We do not know the nationalities of those still on the plane as negotiations with the hijacker continue. The motive related to this is the hijackers exwife. Not terrorism. I want to bring in cnns ian lee. He has been following the story as it has unfolded from cairo. Ian, tell us what we know about the hijacker and what appears to be the motive for taking command of this flight. Reporter this basically the facts we have at this hour. This plane took off at 6 30 a. M. It was going from alexandria to here in cairo. That is about a 45minute flight. During the flight, a man said he had an explosive belt and demanded that the pilot divert to somewhere in europe or istanbul. Somewhere other than the final destination. This is according to the officials. The pilot said he did not have enough fuel and they landed in larnaca. After which, all egyptian passengers were led off the plane. Five foreigners remain and seven crew members. In the past minutes, we have seen other people released. The egyptian authorities have cast doubt on whether the explosive belt that the hijacker claims he has is actually real or not. As were hearing as well from cyprus officials, the motivation seems to be around an exwife. The spokesman of the presidency here in egypt confirmed to me the name of the hijacker as ibrahim samaha. He said, the spokesman, this is a dual u. S. Egyptian national. We are working also to independently verify that information. Right now, egyptian Officials Say their main goal as well as cyprus officials is to end this situation peacefully. We know negotiations, ian, have been going on for at least an hour with that hijacker. You say the president s office, the spokesperson saying this is an egyptianamerican citizen with dual citizenship. What can you tell us anything more about where the negotiations stand right now . Reporter it seems to be going positively where you do see people who are being released. Although it is still a very sensitive situation. They do want to end this peacefully. We are expecting a press conference actually to start anytime from the Egyptian Ministry of Civil Aviation. They will update us on the current negotiations and status of the people who have been released and who are still on board. According to the egyptian government, there are eight americans on this flight. Theres a lot of people with dual nationality here. They could have been dual egyptianamerican nationality. Maybe thats why theyre off. We are hearing five foreigners being held hostage and crew members. A manifest showing 81 passengers, i believe, overall. Some discrepancy on the number of the people on the manifest. Let me ask you, ian, were talking about a flight hijacked months after a devastating bomb took down a metro jet flight that took off from Sharm El Sheikh airport. Although authorities are saying they do not think this is terrorism, there are a lot of questions about security at these airport and air travel system in egypt. Reporter thats right. I just flew here in cairo. I have been to this airport before. I have seen how the security changed since the october bombing that killed over 200 people. Egyptian officials wanted to reassure the world it is safe to come here. This situation doesnt help. The question is if this person does have a bomb, how did they get it on the plane . Were they able to go through security and going through that airport and security, there are a number of checkpoints and a number of times you have to screen your bag. Was a person able to get the bomb on board that way or was there inside help . Right now, Officials Saying this is not terrorism related. That it has something more to do with an exwife. Egyptian officials have said that they doubt the bomb is actually real. Officials arent taking any chances right now. Ian lee for us in cairo. The president of cyprus saying this is not terrorism. So confident because this spokesperson saying the security has been heightened across egypt. You wonder. This is a small airport. The flight from alexandria to cairo. A short flight. 45 minutes. People take a twohour train ride or drive three hours in a car. Short flight. Some believe security can be more laxed. We will see after the metro jet crash in Sharm El Sheikh last fall. A lot of criticism. They have been working hard to make it safer. You can hear ian lee said he had at that very airport, had to scan his bags a couple times. As we let ian get more information, lets turn to geoffrey thomas. He is the manager director of airlineratings. Com. Thanks for joining us. It begs the question how did this guy get on the flight if the egypt Civil Aviation ministry is showing confidence saying there is heightened security stepped up across egypts airports. It also begs the question how did the hijacker get to the pilot . Are there reinforced cockpit doors on egyptair planes . Two very good questions. The first one with regard to the heightened security, they have since the metro jet crash significantly. However, theres one thing to increase the quantity. What about the quality . When you throw a lot more people at a job and you rush the training of scanners, then the quality of the scanning may deteriorate. We found in other jurisdictions around the world with various tests that are done quite often the scanners will not pick up the weapons or explosives. When it comes to whats happened on board the aircraft, the hijacker said he has an explosive belt. Hes told the cabin crew ill blow this airplane up unless the pilot diverts. The pilot has two choices. Its all done through intercom because the cockpit door as you suggest is high security one. All aircraft have high security cockpit doors these days. The pilot faced with the question, do i risk the plane being blown up or divert to an airport. Hes taken the latter course of action which proved to be the right course of action so far. I think any pilot would take the same course of action. Geoffrey, one reason why this was not detected in the airport is because there is no explosive. This is a love sick College Professor having a personal meltdown. Claiming to have an explosive device. If that is the case, is that the proper response from the airline and pilot and crew . Looking, indeed, the problem with suicide bombers, this is a new world. Not just security people. Travelers, general public, on metro, whatever it happens to be. You have somebody who has a coat on. You have no idea whats underneath. With suicide bombers today, who knows. Who knows what they have underneath. We had a couple of cases where it turned out to be a lot of newspapers bulking out to make it look like they had explosives. There was no way of knowing. We have to take the threat seriously. I think the crew have done the right thing here. There is no other choice, really, with this sort of threat. You know, as we unravel the motivation of this hijacker, during the negotiations, we have seen him allow the release of first of most of the passengers and then slowly of the non egyptian passengers. He held back some of the non egyptian passengers, making you believe there is a political motivate behind what he is doing. What do you think of that . Certainly releasing the egyptian passengers indicates his loyalty is with egypt. You said earlier he is a dual national u. S. Egyptian. To my understanding, he is an egyptian from egypt. His loyalty is there. What his motivation is at this stage, we dont know. Certainly holding back the westerners, gives him greater bargaining power. Beyond that, we dont know. Again, the cyprus government saying this is not terrorism. Not treating this as a terrorism event. We will hear more, im sure, from a press conference that will happen shortly. Ideological, personal, Mental Health . What is the issue here. Geoffrey, it is interesting. Something about the episode feels very 1980s or 1990s, if you will. Terror and international plots against airlines have changed so much in the past few years, since 9 11, frankly. Tell me a little bit about how the threat against air travel has evolved. Doesnt this seem like we have not seen these hijackings in a while. We saw so many in the 70s and 80s certainly. Thats right. Indeed. We, the United States and rest of the world, is now embracing cuba. Back in the 60s, there were 70 hijackings a year to cuba. The palestinian and plo hijackings through the middle east. Some of those were terrible hijackings. You are right. This is a throwback to the 60s, 70s and 80s. After 9 11, things changed dramatically. As a result of 9 11, it changed the dynamic. Hijackings are quite rare. Yes, this is a surprise. A hijacking combined with a threat of a suicide bomber scenario. A new mix. Something new were dealing with. There was a number of Security Forces and three other passengers aboard the plane. After negotiation with the cyprus authorities, i would like to say as i said earlier, the crew, Security Officer and air hostages and three other persons. The negotiation conducted with the hijacker and authorities. There are more than one section which we are negotiating and dealing with this subject. We would like to introduce our brothers and children and we are dealing with it. I would assure the families the way we will deal with them has taken place which is appropriate. You can see is appropriate. We will continue in the same way. The hijacker, is he an arab . I cannot answer this or give any information about the hijacker. There are negotiations taking place with the parties involved. Until this stage, we have not decided the requests and demands of which i can tell you at this moment. There is information we cannot disclose. Nobody can decide or state the time it will take for negotiations. All i would say is the people who are on the flight, we would like to keep the safety and we use all the other ways in order to ensure the safety. No longer doesnt matter how long it takes. We do not want to have any conflicting information or any announcement or statement. I did not say this so i cannot answer this information. Yes, we have managed to get information. Were also hearing from some egyptian Officials Saying they are skeptical this is an actual explosive belt, but they are not taking chances with negotiations under way. This is a sensitive security situation. I just got off the phone with another egyptian official. They want it to end peacefully. No one, including the hijacker, to be harmed. They dont want to jeopardize the negotiations. We really do not know the details of how its taking place. From what we have been watching over the course of this morning, it is likely this is not taking place facetoface negotiations. It is taking place over the telephone. Details are sparse on the exact situation around the plane. The security situation. Officials do not want to ttip off the hijacker to whatever is going on. They have kept us in the dark. We can understand why. No one wants to jeopardize the safety and well being on the flight. We know seven people still on the plane right now. Three of them are passengers. Although officials there, you heard in the press conference declining emphatically to tell us the nationalities of the three passengers. You are watching tape right now of people leaving the plane. We know authorities are sending a new plane to cyprus to pick up the passengers bound for cairo and gets those released from the plane to get them to their destination. Ian, the headline here is initial confusion coming from the spokesperson from the egyptian president s office of the identity of the hijacker. Not a dual americanegyptian sit even. The egyptian citizen. The name is different. They are thinking the same motive. Not terrorism, but a personal problem. Reporter thats exactly right. This morning, there is information that changed initially. They were saying four foreigners on board and then five. That has been changing as well. It has been a fluid situation. Right now, we can confirm according to the spokesperson of the president of egypt, this person is an Egyptian National. Not dual national. His name is seif el din mustafa. That is coming from the spokesperson. A fluid situation. Those people who have been released will be coming back to cairo. A lot of people wondering why the plane that took off from alexandria and landed in larnaca. We are told thats when the hijacker informed the pilot he insisted he go somewhere in europe. Istanbul was named as well. The pilot saying they did not have enough fuel to go to any of the destinations. Larnaca was the closest option for them. Thats why the plane landed there. Egyptian officials are looking into right now. This hijacker claims to have an explosive belt on. How did that person get that belt on board that plane . Ive been to this airport a number of times. There are Different Levels of security. They go through your checkin bag and carryon baggage. When you go through the metal detector, almost every time, they pat you down. Was this in his carryon luggage . This is what officials will look into. One official doubted it was an actual bomb. Although, again, they are not taking chances. Ian, let me ask you this, the hijacker obviously besides making the demand to have the plane go somewhere. What other demands were he making . Political demands . You first saw the passengers walk off and it was reported they were egyptian and the non egyptian passengers left on. It strikes me as interesting to see how calm. If you go to the video. How calm the passengers are looking as they walk away from the aircraft. Not only walking away, but baggage in their hands. Maybe thats how it was on board and it was not as tense for passengers if they were able to grab a bag or two before they got off that flight. Reporter you are exactly right. It does speak volumes to the situation. You are not seeing the people run off the plane ducking. They do have their luggage with them. It could be, the reason, we dont know the motivation behind this. From everything were piecing together, it appears people on board are bargaining chips. This person has demands. It seems to be a domestic demand. Dealing with exwife. What those demands are, we really dont know. Egyptian officials have been fairly tight lipped. Officials are saying it deals with the exwife and it is not terrorism. The reason to keep foreigners on board, maybe it gives him a bit more leverage than he normally would have. This is some sort of a personal issue. An issue. Hes asked to speak to his exwife. He claims to be wearing a suicide vest. Look, it is getting more bizarre as it rolls out. Nonetheless, terrifying for everybody involved. Two elements to this. The motive of the hijacker may be simply a domestic situation with his exwe, who i understand, its unconfirmed, she is a cypriot. Thats yet to be confirmed. At the same time, it flags how easy it is to hijack an airplane with a suicide bomb scenario. This sends a chilling message to wouldbe terrorists across the globe of how simple it is to get on board and say ive got a bomb and this is what i want to do and this is where i want to go. This is a chilling development regardless of the motive of this particular hijacker. Let me ask you this. We heard from president sisis spokesperson there is a Security Officer who still remains on board. One of the seven still on board the aircraft. What do you think could have happened on the plane . How did the hijacker get access to the plane with a Security Officer on board . We dont know the answer to that. It may be all he had to do is tell the crew, cabin crew, he had a bomb and he wanted to speak to the pilot. If he wasnt allowed access, would he explode. I think given that scenario the Security Officials and cabin crew and the air crew have all decided the best way to deal with the situation was to indulge the individual rather than ris him doing something that would result in the loss of the aircraft or people on board. It does seem whatever happened and we dont know the details of what happened has been handled rather well so far. What we have is an aircraft that landed safely in larnaca. We had the vast majority of the passengers allowed off, which is again a significant success in any hijacking negotiation. It seems that the negotiations are continuing with the individual. The more you spend time negotiating with the individual, the more successful an outcome. We dont have the details, but what we should reassure ourselves with so far this whole affair has been handled very well. That is a very good point. People have safely and calmly walked off the plane. There are several people on board. It is interesting, in the 20th century, hijackings for political purposes or people having personal problems or Mental Health problems or terrorism, frankly, hijacking planes are more common. Now you have in this particular case the threat or claim of a suicide belt and hijacking. That has a very 21st century fingerprint to it. It does. We have done a spade of hijackings in the 70s and 80s in the last century. Hijackings have tended to become few and far between. Certainly after 9 11 where hijackings took on a different turn. I think we will obviously find out a great deal more in the hours and days to come about this particular scenario. It may well be this individual has bluffed his way on to the aircraft. He hasnt actually got the way with all to conduct the serious hijack. I think it is right. The authorities are dealing with this seriously and professionally and are negotiating with him to ensure the threat he poses reduces significantly as time goes on. It already has very significantly. Im sure the next step you will hear is hopefully more freeing of hostatages and crew. It sounds according to some reports that they have brought in his exwife and maybe other members of his family and friends to sak with him. It does seem this man has some sort of emotional issues. I think they will be using psychologists to try to manage those with the negotiators. It is a relief that most of the passengers are off the plane. Seven still on board. Not terrorism related. Is there anything Security Officials at the airport could have noticed about him or looked at passengers and been able to predict that something could have happened . Well, time will tell. I feel like a little bit like a broken record on this. I have been arguing all of my professional life for the deployment of profiling techniques based on behavior analysis. It doesnt matter if you are looking for suicide bombers entering airport checkin halls at brussels or suicidal pilots as with germanwings or as we see today, an individual that is prepared to hijack an aircraft. The best security technique that we can deploy at airports worldwide and on Airlines Worldwide is behavioral analysis. This incident really sort of takes me back ten years.
