Hello, im wolf blitzer reporting from washington. We start with new details on efforts by the u. S. To get u. S. Army sergeant, bowe bergdahl, back home. Bergdahl worked away from his base in gaenafghanistan back in9 and captured by the pentagon. Barbara starr is joining us now. Barbara, is the u. S. Actually offering a new prisoner swap for bergda bergdahl . Reporter wolf, i have to tell you, this is some of the most delicate information held by the administration at this point, obviously. A young soldiers fate is at stake here. What we do know here at cnn, there are new discussions with intermediate areas in the region. Most likely the qataris, to get in touch with the taliban and see what room there may be for discussions to get bergdahl back. In the past, the taliban have wanted the release of five prisoners being held at guantanamo bay. The u. S. Has not agreed to that in the past. Whether there is some new formulation to make that happen remains to be seen. But what we do know is discussions are under way with intermediaries in the region trying to see if there is a way to bring this young man home, wolf. Barbara, last month we reported the u. S. Did receive whats called proof of life on bergdahl that came nearly three years after silence. Does that play into these negotiations . What it does is reassure the United States clearly that bergdahl is alive, but not perhaps in the best of health. People who looked at that imagery said he did appear more frail than he has in the past. So the belief is that there is a couple of drivers here. His health and the fact that u. S. Troops may not be in afghanistan very much longer if they leave at the end of the year. This is a renewed push, if you will, to see what can be done to get this young man out. Whether its directly tied or not perhaps maybe yes, maybe no. But the timing is what is so interesting to u. S. Officials, that they were made to have this video in hand, just as theyre trying to see what they can do about it all. All right. Well see what happens. Lets home for the best, barbara, thank you very much. Bowe bergdahls family just released a statement. We applaud the unity of purpose and resolve at the white house and other u. S. Government agencies involved. We thank all involved for this renewed effort. We hope everyone takes this opportunity seriously. We are cautiously optimistic these discussions will lead to the safe return of our son after more than four and a half years. In captivity. Other news. Now a revelation of sorts from the director of national intelligence, james clapper. He says the bulk collection of americans phone call data wouldnt have been a big deal if people were told about it immediately after 9 11. In an exclusive interview with the daily beast, he says had we been transparent about this from the outset right after 9 11, we wouldnt have had the problem we have. He went on to say, i dont think it would be of any greater concern to most americans than fingerprints. Well, people kind of accept that, because they know about it. Just like we have to go to airports two hours early, take our shoes off. All of the other things we do for the common good. This is one more thing. All right. Lets discuss what we just heard from clapper, the new york republican congressman, peter king, is joining us, a key member of the House Homeland Security committee, chairman of the subcommittee on counterterrorism and intelligence. I was surprised to hear clapper make this statement. What about you, congressman . Yeah, i have great regard for general clapper. But politically, i dont agree with him. When i say politically, i think that people still would have objected. And also, the whole, you dont announce to the world what your enemies are doing. I think in those days after 9 11, especially it would have been dangerous to let the enemy know what we were doing, what we were collecting. And so i just dont to me, it would have given too much away to the enemy, to the terrorists. And i dont think it would have calmed down the people over here. Now, average americans, yes. But the organized antiwar people or organized anti bush people at that time, back in 2004, i guess it was, 2005, New York Times big expose on the collecting of calls. No, listen. I think general clapper meant well. I think hes done an outstanding job. But i think as far as reading the political tea leaves here, i think it would have been a mistake to do at the time. I still think the opposition would have been there and we would have been tipping off the enemy. Because it makes it sound, and i am anxious to get your thoughts on this. It makes it sound that snowden, edward snowden, the former nsa contractor last june, did release all this information, made it public about what the u. S. Was doing in terms of this metadata collection operation. It makes it sound at least clapper seemed to think well maybe snowden did the right thing. I should have done it right after 9 11, the u. S. Should have done it right after 9 11. We still wouldnt know about this if snowden hadnt released this information. Yeah. I dont think general clapper said anything we have to be ashamed. Would have been less of a reaction if we put it out after 9 11 rather than now. But i have been in many, many meetings with general clapper. And i can tell you, he does not think snowden did the right thing. He has nothing but contempt from snowden, based on the meetings ive had with general clapper. So i think what he is saying is, it may have been easier to get this done at the time, and it wouldnt have had the shock effect that its had now. But my concern would be looking at it in both hindsight and trying to think what would have happened, that if we had announced it then, it would have started a debate at the time, which would have been generated in such a way as to let the enemy know what were doing and those opposed would still be opposed. I guess the question is, given the statement that clapper has now made to the daily beast to eli lake, and hell be joining us later in the situation room. Given the fact hes made this statement, that what snowden released effectively should have been released by the u. S. Government immediately after 9 11, it wouldnt have been as big a deal. If youre snowdens lawyer, you use that statement to say, well, look, what snowden did was only what clapper himself said the u. S. Should have done after 9 11. So dont go after him. First of all, i think general clapper is only saying it should have been done to calm down public opinion. But also, lets keep in mind, only about 2 of what snowden has taken involves the nsa. There are other much other data that he has obtained, what the defense department, for instance, has shown could do tremendous damage to americans, including our ied detection devic devices. Very damaging to our national security. So the nsa part i think is only about 2 of the total amount of snowden drew down. So even if that were true, again, nsa is a small part of the damage that snowden has done. But i think what general clapper was saying is i just think that thats a its really intelligence is supposed to be kept secret. Thats just part of the survival of the government. Thats why we have representative democracy, why we have people in congress who have been elected and on the Intelligence Committee and others. They are the ones who are aware of this, and they are representing the people. I suspect there will be a loud discussion about this story coming up. Congressman, thanks as usual for joining us. Abbott, state attorney general, invited nugent to appear with him at two events today to motivate the Republican Base to vote early. Nugents president let a sour note with a lot of people. They say texans deserve someone better who would align themselves with someone like nugent, who offered hatefilled assessments of the president. Listen to this. Obviously failed to galvanize and prod and not shame enough americans to be ever vigilant not to let a chicago communistraised, communisteducated, communistnurtured, sub human mongrel like the akorn community organizer, Barack Hussein obama, to weasel his way to the Top Authority of the United States of america. Shockingly, abbotts campaign brushed aside the criticism, saying they value nugents commitment to the Second Amendment. Ted nugent is a forceful advocate for constitutional rights, especially the Second Amendment rights cherished by texans. While he may sometimes say things or use language that greg abbott would not endorse or agree with, we appreciate the support of everyone who supports protecting our constitution. Nugent himself dismissed the controversy, reportedly saying that criticism comes from, quote, people who hate freedom. Wayne slater is the senior Political Writer for the dallas morning news. Thanks for joining us. Its one thing for ted nugent to be saying what hes saying, calling the president in effect a communist, a sub human. Its another thing for someone who wants to be governor of texas to welcome him in out on the campaign trail with him. Whats been the reaction there . Yeah. Basically, thats the real problem for the abbott campaign. On the one hand, nugent is very, very popular with the Republican Base in texas. He lives here in texas. His ranch is adjacent to george w. Bushs ranch near waco. Hes a fixture at the National Rifle association. So hes popular among the kind of base voters that abbott is trying to appeal to. The problem here is when you call the president a sub human mongrel, which has not only a disparaging reference, but also an historic racial reference in some places, and then when you call feminine women politicians fat pigs, then abbott has to make a decision. And he had to say, do i keep ted nugent on the stage with me, or not . He has chosen to do so. And thats what happened today. I mean, do they know the history of that phrase, sub human mongrel . Thats what the nazis called jews to justify the genocide of the jewish community. They called them sub human mongrels, it you read some of the literature that the nazis put out there, there is a long history of that specific phrase he used involving the president of the United States. You know, i dont know what the abbott people knew precisely about the implications of some of the things nugent said. But nugent has been very outspoken, has said a whole the lot for years that was easy enough to look into. And frankly, when you talk about Something Like the word mongrel with its racial and ethnic and historic ramifications, there is no doubt, it seems to me, that whether or not abbotts people recognized it instantly or not, its offensive, deeply offensive, to some voters, and not just democratic voters, but other voters. Having said that, wolf, and this is really the dark side of this, might that phrase be a kind of dog whistle, and code to exactly some of the voters that greg abbott wants. Because someone who has studied the holocaust, studied world war ii, i went back and we checked. And during world war ii, julia streiter, this is what he would say about the jews in justifying the genocide of the jewish people. The jew is a mongrel has hereditarie hereditaries, evil always preponder ates in the case of a mongrel. Thats the history of that phrase. And a. , i wonder if ted nugent himself knows that history, the use of that phrase. But b. , the republicans in texas who are welcoming him on the campaign trail and saying, you know what, hes using some outspoken language. Thats ted nugent. Do they know what this means to so many people out there . You know, its fascinating, wolf. Because you look at ted cruz, who has long said these outrageous things, calling the president a sub human mongrel, calling Hillary Clinton the b word. Calling him feminist, fat pigs. Saying a whole host of things, and you have to ask, doesnt he know that these are the kinds of words, these are the kinds of phrases that ought to offend people . But his support of the Second Amendment, at least for some Republican Base voters, is so strong, it trumps all of that, including questions that the davis wendy davis campaign, the likely democratic opponent of greg abbott, has raised, in which nugent has acknowledged sexual relations with underage girls, something had he ever been charged with a crime would have brought as much as 50 years to a life sentence in texas. Let me play another clip of what he said in that interview thats now been posted on youtube. Listen to this. I think america will be america again when barack obama, eric holder, Hillary Clinton, dick durbin, Michael Bloomberg and all of the liberal democrats are in jail. Yes facing the just due punishment that their treasonist acts are clearly apparent. So once again, i guess the question is someone like abbott and the other republicans who are out there campaigning with ted nugent, do they have a clue of what this guy has been saying . I have to conclude that they do have some clue. They may not know everything and all of the implications, but clearly know something. Ted nugent lives here much. He talks here. Hes a fixture of some republican local republican events. So he knows. And the politics of this is crazy, it seems to me. If you analyze the race. Abbott is likely to win the republican nomination, the front runner to win the election in november. And so you wonder, wendy davis needs to attract a great number of democratbased voters, plus a lot of women, ann richards in 1990 got 60 of the vote. Wendy davis has to do the same thing. This is the kind of language the davis camp understands could absolutely cause a problem with the moderate, suburban women voters and others who wont find it funny or find it terribly offensive. And frankly, i dont understand the politics of having him on stage with greg abbott. Yeah, i suspect theyre going to be running away from him fairly soon. But well see. Well see what happens and youll monitor it for us as you do all things political in the great state of texas. Wayne, thanks very much for joining us. Now the president is ordering officials with the epa and the Transportation Department to take the next step. Their charge, their goal, is to develop fuel economy standards for heavy duty trucks that will take us well into the next decade, just like our cars. Theyre going to partner with manufacturers and auto workers and states and other stakeholders, truckers, to come up with a proposal by march of next year. And theyll complete the rule a year after that. And businesses that buy these types of trucks have sent a clear message to the nearly 30,000 workers who build them. We want trucks that use less oil, save more money, cut pollution. The new fuel standards for trucks are part of a larger push by the Obama Administration to focus in on Climate Change. The president is calling for 1 billion to develop new technologies to prepare for and combat its effects. Our chief political analyst, gloria borger, is here watching this. What is the president politically trying to accomplish right now . Hes trying to make the base of the Democratic Party happy. They have had some problems with him as far as Climate Change is concerned. They dont believe hes gone far enough. They would like to get a decision on the Keystone Pipeline that says dont build the pipeline. He hasnt done any of that yet. What hes saying is okay, ive had these regulations in effect. Im going to make sure this is one of those things he can do with a pen, as he pointed out in his state of the union speech, without having to get congressional approval so he can sort of check the box on that. He was in Northern California last week, talking about the severe drought. Right. And he said this. Listen to this. Unless and until we do more to combat Carbon Pollution, this trend is going to get worse. Even if we do take action on Climate Change, Carbon Pollution has built up for decades. The plant is slowly going to keep warming for a long time to come. All right. So how much pushback is the president likely to get on this . Hes going to get a lot of pushback, because, you know, wolf, congress has been divided on this, largely along party lines. And they have repeatedly rejected any efforts on the president s side to reduce tax breaks for oil exploration. You remember that energy and solar energy became a big issue during the last campaign. So i think he knows hes going to get pushback, but continuing to talk about. And leading up to the decision on the keystone pipeli pipeline. If he approves t hes got to make a decision i think by june or july, something along those lines. All of these current action might be designed to, you know soften the blow . A little bit, yeah. And its actually john kerry now, secretary of state, has to make a recommendation to the president on what to do with the pipeline, and the state Department Report said, as youll recall at the end of january, that the pipeline would not substantially worsen Carbon Pollution. So kerry then has to report to the president. Now, kerry is a big environmentalist, hasnt stated where he is on this. And then the president will have to give his own decision, although as you point out, there isnt really a hard and fast time line on any of this. Right. Well, well see what he does. Yep. Thank you. Isis has been battling the Syrian Government and other rebel groups, some of which are much more moderate, supported by the west. Cnns arwa damon met a defector from isis who says the group poses as much of a threat as the assad regime itself, and hes vowing to help take them down. Reporter when isis fighters, the Islamic State in iraq and syria first arrived in adana, they were welcomed. Actually, they didnt come as warrio warriors. They came as simply people who want to help people, educate people religiously. Reporter isis nishlly appealed to syrias deeply conservative rebel units who entrusted protecting the town to them. We were all on the front lines fighting, he tells us, and then we realized that with the situation in the town under isis, they were exerting their control through terrorism and punishment. A tactic isis repeated in an effort to en trench itself. This man is a syrian who wants his face and voice concealed. He defected from isis. Their main stronghold in the east. They think hes dead. The syrian who were with isis thought they were the purist organization around, he says. Their jihadi principles matched ours. But he says they were manipulated and deceived. Initially, isis fighters and suicide bombers were a battlefield asset, but then suspicions began to grow. Isis would organize missions by suicide bombers and thought they were attacking the regime, only to realize their target was another rebel unit. When one of the martyrs pulled out, he tells us, he was executed in front of everyone. Just because it was said about him that he was disloyal. He disobeyed, so he was killed. Isis has one goal, to establish an Islamic State. And many Syrian Opposition members are now accusing them of collaborating with the assad regime. They have a lot of experience, they know what they are doing, abu says, there were a lot of regime locations we could have taken without sustaining losses of our fighters, and we would receive orders to retreat. In early january, islamists and moderate rebels banded together to drive isis out of syria. Abu says he and his group have sleeper cells within isis, to bring the organization down from inside. Defeating isis now is crucial, as defeating the regime. And arwa joining us now from beirut. Youve been doing an amazing job with this series this week. Where are the isis rebels right now . Reporter well, theyre still scattered throughout the country. They most certainly have not been kicked out of syria entirely. Theyre consolidating in their strong holds, mostly to the northern and eastern part along the border with iraq. They have around 7 to 11,000 fighters, wolf. The mass majority are, in fact, nonsyrians. Amazing story. I know youll have a lot more throughout this week, arwa damon reporting for us from beirut earlier. She was in syria. An and earlier i spoke with the u. S. Deputy excuse me. The u. S. Undersecretary of state, wendy sherman. She is the undersecretary of state for political affairs. She is certainly wellknown for her international negotiating roles, including Nuclear Talks with north korean regime. I asked her to respond to criticism from senator john mccain, who called u. S. Policy in syria an abyss mal failure. What i like to say is to the Syrian People having just been in geneva for talks between with russia, with the opposition and the opposition having talks with the regime, with special joint representative lock did your ber heene, that the real failure here is the Syrian Regimes failure to care about its own people. I agree with senator mccain the people of syria are suffering horribly, terribly, even since the geneva ii talks began nearly 5,000 syrians have died. And as we heard from the people coming out of homes, many of them have survived only on twigs and plants and leaves. So it is a horrible, horrible situation where people are being barrelbombed by their own government, so the failure here is the failure of the Syrian Regime to take care of, protect and honor its own citizens and what the opposition is trying to do is to create a new syria that is a democracy that cares about its people and president obama just said yesterday in sunniland, standing with king abdullah, he is looking at every option he can to see what more the United States can do, because we all know that this is not sustainable. Does that include the military option . I think the president is said hes looking at every option, except putting boots on the ground. The secretary of state also said this week, john kerry, that the peace talks in geneva, they were in recess right now. He reiterated the u. S. So i also see i have also seen so many girls who are talented and have skills and so many boys who are doing hard work. I think their talent would not be lost here and they should recognize it. And therefore, education and good quality schools are needed. So theyre like more than 50,000 children here. But there are only three schools. So we must think about it. And if we want to have the future bright and if you want to have their education is very important. And the whole world should take action for it. And the whole world should take some action. Specifically, it wasnt that long ago, malala, you were here in washington. You went to the white house. You met with president obama. Whats your message to the president of the United States . What do you want him to do as far as this awful situation along the syrian jordan border is concerned and the civil war in syria . First of all, i didnt know what what was happening in syria and how it people of syria have been suffering from this situation and from these conflicts. But when i saw those children and women and they were crying and they lost their home theyre now homeless and they dont know where they will live. They have lost a peaceful life. And then i realized, yes, these people are suffering. And we should speak up for them. And therefore, i will request of the president to go to the jordanian Syrian Border or the lebanon syrian and see how these people are suffering. Reporter right now, wolf, tens of thousands of antigovernment protesters are blockading the sixlane freeway that cuts through the heart of caracas. That move to blockade the freeway comes just hours after the harvardeducated ohio state educated Leopoldo Lopez turned himself in. The government has accused him of provoking what they call fascism and for stoking these protests in caracas, which have now been going on for a week. Talking to the antigovernment protesters here on the ground, its very clear that their initial demands, which consisted of calling on the government to tackle a rising wave of crime and also to take economic measures to make it more accessible for the ordinary people really have failed now, and many of the protesters i talked to today says their end demands now is nothing short that the government of Nicolas Maduro should resign. But this is much bigger than a fight just against the government of Nicolas Maduro. This is venezuelas fight with opposition, fighting against what they see as a 16yearold experiment in socialism. Much more of this story coming up later today in the situation room. Meanwhile, theres new information now on the severity of a recent hacking attack that targeted the u. S. Navy and the u. S. Marine corps. Brian todd is here. Who are they blaming for this attack . The u. S. Defense official we spoke to was not able to characterize for us, wolf, who they think did it. No word to us from the iranian government, but we did get information just a moment ago from a u. S. Defense official, saying there was a massive intrusion, a cyberattack on the Navy Marine Corps internet back in late august, early september. The Navy Marine Corps internet is an unclassified system, that hosts hundreds of thousands of users, hundreds of thousands of email accounts. And its not clear what the intruders were looking for. This official told us that the attack was pervasive, it was massive, it really impacted their system, but that nothing classified, or really sensitive, was stolen, and that nothing was damaged. But it was a massive intrusion. And again, the wall street journal reporting that it was iranian hackers who did this. So, and were also told by this official that it cost around 10 million to repair that breach. It was a very significant intrusion. It took them until early november to get all the malware and all the, quote, intruders, the hackers out of that system. They breached it through kind of a lapse in the security of the system. And thats what allowed the hackers to migrate so deeply into the system. It was a very severe attack. Its a very severe blow. I must say, shocking to hear this kind of stuff. But to meet the president , youve got to be somewhat nervous and also excited. And emotional, too. Because you described this as being a very emotional experience. You grew up in alabama. Did you ever in your life expect you would be sitting down one on one with the president in the white house . Never in my wildest dream. You know, i grew up in the projects of alabama, and ive got to tell you the coolest thing about the whole day. After we had finished doing interviews, we bump into each other again, he says, chuck, have you ever been to the oval office . I said, yeah, we do that in alabama all the time. And we both kind of giggled and he gave me a little quick tour. And it was one of the highlights.
