Majority subleased speaking. S he talked about the state of congress and issues related to Border Security and the economy and veterans. This is 30 minutes. [applause] thank you very much. I want to thank the west chamber for having me today and for the work you all do throughout the parish. It is been a great experience over the last few decades to see how it has grown in how the Business Community has grown and even more new developments coming up. I want to talk about some of the things that are been happening in washington and some of the things were been working on to solve the real problems that our country is facing. When i come back home, it is really an honor to be elected by my colleagues to be the House Majority whip. It is more of an honor to represent the people of south east louisiana. We will get an eye on how that works. When you talk about the challenges that we are facing right now, you just look at how the economy is still struggling. This is not how it is supposed to be. Whatever you have recessions and in our economy there it is always going up and down. You have recessions and recoveries. If you look at where we are today, there are millions fewer people working today than when president Obama Took Office six years ago. Youre not seeing the kind of growth that you should be seeing and a lot of it is because of the policies coming out of washington. I hear all the time when you talk to families and are frustrated because theyre paying too much for gasoline are going to the Grocery Store and paying more for food, theyre paying more for Health Care Even though they are promised they would be paying less for health care. All of these are the direct result of policies coming out of washington. He look at what we have been that, there are a lot of things that are being passed out of the house that are not partisan issues. A lot of people think that everything in washington is partisan and everybody is fighting everybody. Why cant you get some basic things done to solve these real problems echo will want to talk about some of the things we have actually passed that would directly solve these problems that are not partisan . Theyre very bipartisan. They have not happened. Theres a real important reason why they have not happened. Clearly, we dont have the leadership that we need in the white house to work with us to solve these problems. These are all very fixable problems. These are not complicated problems. How to give washington to live within its means . Start getting spending under control . You do it everyday. If you businesses were controlling spending and youre spending more than you took and took in every year, eventually the banquet stop lending you money if you couldnt figure out how to control your spending. Why is it not happening in washington . Than the walkthrough few things. Or so want to walk through what we did before we left. Theres a crisis in our country along the border. This is not the normal immigration problems our nation has had for decades, it is actually a fairly recent development over the last few months we have more than a thousand people every week coming across the border, primarily in texas. Theave been trying to get president to work with us to start addressing this problem. He has the tools to solve it today if he wants to. He is chosen not to. If you look at what happened right before we left for the august recess, the house and senate took up legislation to solve the crisis at the border. We had different approaches to it. The senate took up the bill and couldnt get the votes to pass it or it in the house, literally my first is where they should go pass an immigration bill. I found out why. Immigration is a very competent at issue. Frankly, when you get to the base issue, a lot of people across the country disagree on how to solve the immigration problems, even within the republican conferences. One area alone where most people do not disagree, in fact there is broad consensus, is that you ought to start by securing the border. Prove you can enforce existing law, get back to rule of law because we are a nation that was built on immigrants. My great grandparents came from italy. You used to have a functioning immigration system and you dont have that today. People say at least go and secure the border and then we will see what it looks like after that. What we did is brought up a Border Security bill in the house. We worked in a way that allows the governors along the border to actually call up call out the National Guard if the fed wont do its job. Republican and democrat have not done their job in securing the border. If you look at what is happening now with a crisis come if you thousands of people coming over every month when the federal government is saying if we catch you, theyre giving themselves up. We will release you and send you has state the governor no idea how many people the department of Homeland Security has sent to louisiana for example. The governor ought to know that. Governors ask for basic things like that. The governors across the border say just give me the tools. If the federal government wont do its job, let me do the job for them and call out the National Guard. We put that in the bill. We paid for it. Add to the deficit, we said it should be paid for out of funds in this yearss budget. We identified that. We had other reforms that allow for Border Patrol agents. Right now, the president can change us today, under current rules, Border Patrol agents are not allowed to patrol thousands of miles of the federal border. Does that make any sense . We are paying federal Border Agents and telling them you can drive up to that point, but when you get to that stretch you cannot control the area. The Border Agents know the cap patrol it, but you know us knows it . These people, the coyotes. It is a multimillion dollar Cottage Industry where people are being paid thousands of dollars to bring people across our border illegally. The know with those areas are we change that in our bill. We set it if is part of federal land it should be patrolled by our agents. Commonsense reforms. We have passed that bill with overwhelming republican support. We even had bipartisan support. We sent that bill to the senate. We leave until we finish our job. We delayed the recess the congress is scheduled to go on until we got our work done. The senate didnt do that. They left town without completing the job. I call on the senate to come back to washington and go and take up the house bill. If they dont like the house bill, anybody that took civics 101 understands you can amend the bill and change it. Do your job and solve this crisis at the border. We did that right before we left to come back home so we could go and talk to people in the real world and find out just what other problems youre facing and how we can Bring Solutions to the table. I want to talk about some of those solutions. If you start the economy, in southeast louisiana, we know a clear way to get the economy moving again with energy. I represent the hub of development of oil and gas in the gulf of mexico. One of the high spots in our economy. The 10 lowest unemployment rates in the nation right now and of those 10, half of them have economies based directly on energy. Midland texas has the lowest implement in the nation. The president talks about raising minimum wage. Go to north dakota. They dont have any mandates. He said a mcdonalds making 18 an hour because people arent going to that state to work in the cant find enough workers because of energy. One of the lowest unemployment in the nation because of American Energy. Up,of the bills we brought may be disagreement about theyre tried to kill the coal industry and theyre going after natural gas and oil as well. At one area that most people across the country agree it is a keystone xl pipeline. Lets start there. Proposal from key you have a proposal from canada who want to send 800,000 barrels of oil a day to america. To the United States. In that, they would spend 5 billion to build the pipeline. It would create about 40,000 american jobs. People look at that and say ok, we can get almost a Million Barrels of oil a day from our friend in canada instead of middle Eastern Countries who dont like us. That is billions of dollars we can be sent to canada. 80 rade with canada, . 80 on the dollar comes back. We get less than . 50 in the dollar back when we trade with the middle east. Why dont we do it . Theres y numbers, those are the obama administrations numbers. The president refuses to, not because the labor unions dont , labor unions want to do it. They want to help get some of those jobs. Extremegroup of radical environmentalists say dont do it. Because of that it has not happened. We brought up a bill to say greenlight this thing. Lets get those jobs. Thats create those good jobs that Hardworking Taxpayers will get what they want and help give us some Energy Security so we can lower the price of gasoline at the pump and create those 40,000 jobs. We sent that bill to the senate over a year ago. A large number of bipartisan votes. It would fly out of the senate. Harry reid wont even take the bill up. I majority of his members want to take it up. Lets give the president an opportunity to create those jobs. They wont even bring that bill up in the senate. Another area of our economy that are struggling. He the epa is probably the worst offender in terms of destroying jobs and sending jobs to Foreign Countries like china. The nationalat Labor Relations board for example. I hear complaints so often about other agencies like the irs. We have now uncovered through oversight in the house through the investigations we have done, we have uncovered that the irs was actually targeting people based on their political beliefs. That happens in third world nations all the time. It shouldnt happen in america. It has to stop. We look at these things that have been challenged in the courts. People say all of the stuff is partisan in all these cases must the 54 decisions. Here and ruth is Bader Ginsburg is on the other side. That is not the case. War than a dozen times as a president takes all these executive actions he brags about, more than a dozen times, cases that have gone to the u. S. Supreme court, the court has ruled unanimously, 90, that the president overreached his executive authority. What we talk about this overreached, the president using his pen to write laws from the oval office, which is not legal haso, the Supreme Court says that has said he is gone too far. Ruth Bader Ginsburg has agreed with us. That doesnt happen often. This is not a partisan issue. We passed a bill. You can go back over 120 days ago. We passed a bill to pay our troops. We disagree on a lot of things. I think we ought to have a balanced federal budget areas poorly, the senate doesnt agree we should and the president doesnt agree. The president has never proposed a balanced federal budget. Clearly he doesnt think it is important. It is written much a priority of mine. We passed a budget that does balance it. Theres big disagreement in washington on that. There shouldnt be, but there is. One area where we had big agreement was that we should pay our troops. We passed the bill with over 120 democrats voting with us to pay our troops. You say obviously the president mustve signed that bill months ago. The bill has never even come up and the United States senate. A bill to pay our troops. It would fly out of the senate with over 90 votes for it. It hasnt even come up. We had a bill on Charter Schools. We have seen the success of Charter Schools. Communities have come together and said we have problems in our Public Education systems. Community started getting involved. Neighbor saying we want to try Something Better within the Public School system. It has been highly successful. Theo new orleans, probably most failed, corrupt Public School system in the nation before katrina. Charter schools helped transform that to the point where it is a model for the whole nation of how to transform a failed urban Public School system. That says a bill lets expand Charter Schools across the nation. Its give those children trapped in failing schools and the parents better options. They get to choose where they want to go, where they send their kid in the Public School system. We passed that bill. We had over 150 democrats vote with us in the house to pass that bill to expand Charter Schools. Incredibly bipartisan issue. You say obviously you found something that is bipartisan. Clearly, the president that bill has not even been taken up in the senate. A bill with broad bipartisan support. I want to give you one more. A bill called the higher more heroes act. Most of us agree when our men and women come home from serving our nation, they had a hard time working back into society. Some of them left their job to go in the military. Some of them were in the reserves and had to leave behind a career. They want to get back into society and get a job. We had a veterans jobs fair just a few weeks ago in slidell. , well a large turnout over 150 veterans showed up. These businesses understand the value of hiring veterans when they come home from serving our country. We passed a bill with over 180 democrats joining us in the re moreo pass the hi heroes act. I fail this to let you know there is a lot of good work is being done to solve real problems and most of it is not partisan. Again, balancing the federal budget has become a partisan issue where liberals in washington dont believe in balancing and we do believe in balancing the budget. We dont think its responsible to pass a chore kids, to have our country more dependent on countries like china, but that is unfortunately partisan. Some of these others issues are incredibly bipartisan. Thereve been good pieces of legislation passed over the senate to solve this problem. Eve all seen how civics works you have a system of government that our founders did a great job of setting up. You have checks and balances, you have the executive branch which has checks and balances with legislative. If the house passes a bill, the senate takes it up there if there are differences you work them out. Everybody understands that. It happens in the state legislature all the time. People ultimately come together, even though you may have one idea how to solve a problem, you come together and figured out. You get it done. And yet you cant even start the process if we pass a bill in the house and the senate wont even take the bill up. I just wanted to point that out because people are very frustrated and i am very frustrated that we are not getting these problems solved. They ought to be getting solved. Most of these are very common sense solutions. People look at them and say it makes all the sense in the world. Why cant it get done . You know what . The senate was so dysfunctional that they didnt do any of the work, and they are, that would be one thing. If he had a leader in the white house to say, harry reid, take a pillow. Pay our troops. The commanderinchief, of all the things he says he can and cant do with the pen and with a your title isn commanderinchief, you have a responsibility to those men and servingo are out there in other countries, putting their lives on the line, the least you can do is pick up that phone, you can do it from the golf course and you can pick up the phone and say harry reid, take up the bill to pay our troops. I know we disagree and other stuff, but take up the bill to pay our troops. It is incredibly bipartisan. Over 120 democrats in the house voted for it. Take that one up. You can fight over the other stuff but pay our troops. Dont leave them hostage to the other games that are being played in the senate. And yet the president wont spend one ounce of Political Capital to do that. That is not leadership. You have to have leadership in the white house if youre going to get these problems solved. I am going to continue fighting to address these problems and i know my colleagues in the house will continue fighting. It is not just republicans in the house that are going to be doing this. At some point the senate will have to do their job. I know this november we will have a serious election to confront this. The ultimate accountability that all of you have is that when november comes along you have the opportunity to look and say what has been done . How is my house member and , how have they addressed these problems echo have they done their job . Have they taken up some ideas to tackle this problem . Or are they part of the problem . Are they ignoring the problem. You cant ignore these problems anymore. I hear from businesses all the time. In louisiana we are facing nearly 100,000 people, men and women in louisiana, are facing the loss of the Health Care Plan because of the president S Health Care law. Every Small Business i have talked to says the number one Thing Holding them back from hiring more people right now is a president S Health Care law. This is not just some talking point or political commercial, i like the law. I been very clear at all like the president S Health Care law. The reason the reason dont like it is the text of the bill that went to the committee i served on in 2009. I read the bill. I read the first version in every version that came after it. I have the original copy. Every item where marked where said this will create real problems for families. This will take away peoples ability to maintain their doctor patient relationship area at the first page of the bill said to amend the Internal Revenue service code. What does the irs have to do with your healthcare . That is the first page of the bill when it went through. You can see that the layer upon layer of federal bureaucrats, unelected bureaucrats in between you and your doctor. It is in the bill. You can see where it was going to take away the Good Health Care that people like. Probably, the most repeated false statement in political history, which says a lot. Now, millions of people are losing their health care. More than 100,000 just in louisiana that will lose her health care because of the law. We ought to repeal that law. We also ought to replace it with reforms that will put patients back in charge. I have worked medical doctors in congress and other experts to put together a plan that would be called the american medical Health Care Reform act. Insurancet people buy across state lines just like. By natalie Car Insurance but every other product. It will use to shopping around to find the best deal for the family. In health care you dont have that option. Because of a lot of things a limit your ability to do that. We are to do some commonsense Liability Reform so doctors dont spend one third of their time running tests on you that have nothing to do to health. Theyre running this test because theyre afraid of frivolous lawsuits. Objects of the cost of health care tremendously. It also makes you have to run a lot of tests and schedule these appointments are you really shouldnt have to be going through. Withke sure the people preexisting conditions are not discriminated against. Americant and the Health Care Reform act. There are better ways to handle all these problems. Somethingget back to we have seen in southeast louisiana. Getting the economy back on real complicated prospect. You can look at what is working. Louisiana has been doing well in terms of beating the National Average on unemployment. We are well below the National Average. If you look at states other below that average, theyre not trying to pick fights with businesses they are encouraging people to come in and bring businesses in. Give individuals their own responsible freedoms. What have government given the way and put all kinds of regulations that have nothing to do with health and safety, but all kinds of things to do with regulations are all about promoting a radical agenda. If the epa really thinks that you should only be driving around in and fueling your house with windmills and solar panels, that is great. Im all for Renewable Energy, but frankly if youve maxed out on Renewable Energy you will not get 20 of your household electricity. It should be an honest conversation about how our economy moves again. American energy has brought it renaissance of manufacturing jobs. Manufacturing is starting to come back, but it is coming back through American Energy. When the federal government starts literally declaring war on different components of American Energy starting with the coal industry and surely not ending there, it threatens our ability to continue to provide jobs for families to create and grow a middle class. Unfortunately, people are being forced to learn how to do with less. The wages are stagnant but prices are going up there it is is not the way it has to be. And tip oneill did not see i tie on a lot of issues, but they worked together. Reagan had tip oneill over to the white house every week. It actually got along well because they build a relationship. When the competition issues came up they got together and figured out a way to solve them. Look at the relationship between bill clinton and the congress back then. Book clinton and Newt Gingrich are not Close Friends but they had a relationship trade when problems came up, they solve them. Not partisan. They were very different ideologically, but when problems came up they got together and solved them. They balance the federal budget. They got the economy moving again. This can happen again. Im going to keep fighting to make sure the house is doing its part in making sure we bring these issues up and confront the challenges our nation faces. You have to have the senate start doing their job, put some good ideas on the table. Medicare will go bankrupt in just about 10 years. I dont think its responsible to let medicare go bankrupt. We put a plan in our budget to save medicare from bankruptcy. The president and senate criticized us. They never laid a plan on the table to stop it from going bust. And so ill continue working, continue reaching out to the president and to the senate to do their jobs and to do their part and stepping up and confronting these big challenges. You look around the world, the world is a dangerous place. Russia is trying to reestablish the Old Soviet Union and america ties sitting by. Israel, one of our strongest allies in the world. This is something that has been brewing, not only iran trying to develop nuclear weapons. Do you think they will stop at israel. They see us as the debater satan and america has got to engage again. These are solveable problems. But i want to lay this out, there are ways to get our country back on track and not something that would take a long time. Just reforming our tax code to make our nation more competitive again, highest tax rate in the world. Tax code is encouraging
