18 weeks. 136 days until the election. We start with grim news on coronavirus. Yes. Reopeningsll across the United States coming to a grinding halt this morning. At least 16 states have paused or rolled back reopening plans amid a big surge in the virus. A top cdc official warns the virus is spreading too rapidly and too broadly to bring it under control. This map tells you everything you need to know right now. Only two states, two, are heading in the right direction. 36 including nine of the ten most populus seeing cases spike in the last week. On memorial day it was half that many. With july 4th approaching, officials want to stop this from happening. One of the most drastic roll backs happening is in arizona. Bars, gyms, movie theaters, closed for at least 30 days. Events with more than 50 people banned. Hospitalizations and covid19 cases spiking to record highs. The rate of positive tests in arizona has climbed to five per 100 to 40 in just one month. It will take several weeks for the mitigations that we have put in place and are putting in place to take effect. We will have to persevere and its going to be for some time into the future. Beaches are being closed on both coasts. Los angeles shutting down its famous beaches for the holiday weekend. L. A. Has only enough hospital beds for a few weeks. Icus in neighboring Riverside County is at 90 capacity. Monroe, broward, miamidade, the southeast coast shut down for the holiday. In texas long lines for covid testing in austin. To the east, houstons mayor says the covid positive rate has gone from 3 in april or may to 13 today. When you look at whos been hit hardest today, black americans, latino americans, essential workers. In places like florida and texas where youre just seeing these overallstate wide numbers, i think in some communities its far worse than what were seeing so far. Jacksonville is requiring facemasks. President trump is set to accept the republican nomination there. A roomful of people Wearing Masks probably not the visual he wants. There are troubling trends across the country. In West Virginia more than 200 people are being advised to quarantine after possible exposure at a gym and more than 100 cases linked to a bar in east lansing, michigan. Those people no doubt had contact with other people likely spreading the virus undetected further. Forcing changes in states where things are better. New york now considering delaying the restart of Indoor Dining. New jersey, one of the two states reducing cases already taking that step. The carelessness of one establishment can completely undo the good work of many others. We will not tolerate outlier bars and restaurants so unfortunately the National Situation compounded by incidents of knuckle head beh e behavior here at home are requiring us to hit pause on the restart of Indoor Dining for the foreseeable future. Industries that lie on big crowds are in big trouble. Cirque du soleil which has the high flying acrobatic shows has filed for bankruptcy and cut 3500 jobs. The spirit is evident. Something holds you back. The amc theater chain is postponing reopening by two weeks. It could persuade awed kwlenss to return. Broadway remains closed. New overnight, a russian effort to pay the taliban to kill u. S. Soldiers was included in one of President Trumps daily written briefings according to a u. S. Official with direct knowledge. The New York Times reports the intel was included in a written edition of the Daily Briefing. It was an april 2019 car bombing that killed three u. S. Marines. Why would he not be briefed . Were they afraid to approach him on the question of russia or if they did tell them, President Trump was consistently unprepared in classified phone calls with heads of state. Oftentimes abusive with our allies. Carl bernstein was told the president s repeated lapses convinced his former secretaries of state and defense along with two National Security advisers and his longest serving chief of staff that he posed a danger to u. S. National security. Several republicans were briefed about the intelligence on russia on monday. Democrats will get a briefing later today. Cnns Nick Peyton Walsh are you hearing about this. It seems increasingly confusing. There was a Russian Military intelligence plot to target u. S. Traps. At that time the u. S. Intelligence was looking at the possibility of links between american fatalities in afghanistan and this russian plot. The official expert that didnt know what the conclusion of the examining of those links had been, but it does appear that the white house is coming forward and saying the damage done about the leak of this intelligence is in fact more damaging potentially than the pause itself. Theyre going to get down to the bottom of what happened here because the story is to speak out. Fascinatingly confusing picture from the white house. They said we dont dispute the intelligence itself but seemed more focused on the New York Times reporting whether or not the president had been briefed about it as the New York Times first reported. Now it does appear it was in his president ial daily brief as a document hes presented. We know from john boltons book that apparently many of these president ial briefings were in fact President Trump talking himself rather than being talked to. So its entirely possible this was put in front of him but he simply didnt Pay Attention to it. Thats one possible explanation for the last 72 hours worth of confusion here. At the highlight of all of this where youre seeing ongoing between the u. S. And taliban, there does appear to be a russian plot to pay talibans that may have led to russian loss of life. The jury is still out. A startling few days in terms of u. S. Intelligence, its relationship with russia and what goes on inside the oval office. All of the explanations really troubling and no strong statement from the white house about the substance of the report and the u. S. Troops that were killed. Nick, thank you so much for all of your reporting as usual. Breaking overnight, Hong Kong Media reporting beijing has just passed a wide ranging National Security law. Many in hong kong fear the new law could be used to further erode the citys civil and political freedoms. Secretary of state mike pompeo says the u. S. Will stop selling us to hong kong. Whats the latest on the ground . Reporter china is vowing retaliation after the Trump Administration is beginning to take steps to strip away the special relationship that hong kong and the u. S. Have enjoyed because of the fact that the u. S. No longer believes hong kong enjoys a high level of autonomy from Mainland China. And we were at the China Liaison Office a short time ago. You have the hong kong people who have not steen. Theyre completely in the dark about the contents of the law. It was passed without even consulting with them. They were side lined and beijing decided to pass this law, put it into effect and they havent even told the people who live here what is exactly in it. What we do know from a hong kong lawmaker who spoke to us, it was not rethrow active. In which case there will be things done about protestors painting antichina slogans, they could face trial under this law in Mainland China and they could face up to life in prison and that is actually good news for people here in hong kong because in china they have the Death Penalty and some of these cases under chinese law might actually call for the Death Penalty. No surprise, boris. Weve been out here in hong kong despite calls for protests of this law. We would have seen people packing the streets this time last year. The streets have been empty. Protests have been silent. Major fear here is that china is going to use this new skierty. Who gets the first doses of the millions it is set to turn out . Cnn medical correspondent Elizabeth Cohen explains. Reporter laura, boris, remdesivir is the only drug approved in the United States to treat covid19. So far gilead has been donating it, giving it away for free. Now theyve set a price. Lets take a look at what that price is. 2,340 for a fiveday treatment which is the typical amount of time a person takes it. For private patients, 3,120. This price was lower than expected but still some said it was too high. Taxpayers gave a considerable amount of support to develop this drug and some said that gilead should have given a lower price point. Laura, boris . Elizabeth, thank you for that update. Investigation is being launched in how the mayor of louisville handled the shooting of breonna taylor. Theyre going to start a probe of the mayor. The council says the public has a right to know what happened in the case. Ylor was shot and killed by police who came into her apartment to serve a no knock warrant. The suspect who police were looking for was already in custody. The trial of four former Police Officers charged in the death of george floyd could be moved out of minneapolis. A hearing on monday peter cahill admonished the prosecution and defense for speaking out about the case. He stopped short of issuing a gag order but said it could make it har to find an impartial jury. The trial could start as soon as march of 2021. Victory for supporters of abortion rights on monday. John roberts siding with four of the courts more liberal justices to strike down a louisiana law that advocates say could have left the state with only one abortion clinic. The decision is a blow to conservatives who were counting on the high courts expanded majority to chip away at abortion rights but roberts may have also left the door open to more limits on abortion. Cnns Jessica Schneider has more from the court. Reporter laura and boris, a big win for abortion advocates here at the Supreme Court in a 54 decision. The majority including the chief Justice John Roberts striking down louisiana abortion law. This is a law that would have required doctors to gain admitting privileges at hospitals within 30 miles of where the abortion was formed. Now that law has been blocked. Abortion rights advocates have chief Justice Roberts to thank. He was the deciding vote. Its interesting and important here because before this vote chief Justice Roberts had actually never voted to block an abortion restriction. In a sense the chief justice saying his hands were tied in this case. Thats because in 2016 the Supreme Court struck down a nearly identical texas law. So the chief justice saying he had no choice in this case but to strike it down. Now the white house sort of sniping at the chief justice along with those liberal justices in this 54 decision. The press secretary releasing this statement saying instead of valuing fundamental democratic principles, unelected justices have intruded by imposing their own policy preference in favor of abortion to override legitimate abortion safety regulations but, in fact, whats notable here is that chief Justice John Roberts, he did leave the door open somewhat to other states that might try to pass similar restrictions. He said in different circumstances its possible that restrictions like this could pass muster. So for now this louisiana abortion law, it remains blocked but there could be opportunity for other states to back similar restrictions and then they would get their day in court to determine exactly what happens in those cases. Laura and boris . Jessica, thank you for that reporting. Its important to keep in mind the Supreme Court ruling on abortion could play a Critical Role in the balance of power in the senate this fall. In maine senator Susan Collins is coming under fire for voting to confirm Justice Brett kavanaugh. During his hearing she asked him whether he supported overturning roe versus wade. Collins is seeking a fifth term in a state President Trump lost by three points in 2016. Last night she insisted that kavanaugh gave no indication he supports overturning roe versus wade even though he voted to uphold louisianas abortion law. A harsh check from the cdc, coronavirus is spreading too wide and too fast to bring it under control right now. More states forced to close up shop so soon after reopening. Slamming the brakes. I think there was a lot of Wishful Thinking around the country. Hey, summer, everything is going to be fine. Were over this. We are not even beginning to be over this. We have way too much virus across the country. Wishful thinking, right . July 1st approaching, officials want to avoid repeating these scenes on memorial day. Thousands ignored warnings flocking to beaches, bars, parties. One of the most drastic roll backs in arizona. Bars, gyms, movie theaters, other businesses now closed for at least 30 days. Events with more than 50 people are banned. Rate of positive tests has climbed from 5 to an astounding 40 in just one month. New overnight, intelligence about a russian effort to pay the taliban to kill u. S. Soldiers was included in one of President Trumps daily written briefings. Thats according to a u. S. Official with direct knowledge about the matter. The New York Times writes the intel was included in a written version of the Daily Briefing in late february. Officials are looking for possible ties to an april 2019 car bombing that killed three u. S. Marines. Why would he not be briefed . Were they afraid to approach him on the subject of russia . Were they concerned if they did tell him that he would tell putin . Cnn is reporting that President Trump was consistently unprepared in classified phone calls with heads of state often out maneuvered and abusive towards u. S. Allies. Multiple white house and Intelligence Agency officials tell cnns Carl Bernstein the president s repeated lapses convinced his former secretaries of state, defense, two National Security advisers and his longest serving chief of staff that he posed a danger to u. S. National security. Several were briefed about russian intelligence on monday. Democrats get their briefing today. Want to bring in cnns Nick Peyton Walsh joining us live from london. Nick, at the fore of this story is the conflicting version of e even events. They tell us this was based on electronic eavesdropping. From the white house side the president says this information is not credible. Reporter its all about the deterrence. Very little doubt there was adequately convincing intelligence certainly for the United States to brief its allies about. Speaking to european intelligence official who has knowledge of a similar russian plot to pay the taliban, in particular american soldiers. One particular point of contention seems to be whether or not the russian plot itself resulted directly in american fatalities. I spoke to a u. S. Official who saw some of the intelligence earlier this year and their conclusion back then was that the links were still being examined of possible connection between this Russian Military intelligence plot and american fatalities in afghanistan because taliban militants had carried out the bidding for cash rewards. Conclusions havent been fully drawn when they last saw the intelligence earlier on this year. There appears to be part of this which perhaps is still a evaluated. Thats what the white house relies upon. Its startling from what we havent heard from President Donald Trump is a condemnation on a Russian Military plot to kill americans that may have been successful. Instead the white house response has been to concentrate on process. The first press secretary came out and said the New York Times first reported the story was wrong to say the president had been briefed about it, it transpires according to our reporting that it has a major sweeping briefing. We know from john bolton that trump was talking, not listening. It may be that he was there but never paid attention to it. Why wouldnt you raise something as utterly serious as killing americans with the command beer in chief. A lot still circulating here. The russians say its a lie, a hoax. The taliban has as well. There are officials saying the same thing. The question remains did it end up killing americans and why on earth is that not the focus of a white house response . Why are they tied up more on who knew what when and how that was okay . Back to you. You have to wonder how troops overseas are hearing this news, hearing the white house go after lakes not quite as harshly as they should be going after the news that russians may be put bound yis on american troops. Nick peyton walsh, thank you so much. Breaking overnight, hong kong has said beijing has passed a wide ranging National Security law. Many fear the law could be used to further erode the citys civil and political freedoms. Mike pompeo says the u. S. Will now stop sending certain types of military equipment to hong kong. Cnns will ripley is there joining us with the latest. Will . Overnight, laura, the chinese responding back saying theyre going to retaliate against the United States for the steps that the Trump Administration is taking to strip away the relationship for what hong kong has enjoyed. They no longer believe hong kong has a higher degree of autonomy. Im standing outside the China Liaison Office. These barricades are set up at Police Barricades because protesters for months would attack buildings like this throwing molotov cocktails trying to get in there. One year ago tomorrow protesters broke into the legislative council, the heart of the g government. Those kind of offenses last year might get people a slap on the wrist if they were arrested. Now with this National Security law in effect, the maximum penalty, life in prison. They could actually have to face trial in Mainland China. Thats one small detail weve learned about the National Security law but kept completely in the dark from the government and people in terms of the actual details. The chief executive carrie lamb was asked and she couldnt comment because she still doesnt know any details. She has not been briefed about the bill. The person running hong kong doesnt know about this law thats going to potentially forever change life here. Weve seen pro democracy advocates step down from their post overnight. Weve seen certain organizations shutting down because there is so much fear now that this law is going to be used to silence any dissenting voices here in hong kong. It is having desired effects. There were calls for protests. No need for this barricade. Nobody has been out on the streets, laura. An amazing street from weeks ago when we saw protests in the streets there. We know we are right in the middle of the surge. Weve got weeks of thes difficulties to go, boris. Im right near a clinic where people are lining up to get tested for covid19. Just look behind me. This is what people are dealing with. People living close together. Its almost impossible to socially distance, but theyve had some time to prepare for the surge. Theyve used their time well. People were predicting a catastrophe in places like the cape flats. Has it happened . At this stage would it happen . Even our best models werent able to predict what were seeing now. We definitely have a lower peak than what we expected but it looks like it will go on for longer. Reporter so this is a marathon . This is a marathon and i think people need to get a reality check and accept that this is here and that its not going to go away any time soon. Weve used the time well and were always going to question ourselves, did we use it enough . Did we do enough with the time that we were given during lockdown, during when the epidemic slowed and every death is heavy on health care workers. There are far fewer resources here to battle this virus, but they hope this can be replicated across south africa and across the rest of the continent, boris. The rest of the few weeks will be absolutely key as the cases rise dramatically just here in south africa and possibly in some other countries in the continents. David mckenzie, thank you so much. At any moment the European Union will publish a list that can travel to the e. U. Fred pleitgen is there. Fred, the u. S. Is not expected to make the cut. It could have an enormous effect on business travel. Reporter yeah, it could have an enormous effect on business travel. It will be interesting to see which countries are on the list. China is where the coronavirus originated but then you have some countries that simply have a lot less well funded Health Care Systems than the United States, algeria, morocco, tunisia, serbia and rwanda where they believe these countries are doing a better job at beating back the pandemic than the United States at this time. European officials have always said all of this is only according to medical criteria. It depends on a virus situation in the countries of origin and clearly a surge is going on in the u. S. Right now. The e. U. Simply believes the u. S. Is not at a stage where they can allow americans back in. They are quite concerned about the surge in america. There are measures considered common sense like wearing a mask, lockdowns, physical distancing which they believe are being politicized in the United States. That might be one of the reasons why the situation in the u. S. Continues to be the way it is and wont allow for americans to come back here to europe at least within the next two weeks, guys. All right. All eyes on the e. U. Today. Fred, thanks so much. This morning israel is on the verge of annexing parts of the west bank. The move long promised by Benjamin Netanyahu but most of the International Community views the plan as fatal to hopes for a twostate solution. Cnns Oren Lieberman is live for us in jerusalem. We know the israeli army has been preparing along the west bank for some time. What can we expect to see today . Thats a very good question. Its more on the potential verge. Prime minister Benjamin Netanyahu has been incredibly quiet about what he intends to do as early as tomorrow. Israel and specifically netanyahu could move forward with the annexation of parts of the west bank. There are very few others that know his plan and that includes, as crazy as this sounds, his defense minister and foreign minister who arent necessarily on the same page as netanyahu when it comes to moving forward. There were meetings in the white house recently about what plans will be advanced and there was no consensus after three days of meetings. One member of the Trump Administrations peace team was here to see if there could be some consensus. There doesnt have to be. He can move forward alone. Theyll dissolve the pa, palestinian authority, and put israel in charge of everything. The European Union could take measures against israel including recognizing the state of palestine and they warn annexation could lead to frozen relations. Right now its all up to netanyahu what he wants to do and crucially when he wants to do it. A lot of moving parts. A lot of uncertainty, too, Oren Lieberman from jerusalem. Thank you. Lets take a quick look at markets around the world. Asian markets closed higher. European markets are pretty directionless. Wall street futures are pointing to a lower opening today.
