All right, to see rebecca and her team for action, go to cnnheroes. Com. Sergeant la david john was found nearly a mile away from the central scene of the ambush. U. S. Military do not leave its troops behind. The war is morphing, you will see more action in africa and not less. If you want to get into a debate with a four star marine general, i think thats something highly inappropriate. And even for someone thats empty about who were stunned. If you dont understand that reference, i will put it in the south, all hat and no cattle. There is a credible issue with the president and now there is a credible issue with the chief of staff. Isis no longer rules here. They left behind the city scarred by their occupation. I want to wish you a good morning, i am diane gallagher. I am martin savidge. A soldier died fighting on the war on isis. We take you to his final resting place. Sergeant la David Johnson be laid to rest. Flags are flaying half staff in his honor. It is porimportant to know t this is based on early report, there is no word on how he was separated or why his body was recovered two days after those of the other three soldiers who were also killed in that attack. This comes as the president stands bee chief of staff john kellys attack on a florida congresswoman. Fredricka wilson is a close friend of the johnsons family and she was with them when johnsons widow took trumps condolence call on speakerphone. Wilson says it was incentive. The president says kelly was outraged that wilson was listening in. He was so offended that a woman would be, that someone would be listening to that call. He was he could not believe it. Actually, he said to me, sir, this is not acceptable. And meanwhile, steve bannon delivered a blistering attack on former president george w. Bush questioning his intelligence on whether or not he fully grasp the nature of the speech of nationalism earlier this week. Well begin of the new investigation of nigeria ambush. The pentagon tries to spin down the exact time line. U. S. Officials are clarifying key points , Barbara Starr reports. Reporter they all cautioned this is the early picture in and the investigation continues. The pentagon is looking at exact circumstances. The entire team led by has been interviewed Officials Say when they last saw johnson. The u. S. Team stopped on the nigeria, mali border so they could pick up supplies and food and water and they met with village elders. Investigators believe that ambush may have begun when u. S. Soldiers were back in their vehicle, possibly even driving. Those killed are laid to rest, defense secretary james mattis on capitol hill briefed senator john mccain one day after mccain threatened subpoenas if the pentagon does not start telling congress what it knows. I felt that we are not getting sufficient amount of information and we are clearing a lot of that up now. Mattis refusing to publicly comment why the fbi is involved in gathering intelligence on this suspected isis militants that ambushed the u. S. Forces. The fbi would have joour jurisdicti jurisdiction. The pressure is mounting for a public explanation of what did happen to Sergeant Johnson. He was abandoned for two days for 48 hours. Why . Why didnt they pick him up and put him on their shoulders like they did the other fallen comrades and put him on a helicopter and taken to safety. He could have still been alive. Reporter thats fearlessly adamant that troops on the ground did everything they could. Having seen some of the news report, the u. S. Military do not leave its troops behind. I would ask that you do not question the action of the troops who were caught in the fire fight and question whether or not they did everything they could in order to bring everything out at once. Reporter all troops face ra risks. I will tell you categorically from the moment of contact, no one is left behind either the u. S. , partner of Nigerian Forces on the ground actively searching for the soldiers. Reporter the first 48 hours, cnn was one of the News Organizations agreed not to report an active search was under way for him because no News Organization thats responsible would interfere of an active investigation if it was possible that the soldier is still alive out there. Barbara starr, cnn. Beef up forces or maybe face a 9 11 attack. Most americans want to do the following where that he adopt want another 9 11. We dont want the next 9 11 coming from nyjer. I want to bring in our Cnn International correspondent, david mckenzie, what can you tell us of the operation and the terror attack in africa. Good morning, there is a robust now the u. S. Uses niger as a staging ground for its operation in the region. It is a vast area to put it in perspective for your viewers. They are dealing a threat that covers the size of a continental u. S. , much of the u. S. Involvement is around intelligent gathering new drone base. That helps the Regional Government and u. S. Allies trying and track down eliminate the threat of the Terror Threat coming from threats thats loosely affiliated with alqaida and syria. With guns and ideology spreading throughout the region that is the u. S. And others need to keep involve in the fight against tearing that part of africa so it does not get out of control. Thank you, david, general mark, if i can ask you that we have heard that johnsons body was a mile away from the site of the ambush, what went wrong here . Well, lets all agree that none of us were present during that ambush so we dont know the circumstances around what happened but i can tell you that immediately and environment thats been assessed in advance of operation thats permissive, they went in and had no large weapon systems and they did not have immediate air support so what happened is you walk into an ambush like that and i think the initial report coming back is Sergeant Johnson was in fact one of the drivers of the vehicles of this convoy carrying the Operation Team into the village. He was probably trying to get his comrades out of the area. He may have been in the vehicle by himself picking some additional folks so we dont know in the confusion of the noise and the killing and blood and screaming, what took place and he ended up a mile away. Well figure it out. I want to address the twoday period when the ambush occurred and when he was eventuallily recovered is a period thats unknown to all of us. Again, they probably, the soldiers p soldiers tried to work their way back and simply could not get in because they were overwhelmed by the fire. All of this will come out in the investigation, well figure it out. Do you think the attack could have stem from bad intelligence. I would say they did stem from bad intelligence. It is very difficult to say that. You never have a clear picture. The enemies that we go up against try to mask their capabilities all the time. It is not and absolutely unusual to assume and bear in mind of the context, they have done patrols like this 29 times before they went on this patrols. Lets not suggest they put their guards down, they are creatures of habit. Every mission requires a certain preparations. I know they went through those stages of preparations. Something has changed isis fighters came across across the border from mali, yes, i would suggest there is potentially intelligent failure again. The department of defense and Africa Command which had ownership of all of this will reveal it shortly. I hope theyll get through it as quickly as possible. David mckenzie, thank you. President trump says his chief of staff could not believe what he was wearing after a congresswoman made a comment. Good morning, this is a conversation that will not go away. The president in the interview defending his chief of staff and explaining why he felt so compelled to speak out. He was so offended because he was in the room when i made the call so were other people. The call was a very nice he was so offended that a woman would be listening to that call. He could not believe it. Actually, he said to me, sir, this is not acceptable. This is really not. And it was so nice, i quote many people and i would think many of them appreciate it and i was surprised with this to be honest with you. An attempt by the white house to turn the page on this controversy but instead, it helps propel it because of general kellys false claim of what congresswoman wilson said of the 2015 event in miami. What happened was the white house continue to defend kellys statement despite the fact they were proven to be false and press secretary sanders yesterday says because of his status as a retired four star marine core general. Sarah sanders putting out a statement after the press briefing saying of course, everyone can be questioned. Germajeremy diamond at the w house. Thank you very much. Two members former presiden accusing donald trump of his smack down politics. And later the epa says more than 20,000 people in louisiana have the highest risk in the country developing cancer from toxic chemicals in the air. State regulators say the threat is not imminent but local people are still afraid. Husband and wife died across the street from cancer. Where are all these cancers are coming from. Com president trumps former chief strategist delivering a take down of former president of george w. Bush. He bluntly questioned president bushs sbintelligence and whether or not he understood his speech. Steve bannon. He had no earthy idea where he was coming or going, just like it was when he was president of the United States. [ applause ] i want to apologize up front of any of the bush folks out there in this audience. There is not more a destructive presidency than george bushs. All right, that leads to a discussion and with us now is eugene scott and kelly james. Kelly james, let me start with you, what do you make of the remark there . It is a little rich for steve bannon to talk about people using speech writers, it is not as if donald trump does not make fully of himself and what were the high humanity and freedom and humilithumility, these are that you dont hear coming out of bannons mouth or president trumps mouth. Perhaps thats the problem that george w. Bush talked about of the kind of things that inspire people and values that americans have held ever since the founding. These are not values thats held by bannon or president trump. He tried to connect with his audience. Eugene, his attack following president obama and obambush, h rare is it for a former president to criticize his successor. We dont see it happen often. If this administration have been anything is unprecedented. I dont think it is a surprise to see people like familiar with of the Obama Administration and Bush Administration coming out to defend their legacy and efforts to make the world a better place. The trumps organization attack what they have done. Bannon called bush as one of the Worst Administration in history which was shocking. What do you think bannon is trying to do . What is he trying to convince the audience. One, you are not going to attack trump and not get a response from trump, i gepuess you are not the rapper, eminim. Kelly, well switch gears here. Another controversy and when pressed about statements made by general kelly about congresswoman fredricka wilson, White House Press secretary Sarah Sanders said it is inappropriate to question a four star general. If you want to get into a debate with a four star marine general, thats something highly inappropriate. The freedom of speech seems to lost sanders later did backtrack lightly. Of course, everyone cannot be questioned but after witnessing general kellys heartfelt account, we should able to agree impugning his credibility on the fallen heroes. You know, i am sorry, when a four star general gets into political life and takes on a political job, he becomes fair game in terms of talking about politic is. I will say i was really, really moved by general kellys speech and his remarks. He talked about he got really emotionally. Why is my son back there. It was totally moving and at the end, he completely ruined it by attacking congresswoman wilson. It was unnecessary if he just left it where it was. Everybody would have said wow, this guy is hes a very, serious man whos you know help us. He totally ruined everything good that he said about that sfee speech. I agree. We were all moved. I wonder eugene, does kelly look bad because of this . It is important to not let the inflation that we saw of release of hucklebsanders stand. Everyone was moved by that. People are pushing back on the story that he told about representative wilson that had absolutely nothing to do with niger that ended up being inaccurate. We saw a couple weeks ago that general kelly came out to say it was not his job to control the chaos and the white house. To some people this week, looks like hes apart of the chaos. Thats perhaps of why he cannot control it. Kelly and eugene scott, thank you both for joining us this morning. Epa says chemicals coming out of the factory is putting residents at the highest risk of cancer. Regulators say the threat is not imminent. Welcome back, i am diane gallagher. I am martin savidge. People say some days it is literally sickening to be outdoor in louisiana. A highest risk of developing cancer at least thats according to the epa. The threat is not imminent but local people say cases of cancer are pretty common and theyre afraid and begging for help. Victor blackwell has this cnn investigation. The air is so foul and the water is so messed up. So many people are ill and dying of cancer. Watkins is afraid. Her family have lived st. John, louisiana for almost 40 years. She loves the people but recently she learned that she and more than 20,000 others lived near by had the highest risk in the country of developing cancer from air toxins. The toxins in this case is chlorophyll. The risk for people who live in this area highlighted in red ranges from roughly from five to 20 times the national average. I was outraged because i am trying to figure out why people had not been informed of this earlier. The source is this plant owned by a japanese company. The Company Makes synthetic weber found in wet suits. The plant is apart of the process for more than 40 years. We asked the epa for an interview, they declined. The epa tells us, 99 of chloroprene comes from this plant. Study shows it may causes cancer from humans. The epa says there are Many Health Problems associated. I dpgrew up with a chronic disease in my hyphea. He was in and out of the hospital. He moved away and six months after moving bark, his kidneys failed. Taylor says cancer diagnoses are common in his neighborhood. Husband and wife died from cancer. Both of his son got cancer. Well, where are all these cancers coming in from . In the spring of 2016, the epa installed six kacanister in the neighborhood signatuurrounde plant. Theyre finding out how much the toxic chemicals are in the area. Epa found concentration of chlorophyll. And one workplace more than 700 times the amount of upper limit and acceptability for cancer risk. The epa found average at one time, more than 49 times o f the recommended amount. He will say ten times or 20 times or higher than what a standard is. Well, there is no standard. Chuck carl brown is louisianas secretary. Hes right about those spikes. The epa has not set a legal limit for the mission. It is a years long process. According to may 2016 internal memo obtained by cnn, federal regulator set on recommendations based on cancer risk. Just remember the number. 2. It is represented by the red line on this graph. Now, look at the average found here. One of the testing sites are here. Just a few hundred yards from the flames. We found that the average concentration in the air near the schools over 17 months was more than 34 times the epas cancer risk recommendation of what is acceptable. Part of his mission is to protect human health and also says this. 2 does not mean anything. I want to get for it to expose to zero as it possibly can. Artificially targeting number that you cannot enforce makes no sense. This company does not believe that chloroprene causes cancer. And at. 2 should be 31. 2. More than 150 times the epas cancer risk recommend dationrec. We found gap in the science of it. Epa stands by its findings and despite its skepticism. A company reducing chloroprene emissions. There is going to be hundreds of thousands of dollars of expenses when those are in, very aggressive. It is our number one priority. However, equipment that was supposed to be installed by september is elated for the end of the year. Secretary brown says there is nothing to worry about. There is Available Control Technology is not acceptable protocol. Why not start with the risk with the people. Why not start with that number and build out from there. Absolutely. Every time i brought up the point, you said it is not a standard. You go back to the technology of enforcement standard, theyre from whatever the company installed. Why not start of the risk of the people. We got a protocol in place that our data shows that there is no eminent threat. You got to live here trying to breathe the air and drink the water. See the children is so sick. Why should people die. If you dont live in the area, you can say anything and everybody is supposed to believe that. If they cannot cut the emissions down, shut them down until they can repair them and bring their plant backup. I dont want anybody to lose their job but we cannot live in these emissions. Taylor is apart of the Class Action Lawsuit to meet the epas cancer risk recommendations. Hes joined on behalf of his 10yearold daughter, navy love. She develops asthma and needs to use an oxygen machine several times a week. He plams t at 76yearold, watkins hopes that federal regulators or someone will force them to adhere of the regulation of the city. Let me live of whatever time i have left. Let it be decent. We need clean air. We need help to get this done. So an important question here obviously, are there more actual cases of cancer in those communities with the highest risk of developing cancer. The state does not know and here is why. Cancer rate are measured at the par p parish level a. Right now there is no way to know if just of that part of the paris around the plant. Thats going to change here. A new law in louisiana requires the tumor registry keeping track and publish it at the smallest center. Well be able to compare the epas number of risk to the actual number of diagnoses. Martin and diane, back to you. Thank you very much. The terror group sickening the world have lost control.
