In scotland, where they voted overwhelmingly to stay in the eu vowed today that they would push a new referendum. Nigel farage declaring victory. Voters fear a fro of immigrants into the country and worries over securing borders. Ladies and gentlemen, dare to dream the dawn is breaking. According to a british poll, 64 of young people, ages 25 to 29, wanted to remain in the eu while 61 of voters, 65 and older, voted to leave. But while the uks relationship with the eu will change, one thing that will not change is the special relationship that exists between our two nations. We dont know how this is going to play out, wolf, over the next several years. Obviously, some sort of an arrangement will be put together between the United Kingdom and European Union. That is not going to happen overnight. Far from it. It could take up to two, three, four years. All of the big companies, particularly the u. S. Multinationals. For example, ford has already put out an announcement saying the uk Company Continues as normal. But were seeing were going to see extreme nervousness and unease, simply because no one really knows what the future is going to look like. And in those sort of environments, investors sell or they stay on the sidelines and, wolf, already the Global Economy is extremely fragile. Indeed it is. And although a stronger dollar is good for u. S. Travelers, what could it mean for u. S. Trade and businesses . Oh, a strong dollar makes exports much, much worse. And thats one of the black spots in the u. S. Economy at the moment. As the dollar gets stronger so Companies Like boeing and ge, the major manufacturers, they start to worry because theres very little you can do about it. Yes, you can hedge but ultimately you then have to push down on your own production costs and, wolf, when the euro is weak because of brexit, when the pound is weak because of brexit, when the japanese yen suddenly becomes weaker, it make it is much more difficult. And if u. S. Markets dont recover, how could this impact u. S. Interest rates . They are going to recover, wolf, because there is no logical reason why there should be longterm implications for the vast, giant u. S. Economy because of brexit. There will be indigestion, if youd like, over the next few months. But theres certainly going to be no longterm effect for the u. S. Economy. It may cause the fed to pause a little bit longer. Janet yellen has already said that. Obviously brexit and the turmoil is one of those reasons not to raise Interest Rates anytime soon. But longer term, you know, much as those of us in britain would like to think that the rest of the world is terrified or worried about everything that we do, the u. S. Will continue majestically without. You call this the vote of your life. How surprising was the result . By the time we got to it, i pretty much had guessed brexit was going to be the answer because ive traveled around the country last week, ive heard the views. Ive wondered whether the murder of jo cox was going to influence it. We started the night, wolf, and it looks as though remain had won and soon as we got the very early results, it was clear that the leave was leading by more than expected and remain was winning by less than expected. Whats your biggest fear right now . Let me tell you, certainly the outcome wasnt what our governments preferred but it is the will of the british people and we respect that. Its not about fear Going Forward, wolf. Its about making sure that were staying in touch with leaders in the uk, leaders in the eu and working to make this transition as were you stunned, as so many other people were, by the result . I dont think anybody had a sense last night which way this was going to go. We knew that and we were watching it like everybody else. But, again, this is the will of the british people and well respect that. When the president was in the uk in april, he spoke with David Cameron and made it clear he didnt want them to leave the eu. Listen to what he said. I think its fair to say that maybe at some point down the line there might be a uk u. S. Trade agreement but its not going to happen any time soon because our focus is in negotiating with a big bloc of the European Union to get a trait agreement done and uk will be in the back of the queue. That generated a lot of commotion in the uk as he was warning them, you better not leave the eu. Otherwise, forget about future uk u. S. Trade deals. We think the president s concerns are still valid today. They are still at the back of the line . They are still valid. Youll still negotiate with the eu deals before you do separate deals with the new uk outside of the eu . What we will do Going Forward is work closely with officials as they work out what this means and thats really important here. There is a long process. You richard talked about that. We will review and consider our options, too on the trade front as we move forward. Explain why you cant negotiate new trade deals with the eu and, at the same time, with a separate uk, with britain you negotiate separate trade deals as well. Why cant you do the same simultaneously . The president was expressing a concern about our desire to have a strong uk voice and a strong eu. Now the british people have decided that they are going to leave the eu. Thats their right and we respect that. So what were going to do Going Forward is review our options on all matters, all sectors, not just the economic sector. As the eu and uk negotiate their way through this and its going to take some time. Were going to very closely watch the progress of the process and stay in touch with all sides and well make decisions down the line. Its just too soon to speculate exactly what it will mean terms of preferences one way or the other. Donald trump sees parallels to what happened in britain and in the United States, concern over a sort of openended immigration. Is he right . What happens if other countries follow britains lead . What will happen to the u. S. Security and is there fear that it could expand to nato, that some nato allies may want to leave as well . I think the Nato Alliance is more vital and vibrant than ever. I dont think theres any concern about that and i would remind you that the British Military is well above that alliance and well continue to do that and we look forward to doi doing that. I dont want to hypothasize about what individual nations may or may not do. We believe in the partnership, the strength of that partnership and were going to look forward to the russians are pretty happy about this. They see a weakened europe right now which from their perspective mean as stronger russia. I dont see a weaker europe. I dont know how anybody could say that and say thats what were facing. It still remains vital. What about the uk . That doesnt mean that the relationship with the uk is going to change. Its going to remain strong as well. I think he may be right, to a degree, if you look at the voting in brexit. You see older, less welleducated white voters who have a strong sense of nationalism, who see their economic prospects dimmed, who are against trade deals and disaffected from the establishment and i think you see that, you know, in the United States as well. I mean, what trump is saying, however, is that brexit won so im going to win. I wouldnt cross that bridge. But there are parallels, absolutely. Peter, what do you think . Was there a similar populist agenda here in the uk and United States that could impact the general election in november . Yeah. Theres certainly similarities that gloria pointed out the the big difference is that brexit is an idea and trump is a person. It would be the kind of equivalent of us having a referendum of leaving nafta. Trumps ideas about immigration or trade, many of them have very, very serious doubts about him as a person and, frankly, i think his buffoonery was amplified when he said there was nothing to talk about with his Foreign Policy advisers about brexit. Is he out of his mind . This has big implications for our relationship with russia, how were going to deal with syria, the idea that he doesnt think theres anything to talk with his policy advisers about britain doing something bigger than since world war ii. Global markets suffered, the british pound at its lowest in 30 years. If the negative trends continue and theres real economic fallout, negative economic fallout, could that hurt trump . Brexit is something that will not take hold immediately. When youre looking at the leading indicators, the leading indicators being the markets immediately reacting negatively to it, the uk is the fifth largest economy in the world. You are talking about the uk being the second largest donor to nato. Talk about the destabilization which is on thin ice, in not a very stable place. Economically not necessarily a good thing for trump if things get worse but also for the safety of the u. S. And, quite frankly, europe as well. But if the economy if it affects the economy here negatively, trump can blame it on other things and say, you know, this is obamas economic policies and it could hurt Hillary Clinton as well. You have to think of it that way, too. Go ahead, peter. Hillary clinton is the defacto incumbent. His popularity would be affected if the economy turned south. Well, one other thing he did as well, wolf, he talked about president obama and there used to be this old rule that politics stops at the waters edge. When youre on foreign soil, you dont criticize but i think the large impression that comes away from this is the fact that he said he hadnt been briefed and when it came to the question of foreign markets, et cetera, he was talking about how it would affect turnberry. Not how it would affect the United States. Turnberry is his golf course . His golf course. Not how it would affect our currency, making the dollar stronger, people may be less willing to trade with us. But he talked about his business and so that raises questions. If you want to be president of the United States, which comes first . Right . Should he at least meet with foreign leaders if hes going to make a trip during the course of a Political Campaign like this . Because other u. S. Presumptive nominees go overseas on trips but they usually at least meet with foreign leaders on those trips. Far be it from me to give donald trump any advice about how to run a Political Campaign because he talks about running this new campaign but the fact of the matter is, youre absolutely right. When you make the trip over to europe or to the middle east, you go for the purpose of being able to sit at the same table with World Leaders and to show voters back here that you are able to get these meetings, to have these discussions and to work with big problems. Listen, hes over there right now. If he cant meet with anybody in the uk because they are busy right now, he could hop right down to israel or where have you and line up those meetings. Im surprised hes coming back so quickly. I remember with romney, he went to israel, was in jerusalem and met with netanyahu. They all made trips and all of us remember when senator barack obama eight years ago was in germany, you remember that trip, he had tens and thousands of people greeting him with a big speech he delivered in germany. Peter macone made a point this morning that theres one parallel here that the u. S. Should consider with the brexit vote and with the rise of donald trump. The welleducated, he said, the more elitist population, if you will, have a tendency to discount the will of the people. Do you agree with that assessment . Yeah. I think theres something to that and i think theres been a certain kind of disbelief. You saw that disbelief in the United States about the polls showing that trump was doing really well. We saw some of that in the uk as well. Some people believed even though the polls showed it was close, people would never pull a plug on brexit. The idea of democracy, which is that the people rule, is not always theres a tension between the idea that people make decisions between democracy and the idea that we have certain rights, that the people are not supposed to be able to override. So a majority of americans might want to ban muslims from coming into the country. Thats their democratic right but we are supposed to have certain freedoms in the United States, that the people cant overrule. This fundamental tension between democracy on the one hand and liberty on the other is part of what youre seeing playing out. Gloria, what do you think . I totally agree. I think you make a very good point. I mean, there is this tension. We saw it in our election. We were wrong, if you call us part of the elites. We didnt predict the rise of donald trump. I think now, however, in our own framework here, were in a different context. Weve moved out of the primaries. Were moving to a general election. So there are not only the base Republican Voters but you have the persuadables and the independent voters and so you are bringing in a new segment of the electorate which will be taking a harder look. Some of them will be elite and some of them arent. Did the polls get it wrong this time in britain . Not really. Look, i think it was going to be a close vote no matter what. When i was watching returns last night it was close. I thought brexit was going to stay and not leave. But if you look at where the vote came in the uk, it was very much like what you see in the u. S. It was felt. Middle america. So listen, now the uk has to deal with what theyve dealt themselves and perhaps it works well for them. Perhaps it doesnt. Mom and pops are still trying to figure out how to put food on the table. Theyre struggling. The economy is better, and yes, theres more employment, but most people are underemployed. In washington, they say people are making a ton of money, government is spending and spending and spending. There are some comparisons to the sentiment there and around the world. We will see other referendums as well. Demographics are different, but the sent meant is there. Why cant he simply say i am going to work as hard as i can to prevent donald trump being president and work for Hillary Clinton . Right now, Hillary Clinton is sitting and going exactly his ego. The reality is Bernie Sanders had an amazingly impressive campaign, won 23 states, millions and millions of votes. No one ever expected that to happen, he didnt expect it to happen. Somehow he cannot find it within himself for a couple of reasons. I asked one of his advisers about it. They said he is trying to bring the movement along slowly. He comes out and endorses her, he will agitate some of them. I think thats self centered, self focused here. The practicality is he is losing his moment. And leverage. He was leader of the populous liberal wing of the party. Not sure thats the case any more. He hasnt gone out campaigning with her by any means, dont see them together on the campaign trail. Not at all. Maybe at some point that will happen but, you know, when this is a contentious primary, we discussed whether there would be a uni a unity moment, not only that happening but cant even say he will vote for her, only saying he is clearly not voting for trump. Relinquishing leverage he had, important leverage that he could use. In terms of the Party Platform . In terms of Party Platform, the narrative, the agenda. Lets say he is out campaigning with Hillary Clinton, you know, he coffee venuld have events wi and make the argument he made before, but do it in a way. Elizabeth warren is doing it monday in cincinnati. That will be a big event with Elizabeth Warren, with Hillary Clinton, and rally the base. It will be a huge event, it is stealing bernies thunder among the Progressive Left and giving Elizabeth Warren an opportunity to find a place in this campaign as a powerful figure, either potentially as Hillary Clintons running mate. Many people are discussing that option at this moment or as just a very powerful surrogate who is out there taking a lead. Good for Elizabeth Warren, good for Hillary Clinton and bernie is in the background. It is a Political Risk for bernie to be in the background. Then you risk people saying youre helping donald trump by not helping clinton. Increasingly one by one, were seeing former Bush Administration officials coming out, saying theyre going to work to support Hillary Clinton. I was reading an oped by hank paulson, former treasury secretary in the second term of the Bush Administration, says he cant vote for trump, lifelong republican, says he is not sitting it out. He urges people to vote for the democrat. He says a Trump Presidency is unthinkable and goes into the reasons why. He is not the only one. Brent scowcroft. It isnt, but one of the sub plots is that donald trump has never had a great relationship even though he is a new yorker with wall street and hank paulson is, you know, quintessential wall street. Then by default he has to be out there helping Hillary Clinton. I would think the reason he is taking so long, some of the reasons you mention, jeff, i think are absolutely correct, also to maintain some influence, shape the Party Platform. Maybe the longer he waits, less effective he will be. Sanders, clinton, dnc platform, people are meeting in st. Louis, trying to figure out what to do. Theres breaking news we are following in West Virginia now where at least 20 people are dead in flooding, heavy rains last night and this morning caused flash floods that caught a lot of people by surprise. Water poured on roads and streets, pushing over trees and power lines, leaving hundreds of people stranded. Take a look at this. One house caught fire before it was washed off its foundation. It kept burning as it floated downriver, passing under a bridge, threatening other structures. At last report, 44 counties declared states of emergency. This is really, really awful. I am joined by West Virginia republican u. S. Senator shelly. Whats the damage, the video, showing pictures, it looks devastating. It is devastating, wolf. We still dont know i dont think the totals in terms of loss of life and property. The power of water is just an incredible thing to see. It came so fast. Some people were driving their cars, had to get on the roof of their cars to be rescues or hope of getting rescued. Some people are caught in an unsafe environment. We are praying for those people. Thank goodness rescuers tried so many means to get safety for so many West Virginia ns. Cnn reports the latest death toll up to 20. Is that the latest you heard . Thats the latest i heard, but i will say that i have heard there are still people who have not bp accounted for. Is there any relief in sight . Well, you know, it is incredible to me in times of tragedy. I was in sulphur springs, some of the pavement is even dry, but you could see the debris. We have the national guard, we have West Virginia department of highways, fema, we have the resources and just local people helping churches, opening their doors for foot and shelter. One of those things, it just happens so fast. At 11 00 yesterday the guard was first notified there might be a problem. How long to recover . These things take a long time. Fema is great and helps in emergencies, you can get individual help, housing help, but you have to go through applications and all of those kinds of things. I think were assessing the damage. Unfortunately, West Virginia, we had some flash flooding, it is not a rarity where we live, we live in a mountainous area, but the magnitude of this is something ive never seen. Have you heard from the white house . From fema, federal Emergency Management agency, have they declared a disaster area . Are they coming in with major federal assistance . Were pushing for the federal declaration, i cant imagine that we wont get it. We had a call today with fema at 3 45. At the end of the day, wolf, at least so far, there is a lot of nice diplomacy between washington and london, reassurance that the security relationship will continue. But the bottom line is, the reality is, no one knows what the next government in whitehall might do. Popular Online Jihadi forums applauding the vote to leave the European Union. But from war on isis to european terror threats, and russian aggression, the security implications are still uncertain. The pentagon clearly had not wanted it to happen. Days before the vote, defense secretary, ash carter, stood at nato headquarters and called for the uk to stay put. We know the Strategic Value that unity and cohesion brings to our alliance. Still will share the most highly classified intelligence. That agreement is not going to be impacted by this in any way, shape or form. Within each of those countries, they have sometimes several intelligence and security services. They do not have the interconnectivity either from a mission and legal perspective, or from an i. T. Well, look, theres been progress on the ballots battlefields in iraq and syria, but isis has already demonstrated several times it can inspire people to go to europe and launch attacks, and that is something that the uk and the rest of europe still after the uk leaving the European Union, they are still going to have to deal with all of that. Wolf . Certainly will, barbara starr, thanks very much. Lets bring in peter bergen. You thought that from the security counterterrorism point of view, britain should have stayed in the eu. Why . Well, i mean, certainly, you know i think the bigger issue is not necessarily the standard security argument. It is the fact that this vote has empowered early immigrant proto fascist parties not only in britain but europe. And saying we should vote to get out and so kind of the rising tone of anti immigrant kind of flavor here, i think, is really the big story, which is, you know, we already have a lot of alienated muslims in europe. I think that we will see more, because of this vote, sort of allows us this anti immigrant wave to gather steam. So you think there is going to be a domino effect that other European Countries want to leave the eu and that could continue and maybe even spill over into the Nato Alliance . Scotland may say, hey, we want to evolve from britain. That would be a huge political catastrophe for the United Kingdom. Seconddarily, people on the right in france say we need our own vote, a frexit vote to leave europe. Europe is not popular in france, the European Union right now. And so this is an a lines that served us well. It was designed to keep europe at peace, it did. It was designed to keep european prosperity, it has. And were entering terror incognitoo here. What a lot of folks in britain were worried about, if youre a member of the European Union, if people come in refugees come into italy or spain or france, for that matter, any place they can easily without any problem, go into the United Kingdom as well. They are afraid of these kinds of potential terrorists slipping in. Yeah, that was the argument of the people in the leave campaign. And theyre also concerned about immigrants from Eastern Europe taking their jobs. The fact is that any economists you talk to say that britain is going to have some pretty serious economic repercussions. We have already seen the pound at its lowest point in 30 years. The bigger issue is the political issue where you have the potential of scotland going its own way, and even Northern Ireland trying to go its own way and the United Kingdom beginning to break up. You make the point that some of the rhetoric were hearing, forget about the uk for a moment, elsewhere in europe, could in effect create more sort of sympathizers to isis within their nations respectively . Yeah, i think so. Because i think youve two very big phenomenon. The massive wave of immigration from the middle east, iraq, syria, afghanistan. And country after country around europe, including not only just france and britain, but also hungary and poland and finland and greece and other places. And that combination is a very toxic one. The muslims who are drawn to this ideology are because theyre drawn because of alienation. If there are more alienated muslims, youll have more people drawn to isis. And your biggest concern is the inspiration, the socalled lone wolves out there as opposed to a direct attack organized by isis headquarters in raqqah, syria. I think in europe, you can have both. In the United States, its more the homegrown what we saw in orlando. But in europe, we have seen isis directed attacks in both paris and brussels that are were very deadly. Either if its homegrown or organized, theyre obviously very, very deadly in both counts. This is a Significant Development that we have seen unfolding in europe right now.
