and there is a lot of concern expressed here and i heard it elsewhere in asia, that the u. S. Might not be as engaged in these important asian economic and security conversations as is traditional allies would like them to be. Are you concerned about that . Do you think the u. S. Is disengaging from these asian conversations . For myself, in fact today, with admiral harris, commander of the pacific command, i have just spoken with admiral harry harris. After trump took the administration in a certain sense, in this region, regarding the security of northeast asia, in a sense, i recognize the commitment has been strengthened. For example, the situation in north korea. The Trump Administration is seriously tackling this situation. Vinsoncraft carrier carl has been dispatched. We are sure it is on its way now. It was delayed, i think, for a while. [laughter] of course, there is a strategic meeting. It could have been strategic, but meanwhile, before entering the japanese sea territory, the selfdefense forces engaged in joint exercise and there was movement northward. That was the significance and meanwhile, throughout that, whatever had to be done had to be urged to north korea, where we had to urge china so they wou ld play that role. I believe and i imagine that was the strategic way of thinking. But in this way, there is a third demonstration of attitude that all the options are on the table. That viewpoint has been demonstrated both in words and deeds. We highly appreciate this attitude. Southition to that in the and east china seas, regarding the situations occurring there about their attitude, the u. S. Commitment is unwavering. The other day during my summit talk with President Trump, during the joint statement regarding the senkaku island, that it is subject to article five of our security alliance, it is now explicitly mentioned in the language with regard to the language with north korea. All options, including nuclear. This has also been documented, described explicitly, which means the u. S. Commitment has been demonstrated in a stronger way. That is my understanding. Lead mask you about north korea, if i may. In the last three years, north korea has tested more miflssiles than in the past 30 years and that includes this weekend. A new missile with an even longer range than we have seen in the past. This is an increasingly threatening posture we have seen from the north korean leadership. You have had many conversations with President Trump, president moon in south korea. The u. S. Seems to be relying on china, essentially to exert pressure on north korea. Is that the right way to go to in short wheat resolved this threat from north korea . Is that going to work . Is it your impression that diplomatic, that security approach through china is the most effective way to get north korea to back off this increasingly aggressive posture . already, japan and the United States, and many other countries through the United Nations Security Council resolution have been applying pressure on north korea. China constitutes more than 80 in overall trade with north korea. China has a responsibility. I think we will be able to bring a solution to the question of north korea. Is, about north korea, it importing china has stopped importing coal from north korea, but there are many other things china can do. So, we would like to have encourage china to properly execute its responsibility and we are watching closely. And there have been the missiles launched by north korea recently. This is a very high level launch. It has warheads, what is happening to the missile is to be assessed. That is how we assess the situation. Might technology offered progress and we are very concerned with this. Such concern at the g7 summit meeting i would like to share this concern so that we can put strong pressure on north korea. When the test is conducted, we need additional sanctions to be applied through the United States, United Nations Security Council. China should properly take actions. China should understand. Between the United States and understand the fact that there were talks on this regard. China seems to be more aggressive with south korea recently in the response to the deployment of the missiles. China deployed economic south korea, inst they seem more aggressive with south korea than they do with north korea. Is this china moving in the right direction there . Or are they still trying to keep a relationship with pyongyang in a way to not put much pressure on them . Road form one was organized on the day the missile was launched. That china do not like that north korea chose that date. How china would receive the message of north korea, that would be the point. North korea has been provocative. The provocative behavior is what we have to stop. That, japann for with strongly appeal to china. Relationship last year at the g 20 meeting, i did have a summit meeting with the chinese president. This year is the anniversary of our Friendship Treaty with china. The president s have agreed. It is the largest number coming from china to japan of international students. It is a very high level. China is the largest trade partner for us. And the way the china responds to the expectations of the Global Community, we would also like china to move in that direction. New resident has just taken office in south korea last week. Conciliatoryore relationship with north korea than his predecessor, but he is also taken a much tougher line with japan over the issue of the comfort women. He said briefly during that campaign that he rejects the agreement that you signed with President Park that your government signed with President Park a couple of years ago. He had a conversation with him last week and im sure this issue came up. Are you prepared is japan prepared to do more on this issue given the importance to you and to korea and the united for a healthy, productive relationship between japan and south korea . To make moreared concessions and a knowledge more responsibility about comfort women . Day with the new president we had a cover telephone conversation. First part of the bilateral relationship. For north korea, which should be the position . We had discussed this. Whole it had been accepted. That was the stance of the dialogue and pressure in action. Unity to try to and dots of north korea risear rise the nuclear denuclearize. But we came to an agreement. Many other countries have commended us and what we have been able to win. In a final way, we came to an agreement and have come to the agreement and permitted ourselves, both of our countries to influence the disagreement. Because there is no possibility of that agreement being renegotiated in any way . Yearsarding this for many it has been a long term issue between the two countries. Between myself and President Park we finally made our determinations. Unilaterally one party did not unilaterally gain advantage. Most of them tried to make it future oriented. Each of us made a decision for the country. It is a country to country agreement. All the people of the world have said that this is a good that was a demonstration of high appreciation. With that background, the agreement was reached. It is required that the both of us followed that agreement and what has been agreed. That is required. Prime minister, thank you.
