Seen the horror of islamic terrorism. I believe an easing of tensions and improved relations with russia from a position of strength only is possible, absolutely possible. Common sense says this cycle, this horrible cycle of hostility must end and ideally, would end soon. Good for both countries. Some say the russians wont be reasonable. I intend to find out. If we cant make a deal under my administration, a deal thats great, not good, great for america, but also good for russia, then we will quickly walk from the table. Its as simple as that. Were going to find out. Fixing our relations with china is another important step in really creating for a more prosperous time. China respects strength and by letting them take advantage of us economically, which they are doing like never before, we have lost all of their respect. We have a massive trade deficit with china. A deficit that we have to find a way quickly and i mean quickly to balance. A strong and smart america is an america that will find a better friend in china, better than we have right now. Look at what chinas doing in the south china sea. Theyre not supposed to be doing it. No respect for this country or this president. We can both benefit or we can both go our separate ways. If need be, thats whats going to have to happen. After i am elected president , i will call for a summit with our nato allies. And a separate summit with our asian allies. In these summits, we will not only discuss a rebalancing of financial commitments, but take a fresh look at how we can adopt new strategies for tackling our common challenges. For instance, we will discuss how we can upgrade natos outdated mission and structure grown out of the cold war to confront our shared challenges. Including migration and islamic terrorism. I will not hesitate to deploy military force when there is no alternative. But if america fights, it must only fight to win. [ applause ] i will never send our finest into battle unless necessary, and i mean absolutely necessary, and will only do so if we have a plan for victory with a capital v. Our goal is peace and prosperity, not war and destruction. The best way to achieve those goals is through a disciplined, deliberate and consistent Foreign Policy. With president obama and secretary clinton, weve had the exact opposite. A reckless, rutterledderless an aimless Foreign Policy thats blazed a path of destruction in its wake. After losing thousands of lives and spending trillions of dollars, we are in far worse shape in the middle east than ever, ever, ever before. I challenge anyone to explain the strategic Foreign Policy vision of Obama Clinton. It has been a complete and total disaster. I will also be prepared to deploy americas economic resources. Leverage and sanctions can be very, very persuasive but we need to use them selectively and with total determination. Our power will be used if others do not play by the rules. In other words, if they do not treat us fairly. Our friends and enemies must know that if i draw a line in the sand, i will enforce that line in the sand. Believe me. However, unlike other candidates for the presidency, war and aggression will not be my first instinct. You cannot have a Foreign Policy without diplomacy. A super power understands that caution and restraint are truly signs of strength. Although not in government service, i was totally against the war in iraq. Very proudly. Saying for many years that it would destabilize the middle east. Sadly, i was correct. And the biggest beneficiary has been iran. Who has systemically gained access to rich oil reserves. Something it has wanted to do for decades. And now to top it off, we have isis. My goal is to establish a Foreign Policy that will endure for several generations. Thats why i also look and have to look for talented experts with approaches and practical ideas rather than surrounding myself with those who have perfect resumes but very little to brag about except responsibility for a long history of failed policies and continued losses at war. We have to look to new people. [ applause ] we have to look to new people because many of the old people, frankly, dont know what theyre doing, even though they may look awfully good writing in the New York Times or watched on television. Finally, i will work with our allies to reinvigorate values and institutions instead of trying to spread universal values that not everybody shares or wants. We should understand that strengthening and promoting western civilization and its accomplishments will do more to inspire positive reforms around the world than military interventions. These are my goals as president. I will seek a Foreign Policy that all americans, whatever their party, can support, so important. And which our friends and allies will respect and totally welcome. The world must know that we do not go aboard in search of enemies. We are always happy when old enemies become friends and when old friends become allies. Thats what we want. We want them to be our allies. We want the world we want to be bring peace to the world. Too much destruction out there. Too many destructive weapons. The power of weaponry is the single biggest problem that we have today in the world. To achieve these goals, americans must have confidence in their country and its leadership, again, Many Americans must wonder why our politicians seem more interested in defending the borders of Foreign Countries than in defending their own. [ applause ] americans must know that we are putting the American People first again. On trade. So true. On trade, on immigration, on Foreign Policy, the jobs, incomes, and security of the American Worker will always be my first priority. [ applause ] no country has ever prospered that failed to put its own interests first. Both our friend and our enemies put their countries above ours and we, while being fair to them, must start doing the same. We will no longer surrender this country or its people to the false song of globalism. This state remains the state for happiness and harmony. Im skeptical of International Unions that tie us up and bring america down and will never ent enter. And under my administration, we will never enter america into any agreement that reduces our ability to control our own affairs. Nafta, as an example, has been a total disaster for the United States and has emptied our states, literally, emptied our states of our manufacturing and our jobs and ive just gotten to see it. Ive toured pennsylvania. Ive toured new york. I have toured so many of the states. They have been cleaned out. Their manufacturing is gone. Never again. And i have to say this strongly, never again, only the reverse will happen. We will keep our jobs and bring in new ones. There will be consequences for the companies that leave the United States only to exploit it later. They fire the people. They take advantage of the United States. There will be consequences for those companies. Never again. Under a Trump Administration, no american citizen will ever again feel that their needs come second to the citizens of a foreign country. [ applause ] i will view, as president , the world through the clear lens of american interests. I will be americas greatest defender and most loyal champion. We will not apologize for becoming successful again. But well instead embrace the unique heritage that makes us who we are. The world is most peaceful and most prosperous when america is strongest. America will continue and continue forever to play the role of peacemaker. We will always help save lives and indeed, humanity itself. But to play that role, we must make america strong again. [ applause ] and always, always, always, look at it from every angle and we must make america respected again. We must make america truly wealthy again and we must, we have to and we will make America Great again. And if we do that, and if we do that, perhaps this century can be the most peaceful and prosperous the world has ever, ever known. Thank you very much, everybody. I appreciate it. [ applause ] i appreciate it very much. Thank you. There he is. Donald trump speaking here in washington. Delivering his vision for a Foreign Policy, if, if he were elected president of the United States. Right now, he is the republican president ial frontrunner. O bl blistering attack on the Obama Administration and critical of the Bush Administration policy as well. As far as the Obama Administration, saying its a policy of weakness, confusion, disarray in his words, a mess. He says u. S. Allies no longer respect the United States and rivals dont respect the United States either. Lets get a Quick Reaction from all of our analysts and our reporters. Fareed zakaria, you listened carefully and he spoke for almost 40 minutes. What did you think . I thought in the main theme, he really stuck to his guns which it was populist, nationalist, protectionist. Look after America First. The trade deals at the center of it. That was all familiar. But he expanded. It was sort of rambling to the point of being incoherent. He contradicted himself several times, it struck me. He said were going to get out of nationbuilding but were going to create stability. How do you do that . You get out of nation building in afghanistan, you get more instability. More instability. The allies can rely on us but be completely unpredictable and spend what it takes to rebuild the military, but were going to pay down the debt. Were going to spread western civilization but were not going to spread democracy. A truly bizarre statement about the greatest problem in the world is that we have too many weapons and once again, a strange place where you might find he and Bernie Sanders are one. And i thought when he tried to flesh out an actual Foreign Policy, it was pretty incoherent. He was very strong on his protectionism and antitrade american unilateralism. Very strong on attacking the Obama Clinton legacy and thats mostly the bush legacy when he talks about the trillions of dollars spent trying to nation build in the middle east. Thats the iraq war. Thats the afghanistan war. Both of which were initiated by president bush. So i dont know that its going to convince anyone. Certainly, it didnt strike me as a careful analytic laying out of a trump Foreign Policy. Mike rodgers, former chairman of the house intelligence committee. What was your reaction . A bit of the same. I think he was trying to do three things. Talk to the Establishment National security type republicans to say, listen, i can be president ial. And then threw a lot of red meat for the base and took care of that going into states like indiana. He mentioned benghazi hit a national Foreign Policy speech. A little odd and then lastly, he did in michigan, putting bondo on the care by repairing and the biggest part i noticed was repair nato about being irrelevant and going back to what is a common theme of, we need to get all the nato nations paying the 2 gdp and i tell them if they dont, i wont play along and covered both. The nato mission is outdated but has an opportunity to rethink the mission. Lets go to london. Nic robertson. Theyre anxious to hear what he said and i want to get your reaction that the administrations policy on egypt, on syria, on libya, on iraq has been a total disaster. Maybe well intentioned, but things turned out to be a disaster. You know, and i think a lot of what we heard there, generally, you could say painted with broad brush strokes with warm him and endear him despite statements that riled people in the middle east about not letting muslims in to the United States and casting some of the countries there to response of terrorism and sunni countries. I think youll find a warming to a good part of his rhetoric when he talks about iran taking advantage in iraq. The need to deal with iran. This is something thats going to warm him to the saudis and the gulf allies. I think when you look at europe here, however, i think there are things in there that will cause the europeans to worry. Not just that theres going to be a demand they make that 2 gdp spent on nato and the type of equipment they need to spend it on big ticket equipment is what the Obama Administration has talked about. So not just that but the fact that hes talking here about really perhaps looking at the relationship with russia. What does that mean in europe . Does that mean hes going to blink and forget about whats happened in ukraine and whats happened in krimere . They see an alliance with the United States. Those being critical to their defense there and you have just in munich a few months ago. General, u. S. Military commander of nato saying russia is the biggest threat right now that weve seen, the United States sees. The europeans areoing to worry that there might be a shift away from that kind of vision on what the compromises might be. So i think youll see a worry in europe and perhaps a warming to him, a little in the middle east, wolf. I expect the saudis were happy with what he had to say about iran. And i assume the israelis were happy too and bahrain and others. Nick paton walsh, youre joining us live from beirut. Lets talk about what he suggested that the policies of the Bush Administration and now the Obama Administration over the last seven and a half years in iraq and in syria have basically laid the groundwork for the establishment, the creation of isis and this threat that now exists in the region and outside of the region. You cover that story for us. What did you think . Reporter well, its interesting. I mean, his grasp of history stops and picks up in 2008. If you look at why he thinks isis came into being, its because of obama wasnt strong enough. Yes, theres an argument that continued u. S. Military investment or presence in iraq could have helped the country weather the arrival of isis but isis came into fruition as the Islamic State of iraq during the insurgency against american presence di vised by george w. Bush as we well know in 2003 and 2008 when left the presidency. Theres a great deal of desire to say its basically obamas weakness to say where isis came into existence failing to look they sprang out of insurgency against the presence there. Some interesting points too. Isis and libya now are quote, making millions by selling oil that got their hands on to part of libya. Now, thats a huge exaggeration to say the best tactic is to disrupt the oil system and scared some platforms out of existence or operation to take control of others and may be selling some oil on the black market but its certainly not a millions strong daily trade and its the black market, definitely. Its a concern but went on to say the u. S. Is doing nothing about it. We do know special forces get involved there and a lot of surveillance over the country and have been u. S. Strikes there too. A great simplification but dismissive on the arab spring saying the countries involved were countries that, quote, had no interest in becoming democracies. Well, we ourselves saw them demanding change. It did not turn out the way people had hoped an perhaps saying he should have been more callous in backing mubarak in power there but to suggest people werent interested in democracy is a simplifification but the power of weaponry is the biggest problem we have in the world today. Well, you may argue its because of Nuclear Weapons held by larger states would halt smaller weapons around the world and make it a safer place. It was confusing and i think emblematic of the simplification here and couldnt breach the contradiction saying be less involved and fight when we know we can win, victory with a capital v, he said, while at the same time to not necessarily put ourselves out on the front line as much before. So a huge confusion, i thought, between wanting to say america is more involved and bring peace, bring peace to the world. While at the same time, to not extend itself further and withdraw at times and get others to do the fighting for it. He said the military option would be the last option, the very last option. He would want diplomacy and economic power. All sorts of things before the u. S. Troops. He made that point strongly. Lets talk about the political fallout right now. This is the middle of a political campaign. He was clearly appealing to a big chunk, not only of the republican conservative base but the American Public right now. No question. Sick and tired of the United States going around the world spending, as he says, trillions of dollars losing thousands of lives, building, nation building in parts of the world while so much of the u. S. Infrastructure is crumbling. All i was thinking about listening to him was the evolution of the republican party, in the form of the standard bearer. Whether its the republican president or george w. Bush who ive covered in the runup and during the iraq war to john mccain who was the next nominee. Mitt romney less so but how much things have changed for various reasons with regard to the approach that the Republican Base clearly wants its leadership to take. Because george w. Bush and dick cheney were obviously all about trying to not necessarily nation build but democratize. Its messy now but will be okay to where we are with donald trump saying, thats a terrible idea. Who are we to enforce that kind of will and, by the way, instead of spending all of that time and money, blood treasure over there, we need to be focusing more on making ourselves great again. And it just, again, just strikes me as, if i had a time machine and put myself back covering the george w. Bush white house in 2002 and 2003, he would have been laughed out of the country basically by anybody who considered themselves a real republican. Thats a point though. America first right now. And thats the theme. Hes laid out his vision and it may not necessarily be attractive to the think tankers, the elite Foreign Policy establishment here in washington but for the public at large, here in the United States, the vision he laid out is going to resonate. I think the think tankers would agree with America First. Its just they would engage and describe it differently. One thing that struck me about donald trump was him saying we have to be unpredictable. Starting right now. And everybody who runs for president is a reaction to the current president and the way i found this president is that he is too predictable because he wants to engage, negotiate, he talked about constructing engagement since he first ran for the presidency and the sense about barack obama is hes too willing to negotiate, not willing to walk away from the table as donald trump was talking about. What hes saying is im not going to be predictable. In a way, i understand what hes saying but that isnt going to give comfort to your allies who would like somebody they know can be a predictable ally. I get what hes saying, as a negotiator, but as a leader of a country, theres a question. You made your point repeatedly that if the troops are deployed to syria or iraq, dont make big announcements. Just do it. Dont give your adversary all the information they need to target these american troops. Go ahead and just do it. Get the job done. Bring them home as quickly as possible. And thats something you have often heard from sort of armchair pundits, talk show hosts and folks in congress as well. You know, in some ways, i thought much of this speech was sort of boilers to put America First, blame obama for being feckless and protecting the veterans and rebuilding the military and save money while doing it but there was that moment when he essentially said to hell with all of you, Foreign Policy experts in washington. Including you, mike rodgers. Very hurt by that. None of you guys have gotten us to where we need to be on the world stage. And we need to have new voices and vision and im here, donald trump, to articulate that and i think dana is right. The difference between even mitt romney, right, and donald trump, mitt romney saying the biggest geopolitical faux is russia and donald trump saying, you know, i can work with russia. In some ways, he is with Hillary Clinton and say lets reset this relationship. A lot there to chew on. One of our Senior International correspondents was listening very carefully. I assume people all over the world were listening and intrigued by donald trump and i assume a lot of foreign leaders, International Leaders around the world are beginning to take him much more seriously now. Now that hes potentially poised to be the republican president ial nominee. Whats the likely reaction in moscow, for example, to reaching out saying i want to work with the russians and also, the chinese. I want to work with the chinese but that i going to have to work with us as well. Reporter its interesting, wolf. And i think after hearing this speech by donald trump, the russians most likely were almost ecstatic by what they heard. He wants better relations with the russians. He believes that Something Like friendship is actually possible. And then on the other hand, didnt really point out anything that he believes that the russians need to do to actually get there. Like, for instance, mentioning the situation in Eastern Ukraine and possible Political Movement there. Possible movement on the minsk agreement. I can tell you, wolf, i was out earlier today on the streets of moscow here and i was querying people about the president ial candidates and everybody we spoke to here in moscow on the streets likes donald trump. And wants donald trump to become president because they believe that donald trump would mesh well with vladimir putin. Both of them have shown admiration for each other and made very positive statements about each other. Its interesting. Theres a poll that was done of g20 nations and in every single g20 nation polled, people there believe Hillary Clinton would make the best president except in russia where donald trump is ahead by a landslide. So he certainly has a lot of admirers here and statements like the one today in that speech would certainly do a lot to fortify that position and one of the things the russians have been talking about again and again and again. They feel theyre being singled out by the west and the west should drop their sanctions and work more closely with russia on Foreign Policy, specifically on fighting terrorism. And one of the things that trump said in his speech is he said the russians themselves have also witnessed the horrors of international terrorism. Therefore, he believes there could be a Mutual Understanding there. I think theres going to be a very positive reception to the things that donald trump said in his speech about rouge here in moscow. Specifically, in the kremlin tonight, wolf. Interesting. I want to go to cnns latin american, senior Latin American Affairs rafael romo. Very interesting. He spoke about strengthening the borders. He spoke about immigration. He spoke about making america secure and all of that. Did you hear anything specific about the wall and that mexico would pay for it . Thats the thing, wolf. For the last few months, weve heard donald trump talk about building a wall with mexico, making mexico pay for the wall. Blocking money transfers to mexico. Deporting 11 million undocumented immigrants in the United States and this time around, when he had the ears of the world expecting him to detail his plan, he chose to say very, very little about it. He only made a passing reference to immigrants but in terms of terrorism and he didnt seem to talk specifically about immigrants from mexico or latin america. As you can imagine, wolf, theres great concern in mexico as to what a Trump Presidency would look like. Especially because mexico is the u. S. s Third Largest trade partner. Theres a trade between these two countries over 500 billion every year. There are 34 Million People of mexican origin living in the United States and 1 million americans living in mexico. There are 20 million american tourists who visit mexico every year and when trump was talking about mexico today, there was absolutely nothing as to how he would handle this relationship. Wolf, about the only thing that some mexicans may have in common with trump is the fact that he has denounlsed what he calls lousy trade agreements with other countries. A lot of mexicans feel very uneasy about what nafta, the north American Free trade agreement meant for mexico feeling that it has made Mexican Companies compete against large er better funded companies that cost not only the United States but mexico a lot of jobs but i was expecting to hear probably a little bit more about the wall and how he would finance it. I didnt hear anything like that today, wolf. Very interesting. What was said was critically important and outlining his strategy and what also was not said may be significant as well. Rafael, stand by. Everyone stand by. The former nato supreme ally commander retired u. S. Just heard a nearly 40 minute speech by the republican president ial frontrunner outlining his vision for a Foreign Policy and National Security policy if he were elected president of the United States. We have some of the highlights. Lets listen to this. Actually, we dont have those highlights but were going to get those highlights for you momentari momentarily. Jim acosta wheat the mayflower hotel. What has the reaction been over there . Reporter im joined by senator Jeff Sessions from alabama. Hes the head of Donald Trumps Foreign Policy National Security advisor routine. I guess senator sessions, what was your take on this . A lot of this from what we heard in the speech of donald trump is on the campaign trail before and why did we hear it once again today . Some people hear bits and pieces of the speech and he laid out a vision and in many ways, was le tri if iing. Hes saying, put the interest of the United States first and were going to be a good player in the world. Were going to be a leader in the world and do these kind of things but our allies have to step up and be more of a contributor. That were going to use realism. Were not going to try to overreach and do more than we can accomplish. Were going to use good advisors and good judgment to achieve that. Were going to use america, if its not strong economically, cant be strong politically and i thought it was consistent with what hes been saying, his voice, in fundamentally right. I think the American People will appreciate him. Reporter and if i could just follow up quickly with one quick questio question, he talked about immigration being key to the Foreign Policy. You heard donald trump say time and time again hes going to build a wall on the u. S. Mexico border. Do you think thats realistic to build a wall on the u. S. Mexican Border . Absolutely, we can build a wall on the border. Its an incidence of sovereignty. If you dont control your border and people can enter with impunity, you diminish the sovereignty of the nation and one of the things he talked about a lot was his skepticism about Big International agreements that we should be sure that when we enter into an agreement, the United States can control an agreement or if its not happy, walk away from it. But when you get into the big groups, you get trapped and a great nation like the United States becomes diminished in its ability to maneuver and take action and may be necessary for the whole world and our interests gets constricted. So i like that too. I believe he focused on being a defender of the American National interest first. Reporter senator Jeff Sessions. I understood youll be on with wolf blitzer later on the situation room and more questions about the donald trump Foreign Policy speech but thank you very much for your time. Good to be with you. Reporter there you have it from one of Donald Trumps top surrogates. If you listen to donald trump on the campaign trail of the endorsement he appreciates almost the most when you listen to donald trump. He talks time and again about the support he has from senator sessions. He certainly does. I look forward to continuing the conversation with senator sessions later in the situation room. In the meantime, i want to bring in retired admiral now the dean of the Fletcher School of law and diplomacy at tuft university. I want to play what he said about the Nato Alliance and get your reaction. Listen to this. Our allies are not paying their fair share. And ive been talking about this recently a lot. We have spent trillions of dollars over time on planes, missiles, ships, equipment building up our military to provide a Strong Defense for europe and asia. The countries we are defending must pay for the cost of this defense. And if not, the u. S. Must be prepared to let these countries defend themselves. A Trump Administration will lead a free world that is properly armed and funded and funded beautifully. You heard him say in recent weeks the nato mission is obsolete. This time, he says its outdated. He used the former nato supreme ally and commander. Your reaction . I disagree. I think if you look at the history of nato, it began as a cold war entity postured against the soviet union. When the wall fell, it work in the transnational defense we began in the world trade towers. In the balkans. Libya. Count counterpiracy. Nato has been involved in all missions and now see a resurgent russia and now on that. I think nato is 3. 0 and adammpt to the times. Mr. Trump is right on something. All the nato nations ought to hit the 2 spending goal. 2 of gdp but its important to note the real numbers behind that. So nato nations, other than the u. S. Spend about 1. 6 of their gdp. Thats 300 billion. Thats larger than russia and china combined. So they spend a pretty fair amount. Could they spend more . Should we press them . Absolutely. This is not an Obsolete Alliance in any sense. Even president obama called some of these countries free riders, that theyre not willing to spend that 4 or the 2 , if you will, of the gdp. Only four of the 28 nato allies have met that threshold and the u. K. Only recently did it under David Cameron and donald trump is saying, you know what . You want an alliance, thats fine. Well have an alliance but you guys put up a fair share of it as well. I want to play another clip and get your reaction to what we spoke about in discussing president obamas Foreign Policy. President obama has weakened our military by weakening our economy. Hes crippled us with wasteful spending, massive debt, low growth, a huge trade deficit and open borders. Manufacturing with the world is now approaching 1 trillion. He said this administrations policy contributed to weakness, confusion, disarray, a mess. He was very bitter in describing this administrations policy but going back to the Bush Administration as well. Youre reaction to that . I think we can point to any u. S. Administration and find fault with it and criticism. The real question is whats the Strategic Direction for the United States . Dana, before the break, was talking about getting in a time machine. Lets go back really far. Lets go 100 years back. End of world war i. The United States follows the trump prescription. We isolate ourselves. We come back to fortress america. We build big walls. Tariff barriers. What did that give us . It gave us a Great Recession in a second world war. The United States needs to engage in the world, not be building walls. We should build bridges if we want to create security. I assume you liked what he was saying about trying to forge a new relationship with both russia and china. Did you like that . I think its important that we keep our Alliance Dialogue open with russia and china. The way i like to categorize it is lets cooperate where we can. Lets confront where we must. When a nation like russia invades ukraine and next is part of the crimea, we have to confront that and we cant give them a pass on that in the interest of a new wonderful relationship. I dont think thats the right way to go. What did you think of his assertion that the Obama Administration has been nice to iran, not so nice to close allies, lets say like israel or the saudis, the amaraties who dont like the nuclear deal . Im skeptical of the Iran Nuclear Deal myself. I think its going to require, wolf, an awful lot of monitoring, a lot of use to cyber. A lot of use of all the aspects of our intelligence to make sure they live up to it. Im also concerned that there now come from under sanctions and limited resources to create mischief in the region and it is true that this has unsettled the saudis and the israelis. What we need to do about it is reassure the saudis and reassure the israelis and work with them to dmiminish the challenges the face and i think iran will be a significant force for difficulty in the middle east. He said iran is the big winner of the u. S. Failures in iraq and syria. Iran has been able to expand influence throughout that region. Admiral, stand by. We have more to discuss including china. A key part of the strategy laid out by donald trump. Well take another quick break. Well be right back. Since 2001, more than 700,000 comcast Nbc Universal volunteers have lent a hand to their communities. This year, were extending our partnership with our friends at red nose day and global citizen. Making it our most rewarding day ever. Hands down. His very detail ed National Foreign speech from donald trump right now i want to go to andrew stevens. And Paula Hancocks is there for us. Andrew stevens, how likely is this to play over there in your part of the world . Reporter well, the whole donald trump issue in china is a doubleedged sword. They have real concerns, obviously, about his trade policy and what hes threatening to do to china for the unfair deals in the yuan currency manipulation. But on the other side of it, editorials are saying this happens in a democratic world. You get people like donald trump who could possibly be the next president of the u. S. And they openly called him a racist. So there is a doubleedged sword, sort of syndrome if you like with why thchina. If you look at what donald trump was saying there about china, there was nothing new. In fact, i was quite surprised how few references there were on the trade issues. And he really, i guess, in Broad Strokes reiterated what hes been saying on the stump about tackling china on its trade policies, et cetera, et cetera, and making america strong again in a position of strength to renegotiate the deals it does with china. He says that they have to fix the relationship with china. But one quote that stuck out for me is the financial relations and sanctions can be very persuasive. We will play by the rules. Hes talking about a 45 tariff against china, that goes against the International Tariff rules. We are still waiting for the details, no more so than beijing. I want to go quickly to paula. Very quickly, he mentioned the threat from north korea. How is it likely to play where you are in south korea . Once again, china says they will deal with north korea. They feel they didnt done enough to try to calm them down. But the fact is north korea does not listen to china at this point. Their relationship has never been this pad. Kim jong un is not heeding what beijing is saying. So, of course, it oversimplifies things for china to consult this act. China is supporting stronger sanctions against north korea. Quite frankly, china doesnt want a weak north korea that could potentially collapse and have 25 million refugees on their border. Also, he said the countries defending would have to pay for themselves and pay for their defense. The u. S. Military said it is cheaper to have the soldiers here in south korea than back in the u. S. And south korea is paying 50 of all personnel costs. So certainly that particular part is not correct. Interesting, though, he didnt mention the Nuclear Weapons again. Remember in the past he mentioned south korea and japan could potentially have Nuclear Weapons if the u. S. Troops are pulled out. There was shock and disbelief in this part of the world when he mentioned that. He didnt mention that again tonight. Wolf . Fareed, it was interesting that he was introduced to a former ambassador, a man you and i know well, it gave us a sense of gravitas. It did give a sense of gravitas. But you have to recognize that trump is now the frontrunner and being, frankly, having mixed feelings about himself. This is the highest muslim serving american in american history. He was ambassador to the United Nations with cabinet rank, which is a higher post than any muslimamerican has ever held. And obviously, i had him on the show recently, and he was deeply uncomfortable with trumps rhetoric about muslims, the temporary ban, all that kind of thing. Hes also very strongly an advocate of engagement and diplomacy. He wrote a piece which talked about how the United States needs to negotiate more with iran to try to get to some kind of agreement between iran and saudi arabia and turkey. And thats one of the ways youre going to stabilize the middle east, which is one of trumps goals. So its its a much more complicated world that the republican establishment types have faced. They have been trying to do some of this. Remember, the Bush Administration came in with a lot of tough rhetoric. Were just going to be strong, were just going to do what we can and the war turned out to be a somewhat unyielding place. One final thought, wolf, its striking to me that trump talks about America First all the time and uses that slow michigan. America first was, of course, the slogan of the brutal people who wanted to keep america out of world war ii. The american isolationists of the 30s and 40s. That was their slogaslogan, ame first. And that meant that america got dragged into a war at a time when it was unprepared and not in a situation to its advantage. Good point. Admiral sabrinas, you are a commander and watch and listened closely, how are his words likely to be played, if you will, the reaction in the u. S. Military . I think the u. S. Military will like the part about lets increase our military strength. Lets have more ships in the navy. And truth be told, the u. S. Military has been in decline overall. Were still highly capable. But i think that will play extremely well. On the other hand, increasingly, i would say in the military we have felt that were not going to kill our way to success. Were not going to be able to simply bomb our way to a solution. Weve got to use hard power, absolutely, against these psychopathic thugs like the Islamic State. But the long game, wolf, is that mix of hard power and soft power that some call smart power. I think that was missing from this message. And i think the u. S. Military as a body, as a fairly Sophisticated Group that knows were not going to solve problems easily. H. L. Macon said to every problem theres a solution, easy, quick, simple and wrong. And simply bombing our way to victory is not going to work. Neither are building walls. Weve got to engage globally if were going to create Real Security as fareed just said. Admiral, thank you. Thank you to everyone for our special coverage. Ill be back at 5 00 p. M. In the situation room. The news continues right after a quick break. With my moderate to severe ulcerative colitis, the possibility of a flare was almost always on my mind. Thinking about what to avoid, where to go. And how to deal with my uc. To me, that was normal.
