With the decision to pull out of the paris accord, the chinese see another opportunity because the accord as you may recall was based on negotiation between president obama and president xi jinping in 2014 that formed the basis of what the other nations signed on to. The chinese are saying they will be the leader in the environment. There is rich irony here. The chinese are not free traders. They emit now twice as much co2 as the United States does. And yet, the chinese are able to go and use this moment to say they will be in the forefront of reducing Carbon Emissions while the u. S. Is on the sidelines. That is not the place, i think, that many wanted the United States to be. Interesting, errol. This is not a surprise. We are treating it as a big event. The president hyped it as a big event. He was always going to do this. Why does this make sense for him . We get the international reaction. My sense is politically he will go to show his supporters that he will fight until the last dog dies. The more he gets criticized for sticking by coal miners and instrument industrial workers, whether or not that happens, the more he does that, the more they love him. He can turn around and i expect to see this on the campaign trail and rallies for him to say i did it for you. I dont care what anybody thinks. Ill stand alone against the world to look out for your interests. That is political gold as far as binding him to the political base. Is that base big enough . Can he grow it . Is it worth it . We will find out in the next few years. Clarissa, what is the curious argument of logic is we which renegotiate. The terms were flexible. Each country it is not a binding agreement. Each country decides what they want to do with environmental progress. It sounds like this morning that other countries, germany and france, say they have no interest in renegotiating. I think everyone is scratching their heads about the idea of renegotiating the deal. You just made the point it is not legally binding. President trump has already been seeking to undermine some of the initiatives that president obama had put in place to achieve Better Clean Energy objectives. The europeans have come out strongly and said forget about it. There cant be renegotiating. Almost every country in the world with the exception of syria and nicoraga and now the u. S. Whether china or india or russia, all have come to consensus. The deal will not be rewritten because the u. S. Decided it does not want to enter it. I think broadly what this speaks to is a crisis of Global Leadership where europe particularly is understanding this alliance that has been a treasured alliance for decades, whereby the u. S. Is the de facto leader of the free world, that alliance is shifting. It is changing. Now europe and other countries across the globe need to look to different places for leadership. That is quite a sobering awakening. You had pruitt, the epa administrator to say they dont have to defend. David, they were abdicating by pulling out of the accord. You have the list of labels and logos. A lot of them Energy Companies saying this is a mistake. David, tell us why and explain to us this really awkward silence and reluctance from white house officials to address whether or not the president even believes in Global Warming. Chris, you had three remarkable things here. First, the Business Community is supposed to be Donald Trumps biggest supporter. And here you see companies that probably cheered when he came in with his regulatory agenda or deregulatory agenda because of where this is going and they want to be the standard setters as clarissa suggested rather than deal with standards set by others around the world. The second thing is the president had three years since he declared his candidacy to come to the conclusion if whi t Climate Change is clear. The third point which i think gets to the issue of whether or not there was another option for him, there were other things that he could have done that would not have been as dramatic, but might have had the same or more effect. He could have simply said we will not abide by some of the targets president obama set because they are voluntary. He could have come out and said, you know, this is more like a treaty than executive agreement. Ill turn it over to the senate, where it would languaish for years. He didnt do that. Under that condition, the senate could have debated it while the u. S. Decided how much they would abide by its regulations. Errol, lets talk about the white house side here. They say it is about jobs. The president says he was elected to protect american jobs and in fact, an Economic Research group that the agreement would have cost the u. S. 2. 7 million jobs over the course of i guess the next eight years. Thats the high end. Even the low end is 2. 3 million jobs. Is that what the president is hanging his hat on . It is not conclusively proven by any means. The countervailing argument. There are more jobs to be had. More jobs now. More jobs in the future when it comes to the renewable industry. Would it make up that gap . Lets go it 2. 7, his number. Would Clean Energy Jobs make up that gap . It is conceivable. It is by no means out of the question. The numbers are shaky. How you count something as a green job is very diecey. Are you including all of the gas stations and attendants . Are they part of the complex . Any way you look at it, clearly the future is in the direction. When you see china say we will create 13 million jobs in the next few years in the clean energy sector. Clearly there is something there. The president is making a bet on what some say are highly automated jobs in a declining sector. That sis a key point. Will the green jobs fill the gap . Likely no, not at this point. There are questions in the power grid could handle the amount of energy they are talking about. The deception is this accord. This is what is killing your jobs, coal miners. Thats not true. We have been losing the jobs before the epa was put in in 1970. Automation is a big deal for it. Emerging markets around the world is a big reason for it. It is all about whether or not the president can restore those jobs. It was easy promise to make. Can he deliver . Thats the voters will decide on and it ties into what the greenhouse gasses are supposed to be about. They wont answer the question. The point they were making, gary cohen made it well. It was in response to whether or not he believes in Climate Change. He asked for remediation from Global Warming damage from golf courses. He wants it both ways. It can certainly galvanize the attention on this. There is probably some number of americans out there who dont think this is serious. This is going to be serious. The coverage is going to be serious. This is not a court of law. Every misleading and leading question in the world can be thrown at james comey to get him to emote. To get him to raise the possibilities and suspensions that the senators have. About what could have happened and how far it went. The bucket of cold water you are throwing on this is a point well taken. This is somebody who is very careful and measured. Who doesnt say more than he can. When he said this might have been patriotic citizens who hacked the u. S. Or attempted to interfere in the election. The point has been made lately that because of all this attention on putin, the unfortunate byproduct of this is turning him into this global boogey man who is able to control u. S. Democracy. It is funny putin is downplaying that role, but, of course, we cant really trust what he is saying. You sure can, alisyn. We spend a lot of time talking about the white house changing his story. Mr. Putin has changed his story big time. Last year, he was saying you have no evidence this came from russia. How . You cant tell. Cyber attacks can come from any place. The same line essentially that President Trump was taking during the campaign and transition. Now he says, well, maybe youre right. Maybe it did come from russia, but it wasnt government controlled. Thats one of the key elements of cyber attacks. Many countries, china and russia leaders in this, have armies of people whose links to the government are always a little bit murky. It is never enterally clear if they are acting on their own or fr freelancing. Once they got the material, were they in control or did it go to the Russian Military operation which is what u. S. He ran on this and he struggled since with this legal team to say this is not something that just favors muslims and not a muslim ban. If you talk about the core of his base, there is a sense that merge workers and people are getting the raw end of the deal. That is why we heard trump as he was going around the country. The trade deals and agreements are not good for the company. Spending time at the rallies, there is a base that doesnt believe or at the time that trump would follow through on the campaign promises. Talking to voters, there was a sentiment. He is saying what he needs to say to win the election. We dont actually believe he will build a wall. We dont actually. He is following through. Are they happy . I think some of the critics and some strategists who are watching him make the policy decisions would say this might be a miscalculation of what he is doing now is solidifying the people at the core of his base, but not broadening support to independents or democrats he may need to win over in the places in the rust belt. I think especially for a president whose approval numbers are so low so early in the presidency, that is a miscalculation. A little bit of it comes down to who is they . Who are you talking about specifically . J. B. , this is a great line bargain for the people in the beat uptowns and communities where you had a deep Manufacturing Base and specifically the coal industry. If thats what this was, how much of this is a promise that donald trump will make their life better and return those jobs . How big a part of the promise is that . The delivery on Something Different . Not just getting on the of an accord. It is the promise he made. When you look at the remarks yesterday, he said this is a tradeoff with a global agreement and american jobs. Unfortunately for the president , the political benefits and good for the president , the political costs of pulling out of the Paris Climate Accord is minimal. If you look not just at the core base, but voters in general, most voters dont care that much about climate policy. I think the president is doing something that he may see as an act of political theater and political theater that may bring real political benefit. I dont see the evidence in that or looking at the data in climate policy. Except the numbers show that republicans and americans overall, thought that we should stay in the accord. It is not like he was doing something popular. There seems to be a trade on notion which i would suggest is disinformation. I dont believe this accord is why were losing coal jobs or continuing to lose coal jobs. I think there are other factors. What if those people in the areas are not given new employment or better wages . Chris, you made an important point. The majority of the public supports the deal. The strength of the support is actually weak. It is not a high priority issue. The politics are ambivalent for the president. The point which is important is the one you made there. You have to bring jobs back to the communities. That implicates productivity and the Education System and issues more difficult and complex than pulling out of the Paris Climate Accord. I think while the president may get a shortterm minor political advantage with the core base of supporters, out a fundamental level, people will look around and saying is my life actually Getting Better . Are these actually improving . I dont think pulling out of the paris accord does much good. I dont think that much of what we have seen in the first 120 days does much good. This is a longterm question the president has to answer better. J. D. , these are your people. Hillbilly elegy based on your relatives and the coal mining industry. They know more than the president does about coal and industry. Do they believe their coal jobs are coming back . Thats what is so amazing about the conversation. People on the ground are the most pessimistic of all if the coal jobs are coming back. You talk to people who think the coal industry could get a little better over the short and medium term. The people recognize the coal is a small part of the economy and it will never return to the former glory. There has to be a new economic lea leaf. We need education to prepare people to actually work in those jobs. Thats why i think ultimately what we see with the paris accord politically is not going to affect the president one way or the other. If he loses his base, it will be two years from now jobs have not come back. That is the fundamental question the president and his team have to ask. M. J. , how do you deal with that . The challenge for the president and j. D. Supports, he has to grow. He may please the base because he promised it. How does he grow . I would emphasize it was not a coincidence that the majority of the trump speech had to do with economic message. Because of the climate deal we have seen jobs leaving the country. It is the workers in the rust belt states. He mentioned certain places like pittsburgh that is losing. I want to be the leader of these towns and cities. Im not the leader of paris. However, the message that also came across to a lot of people was the message it sends out to the broader world. He is not being the leader of the free world. Only focused on this very narrow segment of the population that voted for him that he is hoping will vote for him again. The mayor of pittsburgh is saying thanks, but no thanks. M. J. , thank you. J. It is all you have to use carbon base fuels. We mean coal, but natural gas and we mean oil. What happens to these people, the working men and women, is they become disenchanted with the idea it costs more to fill the gas tank and heat their homes. We lose more jobs that they see as their bridge to giving a better life to them and families. The coal industry has been dying for the past fourtofive years. It is not because of policy obama put in place. It is because natural gas is cheaper. There are other sources of energy that people rely on. It is actually not seen as a partisan thing. This is a factual issue and one where economists and Business Leaders and some democrats and republicans are on the same side. Basically, when we talk about the carbon constraints, it is not aimed at coal. It is aimed at coal, natural gas and oil. All the fossil fuels are target here. The fact is everyone talks about green jobs. Im for them. Im from kansas. I believe in wind energy and solar energy and thermo energy. When we believe in these jobs like solindra. When it is all pushed because of subsidies, what happens is the middle class americans have to pay the way so billionaires can try these schemes. Im all for what works. There are reknnoewables that wo. All of the studies, chris, the job losses occur when you put the carbon constraints into law. All of the studies are net of the renewable jobs. Lets be honest, jen, look at the facts. I agree with you. Energy should cost more. When you are middle class, that hurts. One concern on each side.
