The president , i think one of the big risks the president took when he announced the deal was that he seemed to throw down the gauntlet saying if Congress Gets involved it will scuttle any chance to get this deal. I think that is a mistake because this congress has shown every time that the president wants to throw down a gauntlet they have picked it right up. He has signaled as sunlen mentioned in her package, he has signaled a bit more of a cooperative approach and interesting to see starting this week when Congress Comes back it continues with that approach and sell this to a lot of skeptics up on capitol hill. You know what the problem with corkers bill its only about sanctions. My pushback to you im hearing a lot of the emotion and politics of it how he did it. This is only a framework. Its not a final deal. I would say to congress and to define kevin and others criticizing this deal lets wait and see and what is the final deal is and not squander the opportunity to make progress and make the world the entire globe a safer place. A little bit of is you reap what you sow. Now you need them right . They do have sanction power and you dont have a great relationship. It is a balance as kevin was saying. What ive said to them is we will not only go through all of the details of what the current framework is and provide them updates in terms of how the negotiations go going forward, but we are committed to finding a mechanism for appropriate congressional involvement and oversight. That raises an obvious question is the strategy to combat the terrorist group working . Lets go to Barbara Starr joining us from washington with more. Reporter first of all you talk about strategy, you have to talk about the threat. What is the threat to al shabab and americans. The top u. S. Military commander for africa said about al shabab a few days ago on capitol hill. General david rod zbazing and i am quoting, al shabab remains a persistent threat to the u. S. And regional interests. Alshabaab has broughtened its operations to conduct asim met trek a trick attacks. This group is trying to kill as many people as it can. The u. S. Strategy has been to assist the African Forces and u. S. Troops navy seal commandos, drone attacks, helicopter attacks over the last couple of years have gone into somalia on several occasions to try and get to the alshabaab leadership. They have had a mixed track record on this because they are very well dug in very difficult to find. So is the strategy really going to change . Probably not. The u. S. Doesnt have a lot of intelligence on the ground. But nobody is dismissing the alshabaab as a threat. One of the biggest concerns if they flourish there, they can recruit people here in the United States for the cause. That is the big fear thank you so much for that report. Lets bring in our cn in analyst and mike rogers cnn commentator. Gentleman, great to have you both here. Mike yemen and somalia were both touted by president obama recently as success stories. Places where the u. S. Counterterrorism efforts were working. Let me read to you what president obama said quote the strategy of taking out thrift i terrorists who threaten us while supporting partners on the front line is within we have successfully per sued in yemen and somalia for years. Mike that was seven months ago, september of present the 14. Was the president wrong then . Was he overly naive . Well he certainly wasnt reading the intelligence coming in on both of those regions. As my mom used to say, alisyn you can hang the drapes it doesnt mean your house is clean. Heres the problem, there were other underlying factors in those countries over years. Policy frameworks never quite aligned with what the new threats were. In yemen, its iran ramping up support for Houthi Rebels at that time were a separatist organization that had certainly extremist ties. Well we watched over years as that got more sophisticated, better arms better weapons, better training it resulted in what you see today. Al shabab has been a little different. This was a place we had americans show up in the fighting there over a period of time. There was no good way to put pressure on al shabab. We had fits and starts about u. S. Involvement into any limited degree even with special capably forces to try to prussia them back from a place they could train and recruit in somalia. The game changed, though roughly a few years ago, 2012 when al shabab pledged allegiance to al qaeda. So now theyre a full blown al qaeda affiliate, which is why i think you see these external attacks into kenya. Thats interesting that mike says that the president wasnt reading the intelligence thoroughly enough t. Writing was on the wall seven months ago . Even when the president said that a lot of people in fellow counterterrorism arched their eyebrows to say what exactly is he talking about . Yes, you could say that in a very narrow sense these groups have been less active against u. S. Interests, but as weve seen in kenya, theyve got other targets in what weve seen in somalia is not just a u. S. Effort. Its been an african effort. Kenyan troops are a part of a Peace Keeping force to drive out al shabab in somalia that had a certain amount of success. The territory under al shabab control is much smaller now than it used to be. These guys dont fight fair. They can do what weve just seen over the past week. These horrific attack it doesnt take a lot of money. It doesnt take a great deal of planning. It takes a small somebody of people willing to die and kim on a massive scale. Mike even in the media, we have been so focused on Isis Al Shabab has sort of been depicted as this rag tag bunch of disorganized chaotic fighters. Have we all underestimated them . Are they more akin to isis tan we thought . I would not put them on the same level of organization of ability to perform large scale military functions burks they are an important al qaeda affiliate in africa and so theres other afilliates Al Qaeda Mount magrib in the northern part of africa. We watched them a more sophisticated organization. Remember thats where most of the ransoms started. They would take kidnaps in the magrib in the north and Fund Al Qaeda world wide. So this is a huge problem. We saw when they pledged in 2012 al shabab which is now down in somalia, you had this new affiliate to al qaeda, which means they would get training and better expertise, more cooperation. Clearly, what you are seeing is not to the same capably as isis or al qaeda, its Getting Better theyre getting more aggressive about its use. Theyre doing that at a time when there is this global comp ticks for who is the biggest, baddest jihadist of the Movement Today to try to attract money and people. They enjoy two advantages which is not necessarily true for isis. One they are fighting at home in a place they have been fighting for a long time. They know their terrain. Two, theyre not fighting against serious militarys against isis is fighting bashar alassads army in syria and now a rejuvenated Iraqi Military with u. S. And International Air support in iraq. Somalia, the somalian forces are nowhere near dont have that kind of capability. So al shabab has that going for it. Its fighting at home and fighting against a relatively weak territory. Thats what makes 24e78 more dangerous. Lets talk about their resources, are they truly a threat here to the u. S. Homeland . Obviously, anybody can be a lone wolf and say they pledge allegiance to al shabab or al qaeda and do something terrible. Is alshabaab the thinking that they really could send resources here and make some sort of catastrophic hit . Its probably not the highest threat to the homeland in that respect. However, theres two things that would worry me. One is can they inspire someone back here in the states to do an attack . And weve seen theyve made those attempts in the past. Theyve tried to inspire followers of alshabaab in the United States to do something in the United States. Thats always a concern. To mount an operation that would actually get to the United States would be pretty difficult for alshabaab. You get their logistics, training and access to a movement to an organization which is why theyve joined. So that part you have to watch closely. How long do you want to wait before they become an organization that could reach out and strike the United States. We only have a few seconds left. Is this something airstrikes could take care of . Can kenyans have announced this morning theyve launch airstrikes against camps. It will be a part of the plan. Thats what weve seen if weve learned anything from all of our terrorist operations is you cant solve this problem to the air. We do seem to be learning that lesson over and over again. If that sticks in an ultimate deal that is a huge concession by iran. This isnt about trusting a nation that is an adversary or enemy. This is about putting them under tight controls including inspections to guarantee this enemy does not become a nuclear pow sneer there are a lot offivesoffive s a lot of ifs and it creates questions. You know you wont have those answers and how can you make the case to the peoples satisfaction if you dont know those answers. The retraction follows columbia Journalism School calling the piece a journalistic failure because they did not do their Due Diligence on this story. We have two correspondents who have both been following this story very closely. Lets talk about what the columbia journalism review found, were the mistakes made by Rolling Stone. Let me put them up on the screen. The friends version, the friends of the alleged victim. Their version did not support jackies aukt. Thats a problem. Number two, all Three Friends would have spoken to the reporter had they been contacted but they werent. Number three, the fraternity said records show there was no party the night of the party. And editors invested Rolling Stones reputation in a single source. This violates journalism 101 rules were taught. Better reporting would have led Rolling Stone to the right answer would have been to not publish the story focusing on this victim. There were a lot of other victim victims and a lot of other students who could have been focused on. Instead by picking out this extreme horrific example and not doing Due Diligence embarrassed itself and doing damage to the university. Thats what one of the friends told me the columbia journalist said hes really upset because not only does he feel deceived there was a lot in that story that was true that does need attention. Now that its been deleted essentially from the website. Taken off the website. Taken off the web, thats all gone and lost. The universitys historical response to Sexual Assault was essentially vanished from that report reporting. That was never disputed. The university of virginia admitted to that and made changes because of it . There are so many parts. We will look at the journalism aspect in a second. I want to talk about the concern is reporting sexual abuse and assault on campuses across the country. Do you get a sense from people youre talking to there will be a sense of reticence from young men and women coming forward and say saying i was the victim and now i dont want to come forward because nobody will believe me. Ive heard that from some victims and also heard victims say most rapes that happen on campus are between one man and one woman. A lot of times you know the person chol involved and not as brutal and horrific and shocking as this one does. If everyone begins to believe a rape on campus is only a rape if its a gang rape the way it was described in Rolling Stone, thats a huge problem for victims. Thats a chilling effects. Some students at uva said this story does force us to make changes and talk about it and have conversations and aware awareness. The question is at what cost . One of the interesting things is no one has been fired. I have mixed feelings about it and feel people are fired too quickly. Whats the defense of it not being intentional . Whats the words of the editor there . Its loyalty and we talked about this with Brian Williams fiasco and idea of second chances. I wonder how Brian Williams feels reading about this and the writer of the article will be invited back to write on Rolling Stones in the future. Rolling stone decided none of this was intentional. How is it an accident you dont followup on sources . Im a little bit baffled by it. It makes all journalists look bad. It hurts the whole profession. Kind of baffling were not seeing any disciplinary actions taken. On the other hand theyve done good work before and will do more good work in the future. Maybe there is something to said for second chances. As to what happened the other night at the fraternity you were able to find the friends, something Rolling Stone didnt go to the resistlength of doing. Did they believe her story . What do they say happened . They say that night she was so compelling and convinceing they believe something bad happened to her. Thy continued to believe that over time even when they stopped being friends with her. When Rolling Stone came out with the new account so much different, there was so much that was wrong, in their opinion, based on their recollection of what happened they began to doubt. If the reporter had called them and recounted, what jackie was say saying they say we would have raised the red flag and said thats not what i remember. In the colcolumn columbia journalism report if they had spoken to the friends, that was the crux of all this. And for all readers, when were covering a story as sensitive as this dealing with people who have been through trauma we have to be incredibly skeptical, even cynical at times. Billy bean revealed in 1999 he was gay, after years as a baseball player he walked away from the game rather than play and hide his sexual orientation. You were appointed last year. When you think about and reflect on the last 16 years when you walked away from baseball did you ever imagine you would come back to be involved in such an important way . No. Honestly i think ive been an ambassador ever since i left. The Lbgt Community was great educateing me about myself and our history and given the opportunity to try to be a strong role model for many in our community, especially young kids pursueing sports. I wanted to inspire that. The body of work away from baseball and i think they noticed that. Its been amazing to come full circle. Im really proud of baseball and a huge responsibility one im very excited about. You are the right man about it especially when you think about the evolution youve had and work youve done behind the scenes and now you can do it out front if you will. Since youre out front, lets look at this topic weve been watching the situation play out. We know the ncaa was very vocal and heard about that issue in indiana. How do you think they handled it . Its wonderful to see theyve come around and resolved the issue. Especially from a baseball perspective, our record is very clear no player or employee or fan will be discriminated against and our workplace code of conduct nobody is discriminated based on race religion origin or sexual orientation. We have three baseball teams in indiana. Person personally i didnt want any of those baseball people in our family to wake up and feel if theyre working for us or play playing for us or coming to watch games they would be excluded from that process. Lets talk about that reality. The fact is billy, you are the only former or current openly gay baseball player. Does that tell you how far we need to go still . Well it tells me that i have a lot of work to do. I think that as a former player trying to be someone whos relatable to the current players, and future players, i think thats where the job is most important, that i represent both communities in a way that we can bridge and start a conversation. Thats really what my job has been to introduce myself share a little bit about my career why i walked away. I felt isolated. I didnt feel i could reach out to baseball and baseballs really trying to send that message that we wanted our players to reach out for whatever their issue is. Its a big family. Its a huge sport. We have 30 Big League Team seven Minor League Teams underneath each of those organizations. I think that the message is very clear, one of acceptance and the exact Job Description i have is to create a culture of acceptance not really to try to change the way players think as much as offer them to make a consideration and what that responsibility of being a part of baseball is. It also requires work on the part of the fan, too. Any plan on outreach there, working with the fan base . We develop wantfinitely want to show strong images of acceptance in each club. Thats a Bigger Picture project. The logistics of getting to know all 30 clubs and them getting to know me to be an example they are comfortable with and Show Confidence in to educate the players. Its easy to assume players understand a workplace code of conduct and acceptance. Some of our players are extremely young and get to the big leagues quickly and Start Playing and focused on one thing their whole lives. I want to protect them and want them to understand what it means and how their life will change when they put on a big league uniform. I think the fans will be part of that process. Obviously, the message moves quickly if we have all players on board. I wonder if this had been around 16 years ago, if you might have stayed around a little longer billy bean you think . .
