The voters wanted to make America Great again. His words came just hours before president obama appeared to take his own swipe at trump while speaking at pearl harbor. The president urged americans to fight against hate in the country and come together as one. It is here that we remember that even when hatred burns hottest, even when the tug of tribalism is at its most primal, we must resist the urge to turn inward. We must resist the urge to demonize those who are different. And president obamas comments there coming at an Historic Ceremony alongside japans Prime Minister shinzo abe. Hoping the deal will be implemented by midnight local time. Thats less than 13 hours from now. The deal would allow the assad regime and opposition parties begin negotiations for permanent peace. One potentially stumble blocking reports from turkey also say terrorist organizations will be excluded from the ceasefire. Generally, during the civil war thats how the assad regime has been referred to rebel fighters. Its unclear whether the rebel groups including those recently released from aleppo will respond to the deal. And it comes just hours before the secretary of state will be laying out a mideast peace plan, the question is, can it handcuff the next administration . Were live in jerusalem, next. Breaking overnight, jerusalems city council cancelling a vote of construction of new Housing Units in East Jerusalem after a request from israeli Prime MinisterBenjamin Netanyahu. That comes just hours before secretary of state john kerry delivers a speech outlining the Obama Administrations vision for peace in the middle east. Cnns Oren Liebermann following the breaking developments live in jerusalem. Oren. Joe, two different perspectives here, one is the city of jerusalems perspective. A spokesman or, rather, a city councilmember said they got a request from ben bernanke to cancel this vote just hours before secretary of state john kerrys speech in just a few hoyers here. For them, for the city, that is, this is simply a municipal issue. For them, they say jerusalem needs to continue to grow and continue building there. They say they dont want to get into a controversy, so they decided not to vote on this just before john kerrys speech. Perhaps its a bit of goodwill or what else secretary of state john kerry might do or the international community, that is to say, the u. N. Might do following kerrys speech. A spokesman for kerry gave a preview of why they think its important for kerry to outline the peace in the final days of the administration. This is a piece hes worked on for many, many years. I think, you know, he feelings its his duty and his waning weeks and days as secretary of state, to lay out what he believes is a way toward a peaceful twostate solution in the middle east. So, what is it that bernanke is afraid of right now in the Israeli Government . Kerry is expected to lay out his parameters which is to say his ideas on how to achieve a twostate solution. That can then be used at an International Peace conference next month to lay out what could be another resolution on the israelipalestinian conflict. That is what israel is trying to avoid. A lot of the ministers have already started firing up preemptive strikes to kerrys speech and they dont have a lot to say about the expectations there. I lot of subtext there. Thanks Oren Liebermann in jerusalem. Pedram, thanks very much. Moving into a state of emergency for over a year, france is beefing up security ahead of major new years eve celebrations. Were live in paris with more on celebrations coming up, next. Authorities in paris are on high alert for the holiday. Security is there was tight even before we learned the man who attacked a Christmas Market in berlin last week managed to travel through the french city, to milan following that attack. The french have been living understand a state of emergency for over a year now but security is now being stepped up even more ahead of this weekends new years celebrations. Cnns melissa bell is live in paris with more. Melissa, whats the latest . Reporter well, in just a few days a time, alison, that you can see, just below me, there will be hundred us of thousands of people. Of course, this presents a massive headache for authorities who have been on high alert for the last 18 months. How to protect such a large crowd of people and yet allow these sort of gathers that are so traditional and owe appreciated by people ever year. Increased security of course is one thing. 91,000 policemen on the streets of paris over the holiday period. Helped by a further 10,000 military personnel. Theyll be helping in short security. Of course, frances state of emergency has been extended. It will now last, alison, until july of next year. Which means by then it will have been in place for 20 months. Now, there are those who are very critical about it who say this is an exceptional set of measures that essentially extend the civic and human rights. An extraordinary measure thats become all too ordinary. And they object to the fact that its been extended once again, all the more so, because it simply hasnt prevented the recent attacks weve seen. Im thinking, for instance, of the last big attack here in france which was back in july. Rule remember on bastille day, a lorry was driven into a crowd, and that didnt prevent anis amri from hitting that Christmas Market last weekend and then crossing the French Border twice. There are those who wonder whether the security measures put in place are actually adequate to deal with the new threat that many are facing, alison. You mentioned the state of emergency in effect until july . Is there a reason why its until july . And whats the expectation it could go beyond that . Reporter for now, everything is possible because by the time this is reconsidered, alison, we will have a new government. The reason that this extension was agreed, the french government, theyre entering an electoral period next spring. The french will elect a new president. There is ever likelihood according to the polls that the government will change from socialist to marginally right wing with either the Republican Party or far right. The National Fund is looking poised to benefit from what weve seen. Growing anxiety here in france with the proposed Terror Threat but also the way they have handled its migration crisis. On whether or not to extend the state of emergency, already, though, its in place for 20 months and that is something that is being chris sized here in france. Thank you very much. Jerusalems city council cancelling a vote of construction of new Housing Units in East Jerusalem after a request from israeli Prime MinisterBenjamin Netanyahu. It comes just hours before u. S. Secretary of state john kerry delivers a speech outlining the Obama Administrations vision for peace in the middle east. Cnns Oren Liebermann following the breaking developments live in jerusalem. Oren. Joe, two very different perspectives here, one is the city of jerusalems perspective. We spoke to a City Council Member who said this decision had nothing to do with politics, simply a decision to chance the vote. They dont want to get into the policy around secretary of state john kerrys speech. As for Prime MinisterBenjamin Netanyahu perhaps here hes trying to build up a bit of goodwill before secretary of state john kerry speech. What will be outlined in that how to deal with sensitive issues. And thats what israel is concerned about how he lays out his vision, with how to deal with those, giving a bit of a preview here. This is an issue in the middle east that hes worked on for many, many years. I think, you know, he feels its his duty. And his waning weeks and days as secretary of state to lay out what he believes is a way towards a peaceful twostate solution in the middle east. So, what is kerrys what is israels concern here, rather. The concern is that what kerry says which is to say, the paramet parameters, the issues he sets on resolutions could then be taken by other countries to the u. N. Security council and that could lead to another resolution. If its nonbinding that will be one more blow to the Israeli Government. And that explains, joe, why Prime MinisterBenjamin Netanyahu has decided to ask the city of jerusalem to hold off on its vote at least for now. And what were talking about is construction that was already planned, is that right . Thats what theyre holding off on . It was. The construction was on the agenda before the Security Council vote. The city made it clear theyre not concerned about the Security Council vote, and theyre going ahead with business as usual. Now it seems that Prime MinisterBenjamin Netanyahu at least a little concerned or worried, or at least thinking about what it is that kerry has to say here. He has decided to ask the city of Jerusalem Council to hold off for now. Oren lieberman in jerusalem. Time for an early start on your money. Were live in seoul, next. Welcome back. Authorities in paris are on high alert for the holidays. Security there was tight, even before we learned the man who attacked a Christmas Market in berlin last week managed to travel through the french city of leone en route to milan following that attack. The french had been under a state of emergency for over a year now. But security is being stepped up even more ahead of this weekends new years celebrations. Cnns melissa bell is live for us in paris. Melissa, what are you seeing thats different, because security has already been tight. Reporter security was already tight. Is it has been further tightened down, alison, agency the Holiday Season approached. There are 91,000 people on the streets of france. 10,000 military personnel to police this Holiday Season which, of course, is one that could be targeted. That is what french authorities fear. The state of emergency was extended earlier this month and will now last until july of next year. What french Authorities Say is that this is a necessary measure. That in the last year alone, 17 terror plots have been foiled here in france. If you think about that figure it is quite astonishing. Since the state of emergency was introduced last november, alison, 4,000 raids have been carried out, more than 500 arrests and 600 weapons seized here by the french within france. Thats why security sources they say, the trouble is that the threateneds to change faster than the Security Services and Security Apparatus can keep up with this. If you look at the last two major attacks here in europe. The one in nice, back in july, when a truck wag rammed into a crowd of people and gathered to watch the fireworks celebrations on bastille day, and when the truck was attacked were talking about jihadists getting into a truck and plowing into a crowd of people. That is the much different Security Threat than we saw here last november with coordinated attacks across paris. And all the more difficult to police. Here in paris on the champselysees, hundreds of thousands of people gather to see the new year. Privately what the French Interior minister tells you off the record is not so much that they fear whether or not a big attack will happen, but when it will happen and how it will happen, alison. And thats the reason that the tighter security is now the new normal in paris. Melissa bell, thanks very much. North korea is said to be moving ahead. Kim jongun is determined to finish development. With the deputy ambassador in the north Korean Embassy in london, which means he would have had access to a lot of inside information that hes now sharing here in seoul, since he made his escape in the summer. What hes saying is kim jongun, as long as hes in power, north korea will never, ever give up its nuclear weapons. Im quoting now. He also said that you could offer north korea 1 million or 10 trillion they will not give them up. Economic incentives wont work. He also said that north korea intends to continue with its Nuclear Tests and military provocations until and when it becomes a nuclear state. When is the plan to do that . By the end of 2017, this isnt just an impulsive date plucked from the air. Jim jongun is calculating very carefully this is when we will President Donald Trump in the white house in washington, d. C. And a new president in seoul. He believes that the hands the new administrations hands will be tied. They wont be able to take any action or provocation or afford any military action to stop north koreas weapons ambitions. Therefore, hes going to forge ahead making 2017 important to do say. He also revealed he believes when north korea is a nuclear state, hell come to the table, kim jongun that is for discussions. Thanks so much for that report. Lets get an early start on your money.
