As it stands, the Senate Health care bill is on the verge of collapse, they do not have the votes to even bring this forward for a debate. This comes after really a devastating cbo score issued. One that was much worse than many republicans expected, and making it much, much harder for those who were on the fence to get behind it. The Senate Health care bill, teetering on the edge of collapse after a devastating nonpartisan cbo report estimates that the senate gop bill would result in 22 million more americans becoming uninsured by 2026. Making a vote that much harder. I can put all this together and get to 50 is going to be very, very tough and the cbo score doesnt help any. If you have problems before, you have more problems now. Reporter conceding republicans are right on the threshold of losing the battle. The results are clear, the trump plan would be a disaster on the american skim. Reporter and a vote on the senate floor, to sink an effort to pass a bill this week. I wont vote for it unless it changes. Weve reached out to negotiate and had no phone calls. Reporter the cbo report also estimates over the decade it would reduce the National Deficit by 21 billion largely by slashing medicaid by 772 billion, leaving 15 million fewer americans covered under medicaid, hitting older and lower income enrollees the harding while providing a large tax cut to the wealthy and insurers. The legislation would initially cause health care premiuming to rise but ultimately lead to a 30 reduction by 2020. We have had several calls over the weekend hearing ideas, opinions, how to strengthen it. Well continue to support waying to make the bill stronger. Were deciding something that people will want, not simply that theyll have to do. Thats the sell on why they must repeal. That is what is motivating mcconnell now in the senate, ryan, then, in the house, to get this done. Right. So thats the, the rhetoric of freedom and a libertarian rationale and fundamental repediation of onetime running mates only plan, mitt romney, a conservative procedure out of Heritage Foundation originally. Put that aside. The impact, offer the packages are too expensive particularly for young people, but the absence of any mandate at all or coverage means when those folks end up with a critical situation, going to the emergency room, thats socialized health care. The other impact, because the government will take care it of one way or the other, taxpayers take care of it. We know this plan dramatically increases costs for lower income americans. Thats not just a political problem. To your point, its a human problem. Making 56,000 a year expected to pay 20,000 a year, just to have Health Care Coverage . Thats a fundamental reallife problem for folks in mainstream america. Julie, you are very steeped in the details of this, and every other proposal that weve seen come out. When you look at the numbers republicans will say, look, we reduced premiums, though. They start going down in 2020. When you dissect this bill, will you seeing a real attack on cost, and what is the offset to that . No, not really. Were seeing a shift in cost. The cbo was very clear. Premiuming go down because the insurance those premiums will buy will cover fewer things. A healthy young person youre likely to do okay. If you need any care youll pay more out of pocket and the cbo said very much, yes, premiums might go down but youll end up paying more for your health care assuming you need and use health care. To be clear. The young people and those in the market struggling out there, your premiums may go down here. Not right away, and not that much. Even the estimates are 10 , 15 . Theyre not throwing giant numbers at you. Chris, a big reason the numbers are going in the wrong direction, going up, comes down to drug prices. Yet you dont see any Political Energy attacking what should be lowhanging fruit. Why . Partisanship. I know i hate to give you such a pat answer, chris, because i know. That was terrible. Thank you. But its i mean, i believe it also happens to be true. We are at a point where whatever republicans propose, democrats are almost certainly going to be against and we saw over the last eight years whatever democrats proposed republicans were almost certainly going to be against, and the reason why is because of politics. Because for all the negative attention that Mitch Mcconnells pledge early in the Obama Presidency and make him a oneterm president all that stuff, for all the negative attention that got, the Republican Party was reeling after the 2008 election. Reeling. They had no message. Just had been absolutely walloped on barack obama 365 electoral votes. They found their voters didnt necessarily want new proposals. Compromise. Agreement. They wanted hardcore opposition to an agenda they disagreed with. Right. And it worked. I think youll see democrats do much of the same here and say, look, im not convinced we need a positive message. We need to say, we are fighting against what democrats what republicans and donald trump are doing. Right. That doesnt its a reason we talked about this before. The reason why people feel so disaffected and so disassociated from politics in washington. So youre chris, youre absolutely right about the echo chamber of politics effect, how that impacts the vote 100 . But getting to the point of, what about reducing costs . What about the drug prices . This is something, you know, that donald trump campaigned on. Right . Beyond the bunting of, im going to replace obamacare with something, quote unquote, terrific, he would be a dealmaker, reduce drug prices at the table. Certainly that kind of president ial leadership we havent seen on this bill. To add to johns point quickly. More broadly than prescription drugs, Donald Trumps sell on everything literally was, im a better negotiator and the smarter than anyone whos currently in office who has ever been in office. I will make deals they cant. Now, he did help, i think, at the margins in passing the bill through the house. Theyre trying in the senate, but that was the fundamental buyin of this entire presidency. Right. Im smart. Other people are stupid. I make the deals other people cant. Sorry. I want to ask no, just on the other point about cost, because this is the, the big point that you raised. Right . And its that, rand paul is walking a lonely fight to focus on thirdparty payer problem. Right . Why costs keep going up. But for example, lasix surgery goes down. That kind of argument, you would think republicans have an opportunity to advance, deal philosophically to advance reducing costs and they dont for a variety of reasons that are important and about special interest driven agendas. Julie, youre looking at this and have for years and politics seem to be, of course, the first thing that the first obstacle in the gauntlet that this bill needs to overcome. But politics aside, if you were just looking at this from a consumer point of view, what needs to be done compared to what is in this bill to help on cost, to help on coverage . Consumers have been very clear. They are paying too much for their health care. Paying too much for drugs what theyre required to pay in insurance policies. Democrats recognize this is a problem, yet this bill in particular doesnt do anything to address that. And, in fact it would raise costs for most consumers. Ideas are on the table, bipartisan ideas. Its hard to see when and how congress will get to them. And julie, we have a great, smart audience activated, all somehow invested in this process. Theyll say, thats not true, julie. We are reducing costs here. Reducing costs i hear in several different ways, lower premiums, lower deductibled and increase choice. They dont say how, but just checking those boxes is very impressive to people who are struggling in the individual market right now, because it shows intentionality. What is your response to that instengs alii intenti intentionality . Yes, premiums can come down but costs will go up. They got it wrong . Unfair appraisal . The cbo didnt get the numbers totally wrong. Wrong where the coverage would come from. Actually fairly close in predicting the coverage. But its, you know, every analyst including a lot of republican analysts who looked at the senate bill see it does not address the problem people are complaining about which is they are paying too much for health care. Doesnt help if you make your premiums lower if you have to pay more out of pocket with higher deductibled and copays. Theyre still paying too much. Thats the fundamental problem. Congress argues who will pay when the real issue is how much will everybody pay . A very good point, because thats really the issue so many people are concerned about, is when youre sitting down, working out your budget for the month, figure how much is going into your health care pile, this bill looking especially people so crucial to the Republican Party, senior citizens, for instance, many of them on a fixed income. This is going to gouge them. Its almost they cannot get past the cost when you actually look at the models for someone maybe in mid60s, making 26 grand a year. Yeah. Thats around 125 of the poverty line and even if you get up to main street incomes like 50,000, 56,000, which is a, you know, Median Income in the United States, the chunk of money antied to go to insurance if youre older, in that middle income bracket is prohibited. Thats the point. Insurance is supposed to be something that is a meaningful but modest chunk of your income. Right . Its something you got to invest in, but its not supposed to be one thempthird of your income. If youre seeing multiple increases in premiuming for people vulnerable economically and in terms of age, thats not a good recipe for the country let alone politically. So what is clear is that though the Trump White House is putting Bashar Al Assad and indeed the russians and iranians who back him on notice that if there is another chemical weapons attack, a heavy price . What could that mean . Could that mean a u. S. Military response . We dont know. The pentagon not talking about all this, but it appears to be a new red line from a president who said he would not senate adversary whats he planned to do. What do you believe the political reality to be about whether or not there will be enough votes for a debate or a vote as soon as Mitch Mcconnell wants it . The Congressional Budget Office is a nonpartisan agency that analyzes our legislation, and tells us the impact and yesterday they said that the republican repeal bill before the senate this week would be disastrous. 22 million americans would lose their Health Insurance. Those who are Older Americans of lower paying jobs would see a dramatic increase in their premiums. Currently about 150 a month would go up to 500 a month, which would be virtually impossible for these lowincome seniors to pay. So it is a devastating proposal, and many republicans today are really worried about going on record to support it. What does that mean in terms of a vote . Its going to be very close. Mitch mcconnell, the republican leader can not afford to lose three republican senators. Already we have three, four, five who are expressing grave doubts publicly. Privately, i think the list is longer. You dont think that his reputation as a dealmaker will allow him to find a way to get his own into the tent . To get something done that is so fundamental to their political reality . The promise to repeal . Chris, if youve been around capitol hill more than 15 minutes you know at the end is heavy bargaining. Money on the table senator mcconnell will offer to his members to fight the opioid crisis, for example, try to win over a few more of this promise and that promise. Its the way washington does business in a very close situation like this one. I dont underestimate the power of Senate Mcconnell with these incentives to bring some republicans around, but still theyre facing that number. 22 million americans losing their Health Insurance. Its a devastating statistic. All right. And now heres the problem on the flip side. Okay . You have a problem with the aca. You have unstable markets. You have a lot of people, too many. Not too many when you compare it to 22 million more or 55plus million americans without health care, but enough people that youve created critical momentum within the political dynamic here who have spiking premiums and the deductibles that are too high and its been like that for a while. What are you going to do about it . Well, keep in mind putting this perspective. Were talking about 5 or 6 of the Health Insurance market of america, but its an Important Group of people. Sure. Ble currently getting subsidies to pay their premiums. Some of not. Can we fix the problem . You bet we can. A day amp this republican appeal plan goes down, we can start an honest, bipartisan negotiation that says were not going to repeal and definitely work on a bipartisan basis to repair it. I know the republican senators are ready for that to happen. Senator, drug prices. They are statistically the biggest reason that prices go up. But once in a while something gets proposed, but there is no real political momentum, it seems to get after big phrma. I know it seems, well, dont go after a whole industry, but explain to me, why not . Why would you not go after the obvious and big cause of rising prices in health care . We definitely should. But why havent you . Well, because let me just be harry honest about it. Phrma is powerful on capitol hill. One of the most powerful lobbies. Having said that, the American People are fed up with these drug prices. Notice all the prophrma ads coming out from the industry talking about how wonderful they are. Be honest. We need them to be profitable, continue research, but some of the prices theyre charging are out of control and breaking the bank. Why isnt that the headline, for the democrats or republicans . Look, its sticking out there as this big, ugly number. Its like 70 youll see estimates, that thats how much drug prices are going to go up. Fighting on all of these other fronts but ignoring the biggest number, and it seems to speak to a lack of political conviction, frankly . Many of us are not afraid to bring it up. In fact, we have voted on several different occasions, but we need to make sure that we move forward with something that really works. For example, more transparency on these price increases. I think we ought to also address the issue of direct to consumer advertising. Sorry to say that to a Television Network like cnn, but the amount of spent on ads to incentivize people to ask their doctors for extremely expensive prescriptions is outrageous, and theyre doing it. And doctors are writing the scrips. Thats why the costs are going up. Not that the patient needs it. The patient finally figured out how to spell xarelto and say i definitely need that, doctor. Thats an aspect, but this is about a big aspect. This is about what they charge for the drugs and deals cut with what kind of reimbursement rates they get and what the pricing models are, and you know all of this. All of of you know it, it just hasnt been addressed and eventually people will start to say, why . And it has not been and should be addressed. When we sit down to write the Affordable Care act we ought to give medicine negotiating prices, more disclosure on the price increases so phrma feels a little shame when they do outrageous things. This is clearly a driver and i support the reforms youve been talking about. Im saying, a lot of political tribalism, fighting for convictions of electorate. When you dont go after the biggest, you know, the biggest factor in the room, its lardha the people behind you. The president laid out the, the ambassador to the u. N. , the white house laid out, a specific threat to the syrian Bashar Al Assad. You go after your people again with chemical weapons, youre going to pay a big price. What would you be willing to vote for as that price . Would you back military action against syria . Well, i certainly supported President Trump when he had the attack on the syrians for using chemical weapons. I supported the same thing when it was prd obama. Be honest. Its been 16 years since we discussed the use of military force. Congress has a constitutional responsibility to step up now and define our role in syria. We know that were going after isis. So support that completely. But if were going further against the syrians for using chemical weapons, shooting down planes and the like, Congress Needs to engage in a fulsome debate and identify for the president and the American People what the extent of our involvement would be. I supported responses in the part and will support those in the future when it comes to the issue of chemical weapons. The world has changed yet the authorization for the military force is from 2001. The Supreme Court is giving President Trump bragging rights on his travel ban, but is his partial win a good compromise . We will debate. You will decide. Next. Donald trumps controversial travel ban is headed for the Supreme Court. The nations highest court reinstating parts of the halted ban and announcing they will hear arguments on the case this fall. Joining us now, two very different perspective on this. Cecilia wong, deputy legal direct earn of the aclu and dan stein, president of the federation for American Immigration reform. Dan, i want to ask you first what do you think about this interim arrangement saying people with connections to the u. S. , family, a student, lecturing or a job here, that theyre going to be okay . The Supreme Court has gotten itself involved at least in the interim. What did you think of that ahead of the Supreme Court taking up the case in a more final matter in the fall . Well, brianna, this case has always been about what congress, what Powers Congress has under the constitution to delegate to the president , to protect National Security under the immigration law, and the Supreme Court clearly will have a big debate whether or not the plaintiffs in this case even had legal standing, they call it, to bring the case, because clearly what theyve done is said, look, for people with no contact to the United States at all, refugees and others, clearly no standing, not an issue. The executive order is legal. What theyve done is left an ambiguous notion of a bona fide relationship, states who admitted people from overseas and people with family relations, but throwing it back to the lower courts of what constitutes a bona fide relationship underscores why the ji judiciary never vo have gotten involved. Justice thomas said whos going to make this determination . We can expect this to be a restatement of the Broad Authority the president has to exclude elalien based on Nation Security and limit cases like this which never should have been allowed in the first place. Is what what youre expecting, cecilia . Not at all. We expect that the Supreme Court is taking up the merits of this case. Not only does the president s executive order violate statutes congress enacted saying you dont sdrdiscriminate against National Origin but does the disparage and condemn muslims because of their religion in violation of the constitutions establishment clause. At least in the interim, it appears that the court is saying, there are certain people, of course, who can come in, cecilia, but then other people it is at least within the president s right to say, no, you cant. What the court did, its very interesting. The court said the plaintiffs who have come forward in these two lawsuits all do have connections to the United States. Theyre trying to be reunited with family members who are already here, or theyve been invited by a u. S. University or other institution to come to the United States, either as an immigrant or a temporary visitor say as a lector in a university. The court said, were going to narrow the injunction. Were not going to give the president what hes asking for, but were going to narrow the injunctions that the lower courts had instituted here to say, were just going to look at the people in front of us now. The court was very careful yesterday in its orders not to say a word about the merits of the plaintiffs claims under the establishment clause, and under the immigration laws. Okay. So, dan, then, it is looking like a big fight coming in the fall. Sounds like youre expecting claims leading up to that, but are you getting any sort obviously you have a perspective on this, but what are your concerns about the direction this could go in the fall . Well, remember, the plaintiffs are, in fact, actually the United Statesbased individuals or institutions. Not the aliens overseas. The people claiming injury are the people in this country already. What we are expecting, of course, is for the Supreme Court to understand, to recognize, that the judiciary is limited in its ability as an institutional part of a branch of the federal government to actually get involved in cases involving National Security, war powers, National Defense and overseas immigration security. The Supreme Court upheld the reduction in refugee admissions. The president s ability to suspend refugee admissions from overseas and the Supreme Court in doing this is certainly sending a clear signal. The only way our federal government can appropriate as a coherent whole and executing National Security and policy is for the judiciary not to start inventing new Constitutional Rights to allow all kinds of plaintiffs in the u. S. To start suing to bring people into the country from overseas, because then congress and the president lose control of our borders and immigration policy. Theres a tremendous interest at stake here. The public has a right to be safe. But these challenges are not going away. I mean, there are going to be people who, as weve seen with these plaintiffs, making claims, going to court, forcing the issue. Thats right. Dan stein is wrong about one thing. A Bipartisan Group of former highlevel National Security officials has come forward in the courts below and come forward in the Supreme Court again to say, there is no National Security justification for the president to discriminate against this group of people in this way. The president has said while he was a candidate, again during his presidency, and as recently as june 5th. You know what i meant. I said i was going to ban immigrants from the United States and thats what im doing and reaffirmed it. Put that issue squarely in front of the court. This is not about National Security. Im doing something as president to carry out my promise to exclude muslims because of their religion. In the fall well see if the Court Decides on the lower courts on that. Thank you to both of you.
