It is 9 00 a. M. And it is good to have you in on this fourth. Millions of americans are preparing for barbecues and fireworks. And Law Enforcement officials are asking you to be vigilant. If you see something, say something. An fbi bulletin warning of a possible terror attack sparked states from michigan to new york to new jersey to bring in extra Law Enforcement. New york even using spotters and snipers. There are no specific threats, thats important to say, but intelligence Officials Say there has been an increase in chatter in the days leading up to this holiday. Were covering this story from every angle this morning from Law Enforcement tracking the threat to the extra security on the streets of new york and d. C. Well begin with our coverage live at the National Mall. Reporter good morning, alison. Hundreds of thousands will come out here to the National Mall later to gather for the Fireworks Show. And why this sort of major security presence is nothing new for washington during the fourth of july holiday, the particularly strong warnings coming from intelligence officials have officials here on edge. Ramped up security here in washington on this National Holiday with more than 18,000 feet of fencing in place to protect the National Mall. Special patrols at washington landmarks and a heavy Police Presence Authorities Say in the seen and unseen ways. We prepare for the worse Case Scenarios and have contingencies in place should they occur, but we dont anticipate they will. Reporter much of the anxiety stems from a bulletin from the department of Homeland Security warning of attacks this weekend. Theres no intelligence about specific or credible plots but theres an uptick of chatter from isis encouraging followers to attack during this time. The dominant concern . Homegrown violent extremists. Supporters of isis within the u. S. Who may be inspired to carry out their call to action. In the year of social media and phenomena like isil unlike al qaeda of the old days there doesnt have to be it wont necessarily be a command and control relationship between somebody who instigates an incident and isil as an organization. There are selfradicalized selforganized people on social media. Reporter the socalled lone wolf attacks are a challenge for the Intelligence Community much harder to pick up ahead of time. It is not just in washington. Police forces across the nation including new york philadelphia and los angeles are on high alert. And not just in the streets but online. There are people assigned monitoring social media and no websites. Looking for any specifics. Just any kind of watch words. So it is constantly being monitored. Reporter and the threat wont go away with the holiday today. Today Law Enforcement Officials Say the other area of concern about a potential attack could be because this is also in the middle of the holy month of ramadan which lasts until the 17th of this month. Likely this sort of anxiety and increased security presence wont go away until then. Live from washington, d. C. Thanks. And washington is far from the only city with increased security. New york also stepping up its already tight police protection. Laura sanchez is live at penn station. Boris, what is different about the security youre seeing there . Reporter we are seeing a lot more Law Enforcement officials moving around this area. Aaa tells us that about 42 Million People will be traveling this weekend. So officials are really focused on travel hubs like penn station. Here in new york andrew cuomo announced hes beefing up patrols and staff specifically at the Emergency Operations center here in new york city. Aside from that Law Enforcement has spotters and snipers staged at key locations, strategic locations across new york city keeping an eye on crowds. We also know they have scanned for explosives and radioactive devices on land sea and from the air as well as 7,000 cameras around new york city looking for anything that may be suspicious or out of place. Officials tell us that preparing for any kind of attack people here at penn station tell us they like to see this added Law Enforcement presence because it makes them feel safer. I noticed more of a Police Presence which makes me feel safer. You know i like i said i was born and raised in new york. And pre9 11 and stuff like that yeah we need to take security you know we have to for the safety of everyone we need our Police Presence and i think it makes people feel more secure when we do have Police Presence. The governor also asking new yorkers to be vigilant and to watch for anything that seems outs of place or suspicious. And to report what they see immediately. We know that we saw one base in england shut down the fourth of july celebrations. Can you compare and contrast the propaganda of attacking it here in the u. S. In the homeland versus the outpost . Yeah. Victor youre right, being here in an organization they can hit a Home Field Advantage with a propaganda boost with the ability to do that. But remember from the military side you know two months ago, just a little over two months ago a raised alert level went from alpha to bravo. All u. S. Military bases are at a higher level of security right now to include the fourth of july celebration. But from the to propaganda aspect if somebody got here to form an attack against a key Critical Infrastructure like a military base or government building on this holiday, the propaganda would be big for them and that organization. Jonathan actually i want you both to weigh in on this but its a difficult question to ask from this seat. It is important. We have been talking about this on this network for about a week now. And i wonder how much of the constant discussion about this is the weekend that falls within ram dan exacerbates this. It would encourage those sympathetic or who are inspired by isis to do it now because it would have greater value. You have to look at it this way. These people are not madmen. Okay . What they are are religious zel zelouts. This is a holy month. Maybe people who subscribe to this ideology they may be inspired this month and thats why you would see a possible increase in attacks here inside the United States and abroad. Its no different than any other religion when they have their holidays and people happy and they are inspired. Its the same thing here. And thats really why you need to watch out. The mosques need to watch out. And anybody who is in islam should be watching for these people that you know really have an unusually high amount of energy. And also people who tend to talk about these different types of ideologies more fundamental, radical ideas. So what do you think about that Lieutenant Colonel . Does this discussion of the threat this weekend day after day, hour after hour inspire some who may be had plans to attack to do it now . Because we have obviously, set the context here about why this would be a time of doing it based on what we heard from isis . Well, yeah like jonathan said i agree with him on that point. But one thing we are focused on here is the islamic threat. Now, i get it the chatter we pick up that our Intelligence Agency picks up now is isis and al qaeda, the threat against the homeland. But no we saw what happened down in charleston just a couple weeks ago. The threats against the u. S. Across the spectrum whether it is islam, skinhead christianity whatever those are key aspects that our intelligence service, our Law Enforcement aspects excuse me have to look at all the time. What happens here as we have been talking about over a week now is it is july 4th weekend. It gets everyone pumped and the soft targets that are out there as you get closer and closer to the target where the event is becomes harder. Im more concerned where people are gathering to get in. And very candidly if im a bad guy and want to do something on july 4th weekend, im waiting until the day after because everyones perspective right now is peaked on july 4th. Im going to wait until the day after. Thats when i would do it if im a bad guy. And my suggestion here is not that we should not cover it. And i think an informed public is often a protected and safer public but i just wonder what role that plays. Quickly to you joe jonathan what likely are the Law Enforcement agencies getting beyond the bull finetin that we see that is being made public . Theres going to be a lot of information. Not just what it is but where it comes from. A lot of this chatter, a lot of the entail comes from sources, human sources or intelligence gatherings. So they cant really reveal a lot of the times where this stuff comes from. But when they say theres increased chatter, its not like they are just listening to a telephone or just watching the internet from some major screen. I mean this is intelligence coming from all over the world and many Different Countries and many different intelligence agencies and it is gathered right here. Let me just say one very important thing. It is good that youre covering this. The American Public needs to get used to this. And their eyes are the greatest increase in awareness and tools that the Law Enforcement has right now. Thats what Law Enforcement has on days like today that they dont typically have or millions more eyes out there. And the more aware that the American Public is the safer everybodys going to be because they are the ones who are possibly going to see something, just like in boston. A lot of the individuals saw that bag sitting on the ground but did nothing about it and their legs got blown off because of it and many people were killed. Thats how many people have been bitten along the coast of florida and South Carolina. Thats higher than the average of six attacks per year off the coast of those two states. I talked to one of the first surfers out here in the water. He said it was not on his mind the fact he could be bitten by a shark. Last year he saw a shark and nothing happened. People are thinking about it but not necessarily concerned, though it is a topic of conversation everywhere you go. A rash of shark attacks off the carolinas coasts. This year already at least ten attacks as nearly double the yearly average for South Carolina and North Carolina in one month. Another 11 attacks have happened in florida. A shark bite so frequent it could surpass last years totals in the United States. It must have come in on a wave because i didnt see anything. Reporter Patrick Thornton tells Anderson Cooper he was swimming with his 8yearold son when he was attacked. I started shouting shark, shark everyone out of the water at the same time im punching the shark to get him away from me. And then i went over to obviously grab my son. Reporter a contributing factor . Perhaps a perfect storm of biological variables. Some feed on fish and turtles close to shore. And Drought Conditions could also play a role among other things. Certainly, warm water this year a higher solidities turtle nesting season all factors that would promote more sharks on the beach. Reporter one of the attacks this summer happened near a pier in North Carolina. Too close for comfort for fourth of july surfers and holiday goers. The other day i saw a 5foot sand shark. And it was within 8 feet of me, but, i mean it stayed out in the water. Its the natural habitat. It is hanging out there, we are in its home. A about a one in more than 11 million chance. More of a likelihood to be struck by lightning or become president of the United States. Now, instead of firing into the sky, a shell exploded in its tube and then it landed on the crowd. The injured were treated and released. An investigation into the incident was launched immediately. This incident happened in colorado. The shell exploded in its tube instead of firing into the sky. How common is this malfunction . Actually the National Council really focuses on consumer fireworks, but i dont think this is very common. I know the public displays very specific requirements or distance from the shoot site to the audience wind speed, wind direction. I dont think this is very common. There is a recent report from the Consumer Product Safety Commission saying that eye injuries caused by fireworks have doubled from just three years ago. 1300 last year compared to 600 in 2011. What do you think, do you think this is more for firework operators, crowd goers or for both . Well, i think it should be for both. You know if the wind happens to shift and debris falls on the crowd, that could be a chance for debris to get into your eye. For consumer fireworks, we always suggest that the person lighting the fireworks wear eye protection either goggles or safety glasses. We shouldnt take this lightly as we light our fireworks tonight that you can get hurt right . Yeah. We always suggest that you have a designated shooter. By that i mean a person that looks at the fireworks before read the label and know what the firework is going to do. They can start with a small item and build to a larger item. You know im sure that the local departments are aware of the situation and wouldnt allow this if the threat was too high. You have to make sure there are no dry leaves or dry grass in the area you are going to be shooting them. There are a couple other parades in the state of New Hampshire today. We have jeb bush rick perry, Lindsey Graham. In meramec, well see other candidates. I wouldnt be surprised if some of the candidates end up bumping into each other given so many of them are here today. And speaking of Hillary Clinton clinton, her main opponent is Bernie Sanders drawing large crowds. Does that worry Hillary Clinton . Reporters wanted to know, are you worried about the fact that at a recent rally Bernie Sanders had close to 10,000 people show up to support him . And she played it very cool. Her answer was simply that were running different campaigns and always knew this would be a competitive primary. When she walks here this afternoon at this parade, we know theres a big contingent of reporters following her around to ask more questions. Since announcing his Campaign Last month, this real estate mogul turned public and president ial candidate has attracted a lot of controversy, a lot of attention, particularly for calling some immigrants rapists and murderers. But then saying there are some he assumes who are good people. And new this morning, nascar now says it will not return to the trump miami resort for the postseason award banquet because of the comments he made. Despite the backlash the new rnc poll found trump in second place behind governor jeb bush in the crowded field of republicans for that nomination. We are joined now by a cnn contributor for more. Chris, i think it is difficult for a lot of people not in the number to support donald trump to understand why he is in second place. Can you explain that and break it down for voters . Donald Trump Supporters like donald trump for the same reasons people dont like donald trump. It is really interesting. I spent a day with his supporters in New Hampshire at an event just last week. And i talked to a number of them. They love the socalled straight talk. They say that he says the things that they are thinking in their mind but feel they cant say or that other candidates cant say. They like the boldness or brashness, but thats the very same thing that people really dislike him for, for the comments about immigrants and the comments about people from mexico saying that he goes to toa far. It is very interesting he was polling so well. Part of that his name i. D. People in this point in the race talk about they tell pollsters to vote for somebody they have heard of. And he is not just polling in New Hampshire well and iowa but nationwide. The question is how long will this last . So you know it seems that the straight talker is in favor of the candidates this time around. Do you expect that some of that territory can be taken over by governor christie . Well, i asked donald Trump Supporters that very question. What about Chris Christie who was holding an event down the street at the same time. And hes on a tell it like it is tour. Theres similar in that regard where they speak off the cuff and tell you what is on their mind, but they pointed to a couple concerns. They pointed to the bridgegate scandal and said that didnt bode well for them. And if you remember back to superstorm sandy, when many visited new jersey they did not like the way Chris Christie hugged him. Chris christie didnt say a hug, but the way he embraced barack obama before the election. A lot of analysts say Chris Christie has a little more gravity than a guy like donald trump, but youre shaking the race. You bring up this staying power, whats the school of thought or if these candidates should ignore comments made by donald trump or if they should stand up to denounce what hes saying. This is a tough for a lot of campaigns. At first you saw them ignoring it and then saw them getting dragged down. If you give donald trump more press, he becomes the story of the 2016 primary. His opponents dont want that. But at some point his remarks were so consistently bombastic they said they have to stand up and say something. And we have seen fullthrone comments from rick perry and certainly marco rubio. I think you are starting to see the trend change a little and they take on donald trump in a way they were trying to ignore this and it will go away. Its been a few weeks and it hasnt gone away. We also learned this week that matt wrote a letter before he escaped promising his daughter he would, quote, see you on the outside. And some people want to know if the prison missed a chance to stop the escape before it happened. Actually, a lot of questions. So to discuss this we are joined by larry lawdon a former inmate who is working with prisoners. Good morning. Good to be here. If the food wasnt screened how big of a problem is this . Most prisons do screen them out, so i was surprised to hear that. So all the information david sweat is giving them is going to be double checked. I can tell you from living in a max mull security prison for 11 years, 90 of the guards break prison infraction rules. Whether giving extra milks to inmates or giving them stuff they dont need whether it is letting them out in the yard a little early to go somewhere when they know they are not going to that exact spot, the med kalgical or the library. And they have to figure out the actual criminals, the guards that are doing the stuff that the prison employee did, the sweat shop worker. So they have to figure that out. But if they want to get real with themselves alison the prison system is broke and they have to figure out how to fix it. 12 people is just the tip of the iceberg if you ask me. Why is it that these Correctional Officers become way too friendly oftentimes with those who are, you know incarcerated there . I mean there are a fewer men, that could be part of it, or what are they getting in return . You have to remember guards are human beings too. And they see people in there that might not be belonging to be with another inmate in there, whether it is a david sweat or A Richard Matt who are violent offenders. And they might have a guy in that exact same facility in a sixyear sentence. And hes just not as hard. And they feel bad for him. And i really feel bad for what is happening throughout the prison system. We have 25 of the prison population in the world and 5 of the population. They are going through a lot of lockdowns, shakedowns and people are not getting that little thing to make them feel human. You have to remember alison 95 of the people are getting out and will be reintegrated into society. It is how we rehabilitate them if we want to talk rehabilitation on the outside. They are not at the rivera. You think they should sort of be given privileges while inside . Well, its not about being with privileges. Nobody goes to prison and gets out saying its a great place, alison. Thats the last thing you hear they are living in club fed, that is not so true. You are told when to get up and down. I was put in a hold for writing a letter to senators about deaths in prison. So it is not what people see on tv. And i express that all the time. So im not talking about privileges oh they need to have conjugal visits they just dont need to be treated in inhumane conditions. This is just the tip of what is coming out. Theres a group it started a campaign to provide veterans yard signs like the ones you see here to be courteous with fireworks. So far, they have sent out 2500 yard signs and still has 3,000 people on a waiting list. Joining us now is the woman who organized the campaign shawn gurley. Her husband has helped organize the campaign as well. I want to start with you, justin. What is the impact of the fireworks, as i thank you for your service, back in 2004 . You were in the navy up into that point and later diagnosed with ptsd. Whats the impact . A lot of fireworks sound like bombs dropping. Other small firecrackers sound like gunshots. That would rise and startle a lot of your veterans that served on the ground and in another combat zone. If a neighbor puts one up in their yard what is appropriate . Should they not light up at all or is there a conversation that should happen . Just a courteous heads up saying from this time to this time we are going to be setting off fireworks. On the fourth of july these veterans expect fireworks.
