It was the governor who was going to get it, the past governor, or future of the Republican Party, which was marco, right . I i want to be nice. Only marco. No first name. We dont do that anymore. Members made that vote to take away, i think, the Voting Rights of gop coloradans and thats whats resulted in the frustration today, voters burning their cards and feeling like they dont have a vote or being part of the election process of the candidate that represents colorado. But, scotty, you know what the rnc chairman rance priebus tweeted, rules were set last year, nothing mysterious, nothing new, rules are the same. Nothing different. The criticism of the Trump Campaign is, they werent prepared for the rules, they didnt examine the rules, they didnt know, for example, in colorado what the rules were, thats why they lost. Well, thats probably true. But you have to remember, mr. Trump is selffunding his campaign. Theres a big difference when spending donor dollars and millions given to you by a pac fund. Senator cruz started filling out his delegation for these states in january 2015. He is an excellent politician, someone who has as much establishment as somebody else except his voting record that seems conservative. He knows how the game United States played. I think back in january 2015 he was not expecting to run against a candidate that would be part of the conservative base and this has taken by surprise. Hes played the game very well in caucus states, states like colorado. It comes down to votes and delegates, something mr. Trump is winning overwhelmingly. 6. 2 Million People voted for mr. Trump compared to 3. 5 million for senator ted cruz. So i dont think you could say mr. Trump is scared or cryinging like senator cruz makes him out to be. Mr. Trump is definitely winning the gop president ial race. I dont think those numbers are precise. Hes up by 2 million over cruz, i dont think its 3 million. Well double collect on that. Cnn has learned that several high profiled republicans are not considering the possibility of skipping the Republican National convention in cleveland in july to campaign back home instead. What does that say, house and senate republicans, others, would rather stay home than presumably want to be associated with donald trump and what they think will be a messy convention. I think that is quite foolish of them. I can relate. I wanted to stay home in 2012 when they gave me romney and in 2008 they gave me mccain. I became an adult and a lot of conservatives became an adult, anything we lad to offer was better than what the democrat option was. We still lost but we had the blame game, it was conservatives fault the reason barack obama was reelected to a second term i would hope they would grow up and be more mature. If they feel like their worried about their own voters voting them out, maybe considering weve had just absolute record breaking totals at the polls this year, maybe they need to look at their own voter record and decide if theyre representing conservatives or the Republican Party or consider switching parties. Prospect of contested Gop Convention looms larger, paul ryan wont be coming to the rescue, he wont seek or accept the president ial nomination. Theres no way im going to run for president but the chatter has been around maybe ryan could be a late entrant into the race if we head into a contested convention and get into second and third ballot and republican need to find someone who could unify the party but hes tried to tamp down that speculation and made crystal clear, if there is a second ballot, it should only be someone who has run for president. If no candidate has majority on the first ballot i believe you should only choose from a person who actually participated in the primary. Count me out. Ill leave it up to delegates at rules committee to decide that. I really believe, if you want to be president , you should run for president , and when we select a nominee, we should be selecting among people who actually ran for the job. Reporter ryan said the delegates should write a rule, saying no one who has not run for president can be considered on the floor if we head into second, third, fourth ballot. He did not rule out the possibility of perhaps someone who has run for president but dropped out sincing like a marco rubio, jeb bush, scott walker being that late entrant. He said thats up to the delegates. Thats a question going forward. Clearly, wolf, he does not think that he should be considered, even if the party is in disarray during an unpredictable convention. Also hearing from Top Republicans, they want no part of what could be a rather messy convention in cleveland. Reporter absolutely. Dana, as you heard, high profile republicans, theyre considering skipping the entire Republican Convention, including many facing tough reelection battles in their home states. What does that signal to you . It doesnt surprise me, i should say theres been great reporting from our hill team, including manu and deidra walsh. Take a step back, already, if you look at the way that these have youer inable members of congress behaved when the primary has been in their state, like kelly ayotte in New Hampshire, she could not get far enough from the narrative and blows being thrown there. She has to be involved in some way, shape or form because she is a senior elected republican official. But it does these members of congress no good to be in the middle of a political fight when if they are in a purple state keeping New Hampshire as an example all they want to do is convince voters back home they are not about the party, not about any party. Theyre about helping their constituents do the best job that they can do. So that doesnt surprise me. It is a little bit of a shame, considering the fact it does tend to be a place where Party Leaders can gather, you know, and really have conversations in a way that only does happen every four years. But you know, again, not surprising to me. They want to get themselves reele reelected. Ryan, as you know, john kasich joined donald trump in commenting on the bizarre nominating process for the republicans. While trump continues to rail against the delegate Selection Process we just heard what he had to say. The rnc chairman, tweeted last night, the rules were set last year, nothing mysterious, nothing new. The rules have not changed. The rules are the same. Nothing din. Heres the question, as the republican heaparty done enough explain the issue to the public out there . I dont think they have. I mean, the truth of the matter is, nobodys had to focus on this for so many elections because the nominees have won on the first ballot by winning primaries and caucuses and winning majority of the bound delegates for a long, long time. Last really contested convention was 1976. And the last time that either party has had a convention where it went to the second ballot was 1952, so ever since both parties reformed their systems in late 60s and early 70s we havent had the situation. People have to understand that in the final analysis, delegates choose the partys nominees not the voters. The relationship is indirect. The analogy with in our constitution, if in the general election theres no candidate gets majority of the electoral votes, it gets thrown to the house of representatives, and the house of representatives decides who the president is. Also something that hasnt happened in a very long time. But its analogous here. The voters do no choose the nominee by giving him or her a majority of the bound delegates on the first ballot, the convention and delegates decide among themselves. Once people start to focus on that and understand the process, despite Donald Trumps comments, i think people will get it. Ana, as you know, trump told the newspaper, usa today, he could see himself exselecting maybe governor kasich, Governor Walker, maybe senator marco rubio, of florida, as his Vice President ial running mate. You nomar well. Do you think he would do it . More importantly, wolf, i know jeanette, marco rubios wife, well. I dont think jeanette would let him do it, if they were in their same mind. His behavior, vulgarities, craftness go against the grain for marco rubio. It would be difficult to endorse a donald trump. Being somebodys Vice President ial nominee being in tandem, partners, coordinated. Youve got to be on the same page, politically, ideological and get along. I have a very hard time seeing that happen between donald trump and marco rubio. I think youll see marco rubio extort the leverage he can at that convention if donald trump is not the presumptive nominee and use the delegates he has to try to stop trump. Officials caution they cannot be even certain if the missiles would work as advertised. Just this week, kim was in attendance during an Intercontinental Missile engine test, part of north koreas effort to constantly refine its technology. The mobile kn14 is especially mysterious. North korea is believed to have displayed it at this military parade last year. The u. S. Is not certain what improvements have been made to this newest weapon but worry it may have increased precision. The concerns compounded by the belief of some in the u. S. Intelligence community that north korea has some type of miniatureized untested Nuclear Warhead device that could go on top of a missile. Its the prudent decision on my part to assume he has the capability to nuclearize, miniaturize a Nuclear Weapon and put it on an icbm. Reporter u. S. Also tonight amazing new details emerging from a dramatic rescue mission in the pacific ocean. Were learning more about the incredible efforts undertaken by the u. S. Navy and coast guard to find three stranded mariners on a tiny island. Our brian todd has been gathering the latest information. When are you learning . Wolf, tonight we have stunning information on what these castaways and rescuers were up against. The men were stranded on a Remote Island thats 2,6 00 mils southwest of honolulu. The coast guard that that region, wolf, is responsible for covering 12. 2 million square miles of ocean. With those challenges in front of them, this rescue was nothing short of remarkable. A move of pure desperation with palm fronds, three men spell out the word, help, on the beach of an uninhabited pacific island. They swam two miles after their small boat was slammed by a wave. The men were on the island for three days when the crew of a plane coordinating with the u. S. Coast guard spotted them. Theyre difficult to find, difficult to see especially from the air so any time were successful, we find folks, its absolutely ecstatic. Anybody . Reporter it was right out of the hollywood classic, castaway. New details tonight from the coast guard on the dramatic rescue. After the men were reported missing on tuesday of last week by their families on the micronesian island, the coast guard moved quickly contacting merchant vels ss in the area. By thursday, they needed support from the air. From masawa air base in japan, about 2,400 miles away, the p8 cree headed out to search in the pacific. After a refueling stop in guam, they started a search pattern based on the skiffs last location. A crewman spotted a heat signature on the infrared camera. The survivors lit a fire, were assuming thats the fire here. In that case, once the fire is lit on the beach, the infrared equipment on board the aircraft will notice that from a long way off. Its noticing the heat difference between the beach, water and the survivors. Reporter the heat signatures vectored the navy plane closer to the island and they spotted the men waving their jackets. There were high fives. They were very excited to see these folks alive and dropped smoke to let them know theyd been seen. Reporter the coast guard sent local island residents to pick up the men by boat. They appeared uninjured. How would they survive . What did they eat or drink . At best they got on the island, maybe found drinking water, coconuts. Coconuts have a lot of liquid you can stay alive in. So far, theres no information from the men, themselves, on how they stuck this out or even who they are. We tried to reach them in the micronesian islands but have not been able to, wolf. They believe theyre going to do well in these Midatlantic States and believe that he is going to be the nominee. That means they are getting ready right now to sharpen his message for a general election. Thats why youre seeing him hit the democrats even harder. Take a listen. Bernie sanders, i will say this, for the last five weeks, you turn on the television, sanders wins, sanders wins, again, sanders wins. Like seven or eight or nine. He keeps winning. And then you listen to the people and the pundits and they say, he has no chance of winning. I say, whats going on . Because you have superdelegates by the way, i think the republicans have a worse system than the democrats, but they have superdelegates. It makes it impossible for a guy that wins to win. Its a crooked system, folks. Its a crooked system. It really is a crooked system. You know, again, i dont care who wins over there. Ill take on either one of them. I sort of had my heart set on hillary, to be honest with you. And her whole life, remember this, her whole life has been one big lie. Its been one big lie. Only a few moments ago up in rome, new york, trump went after the Republican National committee for the entire delegate Selection Process. I want to play a little bit more of what he said. Listen to this. Sure. The party is playing dirty and we got to show our Republican Party youve been disenfranchised, everybody has. You got to show the Republican Party that they cant get away with this stuff any longer. What do you make of him going after the Republican Party like this . Actually on this, donald trump is wrong. I mean, donald trump, himself, has gotten 37 of the popular vote. He is going to get 45 of the delegates as of now. So hes doing better than his percentage would indicate. Also these rules were in place before donald trump ever got into the contest at all. And in new york, donald trump could well be the beneficiary of the rules we have in new york where even if he gets just 51 of the vote statewide in each of the congressional districts, hell get 100 of the delegates even though he only gets 51 of the vote. This is not a party is a private institution. Its a private entity. And each state has its own rules. Some have caucuses. Some have primaries. The wisconsin primary allows democrats, independents to vote. Republicans in new york only allow republicans to vote in their primary. Each state has itses own set of rules and its not as if theyre being changed to hurt donald trump. He really dropped the ball, for instance, in colorado by not having his people on the ground at those local convention. The House Speaker as you know, today, paul ryan, he ruled himself out as a potential president ial candidate. What do you hope to see happen if it does come down to a contested Republican Convention in cleveland . I have a great regard for paul ryan. A lot of us are disappointed. I understand why, but he would be an outstanding standard bearer. Whats going to happen in cleveland, god only knows. Right now my best bet is donald trump will be close to the 50 when he gets there, somewhere between 45 and 50 . Maybe 47 , 48 . His closest competitor will probably be ted cruz. What donald trump has going for him is theres no outpouring of love anywhere for ted cruz. He would only be an antitrump candidate. Very few people like ted cruz. Hes not going to fall back with any reservoir of love or anything like that. I would say if donald trump gets that close, arrives at the convention, he will probably get the nomination, but, again, anything can happen between now and july. Right now thavts the way i see it. Youve called donald trump unqualified to be president. You said that any new yorker thinking of voting for senator cruz should have his or her head examined. Does that mean next tuesday, youre a registered republican, youre going to vote for governor kasich . Ill be voting and i have great regard for john kasich. Ill leave it at thought. I wish john had a better chance of getting the nomination. Right now it looks tough for him. Again, if people did want to send a message, it would be to vote for kasich. But, again, i havent decided. I will tell you this, i will not vote for ted cruz. So youll either vote for trump or kasich, right . Right. One of those two, yes. And how close are you to making a decision . Oh, i dont know, wolf. Ill probably decide that again, im not being coy. It really all depends if john kasich if that could send a signal if his vote is significant enough, that may be the way to go. On the other hand, i dont want to do anything that helps ted cruz. Really, you know, theres no between cruz and trump, theres no great support. A lot of populists vote for donald trump. In my mind, i have real issues with donald trump. I dont like ted cruz. I think hed be a terrible president. Ill just leave it at that. I work with john kasich in the house. Hes a good guy. But you have called trump unqualified. You say any new yorker who votes for cruz should have his or her head examined. So heres the question. If one of them is the republican nominee, would you consider voting for new york states Hillary Clinton if she were the democratic nominee . I would support the nominee of the party, but the extent of my enthusiasm, i, again, if it was ted cruz, i would just support the nominee of the party but that would be the end of it. I wouldnt go any further than that. Are you going to boycott or go to the convention in cleveland . No, right now i intend to go to the convention. To me, you know, we have a job to do. I am somewhat of a leader in the party, not a high ranking one, but im in the party. Ive been there for the last 40 years, ive been active in the Republican Party. Also i want to be there at the convention when decisions are made and, again, you know, who knows whats going to happen. If this goes beyond a first or second ballot, it could be a whole new ball game. Certainly could be. As you know, donald trump yesterday mentioned in that interview he gave to usa today that senator rubio who you had endorsed along with governors kasich, scott walker of wisconsin, could possibly be his Vice President ial running mate picks. Would the right choice for Vice President ease some of your concerns about a potential President Trump . It certainly would because it would show that donald Trump Realizes that, you know, in the real world, not reality tv, but the real world, that you do need people on your team, people in high positions who have experience and know whats going on, who understand the complexity of the issues and if you talk about senator rubio, youre talking about governor kasich, or Governor Scott walker, any of those three would be an outstanding addition to the ticket and would really provide the type of leadership and experience and expertise that would go a long way, i think, toward making donald trump more acceptable to people beyond his 35 base. He doesnt have 50 , though. It seems he has hit somewhat of a ceiling, even know what hes doing in new york, if hes at 55 , 6 o , those are big numbers. It shows he has a solid base of support and its very tough to turn him away at the convention because those people are almost fanatically attached to him. I use the word fanatical in the best sense of the word. Theyll be very, very disappointed to put it mildly if they feel the nomination is stolen from him if he gets close but not necessarily close enough. So well see what happens on that front. First of all, what do you know about this, and is this type of missile capable of reaching the United States . Wolf, i really cant say what i know and be honest with you, im not certain as to its how far it can go, but whether it can or not, the fact is this is a if its true, its a very, very significant move and its an example, again, of the danger we face from north korea and why some type of action has to be taken whether its strong, strong economic boycott with, you know, the u. S. Pressuring china, but action has to be taken because hes almost out of control and this, again, would be a significant step forward for north korea. When you say some kind of action, that sort of suggests maybe military action, a pree t preemptive strike of some sort. Is that what youre talking about . No, not at this stage. China has to take it more seriously. Its up to the United States. I dont mean this in a partisan way. We have to start putting more pressure, working with china. North korea cannot exist without china and various reasons china doesnt put more pressure on north korea. The fact is this is becoming a threat to the world and china has to be the adult in that region. Whatever pressure we have, we are a pacific power. Ana, i want you to react to what we just heard from donald trump that the system is rigged except for those states he won. Exactly. You know, hes got a selective criticism of the system. When he wins, the system works just fine. When he loses, the system is crooked, the system is rigged. Look, wolf, our system is quirky. Every state gets to decide how they want to run their state contest. Some states have primaries. Some states have caucuses. Some states have conventions. But it is up to each state. And you have got to know what each state wants, what each states rules are. In the same way that you have got to fill out and, you know, and go by the requirements to be on the ballot in each state, youve got to go through the specific requirements to compete at each state contest. And i think he sounds whiney. I think he sounds infantile. But i also know that hes laying out this narrative so if he gets close to 1,237 but doesnt get quite there, he can claim that its getting stolen from him and raise all kinds of hell at the convention. Thats what hes doing. Ron, senator cruz today called donald trump, he said he called him losin donald, said trump was whining over losing delegates to cruz in state conventions. As i just pointed out, we just updated the raw vote total after wisconsin, hes got 8. 2 million so far. Cruz has 6 preside. 2 million. Thats a huge difference. It is a huge difference, but as we said many times, donald trump, himself, is stuck at around 40 of that popular vote. Hes not at a majority of the popular vote and is unlikely to get there before the end. In fact, as representative king noted to you, his share of the delegates will exceed in many cases h his share of the popular vote because of the winnertakeall features. Look, i would not say the system is rigged as donald trump did but i would say it is rickety and it seems to me if we are moving into an era, which i think we are, where were going to see more races that go through all 50 states, where every delegate matters, these nonprimary contests, the caucuses and the conventions in many cases, im not sure they can withstand the level of scrutiny they are now going to face because in many cases they are not being conducted at a standard sufficient to the stakes involved. These are the rules. These are the rules this year. Donald trump should be competing in them, not complaining about them. It probably undermines his case to the delegates to be compla s complaining about them. In the longer term if every delegate is going to matter, there needs to be a serious internal look by the Republican Party at how these states are undertaking this very important responsibility. They may have to do another autopsy report after this election cycle. Dan, the house Speaker Paul Ryan just came out and he said rule him out as a president ial candidate, absolutely positively. But you know what, he sort of said the same thing when he was originally being drafted to become the speaker of the house. Has he put this to rest . I think he is sincere in saying he is absolutely not going to run. He will not, you know, not serve if nominated or whatever the shermanesque thing is. But i dont think its going to put it to rest. This is the ultimate fantasy of a lot of the republican establishments types who are very uncomfortable with a trump cruz version of the party and paul ryan is their demago e demdemagogue. It would have been bad for his political future because he would have angered the 40 of the party rons talking about who are really, like, what paul ryan represents is what makes the trump cruz voters so angry about the party. Paul ryan is incredibly protrade, incredibly prowall street. You know, supports cutting medicare and social security. And so the disconnect between washington and the trump cruz voters is embodied by paul ryan so getting him out of the middle of this was the right thing to for his political future, i think. Gloria, donald trump says the delegate Selection Process, he says, in his words, its a dirty, rotten, disgusting system. The chairman of the Republican National committee, reince priebus, he tweeted last night, the rules were set last year. Nothing mysterious. Nothing new. The rules have not changed. The rules are the same. Nothing different. How will the republican race be impacted if trump keeps questioning this entire republican delegate process . Do you see the rnc making any changes . You know, look, i think the changes are up to the rules committee, wolf, and its up to trump to get his people on the rules committee and i think he probably will. I think, you know, trump said it, himself. The question here is if you are questioning the legitimacy of the process, right, what happens if you win . Does it does it still remain an illegitimate process if you actually triumph and come out of the convention as the nominee . And also, does it hurt your case as ron was alluding to going into the convention if you tell these delegates youre part of a lousy, rotten, corrupt process, but on the other hand, why dont you all vote for me . I think that doesnt help make your case in the long term. So he clearly is putting the rnc on notice. We understand he has to do that. Just in case he doesnt win. But if he does, what does he then say . Oh, never mind . You know, the process worked . I mean, its kind of its kind of a difficult position for him to take. All right. Good point. I think the point shes making is legitimate and correct that even when you have a state like new york that does a very good job of passing gun safety laws, what other states do affects you.
