If anything, this puts more pressure on making sure we follow through. The fact that trump is in the high 30s is a really bad stat for republicans. So is that has to be put to the side. On policy, thats why you are seeing paul ryan ignoring the obvious and focusing only on tax policy. We have pressure to deliver. Heres the question. Why are they pushing this tax policy so hard to the middleclass when any Analysis Shows the middleclass doesnt benefit the most . Whats the play . Well, chris, republicans in congress have taken a hit in part because they havent gotten any big things the done. So theyre taking a hit from their opponents and people skeptical of their policies. They are also in trouble with people that want to see things Like Health Care reform and actual reform. And i think for republicans, and ive been thinking about this, lets stipulate that you have a segment of the middleclass and those who traditionally voted republican will take a hit with this bill. Lets stipulate that the republicans might make out okay with this bill and might not. It reminds me of Butch Cassidy and the sundance kid. Theyre being chased. They cant decide whether to stay and fight or jump off the cliff. They decide to jump and hope it works out okay. I dont think the republicans going back to the drawing board is going to do them any good. If they cannot govern and not produce legislation particularly after the failure of health care, theyre going to be in trouble. People are going to wonder, why the heck they should show up next november if these guys cant get anything done. This is about republicans needing to show they can pass a bill. Why not just pass tax cuts . Alisyn and i were playing around with the idea. You have 80 plus percent of people on a tax cut. How you define it becomes very important. They hamstrung themselves by saying this is a tax cut. Does the middleclass get a tax cut . Yes. Then it starts to vary. None of it is what i will get. They want a quick score. It is is about the donor class. It is a trickle down in economics. You cut taxes on the weighty, it will flow into the middleclass. But youre right. That has been the focus, middleclass tax cut. It is is probably whats needed. It exposes to getting undercut when it doesnt do what he says it is going to do. They may end up passing just a tax cut bill. It has to get through the house and the senate. Thats the default position. Interestingly enough, guys, talking to republican dough norse in new york and around the country that make a lot of money, theyre not necessarily thrilled with the tax plan. I think republicans are trying to balance their various wins of support and try and make sure politically that this temperatures out okay. And ive talked to republicans and asked them why theyve focused so much on the middleclass from a rhetorical standpoint. They told me its just not worth the fight anymore because theyre going to get demagogued and they will lose the argument. It gets rid of the a and t. 31 million the few details, the scant details we have about this, he had paid 31 million. That would go away. It gets rid of it but changes some of the other rules out there. Particularly if you wanted to take advantage of the passthrough rate at 25 , if youre in a white collar professional service. So republicans are hearing it on both ends and that you are not satisfying anybody. He doesnt blame china for raping the United States if you want to square the circle on his comments over time. Here he is in china. This is what bullies do sometime when theyre in the room with something. All of a sudden its a very different tone. He is blaming obama and bush administration, not china for taking advantage of us on trade. Consistency and purpose is not this president s calling card. But it does matter for president s. He ramped up the rhetoric on china all throughout the campaign. For him to say i dont blame china, if it wasnt somehow sickly expected in the context of this president. Doublespeak, hypocrisy, we get it. However, is this something to be praised that the president has had a sobering and object knocks position, with information, with perspective, with understanding, what he needs to say in a situation like this, he changed and arguably for the better. Well, i think what you are seeing is the Diplomatic Development of the president. Hes at least not saying, oh, its okay that this trade exists and you were taking advantage of the situation he is trying to add humor. You catch more flies with honey maybe. Especially because this is not a onetoone thing with china. On the campaign trail, you could talk about that. He is saving his fieriest rhetoric for north korea. And he needs china to be on his side with that. So this is kind of a game of threedimensional chess at this point. So the president is switching up the rhetoric without undercutting what his positions are in order to, you know, gain more friends and allies for what he is objectively trying to do with north korea. And that is diplomacy. That is what the president is kind of doing and learning on the road. We will see if the tweets match up with the new tone that he is striking. With the shift, this is what you expect World Leaders to do with the situation and how theyre reading it. That is awe great point. Diplomacy is something to applaud in this context. The relationship is complex, especially when trying to contain north korea. Any progress on the diplomatic part, the president can use that is something to applaud. Lets move on to Vladimir Putin. Jeff zeleny said there is still a anything on the schedule to meet with Vladimir Putin and donald trump. Supposedly tomorrow. Tomorrow. And jeff zeleny asked secretary of state Rex Tillerson, is russian meddling on the agenda . Great discussion point. And Rex Tillerson said yes, it still is on the agenda. This would be perhaps an unsatisfying conversation between someone who will deny any meddling and someone who doesnt believe it in the first place. So hard to see where that conversation goes. What do we expect . I think this is another question of what is he going to do diplomatly . We have heard i dont think this is a big thing. I dont agree with the intelligence committee. This is an opportunity to switch it up in the other direction. Get a little bit tougher on the russian presidet. Remember, this is not just about the investigation into trump and his inner circle, although in the president s head it certainly is. Hes still, as president of the United States, at a time when the whole country is grappling with what was the meddling, what does it mean, not just about him but trying to protect the next election systems, et cetera, he can take on the leadership in that context. But will he do it. So far he would be the only person who would be able to say i spoke truth to power. Im the president. You are playing games and trying to frame me. When i was with putin i put america first. Im not obama, which is something he would like to say. Try it again on my watch and well have trouble. Do we understand each other . And at least come back and report that he did it. It would do so much in terms of the optics. Unique authority. Why would we expect him to get a character transplant on this issue . Look at china. That is diplomatic reframing. With russia, he has been obsessed about it. A hostile foreign power tried to influence our election. Just so happens on his behalf. He has not been able to make that distinction or to say it is is my constitutional responsibility to protect the integrity of future elections. Would i love to see the rhetoric get tougher, yes. You prosecutor types do this all the time. He used to be a federal prosecutor, jeffrey. Youll find someone in my family you can pressure. That makes me think twice before i dont play nice is how i believe the rhyme goes. Well, it certainly could be. This comes up in the context of husbands and wives. Say a husband is under scrutiny for a tax offense. If you find out that the wife has also signed the tax return, she is potentially liable. You say we will give your wife a pass if you plead guilty or cooperate. And manafort comes to mind. Thats right. You notice that his wifes name is mentioned several times in the indictment of manafort. Here it is not a husband and wife. Sit a father and son. And a lot of parents will do whatever is necessary to protect their children. That is potentially how the fueler team is dealing with the flynn family. It is one example of how powerful federal prosecutors are. Looking at the situation, what could they be wanting out of the senior flynn in terms of what he can offer them . Remember, Michael Flynn was very active in the Trump Campaign for a long time. Even longer than paul manafort. He was also involved in the russia account, as we all know, he went to russia, met with Vladimir Putin. Also involved in the Trump Campaign. If there is anyone who might know about contacts, and of course the big word collusion, between the Trump Campaign and russia, flynn would certainly be a candidate for someone who might know about that connection. He has said remember, his lawyers said in a very mysterious way, he has a story to tell. That is certainly a story that prosecutors want to hear. But so far hes taken the fifth, as is his right. And the question is will prosecutors charge him . Will they make a deal with him . Will they give him immunity. All of that is to be decided and, you know, it absolutely has big stakes for him, for his family, and the investigation. Two quick check points. One, the notion that this is all theyve got, these indictments that came out, the idea that they come out of the box with their best, is that accurate . Not necessarily. Whats quite clear from the Manafort Indictment is that was in the works well before mueller was even appointed. If you look at the density of the accusations, the financial documentation necessary, there is no way mueller could have assembled all of that since may. That was under investigation by the department of justice even before mueller was appointed. Who among us knew that the papadopoulos investigation was even in the works . Certainly not me. There is no guarantee that this is the full extent of it or the most serious. Remember, one of the prosecutors said to the judge this is a small part of a much larger investigation. So it is often true that prosecutors start small and work big. So it is not necessarily the case that this is the best they have. But in fairness it may be all they have. We just dont know. Our already smart audience may be introduced to supersede indictment term. We will take another bite at later in the show with you. The word collusion. Should we use that when talking about the special counsels purview or reserve that for other committees. There is no crime of collusion. That is so important, chris. Collusion, as you say, is not a crime. Behavior that is collusion might be a crime in other ways. It could be certain kinds of conspiracy. I know we will talk about this later. But collusion itself is not a crime. It is something that many people take a dim view of. Congress, which has the power to impeach and does not have to abide by the statute laws, congress can decide in its own discretion what is a high crime and misdemeanor. But it is not a violation of federal law. Something that can get you thrown in prison. Collusion. An important important r point. We will make it more definitely. For your own edification at home, google it. Neither involves crimes nor misdemeanors. But thats one of the things that happens in politics. Look it up for yourself. Jeffrey, thank you very much.
