We expect the continuation of what we saw yesterday in houston where the public will probably be lining the route to the church and youre going to see a celebration of life and a celebration of a movement that has been by the death of george floyd for systemic change in the way Law Enforcement agencies do business and with the way we talk about the challenges in society here in the United States. As you know at the same time there are all these protests and that people are mourning today, the case continues against the four officers who are charged in George Floyds death. I dont know if you had a chance to tune in to cnn last night but one of the attorneys for one of the officers not the Office Chauvin with his knee on the neck of george floyd but another one of the officers came on cnn and basically made the argument that if any members of the public had a problem with what they were witnessing, they should have intervened. Let me just play that moment for you. If all of these people say why didnt my client intercede . Well, if the public is there and theyre so in an uproar about this, they didnt intercede either. Chief, do you want to see the public intervene when they see something that your officers are doing that they dont like . No, i have been asked that question by a lot of young people in houston during the marches and what i have told them the best thing to do is to make sure that you record whats going on and very loudly protest and have someone call 911 and say you need a supervisor here now, this is whats happening. Were recording it, we need you here now. So i think its a little disingenuous. The public isnt trained to get involved in these type of situations. The officers were trained. Those officers had a duty to intervene and im glad that here in houston we have had that policy and we have had a policy against manipulating for many years and lets hope that moving forward those policies are nationwide, not just in some departments. Okay. Lets talk about that, because yesterday the Congressional Black Caucus put out their ideas for reform, for what they would like to see nationwide. Here are some of the bullet points of that. The ban on chokeholds as you have just been describing. A National Police misconduct registry. Incentives for states to mandate racial bias training. Restrictions on transfer of military grade equipment. Requirement of federal Uniformed Police officers to wear body cams and antilynching legislation. Anything you see there, chief, that you feel or your officers feel would handcuff them from being able to do their jobs effectively . You know, were going to support and advocate for a lot of those positions. I have been working with Sheila Jackson lee here locally, but the militarization piece we have to slow down one second because its not about the equipment, its about proper training, proper oversight, proper supervision. Because imagine this country we live in when we have the active shooters that go out, look at dayton, ohio, that wasnt that suspect was about to enter a very crowded nightclub with 100 drum magazine, with 100 round drum magazine and then an officer with the patrol rifle some people would consider military type weapon was able to stop him, take him down before he killed many others. So we need to just slow down, lets have a conversation, those big old emrats people say we should have them. During Hurricane Harvey it was the vehicles we used to rescue people from high water, so lets please i urge this country, lets not be knee jerk. Lets be thoughtful because at the end of the day we need to do things to keep the public safe. That starts with having the policies that are critical policies, be adopted nationwide across all 18,000 Police Departments and not just progressive ones. With us also is charles blow, a columnist from the new york times. Abby, something you said has stuck with me, which is that one of the major changes is that the default position in the country now seems to be for reform. You were speaking specifically of policing, but you can extend that. It seems to be for change. Which brings me to some major new reporting from Barbara Starr overnight at the pentagon reporting that the secretary of the army and the defense secretary are said to be open to holding bipartisan discussions to change the name of Major Military bases that are named after confederate generals and confederate leaders. Im talking about ft. Benning, ft. Bragg. Major bases. And this morning we just got ahold of an oped written by retired general David Petraeus who said, yeah, thats a good idea. He says we do not live in a country that benning or robert e. Lee can serve, and the army which prides itself on leading the way in perilous times will be left to fight a rear guard action against a more inclusive american future. One that fulfills the nations founding promise. That is from David Petraeus who led the u. S. Military effort in iraq at the end there. Thats extraordinary, to see the discussion move so far in that direction. It is extraordinary and i think that often its really people are hesitant to assume there is more change happening until it happens but we need to look at what evidence we actually have of where public sentiment is. What is happening at the ground level. And i think what we see is that public sentiment is starting to shift in a very clear and dramatic fashion. In about five years, Public Opinion has shifted about 20 to 25 points on the question of whether theres a systematic problem with the Racial Disparity in policing that Public Opinion has shifted and our recent cnn poll out yesterday Race Relations was up there with health care and the economy as a top issue for americans. I dont have the answers about why. I dont know why this george floyd moment has pushed us to this point. But its clear that the American Public believes theres a problem that needs to be resolved. They are willing for the first time in a majority fashion to recognize that there are underlying Racial Disparities in terms of policing and when we look at some of these issues like whether we are naming military installations after confederate generals, whether we are erecting or tearing down confederate statues, we have to remember and keep in mind these are neo confederate, you know, memorials to the confederacy that popped up during the Civil Rights Movement as a way to push back against giving added equal rights to black americans in this country. And the fact that they are being rethought and in some cases brought down is a testament to the fact finally perhaps we should at a point that we are ready to let go of the things that bring up the darkest parts of our past. Charles, can you hear me . Yes, i can. Oh, good. So your thoughts on everything that has come to the fore over these past two weeks. Well, thats a big question, alisyn. Im very encouraged by the protests. Im encouraged by the magnitude of them. Im encouraged by the it goes back to the scope of them that theyre international. Im encouraged by the by the racial mix of them. That some of the protests are majority white in some places. Im encouraged by the fact that i theyre so young, but at the same time, im waiting to see how power structures respond to them. The power structure in this country is still majority white. Some of the things that were talking about are kind of symbolic things that dont cost anything. Taking down a confederate statue doesnt cost anything. Changing the name of a military base doesnt cost anything. It makes us feel good, but it doesnt disrupt power structures at all. The reason that black people are disadvantaged in this country is because power structures have ensured that would be the case. Locking up black people was both about controlling bodies and about money. Police aggressively controlling the black neighborhoods was about money. Theyre producing money from fines and penalties. Political access, influence, also costs. So thats a power structure issue. The reason that you have all of these cops in the black neighborhoods is always about money and power. And so until we get to the point we can talk about those things, im not sure how what the moment means. Only history will tell us that. And also charles, you have written about this, how long this moment will last. Its been two weeks or so since the death of george floyd and people want to see change right now, but you remind us look the montgomery bus boycott was more than 300 days. This needs to be this needs to be a sustained push. Right. Montgomery bus boycott was 382 days and they were not going to stop. They didnt run out of steam in 382 days. The Supreme Court ruled those laws of segregation on buses to be unconstitutional and then they stopped. Im not im not always sure in our new movements if people have that kind of stamina. They didnt have it on occupy wall street. The womens march didnt have it in the sustained way. They had it it was a great moment to see it. But it didnt have it in that way. And there are a lot of things pushing against it in modern culture in that narratives can change very quickly. We have, you know, social media and we have very we are very distracted in a way. So im waiting to see. I hope that this movement lasts but i can not be sure of that. Well, often to your point, after a funeral sometimes that feels like a resolution, abby, sometimes people feel as though they move on. But on the flip side, there continues to be what feels like in the morning, at least, an endless stream of the body cam videos that show people of color, men, saying i cant breathe. I mean, we have another one coming up right after this of a family where a body cam video from police actually, a cell cam video from a witness has captured yet another case that feels a lot like george floyd and so it doesnt feel like the movement, you know, will end right at this funeral. Yeah. I think thats a really important point. I mean, the Washington Post has been tracking the Police Killings over the years, basically since ferguson and they have found that after years and years of all of these different videos coming out, it hasnt, you know, stopped or slowed the pace of people being killed in interactions with Police Officers. So i do think that even while theres so much more attention being brought to these issues, it hasnt actually stopped the problem from happening. And i also think that realistically we have to contemplate the possibility that even if there are these changes that activists are pushing for it may not also resolve the issue that were having. I was struck by what the police chief art acevedo said in your program, he said this needs to be a blanket change, because there are 18,000 Police Districts in this country that all have different rules they abide by. I think theres a growing realization that these kinds of piecemeal changes, one district here, one district there is not going to do it. To charles point, the underlying structure that holds up policing is going to be very difficult to change. We were talking police unions, were talking cities that are cash strapped, that rely on funds that come from essentially interactions between the police and people. So its going to be tough but it might also have to be nationwide and that kind of push is going to be really quite difficult. All right, abby, charles, thank you very much. Its because of that sharp rise that the next phase of reopening which would have been the resumption of Train Service as well as the reopening of music halls and cultural venues that son hold for at least a week. Im in sao paulo. The president bolsonaro was accused of trying to hide the severity of the pandemic after the Health Ministry stopped reporting cumulative figures for both deaths and cases. Faced with widespread backlash on monday they reverted to providing the comprehensive figures, bringing the total to over 700,000. This comes after bolsonaro threatened to withdraw brazil from the World Health Organization over what he called political bias. Im matthew chance, this morning, russia is lifting some of the tough pandemic restrictions. Abandoning measures to electronically monitor residents in moscow, easing border controls. But its doing this despite Coronavirus Infections remaining stubbornly high. Latest official figures show more than 8. 5,000 new infections recorded in the past 24 hours aileen. Theyre declaring victory against the virus, but the kremlin is trying to bolster the look. New zealand has detected no active cases of coronavirus for the First Time Since the end of february. So all of the restrictions have been lifted on schools, workplaces, social gatherings with the exception of international travel. Com coronavirus a private funeral for george floyd begins in hours in houston. Democratic congresswoman karen bass will be there, and shes the chair of the Congressional Black Caucus. Thank you for being with us. I know the funeral will be an emotional moment for many americans. Its also in some ways the impetus for this extensive new Police Reform package that youre a big part of putting on the floor in the house of representatives. Just so people can see whats in it. It calls for a ban on chokeholds, incentives for states to mandate bias training, and restrictions on military grade equipment and it goes on. Not on the list is what i think is the most significant things here which is lowering the bar for the standards at which police can be prosecuted for things. Changing the standard from a willful violation of a suspects right to a reckless disregard. Why is that important . Well, because right now its very, very difficult for people who have been injured to sue the department. Just like its difficult to prosecute, its difficult to fire a Police Officer. And one of the things that were calling for overall in the bill that you didnt mention is really raising the level of policing in the United States. Having Police Officers certified, having national standards, why is it that a chokehold is okay in one city and not another . Having Police Officers having continuing education and getting recertified, like many, many professions, a doctor, a lawyer, a beautician. A lot of people have to go through certification so raising the standard. I think that will make a huge difference. One of the things that were really trying to address is police culture. I dont believe that any police chief wants to hire somebody that has been accused of abuse or inappropriate behavior from another department. But right now, thats the way it is. So we believe that there should be a national registry. Tamir rice would have graduated high school this month. He was 12 years old and the officer lied on the application. So raising the standards and looking at policing in the United States and lifting up the level. Ive read through the legislation. I did not see any calls to defund the police or dismantle the police. Why isnt that in there . Well, because i dont think that thats the appropriate thing to do. But one of the things that is in the bill that i think speaks to that is grants that would be given to Community Based organizations so they could come up with Innovative Solutions to address problems in the community. I also believe this helps Police Officers. For example, you often hear from Police Officers, theyre not social workers. Why should they have to deal with an issue related to homelessness or Mental Illness . We have a jail in los angeles that most of the people in the jail are mentally ill so maybe we can look at what looks goes on in the different communities and so the opportunity to have the grants to Community Based organizations is a good start. I think the other thing that activists are getting at is the balance of budgets in cities. And so why is so much money spent on Law Enforcement . Well, maybe if we addressed some of the social and Economic Issues we would havent to spend so much money. So the call to reinvest, that certainly happened in my own city, where the mayor has cut the budget but hes going to reinvest it in other problems and solving issues in the community rather than looking at the police to solve every problem. You hear Police Officers complain about that all the time. The president hasnt commented on your extensive proposals. Instead hes seizing on what youre hearing from some in the grass roots, the calls to defund and dismantle. He says the radical left democrats have gone crazy. Well, i think what the president is seizing on is the fact that he knows his poll numbers are dropping. And so he wants to attach a slogan from protesters around the country to the democrats. I dont know whether theyre democrats or not. And so i think that he knows that hes completely mishandled the pandemic and he has no idea how to handle whats going on in the streets right across the street from the white house. Thats why hes barricaded himself in with this big huge fence. Now, there are a number of things in here which i have actually heard republicans propose or discuss in the past. Do you have any specific republican buyin yet and what have you heard from the white house on this proposal . Havent heard anything from the white house. We introduced the bill just about 24 hours ago, so the work begins. We did begin discussions though with republicans a couple of weeks ago when we were at the conceptual stage and i think that there is interest. We have to do the work, we have our first hearing tomorrow. Well vote on the bill in committee next week so we have our work to do. Im looking forward to doing it. I think this is a very positive bill. I think there are lots of things in the bill that my republican colleagues can support. But heres whats most important. Protests are taking place in 50 states around the country. Polling is overwhelmingly in support of the protesters and believe that they have valid concerns. I think our legislation is a major step forward to addressing those concerns. Well, what would it say to you if the white house doesnt reach out to at least discuss some of the proposals . Well, i dont know that i have the expectation that they would do that. But i think we need to move along with the process and im sure that they will be engaged at some point. And you know that we drafted the bill along with the senate, so senators harris and booker have introduced the exact same bill there. Representative karen bass we have over 200 cosponsors in the house. No doubt it is likely to pass the house of representatives. What happens after that, thats the open question after that. So a Washington State man died while in Police Custody. He too said i cant breathe. His autopsy now rules his death a homicide. Were going to speak with his family next. Eerie echoes of George Floyds death have brought new attention to the case of manuel ellis, a suspect killed in Police Custody three months ago. Newly released Video Shows Police in tacoma, washington, hitting ellis. Its important to note that this new video does not show the entire incident. It does capture what officers are saying to ellis while hes on the ground. Put your hands behind your back. Hands behind your back. Now an attorney for ellis family say that ellis voice can be heard in the background of this recording. This is a police radio call and he says you can hear ellis screaming, i cant breathe. Joining us now is marsia carter, ellis mother, monet mixon his sister and james bible, the familys attorney. I know it cant be easy to see and listen to those videos again. Monet, what have police told you about that night and why everything became so aggressive and violent . The police havent told me anything. What all my information what do you understand about what happened that night . Have you just pieced it together from some of these videos . So we didnt get a video until friday. I knew from the day that i was told that my brother was killed in Police Custody. I knew that day that they were lying and that it was a coverup. How did you know that . Because i know my brother. Meaning that he wouldnt have have been combative with police . Exactly. He would not be combative with police. We werent taught we were not disrespect especially when it came to authoritative figures. You have to respect especially Law Enforcement because of what they can potentially do to you. So we have known this our whole lives. He would teach it to my kids, so its just know what that that happened. Miss carter, this whole apologize aftermath, hearing him say he couldnt breathe and then knowing you heard the audio of your son saying that, what has all of this these past weeks been like for you . Its been a lot of crying, a lot of crying, and unknown. Just not knowing what is going on. So when my daughter began to reach out to certain people and the video came in well, i knew from the beginning that my son did not hit a Police Officer. He would never do that. He like monet said, they were taught to be respectful to authoritative figures. My son talked to me that night for 15 minutes. His mind was on the lord and making his life and his path in a straight and narrow way. So i think my son was just picked out personally. Thats what i feel. Well, there are definitely discrepancy in the story. There was a witness, a young woman in a car behind this whole incident and she was so upset by what she was seeing she took out her cell phone and started videotaping this confrontation between police and manuel and she was so upset, she starts to yell, stop hitting him. Shes yelling oh, my god, that was so scary. Thats her. Shes yelling at police to stop shes yelling just arrest him. Please stop hitting him. So thats what she saw is police becoming aggressive with him. What police have said is that he became aggressive with them. Their story, mr. Bible, is that he somehow approached a Police Officer and picked up a Police Officer and threw him to the ground. I know that you have said that there may be more evidence coming out. Can you tell us anything about what else we can see to figure out the truth here . What i can tell you is that the Police Departments narrative is ever shifting and ever changing based on Additional Information that we have been forwarded. I think its critical to note that this independent witness actually was in a place where she saw the initial interaction and she says that manuel ellis wasnt doing anything wrong. He hadnt assaulted an officer, hadnt done anything wrong and he got first smashed by a Police Officer door, thrown to the ground and beaten. Thus far, we have been able to get the medical examiners report, get that independent witness out to the public. Be in the space where we got the video from her, listened to raid yeah scanners that tell us a great deal about what manny ellis last words were, which were i cant breathe. Its a repeated theme from new york to minnesota to texas and now washington. We are actively investigating this matter and asking for a fully independent investigation to be led by the state. What is deeply disappointing at this moment is that pierce countys Sheriffs Office is in a place where theyre actually investigating this case and theyre too linked to the Tacoma Police department and their spokesperson has repeatedly said, nothing to see here, everything is fine and per se he charged them and then they say, well, no, he body slammed one. Then as we present more evidence, they change their story. Ultimately, where we are now is something that totally undoes what they have initially said and what they continue to say. Monet, what do you want to see happen next . Two of the Police Officers have been put on administrative leave but theyre not charged, theyre not fired. What do you want to see happen next . Well, they have already were put on administrative leave and then they let they were allowed to go back to work and now theyre on leave again because of the video. But they need to go to jail, they need to be charged to the fullest extent of the law. Me personally i would like them to receive the Death Penalty because they carelessly took my brothers life. They took my brother from me and so for that they need to be prosecuted to the fullest extent possible. Monet, marsia, james bible, we really appreciate you bringing this story to us. New this morning its been more than a month since states began opening up again, a return to normalish for some people. But a concern to others. Dr. Sanjay gupta is joining us with more. Sanjay, we are starting to see some things move now. Yeah, we are, john, and its been a question, you know, after memorial day weekend states reopening, these protests that we have seen over the last couple of weeks what has been the impact of all that on this epidemic, this pandemic here in the United States . We took a little bit of a closer look. This is the lake of ozarks. Look at these folks. That was memorial day weekend in osage beach, missouri, after the federal government first implemented their guidelines to slow the spread. We are announcing new guidelines for every american to follow. When that decision was made, fewer than 80 people had died in the country and less than 5,000 were infectioned from coronavirus. A study published in the journal nature estimates that 60 million were avoided in the United States because of the stay at home orders and as the United States approached 900,000 infections some states started to reopen. Just look at georgia, cases have now more than doubled since Governor Kemp made this announcement on april 20th. Theyre now at more than 52,000 cases. Today, we are announcing plans to incrementally and safely reopen. Reporter today all 50 states are in some phase of reopening. This is the photo from last weeks spacex launch. People gathered on the bridge. Would you put yourself in these types of situations . I think the really important thing of all of this that you pointed out, not just to the individuals but to the risk theyre putting thats whats happened. Reporter social justice protesters have filled the streets for past ten days shoulder to shoulder. Enough is enough, enough is enough reporter all of it fuelling more concern about the continued spread of the pandemic. One person who visited the lake of the ozarks did test positive for coronavirus. The question being did that person set off a Chain Reaction . By tracking anonymous cell phone data in one of the most Popular Party spots, tectonics was able to track the cell phones to other places. In bucks county, one case has been tracked back to those who spent time at the jersey shore. And three Football Players from the Auburn University team in alabama tested positive. While they are now isolated, the question is were they caught in time . Before spreading it to anyone else. In another case, Oklahoma State Football Player posted on twitter quote after attending a protest in tulsa, and being well protected myself, i have tested positive for coronavirus. Mass groups like are to potentially Contact Trace with because you dont necessarily know the people that you have been around. Reporter states like illinois, connecticut, and new york, have been able to keep case counts headed down. Others like utah, north carolina, arizona, they are trending upward according to Johns Hopkins university. The governor of arizona says its to be expected. The more we test, the more cases that were going to have. Reporter but keep in mind its not just the new infections rising. So are hospitalizations. In six of the states with the largest increase in cases, hospitalizations have also climbed. So many different events were happening all around the same time. And teasing that out is very, very challenging. So its hard to make sense of the data completely. What we can easily say is that the virus is still out there. Reporter as a country, the picture is still concerning. Overall the number of coronavirus cases are still doubling every two months and the case count is approaching close to 2 million. And over 110,000 deaths according to Johns Hopkins university. We may have reopened, but we still need to act like each of us could be carrying the virus. All right, sanjay, im excited to speak with you this morning but this morning we need your wisdom more than most. Because of the statement made by the scientists at the w. H. O. Who says that asymptomatic spread of coronavirus is very rare. Thats just different than what we have been told the last few months so whats going on here . Yeah, its different. Its confusing and i think the World Health Organization frankly, theyre going to have to clarify these statements because i think its just left a lot of people confused. Couple points. First of all, asymptomatic meaning you dont have symptoms, you never develop symptoms. Thats an unusual situation because we know that people may not have classic symptoms. They may have covid toes, loss of smell, those are still symptoms or mild coldlike symptoms. So a true asymptomatic person who has the virus is a rare situation. But more importantly, john, i think what we learned, people who have not yet developed the symptoms, presymptomatic, so they dont think they have any symptoms, they feel fine, but theyre about to develop symptoms. We know and the data has been pretty clear on this that they not only can be contagious, they can be more contagious before they develop symptoms. So, you know, i think the basic guidance remains the same as a result, john. We have to be behave like we have the virus, because you may not have any symptoms, be actually be more most contagious during the presymptomatic phase. Asymptomatic it does fly in the face from what we heard from the cdc and other Public Health organizations so what exactly did they mean .
